Lodge 88 Men's Club Benefit Dance A Success The benefit dance sponsored by the Men's Club of Lodge 88 held on July 10th was a big success. A check for $2,530.64 was presented to CEFT President Joseph Skrivanek, Jr. and Treasurer Ben Trcalek during the August monthly lodge meeting by

The month of September has arrived with some pleasant temperatures and to remind us it's time for school days plus some district fall meetings already scheduled in September which are posted in the Bulletin Board. This month also reminds us of numerous activities throughout the state, namely: Westfest - September 5th & 6th Caldwell Kolache Festival September 12th Lodge 84, Dallas Czech Fest September 13th Miss America Pageant -- September 19 District II Meeting/Carnival September 20th District V Meeting/Family Day September 20th No matter what type of activity one attends within your community, the editor believes you will find a large number of SPJST members participating; also, if some very important person (VIP) government official were to take a survey on community activities and involvement, we believe it would be safe to mention, that SPJST would probably rank Number One in Texas. Let's maintain this steady past for a continued better and bigger Society, which all of us, as members, should be proud to belong and perpetuate its culture for our young people.

By the way, speaking of young people, Miss Jo Thompson, 22 - year old beauty of Lufkin, is reigning as "Miss Texas" and will compete for "Miss America" at Atlantic City, New Jersey, Saturday, September 19. Be sure to check with your local TV schedule and tune in the live broadcast because Jo Thompson is a member of SPJST Lodge No. 191 in Lufkin. The SPJST Society joins me in wishing her the very best in her endeavors, and, at this writing, we hope she will be able to participate in the Westfest parade. The 1987-88 SPJST State Royalty -- Queen Melissa Victorick of Snook and King Michael Morris of Seaton -- as well as State Youth Director Claudette Reese, will also take part in the Westfest parade. Come see them. ***

In the last issue this column listed the standing of our SPJST Society as number 27 from a survey in the Fraternal Monitor, however, this week SL Vice President Gebala sent our office a report from the National Underwriter's survey which listed SPJST as No. 26 in 1985 and moving to No. 21 in 1986 which, evidently was a later/more recent survey. *** When school starts in a few days, many otherwise peaceful families will find themselves split into two armed camps: Children who plead to keep staying up late and parents who want the kids to get enough sleep to do well in their studies. Parents should get a head start enforcing the new hours, advises the University of Texas Sleep Disorders Center for Children. When the youngsters are required to adjust their sleeping habits abruptly, they can suffer the equivalent of jet lag. And that shouldn't happen at the beginning of school. For the first few days after a change in sleeping hours, a child can feel dazed and dragged out, making it hard to concentrate in class. It may be helpful to adjust the sleeping schedule a week or so before school begins.

Alter the youngster's wake - up time rather than the time he or she goes to bed. The reason: Most kids are excited about the start of school and find it harder to go to sleep at night and easier -- at least on the first day of classes -to get up earlier. *** Hundreds of thousands of high school seniors will face the difficult task of choosing the right colleges -and of convincing those schools that they are candidates worthy of admission. Key to their success on both counts may be a formal, on campus interview with college admissions officials. Many students approach these interviews with such trepidation, however, that they miss out on a ready - made opportunity to give interviewers a true reading of their personalities. The fact is that most admissions officials aren't really out to trip applicants up. They may ask probing questions, such as "What book influenced your thinking most?"

Or "If you were President, how would you improve our country?" But they aren't looking for a "correct" answer, says an education counselor. "Your answers should show the interviewer that you have thought about your goals, your future and the world around you, and that you can talk about these subjects with a degree of sophistications." One university director of admissions, advises applicants to be themselves and "to ask and answer questions in as honest and spontaneous a way as possible."

Many members throughout the state have not had an opportunity to meet the people they talk to on the phone when calling the home office. Dear Members: The regular monthly meeting of Lodge Karel Jonas, for the month of September, will be held on the second Sunday, the 13th. The first Sunday, the 6th, falls on the Labor Day Holiday weekend, therefore, the meeting date was changed. The meeting will start at 2 p.m. and will be held in the small office at 106 Leveridge Street. With some small exceptions, the "Order of Business" will be by the book. The agenda will have one special report at this writing.

An after - the - meeting luncheon and fraternization gathering will be held upstairs in the hall.

