Land Purchased by Lodge 32, Victoria for Future Lodge Home

SPJST Lodge 32, Victoria, purchased 9.87 acres from Joe and Mildred Mitchell. The land is located on FM Rd 2615, three miles southeast of Victoria, off of Highway 87.

The signing of the deed took place in the home of Trustee Chairman Michael Ahlstrom January 30, 1984. All seven members of the Board of Trustees signed the deed. They are Michael Ahlstrom — chairman, John Motal—vice chairman, Ella Arnold — secretary, Evelyn Horelka— treasurer, Katherine Wokaty, Franklin Elles, and Julius Koutny — trustees. Debbie Williams served as Notary Public for the land purchase.

We would like to thank Alfred Horelka, Franklin Elles, and Matt Vanek for serving on the Land Committee to find the property. Without their efforts and consideration, the land purchase could not have been a reality.

In this editorial yours truly will encourage you members, especially delegates, to carefully read the bylaws and changes to them; these are arranged as follows: the left column (in two-column arrangement) has the by-law (Article and subsection) as they are now and the right column has the recommended change (Article and subsection). Caution! To conserve space (which is very limited in this issue) the new and old Article Nos. may not appear exactly opposite each other.

After reading and counting the typed reports of officers and committees, we may have to print some in the next issue because there are some letters and other material that will have to go into this issue because of dates in the letters; those in past tense will probably be delayed.

As an estimation and rough; estimate, Br. Morris' report alone will take about 2 1/2 pages.

We will arrange the reports in order, however, we are beginning the By4aws on page 3 because of their importance to our Society.

We will add what we think is necessary after we see what the Vestnik looks like when we get to page 9 or 10. Save this issue (and the next if we have to print some reports in it) so that you can refer to reports as you need to and when you have plenty of time to concentrate on your reading!

We also add that where the old subsection has a change in the first few lines and the rest of the subsection is rather lengthy, we printed only enough to show the old and left the rest unprinted; you can see why.

The new recommended changes are all printed in their entirety. *** As promised above, we are on page 11 with the Financial Secretary Report and have more reports to go.

We will have to judge and do the best we can.

Please check the calendar for dates as to what is happening at lodges this one time please; most letters will have to be delayed.

Veterans' Benefits The 1984 edition of the Veteran Administration's handbook, "Federal Benefits for Veterans and Dependents," is out, and it costst $2.25-only half the price of the 1983 version. The 73 :page booklet spells out VA benefits, including medical care, education, job training, pension, compensation, insurance, loans and burial assistance, as well as addresses and phone numbers of major VA facilities. Also included are information on Agent Orange and topics of interest to female veterans and former POW's. Lodge 187, Changes Meeting Date For April The members of Lodge 187 met Sunday, March 25 prior to the District II meeting held in Holland.

We discussed having an Easter egg hunt with a motion to take it to the Entertainment Committee.

At the February meeting, we voted on our Mayfete Queen; our 1984 Mayfete Queen is Janine Veselka with Paula Almquist as our Princess. Congratulations to both girls. We know you will both represent our lodge well. Our Mayfete will be held Sunday, May 20th.

Our April general meeting was moved to Sunday, April 29 at 6 p.m. with a covered dish meal. Due to our regular meeting day falling on Easter, it would be in the best interest of' all our families to move to the following week.

A committee was organized with Brother Victor Kunz as chairman to work on a float for our lodge to use in various parades in our area The first parade we have been invited to participate in is the Pflugerville Deutschen Pfest Parade in May. We would like to encourage many of our members to offer their time and talents in the "dressing" of the float once it has been constructed. You may contact Brother Kunz for details.

Have you noticed Valentines, Shamrocks and Leprechauns and now the Easter Bunny dazzling above you as you take your turns on the dance floor? As a result of a motion in our January meeting, several members have donated to our decorating cause each month. This has really added to our hall and brough numerous compliments from guests.

If you would like to help us in obtaining decorations, please contact Sandra Giarrusso for details. There have been donations given in honor of birthdays, anniversaries, etc., and if you haven't been out to enjoy the sights, come join us on a Friday or Saturday evening; the Easter Bunny would like to wish you a Happy Easter!

Our delegates for State Convention are gearing up for the event being held in Corpus Christi in June.

Proposed Changes in SPJST Bylaws EDITORS NOTE: Dear Members, Saturday, March 17, 1984, your editor met with the Bylaw Committee at the Supreme Lodge and, at that time it was agreed that, to save space which will be limited this week, we would print only the articles and/or subsections thereof where there are changes to those articles and for subsections. RECOMMENDED CHANGES TO SPJST BYLAWS BY THE BYLAW COMMITTEE Dear SPJST Members: After several lengthy committee meetings to study and discuss proposed changes to the SPJST Bylaws, the Bylaw Committee has made the following recommendations. Please understand that all proposals were not acted upon and others were modified to meet the needs of our Society. Much thought and deliberation was placed on every major proposal and we feel that those changes, which we recommend, are to the PREAMBLE The main ideal and purpose of this Society, as organized by fearless and peace-loving Czech pioneers in Texas, was and is: To provide and promote fraternal and social' fellowship among its members.

To endeavor to keep alive the cherished traditions, customs and language of our forefathers.

Please let your thoughts and desires be known to your respective delegates to the convention as to how you would like for them to vote on the various issues. If you do not, then you really have no room to complain if changes are made that you do not agree with or if no change is made where you feel it is necessary.

You should study the proposals carefully before making your decision or forming an opinion. Just remember, our SPJST Society, its function and purpose, should be the top priority.

ALL PROPOSALS TO BYLAWS MUST BE POSTMARKED ON OR BEFORE MAY 17, 1984.

Revise: (a) Adopt, amend, and supplement the by-laws of the Society. (b) Set and collect from every member premiums based on Mortality Tables that are in effect and to maintain the reserve of all plans of certificates issued by the Society. Annuities are paid direct to the Supreme Lodge. Each local lodge has the option to collect all other premiums. reserve. by the Supreme Lodge officers. thirty (30) days

Substitute: 2. For each additional 100 members, one additional delegate if the lodge achieves its insurance goal; if goal not reached, for each additional 150 members, one additional delegate.

Note: A lodge meets its insurance goal when it achieves a 15% increase of net premium income (excluding annuity premiums) for the year of the convention and the two years following the convention.

ARTICLE 6. A special convention may be called, by a 2/3 vote of the Supreme Lodge, whenever any matter concerning the welfare of the Society At least cannot be resolved in any other way./ Not -than 2/3 of the lodges shall participate in the convention. Such convention shall be held at the place selected by the Supreme Lodge and will be represented by the delegates of the preceding convention. The special convention will decide or resolve only the issue or question for which it was called. At the convention the delegates from each lodge have the same number of votes as such lodge had at the preceding convention.

Our continued progress is evidenced by the many programs that have been instituted for the benefit of the members: the successful annuity program, the SPJST College Scholarship Program, the Child Abuse and Neglect project, the substantial increase in our refund to members, and our continued 8% premium refund to local lodges.

Our relationship is one of mutual respect—not that we agree on everything 100% of the time. That would be very rare and unusual. We have a good team here in the Supreme Lodge.

