Food for Thought A person who never has enough time to do a job properly always has enough time to do it over. *** To work out our problems, we need to add love, subtract hate, multiply good, and divide between truth and error. *** Be thankful if your job is just a little larder than you like. ATTENTION MEMBERS! There will be no June 24, 1992 Vestnik published. ***

The minutes of the last Supreme Lodge quarterly meeting held April 13-15, 1992 have been received and are being published. This is the last Supreme Lodge quarterly meeting before the 1992 June Convention and, therefore, contain the latest information and decisions made.

In the 1988 Convention, the delegates had 'indicated that they desired or that they wanted more complete minutes of the Supreme Lodge meeting and, with very few exceptions, this has been the case in the last four years, of course, they are not written word for word but are sufficiently complete, we feel. Each member is encouraged to read them and, if you have any questions or desire explanations, you still have time to obtain answers before convention time. Now is the time to get things fully explained so that you go to the convention as fully informed as possible.

*** The next issue (June 10) will be the

convention issue and, regretfully, we have received very few lodge histories from our various lodges for this special issue; however, we will print those we have and you may find most of them interesting with information how our local lodges are coping and making efforts to improve themselves and some even struggling to stay active in these times of members' indifference, lack of interest, the attitude of "let others do it," too many other interests, etc. and still being able to function as a lodge organization.

There have been a few lodges complain and some lodge members who still feel that way, that direct billing has hurt their lodge by making the membership feel that they don't really need a lodge to be members of because they pay their premiums direct to the home office and, naturally, there are those members who feel that the fraternalism, brotherhood and socially meeting with their fellow members is worth meeting at lodge meetings and spending some time with their fellow members in reminiscing, visiting and planning, etc. for things to make their life more enjoyable.

In some communities, our SPJST lodges are the centers of a large amount of the community activities and, therefore, well respected and make a good impression in the surrounding area and that is favorable public relations for our Society where the SPJST initials mean more than iust a few initials on some sign, billboard or building.

In other cases, an SPJST lodge is practically unnoticed with the exception of a few active lodge members who meet at their lodge meetings and spend a short time socializing together with very few other lodge activities because they are either in an area where the functions are continually taking place plus there are too many other interests to attract members and the lodge finds it very hard to function as an important unit.

On the national level, we continually hear from our President on down that one of the problems of our country is the breaking up of the family unit and, in this instance, our SPJST lodges certainly can standout as an example where the entire family can find something of interest to attract all of them.

Our fraternal system from the National Fraternal Congress of America (NFCA) and its approximately 100 societies down to the local lodge units certainly fill a much-needed place in our social lives.

Recent letters have shown that .our lodges, on the average, need and are asking for more financial help, in order to stay alive as well as active, also many are seeking a way for the Supreme Lodge with the direct billing system to also collect local lodge dues from the members at the same time that the members are being billed for their insurance premium; this will very likely be one of the proposals brought to the convention by more than one lodge. And, very likely, some type of equalized local lodge dues system will be requested to be worked out, so those lodges and members who have thoughts on this topic should be prepared with their idea when and if this proposal comes to the attention of the delegates on the floor for consideration.

The convention should resolve a number of things, and our members as well as delegates still have time to think about progressive steps this convention can take for the overall betterment of our Order and build a better future for the SPJST. Your editor received a personal letter from a former Publication Committee member, thanking yours truly for the 20 plus years as editor of the SPJST Vestnik. What really impressed this writer was this sentence in his letter: "I will see you at the convention and, hopefully, we will accomplish something so that the next generation will be able to say that those old-timers really tried to hand over to us a good and sound Society." These are the words of a true fraternalist! ***

Halcion, the sleeping pill banned in Britain because of concerns over psychiatric side effects, should stay on the market in the United States but with clearer, bolder warnings, an advisory panel of the Food and Drug Administration concluded last week. If the FDA goes along, as usually happens, new package inserts will recommend in stronger language that the drug be prescribed at the lowest dosages available for ten days or less to avoid side effects such as memory loss and anxiety. A company that makes Halcion is pleased that the FDA has found Halcion to be safe and stresses that it already markets the drug in 10-doze packages of 0.125 and .025 milligram pills, the lowest doses. Drug makers sell many alternatives to Halcion, but no prescription sleeping pills is riskfree. Even over-the-counter drugs can cause side effects such as daytime drowsiness. ***

NOTE OF APPRECIATION - A note of appreciation was read from Thelma Hrncir thanking the members of the Supreme Lodge for the flowers sent to the funeral of her mother, Stella Mrazek, and for expressions of sympathy.

Credentials Committee -- the president of the Supreme Lodge appoints 2 members to a three-member committee on credentials at least 30 days prior to the convention. The vice president of the Supreme Lodge appoints one member to this three-member committee. Articles 4 (g) 4, 12 (b), 37 (b) 12, 38 (j). This committee functions only at the convention.

100 PENNIES DRIVE - On motion by President Leshikar, seconded by Director Hrncir, the drive was approved for 1992 with the same rules and procedure as the last drive.

Standing Committees -- each committee composed of seven members one from each district elected by the delegates at the convention; Article 12 (i).

Minutes Of The April 13-15, 1992 Regular Meeting Of The Supreme Lodge SPJST Held At The Home Office In Temple, Texas

LAS VEGAS TOUR - Report was made on favorable comments about the tour.

KNCT-TV - The seven employees and the Vice President were acknowledged for taking time to help raise money for the local Public Broadcasting Station.

100% SPJST FAMILIES - On motion by Legal Advisor Kacir, seconded by Director Broz, it was decided that President Leshikar and Vice President Gebala proceed with implementation of the 100% SPJST Families Program.

Motion carried unanimously.

CLARIFICATION OF NEW SCHOLARSHIP GUIDELINES - The effective date of the rule allowing one merit scholarship and one merit or King/Queen Scholarship was reviewed. After discussion, President Leshikar moved that the effective date be made retroactive to the date when the $500 merit and King/Queen Scholarship was begun. There was no second to the motion. It was clarified and interpreted that the effective date of the previous action on the District Merit, King and Queen Scholarships action is effective January of 1992, and that anyone receiving a District Merit or King and Queen Scholarship since January of 1988 be now eligible to win a general scholarship but no one be allowed to win more than 2 scholarships.

Director Vavra and Director Broz brought up comments from their districts and asked that youth be allowed to win up to three scholarships. (Merit, King/Queen and General.)

He reported that a member from a nearby lodge had been present to visit the meeting but decided to leave on learning that the morning session will be set aside to consider By-Laws.

MINUTES - The minutes of January 6-8, 1992 meeting were considered and approved as presented on motion by Director Vavra, seconded by Director Hanus and carried unanimously.

OFFICERS' REPORTS - The Supreme Lodge Officers' reports were acknowledged on unanimously adopted motion by Director Broz, seconded by Director Hrncir. (Reports will be placed of record in Exhibits Volume 11).

RECEPTION FOR CZECH PRIME MINISTER - A brief report was made on the reception for Czechoslovakian Prime Minister Marian Calfa sponsored by the Czech Educational Foundation of Texas and held at the SPJST Home Office. Regrets were expressed that the local news and TV coverage did not indicate that the reception was held at the SPJST. Recess was taken at 8:50 a.m. to allow time to review the By-Laws for needed changes.

