Approximately a million former college students who haven't paid back their government loans will soon find that they owe a bigger tab. The education department plans to bill them for the cost -- estimated at nearly $1 million a month -- of collecting their $1.9 billion in bad debts. Starting on October 1, notices will be mailed to over 946 thousand people who have neglected to make payments on Federally Insured Student Loans and National Direct Student Loans for at least six months. The deadbeats will be advised to pay their outstanding balances, which average about $1,500, or face additional charges that could increase their bills by as much as 45 percent. The department plans to use the same tactic to collect an additional $4 billion in Guaranteed Student Loan defaults. Most of these borrowers signed promissory notes that make them liable for collection costs. ***

Boaters, fishing enthusiasts, beachgoers -- anybody spending time outdoors can keep up with fast changing weather conditions this summer by listening to NOAA Weather Radio. This service of the National Oceanic and Atmospheric Administration broadcasts local weather conditions continuously from 374 National Weather Service transmitters within range of 90 percent of the U.S. population. The reports warn of approaching thunderstorms, tornadoes and hurricanes. Broadcasts are transmitted on various FM frequencies from 162.40 to 162.55 megahertz. Radios that receive these frequencies are sold by larger stores featuring home electronics. *** Coin seekers can add to their collections two new coins commemorating the 200th anniversary of the nation's Constitution, just introduced by the U.S. Mint. The coins -- a half - eagle $5 gold piece and a silver dollar - are the only official government - issue keepsakes of the Constitution's bicentennial. The $5 piece features a stylized eagle on one side and the words, "We the People'; on the other. The dollar carries the same words with a parchment and quill pen on one side and several human figures on the reverse. The gold coin sells for $200 in proof and $195 uncirculated through July. On August 1st, prices are to jump to $225 and $215. The silver coin now goes for $24 in proof and $22.50 uncirculated. The silver piece will climb to $28 and $26. ***

Consumers lose hundreds of millions of dollars because of fraudulent, incompetent and self interested advice from financial planners every year. Fraud alone costs clients of financial planners more than $500 million just in 1986. Between 250,000 and 400,000 individuals hold themselves out to be financial planners, but the field is so loosely regulated, says the study, that it invites con men, amateurs and quick - buck artists. Until federal and state laws are tightened, it's up to consumers to protect themselves. The best way to find a good financial planner is to get names of honest, able candidates from friends or relatives who may have a list of planners who have met their qualifications and indicate at least minimal compliance with industry standards. Before taking any action, read the firm's disclosure brochure carefully. Talk to several planners. We also suggest you avoid those who press for quick decisions and refuse to discuss sales commissions. ***

The leading cause of absenteeism among school children is asthma, according to the National Institute of Allergy and Infectious Diseases.

Managed incorrectly, it can be fatal.

Yet too often asthma is mistaken for a minor cold or allergy. If you have an asthmatic child who is about to enter a new school next fall, now is a good time to make sure that school administrators and teachers know how to treat the condition. Teachers should recognize the kinds of things -- such as hair spray, paint, perfume and soap powder -- that can trigger an asthma attack. It's also important for teachers to know how to reach parents at the first sign of an attack. If parents cannot be found, teachers may have to administer medication themselves. A 12 - minute videocassette, "Asthma and Allergies in the School: The Importance of Cooperative Care," can be borrowed at no charge from the Asthma and Allergy Foundation of America, 1717 Massachusetts Avenue, N.W. Suite 305, Washington, D.C. 20036.

On the trip to CEFT (Czech Educational Foundation of Texas) at La Grange a few months ago, after the meeting, the editor proceeded to travel south on Highway 77 and stopped by the roadside (near Hostyn) to view the momument erected to the memory of Mr. Augustin Haidusek. A "42" Domino Tournament will be held with, prizes to be given to the first and second teams. Our 50 year members will be recognized and door prizes will be given. All members and their families are cordially invited to attend and enjoy the day.

Financial Secretary Hilmer Galetka gave his report. The meeting adjourned. Refreshments and lunch were served and enjoyed. The door prize was won by Sister Elsie Mascheck.

There was no old business. Under new business Family Day was discussed and additional plans were made. Family Day will be held Sunday, August 23 at the American Legion Hall in Hallettsville. A noon meal consisting of fried chicken and trimmings will be served as usual.

Ladies of the lodge are kindly asked to bring cakes, pies, kolache, etc. to be served with the meal.

It was announced that District VI Director Matt Vanek accepted an invitation from President Vahalik to attend, also Jerome J. Hlavaty will be

24, Cyclone Approved Meeting Dates

Dear Readers: Our July meeting was called to order

by President Barbara Macek with all officers present.

The Pledge of Allegiance was recited and members stood for a moment of silent tribute.

Franklin Martinek was reported sick. We wish him a very speedy recovery.

Secretary Carol Chervenka read the minutes of the June meeting; they were approved as read. Reports were given by the various committee chairmen.

Board report was then read by President Macek.

The meeting was voted to be held on the second Tuesday of' each month at 7:30 p.m., so remember and please try and attend.

Those celebrating birthdays in July are President Barbara Macek and Johnny Chervenka. We hope both of you had a wonderful day.

Carol Chervenka explained and discussed the bingo. They need help in the kitchen during bingo nights; also, please call Carol if you would like to work.

The members thanked Joe Sebek for doing odd jobs around the hall.

Melanie Zavodny won the half of beef from the Youth Club drawing.

It was brought to our attention that Lodge Cesky Prapor No. 24 (Flag Hall) is 90 years old this month, so I think we have done really well,folks!

Youth Club News -- August 16 and August 30, they will be swimming at Walker Pool from 8 to 10 p.m. both nights. All are to bring basket supper and drinks. Please call Rose Harvell for more information.

Lodge 29, Taylor Meeting Taylor SPJST Lodge No. 29 held their regular monthly meeting Sunday, July 12 at 4 p.m. with President Melvin Steger presiding at the meeting.

Nikki Rieger, Tammy Machu and Lorie Faltesek, representing the youth club, presented the U.S. flag.

