Are you ready to accept the challenge? It is so true that every day people need people. For instance, in your community, there are individuals who need you. As fraternalists, you can help in some fashion; whether on a large or small scale. Let's point out that a few hours of your time or a few dollars certainly can make a difference to the unfortunate ones you help and to your satisfaction.

Presently, more than ever before, efforts of concerned, assisting persons does indeed make a difference. Perhaps you may not change the universe, however, you might help change a life, which may not be a bad place to begin.

When observing the facts among the most serious problems in today's world, is one: Child Abuse and Neglect (CAN). Records have convinced us that child abuse is a statewide problem, which occurs in small communities as well as large cities, in rich and poor families alike.

It is also known that The Texas Department of Human Resources (DHR) is mandated by state law to investigate suspected cases of children being abused and/or neglected.

Brothers and Sisters: The DHR personnel relies on volunteer resources to help a child in its own home whenever possible. In some cases a small percentage requires removal by court order to protect a child. It has also been reported that limited state/federal funds have forced DHR to place top priority' on most serious cases. There is much more that actually happens than what we sometimes hear about.

The SPJST, known as a fastgrowing order with many years of history caring for others, has stepped in to render its assistance through the local lodge system by undertaking volunteer services and donations for needy young people.

Through the Vestnik media, you have read where numerous SPJST local lodges have already held their charitable fund projects for the "CAN" • Program by making generous monetary donations, as well as food, clothing and other miscellaneous contributions. We feel certain that there are much more lodges anticipating to hold such occasions likewise.

The editor had an opportunity to attend one of the "Child Abuse and Neglect" Programs January 15th at Lodge 66 in Waco and heard Sister Thelma Hrncir, SPJST State Coordinator; Bob Haisler, program director; Bob Boyd, recruiter of Foster Parents; and Sheila Baker, supervisor of Foster Care, speak out on the serious matters occurring and existing in our world's society. After listening to each one's topic, there was left no doubt in the minds of the large attentive audience that the abused and neglected children problem is a very serious subject.

(Incidently, Mr. Bob Haisler is the son of the well-known Jerry Haisler who plays the accordion in the Jerry Haisler and The Melody Five Band

from the Seaton-Zabcikville area.)

The three representatives from DHR and Sister Thelma Hrncir gave a very good description of the "CAN" Program and a vivid picture how bad the problem is plus showing a film about the Child Abuse/Neglect Program of DHR. Our SPJST certainly has fallen into the program with sincere, fraternal assistance! District III Director Sid Pokladnik, who was supposed to be present, had another commitment at Lodge 180 in Burleson.

Those of you involved or who attempt to become involved in this problem are to be highly commended for yur continued efforts and interest for endeavoring to light up some youngster's life.

Brothers and Sisters, let us all do our share and continue taking this step forward to prove to our competitive commercial insurance companies that the fraternal societies are maintaining their humantarian share more than ever before! ***

Congressman Leath Returns Funds To Treasury Congressman Marvin Leath said today that during his five years in Congress he has returned to the treasury $396,510.95 in allowances available to his office that he did not spend.

"If every member of Congress would operate in this manner," Leath said, "it would have saved the taxpayers over $34 million annually or some $172 million over the period." Members of Congress are given expense allowances then they are responsible for how much and in what manner that money is spent, within certain standards set by the Congress.

"By returning nearly $80,000 annually to the treasury," Leath said, "it more than pays my salary (continued on page 15)

Vice-President's Report to the Membership of the SPJST In the January 1983 Supreme Lodge meeting it was decided that each officer of our Society would annually report to the entire membership, on areas that he is personally responsible. It was also decided that these reports be a general overview rather than a detailed report (the monthly reports furnished by each officer and published in the Vestnik addresses detailed information) of the specific areas of responsibility.

Article 38 of the SPJST by-laws directs that the Vice President is responsible for the Insurance Department. 1983 highlights of the Insurance Department follow: Insurance Sales We had a very productive year.

that we have set our goals much higher for the future.

