Christmas and New Year's Eve and New Year's Day holidays are overwith and history and now we settle down to get "back into harness" for another 52 weeks of back - to - normal work. We lope the two days of celebration were :qual to or above your expectations.

In this instance, it may be proper to remind our members, especially our correspondents, of the legal holidays when mail is NOT delivered; those holidays are 5 in number and are: July 4th, Labor Day, Thanksgiving, Christmas and New Year days when the United States mail delivery and contract delivery trucks do not run between post offices. Here in West, we are fortunate because the post office box mail is processed, of course, local only. You may wish to keep these dates in mind and mail accordingly for the future in mailing your articles.

Remember to mail to: P.O. BOX 85, WEST, TX 76691 and you have to mail approximately 2 weeks ahead to get it into the Vestnik in time. *** After exchanging "Happy New Year" wishes and hearing "Auld Lane Syne" once more at midnight, December 31st, many SPJST members were saying "good - bye" to 1986 and welcoming 1987 with an optimistic attitude that, in every day living, there must be something worthwhile in store for all of us, which we anticipate there will be and, as we go about making resolutions for the coming year, let us include one to attend meetings regularly, that we will take an active part in lodge affairs, that we shall assist in lodge projects and encourage participation of the entire membership, that we shall do our share and/or help secure new members.

Actually, these are more than suggestions for a New Year's resolution; frankly, they are really a part of the obligations which each member accepts when they become a member of our SPJST. These obligations become like a yardstick for the measuring of a member's activity.

If they are not being fulfilled, then, indeed, there still is ample time to make this resolution for the New Year.

As we anticipate to progress in 1987, the Youth Department has outlinec several youth activities for leader training, youth achievement days, camping and State YAD. (A complete bulletin is posted in the Youth Section of this issue.) Although in some lodges they may be short handed in a youth leader's role, their youth may participate in all categories. We suggest that you contact your district youth counselor or district director for further information to get your youngster involved in the youth program.

It is so true that successful enterprises generally move forward by the momentum of large numbers of people. This applies particularly to our Society. Through our lodges, we must continue to depend upon every individual member to contribute something toward the preservation of our fraternal order. This, of course, is an exemplification of real democracy and cultivates a close - knit family spirit of love and good will. Our

the concrete foundation of these principles, depends upon its individual members to assist in promoting these attractive traditions and to carry on in the spirit of our founders.

Another thing which is quite obvious is that if each and every member shirked their responsibility, our lodge system would cease to exist, the Supreme Lodge would no longer be required to answer to democratically elected delegates, the Society would no longer be entitled to operate under the fraternal insurance laws and we would lose the benefits of low cost life insurance which we still enjoy as SPJST members.

From our 1986 observations, we realize the successes and achievements attained in our Society and also that they were made possible through the effort of so many active sales representatives achieving their goal and working closely through the district and home office channels.

Also, 1986 being a "Sesquicentennial Year" when Texans observed the 150th year of independence, brought closer ties among the Czech people (Czech being the third most - spoken language in Texas) and closer to their ancestors' homeland while attending and participating in the Texas Sesquicentennial Symposium at Bryan in November. We hope many of you have learned more information about the dulcimer "cymbal" through the untiring efforts of the --In Ensemble who excelled in 1,,ci) folkloric music, as well as those who excelled in Texas - Czech music, dancing and singing. The year of 1986 was also a "first" for Ambassador Miroslav HougteckY from Czechoslovakia to visit Texas and learn about Texas farming from some of our prominent Czech family farmers in the San Angelo area and, especially, at Texas A&M University in College Station. No doubt this was an exciting year for many SPJST members, and we are grateful and look to the future to strengthen closer relationship. Today's trying conditions certainly prompt us, as worthy Czech Texan citizens of our Nation and workers in the field of brotherhood, to help establish a lasting peace in the whole world.

As we enter this first week of the new year, the editor wishes to express his appreciation to all our correspondents (especially the very consistent ones, for it is not an easy assignment in Czech or English languages to dedicate oneself to write every week), all of our readers and the cooperative fellowship work from the home office, districts and lodges, including individual members. It is no easy task to be an editor of a fraternal organ since material is restricted to a certain extent as to what can and cannot be published, according to our SPJST Bylaws. Brothers and Sisters, these lines are written with sincerity because that type of fraternal effort, on your part, makes the work much easier.

Last, but not least, this editor must acknowledge the work of my fellow workers at the Hill County Press (Vestnik publisher) in Hillsboro who so efficiently printed and expedited the printing of our weekly Vestnik, especially the extra 51st issue that had to be printed since 1986 had an extra week which fell on a Wednesday when we printed the first issue 1 January 1986 and the last dated Wednesday, December 31, 1986.

Qualifications For SPJST Scholarship The Slavonic Benevolent Order of the State of Texas established a Scholarship Fund in 1982 to encourage young members to further their education and to help them to achieve career goals. Funded by the SPJST and voluntary contributions by SPJST members, the Scholarship Program is administered by the SPJST Supreme Lod ge as an investment in youth and in our economic and social progress.

WHO IS ELIGIBLE? Applicants must be qualified members of the SPJST. Qualified members are those having an active SPJST insurance certificate in force.

Application may be made during the hi gh school senior year Scholarships wr l be awarded only to recipients who have graduated from high school, or its equivalent.

College undergraduates may apply for a scholarship for the next school year.

SELECTION Scholarships are awarded by a committee selected by the Supreme Lodge of the SPJST. The committee consists of persons who have a reco gnized standin g in the field of education and who are not associated in any other way with the SPJST or the SPJST Scholarship Fund.

Applicants who are high school seniors may take either the Scholastic Aptitude Test (S.A.T.) given by the College Entrance Examination Board.

Arrangements to take the S.A.T. or A.C.T. should be made with their local high school.

Criteria for selecting scholarship winners from among high school seniors include: Results of the S.A.T. and/or A.C.T. High school records References and recommendations The committee's judgment of the applicant's potential SPJST involvement Applicants who are college undergraduates must submit official transcripts of past college work with their application.

Exact due dates and requirements for both the freshmen and undergraduate programs will be furnished the member after they have sent in the initial application prior to April 30th.

The committee's decisions will be announced before the beginning of the fall semester.

SELECTION OF ACCREDITED COLLEGE AND DEGREE Scholarship winners may attend any college that has programs leading to a Bachelor's Degree in the United States of America accredited by a recognized accrediting body. Negotiations for admission must be conducted entirely by the scholarship applicant.

AMOUNT OF SCHOLARSHIP AWARDS The SPJST will award scholarships in the Freshman and Undergraduate Programs in the amount of $500. You can only be a recipient of one SPJST Scholarship. However, if you are unsuccessful;in your initial application you may reapply the following school years or until you are a recipient.

RESPONSIBILITY OF SCHOLARSHIP WINNERS Winners of an SPJST' scholarship must enter an accredited college not later than the fall term following the

announcement of the scholarship award.

They must attend college an a full time basis and carry a normal academic load without interruption and in accordance with the college calendar. They must maintain academic and personal standards satisfactory to the college and to the committee.

MILITARY SERVICE AND ILLNESS If a scholarship recipient enters military service, the scholarship will be held in reserve for a period of up to six (6) months after the date of his/her release from service. Illness and injury that causes a delay an acceptance or continuance of a scholarship will also be considered good cause for holding an award in reserve.