The members remained standing for a few minutes in silent tribute to deceased members Tessie Isensee and Horace Dobbs.

Roll call of officers showed all, present except Otis Lehmann.

The minutes of the previous meeting were read and approved.

Albin Machu reported that the Taylor SPJST float placed first as the "most original" at the Fourth of July parade held in Taylor.

Youth Leader Donna Vanecek reported 17 youth members and 6 adults were present at the meeting. She also reported that YAD will be held July 19 at Lodge 24, Cyclone.

The lodge presented two 50 - year plagues to Dr. Marvin Leshikar and Jerome Mohel who were present to receive them; there is a picture in the Vestnik. The beautiful decorated cake they were holding was baked by Jan Kaiser.

Our next meeting will be Sunday, August 9th. We are hoping to see more of our members attending our meetings. Remember, election of officers is coming up in November and delegates for our next year's convention.

47, Seaton Family Night

Our next Family Night Social at Seaton Star Lodge No. 47 will be Friday, August 2Ist. We will sell hamburgers and French fries starting at 7 p.m. We hope to see a lot of our members and friends come out, eat with us, play dominoes and/or Taroky or just visit.

Our July Family Night was very well - attended and we hope to have even more come out Friday, August 21st.

Tarok Tournament On June 20th Lodge 66 had the privilege and the pleasure of hosting the SPJST First Team Tarok lournatrient between two SPJST Lodges. Participants from Lodge 66 Llm Mott and Lodge 92 Fort Worth had the opportunity to promote our heritage and sharpen their skills in I aroks at the same time.

For each of the twenty - eight players involved (fourteen from each lodge), the friendly conipetition provided a real challenge and the kind of excitement that we remembered from the past. I think we would all agree that a fine time was had by both players and observers as we renewed friendships and reminisced throughout the day.

Vve, especially, want to thank the tournament director, Bob Petty from Lodge 17, New Tabor, for helping us with all the details and keepin g our tournament running smoothly. Also, we appreciated the help of our two judges, Tim Reese and Dan Hejl from Lodge 47 Seaton, for their tine work.

A speciai thanks to President Albert Kubala from Lodge 92 Fort Worth for helping to organize the event.

Finally, I want to give a special recognition to the members of Lodge 66 for setting up tables and making everyone feel at home.

We want to thank all of the members of both lodges who took part in helping set up the tournament as well as those who participated.

Fourth Place Point Winner Bill Warren [right] of Lodge 66 is also recognized by Brother Pauling.

"No, no gentlemen, you must play Taroks to win the trophy. Presidents George Pauling [66], and Albert Kubala [92] before the tournament.

There were many awards and players on both teams who were recognized for their skill. The results are as follows: The first place trophy went to Lodge 66 for having the highest total points.

For Lodge 66, the team with the highest number of points was Emil Hanus and Dorothy Warren. Mike Watkins and Ed Scaff took top honor for Lodge 92.

The top four individual players were Joe Jaska (66) and Dan Kubala (92), Emil Hanus (66), and Bill Warren (66).

Also special recognition was given to our oldest and our youngest players.

They were Emil Hanus (66) and Kim Kubala (92), respectively.

Since the First Place trophy was designated as a Traveling Trophy, we would like to encourage other lodges to become involved in the playing of I aroks in similiar tournaments.

Finally, I hope everyone enjoyed themselves and had as much fun as we at Lodge 66 had.

Dear Members: The monthly meeting was held on Wednesday, July 8 with a nice attendance. The youth club also held their meeting same time as the adult meeting. President Frank Veselka, who had been in the hospital was absent, therefore, Vice President Michael Majek conducted the meeting.

We missed Brother Frank Veselka, one from of the most faithful members; President Pauling accepting Tarok trophy on behalf of Lodge 66 everyone present signed a get well card Tournament Director Bob Petty. which was sent to him.

Sister Kay Majek reported on youth club activities. The club had been to camp recently which they enjoyed.

They had election of officers at this meeting. All youth club members are planning to participate in District VII AD in New Braunfels on July 26, also they have two queen candidates.

They are looking forward to the district trip to Astro - World.

A discussion was held on the charity donation which Lodge No. 79 has been donating to different charities on a reuular basis. Since there was no donation in the month of June, a motion was made, seconded to donate $50 to the fund for Huntington's Disease. This was approved.

July Meeting Of Lodge 142, Houston

Lodge No. 87, Temple held their regular meeting Friday evening, July 10 at 7:30 p.m. with Dorothy Chervenka presiding.

The meeting was called to order.

Flag Bearer Lad Zatopek led the lodge in reciting the Pledge of Allegiance.

The members remained standing in silent tribute to deceased members.

Correspondence was read and discussed.

Mary Ann Zatopek gave her reports.

Other various reports were also given.

Members reported to be on the sick list were Vlasta Valchar, Georgia Navratil, Wallace Bartek and Ed Chervenka. Special get well wishes are extended to these members.

Supreme Lodge Legal Advisor Sidney Kacir reported to our lod ge on the 70th legislature and we are pleased to hear his reports.

We would like to express our appreciation to Annie Plsek for giving of her time serving as social chairman; also to Mary Zatopek, to Vlasta and John Coufal who are always so willing to help with the history of our lodge.

We thank them!

Lewis and Vlasta Jez were present at the July meeting, it was so nice to see Lewis feeling better; he's always given of his time to the lodge as well as Vlasta serving as president. In fact, all of our members are dedicated to the lodge family.

The next meeting will be held Friday evening, August 14 at 7:30 p.m. Ice cream will be served during the social hour with Jerry Valchar in charge.

Dear Members and Readers: Our monthly lodge meeting was called to order at 2 p.m. on Sunday, July 12 by President Dennis Hermis.

We had 40 members and 3 guests who stood to recite the Pledge of 8,11egiance to our flag.

