The 2015-16 school year is fast approaching. Where the summer goes is always hard to figure out. It seems like the winter months drag on, we long for warm weather, and then we suddenly realize it’s August. The new school year is right around the corner. Safe Routes to Schools Our two Safe Routes to School grants are making progress, but at a slower pace than we hoped. First, the Safe Routes to School Planning Grant, which is formulating a comprehensive Safe Routes to School plan for our community, will be unveiled in late August. The state planning team, which visited our district twice last year, has been working on our plan to enhance our walking and biking routes to school. Besides a number of small and intermediate changes that we can easily make, we are quietly optimistic that they will have a proposal to help us safely cross Highways 14 and 74. Second, our Safe Routes to School Bike Fleet Grant is nearing completion. We will receive instructional materials, a bike trailer, bike helmets, and 40 adjustable bikes to help us conduct a bike safety unit for 4th-8th grade students. We were expecting delivery this spring, but the bikes are backordered at the factory until January, 2016. We are expecting to begin our bike safety training next spring. Building Maintenance and Facilities The school board is moving ahead with ICS Consulting to gather a number of maintenance and remodeling estimates at both the high school and elementary buildings. At the high school, the board is looking at upgrading the 50 year old heating, ventilation, and electrical systems, along with replacing the gym roof that has lasted well beyond its warranted life. At the elementary school, a 30 year old roof section on the old part of the building is scheduled for replacement. The board is also looking to improve the air quality at both buildings by not only making sure the ventilation systems are moving air the way they should, but also investigating dehumidification. Additional board discussions have focused on entry way changes for both buildings and a future bond issue that would target a number of classroom updates and additional recreation space. This future building work looks appealing now because the 2015 legislature enacted “Long-Term Maintenance and Facilities Revenue.” Under this new revenue source, local school boards can access building maintenance revenue by raising local property taxes and tapping into new state aid. In St. Charles’ case, a local tax levy will be matched by state aid on a dollar by dollar basis. Under the old approach, districts received little or no state aid to do needed maintenance or building repairs. With this new revenue opportunity, school districts like ours with older buildings are able to relieve a lot of the tax burden that historically fell just on local property tax owners. More information on facility discussions by the board will be forthcoming in the upcoming months. Your support for the St. Charles Public Schools is appreciated. We will continue doing our best to provide a quality education for our students. Enjoy the rest of the summer!

St. Charles High School Peer Helpers The SCHS Peer Helper Team is gearing up for another positive and supportive school year! With the graduation of six of our team members, we've added six new sophomore members chosen by their peers this year. Our 2015-16 peer helper team consists of: Derek McCready, Lane Welch, Ryan Louprasong, Rachael Nunemacher, Calle Fisher, Carolyn Shanahan, Lucas Reisdorf, Coy Schwieder, Noah Bahr, Deja Mosley, Audrey Schwieder, Evelyn Daood, Aaron Nunemacher, Matt Jones, Robert Jackley, Elizabeth Muschler, Grace Berends and Sunshine Melone. Peer helping empowers adolescents to deal with a variety of issues that students face in their daily lives. Peer helpers' roles are determined by their training and by the needs of the student body they serve. Team members are provided with on-going supervision and continued opportunities for learning throughout the school year.

St. Charles Parent Teacher Organization (PTO) PTO- The Saint Charles Parent Teacher Organization is excited for the new school year to start. We are looking forward to a great year and encourage you to volunteer for some of our events. We are looking for helpers during parent teacher conferences in the fall to provide an hour of their time to help with childcare.

GED and Adult ESL classes (2015-1) GED classes will be held on Monday and Tuesday nights, 4– 8 pm starting Monday Sept. 14th & 15th. ESL classes will also begin on September 15th. Classes will be held on Monday and Wednesday mornings in the elementary school at 8:15 am.

If you have interest in creating new events to benefit the children who attend SCES and want to join the PTO board, please contact us at saintcharlespto@gmail.com. Or if you just want to offer a suggestion, please feel free to get in contact with us.

