TO: ALL SPJST MEMBERS SUBJECT: DELETION OF CERTAIN SPJST PLANS OF INSURANCE AND OTHER INFORMATION 1. Effective immediately, SPJST will no longer offer for sale the following plans of insurance: JE-Endowment at Age 18 N-10 Year Endowment F-15 Year Endowment G-20 Year Endowment H-Continuous Premium Endowment at Age 65 1-20 Year Payment Endowment at Age 60 M-Retirement at Age 65 SPE-20 Year Single Payment Endowment SPL-Single Premium Life D-15 Payment Life E-10 Payment Life These plans will be withdrawn because they will not meet the definition of a Life Insurance Contract as defined in the new 1984 Tax Act. Basically, this definition requires that the investment element in a life insurance certificate be subordinate to the death benefit element as established through elaborate formulas.

If these plans were allowed to be sold after 1 . 1-85, the Cash Value increase attributable to interest income would be currently taxed as ordinary income to the certificate owner.

The following plans of insurance cannot be offered after age indicated basically for the same reason as above: W-Life Paid-up at Age 85-cannot be issued after Age 65 K Life Paid-up at Age 65-cannot be issued after Age 45 Although the definition does not affect any certificates issued prior to 1-1-85, the plans in Paragraph 1-are withdrawn from:further offering effective itnrnediately.

The SPJST Annuity Program is currently paying 12% interest. This rate is guaranteed up thru January 31, 1985. There is a possibility the 12% rate will change (higher or lower). I can assure you that we will attempt to keep the rate as competitive as possible at all times.

5. The changes above are dictated by the 1984 Tax Act. The changes have been enacted because it is our responsibility to do what is in the best interest of our members. Thank you for your cooperation and understanding.

Alief I.S.D. To Teach Czech Alief Independent School District is again offering a Conversational Czech course at Alief Hastings High School (North House) in the middle of January 1985. This 14 week course will be taught, this time, Wednesdays, (once a week), starting January 16th from 7 to 9 p.m.

Promote Fraternalism Through Change

The December 19th meeting of the El Campo - Hillje Lodge 40 began with a beautiful slide presentation by Brother Benny Reck of the beginning of the new addition. It was a great step - by - step process which we all thoroughly enjoyed.

President James Kulcak called the meeting to order. The Pledge of Allegiance was followed by a minute of silent prayer for our departed members.

Secretary Laverne Bacak called the roll.

All officers and board of trustees were present.

Minutes from the last meeting were accepted as printed in the Vestnik.

President Kulcak received several letters of thanks; one was from the Texas Department of Human Resources for the $200 donation. Others were from the Supreme Lodge President Howard Leshikar with commendations for donations to the 100 Club and the Czech Home For the Aged. We are grateful to all the bingo players; without their support we would be unable to support so many, many causes!

Treasurer Leona Macha reported on all the various accounts and bills paid.

Financial Secretary Bill Goerig reported that two members have been suspended due to their Jack of payments.

President Kulcak received Christmas Greetings from John and Barbara Knutson; also from Lee Roy Mátocha who will be playing for a dance here Sunday, March 10th from 5 p.m, until 9 p.m. We are all looking forward to the day. A thanks for donation to the SPJST Scholarship Fund was sent for Sister Lillian Stepan.

Please welcome new members, Larry Glenn Hensley. Patricia Ann Reck and James Sherold Cunningham. Our thanks to Brother Frankie Vanek.

President Kulcak commented that, of the many organizations he has been involved with, this is the best group of people he has worked with; both officers and members volunteer their services anytime they are needed. He then recognized, namely; Brother Benny Reck, who mans the hall; Sister Rita Vanek, who takes care of the many things she doesn't have to do; Sister Laverne Bacak, who gives her support; Sister Leona Macha, who keeps a hand on the pocket book and does a good job managing the book work; Brother Bill Goerig, who keeps the accounts up - to · date; Sister Vlasta Bartos, who keeps the Youth Club busy, as you can see by the Vestnik; and all the members who attend and work at the bingo games and dances.

We were pleased to welcome Sister Henrietta Vanek and District VI Director Matt Vanek who attended the Appreciation Dinner and the Installation of Officers.

Second Vice President Rita Vanek gave greetings and thanks to all the people who donated time, food, and help. She also welcomed new members and salesmen.

The meeting adjourned and an appreciation dinner of fried chicken and trimmings followed.

Cash door prizes were won by Brother Bill Reck and Sister Martha Kopecky. A cake was won by Brother Dutch Kopecky.

Other prizes of SPJST toothpick holders, bracelet, key chains, and clasp were all furnished by Brother Matt Vanek.

This year has been very productive and fulfilling for our lodge. We have spent many days working together, and the hall and grounds look great. · All the officers wish you a joyous New Year!

Two Outstanding Fraternalists

Brother Dominic Netek and Sister Viola Mazac, both devoted members of Lodge 133 in San Antonio.

DominicF. Netek, a disabled veteran of World War II who had an outstanding record with the 23rd Infantry of the 2nd Infantry Division during the Liberation of France and Czechoslovakia in 1945 and many decorations for valor and bravery, devoted 35 years of Civil Service to Uncle Sam at Kelly Field; however, during all this time, he also gave 100 percent to fraternal organizations and his church.

One of the nicest things that has every happened to me, was when I first transferred to San Antonio in 1959 and was introduced to Dominic by Brother A. J. Skruhak. Dominic and I established a true friendship which has carried us and the CzechCatholic organization plus other fraternal orders into a new era and continued growth and recognition in the State of Texas.

Dominic is never too busy to help when asked. We co - chaired the 1974 KJT Convention together and in 1971 I asked him to become secretary of SPJST Lodge 133. In 1980 we again co - chaired the SPJST Convention. Both conventions were very successful because of Dominic's dedication towards the success of both conventions; give Dominica job to do and you don't have to worry, because it will get done.

Dominic has served 10 years as secretary of SPJST Lodge 133 faithfully.

*** Viola [Miculka] Mazac is an unselfish, untiring and dedicated fraternalist .··ho is always willing to help in any way pcssíble when it concerns SPJST activities and duties.

Viola was elected Lodge 133 treasurer in 1962 and later was assigned the job of financial secretary. She has been a dedicated officer for over 22 years and with her formal notification that she would like to retire, the members elected Sister Kathy Uribbe as treasurer for 1985.

Besides holding two offices in the lodge, Viola always managed to takeover the duties of Christmas tree decorating and ·packaging table goodies for our junior members.

Sister Viola,you are going to be missed by the members and youngsters. The new president and other officers will also miss your services.

May God bless you and may you enjoy your retirement, however, do not forget to attend our lodge meetings.

Lodge 154 Fort Worth To Meet Dear Members and Friends, By the time this goes to print, the holidays will be behind us. We hope you all had an enjoyable one.

I cannot believe it is time to remind you of the January 13 meeting.

Our Christmas Party was a big success.

A large crowd attended. A special thanks to Santa (Johnnie Skrasek) for making so many youngsters so excited and happy.

Thank you, sisters, for your goodies.

Sister Mary Renfro prepared a great breakfast for over 300 at the Tanglefoot Ballroom dance, Saturday, the 15th. I think they all made a special point to thank Mary. She wants to thank all of you who helped in some way.

Some of the sisters and brothers worked until after 4 a.m.

We also thank Sister Ella Davis for the delicious spaghetti dinner she prepared for 250 on that day. She also extends her thanks for the pastries and help.

Quite a few of our members have the flu and hope they get well, soon.

We extend our congratulations to Alfred and Deana Janca on the arrival of their daughter, Dustie Lynn, 7 lbs., 11 ozs. on December 18th. The proud grandparents are Brother Marvin and Sister Martha Janca.