Then, Secretary Alice Jochen read the minutes from the previous meeting which stood approved as read. read also secretary, The correspondence from: I) VVestfest to be held in West, Texas during the weekend of September 5th and 6th; 2) A thank you note from Brother Charles Cerny Family thanking our lodge and members for the kindness extended to him during his illness; 3) A letter from Brother Mikulas in regards to our delegate representation at our next convention in 1988.

Brother Sidon Tumis read the report of the treasurer and financial secretary. Sister Rosie Schilhab read the bar report and the Board of Trustees' report .

The youth club report was read by Jason Hermis.

A report on District V YAD was also given and all members gave a big hand for a job well done.

Sick Committee Report -- Elsie Hermis is home from the hospital and doing fine, Viola Doskocil is also at home doing well, Mrs. Alene Kischnick broke her foot and is doing 0l at home. We're hoping all of you are feeling better, now.

Visitors recognized at this meeting were Mrs. Geneive Bilski, Joe Gambil and Jo Ann Buri. Visitors are welcomed.

State YAD to be held in Temple High School on August 16, 1987.

Capsule prize drawn for Charles Havran for $60 went unclaimed due to his absence. The next month's prize goes to $70; come out to the meeting, you may be the lucky one!

We also had a $5 attendance prize go to the oldest member present, namely, Mrs. Lydia Forehlich; no youngest member under 16 - year - old, who had not already won, was present at this meeting.

The July meeting of SPJST Lodge 133 was held at St. Margaret Mary Activity Center. The president opened the meeting with the Pledge of Allegiance and a moment of silence for all deceased members.

The roll call of officers showed all present except Treasurer Kathy Uribe who was on vacation. The minutes were read and approved.

President Trilicek then dismissed the youth club so that they could decorate their cakes. Youth Leader Frankie Campbell displayed pictures taken at the June Youth Camp.

Entertainment Chairman Lucille Dlugosh reported a balance of $182.71. There was no Czech report since Sister Miroslava Phelps was not present. Secretary Jarolyn Popp reported for Sister Marcella Kleprlik.

The report included the death of Bennie Krupala, who was buried July 9 horn Holy Name Catholic Church.

Congratulations were extended to Fr ank and Viola Fajkus on their 46th wedding anniversary.

Two applications were approved by the committee consisting of Sisters Viola Kurtz, Alma Trilicek and Viola Fajkus. The applications were for Kathy Murley and Nicholas Morrissey.

Old Business: President Trilicek asked members if anyone wanted to donate prizes for the drawing to be held in December. Several members volunteered; a complete list will follow at a later date. President Trilicek then reported direct billing would go into effect September or October, 1987.

Circle Of Lodge 92, Ft. Worth Ladies'

Dear Members and Friends: Our July meeting was well - attended and we had several guests. It was a real fun day.

Everyone signed in and we finished setting up and waited to greet our guests, the Dallas Circle, of Czech Women when they arrived.

It was "Christmas in July" with gifts and all. Joyce Tesar had decorated the lodge; it really did look like Christmas (she always does a good job and even had a small lighted Christmas tree). Even Santa Claus came in, in the person of Estabelle Hubenak and Mrs. Santa Claus was Martha Hubenak Durham.

It really was a pleasure to have the Circle and we hope they enjoyed it as much as we did' having them.

Anne Zvolanek, president of the Dallas Circle, presented a gift and a check to Dona Hubenak, our president. Our Circle wants to thank them for the gifts. Dona Hubenak then presented zi gift to Anne Zvolanek for the Dallas Circle.

1 made a mistake in my last report -Mary Powers won the door prize instead of Imogene Reaves. I'M sorry about that 1 don't keep very good notes and my memory is poor.

SPJST Softball Team Report [Lodge No. 84, Dallas]

Dear Brothers and Sisters: The weekend of June 20 - 21 was the Waco, Texas Tournament. SPJST ended with a 4 - 2 record and a 6th place finish.

First game was against the Duncanville Cannons. SPJST came out on top 7 - 3. Danny Yates was 2 - 4 with a triple and 2 RBIs. Kerry Goad was 2 - 4 with 2 runs scored. Paul Bartos had 2 RBIs and Jim Zoller and Tommy Yates each drove in 1 run apiece.

The second game in Waco ended in a 4 - 1 loss to Charlies of Dallas. Mike Funk hit a triple and scored our only run and Danny Yates and Kerry Goad each went 2 - 3.

Our third game in Waco was a beautiful shutout win over Southwest Service Life of Fort Worth by newly acquired pitcher Bob Charles who moved to the area from Kimberly, Wisconsin. Mike Funk scored the run on a base hit by rightfielder Roger Little.

Game four in Waco saw SPJST do some heavy hitting against a powerful team from Stephenville, 1 exas -Dykes Tire Company. SPJS1, on the strength of 13 hits, won 6 - 4. There were many hitting stars led by Kerry Goad (who else) 2 - 4, two runs scored two RBIs. Mike Funk 2 - 3, one run scored two RBIs. Paul Bartos 2 - 4, two runs scored. Roger Little 2 - 4, one RBI, and Donnie Lennox 2 - 4, one run scored. Tommy Yates pitched the first 6 innings before giving way, in the 7th, to Bob Charles.

Game five of Waco was early Sunday morning. Everyone w as pretty tired but you couldn't tell that to the battery of pitcher Bob Charles to catcher Danny Yates. Danny catching his 5th game of the day caught the second shutout of the tournament, by

Class Of Lodge 88

Czech

April 28th was the last Monday night meeting of the spring Czech class held at the SPJST Lodge No. 88 in Houston.

We had refreshments and enjoyed two ► lms -- "Czechs Within A Texas Checkerboard" and "The Fireman's Ball," a film in Czech.

During the spring an average of 25 students attended the Monday night classes where Instructor William Souchek presented lessons on conversational Czech and included information on history, culture and tradition.

- Everyone appreciates Mr. Souchek for making the class more than just a language - learning experience. It was a fun way to meet other young adults with similar interests and we'll all be looking forward to seeing you there this fall.

Classes At Spring Branch Westchester Education Center Czech

Czech language instruction will be offered again this fall at the Westchester Education Center of the Spring Branch Independent School District.