Sales Representatives On December 31, 1983 we had 462 trained part time sales representatives. During 1983 only 285 (or approximately 62%) procured new members. Of the 285 producing sales representatives the "Top Thirty Producers" accounted for over 54% of the SPJST growth.

The key to our great year in 1983 is Thirty Sales the "Top Representatives".

The reason I feel it imperative that our membership be totally aware of these facts is that these are the people who are responsible for our growth.

The sales representatives production is directly proportionate to SPJST growth. Unfortunately we find that some lodges are not aware of what a p;Oductive sales representative means to their growth. Each lodge annually receives an 8% refund of premiums collected from the Supreme Lodge. This money has been earned for your lodge by the sales representative. To further illustrate this fact, each lodge will be receiving, from me, a breakdown of how much refund each sales representative was responsible for obtaining for the lodge that they represent. This, we hope, will then make our entire membership more aware of how important the sales representative is to not only the SPJST insurance sales but to the local lodge.

Training Our State Field Managers have done an outstanding job assisting the sales representatives in 1983.

The Wats line has made home office assistance as close as the telephone.

SPJST Insurance Products We are in the process of developing a product portfolio that will be extremely attractive to our members. 1984 will bring at least two new products to our members.

One is the Annuity Program and the other will be a Joint Decreasing Term Certificate which will be very helpful to working married couples.

We are also preparing to streamline the number of products and utilize the 1980 CSO Table. This all takes time and a great deal of research.

Certificate Service I have received numerous compliments regarding the service that is rendered to the members by this department. I thank you for mentioning this to me and thank my staff for a job well done.

Summary 1983 is behind us and we look forward to the challenges that the New Year brings upon us. My special goal in 1984 is to enhance the image of our sales representatives at the local lodge level. All the benefits of our organization hinge on the production of these key people. help your sales Please representatives procure new members. We have a society second to none. Help us make it grow, we can't do it without you.

I will be submitting a preconvention report prior to our June convention.

SecretaryTreasurer's Annual Report The past year proved to be much better than expected in many ways.

Our economy showed dramatic improvement, productivity was up, inflation was down and other indicators became positive. It was certainly a good year for the SPJST as we look back at past progress.

But we have little time to reflect on past accomplishments because the challenges of a new year call for our attention.

This report will briefly attempt to cover my basic areas of responsibility. Since comprehensive reports frequently appear in the Vestnik, references to figures and statistics will be limited.

INVESTMENTS. There was much activity in the area of investments. In my estimation, this is the most serious duty of this office and accordingly, investment matters are given time priority.

The past few years have been very difficult for investment managers. We have seen vast fluctuations in interest rates, a troubled economy and a general rethinking of investment philosophy. The conservative investment policies we have followed have served us well as we have come through this period without loss. We continue to show improved return on our investments, and assets increased over $2.1 million during 1983. When all of the figures are in, we expect a sizeable increase in our net investment return.

During 1983, the major portion of our investment funds were channelled to the following categories: $2.6 million in mortgage loans, $1.3 million in bonds and $1.3 million in common stocks.

The most profitable return was realized in the category of common stocks. A great deal of time was devoted to researching and following stocks during 1983. Some 80 transactions were completed primarily in highly rated blue chips steering clear of speculative issues, which yielded a profit of over $281,000, and a yield of over 38% on an average investment of

approximately $724,000. Investment in stocks is limited by the Supreme Lodge to 3% of our assets and we remained within that percentage.

ADMINISTRATIVE DEPARTMENT. We live in a time characterized by change.

Responsibility of the secretarytreasurer in the administrative department has probably been more affected by change than any other duties of the department. The area of administration very simply defined includes those general matters that must be handled on a daily basis by an organization that is actively doing business.