Brother Joe and Sister Helen Skrasek will be moving into their new home at 2805 Gleneagles Drive in Ennis, Texas.

We wish them a lot of happiness and we will miss them.

Benny and I, along with his sister and husband, George and Justine Valek, made a trip to Olney, Texas to visit their brother, Jerome Pavlicek, at the Seven Oaks Nursing Home; for 81 years .of age he looked great. We then went on to Bomarton to the family plot at the cemetery. We also stopped to visit Sister Orsak in the home of her daughter and husband, Brother Otto and Sister Lillie Ptacek. Sister Orsak is 92 and she was busy preparing dinner from which the aroma went all through the house. She looked great! Keep it up, Sister Orsak! It was good seeing you.

We extend our heartfelt sympathy to the families of Sister Nancy Krupka on the loss of her father and Sister Sally Milan on the loss of her brother - in - law. May they rest in eternal peace.

Fraternally, Howard Leshikar ANTONiN DVORAK Antonin Dvorak (1841-1904) was a Czech composer who is best known for his symphony "From the New World" which he composed while living in the United States.

He and Bedrich Smetana are considered the founders of the Czech national school of music.

Dvorak composed chamber music (compositions played by small groups), choral works, operas, symphonies, and dances.

The main source of his music was the folk music of the Czechs and other Slavic peoples.

Dvorak was born in Nelahozeves, a small village near Prague. He went to Prague to study music at the age of 16. Dvorak became a viola , player in the or-

About the same time he began composing. In 1873 he burned scores of most of the works he had composed because he was not satisfied with them.

In 1873 a performance of the cantata "Hymnus" was the first public performance of a Dvorak work.

This was received with great acclaim. He applied for a grant offered to musicians by the government. The– power of Dvorak's music so impressed the judges, including Johannes Brahms, that they gave him a three year grant.

Brahms became his lifelong friend and used his influence to help get Dvorak's works published.

Sister Andrews was born April 29, 1912, in Ennis, the daughter of Joe and Mary (Bobalik) Trojacek. She married Claude Andrews May 14,'1936. Brother Andrews died November 9, 1970. She was a homemaker, a member of the First Presbyterian Church and a member of Lodge No. 25, SPJST. Sister Andrews is survived by three sisters, Mrs. Mary Kubacak of Dallas, Mrs. A.C. (Stacy) Trojacek and Mrs. Antone (Adell) Cikanek, both of Ennis; three brothers, Charlie J. Trojacek of Ennis, Wesley M. Trojacek of Stockton, California, and Frank Trojacek of Dallas.

by VIC FEAZELL Sobering Tips For Party Hosts The holiday season should be a time of joy and celebration. For too many families, however, it's a time of pain and sorrow because of the death or injury of a loved one in an accident with a drunk driver.

The holiday season, particularly around New Year's, is a particularly dangerous time on the road because of the increase in the number of parties -- parties where alcohol is served.

If you are hosting a party, you are responsible for your guests and their ability to function after drinking alcoholic beverages. Here are a few suggestions for discouraging drunkenness at your party and on the road: *Always serve food with alcohol. Food

retards the flow of alcohol into the bloodstream. *Provide jiggers at the bar so guests can measure their own drinks. This makes them more aware of how much they are drinking and reduces the temptation to pour what they believe to be the "right amount". *Provide non-alcoholic drinks so guests have an alternative. *Don't force drinks on guests. The body can metabolize alcohol at the rate of only about one drink per hour. Guests may accept drinks they don't want rather than appear rude. *Stop serving alcohol well before the party is over. End the party with snacks and non-alcoholic beverages. This gives

guests extra time to "burn off" the alcohol they have consumed. *Promote the "designated driver" concept: one licensed driver in a group of guests refrains from drinking to ensure the entire group's safe trip home. *Offer to drive drunken guests home. If your guest complains that that will leave him or her without his or her car tomorrow, offer to arrange for its return. *Suggest that a drunken guest stay overnight. The life of a friend should outweigh any inconvenience. *Call a taxi or dial-a-ride service. Pay for it yourself as host, if necessary. No one should object to a free ride home. *Take away the keys or use physical force. Such action may sound drastic, and you may find it difficult to do, but remember: your drunken friend is not able to make responsible decisions. It's up to you to take charge. Show you Drinking and driving never mix, particularly during the festive holiday season. Drive carefully during this season. My office prosecutes drunk drivers to the fullest extent of the law, but it's up to you to help us keep drunk drivers off the roads.

Items Of Interest PEACH GROWERS MUST DEAL WITH WEEDS, MOISTURE, THINNING Commercial peach production in Texas offers considerable profit potential if close attention is given to certain management practices.

Excessive weed competition, low soil moisture and overcropping are leading problems that limit peach profits in Texas, says Dr. John Lipe of Fredericksburg, a horticulturist with the Texas Agricultural Extension Service, The Texas A&M University System. A management failure in any one of these areas usually results in smaller fruit size, which always means smaller profits.

Adherence to good management practices of weed control, irrigation and thinning are of critical importance in obtaining maximum fruit size and profits, Lipe says. Serious management failures in any of these three areas are common and not only reduce immediate profits but also reduce future profits by damaging tree health and shortening an orchard's productive life.

Inadequate fruit thinning is probably the most consistent cause of serious profit losses in Texas peach orchards. An unthinned peach tree can set many times more fruit than can be matured with good size and quality. Overcropping can easily cause a one-half-inch loss in fruit diameter, the horticulturist points out.

Peaches must be thinned early in the season to achieve a maximum increase in fruit size and profits. The most practical time to thin is during the fourth, fifth and sixth weeks after bloom when fruit is almost walnut size.

Inadequate water also crucially limits peach size in many Texas orchards. The 1984 drought reduced fruit size by as much as one-half-inch in many unirrigated or inadequately irrigated orchards, notes Lipe. The cost of a good irrigation system could have been paid for several times in 1984 alone. Irrigation can increase profits through larger peaches and by accelerating the growth rate of young trees.

An irrigation system must adequately supply a tree's water needs to make maximum profits possible. A mature peach tree can use more than 50 gallons of water a day in mid-summer, Lipe points out. A profitable irrigation system must be engineered to provide peach water needs, and the water must be distributed to a large portion of the tree's root system. Low volume (drip) irrigation is an efficient means of watering peach trees and is gaining use in Texas.

Another problem that peach growers must deal with is weed competition. Weed competition is a leading cause for failure of young peach orchards and results in major crop-load and fruit-size reductions in mature orchards, says the horticulturist.

Up to 90 percent of a tree's roots are within two feet of the, soil surface, and weeds growing in the root area directly compete with the tree for water and nutrients.

Weeds can be effectively eliminated by mechanical or chemical means, Lipe says.

Mecha'ucal tillage is the most common methcd of weed control, but it also is the most costly, both in direct expenses and soil cbuse. Most tillage equipment is not well suited to control weeds under trees, especially in orchards with drip irrigation

Pre-emergent and post-emergent herbicides do a good job in controlling weeds in peach orchards. The most efficient use of chemical weed control, both to hold herbicide costs down and to minimi,e soil erosion, is to maintain a weed-free strip about the width of the tree canopy under each row of trees, explains Lipe. A mowed sod strip is left in each row middle.

SOIL, SPACING, IRRIGATION CONTROL PECAN FORTUNES While new, fast-growing varieties with high production potential are capturing the Texas pecan industry, production and profits continue to rest with the best soil, optimum spacing and modern irrigation.