The Beginners' Class, Czech 1, which will begin Tuesday evening, September 8, will consist of basic study in pronunciation, elementary grammar, reading, writing and conversation. The Advanced Class, Czech II, starting Thursday evening, September 10, is programmed for students who have completed the basic Czech 1 course and who are interested in developing their skills in reading, writing and conversation. This is an opportunity, for students who havb a fair - to - good conversational ability, but lack proficiency in reading and writing to develop those skills so that they can correspond with friends and relatives in Czechoslovakia.

Registration for these evening classes which will be held from 7 p.m. to 9 p.m. will be on the following schedule at the Spring Branch Westchester Education Center: August 17 - 20: 9 a.m. to 5 p.m.

August 24 - 27: 9 a.m. to 8 p.m.

Notice To Alief And Surrounding Area Alief Evening School under auspices of Alief Independent School District is again offering a Conversational Czech course right after Labor Day at Hastings High School. The location of this school is between Bellaire Blvd. on the South and Alief - Clodine on the North on the Southwest side of the intersection of Cook Road and High Star Drive in the community of Alief.

Post Scriptum: Studies of Czech and classes of the same are vitally important in perpetuation of our national heritage as they bring forth the increased ethnic awareness of all involved Czech - Americans.

Everybody knows that the advantages of learning another language are a hundredfold, and the fact that Czech belongs to the Slavonic languages (largest group of European languages) adds to the value of the Czech language. Knowledge of Czech is a halfway step towards the learning of other Slavic languages. Czech is, according to the survey done by the Texas Educational Agency in the early seventies, the third language of Texas, after English and Spanish. Anyone interested in this class should register as soon as possible or should come to the walk - in registration August 26th and 27th from 6:30 to 8:30 p.m. Please do not wait until the start of the first class. Everybody, young or old, is welcome.

Czech At The Victoria College

Study

The Victoria College will offer Beginning Czech for the first time this Fall. The class will meet the requirements for foreign language credit and is a transferable course.

The class will meet on Tuesday and Thursday from 7 to 9:15 p.m. and the Victoria Czech Heritage Society is giving limited scholarships for the Czech class. For more information about the scholarships, call Mrs. Ella Arnold at 512 - 573 - 2330.

Registration for the evening classes will be held between 7 to 8:30 p.m. in the Student Onion Building according to the following alphabetical schedule: Monday, August 24 -- P - Z; Tuesday, August 25 -- A - G; Wednesday, August 26 -- H - O. SJCC Makes Preparations For Festival The San Jacinto Czech Club is in the process of making preparations for the Gulf Coast Czech Festival to be held at SPJST Lodge No. 172 in Pasadena, Texas on November 7 and 8, 1987 at 3609 Preston Road.

The San Jacinto Czech Club must prepare a layout of Czech - teaching aid - books, Czech news media, Czech culture, and life with Czech singing.

Saturday, November 7 there will be meetings, refreshments and ballroom dancing from 1 p.m. to 1 a.m.

Sunday, November 8 the festival will begin at 9 a.m. through 1 p.m. Come and enjoy a typical Czech Day! I he Harris County Czech Heritage Society will display hand books on Czech genealogists hand books, cemetery records, census, villages of origin, passenger lists, and maps. Bohuslav Carves Generous Niche At WCJC

By Chuck Schwartzkopf A $10,000 bequest to Wharton County Junior College was included in the will of the late Antonie L. Bohuslav of El Campo, according to an announcement made in July by Dr. Elbert Hutchins in his president's report to the WCJC Board of Trustees during their regular monthly meeting of the WCJC. Dr. Hutchins expressed appreciation that the college had been named a beneficiary, stating, "I am pleased to know that individuals in our area think enough of the college to remember us in their wills."

It was emphasized that WCJC is "a public, tax - assisted institution which qualifies as a recipient of contributions, donations and bequests that are fully deductible for tax purposes under the laws of Texas and regulations of the U.S. Internal Revenue Service.

"We can be of help to families as they seek to develop their wills and establish ways of distributing their estates." Dr. Hutchins added, "We would be happy to talk to anyone about this way to have the good live after them in a perpetual way so that not only this generation but all generations to follow will benefit from such generosity."

Many other deserving organizations and charities will also be bequest recipients of Mrs. Bohuslav who died at the age of 91 on October 15th. Her husband, Frank John Bohuslav, an El Campo druggist for many years, died August 5, 1957.

Antonie (Lacina) Bohuslav was born June 13, 1895 in Vojnuv (Mestec)

Czechoslovakia. She is buried in the Garden of Memories Cemetery near El Campo, Texas.

"Tony" came to the United States after World War I,finding employment as a domestic worker for an El Campo couple. She married Frank in 1921.

Considerable land holdings were amassed by the Bohuslays through hard work and conservative living.

Their lives are examples of how the American dream can be fulfilled despite handicaps.

Frank was born on October 19, 1877 at Moulton (Lavaca County) Texas.

He was one of seven children of Mr. and Mrs. J.J. Bohuslay . During his early childhood he was crippled by polio and he could only move around by crawling. He found solace from his handicap by whittling in spare time when there were no farm chores to do.

His "workshop" was under the front porch of his home.

Books were also Frank's lifelong Czech friends.

Pioneer Texas newspaper publisher Augustin Haidusek of La Grange befriended the courageous youth in his teens by providing a place to stay in order to continue his education.

At that time, a La Grange physician, Dr. Allen, was also impressed by Frank's determination to succeed despite his handicap. Frank was the first patient when Dr. Allen built a hospital. His crippled feet were literally rebuilt with wires and skin grafts, permitting him to walk with crutches.

Dr. Allen encouraged Frank to study at home to become a druggist.

1-rank applied himself and earned certification by the state board. He moved to El Campo to operate the Owl Drug Store for Dr. D.P. Redwine.

Drank was a well - known and respected druggist in El Campo for many years,eventually owning his own pharmacy.