ADMINISTRATION The SPJST Supreme Lodge has full authority to establish the rules and egulations governing the Scholarship Program or to amend them at any time as it deems necessary. Administration and financing of the programs are the exclusive responsibility of the SPJST. The committee has exclusive jurisdiction in selecting scholarship winners. It acts in an advisory capacity to the SPJST Supreme Lodge. The SPJST assumes no responsibility for the conduct, personal affairs, or debts of scholarship winners of scholarship applicants and will not be liable therefore in any manner.

PAYMENT OF AWARDS Funds covering scholarship awards are remitted direct to the college, after proof of enrollment is received by the Supreme Lodge. The scholarship is to be used for tuition, fees and books.

Brother Mitchel W. Harbus celebrated his 96th birthday on

November 20, 1986 at the home of his daughter and son - in - law, Agnes and James Chomout, in Yoakum, Texas where he lives. He was a lifelong member of SPJST Lodge No. 63 Sweet Home, Texas.

Mitchel W. Harbus was born on November 20, 1890. He was one of tour children -born to Vasil and Anna Harbus. One sister and two brothers have passed away. He has one half sister, Mary Harbus of Yoakum and one - half brother Jim Harbus of Louise, Texas, who are still living.

His occupation was farming, working in a produce house and running a filling station.

He was married on February 3, 1914 in Weimar, Texas at the St. Michael's Catholic Church. His wife, Agnes, passed away on November 28, 1983 at the age of 96.

The marriage of Mitchel and Agnes was blessed with five children, all living; namely, Steve Harbus of San Antonio, Texas, Elizabeth Keepers of Austin, Texas, John Harbus of Victoria, Texas, Mitchel Harbus, Jr., of Yoakum, Texas and Agnes Chomout of Yoakum, Texas. He has 13 grandchildren and 15 great grandchildren.

LISNALicet Lodge 79, Corpus Christi/Sokol Meetings Dear Members: Although it was a rainy Sunday, December 14th, the Christmas party at Sokol Hall turned out very good with a good attendance for the program and supper. The youth club of Lodge No. 79 presented a skit which was very good. The Sokol gymnasts gave a performance showing what they had learned. Everyone had a chance to talk to Santa and received a bag of goodies.

The annual meeting of Lodge No 79 was held on December 17th, starting with a covered dish supper at 6:30 p.m., which was thoroughly enjoyed.

There was a larger - than - usual attendance plus a visitor, Brother Jerome 1-11avaty, the District VII field representative. All business topics were taken care of before it was time for election of officers. Elected to serve were President -- Frank Veselka Vice President -- Michael Majek Secy./Treas. -- Mack Munson Fin. Secretary -- Millie Elzner Youth Leader -- Kay Majek Since no one volunteered to write to the Vestnik I was asked to take this job even if I am not a member of Lodge No. 79, I do attend the meetings.

Brother Jerome Hlavaty showed a film on SPJST insurance and spoke

4/VESTNiK—Wednesday, January 7, 1987 briefly on the Annuity Plan, which proved to be interesting to the members. Thanks, Brother Hlavaty, and come back to visit again.

A reminder, the next regular monthly meeting of Lodge No. 79 will be Wednesday, January 14, 1987. This will be followed at 8 p.m. with the January monthly meeting of Sokol Corpus Christi. Both organizations hold the meetings on the second Wednesday night; many are members of both organizations.

The spring meeting of District VII has been set for Sunday, April 26, 1987, with Corpus Christi Lodge No. 79 as host lodge. Details will be given at a later date -- watch in the Vestnik.

San Antonio Czech Choral Club Enjoys Christmas Party Members of the San Antonio Czech Choral Club enjoyed their Christmas party on December 19th at the St. Margaret Mary's Church Activity Hall. On behalf of our club members, we wish to thank our member, Louis Jasek, I or the wonderful meal that was served, Louis always makes sure that there is plenty of good food for eryone. Thanksgiving was said to the Almighty God for the many blessings that were bestowed on the members and their families this past year. Then the members enjoyed the Christmas dinner. Alter dinner, the members sang many Christmas carols and then gifts were exchanged. Santa Claus made sure that everyone received a gift and some of them were very humorous. Our organist, Emily Havelka had the or gan with her.

Charlie Kurtz brought his accordian, also Steve Lyssy brought his and, of course, we had the complete drum set.

There were plenty of drinks available so everyone had the Christmas spirit.

We all enjoyed seeing Manuel Hrncir playing the accordian with a smile on his face; he convinced himself that he would play the accordian better than he thought.

Members of the club have had a very busy year singing at various places but

the one that is outstanding in our minds is being a part of the Peanut Festival in Floresville, Texas, where the club entered a float and where they won the Blue Ribbon for first place.

We also appreciate the members from out - of - town who never miss a rehearsal, namely; Bill and Maxine Pavliska from Floresville, Alvin and Georgie Zidek from Floresville, Dotty and Steve Lyssy from Pleasanton, Texas.

Members of the club are John Havelka, Emily Havelka (organist), Adolph Popp, Agnes Popp, Joe Stryk, Annie Stryk, Frank Jasek, Lupe Jasek, Louis Jasek, Theresa Jasek, Viola Kurtz, Charlie Kurtz, Alvin Zidek, Georgie Zidek, Bill Pavliska, Maxine Pavliska, Dorothy Lyssy, Steve Lyssy, Manuel Hrncir, Louise Hrncir, Marie Netek and Don Netek.

The club has their rehearsal at the Lev ers Hall where the accommodations are very nice and we have plenty of room to place our equipment, the speakers, etc. Also, it is very private including kitchen privileges and the place is air conditioned. The club has very much to be thankful for its existence.

San Antonio Czech Choral Club wishes everyone a - ver y happy and healthy New Year and we hope, again, that somewhere some time during the year 1987 we will, once again, meet with some of the other Czech singers throughout the state. Happy Holidays!

Mary Klobedans is the new resident to join the group at the S.P.J.S.T. Rest Home No. II in December. Staff includes Elizabeth Dickerson (LVN), Melissa Leger (NA), and Paul D. Touchet (Orderly).

Welcome back from Polly Ryan Hospital in Richmond is Victor Bartosh.

We regret the loss of Louise Janc and Martha Wleczyk. Louise and Martha will be missed by our staff and other residents.

Visiting with Annie Zich were her daughter and son - in - law, Leona and Gilbert Knight of Corpus Christi. They have returned from Germany where they visited with Annie's son, Wallace Zich.

The donations given by the Needville Lions Club, the Zich family and Mrs. Annie Maroul toward the organ were greatly appreciated. Also, the donation for the beauty shop equipment given by Lodge 88 of Houston, the projection screen donated by Needville Lions Club, two Kaycarts, residents' trays, and poinsettas donated by Chuck and Kim Zinnante, a walker donated by Mrs. Dude Brown, a poinsetta given by Vlasta Ludwig, wind chimes donated

by Johnnie Jedlicka, centerpieces for the tables made and donated by the Damon Arts & Crafts group, and baskets of poinsettas for the tables and hallways donated by Mrs. Evelyn Franz were all appreciated.

The KCs came to play Bingo Tuesday evening, December 9th with our residents. The residents enjoyed the Bingo and visited with the ones who were present.

Tuesday morning, December 16th, Kitty Smith came to have bible study and gave gifts to the residents.

Wednesday evening, December 17th, Larry Ognoski, Fred Gerke and George Lolley provided music for the

residents. Everyone had a great time.