The major key to successful pecan production is deep, well drained soil with a high nutrient and water hold capacity, emphasizes Dr. George Ray McEachern, horticulturist with the Texa.s Agriculture Extension Service, The Texas A&M University System. Of the 10,000 acres of pecan trees planted in Texas the last three years, at least 30 percent are on soils that drain poorly and will never produce an economic crop. No management practices can correct poor soil selection.

Potential growers should contact their county Extension agent or Soil Conservation Service to determine the internal drainage of soil on which they intend to plant pecan trees, suggests McEachern.

Two basic soil types support excellent pecan orchards -- alluvial soils adjacent to major rivers and upland, well drained, sandy loam soils. In either case, a mirirnum of 32 inches of topsoil is needed, and four to seven feet of well drained subsoil is essential, notes the horticulturist. This will enable the pecan tree to develop a massive root system that will subsequently result in high yields of top quality pecans in a short period of time.

In their zeal to increase production, growers often plant trees closer than recommended. This causes poor quality nut production and failure to produce.

Wide spacing of trees also reduces disease problems and the number of sprays needed annually. McEachern recommends planting trees on 30-foot centers in western areas of Texas and on 35-foot centers in eastern and southern sections.

As trees begin to crowd in the twelfth to fifteenth year, some will need to be removed to allow adequate space for those remaining. Unfortunately, tree pruning has not been successful in reducing tree size and maintaining yields, notes McEachern.

Another key factor in pecan production is water use. Since 1972, drip irrigation has developed rapidly throughout the state's pecan industry. About 70 percent of the pecan orchards planted in Texas in 1984 have either drip irrigation or microsprinklers.

These new low volume water management systems bring trees into production faster and help maximize irrigation water use, says McEachern.

Also, salt as well as internal drainage problems can be better managed through drip irrigation, and zinc and nitrogen management can be more efficient.

However, weed control is more difficult with drip irrigation, so growers have to use a sophisticated weed management system. Fortunately, new herbicides have been developed that give excellent weed control in pecan orchards, says the horticulturist.

IMITATION CHEESE NUTRITION It may look and even taste like cheese, but these days, only the label will tell you what you're eating.

Under Food and Drug Administration (FDA) regulations, a dairy product which does not meet the relevant standard of identity must be called "imitation", says Texas A&M University Agricultural Extension Service nutritionist Mary K. Sweeten.

But if the product substitutes for and resembles another food and is not "nutritionally inferior" it does not have to be called imitation, she adds.

Some cheeses are labeled as imitation simply because of a change in ingredients from real cheese. For example, some grated Italian style cheeses which contain added whey fall into this category.

Another class of "imitation" cheese is the non-dairy product made, from vegetable oils, sugars, a protein source such as sodium caseinate and other ingredients.

Some of these products, like imitation cream cheese, are not nutritionally equivalent to the products they imitate, says Sweeten. They must be labeled imitation, may be marked "non-dairy product" and may bear a nutrition label.

An "imitation" label also appears on a popular and economical category of substitute cheeses which have been fortified to contain the same amounts of protein and the 19 other ingredients for which U.S. Recommended Daily Allowances have been established, says the nutritionist.

The nutrition labels on these products indicate that they are equal to or better than natural cheese in providing protein, vitamin A, riboflavin and calcium. These products may be equivalent in fat content to natural cheese.

For consumers, the labels on packages of imitation cheese can be confusing, Sweeten maintains. The FDA requires full ingredient listing but nutrition labeling is not normally required.

Shoppers may have even more difficulty identifying imitation cheese in processed foods, she says, since the processor does not always have to state on the label that imitation cheese is being used.

For example, if a pizza is called "cheese" pizza and the processor uses imitation cheese, the word "imitation" must be stated on the label. When a pizza is called "mushroom pizza", that means mushrooms are the primary topping ingredient and any cheese used is secondary, so the imitation label does not have to appear.

When the cheese is genuine, the word "cheese" will appear in the ingredient listing, Sweeten says. But the only way a consumer can identify incitation cheese in many processed foods is to look for sodium caseinate and vegetable oil, its two primary ingredients, on the ingredients listing. ***

1985 FARM PROSPECTS 'MIXED' Many factors will affect the Texas farm economy in 1985, making farm prospects somewhat "mixed"; say two agricultural economists with the Texas Agricultural Extension Service, Texas A&M University System.

The state's agricultural economy will be heavily influenced by U.S. economic policies that affect government revenues and spending, business conditions, level of interest rates, trade policies and exports, weather, farm policy and abundant crop supplies. If moisture conditions remain favorable, the livestock sector may fare slightly better than most crop producers, predict Dr. Carl G. Anderson and Dr.

Mechel Paggi, Extension economists.

"On balance, the year ahead may register little change in farm income over the depressed conditions of recent years," they add.

Farming and ranching business costs may increase moderately, assuming inflation remains at current to slightly higher rates.

The enormous government deficit is the major culprit keeping interest rates high, and these high rates are causing, serious financial setbacks to agriculture. They not only increase the cost of doing business, but high rates also strengthen the dollar which discourages exports, encourages imports and stimulates efforts to increase foreign production, the economists explaM. Livestock prices may rise slightly since the cattle inventory is fairly low, they emphasize. Favorable feed-price relationships are expected to encourage pork and poultry production. Large supplies will probably dampen any sustained price recovery for most crops.

Additionally, fairly strong farm program incentives to remove acreages from cotton and rice production may discourage excess production and maintain fairly stable supplies for those commodities.

In 1985, retail food price rises are expected to be small due to ample supplies of crops and livestock products.

Marketing services associated with moving food from the farm to the supermarket are expected to account for most of the price increase, Anderson and Paggi say.

Outlook for U.S. agricultural exports continues to be dominated by world economic and political forces. Overall, the current global supply and demand picture is not likely to bring U.S. agricultural exports back to 1980-81 levels. A modest increase in U.S. export volume may result from somewhat lower prices. Major factors influencing agricultural exports are the value of the U.S. dollar relative to other currencies, debt problems of the world's less developed and • developing economies, the global economy and handling of sensitive trade policy issues here and abroad.

Any improvement in demand for U.S. agricultural exports also is dependent on general economic recovery worldwide, and the way that countries handle increasing pressure to institute protectionist policies, contend Anderson and Paggi.

"Levels of interest rates and exports will have major roles in determining the final outcome," the economists say.

They suggest that agricultural management strategies favor wise use of capital and sharp marketing skills.

"The real key to successful farming and ranching businesses is to place available funds where they return the most and to rely on marketing skills to take advantage of favorable price swings," they say.

As fate of farmers and ranchers becomes more influenced by global and national economic and political events beyond their control, producers should develop a financial risk management strategy. This strategy should rely on proven production practices and yearround marketing plans that include using quality planting seed, the appropriate amount of fertilizer, herbicides and pesticides, as well as minimum tillage.

In addition, operators should try to gain a favorable price for their commodities by watching markets and knowing market forces that cause prices to move up and down during the year. Producers can lock in an appropriate price by using forward contracts, hedging in the futures market, and commodity options to avoid potential adverse price drops, say Anderson and Paggi. ***

Continuation Of XXIVth Convention Proceedings SECRETARY-TREASURER'S PRECONVENTION REPORT TO: XXIV CONVENTION DELEGATES AND SPJST MEMBERSHIP Dear Delegates and Members:.

As provided in our by-laws, I submit to you for your consideration my fourth preconvention report. This report covers four very busy and eventful years filled with new challenges and progressive improvements. The Home Office has been the scene of numerous changes that have modernized our operations and procedures and significantly increased our efficiency.

So much has happened that one can only hope to report on a few of the highlights.