Frank's last years were spent in a wheelchair carving his beloved little wooden people and things that graphically depicted pioneer life in Texas. Many of these valuable wooden carvings were donated several years ago to the Texas - Czech Museum at the SPJST Supreme Lodge in Temple.

(The SPJST Czech Museum in Temple has 183 wood carvings on display by Mr. Bohuslav, which were donated by Mrs. Bohuslav several years ago.)

A special grouping of these carvings was also donated by Mrs. Bohuslav to the El Campo Museum and it is now on display there.

The generous grants Antonie made to deserving Texas beneficiaries exhibited her sincere wish to contribute toward the welware of the people and new homeland she found 65 years ago when she came to the USA as a poor, young Czechoslovak immigrant.

The Great Moravia Empire [Approximately 830 to 906 AD]

"Bill" Malina The development of the Czechs, Moravians and Slovaks into a separate and distinct identity within the worldwide family of Slavic people is an important part of the Texas - Czech heritage. Perhaps the single most important, although often overlooked, factor in this development was the establishment, formation and subsequent fall of the "Great Moravian Empire."

Slavic people migrated into the lands that today compose Czechoslovakia in approximately 500 AD. The Slavic

Wednesday, August 5, 1987--VESTNIK/7 people did not come into this area all at one time, their migration was a slow process of westward movement. The Czech lands (Bohemia, Moravia and Slovakia) were settled by different and distinct Slavic tribes. The followers of a man called Cech settled near the site of the present day city of Prague, the Lemuzi near the river Bilina, the Lifdane near the °life and M2e rivers, the P govane near the site of the present day town of M6Inik, the Charvate in north - eastern Bohemia and the ZUane in eastern Bohemia. Moravia and Slovakia were settled by still other Slavic tribes. The only thing these tribes had in common was their ability to communicate with each other.

There were constantly raided by warlike Germanic tribes from the west.

The early Slavic tribes were generally peaceful, they usually hunted and foraged for their food. They brought some of their primitive agrarian methods from east of the Carpathian mountains and began to till the soil and raise some of their own food. They usually lived in caves or mud huts. Their ability to construct mud huts probably originated in the marshy woodlands east of the Carpathian mountains where it is supposed that the Slavic people originated.

The primitive Slay s were structured into patriarchal families, headed by the oldest male within the family unit.

The family units were united into clans and the clans were further united into tribes. The tribes included people whom they had subdued or assimilated into their communal life. The tribes were usually known by the name of their first, or sometimes most admired, tribal leader; for example the Czechs were named after their leader tech who led them to settle at Rip (near Prague).

The first attempt to unite these Slavic tribes was in approximately 620 AD, when under the leadership of Samo, a Frankish merchant, a Slavonic empire or kingdom was established in Bohemia which extended westward into eastern Germany (Bavaria) as far as the Alps. When Samo died in 658 AD, this Slavonic kingdom disintegrated and the Czech lands were again subject to raids by the Germanic tribes from the west.

By 800 AD many of the pagan Germanic people had become Christianized and under the leadership of Charlemagne had set up to conquer and Christianize Bavaria and Saxony as well as the Sla ys of Bohemia and Moravia. Bohemia soon became a tributary province of the western Germanic kings.

The western, Bavarian and Frankish Germans brought a strange new religion to the pagan Sla ys -Christianity. The Slavic people could not understand the Germanic language, much less the Latin liturgy of the Roman church. In order to resist Germanic invasion and Christianization, Mojmir, the oldest known lord of Moravia, organized the Slavic tribes of Moravia and Slovakia into what was to become known as the "Great Moravian Empire."

Ratislav, who succeeded Mojmir, thought that the best way to get rid of the Germanic Christians was to Christianize the Slavic people into the Eastern (Byzantine) Church. In 863 AD he requested Michael III, the emperor of the Byzantine empire, to send missionaries to Christianize the Moravians and Slovaks. Salonika, a city in Macedonia on the coast of the Black Sea, had a well - established and notable Slavic population. The Byzantine church, at that time, had

two Greek priests who, in their youth, learned the Slavonic language -Constantine (later known as Cyril) and Methodius. By 863 AD, Cyril had developed the Glagolithic alphabet, based upon the Greek, into which he had translated the New Testament.

The Glagolithic (or Slovanic) alphabet was the forerunner of the Cyrillic alphabet used to this day by the Serbians, Ukrainians and Russians.

In response to Ratislav's request, Photius, the Patriarch of the Byzantine church, sent Cyril and Methodius as missionaries to the Moravians. After he arrived in Moravia, Cyril continued to translate scripture and church liturgy into Slavonic. Thus, Cyril and Methodius introduced the eastern system of church services, including the use of the common language of the people in the liturgy, to the Moravians. In 868 AD Cyril and Methodius went to Rome to try to overcome the objections and interference of the German clergy, who had previously attempted to, establish the Latin or western rite in Moravia and insisted that church services should only be held in Latin, Greek or Hebrew; that the use of any other language was contrary to church law. Cyril apparently won his case before Pope Hadrian 11, but died in Rome in 869 AD before he could return to Moravia to continue his work.

Methodius continued to work among the Slavic people and received a Bishopric in Illyricurn on the west coast of what is now Yugoslavia. This appointment offended the powerful German prelates and Methodius was tried by a German synod, condemned and sent to a Bavarian monastary where he remained for two - and a half years. After Pope John VIII obtained his release, Methodius returned to Moravia to continue his work. At first he was forbidden to use Slavonic in the church services, but in 879 AD, Pope John VIII changed his mind and permitted the use of Slavonic in church services and made Methodius an Archbishop and head of the church hierarchy for the Moravians. Methodius died in 885 AD. After Ratislav died, his nephew, Svatopluk, became the supreme lord of the Moravians. Under the leadership of Svatopluk, Moravia became a powerful empire which grew to include parts of Poland, Serbia and Austria, as well as Pannonia, Moravia, Bohemia and Slovakia.

Svatopluk was succeeded by his son, Mojmir 11. Not long after that the Czechs of Bohemia and Serbs broke away from the Moravian empire.