Ruth Hanusch, and the staff in the Vice President's Department were invited into the Board Room. Ruth Hanusch was recognized for 20 years of service in the Home Office. Chairman of the Board Sid Pokladnik presented her with a corsage; President Leshikar and Vice President Gebala presented her with a plaque and a token of appreciation for her 20 years of service in the Home Office.

The meeting was called to order at 8:30 a.m., April 14, 1992.

SOCIAL - There was a review of the social held the previous evening for local leaders and dignitaries and suggestions were heard about changes that could be

On motion by Legal Advisor Kacir, seconded by Vice President Gebala, it was agreed that the president and other Supreme Lodge officers meet to make a study of the scholarship program and report back to the next meeting. Motion carried.

After discussion, it was decided that youth members should be allowed to keep all scholarships earned through the Youth Department (Merit Scholarship and Royalty Scholarships) and also be eligible to apply for a General Scholarship effective as of January 1992. The motion was by Director Vavra, seconded by Director Broz. Voting in favor: Howard Leshikar, Louis Hanus, Andrew Vavra, Stanley Broz, and Leonard Mikeska. Voting against: Bernard Gebala, Jerry Mikulas, Willie E. Kohutek, Matt Vanek, Thelma Hrncir, and Sidney Kacir.

Cyrill Pokladnik abstained. The motion failed.

SPJST CALENDAR BIDS - Consideration was given to bids for the 1993 SPJST calendar. Bids were received from: Western Media, 30,000 @ $0.80 each; Harvey Advertising, $0.98 each per 10,000; Doss Advertising, $0.98 per calendar.

On motion by Director Broz, seconded by Legal Advisor Kacir, the low bid from Western Media was accepted. Motion carried unanimously.

LODGE/MERGERS NEW LODGE - Report was made on possible merger of Lodges No. 58 and 68 and the chartering of Lodge No. 200, Eddy.

CONVENTION - It was reported that the setup time to change from general assembly to banquet setup was quoted by the Victoria Community Center as 3 1/2 hours. To shorten the time to prevent having to recess the convention too early, the arrangement was to leave the tables assembly style which will require some individuals to have their backs to the stage. Another problem was encountered in not being able to move in copiers and office equipment on Friday and having to store the equipment until Saturday.

CONVENTION SECRETARIES - Consideration was given to selecting of convention secretaries.

After discussion, authorization was given to the Supreme Lodge officers to select the convention secretaries. The motion was by Director Hrncir, seconded

by Director Vavra, and it carried unanimously.

CONVENTION SEATING - A drawing was held for District seating positions and each director drew for position.

4/ VESTNIK—Wednesday, June 3, 1992 CREDENTIAL COMMITTEE APPOINTED - The committee appointments were: Darlene Engelke (66) Jerry Tallas (29) Pearl Hanka (88) VICE PRESIDENT GEBALA'S OLD BUSINESS MATTERS: He reviewed and explained his report item by item.

INSURANCE - Report was made that insurance written was down some $2 million and earned premium down $113,012.93. Explanation and reasons were given in SFM Gene McBride's report.

INSURANCE COMMITTEE MEETING - Recommendation was considered from directors that an SPJST insurance amount requirement again be set to qualify for an SPJST mortgage loan.

Recommendation was also heard that the possibility of changing our membership rules in the By-Laws to allow an individual to become a member by purchasing an annuity.

In response to the matter of setting a mortgage loan insurance requirement, it was agreed to inform the By-Law Committee that the Supreme Lodge is in process of looking into the legality of again establishing a minimum SPJST insurance requirement to qualify for an SPJST mortgage and checking into the feasibility of setting a requirement that if a borrower drops his SPJST membership, that the interest rate on his loan be increased by 1/2% to 2%. It was explained that $25,000 SPJST insurance requirement was previously dropped by the Board because of a lawsuit against another lender having a similar requirement.

On the matter of obtaining SPJST membership by purchasing only an annuity it was agreed to inform the By-Law Committee that this matter was studied and it continues to be the opinion of the Supreme Lodge that if a person can qualify for insurance, that an insurance certificate be required to establish membership.

There was a general discussion concerning sales, return paid on interest-sensitive products, and difficulty in managing the sales force since they are voluntary and elected by the local lodges. He discussed inaccurate adverse information that was being put out about the organization when in reality we were doing well.

VESTNIK - He called attention to the fact that our contract with Hill County Press for publication and mailing of the Vestnik will expire on December 31, 1992.

INDEPENDENT AUDIT - It was reported that the final report will be ready

by June 10, 1992 so that the information can be given to the delegates.

DIRECT BILL - Report was made that 92% of our certificates and 84% of our lodges are on direct bill status and premium notices are mailed by the Home Office.

REFUND TO LODGES - The refund to lodges amounted to $163,264.67.

BUDGET/PROJECTED INCOME - The 1992 actual income exceeded the projected amount and actual expenses were less than the amount budgeted for the quarter.

LEGAL ADVISOR KACIR'S OLD BUSINESS MATTERS: LEGAL WORK ON PENDING LOANS - Report was made that legal work was progressing on refinancing loans but a number of borrowers were complaining about the costs involved in refinancing.

LITIGATION/TAX SUITS/BANKRUPTCIES - Report was made on specific situations involving tax suits on delinquent taxes in connection with real estate loans and bankruptcies.

FORECLOSURES - Report was made on property scheduled for foreclosure and on ..;pecific instance involving a deed back to :MST instead of foreclosure.

MORTGAGE REQUIREMENTS - It was decided that at closing, we continue to require proof of insurance.

It was decided on straight refinances, our survey requirements should be whatever is required to get the title company to delete Section B-2 in the title policy "except for shortages in area." Some title companies now accept surveys up to 7 years old on refinances if no improvements or changes have been made to the property.

SYD JONI LANGE'S REPORT SYD Joni Lange was invited into the meeting and she presented a report of activities and meetings attended. She reported on the Longhorn Recreation Lab and the Spring DYC meeting.

SALES SEMINAR - Seminars will be scheduled in April and May. BLOOD TESTING - Facts are being assembled for the July Supreme Lodge meeting on the issue of blood testing in connection with insurance applications.

Our Actuary John Agee was of the opinion that we should leave the blood testing limit at $25,000.

Two items were presented for consideration, one involving scholarships and the other that would allow lodges in the same district to pool personnel to make up a Beseda circle.

A proposal was presented for DYC reimbursement for assisting with the Mr/Miss SPJST contest at the convention.

Recess for lunch was taken at 12:15 p.m. until 1:30 p.m.

SECRETARY-TREASURER MIKESKA'S OLD BUSINESS MATTERS: He referred to his written report.

LOSS RESERVE ON REAL ESTATE LOANS/REAL ESTATE OWNED Report was made on a reserve of $81,000 set aside for potential loan losses on 5 delinquent loans and a reserve of $22,300 for potential loss on 2 real estate properties.