TEAMWORK AND COOPERATION. The past four years have indeed been banner years for the SPJST. We fully realize that the credit for our accomplishments and splendid progress must be shared by many dedicated individuals at all levels who have each in their special way generously given of their time and talents.

Each of you have helped to make the SPJST excitingly different from other business organizations. Your fraternal concern for others has helped to make your communities better places in which to live.

We take great pride in the teamwork and cooperation that has made the SPJST a successful leader among fraternal benefit societies.

The privilege of using our real estate loan department is restricted to those who have held membership in the SPJST for a minimum of one year. It is considered a benefit of membership and indeed it is.

Since its organization. the SIIST real estate loan department has helped over ten thousand individuals finance property purchases and improvements. It is our desire to continue this vital service. At year end. we had over S23.2 milhon invested in 1.063 real estate mortgages. Complete computerization of the department was completed last year.

Let us just say that every attempt is made to keep the Societ y safe, secure insured and out of court; to handle all matters fairly and impartially; to keep it in compliance and up-to-date with state and federal agencies and their regulations; to have various reports filed timely; records in order; and to handle the various general business affairs of the Society in a courteous, prompt and efficient manner.

CLAIMS AND POLICY SERVICE During the period covered by this report, death has claimed 1.669 of our members. We have paid to their beneficiaries over $2.7 million. We continue to give top priority to payment of death claims in our work scheduling.

When a family suffers the loss of a loved one, we strive to provide prompt. efficient handling of their claim.

In the area of policy servicing, we handled 477 matured endowments near $0.6 million: near $0.7 million in certificate surrenders: and certificate loans increased by over 36%.

THE COMPUTER AGE. Entering the computer age is much easier said than done. Everyone told us that a computer conversion is no fun. What an understatement! There were several different occasions when the three of us on the EDP Committee (Bernie, Jerry and myself) could not see the light at the end of the tunnel. However, things did get better and as the first year progressed, eventually teamwork, cooperation and a truly super dedicated staff prevailed.

The Home Office now has a modern efficient, state of the art system that should meet our needs well into the next decade.

The fruits of our labors are many. We have increased efficienc y and productivity and have been able to handle additional work load without hiring any additional employees. We have up-to-date data and information which allow, us to better manage the Society. We have found it possible to add new products such as the Annuity Program now being marketed.

Our facility has become somewhat of a model. A number of sizeable insurance organizations have requested demonstrations of our systems and procedures, and at least two are implementing it.

Our work is by no means complete.

There arc still areas of our operation that have not been computerized. No sooner is one project completed and another is begun. The basic s y stems are totally functional, but it will take another 2 to '3 years to complete subsidiary systems.

MISCELLANEOUS. Seeing the need for setting goals and objectives, defining problems and offering possible solutions. the Supreme Lodge in October of 1981 set up a Corporate Planning Committee.

Serving on this committee was an interesting experience. The committee conducted considerable research and periodically reported to the Supreme Lodge its findings and recommendations many of which were subsequently adopted.

The Texas State Board of Insurance recently completed an examination of the records and affairs of the Society covering the three year period from January 1, 1980 to January 1, 1983. We are pleased to report that in spite of the comprehensive nature of the 5-month examination, the examiner's final report requested further information on only 6 relatively minor items all of which to our knowledge have been satisfactorily answered. As provided in our by-laws, copies of the report are available to lodges and members on request.

IN CONCLUSION. The entire insurance industry is in the midst of a period of rapid change. Some of it will affect fraternal benefit societies and management will need to respond appropriately. The SPJST is financially sound and well positioned to meet tomorrow's challenges. We have a viable lodge system, sound traditions and corps of enthusiastic and dedicated '''members. We have good fraternal programs for adults and for our children through our well organized youth clubs. We have experienced great success and confirmed growth and progress and have the resources and financial stability for even greater growth in the areas of financial and fraternal service. I feel confident that the SPJST has never been sounder and healthier than it is now, and that we are in an enviable position compared to many fraternal societies.

It is important that we continue to

support fraternal programs on the state and local level and continue to display concern for others. Although we do not wish to dwell in the past, we should continue to honor and respect those senior members who have contributed much to the Society. Last but not least, we are proud of our rich heritage, which we display by preserving Czech cultural artifacts in our museum and by supporting efforts to preserve the Czech language.

At this time I thank each of you for uncounted instances of your kindness to me during my 25 years in the Home Office and as a Supreme Lodge officer the past 15 of those years. It has been a great pleasure to work in cooperation with the other Supreme Lodge officers and district directors who compose our team here in the Supreme Lodge. Gratitude is also expressed to each of the devoted and talented employees in the SecretaryTreasurer's Department, Irma Klinkovsky, Ann Paruzinski, Magdalen White, Lanita Anglin and especially to my assistant, Dorothy Tomasek.

With my thanks, I offer you my assurance that I will continue to give my job the best of my abilities and to always represent you in a fraternal and professional manner. PRE-CONVENTION REPORT OF THE FINANCIAL SECRETARY To the members of the SPJST and Delegates to the XXIV Convention: Pursuant to Articles 3(d) and 33(b) 6 of our 1980 By-Laws. I wish to submit this report for your consideration.

Many changes in the SPJST have taken place since our last convention in San Antonio. These changes have helped our Society to function as a modern insurance company: however, remain within the guidelines of the Texas Insurance Code as a Fraternal Benefit Societ y . We also feel that the SPJST ha's established itself as a leader among other fraternal benefit societies. Much credit must be given to our local units. We would not be able to operate without these groups of people.

We realize that much success through hard work has been accomplished within the state.

This is my second report this year so I will only give you a. brief summary on various items in my department. My monthly reports appeared in the Vestnik and it would serve no purpose to restate a large volume of figures. Also, my 1983 annual report will appear in the Vestnik prior to the convention. I feel that this report should be geared more to the future and not the past.

Financial Statement: Our assets have increased approximately • 7 million dollars within the past four years.

This is a 25% increase. Of course, our liabilities have also increased approximately 41/2 million dollars. The difference between the assets and liabilities gives us the unassigned funds. These unassigned funds now amount to 9 million dollars.

Our net gain from operations after refund to members have ranged from $300,000.00 to over $1,000,000.00. Also, our earnings from investments have also continued to grow. This enabled us to continue to pay the 8% refund to lodges. We also increased the premium refund from 2% to 3% in 1982. Programs which also continued with great success are youth activities and our new scholarship program. In reviewing all the above amounts, we must remember that SPJST was founded as an insurance company. No money could be invested if our sales representatives would not have produced. Each section, whether it be the youth section or financial section, need each other and must work as .a team.

Insurance should be our number one priority.

We see that some of the positions of lodges would change if they were ranked by amount of insurance in force instead of certificates. Some of these lodges need to review these statistics so that the sales representative could secure additional insurance on our present membership.

Inflation has taken its toll on the $1,000.00 certificate. (You can't even be buried for less than $2,000.00).

Premium Refund Program:

This program continues to increase our persistency and with all indications will continue. As this report is being written, my department does plan to add the addresses on all future refund checks. This project should be complete within one month. This will save our secretaries and financial secretaries valuable time. Please make every effort to keep your address up to date. As I mentioned earlier, the percentage of refund was increased from 2% to 3%. I have also submitted a recommendation to the By-Law Committee to enable an individual to add paid-up insurance to his present certificate in lieu of the premium refund. The amount would be such that can be purchased by the cash amount of the refund at the attained age and for the class of risk for which the original certificate was issued. These additional amounts would be carried and accounted for on the certificate records of the original certificate as a trailer record for the additional amount of paid-up insurance. A special request from each certificateholder would have to be received requesting this option. We could not offer this option prior to our being automated.