This year's 8th monthly meeting was held on August 2nd. It was a short half - hour meeting due to the lack of any new or old business needing attention.

With one exception, all reports were accepted as given. After a "Point of Information" was answered, it was accepted.

The door prize was won by Sister Frances Hanzelka.

A variety of food made the luncheon a success. There was everything from sausage rolls to pineapple meringue pie. Thanks to Sisters Janik, Hanzelka, Kortis, Nezval and also Brothers Lupik and A.J. "Tony" Kelner. The lodge furnished lunch meat and bread to make sandwiches, Thanks, again, go to those faithful ones who stayed to help with the cleanup; without your help those who have to stay would have to stay longer.

We had two members reported on the sick list. - They are Brothers Herman Laidolf and E.J. Kubena. We wish them both, as well as all unreported sick members, a speedy recovery.

At this writing, it was reported that we lost two members. They are Brother Charlie Sbrusch of Beasley and Sister Rosie Zabodyn of Cloverleaf. Brother Sbrusch was the father of past District VI President Ardis Bacak of. El Campo. Our condolences go to both bereaved families.

The regular monthly meeting was held Monday, August 17, 1987, following the bingo games.

President Rita Vanek called the meeting to order. Youth Club Member Kim Kacal led the members in the Pledge of Allegiance. A minute of silent respect was observed for all our departed members.

The minutes of the last two meetings were read and approved.

Secretary Leona Macha read all correspondence -- thank you notes from scholarship winners Willie Bennett, Chris Krpec, and Errol Janak, Jr. and a thank you note from Charleen Mondrik for sponsorship to Girl State.

President Vanek advised the membership that two of our members, William Reck and Michael Marek each received $500 scholarships from Supreme Lodge -- Congratulations, William and Michael, both are former members of our Youth Club.

Our Lodge 40 voted to contribute $100 to El Campo Volunteer Fire

Lodge 54 Third Quarterly Meeting Lodge 54, West will hold the third quarterly meeting at 2 p.m. on September 13th in Lone Star Hall.

Lodge 74, Lovelady Dear Members: Sorry this has taken me so long to write but July was a very busy month.

First, I would like to thank everyone for coming out and enjoying the fun with us on the Fourth of July; special thanks to everyone who donated door prizes or cakes. Thanks, again!

The Ladies' Circle has been busy this month, also; they had -a hot dog booth during the Fiddler's Festival and held a junk auction last week. A big thanks go to these ladies for putting forth a big effort to support their lodge.

92 Ft. Worth Ladies' Circle

Dear Members and Friends: Our August meeting was called to order by President Dona Hubenak.

She welcomed two new members, Ann Schneider and Louise Oujesky; also welcomed guest, Sharon Gibson, she is a graduate of A&M and will be teaching school this fall at Euless Bedford Junior High.

Dona then thanked all the ladies for the food they prepared and all the work they did for our July meeting when the Dallas Circle Ladies were our guests and, especially, Clara Cohen, Estabelle Hubenak and Martha Durham.

Clara Marchioni read thank you cards from the Dallas Circle, Agnes Merlick and a letter of thanks and appreciation to all the ladies for help in preparation for our July meeting.

Marie Frill was going to have eye surgery and we hope everything went well.

Estabelle Hubenak announced that the two winners in District Ill YAD from Lodge 92 are going to State YAD in Temple.

Clara Cohen told of her young days on the farm in Bell County and living neighbors to "Ma" Ferguson and farming her land. "Ma" Ferguson had an artesian well in her big barn and had piped it to Clara's house. She said she was a very nice lady and very good to her family. "Ma" Ferguson shared the water with others around because no one else had water. On the barn she had painted this sign: "Take all the water you can carry as long as you vote for "Ma" Ferguson for Governor."

She was elected governor in 1925. It was very interesting, especially to those of us who are from Bell County.

Circle Of Czech Women (Dallas) Dear Members: It's been so long since I've written but things have been rather busy this summer.

I did miss out on all the fun you had on the trip to Fort Worth. The ladies are still so impressed with the "Christmas in July" theme. I always miss out on some fun and then I sit around wishing I had been there. I had other commitments, working at a pre school during the month of July. The cook took off and grandma was volunteered to take over. (My granddaughter goes there.)