The seven directors audit the records here in the Supreme Lodge every January and July. This past January they prefaced their statistics with the following excerpted statements: "Pursuant to Article 43(g) the audit for the year 1983 was conducted on January 9, 1984. The directors are pleased to report to the entire membership the excellent progress of our Society. This was accomplished by the efficient mangement and dedication of the officers and Home Office personnel, as reflected in the annual statement which follows...Investments have brought a substantial return over the previous year. Due to the efforts of our sales force a $3 million increase in insurance sales over the previous year was accomplished. In our audit we find the local lodges have been prompt and responsive to their obligations in all aspects of the fraternal benefit system. With this fraternal spirit, our Society is sure to grow and prosper. The directors wish to thank the members and the Home Office for the continued success that has occurred during the past year."

Under the by-laws the Investment Committee consists of the president, vice president, and secretarytreasurer, with the secretarytreasurer in the forefront of making investment suggestions. The success of these investments is reflected in the directors' statement above.

In the recent Examination Report by the State, no serious discrepancies or deficiencies were called to our attention by the Examining Officer.

No Home Office management could possibly wish for a more efficient and cooperative staff than we have here in the Home Office. We are the wonder and envy of many neighboring businesses in Central Texas because of our employees' loyalty and our almost non-existent employee turnover. We have employees who have been with us as long as 31 years and some others have been here over 20 and in excess of 10 years. That says something about our management practices.

With rare exceptions, "When they come to work for us, they stay with us."

Convention Committees. In accordance with our by-laws, I and Vice President Gebala have appointed members to two committees that will serve prior to and during the convention. I appointed Kathryn Marek of Lodge 117 Robstovvn as chairman of the Publicity Committee and Michael Ahlstrom of Lodge 32 Victoria as a member of that committee. Bro. Gebala appointed Frances Olexa of Lodge 88 Houston to that committee. I appointed Sis. Darlene Engelke of Lodge 66 Waco as chairman of the Credentials Committee and Sis. Vallie Zavodny of Lodge 47 Seaton to serve with her Bro. Gebala appointed Sis. Pearl Hanka of Lodge 88 Houston to serve as a member of that committee. The Publicity Committee has already sent out some news releases about the convention and the Credentials Committee will soon be notified .to pickup the credentials here at the Home office.

This will be a review of some of the events in our Society since the last convention.

Lodges Chartered. We chartered one lodge in the intervening four years and that was Lodge No. 191 East Texas in Lufkin on 24 July 1983. It was placed into District V by the Supreme Lodge.

New Lodge Buildings. A total of two buildings have come into SPJST ownership — one, the new home of Lodge 172 in Pasadena which was dedicated on 7 November 1982, and the building acquired by Lodge No. 183 in Arlington. The latter is expected to be formally dedicated sometime later this year.

Lodges Disbanded And Merged.

Lodges disbanded during this period include Lodge No. 134 Crowell, which was disbanded as of 1 January 1983 and the members transferred to lodges in Baylor County; the members in Lodge 12 Dubina transferred to Lodge 8 in Weimar as of 18 October 1982. The members in Lodge 22 Cat Springs transferred to Lodge 141 in Sealy as of 14 November 1983.

Lodges 50 El Campo and 40 Hillje merged into new Lodge El CampoHillje No. 40 and this was achieved on 10 November 1982. Lodge 129 in the community of Edge merged with Lodge No. 94 in Wheelock on the 4th

of March 1984. The members voted to retain the No. 94 and the designation "Dennice". This gives us a total of 124 lodges currently on our roster. While this is a decrease of our lodges since the last convention, it also represents a "re-grouping" of some of our members into more viable units. While we don't particularly like lodges to disappear from our roster, it is probably the best for all concerned. In most of the cases there were no longer officers available to carry on and transact lodge business.

Delegate Ratio And Nuntber. As of 30 March we counted a total of 368 delegates representing 99 lodges.

As always, there are a few lodges (6) which have reported that they will not be sending delegates to the convention. There are also a few (10) who have not yet reported the delegates' names to the Supreme Lodge secretary-treasurer. We had a total of 344 delegates present at the last convention out of a possible 370.

When you compare the anticipated number of delegates to the number at the last convention we are again reminded that the number of delegates continues to increase at each convention. There have been recommendations from some lodges that this increase be checked to some degree by changing the ratio of delegates to membership. If these proposals pass they would make a good deal of dfference in the overall number and certainly expense. It's been talked about for several conventions, but similar proposals have always been defeated on the convention floor. We need to reexamine this realistically at this convention.

87th Anniversary. This convention also marks the 87th Anniversary of our Society —just 13 years, away from our 100th birthday and'only 16 years away from the 21st Century.

We've come a long way since the founding days in La. Grange in 1897.

In the midst of our progress, we need to pause every so often and contemplate how much we owe to the early members and leaders who helped guide our Society in the early years (sometimes critical years) of our existence. Much of what we have today can be traced directly to the forsight and diligence of our pioneer forefathers who nurtured this organization and guided it through its infant years. Yes, they did things much differently back then, but when you examine the actions they took, you can see wisdom and common sense in their actions. They may have been "plain old country folks" but they were very intelligent in many ways.

To both the past and present, let us, in this 87th Anniversary Year, give thanks and pledge our unceasing loyalty for the continued prosperity of the SPJST. Much credit is due also to those who in later years inherited the mantle of leadership and have guided our Society to where it is. Not only is our leadership geared for the present, but it is determined to leave a better organization for those who will inherit it from us.

In this regard, let us look ahead and let me address myself to an area in our operation that involves personal philosophies and to a degree, human emotions. Given the nature and structure of our sales and marketing effort, we are almost entirely dependent for our growth

on the diligent efforts of our sales representatives, PLUS (we hope) the good will, understanding, cooperation, and support of our rank and file members.

Let me explain this a little bit more. In the past we seem to have been faced with the attitude of, "Well, the sales representative is getting the commission on the sale, so let them do their own leg work and corner their own prospects. It is of no direct benefit to me, so why should I help put money in someone else's pocket?" Nothing could be more wrong about an attitude or philosophy than this. In the first place, we need additional business in order to grow because if we don't grow we're standing still, and if we are standing still it won't be too long before we will be going backward, and the final result will be a minus gain. Secondly, because of the material benefits that come back to you as individual members and to the local lodge, it behooves us all to support sales representatives in their efforts to write new business.

If we continue to grow and prosper we will certainly retain the premium refunds to individuals and the prospects for increasing them might look favorable. And the more business written into your lodge means that more premium income will be collected and sent to the Supreme Lodge and a larger sum of money returned to your local lodge in the form of the 8% refund. So, your attitude of not being supportive of sales is actually counter-productivecutting off, as it were, your nose to spite your face. To put it another way, with such an attitude and philosoph-y, everybody loses. The bottom line is that if you think the sales representative is getting all that much in commissions, you have the privilege of becoming one yourself and then seeing how much effort is actually involved and how much of your commission is profit after you deduct for your time, travel, and oftentime inconvenience to secure a signature on the application. Our sales force is part-time and volunteer and has served us well, but if we can change this thinking and this philosophy and all work together toward a common goal, I sincerely believe that it will work to the betterment of everyone concerned. The insurance business is highly complex, sophisticated and competitive and becoming more so. We're not the only ones out there working the market and rarely do you see people lined up to purchase (our) life insurance products. They have to be SOLD and we need everyone working at it. Don't hesitate inviting people to purchase SPJST insurance products and then refer that person to a sales representative.