Local Financial Secretaries: I have received outstanding cooperation from all local financial secretaries throughout the state. A completely new billing system was implemented during this four year period. I appreciate what you have done and extend a special thank you for a job well done. All April premiums must be paid by May 25, 1984; otherwise, these lodges will be reported to the Credentials Committee as delinquent.

There will also be a recommendation from the By-Laws Committee that will give an option to any lodge to choose between group bill to direct bill. I wish to state that if this by-law is passed, I will be willing to work with each lodge, whether it be group or direct. If local lodges elect to use regular monthly billing directly from the Supreme Lodge to the member, the 8% refund possibly would have to be adjusted because of the additional workload at the Home Office. Either system, group or direct bill, has its merits and whatever the desires of a specific lodge may be, I feel we can render them outstanding service.

Computer: A majority of our manual records have now been automated. Much hard work and extra time was contributed to this project by everyone involved. I must thank all Home Office employees for their excellent participation in making this conversion a success. We will continue to add various programs to our system in years to come.

All of my detailed work would not have been possible without talented employees.

I express my gratitude to Dorothy Stuchly, Debbie Dohnalik and to my assistant, Linda Johnson. I must not forget the Supreme Lodge Officers and Directors. I certainly appreciate the fine cooperation displayed by all.

In conclusion, I'd like to tell you that I find much pride in representing the SPJST. Our children, Donna and Wade, are both active in Temple High School activities and our youngest son, Chad, is active in elementary school projects and sports. My wife, Betty, and I and our children try our best to represent you well.

ATTORNEY'S PRE-CONVENTION REPORT TO THE XXIV CONVENTION Dear Delegates and Members: I respectfully submit a short resume of legal services rendered to the Society, Local Lodges, members, borrowers from the Supreme Lodge and all parties dealing with the Supreme Lodge, for the period beginning with January 1, 1981.

We all sincerely regret the passing of our late legal advisor, Reuben B. Lesikar, in October of 1981. He was a true fraternalist and an outstanding attorney and individual.

Since January 1, 1981 up to and including December 31, 1983, our office closed 182 loans for a total of $7,647,638.

In the first quarter of this year we closed 26 loans in the amount of $1,200,676.

The legal advisor's office must examine all abstracts submitted to the Supreme Lodge by borrowers. Most abstracts are lengthy and require a great amount of patient time. Every loan, whether it be abstract or title policy, requires much attention, correspondence and time. If title is acceptable, the legal advisor must then prepare all loan instruments and handle the closing of the loan.

The litigation is often novel and demanding. With over 56,000 certificates in force, over 163 million insurance in force, over 34 million in assets of which over 23 million is secured by first liens on real estate, it can be expected that the form and variety of litigation and litigation related matters is varied and demanding.

The federal government is becoming very active in litigation. Two federal matters directly affected SPJST interest — one of these was a matter that arose out of the Federal District Court for the Eastern District of California and another concerned federal tax liens. Both of these matters were satisfactorily resolved.

Another area of federally related activity is in the United States Bankruptcy Courts, We represented SPJST in five bankruptcy matters that ranged from the Western District of Texas, Northern District of Texas, Western District of . Oklahoma, to the Southern District of Texas.

The small number of actual foreclosures is a tribute to the high quality of mortgage loans held by SPJST. Out of eight notes called due, it was only necessary to actually foreclose on two loans, and both of these loans had unusual fact situations.

We also represented SPJST in a number of tax suits and an interpleader action, all of which have been satisfactorily resolved.

We put forth our best efforts to settle disputed matters on a reasonable basis so that the Society would not be involved in needless litigation. It frequently takes more time and effort to work out a settlement that it would take to litigate a matter but it is felt that it is in the best interest of the Society to try to settle disputed matters where this can be done fairly to all concerned.

I have consulted with the officers and directors of the Supreme Lodge on a daily basis and I have given written opinions regarding a multitude of legal questions ranging from interpretation of by-laws, State and Federal laws to State and Federal rules and regulations. I have also consulted with, reviewed rules and regulations, advised and frequently given written opinions to local lodges on fraternal insurance related matters and have tried to answer all inquiries from our members.

The attorney also gives written or verbal opinions and directives on our life insurance contracts, beneficiary designations, and payment of certificate proceeds, and he also prepares or approves documents in the sale of mineral and/or royalty reservations, subordination agreements relative to oil, gas and mineral leases, eminent domain proceedings, easements and partial releases, real estate loans and many other contracts.

I have attended all quarterly and special meetings of the Supreme Lodge and officers' meetings; participated in workshops for the local lodge officers; met with the by-law committee and also attended meetings of other standing committees when requested.

Since the SPJST is a fraternal life insurance society, its foundation is the insurance, membership, benefits, and lodge system. Without any one of these it cannot function as a fraternal and benevolent society. As a fraternal organization, it enjoys a number of special privileges and we must all be zealous to preserve and protect these privileges. The SPJST is able to provide or assist its

10/VESTNiK—Wednesday, January 2, 1985 members in providing many benefits such as the lodges, the district meetings, the youth programs, educational scholarships, rest homes and many other charitable benefits because of its special position in the law.

The SPJST has made substantial strides since January 1, 1981, and the officers' and directors' reports show a continued, healthy growth of the Society. The Society recently started offering annuities and this offers many benefits for the Society and its members. Its assets are now in excess of 34 million dollars. Because of its growth and its financial position, the Supreme Lodge is required to make decisions on increasingly complex questions.

The attorney's work has increased in the past four years as well as it has increased at a steady pace over the last many years. The Legislature and Congress continue to pass legislation which affects fraternals and court decisions which also affect fraternals.

Furthermore the government rules and regulations affecting the Society are requiring an ever increasing amount of time on the part of the attorney. Such things as inflation and interest rates directly affect SPJST. The Legislature has recently completed a legislative session and already proposed legislative amendments are being considered for the next session of the Legislature. Legislation is regularly being proposed in the United States Congress that affects fraternals. We are in a period of rapid change and the attorne y must keep current with the new developments and must try to stay ahead of what is developing.

During most of this period I have had an associate attorney and now I am able to call upon other attorneys on a priorit y basis and I have a legal assistant and legal secretary and various part-time help, all of whose salary and overhead is paid for by the attorney. These parties have greatly assisted me in doing the necessary work and I thank them for such assistance. At all times I provide one legal assistant or one legal secretary who devotes all of her time to SPJST work. Though I frequently call on technically qualified people for assistance, I remain solely responsible for all of the work that is done.

The most difficult and expensive part of the attorney's work and responsibility is that the attorney must handle and maintain a capability to immediately handle a variety of matters involving time urgency and deadlines. The attorney must have the personnel, library, equipment and technical ability to promptly handle the most demanding situations that do arise. On the same day and on a priority basis, we may have to prepare and transmit bankruptcy motions and work out technical questions and turn out two sets of time-deadlined loan instruments. The next da y the work may be routine. The workload fluctuates greatl y . The legal advisor does not have a fort y hour week.

He devotes the time that it takes to get the job done and our office devotes preferred time and service to our Society For many years over one-half of the attorne y 's compensation has been received from work that has been done in connection with real estate loans. The members who obtain these loans pay for the expenses involved. The loan closings fluctuate greatly. We had a moratorium imposed on loans and when the interest rates fluctuate wildly, it has a great affect on the number of loans that are closed.

Even though there are fluctuations in a short period of time, the trend for real estate loans continues upward and such loans have proved to be good investments for the Society and good for its members.

At the end of 1974 there were approximately 16 million in real estate loans and this had increased at the end of 1983 to approximately 23 million.

