The minutes of the third quarterly Supreme Lodge meeting are in this issue and all of you are encouraged to read them carefully.

Also, you will notice that five scholarships will be awarded to students in technical fields to be selected by a TSTI Committee. Your editor feels this is a move in the right direction --- we certainly need those technical programs supported.

A Modified Whole Life new insurance plan has been approved by the State Board of Insurance. This writer is glad that members of the Board stressed the need for cooperation, dedicationand teamwork at ALL levels;frankly speaking, of the above, practiced at the top, goes down to the local lodge level.

In the 1940s and 1950s yours truly made appraisals for an insurance real estate agency, in Houston, and District V Director J.M. Skrabanek often asked to be accompanied on SPJST appraisals. He was always rather careful about the amount of SPJST money he recommended loaning on properties, because he knew too high appraisals caused problems for the treasurer at the Supreme Lodge.

In Secretary - Treasurer Mikeska's report, we can see what happens; he does not see the property when the loan is made, however, ·he has to deal with it when it is foreclosed.

Over appraising a property is very risky for any lending institution I A part of the minutes your editor has a question about reads: Actuarial Assumptions On Modified Life -- In response to an inquiry, the actuarial mathematical assumptions on which the premiums are based were made available for reviewby the directors. It was explained that copies were not furnished becauseof the complexity of the calculations; however, the work papers will be circulated among the officers.

We feel that the directors should have copies from whichthey can study the calculations on how our insurance premiums are arrived at, regardless of how complex they may seem. It certainly would enhance their understanding of our insurance programs.

Recently, our editorial carried the information that one of the 55 signers of the Declaration of Independence was William Paca and that he was of Czech origin. The information was taken from an newspaper article which, evidently, was in error, although the name sounds Czech, however, we wish to be correct.

Recently, we received a letter postmarked Houston and was missent to Longview which contained a copy from the Maryland Historical Society which states in part: "William Paca...was born near Abingdon, then in Baltimore County, but now in Harford County, on October 31, 1740, the son of John and Elizabeth (Smith) Paca. He is often thought to have been of Italian ancestry, but recent investigation revealsthat he was descended from the Peaker family of Gloucestershire, Wiltshire and. Devonshire Counties in Bngland.t'Actually, the derivation of the name from "Peaker" is itself only a theory, although a Robert Peaker had settled in Anne Arundel County as early as 1651.

The Paca family were members of the Church of England, and William Paca himself was a vestryman of St. Anne's Parish, Annapolis, for many years both before and after the Revolution. He seems to have been a devoted churchman, as the consistency of his attendance at vestry meetings attests.

Evidently, the name Paca was derived from Peaker; thé information was signed: F. Garner Ranney, Historiographer of the Diocese of Maryland. Your editor thanks the sender and wishes to correct the information. It is a fact, there were Czech - Moravians in the colonies at that time; one of them, a surveyor was hired to survey the Chesapeake Bay area.

People with high blood pressure •• the results of a new study may be just as therapeutic for their checkbooks as for their ailment. In a continuing study of five types of commonly prescribed blood - pressure drugs, the National Heart, Lung and Blood Institute found that all the types were equally effective in treating patients with mildly high blood pressure. The drugs tested were beta blockers, diuretics, calcium channel blockers, alpha blockers and ACE inhibitors and range in price from $3 to $71 for a month's supply.

Doctors caution that the year - long study is still too new to show up possible long - term side effects for different patient groups. Nonetheless, patients who are not happy with their current blood - pressure medication might discuss a switch with their doctor. The study also found that patients who cut down on salty foods, lose weight and exercise regularly can lower their blood pressure with far less medication than is usually required. Of the 902 participants in the study who followed such a regimen, 80 percent wereable to lower their blood pressure with just half the daily dose of medicine typically prescribed. ***

From The Secretary Treasurer's Office Minutes Of The Third Regular Quarterly Meeting Of The Supreme Lodge SPJST Held July 10-12, 1989 At The Home Office In Temple, Texas The meeting was called to order at 9:05 a.m. with all Supreme Lodge members present: Howard B. Leshikar, Pres.

Bernard M. Gebala, Vice Pres.

Leonard D. Mikeska, Sec. - Treas.

Jerry Mikulas, Financial Sec. Sidney Kacir, Legal Advisor Andrew Vavra - I Willie E. Kohutek - II Cyrill Pokladnik III, Chairman of the Board Stanley Broz - IV Louis Hanus - V Matt S. Vanek - VI, Vice Chairman of the Board Thelma Hrncir - VII Audit assignments were made, and recess was taken to allow time to complete the audit. The meeting was called back to order at 3:20 p.m.

Minutes - The minutes of the April 10 - 11, 1989 Supreme Lodge meeting were considered page - by - page.

There were no corrections, and the minutes were approved as presented on motion by Director Broz, seconded by Director Vavra and carried unanimously.

Reports - The Supreme Lodge Officers' reports were acknowledged on motion by Director Kohutek, seconded by Director Vanek and carried unanimously. The reports will be placed of record in Exhibits Volume 8.

OLD BUSINESS --PRESIDENT LESHIKAR'S OLD BUSINESS MATTERS: Scholarship Presentations - Report was made on 24 scholarship presentations at 17 high schools.

President Leshikar asked if there were suggestions for future handling of the presentations. Recommendations were heard.

Scholarships Additional information was presented and discussed regarding a proposal to channel some of our scholarships into technical fields. Director Vavra moved and Legal Advisor Kacir seconded that 5 technical scholarships be awarded from the usual $25,000 scholarship allocation, and the selection process for scholarships be left as it is except that for technical scholarships, either a high school diploma or GED be optional, and the technical program be approved for a 2 - year trial period and the technical scholarship recipients be selected by a TSTI Committee. The motion carried unanimously.

SPJST General Scholarship Criteria - There was discussion about allowing additional point advantage for length of membership and SPJST Youth Club involvement. After discussion, President Leshikar moved that the proposal be approved. The motion died due to lack of a second.