All team members will be attending a mandatory, intensive training retreat September 26-27 at the Eagle Bluff Environmental Learning Center near Lanesboro. Through discussion and fun, engaging activities, team members will learn the basic but crucial skills necessary for building healthy relationships, including the following: communication, assertiveness, confidentiality, decision making and conflict mediation. This has been a positive learning experience for our team and we look forward to another great year! Co-advisors for the Peer Helper program are Theresa Nunemacher and Mike Smith.

A huge thank you to our summer custodial staff for all their hard work to get the buildings ready for the upcoming school year! 3

HIGH SCHOOL NEWS A new school year is quickly approaching with football practice starting on August 10th and all other fall sports starting practice on August 17th. I would like to welcome boys soccer as an official MSHSL activity to our school. You can follow them on twitter @STCBoysSoccer. Please come out to the soccer field to show your support for their first home match on Tuesday, September 1st at 7:00 PM. The late start to school and the early start to our activities means that there will be many home games to attend before school begins. Girls soccer, volleyball, and football all have two home games/matches before school starts and boys soccer has one. All of the dates, times, and locations for our activities and events can be found at our website www.scschools.net. As always, I would encourage you as students to get involved with our activities at school. Parents, thank you for supporting your students in these activities, it makes a difference for our students. A new school counselor will join the staff of St. Charles High School this year. Ms. Allison Marcus comes to us from Braham Public Schools where she was the counselor and testing coordinator there. She will begin office hours at the end of August. Students and parents, feel free to stop in and introduce yourself. Students will see many changes in the state mandated testing from last year. The two main changes that the students and parents will see, are the elimination of the Career and College Assessments for grades 8 and 10 (ACT Explore and Plan) and the college placement diagnostic exam (ACT Compass) and the elimination of the requirement that all students must take the ACT as juniors. Students will still have the opportunity to take the ACT but it will not be required by the state. As we receive more information on this topic, we will pass it along to parents and students. Have a great, relaxing rest of the summer. As always, if you have any questions, please contact me at the high school.

SEVENTH GRADE ORIENTATION Seventh graders at SCHS are requested to attend an orientation on:

Monday, August 31st at 7:00 p.m. St. Charles High School Gym  The purpose of the program is to

acquaint students and their parents with the school facilities, the educational program and student opportunities.  A letter with details will be sent to

parents of all seventh graders in early August.  We will NOT be selling supplies for 7th grade stu-

dents on orientation night.  The school will be selling padlocks for phy-ed lock-

ers.  7th grade students will receive their class schedules.

BULLYING Bullying will not be tolerated at SCHS. The school district will investigate all complaints, formal or informal and will take appropriate disciplinary action against any student or staff who engages in bullying. Bullying is defined as “Conduct that is either repeated and in the context of a perceived or actual imbalance of power, or that materially and substantially interferes with the student's education. However, intimidating, threatening, abusive, or harming conduct includes not only physical harm or threats of physical harm, but also violations of a student's reasonable expectation of privacy, defamation of a student, intentionally inflicting emotional distress, or conduct directed at a student on the basis of certain actual or perceived characteristics. All claims of bullying will be investigated by the principal. Consequences for bullying may include, but are not limited to: a warning, detention, Saturday School, suspension, remediation, termination or discharge. Please refer to the complete copy of the District’s bullying policy 514 for further clarifications. A copy can be found in the office and on the student bulletin board.

HIGH SCHOOL SCHEDULES 

High school students, grades 8-12, are invited to view their schedules on-line using the schools website. Changes to their schedule for the school year may be done starting the week of August 24thplease call for an appointment. A paper copy of your schedule will be handed out the first day of school.



Students can also get their locker number and combination. We ask students to verify their locker combination before the first day of school.



Padlocks for phy-ed lockers may be purchased.

ATTENDANCE Good attendance is an essential ingredient in student achievement. Class discussions and other interactions with staff and students are valuable learning experiences that cannot be duplicated in any other way. Good attendance is also a trait highly valued in the workforce. Attendance habits acquired in school tend to carry over into the work force after graduation.