IVIojrnir's kingdom was weakened by constant invasions and raids by the ( el-mans from the west and the agyars from the east. In 906 AD, the ra.3ravian empire fell into Magyar - .4 s. The Magyars succeeded in , 'alis hing their rule over the Danube ads and by 917 AD controlled most eastern Germany (Bavaria, Saxony, Swabia and Thurngia).

It is ironic that an empire started by one Mojmir would, after less than a century of existence, fall during the reign of a second Mojmir.

The history of the Great Moravian Empire is an important part of the heritage of the present day Texas Czech for at least two reasons. First, it was during this period of time that the Slavic people of the Czech lands developed a deep and profound love for their language, a feeling that continues to be a uniting, and motivating force among the Texas Czechs. It was during this period that

Cyril developed an alphabet by which the Slavonic language could be perpetuated, even thou gh it was to suffer difficulties and set - backs, almost to the point of extinction, in the centuries that followed. These ancient people had gained the privilege of using their Slavonic or Old Czech language in their church services and liturgy, a privilege that would be taken away from them in the latter part of the 9th century. The concept of using the language of the common people would reappear around the turn of the 15th century under the leadership of men like John miu of Kromeli2 (in Moravia) and John Hus (in Bohemia) and then, again, in the 16th century as an underlying characteristic of the Protestant Reformation.

Second, the Czech lands became dependent upon the Latin/Germanic civilization of western Europe rather than upon eastern or Byzantine civilization. The Magyar invasion drove an economic and political wedge between the Czech lands and the Byzantine influence of the east. Polish lands, already under the influence of Germanic lords, and the Carpathian mountains formed another barrier between the Czechs and the influence of the Ukrainian Sla ys. Thus, Great Moravia had to cultivate its commerce and politics, both civil and religious, with Germanic estates and kingdoms to its west. The Czechs began using the Roman alphabet to write their language and to develop it under the influence of Germanic and Latin culture.

Had the Great Moravian Empire not existed, it is possible that Czech lands would have become Germanic states and their Slavic language lost or assimilated into a Germanic dialect.

Without the presence and efforts of Cyril and Methodius in the Czech lands, the development of the written Slavonic language would have taken a different course, perhaps confining itself to southeastern Europe and lands east of the Carpathian mountains.

This 9th century Slavonic language was the forerunner of Old Czech which has, through the centuries, developed into modern Czech, Slovakian, Polish, Wendish and Kashubian.

If you are a contestant in anything, be sure that you register in time or are in line before registration time is over.

We are asking that everyone cooperate because the people in charge of registration must then move on to other jobs. (The schedule for this day follows this report.)

Please do not put your craft in the display area until after you register. If you have a large craft or several crafts to enter, get your relatives or friends to help you ahead of time. We will again have large signs designating the various craft areas.

Contestants in talent must be sure to bring their own props -- including their tapes, cassettes and the equipment on which to play these. This is very important because we will not be able to furnish the necessary equipment.

Contestants in talent are asked to announce their own selections, but NOT names, lodges or district.

Be sure to get your scrapbooks to your DYC or get them to the YAD during registration time.

We hope you and your club and your district are represented at this State YAD. Do not let them down. If you can't come, be sure to inform your DYC so that your alternate or second place winner may represent your district.

The directions to the Temple High School are as follows: Coming from the south on IH35, take the Adams Avenue Exit, turn left at 31st Street.

Lodge 172 Hosted District V YAD Dear Members: District V YAD has come and gone; it was held at Pasadena Lodge No. 172 on June 14th. It was a wonderful and very busy day for all attending. When our members come out and support the youth, it makes them feel very, very good about what our SPJST is all about. Thank you for coming out!

My assistant Nancy Steubing and Youth Leaders Elizabeth Hermis of Lodge 142, and Lori Mabry of Lodge 88 have worked very hard with the youth in preparing them for this event.

Without our youth leaders, our job would be much harder. My sincere thanks to each one of you for being so helpful. Lodge 172 hosted this event and many gracious people worked long and hard for the wonderful dinner served this day, thank you!

Thanks also to Supreme Lodge President Howard Leshikar, District V President Tillie Helmcamp, District V Director Jerry Prochazka, District V S.P.J.S.T. Lodge 84, Dallas YC July Activities Dear Vestnik Readers, The July 20, 1987 meeting of Lodge No. 84 Junior Youth Club was called to order at 7:43 p.m. by our President Keri Andreason. The Pledge of Allegiance was led by Leslie Barnes.

There were 16 members, 1 guest and 9 adults present, six of which were leaders.

The appointed treasurer again reminded everyone of the dues and asked, at the end of this meeting, everyone to pay their dues. He also reported that we had $19 in our treasury.

Chris Coker had a visitor at our meeting, named Mark. We hope he had enjoyed the meeting and activities, that next time he will come back and join our club.

Old business was discussed, the results of Youth Achievement Day and our winners. We were very proud to report that everyone came home as some kind of winner. We wish all our first place winners good luck at State Youth Achievement Day on August 16th at Temple, Texas. We also discussed camp, and all that is needed to be packed.

New business was our swim party which is scheduled August 5, at Wet 'n Wild, located at Northwest Hwy. and LBJ in Garland. The Juniors and Teens will call a meeting at 5 p.m. This will be counted as our busy August meeting. After the meeting we will swim until 10 p.m. The Juniors are very proud of our most recent active member Adam Faraizl. For he is performing in a play at the Garland Civic Center. He has been auditioning for several parts in movies. On August 7, the Juniors have planned to go and see Adam perform.

State YAD Beseda practices have not been scheduled. But we were told that practices will be scheduled and everyone will be called for date and times, when we return from camp.

The youth leader's report was to attend our next meeting on August 5 at Wet 'n Wild.

Keri Andreason adjourned the meeting so we could do our name tags for camp as our craft. Afterwards, we had a summer party, which included chips, dip and drinks with discussion of what all we have been doing so far this summer.

Dear Brothers and Sisters, The July meeting of Lodge 88 Youth Club was held on July 9, 1987. It was called to order by our president at 7:15 p.m.