Czech Language Allocations Report was made that grant forms and return questionnaires were mailed to nine schools and the following were returned: Spring Branch ISD, University of Texas, Alvin Community College, Temple Junior College and Alief ISD. President Leshikar moved that we retain the same formula as last year

and to add $600 for middle schools teaching the Czech language. Vice President Gebala seconded and the motion carried unanimously. The formula is: $1,000 for four - year college; $800 to a junior or community college; and $600 to a high school or middle school.

Czech Language Tapes - Report was made that Calvin Chervenka had completed tape 1, and tape 2 was nearing completion.

Calendar - Report was made on the bid accepted from Western Media for 32,000 calendars at $.70 each, delivered to Temple ready for mailing.

Political Liaison - It was reported that a guide and information booklet has been prepared. There was discussion about our By - Laws with reference to political involvement, and it was understood that it was acceptable to hold or sponsor public forum - type gatherings and introduce officials at functions.

Legislation - Legislative report was heard with emphasis on the Guaranty Fund proposal.

Cemeteries - Consideration was given to the $5,000 appropriated by the XXV Convention to help the upkeep of SPJST Cemeteries around the state.

Recess for the day was taken at 6 p.m. until 8:30 a.m. July 11, 1989.

On the matter of appropriations for upkeep of SPJST Cemeteries, it was decided that the funds approved should be paid to the association or group in charge of the upkeep work, and the Society would not be the contractor on the cleanup work. It was decided that 1/2 of the approved amount be retained until the work is completed for those needing restoration. The motion was by Director Hanus, seconded by President Leshikar and carried unanimously. The following amounts were approved: Praha - - - - $500 Kovar - - - - Si50 Caldwell - - $250 Shiner - - - $255 Moravia - - • $255 Velehrad - - $500 Seymour - - $100 $2,010 The amounts were approved on motion by Director Hanus, seconded

by Financial Secretary Mikulas ane carried unanimously. It wat understood that no insecticide or herbicide would be purchased with the funds.

Lodge Reactivations - Report was made that three lodges have been reorganized, and two lodges are making a positive comeback.

Fraternal Recreational Area President Leshikar recommended that consideration of the FRA be postponed until the financial study figures have been completed.

Fraternal Fest - An outline of activities was discussed. The Fraternal Fest is scheduled in conjunction with the Central Texas Fair at the- Expo Center in Belton, Texas from 1 to 5:30 p.m., Sunday, October 1, 1989.

Charter Lodge Restoration Recommendations were heard for

funding assistance to Lodge No. 19, Lodge No. 20, Lodge No. 21 and Lodge No. 23. Representatives of Lodge No. 1 were scheduled to appear before the Board to make an appeal for restoration funds. Restoration costs were discussed, and it was agreed to use a matching fund's approach for work dating back to the last convention.

Legal Advisor Kacir moved that IA. of the sum of $2,736.89 be pain to Lodge No. 23 Moravia, 1/2 of the sum of $1,100 be paid to Lodge No. 21 Engle, V2 of $1,450 to Lodge No. 19 Velehrad and 1/2 of $4,851 for Lodge No. 20 Granger subject to verification that the building will continue to be used for the lodge home. The motion was seconded by Director Vanek, and it carried unanimously. Complete information was to be presented on the remaining lodges.

Louis Polansky and his wife and Brian Kubala, representing Lodge No. 1 Fayetteville, appeared before the Board regarding the restoration of the Lodge No. 1 building. He discussed the lodge property and the Chamber of Commerce arrangement with the lodge for use of the building.

On motion by Secretary - Treasurer Mikeska, seconded by Legal Advisor Kacir, it was decided that President Leshikar and Director Vavra set up a reactivation meeting for Lodge No. 1, and report back to the Supreme Lodge during the October Supreme Lodge meeting with more information on restoration of the building. The motion carried unanimously.

Flag Ceremony - Report was made that a Flag Day Ceremony held at the Home Office on June 14 was well received, and we obtained good media coverage.

TV Tapes - It was reported that KNCT TV had possession of a substantial amount of SPJST tapes in connection with a prior production, and it was agreed to have the tapes converted to tapes compatible with standard VCRs. VICE PRESIDENT GEBALA'S OLD BUSINESS MATTERS: Sales - Report was made that 1989 sales were up $3,781,808, and earned premium was up $187,411 over 1988.

Communications - In the interest of communication with our members, a motion was adopted that the Supreme Lodge officers set up a meeting with the editor, so that Supreme Lodge officers could share factual information with the editor. The motion was made by Director Vanek, seconded by Director Hrncir and carried unanimously.

Recess for lunch was taken from 12 noon until I p.m.

Modified Whole Life - The new insurance plan has been approved by the State Board of Insurance and will be introduced at the fall sales representatives' seminars.

Goals for SPJST - There was a report and discussion about the necessity of setting of goals for the Society to be successful. Various members of the Board stressed the need for cooperation, dedication and teamwork to set and achieve goals pertaining to our business and to provide for continued growth in the fraternal area.

There was discussion about the business of our Society, and it was said that our insurance products and fraternal work in lodges is our business. We must operate as a fraternal society to be fully successful.

All Volunteer Sales Force - Report was made on breakdown of sales and the opinion that there are limits to how much we can improve our production as long as we have part - time agents,

There was discussion whether Home Office employees and directors should be allowed to write business. It was explained that this is not a-new policy and has been in existence for a long period of time. It was pointed out that all of those involved were appointed sales representatives by their local lodges. It was agreed to leave the policy unchanged, and opinion was expressed to encourage those Home Office employees who are not sales representatives to get themselves appointed.

Best Rating - The A.M. Best rating based on 1988 operations was reported to be A (EXCELLENT). The Best rating service is considered by many to be the most prestigious of insurance rating services.

Bonus For Field Representatives The 5 percent bonuses for the field managers and field representatives were unanimously adopted on motion

by Director Vavra, seconded by Director Vanek.

Seven - Pay Test - Explanation was given on the seven - pay test that must be applied to modified life contracts as defined by the IRS. SECRETARY - TREASURER MIKESKA'S OLD BUSINESS MATTERS: Real Estate Owned - Report was made on two properties foreclosed during the quarter and status of property owned from previous foreclosures.