St. Michael's Altar Society came to sing Christmas carols and served punch and cookies and gave presents to our residents, Needville FHA came caroling and brought fruit, the Good Beginning Nursery came to sing, Lodge 88 of Houston had a Christmas party for the residents and sang carols in Czech and English, the youth group of Lodge 88 gave presents to the residents, Needvile Cub Scouts came caroling and gave gifts, Fairchild 4 - H came caroling and gave gifts, the Needville Baptist Acteens came caroling and gave gifts, Needville High School Honor Society brought cakes, cookies and candy, Needville Elementary School brought gifts and the Needville Junior Honor Society brought cookies and candy. The residents appreciated each group and enjoyed the caroling.

The residents' Christmas party, at the rest home, was held on Friday, December 19th, in the evening with their families. The program included Paul Legendre reading the Christmas Story, Vance and Sheri Snedecor singing, Ina England reading a poem "T' Was The Night Before Christmas," While Vance and Sheri san g "Jingle Bells," Santa Claus appeared and shook hands with the residents and handed out gifts to the them, which were sponsored by the Jaycees. Volunteers Melva Hastings, Lydia Hortmon and Frances Muzny helped serve refreshments to all present. Everyone enjoyed the evening.

Christmas Day dinner was furnished by the Needville Jaycees. The dinner consisted of turkey, dressing and all the trimmings.

"Happy Birthdays" for the month of December are residents -- Mary Faltesek, Olive Harper, Emma Tielke, Victor Bartosh, Cleo Schmerber, Frances Jezek and Staff -- Mary Trevino, Margie Hall, Gladys Foston, Theresa King, Randy Rhodes and Rita Svatek.

The birthday party, which was held Friday, December 26th, included singing "Happy Birthday" to the residents and listeningto polka music.

The "A" Flower and Gift Shop provided corsages and a boutonniere.

St. Michael's Altar Society provided cakes. Volunteers Melva Hastings, Frances Muzny and Lydia Hortmon served cake, ice cream, coffee and punch to all. The afternoon was enjoyed by everyone.

Thanks to all denominations of churches in the area who give services and communion, also to the volunteers who do services in the home to the residents for the month of December.

Czech Class At Alief Alief Evening School under auspices of AISD (Alief Independent School District) is again offering a conversational Czech course in the middle of January 1987 at Hastings High School. The location of this school is between Bellaire Blvd. in the south and Alief - Clodine in the north on the southwest side of the intersection of Cook Road and High Star Drive in the community of Alief.

The first lesson of this now announced 12 - week course, designed to develop basic skill in the Czech language, wherever it is spoken, will be on Wednesday, January 21st and henceforth once - a - week on Wednesdays from 7 to 9 p.m. Tuition, set by the school, will be $40 and the instructor will be John J. Karas of Houston.

The 1986 Texas Sesquicentennial Year was a great year for Czech activities --- numerous orchestral and choir concerts in many cities and towns throughout Texas, activities or various Czech Heritage societies, capped by the two - day exposition in Corpus Christi, sponsored by the Czech Heritage Society of South Texas, the grand Czech Day at the Dallas State Fair, and, finally, the successful Czech Music Symposium at Bryan in November. to help maintain this interest in Czech lan g uage, heritage, and culture, we are, again, offering two classes of Czech language instruction in the spring semester of 1987 at the Spring Branch Westchester Education Center.

The beginners class, Czech 1, which will start Tuesday evening, January 27th, will consist of basic study in pronunciation, elementary grammar, reading and writin g , and conversation.

The advanced class, Czech II, which will start Thursday evening, January 29th, is designed for students who have completed the basic Czech I course and who are interested in developing more skills in reading, writing, and conversation. Over the years, we have had many students who had a fair -to good conversational ability, but were unable to read and write in the Czech language. Here is an opportunity for those people to develop those skills so that they can correspond with their relatives and friends in the "old country."

Registration for these evening classes, which will be held from 7 p.m. to 9 p.m., will begin at Spring Branch Westchester Education Center on Monday, January 5th and continue throughout the month until the start of classes on January 26th.

SATURDAY, MARCH 28, 1987 CORPUS CHRISTI, TEXAS A Czech Heritage Festival is scheduled for Saturday, March 28th in Corpus Christi at the Bayfront Plaza Convention Center Exhibit Hall from 11 a.m. to midnight. One major event of the festival will be a Parade of Costumes. If your family owns an authentic Czech costume, we encourage you to share your costume with us. What better way to promote your heritage to our neighbors than to proudly show your prized "kroje." A short description and background of the kroje should accompany your request to join the parade. The event will be narrated by Alvin Prochaska, president of the Czech Heritage of South Texas.

The early Czech settlers in Texas came from their homeland wearing the dress of their native provinces - Bohemia or Moravia. The practice of wearing colorful costumes as every day apparel continued until the early years of the 20th century. Boys and girls dressed alike until a certain age, when the boys would be given their first haircuts as well as their first trousers. As time passed, the costumes were worn only on religious holidays or during festivals. The ladies wear generally consisted of a skirt in a multi-colored pattern or solid hue; a vest, usually black with gold or lace trimmings; a blouse, having a large collar, ruffles on the sleeves and embroidery all over. The ladies also wore a brightly decorated cap, which sat flat on the head and had flaps on the side. The men were no less brillantly attired. Their pants were nearly always a solid shade, but decorated or patterned to suit the individual gentleman's taste. On special occasions the Czech people still bring out their costumes, adding the cheerful color of an European village to the Texas countryside. Quite often one can see the native dress at the local fairs and Czech days at the State Fair.

Lodge 30, Taiton YC Meeting Dear Vestnik Readers, The Taiton SPJST Youth Club held its Christmas party on December 19, 1986 at the Taiton Community Center.

When we got to the party we enjoyed refreshments and also visited.

We then held our monthly meeting.

President Marcy Dorotik called our meeting to order. Secretary Jean Dorotik read the minutes and Treasurer Linda Treumer gave the treasurer's report.

We received a thank you letter from Mrs. Marek which was read to everyone.

We asked everyone who has their points to turn them in to Mrs. Dorotik at the next meeting. For a craft project everyone made wreaths.

For our program we read poems and sang Christmas songs. We then enjoyed a meal of fried chicken, dressing and all the trimmings. We received gifts from our mothers and youth club.

Brother Frank was born on September 29, 1927, in the Deanville community in Burleson County, the son of Mrs. Lydia Kubena and the late August B. Kubena who preceded him in death in January 1977. Brother Frank lived in Lee County since 1924 except for the time he spent in the Civil Service working as an airplane mechanic at Pyate Air Base in San Angelo, Texas. After returning to Dime Box, he was actively engaged in farming and ranching, was most active in community activities such as the Volunteer Fire Department, was a charter member of the Lee County Sheriffs' Posse, director of the Youth Rodeo Association, and a member of the ASC Soil Conservation Service in Lee County. He was an active member of SPJST Lodge No. 13 and a member of the St. Joseph's Catholic Church.

Funeral services for Brother Frank M. Kubena were held at 2 p.m. on Monday, October 27th, at the St. Joseph's Catholic Church in Dime Box; the Rev. Isidore Rozycki officiated at the service. Interment was in the St. Joseph's Catholic Church Cemetery.

Rosary was recited on Sunday, October 26th, at 7 p.m. and was led by Father Isidore Rozycki in the. Phillips Luckey Chapel in Caldwell.