Jeremy Furstenfeld, our sergeant at-arms, led in reciting the Pledge of Allegiance to the flag of the United States of America. We remained standing for a moment of silent tribute to our deceased members.

The register was read. There were 25 members, 8 adults present, and introduced guests were Nat Walker and Matt Brooke. New members welcomed were Angela, and Julio Gloria.

Our treasurer gave the treasurer's report and we have $455.66 in the treasury.

The youth leader gave her report; she stated that our August social will be on August 20th. We will be going to the Astrodome for an Astros' baseball game. Our DYC discussed camp with our members.

The president adjourned the meeting at approximately 8 p.m.

After the meeting we held our monthly bake sale and we made $70.50 by selling cakes.

The youth club held a car wash.

died in 1972 and a son, Joe Sumbera, who died in 1977. She was a housewife and a member of SPJST Lodge No. 6, Cottonwood. She was a member of the West Brethren Church.

Survivors include one sister, Annie Smajstrla of West; two grandsons, Michael Marek and Gary Marek, both of West; one great - grandson, Adam Marek; and a son - in - law, Frank W. Marek of West.

Aderhold Funeral Home was in charge of arrangements.

May she rest in eternal peace.

Of Sympathy The officers, on behalf of the members of Lodge No. 175, Fort Bend, wish to express our sincere sympathy to the family of REINHARDT P. SIPTAK. Brother Siptak came to an untimely death due to a boating accident.

Reinhardt Siptak died on July 5, 1987 and was buried July 8 in Greenlawn Memorial Park, Rosenberg. The services were conducted by Rev. John Alexander and Rev. Frank Cate.

Brother Siptak is survived by his wife, Joyce Siptak; son, Jeff of Arlington; daughter, Kristi of Rosenberg; mother, Pearlie Resnik of La Grange.

Brother Siptak, a faithful member of the fraternity and a good businessman, will be missed in the community.

As his body is laid beneath the silent clods of the earth, may his spirit return unto God who gave it.

Expression Of Sympathy The Resolution Committee of SPJST Lodge No. 6, Cottonwood on behalf of the officers and entire membership, wish to express our deepest sympathy to the family of MARY SUMBERA, who passed away Saturday, May 30, 1987 at West Rest Haven.

Funeral services were held at 10 a.m.

Monday, June 1 at Aderhold Funeral Home Chapel with Rev. Lawrence Junek officiating. Burial followed in National Cemetery in West, Texas.

Mrs. Sembera was born on August 6, 1900 in West (McLennan County) Texas, where she lived all her life. She was married to Jerry Sumbera. He preceded her in death September.

1977. She was also preceded in death by a daughter, Willie Mae Marek, who

age 66 years, who passed away at his home after a brief illness on June 7, 1987.

Brother Bohacik was born January 20, 1921 in Beasley, Texas, to Joe and Victoria (Florian) Bohacik.

Funeral services were held from the Beasley Catholic Church with Father Henry Rachunek officiating; burial followed in the Greenlawn Cemetery in Rosenberg, Texas.

Brother Bohacik was a truck driver for 12 years and worked at the Richmond State School until his retirement.

Survivors include his wife, Virginia Bohacik of Beasley; one brother, Joe Bohacik of Richmond, Texas; one sister, Mrs. Mary Ellen of Tuscon, Arizona; also one daughter, one granddaughter, numerous nieces, nephews and many friends.

Pallbearers were his nephews.

Brother Bohacik was preceded in death by his parents and three brothers.

May our lodge brother rest in eternal peace and may his memory remain with us forever.

Features CH Society Of Texas Meeting/Genealogy Seminar In Ennis August 15, 1987 is the date of a Czech Genealogy Workshop and meeting of the Czech Heritage Society of Texas at Ennis. The workshop will be sponsored by the State Society and hosted by the members of Sokol Ennis at the Sokol Gymnastic Center located one and one - half miles East of Ennis on Hwy. 34.

Admission will be $3 with registration beginning at 8:30 a.m. The seminar will run from 9:30 a.m. until noon. Lunch will be served by the Ennis Sokol members for a nominal lee. The State Society's meeting will begin at 1 p.m., followed by the second half of the seminar from 2 to 4 p.m.

Research experts will speak on passenger lists, courthouse records, church and census records, tombstone inscriptions, how to publish a book on your ancestors, computer genealogy and how to start researching your Czech ancestors. Maps of early Czechoslovakia and books by these experts will be on sale and for browsing.

The State Society is a state organization. It is non denominational and non - profit, devoted to the preservation of the history, heritage, genealogy and language of Texas Czechs.

If enough interest is generated at Ennis, a county chapter will be formed.

gRLI-RVI-74M•g[RaRYIR The Constitution Of The United States [PREAMBLE] tiaMILI of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

ARTICLE 1 Section 1 [Legislative Powers} All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and a House of Representatives.

Section 2 (House of Representatives, How Constituted, Power of Impeachment) The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have (the) Qualifications requisite for Electors of the most

numerous Branch of the State Legislature.

No Person shall be a Representative who shall not have attained to the Age of twenty - five Years, and been seven Years a Citizen of the United States, and who shall not when elected, be an Inhabitant of that State in which he shall be chosen.

Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three - fifths of all other Persons. The actual Enumeration shall be made within three Years after the Meeting of Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; and until such enumeration shall be made, the State of New Hampshire shall be entitled to choose three, Massachusetts eight, Rhode Island and Providence Plantations one, Connecticut five, New York six, New Jersey four, Pennsylvania eight, Delaware one,

Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.

When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

The House of Representatives shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment.

Section 3 (The Senate, How Constituted, Impeachment Trials) The Senate of the United States shall be composed of Two Senators from each State, chosen by the Legislature thereof, for six Years; and each Senator shall have one Vote.

Immediately after they shall be assembled in Consequence of the first Election, they shall be divided as equally as may be into three Classes.