1. REO NO. 163, SPJST Lodge No. 178 Longview property. Report was made on efforts to sell and listing of the property with Joyce Flanagan Realty Company. The Supreme Lodge officers and Director Pokladnik have authority to list and negotiate sale of the property currently priced at $325,000.

2. REO NO. 164, a residence in Burleson County, Texas. Report was made that the property sold for $12,000 consisting of a $5,000 down payment and a note for $7,000. The book value of the property was $46,043.50. The sale of the property was ratified on unanimously adopted motion by Director Hrncir, seconded

by Director Vavra.

3. REO NO. 170, a residence located at 1700 North Preston in Ennis, Texas.

Report was made on corrective repairs to the foundation now nearing completion. The Supreme Lodge officers and Director Pokladnik were previously given authority to negotiate price and terms of a sale. The property is currently listed with Coldwell Banker at $122,500.

4. REO NO. 172, a residence adjoining Lake Corpus Christi in Live Oak County, Texas. The property was foreclosed May 2, 1989 and has a book value of $83,840.32. It is currently listed with Realtor Roy Hranicky for sale at $79,500.

On motion by Director Vavra, seconded by Director Kohutek, authorization was given to the Supreme Lodge officers and Director Hrncir to decide on sale of the property. Motion carried unanimously.

5. REO NO. 173, a residence on 9.114 acres of land near Azle in Tarrant County, Texas. The property was foreclosed on June 6, 1989. Book value is $96,759.33.

On motion by Director Hanus seconded by Director Broz, it was agreed to offer the property to an interested party for cash prior to listing it. If not sold, authorization is given to the Supreme Lodge officers and Director Pokladnik to decide on sale and repairs. Motion carried unanimously.

4/VESTNIK—Wednesday, August 2, 1989 Appraisal Continuing Education Program - Secretary - Treasurer Mikeska asked for comments on the recently instituted appraisal training program and appraisal manual and periodic installments of appraisal information that had been provided over the past quarter. It was agreed to continue the educational program.

FINANCIAL SECRETARY MIKULAS' OLD BUSINESS MATTERS: Independent Audit The preliminary report of an independent audit conducted by Peat Marwick Main and Company was reviewed.

Cost of the audit was $15,750. The management letter has not been delivered and copies will be provided to all Supreme Lodge members as soon as it is received.

Direct Bill - Report was made that 79 percent of our certificates were currently on direct bill. In response to an inquiry, it was reported that normally, a lodge can go on direct bill based on a majority vote.

Profitability Study - Report was made on bids from four firms to conduct a financial profitability study.

The project was awarded to our actuary, John Agee to be completed prior to the October Board meeting.

Cost was estimated at $5,000 but final cost will depend on the number of plans of insurance that are tested.

There was discussion about the reasons for selecting our actuary to do the job.

On motion by Director Hanus; seconded by Director Vanek, the decision to have John Agee conduct the profitability study was ratified.

Vote was unanimous.

LEGAL ADVISOR KACIR'S OLD BUSINESS MATTERS: Litigation - Tax Suits - Report was made on tax suits in process involving properties financed by the Society. The process of protecting the Society in the event of tax suits was explained and discussed.

Bankruptcies - Report was made on bankruptcies involving individuals who financed their real property with the Society.

Risk Retention Group - There was discussion about the proposed risk retention group being studied by the National Fraternal Congress which could help the Society and lodges in obtaining liability insurance coverage in future years.

Copyright Laws - With reference to copyright material such as the Czech language tapes, copyrights are now international in scope and the material does not have to be labeled with the standard copyright label.

Related Party Sales - A question was asked why the Society does not finance parent - to - child sales and other similar related party sales. It was explained that we could not finance such sales because of interpretation of the homestead laws and other problems.

Recess for the day was taken at 5:50 p.m. until 8:30 a.m., July 12, 1989.

DIRECTORS' OLD BUSINESS MATTERS: Director Vavra discussed his activities during the quarter.

Director Kohutek reported on activities and discussed a loan that was turned down because of the condition of the property.

Director Broz discussed matters he attended to the past three months.

Director Hanus commented on some of his duties and activities during the second quarter.

Director Vanek gave a report on his work during the quarter and discussed a successful Polka Fest held by Lodges No. 97 and No. 143.

Director Hrncir reported on her activities and discussed a problem a lodge was having with reference to use of a facility. She also discussed the radio advertising program available for sales representatives ior a director if no sales representative takes advantage of the program.

Director Pokladnik discussed functions attended in and out of the state and various activities that he carried out representing the Society.

He discussed the fact that when a Supreme Lodge member attends an official function, it is important that they extend greetings for the entire Board they are representing.

Youth Activities - SYD Claudette Reese was asked to appear and present her report to the Supreme Lodge She referred to a detailed listing of activities, meetings and functions attended and discussed selected items in her report which included: The LIT retreat, increase in Youth Club attendance; the Fund Raising Candy project, TFC Poster - Scrapbook Contest and Christmas Tree Ornament Contest.

Permission was requested for the SYD and DYCs to attend the Texas Outdoor Education Association retreat. The $60 tuition for the eight individuals was approved on unanimously adopted motion by Legal Advisor Kacir, seconded by Director Hrncir.

Concerning the possibility of publishing a color picture of the Youth Christmas tree in the Christmas issue of the Vestnik, President Leshikar agreed to get figures on the cost for further consideration.

Prizes for the TFC Poster Scrapbook contest were authorized in the same amount as the previous year.

The motion was by Director Hrncir, seconded by Director Kohutek and carried unanimously.

NEW BUSINESS PRESIDENT LESHIKAR'S NEW BUSINESS MATTERS: Senior Citizen Camping - It was proposed that the Society consider sponsoring senior citizen camping on a trial basis. On motion by Legal Advisor Kacir, seconded by Director Hrncir, the proposal on senior citizen camping for age 65 and over was approved. Motion carried unanimously.

100th Anniversary of SPJST - It was suggested that thought be given to setting goals to achieve by our 100th anniversary in 19972. and also consideration about where the event should be held.

VICE PRESIDENT GEBALA'S NEW BUSINESS MATTERS: Sales' Leads Received By Home Office - The Supreme Lodge members were informed that the leads and inquiries received at the Home Office were available for their inspection. The leads would be distributed later.