The number of reports to state and federal agencies and their regulations continue to increase and become more stringent. Changing trends also require a periodic review of the various liability and insurance coverages the Society maintains for its protection. Procedures must be reviewed to accommodate new customs and requirements. We would hope that there is an easing of the trend toward more paperwork and complexity but have fully accepted the fact that administration will continue to be more difficult in the future.

CERTIFICATE BENEFITS. One of the major benefits of any fraternal society is the protection provided by its certificates. During 1983, this department handled 446 death claims and paid to beneficiaries the sum of $672,350.01.

Additionally, we paid $141,387.63 in matured endowments and $181,851.08 in surrenders. All totaled, this comes to almost a million dollars of living benefits during 1983 aloneOFFICE AUTOMATION. Much progress was made during 1983 in computerizing various areas of the secretary-treasurer's department.

Some of the systems made operational were: modern on-line mortgage loan system, an investment tracking system and a system for keeping record of office equipment and depreciation. The automation has made it possible to absorb additional workload without the hiring of any additional employees. Automation of the department will be continued but will take several more years to complete computerization of all areas that can be benefited by automation.

MISC. We are in process of again mailing the questionnaire of fraternal activities to local lodges.

During 1983, 79% of our lodges returned the completed questionnaire. Local fraternal activities appeared to be on an upswing last year and we are optimistic of an even better response this year.

The Society currently owns no real estate other than the Home Office property and approximately 4 vacant lots held for possible future needs. There were no foreclosures of real estate during the past year.

If we have learned anything from the past, it is the fact that we must be flexible. Change is being thrust upon the insurance industry whether the industry likes it or not.

Although the SPJST is a fraternal benefit society, it nevertheless is a part of the insurance industry. The remainder of the 80s will definitely not be dull as we are certain to be faced with many challenges.

Financial Secretary' s Report For 1983 It was agreed in our Supreme Lodge Meeting that each officer make an annual report to · the members on items that he is responsible for. · Article 40 of our 1980 By-Laws directs the Financial Secretary to be liable for the following: FINANCIAL STATEMENTS Our assets for 1983 increased by over two million dollars. This increase was the largest -ever in SPJST history. Our· total income for 1983 amounted. to over five and one-half million dollars with expenses of approximately three million dollars.

The daily cash on hand was kept to a minimum amount to keep every available dollar working for the entire SPJST membership.

8% REFUND TO LODGES The 8% refund to lodges was forwarded on 104-84 to all local lodge financial secretaries. This refund amounted to over $174,000.00. Please be mindful that this revenue is generated from first year sales and renewals of our sales representatives' production. Each lodge needs to make a survey of the amounts that they received in the past years to help them determine a growth pattern of their lodge. Let us become more mindful of our fraternal life insurance. Any help that you may give to a sales representative will mean added revenue to your lodge.

PREMIUM REFUND Premium refund checks were forwarded to all local lodges for distribution to their members. This amounted to over $587,000.00. Each certificate holder is entitled to a 3% refund of the

DELEGATE NUMBERAs of October l, 1983 all lodges were informed as to the total number of delegates they were to elect and to the total number of votes. The total number of eligible delegates amount to 392 compared to 387 four years ago. A few lodges need only a small amount of new members (sixteen and over) to attain an additional delegate. I will notify these lodges 60 days prior to the convention.

COMPUTER With a good deal of hard work and extra effort, we have progressed in the computerization of our manual system within the Supreme Lodge. We are proud of this accomplishment and are now automating other areas of our operation so we may provide even better service to our members.

LOCALLODGE FINANCIALSECRE­ TARIES As of December 31, 1983 all 125 lodges were current with mortuary premium payments to the Supreme Lodge. I am happy to report that all financial secretaries have cooperated with me 100%. We must not forget to thank these people for the job they do in the

Attorney's Annual Message Dear Members: I wish you a Happy and Healthy 1984.

I thank the members, the lodges, the committees, the districts, the officers and the directors, and all others for their support and cooperation and for the substantial progress that has been achieved.