Student Responsibility It is the student’s responsibility to attend all assigned classes. If it is necessary to be absent, the student must have the parent phone the school to request an excused absence by 8:00 a.m. If the parent is not able to make that call by 8:00 a.m., the student must call to inform the school of the absence and then have the parent call or write a note requesting an excused absence within 24 hours. Any absence not cleared by the parent within the 24 hours will be considered unexcused and referred to the principal. Upon return following an absence, the student must pick up an admit slip from the office and show it to each teacher whose class was missed. If a student needs to leave school at any time during the school day, the student must come to the office to get a pass. It is the student’s responsibility to request any missed assignments due to an absence.

Parent Responsibility It is the responsibility of the parent to ensure the student is attending school regularly and to call the school when the student will be absent to request the absence be excused. It is the school’s right and responsibility to determine whether or not the absence will be excused. Whenever possible, the parental request should be made by 8:00 a.m. so that the school can account for the student’s absence. The parent may phone the school at any time, day or night, (932-4420) and leave a message on the attendance voice mail. If you have a question as to if an absence will be excused ask the principal. It is the school’s position that the following are valid reasons for being granted an excused absence fr om class: A. Student Illness B. Serious illness or death in the student’s immediate family C. Emergency medical or dental treatment D. Impassable roads or weather making travel unsafe E. Recognized religious holidays or observances F. Court related appearances G. Pre-approved unique situations Examples of absences generally considered to be unacceptable and unexcused are: A. Overslept B. Missed the bus C. Late evening activities, school related or otherwise D. Work E. Shopping, tanning, hair appointments, senior pictures F. Babysitting G. Excessive car problems

Consequences Failure to be in one’s assigned classes without parental and school approval will be viewed as an unexcused absence and will result in detention, Saturday School or suspension. Every period missed results in at least one hour of detention, Saturday School, or in-school suspension. When the number of absences – excused or unexcused – reaches an excessive amount (no more than 5 a quarter or 20 per school year) the student and parent may be asked to conference with a school official to formulate a contract to address the problem. This contract may include dropping credit after five absences in any period during any quarter, serving Saturday School, or requiring medical notes for all subsequent absences before they are excused. These absences can also be verified by a doctor or the school nurse. While parental and student approval of the contract is recommended, it is not required for the school to implement the contract. Another example of a contract results from excessive illnesses. The attendance contracts may be implemented at any time during the school year, including at the beginning of the year, if the previous year’s attendance has been unacceptable. Students with an unexcused absence will not be allowed to make up any work missed as a result of that unexcused absence. In addition, work that was due the day of the unexcused absence will not be allowed to be turned in for credit..

DAYCARE TRANSPORTATION Each year parents inquire about the possibility of transportation of children to/from sites other than their child’s home. Minnesota law allows school districts to do this if the site is more than one mile from the elementary school. Parents/guardians may designate by a signed, written request a daycare facility, residence of a relative or the residence of a person chosen by the parent/guardian as the address of the pupil for transportation purposes. Requests should be made to Superintendent Mark Roubinek. 8

ELEMENTARY SCHOOL NEWS Hopefully all of you had an enjoyable summer and are geared up to get back to school. This year, we welcome new teachers Kristine Swenson (Kindergarten), Chloe Becker (1st Grade), Amber Meisch (Special Ed), Connie Dykhuis (Early Childhood Special Ed), Bobbi Harris (Speech Language), and Janeen Perrizo (Media Specialist) to our staff. They are excited to be joining our team. St. Charles Elementary Students continue to do very well on MCA Testing which is the State of Minnesota’s measurement of academic success in our students. Grades 3-6 participate in the MCA Math, Reading and Science (Grade 5 only). Our teachers, students, and parents put a great deal of effort in learning the standards throughout the year and it shows in the results. Keep up the great work. This year the elementary school will see some changes in the area of technology. All classrooms in grades 14 will be equipped with Promethean ActiveBoards. The boards are designed to provide students and staff with a more hands-on approach to learning. The boards are supported by a large library of lesson plans that are standards-based and created and shared by teachers all over the country. We are looking at new ways of learning through technology and this is one of the avenues we will be taking in 2015-2016. As the summer starts to come to a close, it is very important for students to start getting back into the school routine. Below are some tips to help with the transition: 1. 2. 3. 4. 5.

Start at least 1 week before school on your school bedtime schedule. Continue to spend time reading books. Perhaps reading with your child 15-30 minutes each night before bed. Review behaviors and the meaning of RESPECT as they relate to being back in school. Make a habit of eating a healthy breakfast. Take some time to practice math facts and counting.