Actuarial Assumptions On Modified Life - In response to an inquiry, the actuarial mathematical assumptions on which the premiums are based were made available for review by the directors. It was explained that copies were not furnished because of the complexity of the calculations; however, the work papers will be circulated among the officers.

SECRETARY - TREASURER MIKESKA'S NEW BUSINESS MATTERS: Delinquent Loans - A report recommending action on delinquent loans was considered and the recommendations were approved on unanimously adopted motion by Director Hanus, seconded by Director Hrncir.

MINUTES OF SUPREME LODGE OFFICERS' MEETINGS - The minutes of officers' meetings were approved on unanimously adopted motion by Director Vavra, seconded

by Director Broz.

Second Quarter Investments - The investments and real estate loans made during the second quarter were ratified on motion by Director Vanek, seconded by Director Kohutek.

Motion carried unanimously.

The investment policy of the Society was reviewed and no changes were made.

Workers' Compensation Review Report was made that the home office had been inspected by the insurance company providing workers' compensation insurance. In response to the inspection, a basic statement of policy was adopted and a safety manual for employees was distributed.

The installation of a handrail in the center of the basement steps, as recommend by the insurance company, was not feasible because the stairs are used as access for large items moved in - and - out of the museum.

Loan Applications - Consideration was given to our loan policy as it applies to premanufactured homes.

Proposed guidelines were discussed.

On unanimously adopted motion by Director Vanek, seconded by Director Broz, it was agreed to finance double wide premanufactured homes based on 2/3 of the appraised value or purchase price, whichever is less, for a maximum term of 10 years at the commercial property rate. It was further agreed that guidelines would be formulated incorporating the following: A. The mobile home or house trailer must be so affixed to the land that it constitutes a permanent fixture thereto. We require that it (a) be placed on a permanent foundation; (b) have its wheels, axles, towbar or hitch, and license plates removed; and (c) be permanently connected to a septic tank or sewage system and other utilities, i.e., electricity, water, gas and telephone.

B. The owners of the land and mobile home or house trailer must express their intention that the mobile home or house trailer is a permanent attachment to the land.

C. The personal property status of the mobile home or house trailer must be terminated. In this regard, the Certificate of Title of Manufacturer's Certificate of Origin should be obtained and surrendered to the Department of Motor Vehicles for cancellation. The title company agent should request that the Department of Motor Vehicles return a receipt or Certificate of Cancellation with respect to the surrendered Certificate of Title. To facilitate this procedure, it is suggested that a copy of the affidavit referred to above be forwarded with the request for cancellation. In those jurisdictions where taxes are assessed against personal property, application should be made to remove the mobile home or house trailer from the personal property tax rolls and transferred to the real estate tax rolls.

Written acknowledgment that this has been done should be obtained from the tax assessor and retained.

D. The status of the mobile home or house trailer must be determined. In this regard: 1. Ownership of both the mobile home and the land must be in the same party; 2. The title company agent should be furnished with the Bill of Sale and the Certificate of Title. The Certificate of Title to be surrendered for cancellation as set out above.

If the Bill of Sale, Certificate of Title, or other information coming to the title company agent's attention reveals that the mobile home or house trailer was located out - of - state within the four months prior to the current title date, an exception will appear in Schedule "B" of the title policy and the SPJST will not accept such exception and will not be in a position to close the loan.

If the mobile home is to be the homestead of the owner, we will not finance the project unless a mechanic's lien contract has been properly executed and recorded.

Annuity - Universal Life Interest Rates - There was discussion about rates on the interest - sensitive products. Recommendation was made that pending completion of the Financial profitability study now underway, that the rates be left unchanged for the next quarter. On unanimously adopted motion by Secretary - Treasurer Mikeska, seconded by Director Kohutek, the rates were set as follows: 1. The Universal Life rate was set at 9 percent annualized effective through October 31, 1989.

2. The interest rate for the accumulation period on annuities was set at 81/2 percent effective through October 31, 1989.

3. The annuity payout rate was set at 81/2 percent effective through October 31, 1989.

Escrow Accounts For Taxes and Insurance - Consideration of an escrow program for members' loans was deferred to the October Supreme Lodge meeting on motion by Director Hanus, seconded by Director Hrncir.

Motion carried unanimously.

Home Office Security - Due to problems with the security system, it was necessary to upgrade the home office security system for better fire and burglary protection of the building. The $3,094 cost of the upgrading was approved on motion by Director Broz, seconded by Director Vavra. Motion carried unanimously.

National Fraternal Congress Report was made that the annual meeting of the NFCA is scheduled for September 21 - 23, 1989 in Scottsdale, Arizona. All Supreme Lodge members are authorized to attend by previous action.

SPJST Automobiles - The directors called attention to the amount expended for repairs of the four 1985 automobiles owned by the Society. It was reported that the cars have relatively high mileage and at least 2 appear to be in the need of repairs to be considered road worthy. After discussion, Director Vavra moved and Director Kohutek seconded that the Supreme Lodge officers obtain prices on trade - ins on the four autos to be submitted to the directors for consideration and approval by mail poll. Motion carried unanimously.

FINANCIAL SECRETARY MIKULAS' NEW BUSINESS MATTERS: Financial Statement - Various items in the financial statement were discussed and compared with prior year's figures.

Vestnik - It was reported that the cost of the Vestnik to non. - members was increased to $14 per year.

Postage - Software changes have been made to presort premium notices and other mass mailings to enable the Society to save $.04 postage per item.

It was anticipated that this should amount to a savings of approximately $6,000 per year.

Employees' Benefit Pension Plan Report was made that certain

Wednesday, August 2, 1989—VESTNIK/5 amendments must be made to the SPJST Retirement Plan to bring it in compliance with Tax Reform Act of 1986, The Consolidated Omnibus Budget Reconciliation Act of 1986 and the Omnibus Budget Reconciliation Act of 1987. The changes would not rquire any additional funding. A resolution was adopted as follows authprizing th e techniral rhanges.

