Trousdale Turner Correctional Center, a 438,596 SF medium-security, private prison was completed in 2016 on the former site of the Hartsville Nuclear Complex. The facility covers almost 500,000 SF with a current capacity of 2,552 inmates — more than 10% of the state’s entire prison population. Trousdale Turner prison is made up of six T-shaped cellblocks designed to house approximately 360 inmates each. The complex has housing units, educational and vocational facilities, six outdoor recreational facilities, two gymnasiums, a kitchen and dining hall, a commissary, a chapel, a maintenance and visitation building, and two inmate support buildings.

HARTSVILLE, TROUSDALETN CORRECTIONALTURNERCENTER

Construction originally began in 2008 with delays until completion in 2015. Due to the delay from design to final construction, parts of the facility were faulty on meeting current energy-efficient technology standards and ACA building standards. All systems were reviewed, tested, measured, and verified to meet code regulations and standards.

TEXAS DEPARTMENT OF SSRVARIOUSCORRECTIONSLOCATIONS,TXhasbeenrepeatedly selected as the Texas Department of Criminal Justice consultant since 2008. Under this contract SSR provides professional engineering services including structural, civil, mechanical, electrical, plumbing, and fire protection for all of the Texas Department of Criminal Justice facilities. The engineering services include design work, construction administration, field investigations, and facility studies and planning.

TURNEY CENTER FIRE ALARM UPGRADES

ONLY, TN This project involved design for the replacement of the existing fire alarm systems in approximately 20 campus buildings. The existing systems had become unreliable due to their age and frequency of failures. Replacement included all system components, wiring, and updates, including fully addressable systems in each building. Also included was the addition of a proprietary supervising station in the facility’s Central Control Room that communicates with each of the building fire alarm systems so as to provide immediate alarm event information to Central Control personnel and facilitate the quick dispatch of first responders.

Nashville’s newest correctional facility. The county-owned building, which is operated by Corrections Corporation of America, is a medium security facility. The project is currently pursuing LEED® Silver certification and if successful will be the state’s first LEED® certified detention facility. Design incorporated elements such as a geothermal heat pump system, low-flow plumbing fixtures, solar panels, and parking for alternative fuel vehicles.

SHELBY CRIMINALCOUNTYJUSTICE CENTER

SSR provided engineering design services for the original building and later expansion of the facility.

MEMPHIS, TN When originally built, the Shelby County Criminal Justice Center was a three-story, 256-bed facility in downtown Memphis. Anticipating a need for future growth, the facility was designed for a future vertical expansion of five additional floors and 1,280 more beds. The water service, fire main, and sewer system were increased to match the facility’s future demand. Additional space was allocated in the building for future equipment that would be needed for water heating, booster pumps, generators, air conditioning equipment, and boilers.

BLACKWATER CORRECTIONALRIVERFACILITY

MILTON, FL

With the help of previous correctional experience, the design team was able to incorporate innovative solutions to allow for better accessibility and conveniences for the officers maintaining the facility. The HVAC control system and plumbing valves were tied into the central control system to allow officers to control air and water flow from the safety of the officer’s station. The smoke control system was designed to evacuate smoke without the need to evacuate adjacent zones allowing for better control of inmates during a smoke alarm.

The $114 million Blackwater River Correctional Facility in Milton, FL, is a 378,796 SF facility that provides secure care, custody, and control for medium and close custody male inmates. The facility focuses on providing academic and vocational programs as well as medical care, substance abuse programs, counseling, and life skills training opportunities.

TENNESSEE PRISON FOR WOMEN FIRE ALARM SYSTEMS UPGRADE

TDOC HIGH MAST LIGHTING SYSTEMS UPGRADE

NASHVILLE, TN VARIOUS LOCATIONS

SSR is working with the State of Tennesee and the Tennesee Department of Corrections in a state-wide initiative to upgrade or replace fire alarm systems in Tennessee correctional facilities. At the Tennessee Prison for Women, the project team reviewed current alarm conditions — including smoke control — and proposed system updates that aligned with local requirements and equipment availabilty. Emphasis was placed on the specific needs of the facility, while still maintaining accessibility and possible statewide fire alarm systems reporting standards. Each campus was fully integrated to report to the primary facility command and security station to relay information off-site to necessary staff and response teams.

To provide more efficient LED style fixtures, SSR was hired by TDOC to replace the high mast lighting at Riverbend Maximum Security Institute and West Tennessee State Penitentiary. The intent of the project was to inspect existing poles, grounding loops, and surge protections for reuse at each facility. The project included refurbishment of existing high mast lighting systems to incorporate new LED lamps and fixtures to reduce energy use and maintenance requirements. SSR provided recommendations on manufactures and technologies and direction for the installation of different systems. Security requirements were considered and additional research was conducted to make recommendations.

BEE COUNTY JAIL

SALINE COUNTY JAIL

BEEVILLE, TX The project at Bee County Jail was completed by a combined team of experienced commissioning professionals from SSR and Lackey de Carvajal Cx (LCCx), a HUB minority firm. The scope included testing, adjusting, and balancing (TAB), and encompassed both the 38,500 SF jail and 12,500 SF Sheriff’s Office. The project was conducted in phases, the work beginning at the Sheriff’s Office, followed by completion of the services to the jail.

This new 31,120 SF facility houses the sheriff’s department and a detention center. The facility included a full-service kitchen and laundry area. Services provided include structural, mechanical, plumbing, and fire protection services. The project had a construction cost of $6.6 million.

WHITE COUNTY LAW ENFORCEMENT CENTER

A full service law enforcement facility, this 124,000 SF structure houses the sheriff’s department, circuit and district courts, as well as clerks offices. In addition, the facility also has the ability to house a limited amount of inmates and includes full service kitchen and laundry areas. The project was completed in 2007 at a construction cost of $17 million. SSR was responsible for mechanical, electrical, plumbing, fire protection, civil, and structural design. The challenge was how to incorporate the existing structure while providing for the county’s current and future needs. The existing structure was partially absorbed into the new facility with the circulation designed along intersecting axis. Staff circulation was separated from the public except where points of transaction or services were required. This configuration accommodated the required adjacencies while allowing for future expansion of the courts, sheriff’s offices, and jail in separate directions. Distinct entries were created for the Courts and the Sheriff Office/Jail.