We do not advertise on TV, have no newspaper advertising, no radio spots, no large promotional program. We don't "beat the bushes from here to Mexico City" for new business. We have limited ourselves to some promotional literature — brochures and the like, but most importantly we rely on WORD OF MOUTH and follow-ups by our sales people. The alternative would be to launch a full-scale advertising blitz by the news media and hire full-time professional sales people, but is that what we want? Are we prepared to shed our fraternal cloak?

I think the answer can best be summed up in the policy statement

8/VESTNIK—Wednesday, April 18, 1984 adopted by the Supreme Lodge in their October 1983 meeting, which states as follows: That inasmuch as our growth and progress have been reasonably persistent, constant and steady, without any large fluctuations, and inasmuch as an allout no-holds-barred, all-plusremoved effort toward growth would bring with it more problems than such growth would be worth, it is the official policy of the Supreme Lodge that we continue in our efforts toward the same steady and stable growth, at the same time making every effort to continue to improve our sales training and preserve the features of a Fraternal Benefit Society and provide the best possible insurance coverage at the least possible cost.

Youth Department. I believe that the administration of the Youth Department is proceeding well. It is proceeding well because we have shifted much of the responsibility back to the District Youth Counselors (DYCs.) Some of the DYCs duties had "slid" over onto the State Youth Directors. In our November 1983 meeting of the seven DYCs, I stated that it Was not my intention to hire another State Youth Director PROVIDED they (DYCs) would assume certain duties that ought to be theirs, such as being in charge of and conducting District Training Classes, District Youth Achievement Days, and Camps.

They, in turn, have the help of their assistants and local lodge leaders.

This office will continue to help in any way possible. I do a lot of listening, but naturally, not everyone's wishes can be accommodated.

I believe with this realignment of responsibility there will not be a need for any additional Youth Department personnel, although that authority exists in our by-laws (Art. 3(g). Moreover, the administrative details have been more than ably handled by my secretary and me. I think I can say that the DYCs have accepted this new challenge and are handling it well. We are in constant (almost daily) communication. We are able to answer any inquiries the day they come in. I want to express my appreciation to them for their help and cooperation in this shift in direction and responsibility. I do not want to leave out the work of the local lodge youth leaders and their assistants and certainly not the parents and the youth themselves who are involved, in one way or another, with our youth activities.

As far as expenditures are concerned, how do you compute the value of our Youth Program in dollars and cents? I think that is almost impossible because the end results come over a long term rather than a short term. It might be compared to our public education system. How do you put a value on that? You won't know until the effects of education begin to take form after many years. I recently heard that there are those who think that we are spending too much money on our youth. There are those who think we are not spending enough. I happen to think that we are spending about the right amount. We seek a balance between too much and not enough. The appropriate proposals have been made for slight increases in the, funding of two parts of our

Youth Program and we hope these are approved in the convention.

There are numerous activities coming up in the months ahead and these have all been delineated in the Vestnik. Our main tool of communication is, in fact, our weekly organ, the Vestnik. With the continued cooperation between this office, the DYCs, and the local lodge youth youth leaders, I see no reason why things cannot continue to function as smoothly as they have in the last few months. If there is anything lacking or if there are any shortcomings, we will endeavor to correct these. I have been dismayed, however, over the past several years as to why more of our young people do not take advantage of what we have to offer. It's there and all they have to do is spend a little time and make some effort. I have stated many times that I realize that the SPJST is not the only organization involved in working with the youth. There are many others that compete for our young peoples' time and talents. We ask only that they devote a portion to SPJST youth activities. We cannot do it all, but we are doing our best to do our part. I thank those young people who actively participate in the various programs. We must be doing something right because I was recently called (and this wasn't the first time) and spent about 30 minutes on the telephone describing and explaining our youth program to an official of another Texas-domiciled fraternal Society who are just launching a youth program of their own. We've had one since the early 50's.

Automation. In line with keeping abreast of the times, we can now report that the implementation of the computerized/automated record system here in the Home Office that the delegates authorized in the last convention is 100% operational and working efficiently. Programs in the system are about 70% complete because this is a continuing and neverending process. Hardly a day goes by that the programs are not enhanced in one way or another. Credit for the smooth transition from an almost total manual record-keeping system goes to the other officers and the excellent cooperation and adaptation of the staff of employees. The officers did the legwork in checking out systems in use in other fraternal Societies and then brought back that data and with the help of the employees, implemented the best of what they found. There were many training sessions here and in other cities. Consultants were called in and continue to be used. The system is working well. It's hard to believe that the transition was made so quickly and so "painlessly". We have some good and loyal people here. I decided that I would not involve myself directly in the automation process, but would instead play a secondary role by watching and asking an occasional question. I'm convinced that if I had done otherwise, it would have been counterproductive. There are instances when a president does more good by just being an observer and that has proven to be true. After all, when you have several expert "cooks" preparing a meal, how much good can one more do besides just get in the way?

Growth And Progress. I have felt privileged serving as your president for these number of years. The

record shows that our growth and progress during the decade from 1970 through 1980 was the period of the greatest growth in the history of our Society. I came into office on 1 January 1969. Here are some pertinent statistics for that decade: In 1970 we had just over 43,000 certificates; by 1980 this had increased to over 56,000 —again, again, the largest gain of any 10-year period since 1897. Insurance in force in 1970 amounted to 65-plus million dollars; by 1980 it had more than doubled to over 147 million. Our assets in 1970 were over $17 million; by 1980 they had more than doubled to almost $30 million. Premium refunds to members started in 1969 at which time they amounted to in excess of $222,000; by 1980 this premium refund had grown to over $320,000.

The refund to lodges in 1970 amounted to just over $73,000; by 1980 it had grown to in excess of $165,000. Another barometer of our growth can be seen in the number of delegates in our conventions. In the 1968 convention we had 237 delegates; by 1984 we had 344.

During that same decade, 14 new lodges were organized and chartered. Twelve (12) new lodge buildings were built and dedicated, more than the combined total for the previous 40 to 50 years! The growth and progress in those two areas is reflected in the growth in certificates and insurance for that period.

During the recent meeting of the Press and Public Relations Section of the National Fraternal Congress held in Austin, it was the SPJST's privilege to host some 60 or 65 fraternalists in a chartered bus tour via Hwy 95 from Elgin to Temple. Vice President Gebala and Director Sid Pokladnik had served as the On-Site Committee and made arrangements for the meeting site, the speakers, the tour and an excursion to a nearby Quarter Horse Ranch. During the tour on Hwy 95 we took the group past the SPJST installations along that route and gave a brief explanation and historical briefing on each of the facilities. The trip culminated in a visit to the Supreme Lodge building and a tour of the Museum area and a reception and social at Lodge 47 Seaton. At each of the installations along the way, the fraternalists from all over the United States made comments to the effect that we should be proud of the installations and the activities of the lodges that we visited. The common statement was: "I don't know how you accomplished all of this. We are a much bigger Society and operate in several states and we have not achieved anything near what you have achieved operating only in Texas. How did you do it?"

We tried to explain that first of all, what was achieved was due mostly to the hard work and perseverance of the members of those lodges and secondly, through the mutual help, primarily financial, of the Home Office, that in most of the communities the local members saw a need for a physical facility to accommodate the needs of the lodge and of the community and that subsequently they were mutually supportive. Many questions were asked and we tried to give as good an answer as possible. One of the comments from the president of the National Fraternal Congress was that "You should be proud of what you have and especially of your

members." I'll admit that our heads and hearts swelled a little with pride and we were glad that these people from the northern states admired what we have.