WHEREAS, Slavonic Benevolent Order of the State of Texas, SPJST has maintained continuously for eligible employees a qualified defined benefit pension plan, Slavonic Benevolent Order of the State of Texas Employees Defined Benefit Pension Plan (the plan), from an original effective date of January 1, 1961 with such plan most recently restated effective January 1, 1984; WHEREAS, it will be necessary for the plan to be amended to reflect new requirements applied to qualified retirement plans pursuant to applicable provisions of the Tax Reform Act of 1986, the Consolidated Omnibus Budget Reconciliation Act of 1986 and the Omnibus Budget Reconciliation Act of 1987 and the SPJST desires to have the plan so amended; BE IT RESOLVED, that the officers of the Supreme Lodge are hereby authorized to have the necessary plan amendments prepared and executed consistent with the foregoing declarations with such preparation and execution being completed within the time limit imposed by the Internal Revenue Service in order to maintain the plan's favorable qualified status under the Internal Revenue code.

BE IT FURTHER RESOLVED that the amendments prepared shall include, in addition to any other provisions necessary for continued favorable plan qualification, the following specific provisions which are identified herein for plan administration guidance prior to final and amendment preparation execution: 1. Effective as of the first day of the plan year commencing in 1989, the vesting schedule applied to benefits attributable to employer contributions shall be the five - year vesting schedule (0 percent until five years of service, 100 percent thereafter).

2. Effective as of the first day of the plan year commencing in 1987, the maximum allowable benefits shall reflect applicable limitations pursuant to IRC Section 415 as amended. Any benefits, based on plan provisions that existed as of May 6, 1986, accrued as of the effective date of this provision, however, shall be preserved even if such benefits exceed the new limitations.

3. Effective as of the first day of the plan year commencing in 1989, the minimum distribution requirements of IRC Section 401(a)(9) shall apply to active employees working beyond age 70'/2 unless such employee had attained age 701/2 prior to January 1, 1988.

4. Effective as of the first day of the plan year commencing in 1987, the interest rates used for determining the present value of any lump sum or single payment amount determined to be actuarially equivalent (equal in value) to the otherwise payable accrued benefit shall not be greater than the PBGC interest rates in effect at the time of benefit payment.

5. Effective as of the first day of the plan year commencing in 1988, the normal retirement age under the plan shall be the later of age 65 or the age at which a participant attains his 5th anniversary of plan participation.

Furthermore, the accrual of plan benefits beyond normal retirement age shall be in compliance with with applicable IRS final regulations. Such benefit provisions shall not apply, however, to former plan participants who do not work at least one hour of service on or after the effective date of these provisions.

Qc thefirct (Inv of the A Effective K plan year commencing in 1988 for purposes of determining the accrued benefit attributable to employee contributions, the interest credited on any prior or current accumulated mandatory participant (employee) contributions (which remain in the plan) during a plan year shall be 120 percent of the mid - term applicable federal rate as of the first day of such plan year.

7. Effective with the first day of the plan year commencing in 1989, the availability of a lump sum (single) actuarially equivalent form of payment shall no longer require the consent of the plan administrator and shall be available at the option of the participant (subject to applicable plan limits and spousal consent requirements). A lump sum (single) actuarially equivalent form of payment shall not be allowed from the plan unless such lump sum value is an amount less than $10,000.

8. Effective with the first day of the plan year commencing in 1989, Section 3.05 of the plan allowing participants to buy back military service shall allow such buy back to occur when the participant has become 100 percent vested under the plan.

BE IT FURTHER RESOLVED that the officers of the Supreme Lodge are instructed to submit an application to the Internal Revenue Service in order to secure a favorable determination letter related to the above described amendments; furthermore, the officers of the Supreme Lodge are authorized to prepare and execute any additional amendments identified by the Internal Revenue Service as necessary to secure such favorable determination letter.

Director Kohutek stressed the importance of having a positive attitude.

Director Broz discussed good communications. He reported on behalf of the Audit Committee that the books were found in good order.

Director Vanek reported on a building in District VI that was available and a lodge in District VI was

interested in pursuing the possibility of lease or purchase.

Director Hrncir presented the remainder of the Audit Committee report. She reported that the committee completed a report of the various members outside of the home office reimbursed by the Socity

Lodge 66 made a donation of $360 to the Battleship of Texas and the Czech Chair.

Youth Leader Gladys Yates gave the youth club report. They had 20 members present and one visitor. She also had a report on their District III YAD. Their scrapbook won second place. In our September meeting, they will have a costume program.

Sister Jeanette Smith gave the Fraternal Activities report. Our next Family Social night will be August 14th, at 7 p.m. State FAC Brotherf Frank Klinkovsky and his wife Irma, Brother Tim and SYD Claudette Reese and family were here to teach Taroky at our last month's social. They will be here, again, for this social to teach those who wish to learn.

There were 28 attendants at our last month's social. Bring snacks!

Beer donated for the meeting was by James and Gladys Yates and James and Susan Trickett in honor of their anniversaries and birthdays.

Lodge

Lodge 80 of Holland held their monthly meeting on July 5th at 7 p.m.

The meeting was called to order by President D.I. Bohac.

After the Pledge of Allegiance to the flag, a moment of silence was observed for our deceased brothers and sisters.

All officers and 19 members were present and minutes of the last meeting were read by Brother Glen Latham.

Reports were given and approved by members With no new business, motion to adjourn was heard and seconded.

Lodge 80 members enjoyed a one hour social hour after the meeting.

Lodge 80 was host to the District II Youth Achievement Day on July 9th.

Many youths attended the competition showing their many wonderful talents.

We wish them congratulations on their achievements and good luck in the future. Lodge 80 would like to thank everyone who helped to make the day a success with a special thanks to Risa Pajestka, Frank Pajestka, Jr., Helen Pajestka, Harold Rohde, Florine Rohde, Mr King, Glen Latham, Johnny Rohlack and Joe W. Liles along with several of his helpers who gave the hall a good cleaning before Youth Achievement Day. With everyone's help, YAD turned out a success.

We're Having A Party!

The officers and membership of SPJST Lodge 84 are sponsoring a party to honor all members who have attained the age of 70 years young.