Survivors include his wife, Elizabeth (Kuchera) Kubena whom he married on July 28, 1962; two brothers, Albert Kubena of Caldwell and Eugene Kubena of Spring; two sisters, Milady Vinklarek and Esther Raska, both of Houston; his mother, Mrs. Lydia Kubena of Houston; he also leaves behind a host of relatives and friends.

Before her illness confined her, she spent many hours enjoying music and she formerly played piano and organ for the Mereta Baptist Church and the First Baptist Church of Miles. She was a member of Eola Baptist Church.

She is survived by her husband, Bruce Ray Smith; her parents, Bernie and Lucy Mika of Miles; a sister and brother - in - law, Dennis and Lee Ann Halvak of Miles; her paternal grandmother, Mrs. Betty Mika of San Angelo; two nieces, Jana and Amanda Massey of San Angelo.

One sister, Jo Ellen Massey, preceded her in death in 1983.

Sister Dixon was horn on August 27, 1940 in the Wills Point community, the daughter of John T. and Juanita McAbee Clay. In 1954 she moved to 'Ferrell, and graduated from Terrell High School. On September 1, 1961, she was married to Grover Dixon of Ennis. After their marriage they lived in Terrell where she was a nurse for the Ferrell State Hospital. She attended nursing school at Navarro College. She worked for the Ennis Community Hospital and was later employed by Dr. Thomas and Dr. Jeter for over 17 years.

Sister Dixon was a member of Anthony Drive Baptist Church, the American Legion Auxiliary, and the SPJST Lodge No. 25.

Survivors include her husband, Grover Dixon of Ennis; one son, Randy Dixon of Alvarado, Texas; three daughters, Mrs. Leslie (Sheila) Tidwell of Stephenville, Mrs: Bryan (Kathy) Novy of Enni-S" and Mrs. Michael (Sherri) Honza of Ennis; seven granddaughters; one grandson; her parents, Mr. and Mrs. John Clay of Terrell.

Of Interest Sales, Fuels Taxes To Increase January 1st The temporary tax increase passed by the Legislature in September reduced the revenue shortfall that the Comptroller outlined over the past year. But problems remain. The increase will not balance the state budget, but it will rank Texas' sales and fuels taxes among the highest in the country.

Implementing the new rates is part of the Comptroller's job.

Among other things, that means informing taxpayers about potentially thorny issues such as the sales tax prior - contract exemption and the tax status of motor fuels held in inventory on January 1st.

Lower Deficits, Historic Changes By increasing sales and motor fuels taxes, the Le gislature reduced state government's revenue shortfall for the 1986 - 87 budget period.

Texas began the current fiscal year on September I with a $231 million del icit that was projected to reach $2.3 billion by August 1987. Lawmakers responded by cutting $510 million rom state spending and by increasing two tax rates temporarily. From January 1 to August 31, 1987, the state sales tax rate will he 5.25 percent, and the tax on gasoline and other motor Lids will he 15 cents a gallon.

Still, state eovernment will end fiscal 1987 with a $980.5 million deficit, according to the Comptroller's latest projection.

I he law raising the state sales tax rate also included historic changes in local sales - taxing authority. For the I first time, counties may levy sales tax if voters approve. l'he legislature authorized two county sales tax rates. Counties whose boundaries include an incorporated city may levy a 1/2 percent tax, and counties lacking an incorporated city may levy a lone percent tax.

Certain cities may also levy an additional V2 percent sales tax, and new transit districts may levy IA or I/2 percent sales taxes. City and transit district increases also require voter approval.

The taxing authority of school districts, water districts or other property - taxing districts is not affected by the new law.

New local taxes cannot take effect before January 1988.

Who Will Pay the Tax? All Texans will pay more tax starting January 1st.

But in percentage terms, the sales tax increase will fall most heavily on lower - income Texans. A Houston family of four earning $15,000 a year will pay 1.5 percent of its income in sales tax -- almost twice as much as the 0.8 percent paid by a family of four earning $75,000 a year.

About 36 percent of Texans live in amilies earning $15,000 a year or less.

On the other hand, about two 'Fexans in three could benefit from property tax relief measures built into the new sales tax law.

These measures require property tax reductions sufficient to offset certain local sales tax hikes.

But 5.4 million Texans -- 34 percent of the state's population -- will see no

property tax rollbacks. These Texans live in cities or counties within transit districts. Under the new law, these areas -- including Austin, Corpus Christi, Dallas, Fort Worth, Houston and San Antonio -- are barred from using new sales taxes for property tax relief.

Property tax rollbacks will hit renters and minorities hardest. The new law does not require landlords to pass along property tax savings in the form of lower rent. So even in areas where the new law requires property tax reductions when new sales taxes are noted in, the 49 percent of black Texans and the 44 percent of Hispanic Texans who do not own their own homes will probably see little or no benefit while paying higher sales taxes.

Business will also pay more under the sales tax increase -- $234 million in additional sales tax during fiscal 1987.

Business currently pays 46 percent of Texas' sales tax collections.

Texas Rankings Jump The tax hikes will put Texas in unfamiliar company -- among the states with the highest tax rates. At 5.25 percent, Texas' state sales tax rate will rank ninth nationally -- up 18 places from its current ranking of 27th. [he state rate will rank third highest -- behind Pennsylvania and New .Jersey -- among the 15 most populous states. lexas' maximum combined state and local rate of 7.25 percent -- 1.76 percentage points above the national average -- will also rank in the top 10 among the 45 states that levy such taxes.

Texas' new gasoline tax rate will he 13th high6t in the nation, up 27 places from its current ranking of 40th.

Gasoline tax rates average 12.8 cents per gallon nationally -- 2.2 cents a gallon lower than Texas' new rate.

Implementing the New Rates The Comptroller is notifying sales taxpayers of the new rates through mailers included in monthly, quarterly and annual tax returns. Revised computer programs, tax rules, tax forms and new returns will reflect the new rates. Brochures explaining the changes are on the way.

The sales tax prior - contract exemption is receiving particular attent ion.

Under the exemption -- which applies to state, but not local sales tax -- sales_ under a contract executed before the effective date of a tax increase are taxed at the old rate.

Also exempted are taxable items used on the basis of a bid submitted bet ore a rate change takes effect. If the bid • was entered at a fixed price, not subject to change because of a tax increase, the old tax rate applies.

The exemption expires three years after the effective date of the tax increase.

The Comptroller will develop procedures for taxpayers reporting sales at the old tax rate under the prior - contract exemption, as well as for those reporting sales at the new rate.

Hie Comptroller is also notifying motor fuels taxpayers that an additional five cents a gallon will be due on tax - prepaid fuel held in inventory on January 1.

Driving precautions for had weather trawling --- It didn't take a thick coated wooly worm to alert Central I exas residents to the cold and wet weather that hit the area recently.

V‘ hen the "Blue Norther" came blowing through our area in mid No \ ember, it dropped temperatures and wind chill factors well below reezing much earlier in the year than is usual. Weather forecasters are boding more of the same throughout the winter of 1986 - 87.

Unlike the mail service, .rain and sleet and dark of night can stop many people f rom carrying out their mission, especially if it involves driving a ear through these conditions. 'Texas residents unused to icy roads may find dris ing to he quite hazardous under these less - than - perfect conditions.

Adv ise the experts: take extra precautions when driving on wet, slick roads, and slow down.

"People have to get It through their heads that they can't do anything as last as they can when driving on dry pa y cment", says Don Young, an instructor in Defensive Driving classes oliered by Central Texas College.