We all need to give thanks for our lodge system and for the representative system for selecting lodge officers, committees and delegates to the convention and for our system to enact by-law and other changes.

It is a good system that has stood the test of time. This has been a busy time and one that had many interesting changes and challenges.

Many by-law and other changes are being proposed by the by-law and other committees. We are fortunate in that we have dedicated and highly qualified members who devote the time and effort to get fully informed of the facts and who serve on these committees and deliberate on matters that affect the Society. One of the reasons the Society has remained strong and vibrant is the critical review that is made of all aspects ,of, the operation every

four years and I know that you as delegates will study the proposals carefully and act in the best interest of SPJST. I am optimistic about the future of the SPJST. It is a viable and dynamic Society that responds to its members and I wish the XXIVth convention much success.

PRE-CONVENTION REPORT OF DIRECTORS Acting in accordance with the by-laws, the directors are pleased to submit for your perusal our joint pre-convention report to the membership of our Society and to the delegates who will attend the XXIV Convention in Corpus Christi, Texas June 18, 19, and 20, 1984.

The delegated authority and responsibility given to the board of directors is of paramount importance to the continued growth of our society. Like the board of any non-profit corporation, our guidance under the by-laws requires that we be fully aware that our organization must have continued success in all phases of our operation. The value of good directol-s is based upon their sound and good judgment.

As you know, the duties of a director are varied and demanding. We feel the successful management of our Society for the past four years is due to the leadership of the directors, officers, and their conscientious employees. This has helped us carry out our obligation to the membership in an efficient manner.

Our relationship with the officers and Home Office staff has always been on a professional and supportive basis.

We are also pleased to report the publisher of the Vestnik has carried out his responsibilities as stipulated in the contract entered into with the Supreme Lodge.

One of our recommendations at the last convention was to streamline our accounting system. The delegates approved the implementation of a computer system at the Home Office. We are pleased to report that the system has been installed and has been proven successful. Vast improvement is evident in all departments. Time and experience has shown us that the streamlining of other areas of our operation is essential to the future growth of our Society.

Our leadership in the fraternal benefit system which includes over one hundred twenty fraternal societies such as ours is commendable. We are proud to note our fellow societies have recognized our efforts and participation as part of the entire fraternal system.

Our continued progress is evidenced by the many programs that have been instituted for the benefit of the members: the successful annuity program, the SPJST College Scholarship Program, the Child Abuse and Neglect project, the substantial increase in our refund to members, and our continued 8% premium refund to local lodges.

New changes in progress include the adoption of the 1980 CSO tables which will lower the rates of newly-instituted plans of insurance.

We as your directors appreciate the cooperation and support of the local lodges, the districts, and the entire membership. We feel privileged to be a part of a progressive organization like the SPJST. As a board, we wish the delegates a successful and harmonious convention.

PENSION PLAN: The Finance Committee shall meet biennieally to review and recommend changes to the Supreme Lodge in the SPJST Employee Retirement Pension Plan and/or any other necessary business. October 1, 1983, the Finance Committee met at the Supreme Lodge for the purpose to: 1.

Consider the required changes to the SPJST Retirement plan to bring it in compliance with the Tax Equity and Fiscal Responsibility Act of 1982.2. To consider submitting the plan to- the Internal Revenue Service for a determination ruling; and 3. To consider certain recommendations for the SPJST actuary. The Pension plan is now in accordance and compliance with the amendments of (TEFRA) and the IRS regulations.

REST HOMES: A. Authorize the purchase of a new Van or Vans when needed for the Homes when the old Vans can no longer be of service.

B. $2,500.00 per year, per rest home to be placed in the Charity Fund to be used by the Rest Home Residents.

OTHER RECOMMENDATIONS: 1. Officers, Directors, Members on standing committees, Editor and other members using a personal car for the use of Society work and are authorized personnel to travel for the Society, be paid 35C per mile.

2. Officers, Directors, Members of standing committees, Editor and other authorized personnel doing work for the Society be paid the actual cost of meals, not to exceed $20.00 per day, plus lodging expenses.

3. Refunds premiums from the Supreme Lodge to local lodges be no less than 8% and increased by any amount found feasible after a review of the annual statement by the Supreme Lodge and consultation with the Society actuary.

4. Hardship cases are to be submitted to the Finance Committee before May 10th and will be reviewed before the convention, at this time the amount will be set.

5. Pay the Publication Committee for meetings prior to this convention. Meeting dates were 9-25-82 and 3-26-83.

6. Officers, directors, editor, members of standing committees or any other members elected or appointed doing authorized work, conventions included, for the Society, having more than one position, the higher per diem pay will govern.

7. All Supreme Lodge Officers, Retired Officers, members of a standing committee and candidates who are not delegates shall attend their District Caucus meeting, and shall have the right to deliberate. Retired Officers, members of a standing committee and candidates may be elected to a committee, but will not have the right to vote.

ATTORNEY SALARY: After due consideration the Committee voted to recommend that the salary of the Attorney: 1985 $36,800.00 1986 $38,240.00 1987 $39,680.00 1988 $41,120.00 Per Diem: $25.00 per hour, not exceed $100.00 per day, when attending to the affairs of the Society, that require the Attorney to be out of his office or out of the Supreme Lodge office, other than matters involving litigation, plus mileage of 35S per mile, lodging, and actual cost of meals not to exceed $20.00 per day.

LITIGATION: The fee for preparation and handling of a threatened or filed law suit, shall be a minimum fee as charged by practicing attorneys in whatever county the suit may be held and to be reviewed and approved by the Supreme Lodge.

The inclusion of an amount in the Editor's salary intended for him to pay for clerical help creates a problem in that such individual is not included in Workmen's Compensation coverage. This creates a potential liability for the Society. Any salary paid for clerical help should be paid by the Society directly to the employee.

DISTRICT YOUTH COUNSELOR Per Diem $85.00 per day, and all assistants as outlined by the by-laws, $45.00 per day, mileage 35C per mile, lodging, and actual cost of meals, not to exceed $20.00 per day while on duty. Any other reimbursements will be recommended to and approved by the Supreme Lodge.

Authorize the Supreme Lodge SPJST to provide quarterly reimbursements of 50 per youth member to the local youth clubs.

The annual net gain from the investment of $450,000.00 be replaced by an annual allocation of $38,000.00 and that this amount be used exclusively for the youth. All funds are to be accounted for and audited by ' the district audit committee. Any unused revenue is to be placed in the District Youth Fund.

Authorize the Supreme Lodge to contribute to the District, 35C per year for every insured member who has attained the age of 16 years, but not less than 8500.00 annually. This amount must be used for the benefit of the Youth.

STANDING COMMITTEES: Additional $10.00 per diem for Chairperson & Secretary of standing committees and Vice-Chairperson when acting in place of Chairperson. EFFECTIVE IMMEDIATELY. Per diem for all standing committees be increased by $5.00 each year effective 1-1-86, then 1-1-87, 1-1-88.

The Standing Committees that met on June 17th, 1984, in Corpus Christi shall be paid per diem, lodging for one night, and meals as outlined by the last convention.

These committees are: By-Laws, Finance, Insurance and Publication Committees.

The Credentials Committee also will be paid.

EDUCATION: DONATIONS TO EDUCATION INSTITUTIONS: The allocations to institutions teaching the Czech language, with or without credit, could best be handled by a lump sum allocation, and give the authority to disburse and administer the funds to the Supreme Lodge, the sum being $8,000.00 per year.

These educational donations apply to Texas Educational Institutions only.

The American Sokol Organization, Southern District sum being $1,500.00 per year. This sum to be separate from the $8,000.00 per year to the Educational Institutions. This money cannot be spent for legal services or litigation.