You are invited to come to the hall on Sunday, August 13 beginning at 4 p.m. for a dinner, compliments of Lodge 84, and program. Members of your family and friends and all other lodge members are also invited to attend to give honor to you, but they will be asked to pay a nominal fee for their food.

In order to have enough food prepared for all to enjoy, we are asking that you call and make a reservation to one of the committee members BY August 4 (telephone numbers listed below), and encourage your family and friends to do the same. We don't want anyone to go hungry!

If transportation is a problem, you may tell one of the committee members at the time you call and they will make arrangements for someone to come and pick you up and take you home after the party.

Lodge No. 84, Dallas Activities Our Czechfest on September 10 will have doors open at 11:30 a.m., dinner (roast and gravy with parsley potatoes, green beans, sauerkraut, bread, tea or coffee and dessert) for $5.50 adults -$3 child, will be served from 12:30 to 2 p.m. Our ladies of the lodge are asked to bring pastry for the meal. Many members inquire as well as donate to this once - a - year event and this year we need items for the gift booth, cake walk, groceries for the country store, etc. One member, Sister Justine e3okladnik, reports the handmade afghan she knitted is ready for delivery! Lodge No. 87, Temple President Ladis Navratil called the regular meeting to order on Friday evening, July 14th at 7:30 p.m.

Ed Reisner, flag bearer, led the lodge in reciting the Pledge of Allegiance and silent tribute was paid to deceased members.

Minutes of the previous meeting were read and approved as read.

Correspondence was read from Marjarie Boniface thanking our lodge for the use of the property for MHMR Camp Funshine. Also a thank–you note from Supreme Lodge President Howard Leshikar.

Vice President Jerry Valchar reported on fraternal activities and distributed record forms for officers and members to record lodge activities throughout the calendar year.

The following members were hosts at the July meeting during the social hour: Ladis and Georgia Navratil, Kyle and Carla Kacir, George and Millie Schiller. Also thanks to members who brought cookies and helped in serving homemade ice cream. everyone enjoyed this special treat.

Of Lodge No. 88, Houston Meeting

Minutes

July 10, 1989 President Jerry Ermis called the meeting to order at 7:30 p.m. Flag bearers Darlene Migl and Marlene Migl, together with Michelle Linney carrying the Czech flag, presented the colors and led the membership in the Pledge of Allegiance.

Secretary Mildred Holeman read the name of one deceased member for the past month, AGNES E. LOPANEC, and the members stood for a moment of silent tribute to our departed member.

Roll call revealed that all officers were present, except Youth Leader Barbara Linney and by way of explanation, since most of my minutes show her absence, she is working and cannot attend. Her enthusiasm and the success of the youth club is indicative of her devotion to her position as youth leader even though she is unable to attend all the meetings.

Congratulations, Barbara, your leadership is showing!

The minutes of the June meetini were read and approved, and 45 applicants were accepted into Lodge 88.

Fraternal activities coordinator reported a total of 1539 eye glasses

donated. He thanked Lodge 172 for furnishing the copies of the forms being passed out concerning the drug petition initiated by the Mark Kilroy family. He urged that the forms be signed and passed back to him as District V Director Louis Hanus would be delivering the signed forms in person. He reminded the membership of the July 20th showing of "Czechoslovakia Remembered" at the Jewish Community Center, and read a letter from the Supreme Lodge encouraging donations for the restoration of the Battleship Texas which project is now in its third month.

Vice President Michelle Linney, for the Youth Club, reported on the trip to San Antonio; they were still keeping the kitchen open on Thursday nights for fund - raising benefits, and as of the end of June, the youth had turned in $315.06. She reported on the party being sponsored at the Lighthouse for the Blind on July 21st and requested members to support YAD at Lodge 88 on July 23rd.

Entertainment Committee's report was given by Bennie Kocich and he encouraged everybody to start planning now for the BATTLE DANCE on August 12th with five hours of music by Lee Roy Matocha and Lee Roy Rybak.

Lillie Spies, for the Birthday Club sisters, requested pastry donations for District V YAD. Board Chairman Karl Lindemann reported for the board and pool; the board approved the purchase of cakes and Mrs. Herman Baethe's 100th Birtday Party which was being held at the lodge; they were repairing the diving boards, and would support the exercise classes if someone would volunteer to be in charge, and if enough members were interested. He also reported that the purchase of a tractor approved last month had not yet been made.

Carol Bruce, for the auditing committee, moved the records as submitted for May and June be approved, which motion carried.

Building committee chairman expressed his regrets for being absent when the vote was taken on the proposed building plans.

Marceil Malak, for the Dramatic Club, reported that a new play was in the offing.

Gene Barcak reported that the Choral Club is on vacation and that practice would resume later in the summer. He invited members to join the Choral Club.

Benevolence Reporter Mary Kosut gave her report for April, reporting charity of 295 hours of an estimated cost of $395, and a total of 702 hours for the lodge. If her health permits we can look forward to May, June, and July reports at the August meeting.

Mary, you really do an excellent job of reporting.

Czech Instructor William Souchek reported on the success of the class just completed and complimented the students for the harmony and cooperation in the class.

District Youth Leader Marie Stayton reported on the activities of the youth club and announced plans to initiate programs to interest ex - youth members. She also stated she would head up the exercise program and those who are interested, please call her. She has been gathering up tapes, etc.

President Ermis announced an Executive Board Committee meeting would be held on July 19th at 7:30 p .m .

Mildred Holeman inquired why we had not contributed to the restoration

of the Battleship Texas and whether this was left to the discretion of the membership or to the Board of Trustees. A statement from the board indicated that they would give a report on the matter at the next meeting.

Helen Hegwood reported 120 members in attendance, and in the absence of District V Director Louis Hanus, announced that the Supreme Lodge was paying 81/2 percent on IRA accounts and annuities; that money mortgage was available; and that Universal Life policies are still paying 9 percent. She reported that in District V, Mildred Holeman was first in sales, Sidon Tumis -- second and Evelyn Mikeska -- third for the first six months of 1989; in Lodge 88, Mildred Holeman was first, Franklin Bravenec -- second and Tillie Helmcamp -- third.

Helen then led the membership in singing "Happy Birthday" to the June celebrants and also announced the names of five couples celebrating anniversaries in June.