The biggest rule is to slow down and be aware there could be patches of ice in shady areas and on bridges that Can't he seen, says Barbara Schell, a safety and occupational health specialist in the Ill .Corps GI Safety Of I ice at Fort Hood.

Slippery roads are not the only hazards of winter driving. Fog, rain, and frost on the windows all contribute to lowering visibility. In log, headlights should be used only on low beam, and with early morning frost, all windows of the car should be scraped, not just the front and back windshields.

If you open the driver's window a little, it will help clear the car of inside - logged windows, advises Mr. Young.

Or the rear window can be opened slightly. This helps the circulation inside the car and actually helps to heat the entire car.

Mr. Young says one of the biggest problems facing area drivers in bad weather is that drivers are not totally aware of what the automobile is capable of doing.

People are tense when driving on

ice, and they decelerate too fast.

Actually all they have to do is keep rom oversteering. says Mr. Young.

On slippery roads, more time must be allowed for slowing down and stopping, making turns and changing lanes. Steer steadily, anticipating lane changes and turns, and approach them radually. Increase following distances to allow more time for braking and be mentally prepared for sudden stops or skids.

The two - second following rule applies in good weather, but on wet roads you need to back off to four seconds, says Young. He suggests timing your following distance by counting slowly to four when the car in iront of you passes under a bridge or a road. Following too closely, he says,"is an accident. There 's no way out" of it. your vehicle should start to spin or skid, "the old rule is to turn in the ,.tirection the rear end is sliding, and don't hit the brakes," says Scheh.

"Stay completely off the brakes until you have control of the car again," she says.

Young says front wheel drive ehicles have more traction because of the weight of the engine on the wheels, but that weight doesn't help them stop.

They will lock up just as quickly as a rearwheel drive. He advises frontwheel vehicle drivers to accelerate slightly in a skid to straighten the vehicle out.

Motorcycle riders need to take extra precautions in had weather,. and Young advises staying off the road completely when the weather turns had.

But should a cyclist get caught in the rain, Young suggests pulling under an overpass and waiting until some of the oil and residue on the road has a chance to wash off and the road becomes less slippery.

Meteorologists forecast a much colder and wetter winter than normal, and say Texas will be "taking the brunt of a lot of significant cold weather this winter. The forecast isn't great, but armed with a few precautions and a little know - how, driving through this winter doesn't have to be a disaster.

Manufacturing In Texas Texas, the nation's leading producer of cotton and chemicals for manmade fibers, is also the nation's sixth biggest clothing - manufacturing state.

What began in the late 19th century as a cottage industry today employs 54,100 people and manufactures 6.1 percent of the clothing made in the U.S. Most of this manufacturing is clustered around Dallas and El Paso.

But virtually every big city and town in l'exas has at least one clothing plant and a stake in meeting the industry's biggest current challenge -competition from imports.

Simple Beginnings Garment manufacturing began in Texas at the turn of the century with workers who sewed at home for nieeework wages. By the 1920s, assembly lines were mass - producing cotton dresses, jeans and menswear.

The industry expanded during the 1930s, as the U.S. cotton - texiles industry shifted from the Northeast to the South to take advantage of the region's cheap, abundant, nonunion labor.

Manufacturing and Wholesaling in Dallas Today Dallas is the Southwest's center for clothin g manufacturing and marketing.

Forty - one plants that make women's and girls' outerwear are in and around the city. Eleven of these -including such names as Prophecy, Victor Costa, the Lorch Company, Stockton Manufacturing and Storey Manufacturin g -- employ more than IOU workers each.

Dallas' leading clothing manufacturing employer is Haggar, Inc., the nation's biggest privately owned menswear manufacturer.

Dallas is even more prominent in the marketing end of the business. The Dallas Apparel Mart is the world's largest wholesaler of men's, women's and children's clothing and accessories. Each year the 1.8 - million - square - foot building hosts at least five markets and 15,000 retailers and employs more than 9,000 workers.

Mass Production Along the Border The Texas Border is to high volume what Dallas is to high fashion.

Four clothing plants in the region employ more than 1,000 workers each.

The biggest plants, owned by Farah and Levi Strauss, employ more than 3,000 workers each.

Most clothing manufacturing in the region is concentrated in El Paso. The industry got its start there in the 1920s, when two menswear manufacturers -Farah and Blue Bell (Wrangler) -- set up shop to make jeans.

Unlike traditional women's wear, jeans and many other articles of men's casual and work attire are suited to assembly - line production. The Border, with its abundance of semi skilled labor, is an ideal place to make these garments.

Today plants in El Paso produce 24 percent -- and plants in the Comptroller's 30 - county Border region produce 37 percent -- of the men's and boys' clothing made in Texas.

The Shape of the Industry Manufacturers' gross sales of apparel in Texas were $1.46 billion in 1985, up 47 percent from 1975 sales of $0.9p billion. And with 54,000 jobs, clothing manufacturing in Texas' 12th biggest category of ; nonfarm employment .

But garment manufacturing employs 6,200 fewer workers than it did in 1984. The two - year 10 percent reduction in the work force came about as companies reorganized to compete with imports.

Challenge Texas Imports Manufacturers U.S. clothing imports increased by more than 450 percent -- from $2.1 billion to $9.6 billion between 1973 and 1983, the last year for which figures are available. Cheap foreign labor caused the import explosion.

Imports benefit consumers by reducing prices and inflation. But they also threaten many of Texas' -- and the nation's -- biggest clothing manufacturers.

Texas' garment - making industry went from 74,700 jobs in 1980 to 58,700 jobs in 1985 -- a 16,000 - job loss that cut more than one - fifth of the industry's work force. Another 932 jobs were lost when two Levi Strauss plants closed in June 1986.

Texas' clothing makers have little room to compete by cutting wages, which are already lower than those in any other manufacturing industry in the state. According to the Texas Employment Commission, Texas clothing workers in 1985 earned an average of $5.24 an hour, 55 percent of the statewide average hourly manufacturing wage of $9.53.

Nor does federal help seem likely.

Apparel manufacturers have lobbied Congress for increased tariffs or reduced import quotas for foreign made clothing. But Congress took no such actions in 1986, and President Reagan has told industry lobbyists he would veto any restraint - of - trade, U.S. and Texas manufacturers enjoy two major advantages over foreign competi t ion -- more productive labor and up to two months' quicker delivery. These advantages -- along with greater specialization into high priced, high - quality lines -- will have to be exploited if the industry is to meet the foreign challenge.

[Fiscal Notes; Bob Bullock, Texas Comptroller of Public Accounts] —SPJSTTEXAS BY THE NUMBERS In some ways the populations of Texas and the U.S. are becoming more different. In others they are becoming more alike.

That's what the U.S. Census Bureau's new mid - decade snapshot of the state's population shows.

For instance, between 1980 and 1985 Texas' population grew about three times faster than that of the U.S. And the share of Texans living in cities increased at about triple the U.S. rate. • Texans are younger than other Americans, and more Texans are black or Hispanic -- the state's fastest growing racial and ethnic groups.

On the other hand, new data on households and employment show Texans following national trends toward smaller families and white collar jobs.

Also, like other Americans, Texans lost the battle against inflation during the first half of the eighties. But prices outpaced family income in Texas by less than the U.S. average amount.

These patterns could signal important changes for Texas business and government in the years ahead.