FORECLOSED PROPERTY - The three foreclosed properties on our books are: (1) REO #179, a residence in Burleson County, Texas listed for sale with W&W Realtors in Bryan for $72,900; (2) REO #180, a residence in the Jenkins Heights addition to Fort Worth in Tarrant County, Texas listed with Prudential Keystone Realty currently under Contract of Sale for $39,000. Book value is $45,367.80 and loss after payment of sales commission and closing costs is estimated at $10,300, more or less, depending on actual closing costs. The sale for $39,000 was ratified on motion by Financial Secretary Mikulas, seconded

by Director Kohutek, and carried unanimously; (3) REO #181, a residence in Tarrant County, Texas listed for sale with Prudential Keystone Realty for $74,900.

HOME OFFICE, HEATING/AIR-CONDITIONING - Report was made on study of the heating/air-conditioning system in the Home Office. The recommendation of the officers was to replace 5 of the oldest units, modification of one of the units and postponement of installing an energy management system.

A bid for the project was reviewed and discussed. It was decided on motion by President Leshikar, seconded by Director Hanus, to proceed and obtain 2 additional bids and authorize the officers to decide on the subject. If for some reason it does not appear prudent to accept the low bid for some reason, the Supreme Lodge officers are to contact the directors by mail for further authorization. Motion carried unanimously.

WORKSHOP - Report was made on the recent workshop held in Elgin. Appreciation was expressed to Lodge No. 18 Elgin for their assistance and for providing their facility for the workshop. It was suggested that in the future, that the Supreme Lodge take time to review the ideas and feedback from the workshop.

BESEDA RULE - Consideration was given to a proposal to allow lodges in the same district to pool dancers to form a Beseda circle if one lodge did not have enough dancers to form a circle. Permission was granted for the change for one year trial basis on motion by Director Hrncir, seconded by Director Kohutek.

Carried unanimously.

DYC COMPENSATION FOR MR/MISS SPJST CONTEST - In reviewing the proceedings, no specific authority was found; however, under authority under Article 33 (c), it was agreed to approve the proposed reimbursement of $100 for the DYC assisting with the Mr/Miss SPJST competition at the convention, one night lodging, meals, 1 banquet ticket and mileage provided they are not a delegate and their district is represented by a Mr. or Miss SPJST candidate. The matter is to be referred to the Finance Committee for future conventions. The motion was by Legal Advisor Kacir, seconded by Secretary-Treasurer Mikeska, and it carried unanimously.

On motion by Director Hrncir, seconded by Director Hanus, an additional 1 day per diem was allowed, for a spring DYC meeting. Motion carried unanimously.

EDITOR RUDY SEFCIK Editor Sefcik and Maxine Sefcik arrived at 1:30 p.m. to visit the meeting. It was learned they had spent a considerable amount of time waiting in the lobby and regrets were expressed to them.

Editor Sefcik stated that more histories and lodge reports were needed for the convention issue and the directors were encouraged to publicize this in each district and the histories need to be in by mid-May. He discussed a semi-monthly Vestnik and discussed the cost of a whiter paper which would cost 1 1/2 times the current cost. He reported that during 1991, seven issues required the running of 20 pages instead of the usual 16 pages. It was his opinion that a twice monthly Vestnik would require about 32 pages each.

He commented on moving the editor's office to Temple and the fact that the current printing contract will be put up for bids and it is not known where the Vestnik will be printed in future years.

DIRECTORS' OLD BUSINESS MATTERS:

INANCIAL SECRETARY MIKULAS' OLD BUSINESS MATTERS: He referred to his report.

DIRECTOR VAVRA - He commented that sales seminars were not as well attended as they should be.

Wednesday, June `i3, 1992 —VESTNiK/5 He commented that according to the By-Laws, that workshops should be for training officers. In response, comments were made that the last workshop program did address the training of officers using a different format. If it was felt that we need to go back to the old system of breaking down by officers' sections, that could be addressed in future workshops.

Director Vavra reported that Lodge No. 68 had sold their property.

DIRECTOR KOHUTEK - He reported on the chartering of Lodge No. 200, Eddy and that about 60 people were present and several lodges were represented. He asked if any allowance was available for newly-chartered lodges.

Director Kohutek moved, and Director Broz seconded, that new Lodge No. 200 be allowed $100 to help defray their costs. Carried unanimously.

DIRECTOR BROZ - He commented that the recent sales workshop held in his district was very good.

ANNUAL STATEMENT - Consideration was given to a request from the president as to why the first year premium income was not reported under the first year premium income column in the Annual Statement to the Texas Insurance Department. Financial Secretary Mikulas held that the annual statement was completed as per our By-Laws and indicated that his report was correct as filed and that Article 34 allocates all first year premium income to the Expense Account. After discussion, it was agreed that Legal Advisor Kacir and Financial Secretary Mikulas and President Leshikar work out the matter.

It was reported that the annual statement to the Texas Insurance Department should be reviewed by and explained to the board.

NFCA PRESIDENTS' SECTION - Authorization was given to President Leshikar to attend the section meeting on April 26-28, 1992 in Las Vegas and also the NFCA Fraternal Monitor Committee meeting to be held in the Chicago area. The motion was by Director Hanus, seconded by Director Vavra, and it carried unanimously.

He commented on his work in trying to get a sales representative in Vernon.

DIRECTOR HANUS - He commented on the hectic appraisal pace because a large number of refinancing appraisals were recently received for appraisal.

HABITAT FOR HUMANITY - Consideration was given to the NFCA project.

On motion by President Leshikar, seconded by Legal Advisor Kacir, it was agreed that a donation of $500 be approved for the project.

He spoke about the fund-raising efforts in District V to raise funds for the District V delegates at the upcoming convention. He complimented the president and the SYD on a good youth program and spoke highly of youth leaders in District V.

STATE DOMINO/TAROK TOURNAMENTS - After discussion, it was agreed to allow $150 to the host lodge for the tournaments. The motion was by Director Vavra, seconded by Director Vanek, and it carried. Director Broz voted in opposition and Director Hrncir abstained.

He discussed the sales seminars in his district and stated that Helen Hegwood was doing a good job training our sales representatives.

VICE PRESIDENT GEBALA'S NEW BUSINESS MATTERS:

Invitation was extended for all to attend the Gulf Coast Czech Festival in November.

DIRECTOR VANEK - He stated that the convention brochure is now at the printers and over $6,000 was raised in connection with the brochure. He stated he has enjoyed fine cooperation in his district with planning the convention and he enjoyed the meetings and working with the members of his district in making the plans.

He discussed getting more sales representatives and his efforts in reactivating the Shiner lodge.

He commented about his work in his district and the problem of reviving the dormant lodges in District VI. DIRECTOR HRNCIR - She discussed some good growth in the New Braunfels Lodge No. 185 Youth Club.

She commented on a well attended, good district meeting recently held in New Braunfels.

She encouraged utilizing audio tapes for various kinds of training in the Society to provide an available source of information and training.

She discussed a problem in one lodge in the district and sought advice in handling it.

DIRECTOR POKLADNIK - He stated that directors have many duties for which they do not get compensated but they are the directors' responsibility.