Helen also announced that the Insurance Agency Wright and Company (Joe Paul Wright, owner) carrying the coverage on the lodge was donating the beverages after the meeting.

Following the drawing for door prizes, the meeting adjourned.

Class At Lodge-No. 88, Houston Craft

A craft class will begin at Lodge 88 on Friday, August 11th at 9 a.m. This class will offer different instructions for beginners and advanced crafters.

We have several instructors willing to help you with whatever you want to make. Jeanine Jones, local craft teacher, has all kinds of things for you to make.

We also have a quilting teacher, beginning crocheting for a simple afgan, cross stitch and needlepoint instructors.

If you have a special craft and wish to share with the group, please feel free to do so.

There is no charge for the class and you are under no obligation to attend every Friday. This is to be a fun thing; the ladies of our lodge met to work on their projects and have a relaxing. morning.

Our main instructor, Jeanine Jones, has most of the materials needed so we ask that you purchase the needed items from her because they are the same price as in the stores; that way, we will not have to pay a teacher's fee.

The class will be every Friday at 9 a.m. to 1 p.m. Bring a lunch if you want a lunch break. Beverages and chips, etc. are available in the bar area for snacks.

Bring your sissors and pins. If you want to make a fashion T - shirt, bring a washed T - shirt and be ready to create an original fashion. This is a perfect time to get busy on your Christmas list. It's a fun class and you may even save money on gifts.

The monthly meeting of SPJST Lodge 133 was held on July 16, 1989 at the St. Margaret Mary Activity Center, 1314 Fair Avenue, San Antonio, Texas. The Pledge of Allegiance was recited and a moment of silence was held for all deceased members.

Sister Viola Kurtz gave the anniversary report. In June the following couples celebrated their anniversaries: Don and Marie Netek (45 years), Adolph and Agnes Popp (55 years), Jaroslav and Marcella Kleprlik (51 years), James and Lucille Dlugosh (47 years). In July members who celebrated their anniversaries included Frank and Viola Fajkus (48 years), David and Kathy Murley (13 years), Alvin and Bernice Hajek (40 years).

Reports were given on sick members. Brother Anthony Trilicek reported that Brother Jaroslav Kleprlik was back in the rest home after a stay in the hospital. Sister Ann Swize reported that Sister Mary Kostelnik was still in the nursing home, but was doing well. Brother Alfred Kalmus reported that Sister Henrietta Kalmus was being cared for in a private home. Sister Viola Kurtz reported that Brother Charlie Kurtz was home and recovering well from eye surgery. Brother Emil Matula spoke in reference to the Expression of Sympathy written in the Vestnik. He pointed out that the officers of Lodge 133 serve as the Resolution Committee and asked the secretary to make sure and include the obituaries of deceased members.

The month of October has been selected as the month to invite guests who might be prospective members to our lodge meeting. If you know anyone who might be interested, please put October 15, 1989 on your calendar as a reminder.

President Trilicek informed the members that Brother Bill Mares would be passing out forms at our next meeting so that members could indicate any charitable works they were doing. This would help Brother Bill complete the questionnaire on Fraternal Activities at the end of the year.

Brother Don Netek reminded the members how lucky we were to be able to use the facilities at the St. Margaret Mary Activity Hall. He expressed the appreciation of the members to Brother Louis Jasek for helping our lodge with the use of the hall. He emphasized the importance of our lodge maintaining good relations with the hall staff.

At the opening ceremonies, our unit won first place in two special number categories with numbers entitled "Malt Shop Melodies" and "Texas Tribute."

Congratulations also to our women's volleyball team who placed first; they were coached by Brother Larry Laznovsky.

We were glad to see Brother Sid Pokladnik at the Slet banquet and at all the other Slet activities. We wish him a speedy recovery after recent surgery.

Dear SPJST Members: This is a reminder of Lodge 172 fraternal activity scheduled for August 6th. The benefit for the M.A.R.K. Foundation will be held at Pasadena Grand Ballroom, 3609 Preston, featuring four of the better country western bands in the Houston area, namely, The Original River Road Boys, The Texas Brew, The Texas Rose, and The Texas Borderline.

There will be music from 2 p.m. until 7:30 p.m., refreshments and all types of food will be available; drawings and door prizes all during the dance.

All the proceeds from this affair go to the M.A.R.K. Foundation to help fight drug abuse. This foundation was just recently founded in memory of Mark Kilroy who was murdered in Old Mexico by drug pushers. None of the officers of this foundation are paid a salary.

Brother Irving Theiss and Sister Bobbye Johnson are in charge of this benefit and urge all members to donate

prizes and/or time to help this good cause.

Our next monthly meeting of our lodge is Wednesday, August 26th at 7:30 p.m. and the next work day party will be Monday, August 7th at 8:30 a.m. These work days have proven to be much help to our lodge because many projects are being taken care of on that day.

Our good hard worker, Sister Amailie Taft is in St. Joseph's Hospital and at last word is recovering from a quadruple bypass heart operation. I am, also, glad to hear that my good friend from Lodge 88, Brother Louis Roznovsky, is recovering from a quintuple bypass surgery, and is up and around. Brother Louis Roznovsky and I helped win World War II together. We are all hoping and praying that both of the above will be enjoying life soon and recover their good health.

We miss our two officers, namely, 1st Vice President Irving Theiss and Financial Secretary Louise Willis who are vacationing in the Midwest on a 10 - day bus tour!

It was nice to see Brother Joe and Sister Vlasta Machann at our meetings, again, after a spell of illness and a very serious fire damage to their home. I know they will be glad to move home, again, very soon. Also, Millie Hausler and her good husband, John, have begun to attend some of our dances after eye surgery and illness. Good to have them doing better!

Again, try to attend the Big Benefit on August 6th and help to stamp out drug abuse.

True fraternalism was exhibited recently when SPJST Lodge No. 172, Pasadena collected over 60 pairs of used eye glasses from members and friends and gave them to Lodge No. 88, Houston in support of their program to help the needy.

All members of Lodge No. 88 wish to extend their gratitude and thanks to each member of Lodge No. 172 for their thoughtfulness and generosity.

It's actions of this type that welds strong ties and bonds between all Society members.