I am in no way claiming credit for this growth alone. Many people were responsible. In our organization such things cannot be accomplished by one person, however, it did happen during a decade when I was president of this Society and I think I can claim at least a portion of the credit. There is every indication that this growth will continue through the decade of the 80's.

History Project. The history of the SPJST covering the years through 1980 has been completed and is in the hands of the printer. It took me four years to complete, July 1977 to July 1981. A sub-committee has reviewed the text and the entire work will be subject to approval in the April 1984 Supreme Lodge Meeting. At that time, it is anticipated that the printer will be given the green light to proceed with printing a specific number of books and that some or all of the books will be ready by the time of the convention in June.

Privileged To Serve. I have appreciated the trust and confidence you have placed in me. I know of no person without some flaw. I am not a candidate for sainthood or canonization, neither am I a paragon of virtue. I have simply applied myself to doing the best that I could, and should you choose to re-elect me to another term, I will continue to do just that.

In looking over the roster of delegates I see a lot of familiar names, but I also see a number of new names of those who will be attending our convention for the first time.

With the thought in mind that the new delegates would like to know a little more about their president other than the fact that he is president, I would like to give you some highlights about myself: I was born and raised in Baylor County in West Texas, graduated from high school in the small town of Bomarton, which is no longer on the maps.

My parents were immigrants from the Provinces of Moravia and Bohemia, Czechoslovakia. We were a large family and I grew up bilingual, but I had no problem with the English language in school. At the time of his death, my father's English vocabulary consisted of about .100 words, having mostly to do with blacksmithing and farming.

My father was a blacksmith by training, having come to Texas as a 19year old man. He came from the village of Chlebovice in Northeastern Moravia. My mother's maiden name was Mara and she came from the village of Cermna northeast of Prague from whence many emigrated to the U.S. She came to this country as a 6-month old child. Both parents died when I was 4 and 11 years old, respectively. My stepmother came to Texas from the Moravian town of FrenAtat from whence many emigrated to Texas and the U.S. She came to America after World War I. After graduating from high school I worked in a filling station and saved enough for a semester of college tuition at then North Texas State College in Denton, now North Texas State University. My educa tion was interrupted by the draft.

Wednesday, April 18, 1984—VESTNfK/9 Prior to serving a tour of duty in Korea I attended Cornell University in Ithaca, New York, where the U.S. Army had sent me for intensive Russian language training. (I had studied Russian and German at North Texas). I then worked for the U.S. Government as a civilian employee in Washington, D.C. and West Germany where I had two tours of duty for a total of four years. While in Germany I learned the German language fluently and had to use the Czech language almost daily in my work. (I used classical or formal Czech, as it were; spisovnou C'atinu. Incidentally, I might add that having a Czech name does NOT necessarily mean that the individual has a good knowledge of the Czech language. I believe that involves the ability to fluently speak, read, and comprehend it. Like anything else, this has to be acquired.) After leaving government service I came back to North Texas, transferred my Russian language course hours from Cornell, and earned nine hours taking standing exams in the German language. (This is credit without taking the course, based on written examinations.)

After that I got a B.A. degree in Government at North Texas State University. I then taught school in the Mesquite and Dallas Independent School Districts for some 61/2 years. In the fall of 1963 I was urged by my Dallas Czech friends to apply for the job of editor of the SPJST Vestnik after the editor at that time passed away in the middle of his term. From a 'field of six applicants I was unanimously chosen by the Supreme Lodge to fill that position, effective 1 December 1963. I busied myself learning the SPJST "ropes" and the far-flung SPJST membership throughout the State of Texas.

I was nominated for Supreme Lodge president in the 1964 Convention in Waco but declined because of not having been a member of the SPJST long enough at that time. I was nominated and elected president in the 1968 Convention in Dallas and have been serving in that capacity since 1 Jan 1969. I had previously held district offices in District III. I had joined the SPJST in Dallas (Lodge 130) in 1957, later in Waco (No. 66) and currently we're all members of Lodge 47 in Seaton. I had earlier married Dorothy Li§ka of Ennis and we have five children.

Local Lodges. We owe a lot to the local lodges and their leadership. In some lodges, leaders are hard to come by; in others, there are contests for leadership positions.

We could not function without the local leaders. They keep the lodge system working and responsive. God bless 'em all!

This just about completes my preconvention report and if I have anything else to report I will either prepare a supplemental report and pass it out at the convention or make it orally to the delegates. For further information on other phases of our operations, please refer to the other reports in this issue of the Vestnik—those of the other officers, directors, and standing committees.

I ask those who prefer reading this report in Czech to bear with me again because I simply did not have the time to prepare this lengthy report in the Czech language. Preparing a report like this in Czech means that I have to write it first in longhand, and since my secretary is

not familiar with the language, it has to be re-typed as many as three times and that gets tedious and takes a lot of work and time which we simply do not have in this preconvention period. 'I have done this in the past, but time simply did not permit it.

Finally, my wife joins me and our five children (all members) and four grandchildren (three are members) in extending our best wishes for a successful convention for an even greater four years to follow. Our oldest son is a non-commissioned officer in the United States Air Force (recruited some years ago by then AF Rctg Sgt. Bernard Gebala) and is stationed in Alaska with his wife and young child. Another son is working in Austin. Two sons remain at home, one working in the Temple area and the youngest is in the eighth grade in the Rogers Schools. Our daughter is living in Temple with her husband and three small children. The only grandchild not a member of the SPJST is the one currently residing in Alaska, but we plan to make him a member as soon as he sets foot on Texas soil.

May all of you enjoy an abundance of good health. The Good Lord and the SPJST have been good to us and we're grateful.

Pre-Convention Report of the Vice-President This report is submitted for your review in accordance with Article 33 of our by-laws.

As prescribed by our By-laws, the vice-president is in charge of the Insurance Department and has direct control of the entire sales force.

The Insurance Department Staff has remained constant for the past four years. The Assistant to the Vice-President is Norma Andel; Incoming and Certificate Service is handled by Ruth Hanusch; Certificate Issue Clerk is Doris Tyroch and Insurance Automation and Commissions is the primary responsibility of Kathy Fritz. Gene McBride and Silas H. Smith are our State Field Managers. This group of people is responsible in keeping our insurance products/records and training in top notch shape and I feel we have accomplished this. I owe a sincere gratitude to these people for making my job a pleasure to serve the membership.

It is important for our membership to know "where we have been" and more importantly "where we are going" and I will attempt to give you this overview in this report.

I will briefly address the "where we have been" category first. It would serve no purpose to restate sales data you already are made aware of on a monthly basis in the Vestnik.

At the present time the SPJST sales force consists of four hundred and sixty-six (466) active volunteer sales representatives. We are one of the few fraternal benefit societies who, in fact, still utilize only volunteers to sell their insurance. Many societies have felt it necessary to hire full time or career agents to

"keep their head above water". The SPJST has not arrived at that point and if our part-timers continue to produce the way they have in the past, I see no immediate need to change our mode of operation. I do feel that it is my duty, however, to appraise you of the fact that we need all members involvement in procuring applicants for membership. With a sales force as large as ours, if each sales representative would write only five (5) applicants per year, we would have a gain of close to twentyfive hundred members. At the present time, the top thirty producing sales representatives of the SPJST are accounting for 52% of the business. To break this ratio down even further indicates four hundred and thirty-six sales representatives have produced 48% of our business. To this end I will restate "The SPJST's growth depends directly on the SPJST Sales Representatives". I have attended many lodge meetings throughout the state and I must tell you honestly that insurance sales are very seldom talked about. It seems to be a burden for a lodge president to address the subject of insurance sales, yet, all lodges want to grow and you can not without insurance sales. Insurance sales and growth are synonymous in the SPJST. The general membership must become involved and assist the sales representatives in procuring new members.