A HUGE Thank you to our summer custodial and technology help for their efforts in getting our building ready for the 1st day of school. Enjoy your remaining days of summer vacation and I look forward to seeing all of you on Tuesday, September 8th. Let’s have a great year. Mrs. Justine Reinhardt, RN ~ SCHOOL HEALTH NEWS Hello! I hope you all are enjoying your summer break! I look forward to beginning another school year here at St. Charles. My name is Justine Reinhardt, and I am the Licensed School Nurse for both the Elementary and High School. I have a couple of reminders from the Health Office to share with parents and students. First of all, please remember to complete necessary immunizations prior to the first day of school. Please visit: http://www.health.state.mn.us/divs/idepc/immunize/schedules.html to verify your child(ren) has all of the necessary immunizations per state law. Children entering Kindergarten must also complete Early Childhood Screening prior to beginning school in the Fall. Please contact the Elementary office at 932-4910 with questions, or feel free to email me. We will be completing Hearing and Vision screening in the Fall for all Elementary students, and 7th and 10th grade students in the High School. Referral letters will be sent home to parents whose child(ren) may have had difficulty with any part of this screening.

 As with all immuniza ons required for school, children whose parents are conscien ously opposed to immuniza ons can receive an exemp on. Please call the school to receive the proper form to complete and return. For more informa on about these immuniza ons and Minnesota’s Immuniza on Law, call or visit the website of the Minnesota Department of Health Immuniza on Program: www.health.state.mn/immuniza on or contact 1-800-657-3970.

 This school year, ALL students and their parents/guardians will be asked to complete a Health and Emergency Informa on form. Elementary students will receive this form from their classroom teacher. High school students’ parents/guardians will receive this via mail or email. Please return this form to the school within the first week of school. Thank you for your coopera on.

 If your child takes any prescrip on medicaons (including inhalers for asthma or EPI-Pens for anaphylaxis) now is the me to contact your child’s physician to receive an updated prescrip on to allow trained staff members to administer these medica ons in the school se ng. Please contact either the High School or Elementary School to receive the proper form to have completed by your child’s doctor.

I encourage you to speak to your child(ren) about ways to stay healthy this school year. Please review the following recommendations: 1. Encourage frequent hand washing, especially before meals and after using the restroom. 2. Use hand sanitizer. It may be helpful to have a small hand sanitizer in your child’s backpack or desk to use as needed. 3. Cover your mouth or nose when sneezing or coughing. 4. Keep your hands away from your eyes and out of your mouth. 5. Do not share water bottles, food, or other personal items. 6. Keep your child home if they are ill. Students with a fever, vomiting, or diarrhea are encouraged to stay home to prevent the spread of illness to others. It is very important for your child to eat a healthy diet, drink plenty of water, exercise frequently, and get plenty of sleep. I encourage all families to speak to their family doctor about getting a flu vaccine annually as well. As always, I look forward to keeping our students and staff healthy and safe this school year. See you in September! Justine Reinhardt (jreinhardt@schs.k12.mn.us)

MEDICATION NOTICE If your son/daughter wishes to take a pain reliever during the school day, they must bring in a new, unopened bottle of acetaminophen or ibuprofen to the office. Elementary school students should not have a single dose higher than 325-mg per tablet (regular strength). Parents must sign a medication administration release form for students to take any over-the-counter or prescription medication. A medication release form can be picked up in the High School Guidance Office or Elementary Office. All prescription medications MUST be in a pharmacy container. Have the pharmacy make two containers, one for home and one for school. We will NOT accept medication in baggies or envelopes. This is for the safety of your student. Please contact the High School (932-4420 x156) or the Elementary School (932-4910) with any questions or concerns.