He reported on attendance at the recent NFCA mid-year Fraternal Section/Public Relations Annual Meeting and said that he brought back a packet of material he received at the workshop. He spoke about one of the topics, managing conflicts and a matter of give and take. He spoke about another topic dealing with communications and another dealing with making things happen and what one can do to keep stride of the times.

He reported on a NFCA project entitled "Habitat for Humanity" geared to meet the needs of street people.

Another NFCA project is entitled "Jubilee Ministries" which will build 3 houses for the homeless and 70 volunteers and $72,000 is needed.

He reported on the Marshall Program of the NFCA has been working. The IRS study of the seven largest fraternals would soon be made public.

He discussed communicating properly which is a part of the fraternal system.

He complimented Keith Gatewood on his training seminars.

NEW BUSINESS PRESIDENT LESHIKAR'S NEW BUSINESS MATTERS: NFCA UNIFORM MEMBERSHIP STANDARDS - Uniforin membership standards being discussed by the NFCA were reviewed.

CEMETERY RESTORATION - Consideration was given to a $300 request from Alvin Jurena for clearing up the Velehrad Cemetery. The sum of $500 had already been paid. On motion by President Leshikar, seconded by Director Vanek, it was agreed to donate $300 for the cemetery clean-up and that the organization of a local cemetery association be stressed. Motion carried unanimously.

TEMPLE CHAPTER OF PSI - It was reported that Kathy Fritz was chosen professional secretary of the year of the Temple Chapter of PSI and the Board was asked if the SPJST would be interested in sponsoring Kathy or at least a portion of her expenses. This would set a precedent for other Home Office employees who receive honors such as this. The regional competition will be May 15 through 17, 1992 at Lafayette, Louisiana.

Editor and Maxine Sefcik were invited to speak. Maxine Sefcik asked if anyone knew the status of Finance Committee action on hardship cases.

Recess for the day was taken at 5:45 p.m. until April 15 at 8:30 a.m.

It was agreed to pay 1/2 of expenses for Kathy Fritz not to exceed $250.00 and the Supreme Lodge officers are to come up with guidelines for a program to provide for employee professional growth. The motion was by Director Hanus, seconded by Director Hrncir, and it carried unanimously.

ANNUITIES - There was a general discussion about the annuity program. The board sought to define the purpose of the program. It was determined that essentially annuity funds have some of the characteristics of demand deposits.

Possibilities explored included placing a $100.000 cap on total deposits by one member, lowering the commission or lowering the interest rate. There was discussion about the spread between what is earned on annuity deposits and what is paid. It was suggested that the board needs to determine the amount of funds obtained through annuities based on percent of our assets used to back annuities. Information was to be tabulated to determine the size on deposits desired from annuities.

SOLVENCY RATIO - He referred to a comparison of solvency of the SPJST over the past 10 years. He stated that currently the SPJST solvency is $128.92 as compared to $104.61 average for the 25 largest companies.

SECRETARY-TREASURER MIKESKA'S' NEW BUSINESS MATTERS: REAL ESTATE LOANS - Consideration was given to report and recommendation for action on delinquent real estate loans. A new report format was used providing more detailed information about each listed loan. It was reported that all but 24 loans were current or complying with acceptable, agreed workout payments. After review, discussion and amendment, the recommendations were approved on motion by Director Hrncir, seconded by Director Vavra and carried unanimously.

MINUTES - The minutes of Supreme Lodge officers' meetings concerning investments were accepted as presented on motion by Director Broz, seconded by Director Vanek and carried unanimously.

FIRST QUARTER INVESTMENTS - Report was reviewed on 36 security transactions and 25 mortgage loans closed and the transactions and investments were ratified on motion by Director Vanek, seconded by Director Vavra, and carried unanimously.

INVESTMENT POLICY - After review of the Society Investment Policy the following changes were made: (1) The percentage allowed in bonds and government securities was increased to 60% of assets from 57% of assets. The motion approving change was by Legal Advisor Kacir, seconded by Vice President Gebala, and carried unanimously.

(2) Under mortgage loans, the 10-day transition period for interest rate changes was changed to a 5-day transition period on motion by Director Broz, seconded by Director Vanek, and carried unanimously.

UNIVERSAL LIFE RATE- The allocation of assets to Universal Life liabilities and the ratio was reviewed. After consideration of various factors, it was agreed on motion by Director Kohutek, seconded by Director Hanus, to leave

the Universal Life rate at 8% for the period through July 31, 1992 and that in the July Supreme Lodge meeting, information be provided as to the amount collected under the expense charge. Motion carried unanimously.

ANNUITY RATE - After further review of the annuity program, it was decided to set a maximum deposit of principal amount that will limit deposits to $100,000 per individual effective immediately and to leave the annuity payout rate at 7.1% effective 5-1-92 through 7-31-92. This applies to deposits of principal. The motion was by Director Vanek, seconded by Director Hanus, and the motion carried unanimously.

LOAN APPLICATIONS - Consideration was given to the unique problems concerning town house loans. After review, it was decided on motion by Legal Advisor Kacir, seconded by Director Kohutek to discontinue accepting town house loan applications. Motion carried unanimously.

It was agreed that credit reports will no longer be automatically required on SPJST loans being refinanced. The motion was by Financial. Secretary Mikulas, seconded by Director Vanek, and carried unanimously.

It was affirmed that new surveys and certified plats will no longer be required on refinancing of loans originally made by SPJST if the title company will delete Schedule B-2 "except for shortages in area."

LODGE LOANS - Request was brought up from SPJST Lodge No. 172 concerning the credit on interest under the 50-member interest credit rule. The lodge had achieved near 90% of the required number. After discussion, it was decided to amend the Society Investment Policy under "lodge building loans" by changing "50 new certificates" to read "25 new members" and adding after that sentence "rollovers, transfers and additional certificates by the same member do not count to reach the 25 new members, effective January 1, 1992." The motion was by Legal Advisor Kacir, seconded by President Leshikar, and it carried unanimously.

On motion by Director Hanus, seconded by Vice President Gebala, it was interpreted that with the new amendment, Lodge No. 172 will be entitled to a 2 3/4% credit on principal. Motion carried unanimously.

RETIREMENT BENEFIT - Consideration was given to recommendation from the Finance Committee to allow a 3.7% increase to current retirees being paid a benefit under the SPJST Employee Retirement Pension Plan. After due consideration, the recommendation for the 3.7% increase to current retirees was unanimously approved on motion by Legal Advisor Kacir, seconded by Director Broz.

DELEGATES - There was a review of Article 55 (a) of the By-Laws which provides that lodges must conduct monthly meetings to have authority to elect delegates to the convention unless they have permission from the Supreme Lodge to meet every three months.

The board was presented with a list of 43 lodges for which the Supreme Lodge has no record that permission was granted to meet quarterly instead of monthly.

President Leshikar indicated that for years prior to 1985, there are no records available indicating which lodges were granted quarterly meeting permission. It was understood that some of the 43 lodges on the list may have been given permission prior to 1985 to meet quarterly and this poses a problem in determining which of the lodges are fully in compliance with Article 55 (a).

After discussion, it was agreed on motion by Director Hrncir, seconded by Director Kohutek, that a letter be mailed to each of the 43 lodges including the following: (1) An explanation of the requirement of Article 55 (a) of the Society By-Laws.