I also had to miss the August meeting. I was in San Francisco with my aunt, Lii Moran, and sister, Jerry Muehlstein. I had a wonderful time but the weather was so cool I came back with ear problems. I had to go see a doctor who specializes in otolaryngology, and find out I am a victim of temporomandibular joint syndrome. Boy! You do have pain with this condition! Now, I am under the care of a dentist who is treating me for the problem.

So much for my excuses and now to report that, at the August meeting, President Zvolanek opened the meeting with the pledge to our flag and a moment of silence for Bob Oates' brother was observed.

The president welcomed all and Kolbasovsky, introduced Linda Andrew Kolbasovsky, Lee Kolbasovsky, Johnny Sparks, Tim McClure, John Trojacek, Julius Podhrasky, Dianne Podhrasky, Julie and Jana Podhrasky, Alvin Elsik, Arnold Vrla, Frank Houzvicka, and Bob Zvolanek. A sister who hasn't been with us for some time was Frances Sparks.

Just before going into the business portion of the meeting, Helen Vrla presented President Zvolanek with a beautiful white camilla corsage; this was Ann's and Bob's 50th anniversary month. Bob and Ann will be leaving on a cruise to Alaska to celebrate their special anniversary. The Cirlce also presented a gift to Bob and Ann. Bertha Podhrasky and Vicki Kohn brought out a beautiful cake and Ann and Bob were truly surprised!

Secretary Mary Sebestik then read her minutes. Treasurer Vicki Kohn gave the treasurer's report.

Helen Vrla read correspondence from Frances Konakovsky (thanking the Circle for flowers received), Angelo Athas (a thank you for get well greetings), a letter from Donna Hubenak (President of Ladies' Circle at Lodge 92, Fort Worth, thanking our Circle for the money gift and the crocheted collar from Zdenka Skotak), a letter from Betty Billington (vice president of Lodge 92 Ladies' Circle, who enclosed copies of the game played), and a letter was read from the Dallas Community College District and the Kidney Foundation.

Donations were reported from Frances Konakovsky, Sydney Skotak, and Frances and Johnny Sparks. Door prize was brought by Zdenka Skotak.

Birthday celebrants for the month of July were Agnes Janecka, Rose Noska, Martha Vrla, Helen Honza, Ruth Chmelar, Stacie Athas, and Anne Zvolanek. "Happy Birthday" was sung to all.

Get well cards were sent to Angelo Athas, Angela Williams, Mildred Patak, Mary Trojacek and Helen Vrla, Sr. Hostesses for August were Vlasta Jurcik, Lillian Graeser, Bobby Bickle and Annie Staglik.

President Zvolanek announced that she and Bertha Podhrasky attended the Dallas Morning News Seminar.

She also relayed greetings from Ella Bartos, Bessie Kalich, Josie Kankrlik, Mildred Chervenka, Dorothy Reznik, Lillian Moran, Marie Fitz, Bessie Reames, Martha Kocian and Bertha Paryzkova of Czechoslovakia.

Summer has just about come to a quick end. My! Time does more than fly now - a - days; soon, it will be wrapping the Christmas gifts and writing greeting cards.

I want to congratulate our President Ann and husband, Bob, on their 50th wedding anniversary; also Barbara Dybala's parents, Henry and Adell Snapka on their 50th anniversary. I rejoice in the goodness of God in your lives through all these years. May all your tomorrows continue to be blessed in every way!

Next month's meeting will be on September 3rd. I plan on being there and hope all of you are in attendance.

The New State Youth Director Claudette Reese The Temple High School was the site for the 1987 State YAD. It was an exciting day for the 181 participants and the audience of over 600.

The morning session was opened by President Howard Leshikar followed by a flag ceremony and singing of "America the Beautiful." We were pleased to have the Mayor of Temple present for the afternoon activities.

Those attending viewed 23 individual and 11 group acts. The talent contestants provided a variety of performances including pantomine, clogging, tumbling, piano, vocal and instrumental presentations, skits, dancing, prose and baton twirling. The 6 Beseda circles which performed were a shining example of our Czech heritage. The stage decorated in red and white flowers set the scene for the Royalty competition. All king and queen contestants delivered their speeches with poise and confidence.

Our Society is extremely proud to have these young men and women involved in the youth program.