Growth -- Texas vs. U.S. The number of Texans grew from 14.2 million in 1980 to 15.6 million in 1985 -- an average annual increase of 1.9 percent . People migrating from other states and countries accounted for about three - fifths of the growth.

Natural increase - births minus deaths

For the nation as a whole, growth was much slower. The U.S. population was 226.5 million in 1980. By 1985 it had reached 234.1 million - an increase of 0.7 percent per year.

Texas grew faster than the U.S. mainly because the state's dynamic economy drew one million new residents between 1980 and 1984.

But current business conditions in Texas have reversed that trend. In 1986 the Comptroller expects only 33,000 more people to move into the state than will move out. In 1987 emigrants are expected to outnumber newcomers by 132,000.

That means Texas' population growth will probably fall into step with that of the U.S. for the rest of this decade.

Urban vs. Rural Residence Both Texans and Americans are collecting in urban areas of 50,000 or more population. But the process is occurring about three times faster in Texas. in 1984, 76.1 percent of Americans were city - dwellers, 0.2 percent above the 1980 share.

Texas' increase over the same period was 0.7 pervent, from 79.5 percent in 1980 to 80.2 percent in 1984.

Three trends underlie Texas' increasing urbanization. These trends are increased industrial development, especially in smaller metropolitan areas such as Austin, Bryan, College Station and Temple - Killeen; increased movement of the elderly to cities along the Rio Grande; and increased annexation of rural land by cities.

Aging, but Still Younger Texas' under - 25 age group declined 2.3 percent during the first half of the decade, from 44.2 percent to 41.9 percent.

Nevertheless, the state still has a larger share of young residents than the U.S. as a whole. Only 38.7 percent of Americans are younger than 25 -down from 41.4 percent in 1980.

This 2.7 percent drop in the share of Americans under 25 means that age group is shrinking faster in the U.S. as a whole than it is in Texas.

Lower rates of births and deaths have pushed up both the Texas and U.S. median age. But migration of young families to Texas and the state's above -average birthrate have kept Texas younger than the rest of the country. Texans' median age is 29 years; that of Americans as a whole is 31.

The age distribution in Texas affects the state's economy, government and educational system. As the age distribution changes, so do the composition of the work force, the types of goods and services produced, and the need for certain public services, including schools and colleges.

Between 1979 and 1984 Texas' college - age population (18 to 24 years of age) and elderly (over 65) showed the smallest increases of any population group. The largest increase was in the number of Texans aged 25. to 34. The number of Texans aged 35 to 64 also grew faster than the national average.

Racial and Ethnic Composition Texas' minorities distinguish the state's population sharply from that of the U.S. as a whole.

In 1980 one Texan in three was a member of a racial or ethnic minority.

The U.S. ration was one in five.

This gap widened between 1980 and 1985. By 1985 minorities made up 38 percent of Texas' population, but only 22 percent nationwide.

Most ,,notable was a 27 percent increase in the number of Hispanics in Texas, from three million in 1980 to 3.8 million in 1985.

The nation's Hispanic population is growing, but more slowly. The U.S. Hispanic population increased 16 percent between 1980 and 1985, from 14.6 million to 16.9 million.

In 1985 more than 22 percent of the country's Hispanics were Texans.

Household Formation Texans behaved like the rest of the U.S. in forming new households.

Although the state's population grew by 9.9 percent, the number of new households grew by 14 percent.

One reason for this faster rate of household formation -- a national phenomenon -- was the large number of maturing baby - boomers forming first - time households.

As might be expected, this means that fewer Texans and Americans live in each household. In 1985 the average Texas household included 2.74 persons, compared to 2.82 in 1980.

More Texas householders are renters now than in previous years. In 1980, 64.3 percent of Texas residences were owner - occupied. By 1985 that number had fallen to 59.1 percent.

Today's U.S. owner - occupancy rate is what Texas' rate was six years ago -- 64.3 percent. The U.S. percentage has remained virtually unchanged since 1980.

The Labor Force and Jobs Texas and U.S. employment patterns are generally similar. In both the state and the nation employment is up and more women are working.

State and national breakdowns by job type are virtually identical.

From 1980 to 1985, the number of Texans in the labor force -- including unemployed workers -- increased by 22 percent, to 8.0 million But the working -- age population (age 16 and older) increased by only 11 percent, to 11.6 million.

The two percentages differ because many women entered the Texas work force. In 1980, 50.7 percent of the working - age women in the state were in the labor force. By 1985 that number had risen to 58.2 percent.

Texas' men also increased their participation rate, though not by as much -- 80.4 percent in 1985 Seven and one - half million Texans held jobs in 1985, up 18.1 percent from 1980.

About one - third of Texas and U.S. workers held technical, sales or administrative support jobs. The second - largest category was managerial and professional jobs, which made up 23 percent of the work force in Texas and 24.5 percent nationwide.

Fastest job growth in Texas came in the category that combines farming, forestry and fishing employment. This category increased 40 percent from 1980 to 1985, despite a five percent drop in the number of farming jobs between 1984 and 1985.

Texas forestry and fishing jobs grew 30 percent over the five years, but they make up only four percent of the category total.

Income The median income of Texas' 4.1 million families was $26,300 in 1984 -about one percent lower than that of the U.S. as a whole and, after adjusting for inflation, five percent lower than in 1979.

With the decrease in real family income came an increase in family poverty.

The percentage of poor families was higher in Texas than in the U.S. as a whole in both 1979 and 1984. But during that five - year period that percentage grew about four times faster in the U.S. than in Texas.

Two centuries ago, in May 1787, representatives from the American states convened in Philadelphia to revise a document which, they hoped, would bring unity and order to their newly created nation. Four months later, on September 17, they completed work on a new national Constitution--a document that laid the foundations for a truly democratic society, establishing a federal government of the people, by the people and for the people.

Nearly 200 years later, the United States is preparing to repay an old debt---a debt of gratitude to those founding fathers. The U.S. Constitution is the oldest written instrument of national government in the world. It is the cornerstone of American democracy, the document which has come to symbolize our national ideals of freedom, justice, equality and hope.

The year 1987 will be dedicated to the commemoration of the Bicentennial of our Constitution. It is an event of historic magnitude, one that will find commemorative activities scheduled throughout the year, culminating on September 17, 1987, when Americans everywhere will join together to honor both the Constitution and the free society which it helped create. The Revolution gave us freedom; the Constitution gave the means to keep it.

The celebrations will continue into 1988, in remembrance of the tortuous ratification process of the Constitution by the states. Then, in 1989, Americans will observe the 200th anniversary of the election of our first President and U.S. Congress, and the appointment of the first Supreme Court.

The task of the Commission on the Bicentennial of the U.S. Constitution is to promote and coordinate various commemorative events- and to help distribute information that might be useful to your state, county and city Bicentennial commissions.

WHY WE CELEBRATE What should the 200th anniversary of the U.S. Constitution mean to modern Americans? Why should we take time out to remember the signing and ratification of this faded parchment and the formation of our federal government?

There are many reasons to celebrate.

The first is the importance of educating Americans of all ages, the new and the old, about the founding of our nation. We cannot afford to let the Constitution become confined to a category of our hallowed past. As it stands today, many Americans do not know enough about our heritage, our Constitution, our form of

government. Recent studies show that: Three - fourths of American adults did not know the subject of the First Amendment; One - fourth of the nation's hi gh school seniors thought it was illegal to start a new party; One - third of the nation's high school seniors did not know that the Declaration of Independence was signed between 1750 and 1800.