The St. Charles School District’s educational programs, including the District’s vocational programs, are offered without regard to gender, race, color, national origin or disability. 9

DOES YOUR FAMILY HAVE HEALTH INSURANCE? If not, help may be available! Minnesota offers health care programs for families who qualify. Minnesota Health Care Programs (MHCP) include MinnesotaCare and Medical Assistance. Both cover most medical expenses, such as doctor visits, prescriptions, x-rays and hospital stays. Medical Assistance has no monthly premium. MinnesotaCare has a low-cost monthly premium based on household income. If you have questions about these programs or how to apply:  Contact the District Office 507-932-4420  Call Winona County Human Services at 507-457-6200  Online at www.dhs.state.mn.us/healthcare

Ready Set School

Dear Parent/Guardian: If your children get free or reduced price school meals, they may also be able to get free or low-cost health insurance through Medicaid or the State Children's Health Insurance Program (SCHIP). Children with health insurance are more likely to get regular health care and are less likely to miss school because of sickness. Because health insurance is so important to children’s well-being, the law allows us to tell Medicaid and SCHIP that your children are eligible for free or reduced price meals, unless you tell us not to. Medicaid and SCHIP only use the information to identify children who may be eligible for their programs. Program officials may contact you to offer to enroll your children. Filling out the Free and Reduced Price School Meals Application does not automatically enroll your children in health insurance. If you do not want us to share your information with Medicaid or SCHIP, fill out the form below and send in (Sending in this form will not change whether your children get free or reduced price meals). No! I DO NOT want information from my Free and Reduced Price School Meals Application shared with Medicaid or the State Children's Health Insurance Program. If you checked no, fill out the form below to ensure that your information is NOT shared for the child(ren) listed below: Child's Name: ____________________________________School:________________ Child's Name: ____________________________________School:________________ Child's Name: ____________________________________School:________________ Signature of Parent/Guardian: ____________________________________Date:__________________ Printed Name: Address:

RECORDS RIGHTS OUTLINED What are the rights of parents and students when it comes to viewing educational records? The Family Education and Privacy Act requires that school districts annually publish a notice to parents and eligible students (students 18 and over) outlining the rights regarding a student's educational records. All individual records on current students are filed in the school the student attends. Requests by parents or eligible students to review or inspect school records should be submitted to the appropriate principal: Mr. Bernard for secondary students and Mr. McBroom for those who attend elementary school. Records on students who no longer attend District 858 are filed at the High School. Requests for review of these records should be made to Ms. Marcus. Any parent or eligible student may file a request to challenge inclusions in his/her educational records. This can be done by submitting a letter requesting a change in the record. The school district intends to limit disclosure to a third party information contained in a student's educational records, except as follows:  By the prior written consent of the student's parents or the eligible student.  As directory information. Directory information is defined by law as name, address, phone number, date and place of birth, sex, major sports, weight and height, dates of attendance, grade levels completed, awards received, and previous educational institutions attended. Any parent or eligible student who does not wish this information released should notify in writing the School District office. The following information must be included: name of student, home address, school presently attended by student, parent's legal relationship to student, specific categories of directory information that will not be made public without the parent's or student's prior written consent.

In order to fulfill its obligation under Section 504, the St. Charles School District recognizes a responsibility to avoid discrimination in policies and practices regarding its personnel and students. No discrimination against any person with a disability will knowingly be permitted in any of the program and practices in the school system. The school district has specific responsibilities under the Act, which includes the responsibility to identify, evaluate, and if the child is determined to be eligible under Section 504, to afford access to appropriate educational services. If the parent or guardian disagrees with the determination made by the campus 504 committee, he/she has a right to discuss the issue with the school’s 504 administrator. ST. CHARLES PUBLIC SCHOOLS NOTICES (2015-16) GENERAL PESTICIDE NOTICE A Minnesota state law went into effect in year 2000 that requires schools to inform parents and guardians if they apply certain pesticides on school property. Specifically, this law requires schools that apply these pesticides to maintain an estimated schedule of pesticide applications and to make the schedule available to parents and guardians for review or copying at each school office. State law also requires that you be told that the long-term health effects on children from the application of such pesticides or the class of chemicals to which they belong may not be fully under-stood. If you would like to be notified prior to pesticide applications made on days other than those specified in the estimated schedule, please contact Jerry Schweitzer, B&G Supervisor at (507) 932-4420