We have instituted a Top Thirty Club of producers. These people are vital to the SPJST. We have and will continue to have special recognition for those sales representatives who help us achieve our goals. The delegates will have a chance to meet the Top Thirty for 1983 at the convention. I hope you find an opportunity to relate your "Thanks" to them also.

The computer age has arrived at the SPJST. At the 1980 Convention, the delegates endorsed our automating the Home Office system. The cost was projected at close to $500,000 dollars. I am proud to announce that the SPJST is "up and running" for approximately half the projected cost. I feel that this saving can be directly attributed to the EDP Committee applying sound managerial principles to our purchase of equipment in this area.

(The EDP Committee appointed by the Supreme Lodge consists of Brothers Mikeska, Mikulas and myself). There is still much refining to be done but we are very proud of the advancements made in this area in a very short period of time.

I would now like to discuss the future of the SPJST or "where we are going".

I feel confident that the proper foundation is in place for a very bright future regarding insurance sales. We are now conducting a study of all of our insurance programs. In the next few months we will be announcing many new products computed on the 1980 CSO table which will reduce the premiums considerably due to the fact that life expectancy has increased. I would like to call your attention to our actuary's report regarding our rates. We, at no time during my tenure of office, will market any product that is a "loss leader". This means we will not use gimmick selling. Every product we have will stand on its own merit. I have

received requests to check rates on certain products which I send immediately to our actuary for research, if I find them valid. You must realize we cannot be all things to all people (we try though). I know in some remote cases we have come upon a product cheaper than the SPJST, however, across the board you will find no better "deal" from any company than what the SPJST has to offer.

We are now marketing annuities (qualified and non-qualified) with a 10.5% yield. In a period of approximately two months we have over $150,000 in deposits. I feel this is another outstanding achievement and it certainly illustrates the confidence our membership has in the SPJST. We are now preparing to market our new joint decreasing term certificate. This allows a working, couple coverage, at a very substantial saving, on their homestead. Our plan is that within three years we will have all the SPJST plans of insurance on the 1980 CSO and streamlined. We will reduce our product line about one half. This will allow the insurance department time to train the part time sales representatives allowing us to concentrate on approximately fifteen product lines. We feel this will work to everyone's advantage.

At the present time we are developing more promotional literature to help our sales representatives. All of these plans for the future I find exciting and challenging but the bottom line, which is success, depends on each member of the SPJST being proud of our Society and telling friends about us. The SPJST has had great success in high yield annuities, low interest mortgage loans, college scholarships, rest homes, youth activities and local lodge activities but have you ever thought what the foundation of income is for all of these benefits—INSURANCE SALES. April 1, 2 and 3, 1984 the SPJST hosted sixty-seven fraternal society leaders from throughout the United States. These leaders had an opportunity to visit two of our local lodges (Lodges 177 and 47) and our home office. All were impressed with our entire operations. The most common question heard was "how were you able to do this"? For me, it was gratifying to know that our accomplishments were envied by other societies and they were soliciting our expertise. I wanted to make everyone aware of this because this is OUR Society and we can all be proud of our accomplishments.

In conclusion, I would like to express my gratitude to my fellow officers. Each one of us has an area of responsibility that is dependent on the other, therefore, decisions must be made taking many factors into consideration to formulate a strong unified direction. I believe we have accomplished this direction or leadership, if you may, for our SPJST. We are second to none in the fraternal benefit society field.

I would now solicit your support for another term as Vice-President of the SPJST. Since the last convention my family has had an increase in size so I feel an update would be in order.

Our oldest daughter Bernadette graduated from Texas A&M with a degree in Industrial Engineering in

She married Craig Hunter in September 1983 who at that time was an investigator for the Bell County Sheriffs Department. Our youngest daughter Michele graduated from the University of Mary Hardin-Baylor with a B.S. in Elementary Education and she teaches in the Temple ISD and plans to marry Mark Langford, who also graduated from Texas A&M and is currently involved in banking and ranching in Lampasas, Texas, in August of this year. My wife, Evelyn and I are extremely proud of our family and along with the pride we have in being associated with the SPJST we consider ourselves fortunate.

TO: XXIV CONVENTION DELEGATES AND SPJST MEMBERSHIP Dear Delegates and Members: As provided in our by-laws, I submit to you for your consideration my fourth preconvention report. This report covers four very busy and eventful years filled with new challenges and progressive improvements. The Home Office has been the scene of numerous changes that have modernized our operations and procedures and significantly increased our efficiency. So much has happened that one can only hope to report on a few of the highlights.

TEAMWORK AND COOPERATION. The past four years have indeed been banner years for the SPJST. We fully realize that the credit for our accomplishments and spendid progress must be shared by many dedicated individuals at all levelswho have each in their special way generously given of their time and talents. Each of you have helped to make the SPJST excitingly different from other business organizations. Your fraternal concern for others has helped to make your communities better places in which to live. We take great pride in the teamwork and cooperation that has made the SPJST a successful leader among fraternal benefit societies.

INVESTMENT RESULTS. As your investment manager, it is a pleasure to report outstanding performance on our portfolio of investments over the past four years. The following performance measures tell the story best: 1. Accrued assets increased to $34.7 million from $27.7 million, up 25%.

2. 8.73% net yield on total assets, up from 7.03% four years ago.

3. Surplus increased to $9.1 million from $6.4 million, up 420/0.

4. A 50% increase in the premium refund percentage paid to members.

5. Supervised investment and reinvestment of over $24 million the past four years.

The recent years have not been peaceful times for investment managers. The accelerated economic

changes require frequent review of investment philosophy. We continue to follow conservative investment policies and are well positioned for continued increase in our net yield without compromising the safety of your monies.

For your information, the following is a comparative analysis of our assets on a cash basis by percentage: Mortgage Loans 61.09% Lodge Building Loans 6.53% 20.22% Bonds and Securities Common Stocks 2.84% Home Office/Equipment 3.76% Certificate Loans 3.26% Certificates of Deposit 2.15% 0.15% Cash 100.00% We are currently in process of computerizing the records dealing with stocks, bonds and securities.

The modern investment package is partially functional and when complete, will provide additional analysis information which will enhance the ability to manage our portfolio of investments in an ever changing economic environment.

REAL ESTATE LOAN DEPARTMENT. Much time has been devoted to keeping the mortgage loan department up with changes and new regulations. The privilege of using our real estate loan department is restricted to those who have held membership in the SPJST for a minimum of one year. It is considered a benefit of membership and indeed it is.

Since its organization, the SPJST real estate loan department has helped over ten thousand individuals finance property purchases and improvements. It is our desire to continue this vital service. At year end, we had over $23.2 million invested in 1,063 real estate mortgages. Complete computerization of the department was completed last year.

GENERAL CORPORATE ADMINISTRATION. The area of general administration has always been a difficult area to report on probably because it covers so many different matters. There was a strong temptation to disregard mention of the administrative department, but since it consumes a great deal of the secretary-treasurer's time, I almost feel bound to say something about it.

Let us just say that every attempt is made to keep the Society safe, secure insured and out of court; to handle all matters fairly and impartially; to keep it in compliance and up-to-date with state and federal agencies and their regulations; to have various reports filed timely; records in order; and to handle the various general business affairs of the Society in a courteous, prompt and efficient manner.