The State YAD is a very special day for all our youth. We must always remember that all who participate are winners; there are no losers. My sincerest thanks to all the parents, youth leaders and individuals who worked behind the scene with our youth to make this YAD a successful event.

On July 20th, fifty - eight District I and thirty - nine District IV campers converged on Camp Val Verde in McGregor, Texas for three and one half days of fun and festivities.

Of course, the campers enjoyed their favorite _ pastime, swimming, but they also had fun horseback riding, canoeing, hiking, playing volleyball, baseball and soccer, dancing and going on scavenger hunts. Teens enjoyed the night hikes, as well.

Mrs. Ann Schoeneman directed the campers in "sand painting" and making "Woodles" for the camp craft, and we certainly could not have had a camp without our wonderful chaperones!

I would like to thank all of the youth club members for their participation, the parents for their support and all the youth leaders for their assistance.

Without you, none of this would be possible.

Campers and chaperones were divided into four groups for friendly competition. Awards were presented to the winners in order of number of points earned over the camping session. Wednesday, September 2, 1987-VESTNIK/11 and Tony Ford won the Youngest Camper award. Those honored from District IV were Jason Kristinek for Most - Improved Camper and Angeline Kristinek for Oldest Camper.

A special treat for the campers came on Wednesday night after the hot dog mores' cookout. Ms. Azenia Cole from the Temple Library told "ghost stories" down by the river.

A special thank you goes to our distinguished visitors SL President Howard Leshikar, District I Director Ben Trcalek, and SYD Claudette Reese. Also, thanks to our four LITs Marsha Kovar, Mark Bohnenberger, Donna Schoeneman and Angie Sebesta. These young people make the job of the DYC much easier and they are most appreciated, and, last but certainly not least, my very special thanks to my fellow DYC Susan Skrabanek for all of the planning, time and trouble she took to make camp the best ever! Susan, you're the greatest!

III Camp

District HI camp was held July 23 26 at Camp Val Verde.

We had a great camp -- 103 attended camp this year and we are looking forward to have Lodge 183 joining us next year.

We want to thank our leaders who volunteered their services for the four day stay. It would be very difficult to do it without you.

We also want to thank our President Brother Howard Leshikar, and' our District III Director Brother Sid Pokladnik for the visit. We appreciate you being there; it gives the children that feeling that you really care.

Our State Youth Director Claudette Reese was of great help by assisting in the craft hut. Our Nurse Wanda Petr keeps the tummies well and the few bruises repaired.

We appreciate our archery director, Brother Emil Petr. Thanks to all of you for the time you spend with our youth. The children thank you and I appreciate it.

V Shares Camp With District VI District

Dear Members: District V went to camp July 17th to July 20th. This year we shared camp with District VI, and everyone had a wonderful time and learned a lot.

Camping with other youth is a very good way of sharing new ideas and making new friends. My thanks to Anita Roye and her Assistant Karen Kaspar of District VI for being so helpful and in helping to make camp a lot better. Keep up the good work, District VI! My Assistant Nancy Steubing also served as the camp nurse and was kept very busy but, as she said, sometime that is what camping is all about.

We enjoyed our stay at Camp Wagon Wheel. The staff there was most helpful. To all the new campers, who went for the first time, we are all looking forward to going and sharing camp with the new friends who were made.

My thanks to all the chaperones and LITs for doing a great job, namely, Bobby Allbritton, Vernon Hegwood, Brian Merryman, Crystal Wallace, Marlene and Darlene Migl. Thanks also to Lodge 88 Youth Leader Lora Mabry and Lodge 142 Youth Leader Elizabeth Hermis; so sorry Dennis Hermis couldn't make it this year, you were missed. Letters From The Youth Lodge 17, New Tabor YC Meeting The August 1, 1987 meeting of Lodge 17 Youth Club was called to order at 10:30 by President Holly Suehs. Bradley Vajdak led the Pledge of Allegiance to the flag.

The register was read. There were 28 members and 8 adults present. We had a perfect attendance.

The minutes were read and approved. Lana Urbanovsky gave the treasurer's report.

Fund - raising projects for this month are spaghetti lunch, youth cake auction, cow patty bingo, and dunking booth. This month's social planned was a lock - in at the hall on August 28th.

Our Youth Leader Susan Skrabanek reported that we have YAD tomorrow, we filled out camp evaluation cards .and thank you cards.