FINANCIAL SECRETARY MIKULAS' NEW BUSINESS MATTERS: ANNUAL STATEMENT - Financial Secretary Mikulas referred to the annual statement filed with the State Insurance Department and stated he would be happy to review it. One director stated he had reviewed the statement and asked some questions. Chairman of the Board Sid Pokladnik asked if the directors reviewed the annual statement and they indicated they were satisfied with the statement.

DELINQUENT LODGES - Lodge No. 162 was reported delinquent with the January and February premiums. There was reported to be little problem with delinquencies since most of our lodges are on direct bill.

RETIREMENT PLAN/PAYMENTS - A listing of participants receiving monthly benefits as of January 1, 1992 was presented.

Report was made that one individual nearing retirement claimed that such employee was given incorrect information about the retirement plan when employment was started. Such employee was requesting retroactive crediting of service based on the amount the Society would have contributed had such employee been covered from inception of employment. Financial Secretary Mikulas read a letter from our retirement plan actuary stating that the plan would be in direct violation of its provisions if the plan were to make benefit payments on behalf of such an individual.

NEW ISSUES/TERMINATIONS - Report showed new issues of over $7 million of insurance and premium income of $89,079.62 for the first three months of the year. Rollovers were $23,963.23 of that amount. Terminated certificates were over $3.5 million with terminated premium income of $30,968.18.

EXPENSES - Detailed listing of expenses were reviewed for the Tarok and Straight Domino Tournaments and the lodge officers' workshop.

LEGAL ADVISOR KACIR'S NEW BUSINESS MATTERS: EDUCATIONAL DONATIONS TO UNIVERSITY OF TEXAS OF AUSTIN - He referred to a letter explaining the use of previous contributions under the Czech Language Allocation provisions authorized by the last convention.

Report was made on the fact that the Czech Educational Foundation of Texas was nearing its goal of $1 million for the Endowment for Czech Studies (Czech Chair) at the University of Texas.

LIBRARY, ARCHIVES AND MUSEUM (LAM) - He initiated a discussion of long-range plans for the LAM and suggested there might be need for the convention to appoint a committee to study the matter.

The following ideas and possibilities were discussed: (1) Establishing a foundation that might be funded by grants from other sources.

(2) The LAM being a part of some other larger project.

(3) What degree of control by the SPJST would be desired.

(4) If a part of a larger project, LAM would retain SPJST indentity and could get a much larger exposure.

It was decided to ask the Finance Committee to recommend to the convention to authorize the Supreme Lodge to appoint a committee to study and investigate the long-range plans for the LAM. The motion was by President Leshikar, seconded by Director Kohutek, and it carried unanimously.

DIRECTORS' NEW BUSINESS MATTERS:

(2) Our records of permission granted to meet quarterly begins in 1985 and no other records are available.

DIRECTOR VAVRA - He reported that Lodge No. 1 requested additional funds under the lodge restoration program. The sum of $3,400 had been paid to the lodge. On motion by Director Hanus, seconded by Director Vanek, the sum of $300 was authorized if a written request is received. Carried unanimously.

(3) A request for information if quarterly meeting permission was granted in the past and if so, the approximate date.

He asked for a status report on the Czech Language tapes and was informed that contact would be made with Calvin Chervenka to determine status.

If permission to meet quarterly was never granted, this information should be forwarded to the Credential Committee for their information and consideration.

EMPLOYEES - Report was made that the receptionist resigned to accept a better position with another company and another individual was hired to fill the post. Report was made the mortgage loan processor would be leaving her position on April 30th to provide more time for her family. That position will be filled by internal transfer and another secretary will be hired to fill the vacancy.

Request was made to consider increasing the minimum starting salary of $800 monthly. There was discussion but no action was taken. It was agreed the matter could be discussed further in the July meeting.

Chairman Pokladnik relinquished the chair to Vice Chairman Vanek so that he could call attention to a matter that he stated should be considered in the July Supreme Lodge meeting. Concern was expressed that consideration should be given to hiring of a CPA or young attorney in the Secretary-Treasurer's Department to provide for more backup in the unforeseen event of illness or otherwise and to provide high level assistance in handling investments and the many other duties in the Secretary-Treasurer's Department. Chairman Pokladnik resumed presiding over the meeting and the matter was discussed and postponed for further consideration in the July meeting.

He stated his opinion that instead of having directors present scholarships at school assemblies and award ceremonies, etc. that such checks be presented by local lodge individuals. This would be left to each director's discretion.

He thanked Legal Advisor Kacir for representing the Supreme Lodge at the District I meeting and commented that the program was very good.

DIRECTOR KOHUTEK - He urged the members of the Supreme Lodge to set the pace as a brotherhood and that the Supreme Lodge work as a Body.

DIRECTOR BROZ - He complimented the Supreme Lodge officers on having good informative reports. He invited everyone to the District IV meeting in Seymour and was looking forward to having Legal Advisor Kacir represent the Supreme Lodge.

He will be in process of seeking sales representation in the Vernon area.

He said he enjoyed the meeting and we need to treat each other as brothers.

DIRECTOR HANUS - He said he would like to see some way to get the youth involved in lodge meetings and to give them something to say about insurance.

He said they have a lot of friends and he would like to see them there with the aim of selling some insurance.

Wednesday, June He said that everything was fine in District V. DIRECTOR VANEK - He reported that insurance classes would be held in Yoakum and Hillje.

He said he enjoyed being here and would see everyone at the convention.

DIRECTOR HRNCIR - She commented on the grand idea about long-range plans for the museum and encouraged us to dream for the future.

She spoke of an idea that could help our lodges. She discussed a project in her area utilizing refurbished old homes. She suggested a lodge could secure a historic old house and refurbish it as a tourist attraction. The house could be used for meetings and activities. The project could involve lodge members and could display quilts and other items and such houses might be available at reasonable prices. Such houses could be used for many things such as weddings, receptions and meetings. A project such as this could give a lodge a purpose for existence and all lodges need a purpose.

DIRECTOR POKLADNIK - He stated he enjoyed the meeting and when we are here, we are here for business.

He said it was unfortunate we waited too long to begin to work on By-Law recommendations and urged the Body to start that process in January for the next convention.

He invited everyone to the District III meeting and announced that Financial Secretary Mikulas would be there to represent the Supreme Lodge.

He complimented the District VI Convention Planning Committee and urged everyone to be prepared to speak on whatever comes on the floor.

Mrs. Macha Hcrtored On 96th Birthday Mary Macha was honored for outliving her SPJST insurance policy during the SPJST District IV meeting hosted

by Lodge No. 73 in Seymour on April 26, 1992.

On behalf of the SPJST Society, Director Stanley Broz, presented Mrs. Macha with a Certificate of Appreciation for her devoted membership, also a corsage was given to her as an appreciation token.

Mary Marak Macha was born April 26, 1896 on a farm in Hill County, Texas. Just over the line from McLennan County, the farm is about 3 miles from the town of West, which is just north of Waco. Mary was the sixth of nine children; all but her sister, Hattie Pavlicek, age 93 have predeceased Mary.

