The award was presented at the Association's annual national convention held in Washington, D.C., during the week of October 15. The citation accompanying the award stated that the award was presented to Congressman Leath for his untiring efforts in Congress in support of veterans and servicemen and women during his six years as a Representative from the State of Texas. "As a member of both Armed Services and Veterans' Affairs Committees, he has consistently championed the cause of active duty soldiers and veterans, speaking forcefully and effectively in committee and on the House floor in their behalf. educational benefits program to aid in the recruitment and retention of service personnel. "As a member of the Armed Services Committee he served as one of the key committeemen behind this legislation within that committee, ultimately winning overwhelming support and approval by both that committee and the full House. "On the critical issue of production of binary munitions for the Army, Representative Leath has been the leader on the House floor for the past two years seeking full congressional approval of this weapon so vital to our nation's deterrent posture.