CLAIMS AND POLICY SERVICE —During the period covered by this report, death has claimed 1,669 of our members. We have paid to their beneficiaries over $2.7 million. We continue to give top priority to payment of death claims in our work scheduling. When a family suffers the loss of a loved one, we strive to provide prompt, efficient handling of their claim.

In the area of policy servicing, we handled 477 matured endowments near $0.6 million; near $0.7 million in certificate surrenders; and certificate loans increased by over 36%.

THE COMPUTER AGE. Entering

the computer age is much easier said than done. Everyone told us that a computer conversion is no fun. What an understatement! There were several different occasions when the three of us on the EDP Committee (Bernie, Jerry and myself) could not see the light at the end of the tunnel.

However, things did get better and as the first year progressed; eventually, teamwork, cooperation and a truly super dedicated staff prevailed.

The Home Office now has a modern efficient, state of the art system that should meet our needs well into the next decade. The fruits of our labors are many. We have increased efficiency and productivity and have been able to handle additional work load without hiring any additional employees. We have upto-date data and information which allow us to better manage the Society. We have found it possible to add new products such as the Annuity Program now being marketed.

Our facility has become somewhat of a model. A number of sizeable insurance organizations have requested demonstrations of our systems and procedures, and at least two are implementing it.

Our work is by no means complete. There are still areas of our operation that have not been computerized. No sooner is one project completed and another is begun. The basic systems are totally functional, but it will take another 2 to 3 years to complete subsidiary systems.

MISCELLANEOUS. Seeing the need for setting goals and objectives, defining problems and offering possible solutions, the Supreme Lodge in October of 1981 set up a Corporate Planning Committee. Serving on this committee was an interesting experience. The committee conducted considerable research and periodically reported to the Supreme Lodge its findings and recommendations many of which were subsequently adopted.

The Texas State Board of Insurance recently completed an examination of the records and affairs of the Society covering the three year period from January 1, 1980 to January 1, 1983. We are pleased to report that in spite of the comprehensive nature of the 5-month examination, the examiner's final report requested further information on only 6 relatively minor items all of which to our knowledge have been satisfactorily answered. As provided in our by-laws, copies of the report are available to lodges and members on request.

IN CONCLUSION. The entire insurance industry is in the midst of a period of rapid change. Some of it will affect fraternal benefit societies and management will need to respond appropriately. The SPJST is financially sound and well positioned to meet tomorrow's challenges. We have a viable lodge system, sound traditions and corps of enthusiastic and dedicated members. We have good fraternal programs for adults and for our children through our well organized youth clubs. We have experienced great success and continued growth and progress and have the resources and financial stability for even greater growth in the areas of financial and fraternal service. I feel confident that the SPJST has never been sounder and healthier than it is

now, and that we are in an enviable position compared to many fraternal societies.

It is important that we continue to support fraternal programs on the state and local level and continue to display concern for others. Although we do not wish to dwell in the past, we should continue to honor and respect those senior members who have contributed much to the Society. Last but not least, we are proud of our rich heritage, which we display by preserving Czech cultural artifacts in our museum and by supporting efforts to preserve the Czech Language.

At this time I thank each of you for uncounted instances of your kindness to me during my 25 years in the Home Office and as a Supreme Lodge officer the past 15 of those years. It has been a great pleasure to work in cooperation with the other Supreme Lodge officers and district directors who compose our team here in the Supreme Lodge.

Pre-Convention Report Of The Financial Secretary To the members of the SPJST and Delegates to the XXIV Convention: Pursuant to Articles 3(d) and 33(b) 6 of our 1980 By-Laws, I wish to submit this report for your consideration.

Many changes in the SPJST have taken place since our last convention in San Antonio. These changes have helped our Society to function as a modern insurance company; however, remain within the guidelines of the Texas Insurance Code as a Fraternal Benefit Society. We also feel that the SPJST has established itself as a leader among other fraternal benefit societies. Much credit must be given to our local units. We would not be able to operate without these groups of people. We realize that much success through hard work has been accomplished within the state.

This is, my second report this year so I will only give you a brief summary on vrious items in my department. My monthly reports appeared in the Vestnik and it would serve no purpose to restate a large volume of figures. Also, my 1983 annual report

Wednesday, April 18, 1984—VESTMK/11 will appear in the Vestnik prior to the convention. I feel that this report should be geared more to the future and not the past.

Financial Statement: Our assets have increased approximately 7 million dollars within the past four years. This is a 25% increase. Of course, our liabilities have also increased approximately 4 1/2 million dollars. The difference between the assets and liabilities gives us the unassigned funds.

These unassigned funds now amount to 9 million dollars. Out net gain from operations after refund to members have ranged from $300,000.00 to over $1,000,000.00.

Also, our earnings from investments have also continued to grow: This enabled us to continue to pay the 8% refund to lodges. We also increased the premium refund from 2% to 3% in 1982. Programs which also continued with great success are youth activities and our new scholarship program. In reviewing all the above amounts, we must remember that SPJST was founded as an insurance company. No money could be invested if our sales representatives would not have produced. Each sec: tion, whether it be the youth section or financial section, need each other and must work as a team. Insurance should be our number one priority.

We see that some of the positions of lodges would change if they were ranked by amount of insurance in force instead of certificates. Some of these lodges need to review these statistics so that the sales representative could secure additional insurance on our present membership. Inflation has taken its toll on the $1,000.00 certificate. (You can't even be buried for less than $2,000.00).

Premium Refund Program: This program continues to increase our persistency and with all indications will continue. At this report is being written, my department does plan to add the addresses on all future refund checks. This project should be complete within one month. This will save our secretaries and financial secretaries valuable time. Please make every effort to keep your address up to date. As I mentioned earlier, the percentage of refund was increased from 2% to 301o. I have also submitted a recommendation to the By-Law Committee to enable an individual to add paid-up insurance to his present certificate in lieu of the premium refund. The amount would be such that can be purchased, by the cash amount of the refund at the attained age and for the class of risk for which the original certificate was issued. These additional amounts would be carried and accounted for

on the certificate records of the original certificate as a trailer record for the additional amount of paid-up insurance. A special request from each certificateholder would have to be received requesting this option.

We could not offer this option prior to our being automated.

Local Financial Secretaries: I have received outstanding cooperation from all local financial secretaries throughout the state. A completely new billing system was implemented during this four year period. I appreciate what you have done and extend a special thank you for a job well done. All April premiums must be paid by May 25, 1984, otherwise, these lodges will be reported to the Credentials Committee as delinquent. There will also be a recommendation from the By-Laws Committee that will give an option to any lodge to choose between group bill to direct bill. I wish to state that if this by-law is passed, I will be willing to work with each lodge, whether it be group or direct. If local lodges elects to use regular monthly billing directly from the Supreme Lodge to the member, the 8% refund possibly would have to be adjusted because of the additional workload at the Home Office. Either system, group or direct bill, has its merits and whatever the desires of a specific lodge may be, I feel we can render them outstanding service.

Computer: A majority of our manual records have now been automated. Much hard work and extra time was contributed to this project by everyone involved. I must thank all Home Office employees for their excellent participation in making this conversion a success. We will continue to add various programs to our sytem in years to come.