Mary's father, Matthew Marak, came to this country in 1856 at the age of 5 with his parents, Mr. and Mrs. Frantizek Marak, from Moravia in Czechoslovakia to Dubina, southeast of La Grange, from the region of Horni Sklenov near Frenstat. Mary's mother was a Zbavitel; she came to Dubina at age 13.

Mary went to parochial school about 2 years and also public school in West.

In 1906 when she was 10, her family moved from West to Bomarton in Baylor County. She first went to school a year or two at Shady, northeast of Bomarton, then continued in public school at Bomarton.

In January 1916, Mary married Louis J. Macha at Bomarton. They lived one

year on the Mikulastic place south of Bomarton, one year on the Matthew Marak farm one mile north of Bomarton, then they purchased 100 acres about 2 1/2 miles northeast of Bomarton from Roman Marak, her brother.

Mary's husband, Louis, died in February 1928. She has been a widow 64 years. Mary continued living on the farm until March 1980, when she moved to the housing project located on the southeast side of Seymour.

Three children were born to Louis and Mary Macha, namely: George, Marilyn and Eleanor. George lives in Wichita Falls, Marilyn Cloud lives in Rule and Eleanor Hoover lives in Conroe.

Except for hearing loss, Mary has enjoyed good health all these years and continues to do so. She drove a car until 2 years ago. She still takes an interest in the farm and, being a farmer, one of her consuming interests is the weather. She loves her church.

Besides Mary's three children, she also has ten grandchildren and five great-grandchildlren.

Mary joined the SPJST organization in 1916, becoming a member of Lodge No. 77, Bomarton, which merged with Lodge No. 73, Seymour a few years ago.

The Supreme Lodge and Lodge No. 73 members wish Mrs. Mary Marak many years of good health and happiness.

24 Gives Mothers a Break Lodge

In an effort to keep moms out of the kitchen on Mothers' Day, Lodge 24, Cyclone, hosted its first "Mothers' Day Out" barbecue on Sunday, May

10. Thanks to the wonderful support of our community and a dedicated team of Lodge 24 volunteers, the event was a sell-out. Special thanks to those members who gave it their all, committing Saturday and Sunday to preparing for the functions--and especially to Margaret and Wilbert Mikeska, who coordinated the barbecue, and to Louise Zavodny, who baked 36 loaves of bread for the event.

The next night, under threatening skies, Lodge 24 held its regular monthly meeting. All officers were present. Visitors included Gene Engbrock, Willis and Rosalie Green, James Hoelscher, Johnny Maruna, Frances McCauley, Pauline Psencik, Aubrey and Dorothy Richter, Gilbert and Pauline Wilde and Daniel and Linda Wilde. We were happy to see so many new faces and encourage you make our monthly meetings a regular part of your schedule.

President LaVerne Cabla called the meeting to order at 7:00 p.m. Following the distribution of standing committee reports, the minutes of the previous meeting were read and approved. Celebrating birthdays in April were Carol Chervenka, Wilbert Mikeska, Jimmy Taylor, Ashley Veselka and Louise Zavodny. Condolences were extended to the family and friends of deceased members Albert Krupka, Brenda Martin and Leona Schiller.

In old business, Sister LaVerne announced that three members of the Lodge 24 Youth Club had been awarded $500 SPJST scholarships.

They are J.P. Chervenka, Michael J. Pechal and Melissa Schneider. Congratulations! We wish all of you--and indeed all of our Lodge 24 young people who will be entering college in the fall--continued success in your studies.

In new business, Wilbert Mikeska delivered a brief report, on behalf of David Vanicek, on the Community Garage Sale scheduled for July 25 and 26. According to Brother David, vendor response has been good. He projects that Lodge 24 will be able to sell approximately 50 spaces for the two-

Following an abbreviated business session, Precinct Three Commissioner John Thomas, Jr. led discussion on several of the pressing issues facing residents of Bell County. Thomas, who began by outlining the duties of the Commissioner's office, presented information on pending road construction and maintenance projects, the effect of the Fifth Mechanized Division coming to Fort Hood, juvenile crime in Bell County, and the proposed "bullet train." Our appreciation to Commissioner Thomas for a very enlightening presentation and to our members and guests for their spirited input on these timely topics.

Melanie Zavodny capped the program with an inspiring talk on fraternalism. Melanie will be representing District II in the Miss SPJST competition at the upcoming convention in Victoria.

The meeting was adjourned at 8:30 p.m. Door prizes were won by Willis Green, Wilbert Mikeska, Dorothy Richter and Pauline Wilde. Our next meeting will be June 8 at 7:00 p.m.

completing her thesis on the SPJST Fraternal Society.

Congratulations also go to those who are receiving the SPJST scholarships, namely: Candy Mach, Stephanie Hroza, Sharon Rejcek, Shannon Schumacher and Patrick Dolezalik.

Lodge No. 25 sponsored an organized effort by a local group of Girl Scouts of America to help out a sister organization of scouts in Czechoslovakia. The money donated was used to pay postage for items gathered by the Girl Scouts of America.

DANCE: June 6 at Lodge No. 25 -In 1962, the Vrazel Polka Band played at Lodge No. 25 for the first time.

Come share the memories. A meal will be served at 6:30 p.m. and dancing begins at 8:30 p.m. We hope to have a good crowd.

Dear Members: Since the monthly meeting Sunday, June 7th will be the last monthly meeting before the SPJST Convention, there will be a short discussion on the proposed changes in the By-laws as printed in the May 13th Vestnik issue.

Also, Father's Day is on June 21st so, fathers will be honored in this meeting. The agenda will be kept short with those items needing immediate action being considered. The meeting will start at 2:00 p.m. in the room at 106 Leveridge Street.

The fraternal hour luncheon will have more than the catch-as-catch-can food normally present because it was approved by the membership present to let the lodge furnish some of the food this time.

On May 3rd, the meeting convened on time with a goodly quorum present.

Our Family Day social will be held Sunday, June 28, 1992 at the American Legion Picnic Grounds. Registration begins at 1:00 p.m.; meal served at 5:00 p.m. Members are asked to bring a covered dish -- salad, vegetable or sweet.

Fifty-year members will be honored.

Games will be held, door prizes given and fun for all.

The regular monthly meeting of our Lodge No. 40 was called to order after our social games. Kotlar who passed away since our last meeting.

Secretary Leona Macha called roll of officers, all were present except Trustee James Bacak.

The minutes of the April 20, 1992 meeting were approved as read.

Correspondence received during the month were read from: 1. Letter from Daryl Wendel thanking our lodge for sponsorship to Boys State.

2. Acknowledgments from SPJST Scholarship Fund for memorials to Alfred Kovar and Frank Parma.

3. Thank you note from Frank J. Parma family for our memorial gift to SPJST Scholarship Fund.

4. A letter from President Howard Leshikar announcing that Kim Kacal was chosen as a 1992-93 SPJST scholarship winner of $500.00.

Vice President Bennie Reck reported that he attended awards' presentation at El Campo High School to present our four $300.00 scholarships to Kim Kacal, Danny Borak, Wayne Socha and Anthony Balcar.

FAC Dora Lee Kopecky reminded members of Family Day to be held on Sunday, June 28th at 2:00 p.m. at American Legion Picnic Grounds.