Another great organization who has been a "many times" contributor to Lodge No. 88 is the Knights of Columbus Council No. 2917, Houston. Their most recent contribution of used eye glasses donated to Lodge No. 88 was 51 pairs.

Circle Of Lodge 92, Ft. Worth Ladies'

The Ladies' Circle of Lodge 92 met on July 13, 1989 at 10 a.m. The meeting was called to order at 10:30 a.m. by President Betty Billington.

Betty read a poem on "Hugs" what a hug can do for a person and no one gets enough hugs. Then, we all stood and hugged a lot of friends, what a nice thought!

Secretary Clara Marchioni read the minutes of the June meeting, also thank you notes from Agnes Merlick (who had been in the hospital and we all hope she is feeling better), a note from Keith Dunlap whose wife and a member of our Ladies' Circle passed away. Our sympathy to the Dunlap family.

Then, a letter was read from Czech Women's Circle of Dallas, who invited us to visit the circle on August 18th, so, we plan to charter a bus to take us all to Dallas that day; any of the members wishing to go, need to sign up. We plan to leave our lodge hall at 9:30 a.m. and return about 3:30 p.m.

This should be a nice day and we are looking forward to visiting the circle in Dallas.

Lodge No. 92 is planning a Czech Heritage Day on Saturday, September 16th, and the Ladies' Circle has been asked and voted to have a pastry booth, also a kolache contest so all the ladies get out your favorite recipe and plan to bake something good. We will also need some workers.

"Happy Birthday" was sung to Clara Marchioni and Billye Starr.

Door prize was won by Julia Dueser.

After a good meeting, the blessing was given by Betty Billington. Then, we all enjoyed a delicious dinner Hostesses for the August 8th meeting will be Eleanor Svacek, Mary White, Tuna Meislohn and Ida Jarrett, so prepare a covered dish or dessert and join us for a day to enjoy. Let us celebrate Alief's 20th continuous semester of the Czech language by attending the commemorative Czech course which starts on Thursday, September 7, 1989.

This conversational Czech course will be taught, as usual, under the auspices of AISD (Alief Independent School District) in the Alief Community Evening School located in Hastings High School between Bellaire Blvd. on the south and Alief - Clodine on the north, at the intersection of Cook Road and High Star Drive in the southwest of Houston.

The first lesson of this course, designed to develop basic skill in the conversational Czech, wherever it is spoken, will be on Thursday, September 7th and henceforth for 12 weeks, always on Thursdays, from 6:30 to 9 p.m. This class will be divided into 2 or more groups according to the knowledge of Czech of the signed - up students. Tuition, set by the school, will be $40 and the instructor will be John J. Karas of Houston, again.

August Vestnik Project "THE DOROTIK FAMILY" This month's Vestnik Project is courtesy of State Queen Marcy Dorotik. I want to thank Marcy for sharing some very interesting facts about her family.

My mother is Georgia (Nemec) Dorotik. She was born on April 9, 1932 in Midfield, Texas where she grew up and attended Blessing High School. She was the youngest of nine children. She married at the age of 19 on June 18, 1951 to Jerome Dorotik.

My father, Jerome Dorotik was born on September 15, 1929. He attended El Campo High School and grew up in Taiton, Texas. He was the second eldest of four children. He married at the age of 21 to Georgia Nemec. Together they raised 11 children, seven girls and four boys.

For the first 20 years, they farmed cotton and maize and then extended the farming business into rice, corn, soybeans, maize and cattle.

My father's mother, my grandma, Martha (Naiser) Dorotik, was born on November 4, 1903. She grew up in Taiton, Texas where she attended school to the seventh grade, then later met Henry Dorotik and they married.

Henry Dorotik was born on March 20, 1903. He grew up in Taiton, Texas and attended school in Jones Creek to about the seventh grade, also, later marrying Martha Naiser. They lived in Taiton and raised four children, three girls and one boy. They farmed cotton

and grain until he retired spending the rest of their lives residing in Taiton, until Grandma Dorotik became ill with cancer and died at the age of 69.

Grandpa Dorotik died at the age of 81.

My mother's mother, Eufrasina (Fojtik) Nemec, was born on September 12, 1892. She grew up in Weimar, Texas, but never attended school. Later she met and married Charles Nemec.

My mother's father, Charles Nemec, was born on October 22, 1886 in Velke Kuncice in the Tesin area of Silesia, a part of the Republic of Czechoslovakia. At the age of two he moved to Hrabuvka near Vitkovice, which is located across Otravice River between Silesia and Moravia. At the age of 14, he worked in a coal mine for four years and then went to work in a factory. At the age of 21, he sailed to America in March of 1907 with his friend, Roman Chamrad. He wrote the steamship company to obtain the necessary papers and purchased his ticket to America for $35. They were both subject to military service, so they sent their baggage prior to Bremen and went by train on a different route from the one used by emigrants.

Finally, after arriving in America and working for about six years earning money and touring around, he met Eufrasina Fojtik and they married. They saved enough money to purchase a farm in Wood County.

After farming for a few years in Wood County, they purchased a farm in Matagorda County in Midfield, Texas residing there until retiring. Later they moved to Blessing, Texas to live by their eldest daughter. *** MOTHER'S /MOTHERS 4 SISTERS ;ONT.

Dear Readers, District I will be holding their annual Youth Achievement Day on August 6, 1989. This event will be hosted by Lodge No. 186, Caldwell.

Registration will begin at 10:30 a.m. and last until 11:30 a.m.

A light lunch buffet will be served beginning at 11 a.m. The buffet will include sandwiches, hot dogs, chips, drink and dessert. The price of the meal will be $3 for all plates.

The program will begin at 12:30 p.m. with a call to order. Competition will begin shortly, thereafter.

Individual and group talent will be followed by a 30 - minute break.

Royalty competition will then follow.

I feel we will be finished with competition and crowning of our 1989 Royalty at 5:30 p.m. or soon after. I have received YAD cards and from viewing them, it looks like we are in for a full day of entertainment.

I am looking forward to seeing each of you at our YAD. It will prove to be a day of fun and excitement not only for the participants, but for all in attendance.