All of my detailed work would not have been possible without talented employees. I express my gratitude to Dorothy Stuchly, Debbie Dohnalik and to my assistant, Linda Johnson. I must not forget the Supreme Lodge Officers and Directors. I certainly appreciate the fine cooperation displayed by all.

In conclusion, I'd like to tell you that I find much pride in representing the SPJST. Our children, Donna and Wade, are both active in Temple High School activities and our youngest son, Chad, is active in elementary school projects and sports.

to the Society, Local Lodges, members, borrowers from the Supreme Lodge and all parties dealing with the Supreme Lodge, for the period beginning with January 1, 1981.

We all sincerely regret the passing of our late legal advisor, Reuben B. Lesikar, in October of 1981. He was a true fraternalist and an outstanding attorney and individual.

Since January 1, 1981 up to and including December 31, 1983, our office closed 182 loans for a total of $7,647,638. In the first quarter of this year we closed 26 loans in the amount of $1,200,676.

The legal advisor's office must examine all abstracts submitted to the Supreme Lodge by borrowers.

Most abstracts are lengthy and require a great amount of patient time.

Every loan, whether it be abstract or title policy, requires much attention, correspondence and time.

If title is acceptable, the legal advisor must then prepare all loan instruments and handle the closing of the loan.

The litigation is often novel and demanding. With over 56,000 certificates in force, over 163 million insurance in force, over 34 million in assets of which over 23 million is secured by first liens on real estate, it can be expected that the form and variety of litigation and litigation related matters is varied and demanding.

The federal government is becoming very active in litigation. Two federal matters directly affected SPJST interest—one of these was a matter that arose out of the Federal District Court for the Eastern District of California and another concerned federal tax liens. Both of these matters were satisfactorily resolved.

Another area of federally related activity is in the United States Bankruptcy Courts. We represented SPJST in five bankruptcy matters that ranged from the Western District of Texas, Northern District of Texas, Western District of Oklahoma, to the Southern District of Texas.

The small number of actual foreclosures is a tribute to the high quality of mortgage loans held by SPJST. Out of eight notes called due, it was only necessary to actual, ly foreclose on two loans, and both of these loans had unusual fact situations.

We also represented SPJST in a number of tax suits and an interpleader action, all of which have been satisfactorily resolved.

We put forth our best efforts to settle disputed matters on a reasonable basis so that the Society would not be involved in needless litigation. It frequently takes more time and effort to work out a settlement than it would take to litigate a matter but it is felt that it is in the best interest of the Society to try to settle disputed matters where this can be done fairly to all concerned.

I have consulted with the officers and directors of the Supreme Lodge on a daily basis and I have given written opinions regarding a multitude of legal questions ranging from interpretation of by-laws, State and Federal laws to State and Federal rule.; and regulations. I have also Dear Delegates and Members: consulted with, reviewed rules and I respectfully submit a short regulations, advised and frequently resume of legal services rendered given written opinions to local

lodges on fraternal insurance related matters and have tried to answer all inquiries from our members.

The attorney also gives written or verbal opinions and directives on our life insurance contracts, beneficiary designations, and payment of certificate proceeds, and he also prepares or approves documents in the sale of mineral and/or royalty reservations, subordination agreements relative to oil, gas and mineral leases, eminent domain proceedings, easements and partial releases, real estate loans and many other contracts.

I have attended all quarterly and special meetings of the Supreme Lodge and officers' meetings; participated in workshops for the local lodge officers; met with the by-law committee and also attended meetings of other standing committees when requested.

Since the SPJST is a fraternal life insurance society, its foundation is the insurance, membership, benefits, and lodge system. Without any one of these it cannot function as a fraternal and benevolent society.

As a fraternal organization, it enjoys a number of special privileges and we must all be zealous to preserve and protect these privileges. The SPJST is able to provide or assist its members in providing many benefits such as the lodges, the district meetings, the youth programs, educational scholarships, rest homes, and many other charitable benefits because of its special position in the law.

The SPJST has made substantial strides since January 1, 1981, and the officers' and directors' reports show-a continued, healthy growth of the Society. The Society recently started offering annuities and this offers many benefits for the Society and its members. Its assets are now in excess of 34 million dollars.

Because of its growth and its financial position, the Supreme Lodge is required to make decisions on increasingly complex questions.

The attorney's work has increased in the past four years as well as it has increased at a steady pace over the last many years. The Legislature and Congress continue to pass legislation which affects fraternals and court decisions which also affect fraternals. Furthermore the government rules and regulations affecting the Society are requiring an ever increasing amount of time on the part of-the attorney. Such things as inflation and interest rates directly affect SPJST. The Legislature has recently completed a legislative session and already proposed legislative amendments are being considered for the next session of the Legislature. Legislation is regularly being proposed in the United States Congress that affects fraternals. We are in a period of rapid change and the attorney must keep current with the new developments and must try to stay ahead of what is developing.

During most of this period I have had an associate attorney and now I am able to call upon other attorneys on a priority basis and I have a legal assistant and legal secretary and various part-time help, all of whose salary and overhead is paid for by the attorney. These parties have greatly assisted me in doing the necessary work and I thank them for

12/VESTMK-Wednesday, April 18, 1984 such assistance. At all times I provide one legal assistant or one legal secretary who devotes all of her time to SPJST work. Though I frequently call on technically qualified people for assistance, I remain solely responsible for all of the work that is done.

The most difficult and expensive part of the attorney's work and responsibility is that the attorney must handle and maintain a capability to immediately handle a variety of matters involving time urgency and deadlines. The attorney must have the personnel, library, equipment and technical ability to promptly handle the most demanding situations that do arise.

On the same day and on a priority basis, we may have to prepare and transmit bankruptcy motions and work out technical questions and turn out two sets of time-deadlined loan instruments. The next day the work may be routine. The workload fluctuates greatly. The legal advisor does not have a forty hour week. He devotes the time that it takes to get the job done and our office devotes preferred time and service to our Society.

For many years over one-half of the attorney's compensation has been received from work that has been done in connection with real estate loans. The members who obtain these loans pay for the expenses involved. The loan closings fluctuate. greatly. We had a moratorium imposed on loans and when the interest rates fluctuate wildly, it has a great affect on the number of loans that are closed. Even though there are fluctuations in a short period of time, the trend for real estate loans continues upward and such loans have proved to be good investments for the Society and good for its members. At the end of 1974 there were approximately 16 million in real estate loans and this had increased at the end of 1983 to approximately 23 million.

We all need to give thanks for our lodge system and for the representative system for selecting lodge officers, committees and delegates to the convention and for our system to enact by-law and other changes.

It is a good system that has stood the test of time. This has been a busy time and one that had many interesting changes and challenges.

Many by-law and other changes are being proposed by the by-law and other committees. We are fortunate in that we have dedicated and highly qualified members who devote the time and effort to get fully informed of the facts and who serve on these committees and deliberate on matters that affect the Society. One of the reasons the Society has remained strong and vibrant is the critical review that is made of all aspects of the operation every four years and I know that you as, delegates will study the proposals carefully and act in the best interest of SPJST. I am optimistic about the future of the SPJST. It is a viable and dynamic Society that responds to its members and I wish the XXIVth convention much success.

Pre-Convention Report Of The Actuary To: The SPJST Membership and the XXIV Convention Delegates The Slavonic Benevolent Order of the State of Texas has utilized my services as actuary since November of 1983. In that short period of time I have become acquanited with the society, the Supreme Lodge officers, home office operations, directors and the employees. It is very gratifying to be associated with qualified people who do their work well for an outstanding organization. All those involved seem to have a conscientious attitude for a team effort to accomplish the tasks at hand. The Supreme Lodge operations are handled on a professional basis, and the quality of personnel is on a level with the top stock insurance companies.