PENSION PLAN: The Finance Committee shall meet biennially to review and recommend changes to the Supreme Lodge in the SPJST Employee Retirement Pension Plan and/or any other necessary business. On October 1, 1983, the Finance Committee met at the Supreme Lodge for the purpose to: 1. Consider the required changes to the SPJST Retirement plan to bring it in compliance with the Tax Equity and Fiscal Responsibility Act of 1982. 2. To consider submitting the plan to the Internal Revenue Service for a determination ruling; and 3. To consider certain recom: mendations for the SPJST actuary. The Pension plan is now in accordance and compliance with the amendments of (TEFRA) and the IRS regulations.

REST HOMES: A. Authorize the purchase of a new Van or new vehicle when needed for the Homes when the old Vans can no longer be of service.

B. $2,500.00 per year, per rest home to be placed in the Charity Fund to be used by the Rest Home Residents.

OTHER RECOMMENDATIONS: 1. Officers, Directors, Members on standing committees, Editor and other members using a personal car for the use of Society work and are authorized personnel to travel for the Society, be paid 35C per mile.

2. Officers, Directors, Members of standing committees, Editor and other authorized personnel doing work for the Society be paid the actual cost of meals, not to exceed $20.00 per day, plus lodging expenses.

3. Refunds premiums from the Supreme Lodge to Local Lodges be 8% and adjusted by any amount found feasible after a review of the annual statement by the Supreme Lodge and consultation with the Society actuary. No Action. Referred to By-Law Committee.

4. Hardship cases are to be submitted to the Finance Committee before May 10th and will be reviewed before the convention, at this time the amount will be set.

5. Pay the Publication Committee for meetings prior to this convention. Meeting dates were 9-25-82 and 3-26-83.

6. All Supreme Lodge Officers, retired Officers, members of a standing committee and candidates who are not delegates may attend their District Caucus meeting, and shall have the right to deliberate. Retired Officers, members of a standing committee and candidates may be elected to a committee, but will not have the right to vote.

EFFECTIVE IMMEDIATELY. 7. A proposal to the Committee to give Bro. Nick Morris $2,000.00 for the work he has done on the SPJST History was not accepted. The Finance Committee requests the Board of Directors of the Supreme Lodge puchase a suitable plaque to be given Nick Morris for the work he has done on the SPJST History. The delegates of the convention voted to award Bro. Morris the plaque as recommended by the Finance Committee in lieu of the $2,000.00 8. A letter from Bro. Louis Hanus to donate to several SPJST entertaining groups was not accepted by the Committee. The Committee feels this is a wide area to cover and where would the donations stop? The delegates also felt that we are fraternal and those wishing to participate in these entertainment groups feel it an honor and a privilege to do so, and no pay is necessary.

9. That the Convention authorize a subsidy to be determined by the Supreme Lodge for the publication of the SPJST History in an amount that would reduce the price of the book to a reasonable figure.

10. The Finance Committee recommends that this convention authorizes the Rest Home Directors and the Supreme Lodge to make a feasibility study to determine if there is a need for a rest or retirement home. The results of this study to be reported at the next convention.

The names of 23 members were submitted in writing to the Finance Committee signed by the President and Secretary of each lodge. These names were reviewed by the committee and we recommend $100.00 assistance to each member.

Arnold M. Vrla Rita J. Vanek Secretary Chairman PRE-CONVENTION REPORT OF THE INSURANCE COMMITTEE March 9, 1984 A. The Insurance Committee made the following recommendations to the ByLaws Committee.

1. Membership (page 3) delete "enjoy good health" replace with "are insurable"; also delete "who are capable of earning a living in a respectable manner" 2. Article 3(b) delete "through the medium of lodges" and delete "established by the convention" and replace with "that are in effect" 3. Article 4 (a) 2. replace with "For each additional 100 members, one additional delegate if the lodge achieves its insurance goal; if goal is not reached, for each additional 150 members, one additional delegate. Note: A lodge meets its insurance goal when it achieves a 15% increase of net premium income for the year of the convention and the two years following the convention (excluding annuities) 4. Article 10 (b) delete "former presidents and all former vice-presidents" and replace with "retired officers" 5. Article 23 delete "two (2) times" and replace with "as requested by the vicepresident."

6. Article 33 (b) After word increase add "or decrease" 7. Article 38 (d) delete "non-medical" and replace with "insurance" and (f) replace "at least once a year" with "as he deems necessary". Sub-paragraph (g) replace "progess" with "progress" and (i) place an "s" after manager.

8. Article 52 replace "by-laws" with "Rules and Regulations."

9. Delete in entirety the following articles: 75, 76, 77, 78, 79, 80, 81, 82, 83, 84, 85, 86, 88, 89, 90 and 91.

10. Article 87 (d) delete.

B. The Insurance Committee made the following recommendations to be presented to the Supreme Lodge, SPJST. 1. Sales Representative contracts and job descriptions. Have a job description and signed contract on each active SPJST sales representative. The contract should establish minimum goals that the sales representative must maintain to remain active.

2. 1980 CSO Table - Convert the SPJST insurance plans to the 1980 CSO Table allowing, for lower premiums. Also to reduce the number of plans of insurance that we currently offer.

3. Annuity Program - Only sales representatives who attend special training in annuities be allowed to sell them.

The Publication Committee met once in 1980, twice in 1981, twice in 1982, once in 1983 and once in 1984.

The Publication Committee elected their officers for the 1981 through 198 years and they are: Chairman, Ed Mazanec, (Dist. 3); Vice Chairperson, Angeline Kristinek, (Dist. 4); Secretary, Melvin Skrabanek, (Dist. 1); The other committee members are: Ruby Bolton, (Dist. 2); Tommy Lostak, (Dist. 5); Sophie Dybala, (Dist. 6) and Emil E. Matula, (Dist. 7).

During the past four years. the Publication Committee received several letters with objectionable material and several letters complimenting the Vestnik, The committee acted on all letters.

The committee discussed the space needed by the sales department in the tabloid. The committee voted that the sales department have access to the entire back page which will amount to twice the present amount.

Chairman Mazanec reported that he and Editor Rudy Sefcik met with the Supreme Lodge officers and that Larry Ingram was the low bidder for the Vestnik contract from January 1981 through December 31, 1984, Editor Sefcik discussed with the committee that the present type used in printing the Vestnik should he larger and the committee voted that the tabloid be printed in a 10 point type instead of a 9 point type throughout the Vest nik.

August 10, 1982. Chairman Ed Mazanec wrote a letter to the Supreme Lodge resigning from the Publication Committee due to the illness of his if Agnes. The position is now being filled by Angeline Kristinek who was vice-chairperson.

In the meeting September 25, 1982, the first order of business was to elect a vice chairman of the committee. Tommy Lostak moved, seconded b y Rub y Bolton that Emil Matula be elected as vice chairman. The motion was passed, unanimously.

The Publication Committee feels that the editor is doing a good job and is cooperating with the Publication Committee and Supreme Lodge officers satisfactorily.

It is my honor to be here today to report on the SPJST Rest llomes.

First let me introduce the Board of Directors whose devotion and service to the rest homes over the years have made possible the kind of service in nursing home care of which all members of our Society can be proud. Directors, would you please rise when your name is called so that those who are serving as delegates for the first time will know you. From District I we have our Secretar y of Board. Brother Melvin Skrabanek. From District III we have our Vice-Chairman, Brother Sid Pokladnik. From District IV our director is Brother Emil Havlak, and from District V our director is Brother Herbert Nowotny.

From District VI we have our Treasurer, Brother Erwin Holy. From District VII our director is Brother Eugene Hrncir. I represent District II and serve as Chairman. Would you give them a big hand for their hard work. Thank you.