Dear Members: Our regular monthly meeting was called to order by President Jim Locke at 2:30 p.m.

All officers were present.

Secretary Bonnie Pruitt read the minutes of our previous meeting and they were approved. She also read correspondence from Robert Kofnovec who was not able to come and receive his 50-year pin.

Sister Darlene Engelke read a thank you note from the St. Catherine Center, the Annie Hanus family, and SPJST Lodge No. 200.

Minutes of the board of trustees' May meeting were read and approved.

Sister Lucille Cervenka gave the Entertainment Committee report. They will serve cold cuts for our June 21st meeting and members are asked to bring desserts. We will also honor the fathers.

Wednesday, June 3, 1992 —VESTNiK/11 Sister Mary A. Langlotz gave the FAC report. There were 26 people present at our May 11th game night.

Our next social game night will be June 8th at 7:00 p.m. We had two visitors, Supreme Lodge President Howard Leshikar and State FAC Frank Klinkovsky. We enjoyed having them with us, and we hope they will come again.

Brother George Pauling reported on the District III meeting. The Horseshoe Tournament winners were Robert Cervenka, Sr. and Robert Cervenka, Jr.--lst place; Gladys Yates and George Pauling--2nd place. Also, there was one quilt in the contest which was made by Evelyn Seith. The following were elected to District III office: President George Pauling and Secretary Sharon Tierce.

New members are Justin Ray Rossi, Alice A. Holder, Stephanie R. McCoy, Ashley Locke and Dillion Locke.

We had one 50-year pin to present to our member at the lodge meeting; it was presented by President Jim Locke to Brother Alvin Reznicek. Congratulations!

Cheer and Condolence Committee report was given by Jeanette Smith; get well cards were sent to Clarence Janek, Irene Mueller, Virgina Cunningham and Anna Vernette; a sympathy card was sent to Alfred Pankonien family.

Youth Club report was given by Youth Leader Gladys Yates. There were fifteen members, one visitor and eight adults present at the youth meeting. They will be selling 2-year planner calendars. In September they will go to Fiesta, Texas near San Antonio.

They had handmade grapevine small wreaths for the mothers and presented them to each mother at our May meeting. They elected their officers for the youth club. They were installed by President Jim Locke. They made a $25.00 donation to Libbie Parma Trust Fund in honor of all the mothers.

District III Field Representative Keith Gatewood gave a report on the insurance.

Brother Ira Niswanger thanked all who came out for the cleanup day.

The drawing for the Mother-of-theYear was Leona Nors. Door prize winner was Gloria Locke.

Lodge

Lodge No. 80 Holland regular meeting was held Sunday, May 5th at 2:00 p.m. with President Harold Rohde presiding.

The lodge donated $250.00 to sponsor a local Little League Baseball Team.

Our annual picnic held on Sunday, May 17th had a good turnout. I hope everyone there had a good time. I did!

No. 87, Temple Honoring 50-Year Members Lodge

Dear Members: President Ladis Navratil called our regular SPJST meeting to order Friday evening, May 8th at 6:30 p.m.

Flag Bearer Ed Reisner led the lodge in reciting the Pledge of Allegiance; members remained standing in silent tribute to deceased members Millie Bartek and Henry A. Berrier.

The minutes of our previous meeting were read and approved as read.

Mary Ann Zatopek gave her report; Kimberly Jo Clawson was welcomed as a new member.

Other reports were given; old and new business discussed.

The following fifty-year members were honored at this meeting. George Sidney Kacir, Leroy Poboril, William Sula, Mary Rose Walters and Betty Jane Wheeler.

Special guests were State Headquartered President Howard Leshikar and wife Mary, Legal Advisor Sidney Kacir and wife Dorothy, daughter and son-in-law James and Linda Hopper, grandson George, Mr. and Mrs. William Sula, Edward Hurta and Millie Schiller.

A covered dish meal was served to members and guests; social hour followed.

President Howard Leshikar and Dorothy Chervenka presented 50-year pins to the fifty-year members. Our congratulations to those members!

Of SPJST Lodge 88, Houston May 11, 1992 Meeting

The regular monthly meeting of SPJST Lodge No. 88 was called to order at 7:30 p.m., May 11, 1992, by President Jerry Ermis. The colors were presented and the membership recited the Pledge of Allegiance.

Deaths of Henry A. Knapick and Frank J. Slanina were reported for the last month. The members stood for a moment of silence in their memory.

All officers were present except FAC Homer Alexander and Youth Leader Barbara Linney.

Minutes of the April meeting were read by Secretary Holeman and approved as corrected. Correspondence was read, and upon motion by Secretary Holeman, and carried, nine applicants were accepted into membership, and the April Financial Report was given by Secretary-Treasurer Shirley Stonaker.

Youth Leader Barbara Linney's report was read by Marie Stayton. She reported 40 people from Lodge 88 participated in the March of Dimes Walk on Sunday, April 26. District V Director installed the 1992-93 officers who were present. President - Paul Pflughaupt, Vice President - Jul Mattina, Secretary - Kristy Sokol, Treasurer - Melissa Havemann, Reporter - Lindsey Michalak, and Sgt.-atArms - Amanda Havemann. President Paul Pflughaupt and Reporter Lindsey Michalak were both absent due to other commitments. The can project

netted $61.30 for the Scholarship Fund in April. Sister Stayton also reported on upcoming youth activities, and reminded them of the May 15th deadline for camp forms and LIT forms.

President Ermis presented Betty Dowell, Helen Bravenec, Henry F. Ojeman, Ivy Walden, Franklin D. Bravenec, and Elizabeth A. Kubin with 50-year pins with Brother Bob Arnold taking pictures. A beautiful cake was served in honor of these members after the meeting.

Josephine Pflughaupt introduced and presented four Scholarships to Jennifer Caffey, Samuel Saladino, John Green, and Catherine Hoffman. Parents and Grandparents were there to cheer these young people on, and their impromtu thanks were well received. As Josephine put it, we hope they will become active members after their education and will remember the small part played by the lodge in furthering their education.

Entertainment Chairman Viola Cox reported a very nice profit for April and announced that Lodge 88 received some free advertising in The Chronicle on May 8 in the 50 PLUS Section. She also reported that Carl Rentz would like to give dancing lessons to teenagers and young adults.

Royal Warnasch, bar manager, stated that the large inventory in the bar was occasioned by the increases in prices.

Social Games Committee Chairman Willie Wehring again requested help on the committee. They really do need help, and if you have ever wondered what you can do for the lodge, call Willie or any member of this committee. They will certainly steer you in the right direction, and you will be glad you gave a helping hand.

Birthday Club Sister Lowrina Lindemann reported the Club was having a meeting on May 13 followed by a lunch of sandwiches, cake and a drink at a price of $1.25 for members and $2.00 for guests. She also reminded members to purchase project tickets to be held June 7, and requested pastry donations for that day. Homecoming with a Splash on June 7 is a big day, so whether you belong to the Birthday Sisters or any committee, please help. All those people eating your goodies would appreciate it also.