The Bicentennial offers an opportunity to teach Americans about their unique system of government while paying tribute to its origins. We can celebrate the Constitution not only for the role it has played in American history, but for its significance to modern government and its role in the personal continuation of our freedoms.

Why celebrate the Constitution?

Because most Americans probably do not realize the precarious existence of modern constitutions. They do not know that over the last 40 years the world has averaged two constitutions per nation, and that nearly two - thirds of the constitutions in the world have been adopted since 1970. In fact, only 15 predate World War II---and none predates our own.

Why celebrate the Constitution?

Because it is as relevant to Americans today as it was to the founding fathers.

The Constitution helps define us as a people. Its revoluntionary concepts of freedom and justice were---and still are---the fundamental reasons for the arrival of tens of millions of people to our shores over the last two centuries.

In recent decades, the U.S. has experienced a resurgence of immigrants seeking to make a new life here--but many of these new Americans may never have experienced the basic liberties and rights associated with our democratic traditions.

The Bicentennial offers an ideal opportunity to help this large segment of the population comprehend the significance of the Constitution and the concepts for which it stands. It can remind those who have been here longer that ours is a system worth honoring and preserving. Whether we are the descendants of immigrants from Europe, Asia, or Latin America, whether we are fifth- or first generation Americans, it is the U.S. Constitution that has provided the opportunity for us to "secure the Blessings of Liberty to ourselves and our Posterity."

Because Americans love a winner, and our Constitution and form of government over the years have proven overwhelmingly successful. As a people we enjoy applauding our victories---celebrations unite us and inspire interest and pride in the nation.

In the Bicentennial, Americans again have a reason to celebrate the United States and our way of life.

Two centuries after those early national leaders completed their struggle to produce a uniquely American Constitution, we have an opportunity---indeed, a duty---to gain a new appreciation of their idealism and their genius, and to recommit ourselves to their values of freedom, justice and e quality for all.

Memorize your home address and telephone number.

Never answer the door when you are home alone. Call the police or a neighbor if someone tries to get into the house.

Never tell anyone over the phone that you are home alone. Tell the caller that your parents can't come to the phone right now, but you will have them return the call.

When walking, choose well - lighted familiar routes and walk with a friend whenever possible.

If you are in a public place -- a store, shopping mall, carnival, amusement park -- and you get separated from your parents, don't wander around looking for them. Quickly go to a check - out counter, the security office or the lost and found. Tell the person in charge that you have lost your mom and dad and need help to find them.

You should not get into a car or go anywhere with any person unless your parents have told you that it is okay.

If someone follows you on foot or in a car, stay away from him or her.

Don't go near the car to talk to the people inside.

Grown - ups who need help should not be asking children for help; they should be asking older . people.

No one should be asking you for directions or to look for a "lost puppy" or telling you that your mother or father is in trouble and that he/she will take you to them If someone tries to take you somewhere, quickly get away from him/her and yell or scream, "This man (or woman) is trying to take me away!" or "This person is not my father ,"or mother!"

Always ask your parents' permission to leave the yard or play area or to go into someone's home.

Never hitchhike or try to get a ride home with anyone unless your parents have told you it is okay to ride with that person.

No one should ask you to keep special secret. If someone does, t, your parents or teacher.

If someone wants to take yot picture, tell your parents or teacher.

No one should touch you on th parts of your body covered by you swimming suit, nor should you toucl anyone else in those areas. Your bod3 is special and private.

You can be assertive. You have the right,to say "No!" to someone who tries to take you somewhere, touches you, or makes you feel uncomfortable in any way.

Unfortunately, the rising awareness of crimes against children has left many families with a real sense of fear.

You and your child need to be careful, but you do not need to be afraid. Talk to your child in a calm and reasonable manner, being careful not to discuss the frightening details of what might happen to a child who does not follow safety guidelines.

Because children cannot look out for themselves, it is our responsibility to look out for them. Every home and school should establish a program that effectively teaches children about safety and protection measures.

--SPJSTWomen need large amounts of calcium in their diet to help protect against osteoporosis, a degenerative bone disease that eventually afflicts as many as half of all females. The National Institutes of Health (NIH) recommend that they consume 1,000 to 1,500 milligrams of calcium each day. To help women meet their mineral needs, food companies are adding calcium to a surprising variety of products.

A cup of all - purpose flour, for example, now contains 160 mg of calcium. Each slice of High Calcium Formula Hollywood bread has 100 mg of calcium. A can of TAB cola with added calcium also provides 100 mg of the mineral.

Demand for extra calcium - up to nearly twice the old recommended daily allowance of 800 mg -- was sparked by a 1984 NIH study which found that a dietary efficiency of the mineral may be a major factor in osteoporosis, a gradual loss of bone mass. Increasing calcium intake won't necessarily prevent osteoporosis, but it may limit the disease's impact.

Symptoms include such typical signs of aging as a gradual decrease in height, an aching, curved back and a tendency for hips or wrists to break easily. The average woman takes in only 450 to 550 mg of calcium a day. Rather than use more calcium - rich dairy products, with their high caloric and cholesterol content, many women have turned to calcium tablets.

People would be better off getting calcium from food -- including fortified products many nutritionists agree. The American Dietetic Association advises: You cannot overdose on food. Still, some foods are better than others as vehicles for calcium fortification. To get the recommended daily amount of calcium from a cup of all - purpose flour, for example, you would need to eat, say, approximately 94 chocolate - chip cookies made with the product.

Caffeine, which is found in coffee, tea and soft drinks, may interfere with absorption of calcium. Nutritionists also advise adding calcium to your diet by eating foods other then dairy products that are naturally rich in the mineral. Those include sardines, collard greens, salmon, oysters, tofu and broccoli.

The Czechoslovakian center of the creative arts has recorded in the past five years unusual success in the world with its exhibitions of artistic glass.

They have exhibited their unique exposits in the USA, Canada, Japan, Switzerland, Spain, Austria and West Germany.

A world competive exhibition of artistic glass in the West German town of Coburg took place and there the Czechoslovakian exposits gained the maximal appraisement.

An extraordinary response and interest are accompanying exhibitions of Czechoslovakian artistic glasswork in the United States of America.

When a world exhibition of glasswork was opened in Corning, New York in April 1979 under the name "New Glass," our exposition assumed one of the prominent positions in this display. The exhibition was later shown in Washington and then in the Metropolitan Museum in New York.

Twenty - eight countries took part in this world exhibition and between them there were twenty - one Czech and Slovak artists.

The critics in the United States quite explicitely agreed, that the Czechoslovakian exposition was the best. Because of this, the exhibitions were taken to San Francisco and other cities in the United States and then to England, France and Japan. An exhibition of Czechoslovakian contemporary glasswork under the name "The Art of Glass" was opened in Chicago. The Czechoslovakian national expositions exclusively recorded a penetrating response and lasted almost a year.

For the occasion of opening a new building of the Museum of Glass in Corning, New York Czechoslovakian artists installed a three - piece monumental plastic artwork of the prominent glassworker Professor Stanislav LibenskY in the entrance hall of this new institution.

This glass artwork formed a permanent part of the architectural designing of the vestibule of the musedm of glass in Corning. A whole line of Czechoslovakian glass - making artists is represented in the ekppsition.