I would also like to introduce our two Rest Home Administrators. Mrs. Frances Schwenker, administrator of the Taylor home and her husband, Stanley, are with us today. Mrs. Schwenker has been with the home for over ten years. The administrator of our -Needville Home is Mr. Harvey Marx. Mr. and Mrs. Marx are here also.

We are proud of both our administrators and are happy to have them and their families with us today. Would you give them a big hand. Thank you.

Second, I , would; like to give some, back-

ground on our facilities. The Rest Home in Taylor was built in 1957 and thet,Needville Home in 1970. We have a total of 130 beds, 72 in Taylor and 58 in Needville.

Each home has been filled to capacity since its opening.

Third, to keep our rest homes operating at top capacity, we have completed new laundry facIlities at the home and are in the process of completing a new laundry facilities for Needville. These improvements were necessary to upgrade our laundry services to our guests.

Also, two weeks ago we signed contracts to begin installation of two complete electrical systems one in each home.

These generators will give us protection against any electrical blackout that may occur regardless of the causes. We feel that it will also,ive our guests peace of mind.

Financially we are in excellent shape.

Our assets as of last year were over 1 million dollars. Currently our debt is about $200,000. We are on time in all interest and principal payments.

As you can see we have a large operating budget and to make sure that we are in control of our expenses, we have a Certified Public Accountant who directs us to those areas of the budget that need to be watched more closely. Our operations require a tremendous supply of labor, and as you know this is expensive. Last year we spent over S871.000 for labor. However we think that our homes are well worth the expense. We provide service 24 hours a day. seven da ys a week. 365 days a year.

In fact, the quality of our service to our guests has been recognized b y the inspectors for the State of Texas who haN e repeatedl y awarded our homes t he Superior Rating. We feel that we operate the best rest home in the State of Texas.

We know that our administrators and our employees strive to create the best conditions possible for our guests In many wa y s the y go above and be y ond any requirements to deliver the excellent services we offer, When you compare the SPJST Rest Homes with others. we think you will come to the same conclusion, To the delegates, thanks for the vehicles y ou authorized.

Summing up. the last four years have been spent meeting new challenges, keeping a firm hold on the budget while at the same time providing the best care at reasonable rates. Thank you, Mr. Chairman.

CYRILL POKLADNIK'S LETTER ON FRATERNALISM In this convention week, we have gathered together once again under the canopy of fraternalism. In our society, as in the realm of, life itself, we call upon each other as brothers and sisters. And as brothers and sisters, we have our conflicts and our mutual victories. This is what makes us a family.

Without a doubt, our insurance and financial picture is abundant and prosperous. We know how to sell insurance and we know sound investments. This is our bread and butter and maintains our system adequately. But, as people and most especially, as family, our heart and home is in fraternalism.

Practicing fraternal behavior cannot be taught in seminars or sales banquets. This is not a technical skill you,pick up at a Weekend 'conference. You Make a

commitment and live as a fraternal person.

This is what separates us from the traditional business community.

The privilege of calling each other brother and sister cannot be taken for granted in a world that seeks to dehumanize individuals. We must always strive for a special relationship with each other, that out distances the selfish aspects of a material world.

Many sears ago we individuals were brought together by a common bond, and that was our Czech heritage. Our founding fathers and mothers were concerned with two particular issues, financial security for the future and preservation of the Czech community. The latter was accomplished by social gatherings and other forms of coming together. At all times, the key word to describe our association with one another was fraternalism.

When we leave this X XlVth Convention our hope can only be, that we take home to our families and friends a spirit of fraternal love and respect that we have shared and must,share with the rest of the world.

If our daily lives reflect this spirit, then all our prosperity is assured. For, as in any family, you are only as good as you are loving.

RECOMMENDATIONS OF THE CONVENTION ORDER COMMITTEE a) Morning sessions shall begin at 8:30 each morning and the convention will continue until 5:30 each afternoon, with 15-minute intermissions at about 10:15 a.m. and 3:30 p,m. and a lunch break from 12 noon till 1:30 p.m. b) No delegate shall speak to a motion or an issue more than once, and not more than 3 minutes, except that -a proponent of a motion may have a 3-minute rebuttal.

Extensions of time may be granted only with a permission of the majority of the delegates present. c) "Fhe chairman of the convention shall have the right to dismiss the afternoon sessions early if he deems it necessary due to evening activities. He shall have the right to call an evening session of the convention if he determines it necessary for its completion. An appropriate dinner break will be provided for the delegates. ci) All other matters shall be governed b y the By -laws and Roberts Rules of Order. e) Nommations for officers of the Supreme Lodge will be made by the following procedure: Lodge "I (name) nominate (name of (Number) for the office of candidate) (State name of office) f) If more than two people are nominated and no one receives a majority of votes, the two nominees receiving the highest number of votes will be the nominees for a runoff election. g) Present Standing Committee members that are not delegates are welcome to sit with their respective lodges during the convention.

CONVENTION ORDER COMMITTEE -- PROCEDURE FOR VOTE BY BALLOT I. In all elections where there is more than one nominee for the office (whetl in the convention or in the district cauci the vote will be by ballot.

The election teller members will be furnished with ballot boxes that each delegate for each district will individually deposit ballots into.

The election teller is responsible to see that each delegate deposits only one ballot in the ballot box. The delegates will be Instructed to fold each ballot one time.

The Chairman of the election tellers will assure that all procedures are completely carried out Any election teller will immediately report any problems to the Chairman of the election tellers. If a problem arises that cannot be resolved, the Convention Chairman will be called on for assistance.

A. Convention In votes by ballot, the delegates will use the official green ballots that are furnished in their convention packets.

When the delegates have concluded voting, the teller for each district will personally carry the voting box to each delegate and each individual ballot will be deposited by each delegate in that district in the voting box.

After everyone has voted, the election tellers will go to their designated room and the following procedure will be follm ed.

There will be two election tellers to serve as tabulators who are seated at least ten feet apart who will each tabulate the vote.

When the votes are completed for District One then the votes will be totaled and both talleys compared to be sure both talleys agree.

The same procedure would be followed until all of the votes for all of the other districts in numerical order have been tabulated and agree in a like manner.

The overall vote would then be arrived at and returned in the usual manner to the Convention Chairman and signed by all election tellers.

B. District Elections 1) The election teller for the convention that was selected from the district serves as chairman of the tellers for the caucus and brings the district voting box to the caucus.

2) The elected permanent district chairman and the elected secretary for the district (both of whom are elected in this convention district caucus) will each appoint two caucus election tellers. (This makes a total of five election tellers for each district.)

3) Each position and substitute specified in Article 44(e) will be elected before proceeding to the next position. For example. the district director will be elected. Then the substitute district director will be elected and so on until all of the positions are filled.

4) The election teller that is serving from the district is responsible to take the ballot box to each delegate and to see tha each delegate deposits only one ballot i the ballot box and that each ballot is folded one time.

5) The election tellers will retire to one corner of the room or to a separate room if available and will follow the following procedure to count the ballots: One election teller will call the vote and one election teller will serve as observer of the caller and will closely observe the caller and the ballot that is being called.

One election teller will serve as tabulator and one election teller will closely observe the marks made by the tabulator.

When the votes are completed, then the votes will be totaled b y the tabulator and checked by the tabulator observer.

As each position is filled the chairman of the tellers will report the votes to the district chairman in writing who will announce the result and signed by all election tellers.

The same procedure will be followed until all of the positions are filled.

The results will be reported by the district election teller chairman to the Convention Chairman in the usual manner and signed by all election tellers.