INDOOR AIR QUALITY NOTICE St. Charles Public Schools is proud to be taking a leadership role in providing a safe, comfortable and productive environment for our students and staff so that we achieve our core mission—educating students. Our school will follow the EPA guidance to improve our indoor air quality by preventing as many IAQ problems as possible, and by quickly responding to any IAQ problems that may arise. Good air quality requires an ongoing commitment by everyone in our school, because each of us daily makes decisions and performs activities that affect the quality of the air we breathe. School staff, students and parents can obtain checklists or self-help information so they can properly evaluate their child’s home or other out of school situation by contacting the school. Staff and parents can also obtain information about school facility construction, maintenance and housekeeping practices, chemicals used, mold and HVAC related information, chemical producing academic subjects, and pesticide and herbicide applications to determine the extent to which school activities contribute to a child’s symptoms by contacting the school. The St. Charles Public Schools Indoor Air Quality contact person is Jerry Schweitzer, B&G Supervisor. If there are any questions regarding the school’s IAQ Program, please feel free to call the school at 932-4420.

2015-16 ASBESTOS NOTICE As a result of recent federal legislation (Asbestos Hazard Emergency Response Act - AHERA), each primary and secondary school in the nation is required to complete a stringent new inspection for asbestos and to develop a plan of management for all asbestos-containing building materials. St. Charles Public Schools has a goal to be in full compliance with this law and is following the spirit, as well as the letter, of the law. As a matter of policy, St. Charles Public Schools shall continue to maintain a safe and healthful environment for our community's youth and employees. In keeping with this legislation, all buildings (including portables and support buildings) owned or leased by the school district were inspected by EPA accredited inspectors and samples were analyzed by an independent laboratory. Based on the inspection, the school prepared and the state approved a comprehensive management plan for handling the asbestos located within its buildings safely and responsibly. Furthermore, St. Charles Public Schools has completed its 3-Year Re-inspection required by AHERA. Our district buildings, where asbestos-containing materials were found, are under repair, removal and Operations and Maintenance. This past year, St. Charles Public Schools conducted the following with respect to its asbestos containing building materials: * implemented our Operations and Maintenance Program*. Federal law requires a periodic walk-through (called "surveillance") every six months of each area containing asbestos. In addition, the law requires all buildings to be re-inspected every three years after a management plan went into effect. IEA will accomplish this under contract. Short -term workers (outside contractors - i.e., telephone repair workers, electricians and exterminators) must be provided information regarding the location of asbestos in which they may come in contact. All short-term workers shall contact the lead maintenance person before commencing work to be given this information. St. Charles Public Schools has a list of the location(s), type(s) of asbestos-containing materials found in that school building and a description and timetable for their proper management. A copy of the Asbestos Management Plan is available for review in the school office. Copies are available at 25 cents per page. Questions related to the plan should be directed to the St. Charles Public Schools at (507) 932-4420.

TRANSPORTATION STUDENTS REQUIRED TO HAVE PERMISSION TO RIDE SCHOOL BUS THEY ARE NOT ASSIGNED TO Parents and guardians are required to call or send a note to request permission for their son or daughter to ride the bus to another student’s home. If possible, this should be done at least 24 hours in advance of when the student will be riding the bus. The phone call should be made or note should be sent to Mrs. Slavin at the High School or Mrs. Muschler at the Elementary School. The secretary will then fill out a form which will be given to the bus driver indicating that the student has permission to ride the bus. If there is a problem with available seating on the bus, the secretary will then attempt to get back in touch with the parent.

TRANSPORTATION BUS ROUTE LISTS Bus route lists will be mailed to all transported families before the first day of school!

RIDING A BUS IS A PRIVILEGE - NOT A RIGHT The 1994 Minnesota Legislature passed a law which clearly establishes that riding a school bus is a privilege and not a right. A student’s riding privileges may be revoked for failing to obey the school district’s bus discipline policy or rules. Districts are not required to follow laws governing suspension and expulsion and are not required to provide transportation for a student whose riding privileges have been revoked.

NO FOOD OR DRINK ON BUS ROUTES As part of an effort to keep buses clear and safer for students, eating and drinking on the morning and afternoon bus routes is not allowed.

TOWN BUS (CHICKEN BUS) A list of pickup/drop off places and approximate times is available at the Elementary or High School Office and on the school website: www.scschools.net