The Seats of the Senators of the first Class shall be vacated at the Expiration of the second Year, of the second Class at the Expiration of the fourth Year, and of the third Class at the Expiration of the sixth Year, so that one - third may be choseh every second Year; and if Vacancies happen by Resignation, or otherwise, during the Recess of the.

Legislature of any State, the Executive thereof may make temporary

and subject to Indictment, Trial, Judgment and Punishment, according to Law. Section 4 (Election of Senators and Representatives) The Times, Places and Manner of holding Elections for senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of choosing Senators.

The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by Law appoint a different Day. Section 5 (Quorum, Journals, Meetings, Adjournments) Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

Each House shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days, nor to any other Place than that in which the two Houses shall be sitting.

Section 6 '(Compensation, Privileges, Disabilities) The Senators and Representatives shall receive a Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States. They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same; and for any Speech or Debate in either House, they shall not be questioned in any other Place.

No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States, which shall have been created, or the Emoluments whereof shall have been encreased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office.

Section 7 (Procedure in Passing Bills and Resolutions) All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it becomes a Law, be presented to the President of the

United States; if he approve „he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two - thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two - thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law. Section 8 (Powers of Congress) The Congress shall have the Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be - uniform throughout the United States.

To borrow Money on the credit of the United States; To regulate Commerce with foreign Nations and among the several States, and with the Indian Tribes; To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States; To Coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures; To provide for the Punishment of counterfeiting the Securities and current Coin of the United States; To establish Post Offices and post Roads; To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries; To constitute Tribunals inferior to the Supreme Court; To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations; To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures of Land and Water; To raise and support Armies, but no Appropriation of Money to that use shall be for a longer Term than two Years; To provide and maintain a Navy; To make Rules for Government and Regulation of the land and naval Forces; To provide for calling forth the Militia to execute the Laws of the

Union, suppress Insurrections and repel Invasions; To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress; To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock Yards, and other needful Buildings; --and To Make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by his Constitution in the Government of the United States, or in any Department or Officer thereof.

Section 9 (Limitation upon Powers of Congress) The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a Tax or duty may be imposed on such importation, not exceeding ten dollars for each Person.

The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.

No Bill of Attainder or ex post facto Law shall be passed.

No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or Enumeration herein before directed to be taken.

No Tax or Duty shall be laid on Articles, exported from any State.

No Preference shall be, given by any Regulation of Commerce or Revenue to the Ports of State over those of another; not shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another.

No Money shall be drawn from the I reasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.

Section 10 (Restrictions upon Powers of States) No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.

No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing its inspection Laws: and the

net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Control of (the) Congress.

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

ARTICLE 2 Section 1 (Executive Power, Election, Qualifications of the President) The executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years, and, together with the Vice President, chosen for the same Term, be elected as follows.

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

The Electors shall meet in their respective States, and vote by Ballot for two Persons of whom one at least shall not be an Inhabitant of the same State with themselves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may

by Law provide for the Case of removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be encreased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them.

Before he entered on the Execution of his Office, he shall take the following Oath or Affirmation: --- "I do solemnly swear (or affirm) that I will faithfully execute the Office of the President of the United States, and will do the best of my Ability, preserve, protect and defend the Constitution of the United States."

Section 2 (Powers of the President) The President shall be Commander in Chief of the Army and Navy of the United States, and the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two - thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the Supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper in the President alone, in the Courts of Law, or in the Heads of Departments .

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting commissions which shall expire at the End of their next Session.

Section 3 (Powers and Duties of the President) He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occassions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall commission all the Officers of the United States.

Section 4 (Impeachment) The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, bribery, or other high Crimes and Misdemeanors.

ARTICLE 3 Section 1 (Judicial Power, Tenure of Office) The judicial Power of the United States, shall be vested in one Supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish. The judges, both of the supreme and inferior Courts, shall hold their Offices during good Behavior, and shall, at stated Times, receive for their Services, a Compensation, which shall not be diminished during their Continuance in Office.

Section 2 (Jurisdiction) The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the United States, and Treaties made, or which shall be made, under their Authority; --- to all Cases affecting Ambassadors, other public Ministers and Consuls; --- to all Cases of admiralty and maritime Jurisdiction; -- to Controversies to which the United States shall be a Party; --- to Controversies between two or more States; --- between a State and Citizens of another State; --- between Citizens of different States; --- between Citizens of the same State claiming Lands under Grants of different States, and between a State, or the Citizens thereof, and foreign States, Citizens or Subjects.

In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the Supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the Supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.

The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trail shall be held in the State where the said Crimes shall have been committed; but when not committed within any State, the Trial shall be at such Place or Places as the Congress may by Law have directed.

Section 2 (Privileges and Immunities, Fugitives) The citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States.

A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.

No Person held to Service or Labour in one State, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service of Labour, but shall be delivered up on Claim of the Party to whom such Service or Labour may be due.

Section 3 (Admission of New States) New States may be admitted by the Congress into this Union; but no new State shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.

The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.

Section 4 (Guarantee Republican of Government) The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.

Section 3 (Treason, Proof and Punishment) Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies; giving them Aid and Comfort. No Person shall be convicted to Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.

The Congress shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forteiture except during the Life of the Person attainted.

ARTICLE 5 (Amendment of the Constitution) The Congress, whenever two - thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two - thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three - fourths of the several States, or

by Conventions in three - fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article, and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.

ARTICLE 4 Section 1 (Faith and Credit Among States) Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may be general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

ARTICLE 6 (Debts, Supremacy, Oath) All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.

This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties

made, Or which shall be made, under the Authority of the United States, shall be the Supreme Law of the Land; and the Judges in every State be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.

The Senators and Representatives before mentioned, and the Members of the several State Legislatures, and all executive and judicial Officers, both of the United States and of the several States, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the United States.

ARTICLE 7 (Ratification and Establishment) The Ratification of the Conventions of nine States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.

Done in Convention by the Unanimous Consent of the States present the Seventeenth Day of September in the Year of our Lord one thousand seven hundred and eighty seven and on the Independence of the United States of America the Twelfth in witness whereof We have hereunto subscribed our names.