A large exposition under the name "Czechoslovakian glass 1350 - 1980" was opened in Corning on the request of the Museum of Glass. This exposition was an illustration of the splendid exhibitive work of our creative artists and workers of the Art Center. It gave a detailed summary of the glass production and the glass making art in Bohemia from the beginning of the 14th century up to toaay. Old Bohemian glass is represented as illustrations of exposits from the time of Emperor Charles IV (far example glass painting of Saint Jan Kftitel from the monastery in Osek from the year 1350), rare from the Gothic a Renaissance eras, engraved Baroque goblets and cut - glass ornaments, Eggermann vases, artistic glass from the Secese and cubistic eras, as well as the work of our contemporary national artists. The collection on the whole represented 74 exponents of historic glass, which was selected by the American organizers from collections in the Art - industry museum in Prague. It is a unique illustration of artwork, which is rarely loaned across the border of Czechoslovakia.

To this historical survey was added the work of 18 contemporary Czechoslovakian artists, which participated in the exhibition with on the whole 22 glass objects. Besides this exhibition in Corning a sales room of Czechoslovakian artistic glass was opened, where the unique work of our glass-making artists was exhibited.

An international conference of the Glass Art Society took place in Seattle for the occasion of the new opening of the Museum of Glass in Corning.

M. Nogol were invited by the American organizers to this conference. Their lectures, which were listened to by more than 400 participants of the gathering, were followed with extreme attention. Beauty Woven Of Threads The town of Valagske Mezifiei is in northeast Moravia at the foot of a range called the Beskydes. In the center of the town near an ancient v,00den church, you can find a building surrounded by an alley of trees.

In it, beauty woven of wool is born, as it houses the Center of Artistic Crafts, its tapestry and carpet workshops.

The tapestry school at Valagske Mezifiel was founded more than 70 years ago by academic painter Rudolf Schlaiauer, who learned the technique of tapestry making in the Scandinavian countries. The work he started now continues at the present Center of Artistic. Crafts and its tapestry and carpet workshops have gained world icknown.

Beautiful pieces of colored wool has e been created there for more than 70 years according to designs by prominent Czech and Slovak academic painters. The best earlier tapestries of Valagslce Mezitiel make include the Queen of Hearts, according to a design

by Ludmila Kybalova, which won the Grand Prix at the World Exhibition in Brussels in 1958. The tapesty "H ussites," according to a design by academic painter Josef Cimbuya, is-in the summer mansion Hvezda in Prague which houses the Museum of Alois Jirasek, a prominent Czech riter and author of historical novels.

The tapestries, wonderful pieces which survived centuries, are made by the skilled hands of women, for instance, Ane2ka Steitova, Master of Artistic Crafts. They take their seats at the tapestry workshop every day, bend over the warp and weave into it colored threads, knot by knot, following the design until a new tapestry is complete.

In addition to the creation of new tapestry, restoring of old tapestries \‘hich decorate many state mansions in Bohemia, Moravia and Slovakia is of great value. Such repair requires very much patience and feeling. At present, the weaver - tapestry makers at Vala§ske Meziffei are repairing the taugstry "Evening Festival" of 1620 from the Velke IL,osiny state mansion in north Moravia. Its repair will take more than 5 years, as work on one square decimeter frequently takes a whole shift, The Center of Artistic Crafts at Vala gske Mezifief is busy all the time, because Czechoslovakia is immensely rich in old tapestry.

Josef Mulik) I stood in the middle of a production of the chocolate factory with a special feeling. The amount of sweets candy, chocolate and boxes of chocolates -- tempted to have a bit here and there. Willy - nilly, my childhood came to my mind, recollection of school and a composition on what profession we would like to take up when we' grow up. Almost everyone of us wanted to achieve something extraordinary in life, to be an engineer, a doctor, a pilot, or a hero. Only one of the girls in our class admitted that when she leaves schools she would like best of all to work at a chocolate factory. It was a good piece of writing about her future profession, and yet we laughed. However, the teacher surprised us all by saying that she was pleased by the sincere composition by our friend. She convinced us that a painstaking person can achieve just as much while making chocolate as anywhere else.

I remembered the words of the wise teacher again when I met an outstanding person, Anna Petrovieova, the foreman of a workshop at the Trebi gov food plant in east Slovakia, which has the name of honor Workshop of Czechoslovak Soviet Friendship, Anna Petrovieova.

In my young days, I very much wanted to be a teacher, Mrs,, Petrovi6ova said. But I had no opportunity to gain the needed education. I grew up at the poor little village of Demanova.. I had to work hard already as a child. That was the lot of most young people in those days.

She did her job meticulously from'the very beginning, she exceeded norms by, far and began guiding others to do the same. Young people in particular learned from her to esteem their work, earnings and society that cares for the happiness of man.

Bylo me feeeno, to v Ennis, Texas zesnula pani Mary Tothova (rozena Dvoilkova) ve veku 84 let. Znali jsme ji i jeji rodinu mnoho let kdyt jsme bydleli v Ennis a ted' co bydlime v Dallasu. Mela velkou rodinu a po smrti sveho mantela mela dost starosti je v gechny vychovat net dorostli.

Girls and young women call Anna Petrovi6ova our mother. They -do not see her merely as an experienced specialist and foreman, but as something much more. They come to her with their joys and difficulties.

These problems often seem to have nothing in common with the joint work at the factory, but a manager cannot be indifferent to them, Anna Petroviova explained. The number of women -- the number of problems, especially if they are young mothers.

After all, only girls and women work at the packing room. One needs this, another one something else, a third has complications in the family, fourth a problem with children, and so they come to me for advice or just a kind word. One must be a foreman even in this respect. I admit that sometimes it is much more difficult to understand the omnipresent worries than to solve the serious problems of work. But their evasion and failure to help the young and inexperienced people would mean disappointing them, losing their confidence and finally also their friendship. After all, mental balance influences the working results of a team, a workshop, a factory, the foreman stressed. In the packing room too, the results of work depend on the individuals and their contentedness. I believe that the strength of the collective rests in particular on mutual understanding and sense of collective.

Her personal example helps Anna Petrovitova gain the workshop for perfect work. She knows that if she wants to win somebody for something she herself must set the example. She has therefore been a blood donor sixty times, she has won all three (gold, silver and bronze) Jansk3", Medals. The noble deed of the foreman is followed by her fellow workers, her friends.

Donating the most precious liquid has become a natural thing in the collective.

Excellent labor results of the packing room at the Deva food plant. at Trebiยงov were rewarded with the title of honor Workshop of Czechoslovak - Soviet Friendship. The high - quality work of the women headed by Anna Petrovkova, is appreciated and recognized by the Slovak National Council in Czechoslovakia as well as abroad.

I don't like repeating the old words that work lengthens life, but I must emphasize the everlasting essence of this truth, Anna Petroviova said.

Search for the new and More pe'rfect makes the life journey of man more beautiful and fills it with joy. And joy in turn is the strongest impulse, some sort of a brick, a piece of his own happiness.

IMPORTANT NOTICE TO SPJST IRA OWNERS A change in the Law requires that IRA Contributions must be identified as to the year for a Deposit is to be applied.

This is most important during the period, January 1 through April 15, 1987 when IRA Contributions can be applied to the previous year (1986), or the current year (1987).

This change to properly report IRA Contributions is mandated by IRS to verify the transaction through IRS Form 5498 filed by SPJST and the Individual Income Tax Form 1040 Filing Return.

Please make certain that when IRA Contributions are forwarded, that it is clearly noted on the check, or application for what particular year the deposit is to be applied.