Recent admirable accomplishments of the SPJST are 1) The completion of the conversion to a computerized operation and 2) Planning for new insurance products to be offered including appropriate training in the products for the sales representatives.

The SPJST has selected a computer and a plan for implementation of an automated system that is both economical to install and operate and adequate to handle the business operations of the society for years to come. The decisions involved in making this change were very necessary to keep SPJST abreast of the times, and a continuing efficient operation.

The computer will enhance the de velopment and administration of new plans of insurance which are planned for the near future. The flexible premium annuity certificate provides an opportunity for members to invest in both tax deferred and non-tax deferred savings for the future. Companion products, the single premium deferred annuity and the single premium immediate annuity have been filed with the state board of insurance and will be available very soon. Other new plans of insurance will be based on the 1980 CSO mortality table. The insurance coverage will be available for a premium rate that is both actuarilly sound and competition tested. Available insurance purchases from the SPJST will be priced on a fair and consistent basis for the best interest of the purchaser and the order. The "loss leader" concept of pricing is not used by fraternal orders because the profits are set for the best interest of continuing certificate holders, or members.

In reviewing certain operating ratios actuaries give credence to the progression over recent years of the mortality ratio. This is the ratio of actual mortality experience to the mortality that is anticipated by the tables used for certificate reserves.

These ratios for calendar years 1981 through 1983 respectively have been 54.09%, 49.57% and 43.59%. This exhibits a healthy progression and indicates good risk selection by the sales representatives and the home office underwriters.

The close working relationship of the directors with the officers of the Supreme Lodge is a very healthy situation for good and profitable decision-making management. In the

structure of the SPJST organization this same good relationship is evident between the officers and the Supreme Lodge employees.

Any such incumbent officer being replaced shall be relieved of his duties June 30, and be paid for the remainder of his term.

Any replacement officer in the Supreme Lodge shall be paid 80% of the scheduled salary until he becomes acquainted and experienced in the duties of his position. The Supreme Lodge will evaluate the progress of the replacement Officer and make necessary adjustments to salary as appropriate.

LITIGATION-The fee for preparation and handling of a threatened or filed law suit, shall be a minimum fee as charged by practicing attorneys in whatever county the suit may be held and to be reviewed and approved by the Supreme Lodge.

The inclusion of an amount in the Editor's salary intended for him to pay for clerical help creates a problem in that such individual is not included in Workmen's Compensation coverage. This creates a potential liability for the Society.

Any salary paid for clerical help should be paid by the Society directly to the employee.

When the present Editor retires, this office shall be an appointed office. The Supreme Lodge shall hire or appoint the Editor and shall set the salary.

YOUTH PROGRAM: DISTRICT YOUTH.COUNSELOR: Per Diem-$85.00 per day, mileage at 35 per mile, lodging, and actual cost of meals, not to exceed $20.00 per day while on duty. Any other reimbursements will be recommended to and approved by the Supreme Lodge.

Authorize the Supreme Lodge SPJST to provide quarterly reimbursements of 50C per youth member to the local youth clubs.

The annual net gain from the investment of $450,000.00 be replaced by an annual allocation of $38,000.00 and that this amount be used exclusively for the youth. All funds are to be accounted for and any unused revenue is to be refunded to the Supreme Lodge.

Authorize the Supreme Lodge to contribute to the District, 35C per year for every insured member who has attained the age of 16 years, but not less than $500.00 annually. This amount must be used for the benefit of the Youth.

District III was well represented in State YAD and in Royalty. We have another State King and Duke from District III; State King Donald Steinke from Lodge 35 and Duke Pavelka also from Lodge 35.

After presenting checks to both winners Sister Bessie ended her presentation. Motion made by Sid Pokladnik to accept report, seconded by Mary Pavey, motion carried.

Reports of Committees Family Day Committee member Arnold Vrla reported that the committee had met and had two places to have a District III Family Day. Committee Member Emil Petr also had a short discussion. The project of District III Family Day was returned to committee to plan and have a Family Day. By-Laws Committeeman John Murphy had no report. Sid Pokladnik stated that if you have any changes to send them in to the committee at least 60 days before convention time.

Brother Ben Jarma of Insurance Committee reported that he had some oral suggestions but they need to be in writing and signed. Motion to accept report by Vernon Wood, seconded by Jeanie Mason, motion passed.

Publication report was made by Eddie Banik for his father. He stated that the committee will meet in March 1984 and to send in suggestions and changes to him by then.

Arnold Vrla reporting on the Finance Committee stated that the committee met in Oct. to discuss and make recommendations to the Supreme Lodge for changes in the retirement program for Supreme Lodge workers. The next Finance Committee meeting is to be held in January. Motion to accept report by Ben Jarma, seconded by Sid Pokladnik, motion passed.

Director's report was made by Sid Pokladnik. Sid answered Finance Committee report by saying that the retirement plan had been updated and was in force.

Sid asked the members to help the by committees sending in suggestions and request.

Qualifications for delegates to the convention was discussed and some questions were answered.

Four lodges are reported to be in the top ten, Lodges 66, 84, 92 and 154.

Sid recognized the salesmen attending the meeting and asked all salesmen to get more involved with the sales program.

Showing that the computer in the Supreme Lodge was working, Sid was able to say that District III has 91 salesmen with 54 of them having sold policies, also 37 of them had not sold any. Up to 9-30-81; 1,936 certificates were sold for $14,469,000; but 1,925 were lost to lapses and deaths, with $10,7000,000 loss.

Sid also reported that SPJST is number 28 in size in the United States for fraternal insurance companies with $31,729,000 in assets. Also asked the people to help the salemen in i kales of insurance be-

cause insurance sales is what will make SPJST grow.

Meeting adjourned for lunch at this point.

Also reported the Child Abuse Program was starting to move with more and more lodges becoming involved. And that the rest homes were full with no changes. Motion to accept report by Otto Hanus, seconded by Sister Pavey, motion passed.

Roll call of lodges held by Daniel Roznovsky showed that 81 persons were present from 10 lodges.

Our editor, Rudy Sefcik reported on the poor mail service with postage constantly going up. Also a discussion was held about the headings in the Vestnik. Motion to accept report made by Otto Hanus, seconded by Emil Petr. Motion passed.

Museum Curator Otto Hanus reported on new additions to the SPJST museum, a set of puppets, a stamp collection from 161 countries and wood carvings consisting of 183 pieces. Motion to accept report by Arnold Vrla, seconded by James Pavlicek, motion passed.

There was no recognition of 50year members as it was done at the spring meeting.

Introduction of Supreme Lodge Officers and visitors was made by 1st Vice President Joe Ondrusek.

Introduced were Director Sid Pokladnik and wife, Justine, from Supreme Lodge and visitors Mr. and Mrs. Spa.nhel from District II. There was no unfinished business.

Sid Pokladnik thanked everybody for the support for the Fraternal Congress held in Temple.

Poster winners were announced, first place was Lodge 6, with second to Lodge 84.

Appointment of Nominating Committee with President Robert Dobecka nominating Vernon Wood and Willie Mae Schuetz, and 1st Vice President Joe Ondrusek nominating Emil Petr.

Selection of a site for YAD in 1984 was held with Lodge 180 volunteering.