Men's Club President Ed Miculka reported the club would be cleaning up the back yard on May 20. What would we do without these wonderful men who give so unselfishly of their time, and don't even complain. The Men's Club is fraternalism in action. Another thing could be said about some very important members in that organization - you may not agree with them, but they are professional and fraternal in every respect, and that makes fraternal work worthwhile.

Board Vice Chairman Bobby Miksch reported that the board had voted to place a "No trespassing" sign across the street; the computer had been installed, and reminded people not to park in the spaces reserved for the handicapped.

Tom Marsh, for the Auditing Committee, reported the books had been audited and moved that they be accepted as submitted. Motion was seconded and carried.

Gene Barcak requested help in the kitchen on June 7, and asked that those who wished to help to sign up for the hours they wished to work, and if sandwiches were to be served, he would need additional help. He also reported for the Choral Group - the Rosenberg Czech Fest was successful, and that they had been invited to perform for a school and would be re-

hearsing for that performance on the 19th.

Dramatic Club President Naomi Spencer reported that Tillie Helmcamp had written a number of skits and had given most of the parts out; Tillie reported that the plays were ready to go, and thanked the participants.

Sick members include Homer Alexander, Gus Urbanovsky, Birdie Pech, and Karl Lindemann.

Czech Instructor William Souchek reported the 21st class had been completed. Each class had run ten weeks, and the most interesting part of the class that people of all ages had returned to school.

District President Evelyn Mikeska requested that members purchase project tickets to be drawn at the Blue Room party next Sunday, the proceeds of which would go to pay for the District's Hospitality Room in Victoria. She also announced that the Fall meeting would be at the VFW Hall in Katy on September 19.

Helen Hegwood gave the insurance report, congratulated Clara and Johnny Broz for 43 years and Gene and Georgia Barcak for 29 years of marital bliss, and led the membership in singing "Happy Birthday" to 18 birthday celebrants in May. Door prizes were drawn and the meeting adjourned at 8:50 p.m.

President Keith Shinn opened our May meeting on the 18th at 7:30 p.m. which was held at Lodge 84; we had 10 members present.

Minutes of the March meeting were read and approved, and the April minutes were postponed until the June meeting.

Correspondence from the Supreme Lodge regarding the 990-990T tax forms was read, as well as a letter from Lodge 84 declining our invitation to the November campout we will have in November.

The treasurer and financial secretary gave their reports, and our Beseda director reported that the Texas Czech Beseda Dancers were to dance Saturday, May 23 in Garland. Another request for the group to perform was received from Ft. Worth on September 12 at the Polka Fest held there.

Brother Arnold Vrla gave several reports of interest, including Czech Culture which will meet on June 29 at Czech Club in Dallas; Fraternal Council Flag Day picnic on June 8 (we are to bring desserts); Sunshine Committee where he sent a get well card to President Keith Shinn; International Bazaar results which was held on May 1. He emphasized that lodge members need to record charitable activities to be reported to the Supreme Lodge annually. Also, he stated that his Czechoslovakian guests enjoyed their visit with him -- Brother Jiri Horak, Vice Mayor of the City of Brno and Brother Daniel Sima, Vice Director City Police in Brno -- who came to Texas with the American Airlines Cup International Soccer competition. Hopefully, everyone is aware that the young boys representing Brno ran off with the First Place trophy and were complimented by all of their excellent sportsmanship.

Brother Arnold also extended a report given him by Brother Alden Smith, director of American-Czech Culture Fund, regarding two students that Hill County Junior College will be hosting for a year. Brother Smith is in charge of raising funds for their board as the

The Beseda Dadcers did perform on May 23 for the Garland World Bazaar at Heritage Park in downtown Garland to a small but enthusiastic audience.

A campout committee was organized, including Kelli, Josh and Jill Hlavenka, Nancy Shinn, Suzanne and Julie Vrla and Rose Ann Parma.

The meeting closed at 8:45 p.m. Our next meeting will be held on Sunday, June 7th at Lodge 84 at 3:00 p.m. in the Youth Room, followed by a covered dish supper and social with our Lodge 84 brothers and sisters. Hope to see as many of our members there as possible.

SPJST I read with interest the By-Law recommendations in the May 13th issue of the Vestnik. I am not a delegate to the Convention but I would like to make my views known to the delegates.

As for participation in the SPJST, I am the secretary-treasurer of Lodge 133, San Antonio, the District VII president, and an active sales representative.

One of the By-Law recommendations is to prohibit the writing of insurance and annuities by the employees of the Supreme Lodge. I do not believe the Supreme Lodge officers or the directors of SPJST or their spouses should be allowed to sell for SPJST. I think these individuals should be impartial to any lodge or individual and should support the sales force as a whole.

Leads that are received into the home office should be referred to the sales representative of the particular area involved. However, I firmly believe that once a representative fails to respond to a lead by sending in the appropriate form as requested by the home office to show what action the representative has taken on the lead, that sales representative should receive no further leads.

Home office personnel who are sales representatives should be allowed to sell insurance representing their respective lodge. If these individuals are not allowed to be sales representatives, what incentives are we giving them to help further the interests of the SPJST? Why should they encourage interested parties to become part of the SPJST? I feel home office employees should be encouraged to participate in the affairs of their lodges. Perhaps their enthusiasm and participation will help further fraternalism.

My next concern is abolishing the present system of having State Field Representatives responsible for various districts. In the last two years there has been a lot of emphasis on the proper training of the SPJST sales representatives. I don't believe that any sales person could say that definite strides have not been made. As a representative for District VII, I can only speak from my experience. The State Field Representative for District VII is available to help any sales representative on a moment's notice. He is available to help any individual understand material that is new or confusing. He has even volunteered to come and help should the sales representative feel he needs help. The day is long gone when we have policies that are the same for fifty years. Today, new policies are adopted; others are modified. If we return to the format of having sales district representatives who are only paid an override, I hate to think what will happen to the support the individual salesperson receives. Sometimes that override in a month is not enough to pay for the gasoline to drive to a sales representatives's area. If the SPJST wants to limit the number of vehicles owned then I recommend that the field representative be paid mileage for using his own car.

I have seen great progress in the sales area and I would hate to see all the hard work of the Vice President, State Field Manager and Representatives laid by the wayside. A lot of time and effort has been put into making our SPJST sales force a success. It is not the fault of our leaders if our sales are not what we wish them to be. Look back into your Vestnik this year and see how many of our 450 sales representatives sold 8 policies in 1991.

From my viewpoint as a sales representative I can see three ways to increase sales: 1) Have a sales force willing to put in the time and effort it takes to get leads and sell insurance; 2) Publicize the SPJST throughout the State; and 3) Research ways of encouraging lodge members to provide leads.

The Vestnik is our foremost instrument of communicating with our members. Let's make it a positive instrument and give our members a reason to recommend SPJST to their families and friends.

With the upcoming convention, I urge everyone to look at the many good things which have been accomplished by our sales department these past four years. Look at the wide portfolio of products offered to our members. Consider that our sales representatives are provided with a continuing education program. Look at the excellent rating SPJST maintains.

Look into the ratings of other fraternals. Look at our insurance sales which are up over the past four years even though our economy has been through some difficult times. Things can get better but I believe we are on the right road to continued success.