After the meeting we had YAD practice. The next meeting will be in September at the hall. Our meeting was adjourned at 11:30 a.m.

Seaton YC Achieved Many SYAD Awards Dear Readers, Lodge 47; Seaton's Beseda youth dancers won first place in the Junior Beseda contest at State. Michael Morris, our youth club president, ran for king and now is SP JST State King.

Tommy Gibson won second place in Science/Education in 6 - 9 year olds and third place in Hobby Kits. James Billeck won first place in Constructed Items in the 10 - 12 age group. Our Youth Club Scrapbook won second place.

Lodge 84, Dallas Youth Club Dear Readers, I had attended the State Youth Achievement Day in Temple, Texas on August 16, 1987. It was held at the Temple High School.

Mr. Leshikar, the president of SPJST, should be very proud of himself and his staff for everything went off on schedule throughout the entire day. The food was great, especially, the barbecue sandwiches; I ate two of them.

I was proud of my sister, Meribeth Novak, when she did her tap routine for an Individual Talent number. To me she was the prettiest girl on stage.

The difficult tap moves she made, I know, were very difficult. I screamed when Mr. Leshikar handed Meribeth the first place trophy. I even think Mr. Leshikar was excited.

On Sunday, August 30, 1987, everyone was invited to Dallas to see the "SPJST Lodge No. 84 Youth Extravanza" at 5 p.m. at 2625 Floyd Street. If you didn't attend the District Ill YAD or the SYAD, you could have seen all the entries from our lodge.

Those who came to see us at the lodge, came to see the hard decision the judges had to make. I sure am glad that I wasn't a judge, for everyone had neat Crafts, Foods, Individual Talent numbers and, of course, the Group Talent.

The doors opened at 5 p.m. for dinner and entertainment. This was our charity project, and some items were auctioned off after the viewing of all the entries.

Dime Box YC Goes To Schlitterbahn The Dime Box Youth Club went to the Schlitterbahn ln New Braunfels on Monday, August 10th. We left the SP JST hall at 8:30 a.m. and got back around 9 p.m. We stopped in New Braunfels and ate dinner, then we went to Schlitterbahn.

SnOOkYC Achieved Many Top State Winners Dear Vestnik Readers, Congratulations to the 14 youth club members from Lodge No. 9 who participated in State YAD. The Junior Group Talent entry placed third with their skit, "We Ain't Got the Money."

The craft entries included one first place, two second places and two third places. The Scrapbook for Snook placed first in State. In the Royalty competition, Melissa Victorick and Becky See were chosen Queen and Duchess. Donna Schoeneman received the $1,000 scholarship.

Our youth club also had a very successful "Country Store" and "Go Fishing" booth at the Firemen's barbecue on Sunday, August 23rd.

-~' Jo Thompson An SPJST member of East Texas Lodge No. 191, Jo Thompson, was recently chosen as Miss Texas 1987.

The 22 - year - old beauty is a native of Lufkin and a senior at Stephen F. Austin State University majoring in Dance Education and Business. She will represent Texas at the "Miss America" pageant in Atlantic City, New Jersey on September 19th.

Jo is a dance instructor at the Thompson School of Dance in Lufkin and along with her "best fellow," Calvin Anderson, II, also a Lodge No. 191 member, are frequent participants in lodge events.

Jo's thoughtfulness and consideration are among many of her admirable attributes; for instance, she took time from her very busy schedule to present fellow Lodge No. 191 member, Ceel Towers, with a special birthday present. She and Ceel's 8 year - old granddaughter, Kelly, performed a tie and tails dance rendition of "Me and My Shadow."

The crowd was delighted and well entertained while grandmother proudly observed.

We, at the SPJST Lodge No. 191, take a great deal of pride in our fellow member's accomplishment and we wish her well in the "Miss America" competition as well as her reign as Miss Texas!

Pavelka Reunion The annual Pavelka reunion will be held Sunday, September 6, 1987 at Lodge 35, Elk, Texas at 11:30 a.m.

Please bring enough food to feed your family. Plates, napkins, etc will be urnished by the family. Dinner will be served at 12 noon. After the meeting, we will have bingo and ask that all families bring gifts for the prizes.

Amendments To The Constitution Continued From Last Issue

AMENDMENT XVIII (Proposed by Congress on December 18, 1917; declared ratified on January 16, 1919.)

Section 1 (National Liquor Prohibition) After one year from the ratification of this article the manufacture, sale, or transportation of intoxicating liquors within, the importation thereof into, or the exportation thereof from the United States and all territory subject to the jurisdiction thereof for beverage purposes is hereby prohibited.

Section 2 (Power to Enforce ThiS Article) The Congress and the several States shall have concurrent power to ..enforce this article by appropriate legislation.

Section 3 (Ratification Within Seven Years) This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of the several States, as provided in the Constitution, within seven years from the date of the submission hereof to the States by the Congress.

AMENDMENT XIX (Proposed by Congress on June 4, 1919; declared ratified on August 26, 1920.)

(Woman Suffrage) The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.

Congress shall have power to enforce this article by appropriate legislation.

AMENDMENT XX (Proposed by Congress on March 2, 1932; declared ratified on February 6, 1933.)

Section 1 (Terms of Office) The terms of the President and Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3rd day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.

Section 2 (Time of Convening Congress) The Congress shall assemble at least once in every year, and such meeting shall begin at noon on the 3rd day of January, unless they shall by law appoint a different day.

Section 3 (Death of President Elect) If, at the time fixed for the beginning of the term of the President, the President elect shall have died, the Vice President elect shall become President. If a President shall not have been chosen before the time fixed for the beginning of his term, or if the President elect shall have failed to qualify, then the Vice President elect shall act as President until a Presider shall have qualified; and the Congres

may by law provide for the case wherein neither a President elect nor a Vice President elect shall have qualified, declaring who shall then act as President, or the manner in which one who is to act shall be selected, and such person shall act accordingly until a President or Vice President shall have qualified.

Section 4 (Election of the President) The Congress may by law provide for the case of the death of any of the persons from whom the House of Representatives may choose a President whenever the right of choice shall have devolved upon them, and for the case of the death of any of the persons from whom the Senate may choose a Vice President whenever the right of choice shall have devolved upon them.

Section 5 Sections 1and 2 shall take effect on the 15th day of October following the ratification of this article.

Section 6 This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three - fourths of the several States within seven years from the date of its submission.

AMENDMENT XXI (Proposed by Congress on February 20, 1933; declared ratified on December 5, 1933.)

Section 1 (National Liquor Prohibition Repealed) The eighteenth article of amendment to the Constitution of the United States is hereby repealed.

Section 2 (Transportation of Liquor into "Dry" States) The transportation or importation into any States, Territory, or possession of the United States for delivery or use therein of intoxicating liquors, in violation of the laws thereof, is hereby prohibited.

Section 3 This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by conventions in the several States, as provided in the Constitution, within seven years from the date of the submission hereof to the States by the Congress.

AMENDMENT XXII (Proposed by Congress on March 21, 1947; declared ratified on February 26, 1951.)

Section 1 (Tenure of President Limited) No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this

Article becomes operative from holding the office of President, for acting as President during the remainder of such term.

Section 2 This Article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three - fourths of the several States within seven years from the date of its submission to the States by the Congress.

AMENDMENT XXIII (Proposed by Congress on June 17, 1960; declared ratified on March 29, 1961.)

Section 1 (District of Columbia Suffrage in Presidential Elections) The District constituting the seat of Government of the United States shall appoint in such manner as the Congress may direct: A number of electors of President and Vice President equal to the whole number of Senators and Representatives in Congress to which the District would be entitled if it were a State, but in no event more than the least populous State; they shall be in addition to those appointed by the States, but they shall be considered, for the purposes of the election of President and Vice President, to be electors appointed by a State; and they shall meet in the District and perform such duties as provided by the twelfth article of amendment.

Section 2 The Congress shall have power to enforce this article by appropriate legislation.

AMENDMENT XXIV (Proposed by Congress on August 27, 1962; declared ratified on January 23, 1964.)

Section 1 (Bars Poll Tax in Federal Elections) The right of citizens of the United States to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax.

Section 2 The Congress shall have power to enforce this article by appropriate legislation.

Section 3 (Vice President as Acting President) Whenever the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

Section 4 (Vice President as Acting President) Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the House of Speaker of the Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty - eight hours for that purpose if not in session. If the Congress, within twenty - one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty - one days after Congress is required to assemble, determines by two - thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.