This is a good time of the year to review the By-laws, the local lodge rules and regulations, the insurance protection for the lodges, and various related matters.

With the convention so close at hand, I encourage every member to review the By-laws and where you feel that improvement can be made, that the lodge submit By-law recommendations to the By-law committee. The By-law committee will carefully review and deliberate on all recommendations. The earlier the recommendations are submitted, the better. This is so because it gives time for a careful consideration and discussion of every recommendation and the committee can study the overall effect the recommendation will have.

This is also a good time to review the local lodge rules and regulations to see if the rules are being followed and if the rules are helpful. The rules and regulations should serve to assist the lodge in carrying out its functions and provide for an orderly and democratic procedure in conducting meetings and business.

I am glad to note that most of the lodges have their insurance needs in good shape. Every local lodge needs to carry adequate premises liability insurance. Every local lodge that has any employees should carry workmen's compensation insurance.

We need to be especially mindful of the need for securing and

maintaining adequate insurance in force. The cost of such insurance is reasonable and we cannot wait until an accident, injury, or claim occurs to obtain this necessary coverage.

We all need to give thanks for our lodge system and for the representative system for selecting lodge officers, committees, and delegates to the convention and for our system to enact by-law and other changes. It is a good system that has stood the test of time. The lodge system and the providing for the payment of life insurance and other benefits to the members is the cornerstone on which the fraternal life insurance system is based.

The year 1983 has been a busy year and one that had many interesting changes and challenges.

In my pre-convention report I will go into considerable detail on the work performed by the attorney.

Briefly, in addition to monitoring legislation, giving briefs and opinions, meeting with the officers and directors and members and others, working with the investment committee and working with various state agencies, our office closed real estate loans for a total in excess of 21/2 million dollars, related work for the 23 million dollars mortgage loans in force, and our office handled four bankruptcies and several law suits. The SPJST has over 34 million dollars in assets and is involved in a broad range of activities that requires legal advice and opinions.

My associate attorney, legal assistant and secretaries, all of . whose salary and overhead is paid for by the attorney, have greatly assisted me in doing the necessary work, and I thank them for such assistance.

I am optimistic about the future of the SPJST. It is a viable and dynamic socíet: that responds to its members.

I sincerely appreciate having had the honor and privilege to serve as your legal advisor.

Lodge 15, Buckholts Plans 8th February Meeting Dear Members: Since this is the first time I am reporting for Lodge 15, I will try to do my best.

A delicious chili supper, prepared

by Brother Frank Kamenicky, was enjoyed by all present.

President Ann Balusek opened the meeting by leading the members in reciting the Pledge of Allegiance.

Roll call of officers showed all were present.

Two members, Brother Joe Zajicek and Sister Annie Kuzel, were on the sick list. We hope both of you are doing a lot better.

Dan Balusek was our guest and we were happy to have you with us.

All visitors are always welcome.

Two new members, Robin and Raven Dusek, were welcomed into the lodge. We are glad to have you.

Happy Birthday was wished to Ann Balusek, Pat Hillman and Charlene Kamenicky.

The members voted to buy a history book of the SPJST and donate it to the library in Cameron; also, if any members want to buy one for themselves, please let me know.

Congratulations to Brother Clayton Allison and his new bride, Terrell. Lots of happiness is wished to both of you; they will live in College Station.

Sister Sidonia Svoboda, our financial secretary, said that ay member with a paid-up policy with a DI and wants to keep it, should get in touch with her.

The first meeting of 1984 for Lodge 24 was called to order by President David Vanicek.

Pledge of Allegiance was led by Flag Bearers Jason Havel and Melanie Zavodny. A moment of silence was then shared with Marvin Wilde and his family in memory of the death of his mother.

We had one visitor Gail Lawrence.

We hope you enjoyed the meeting and invite you to come back whenever you can.

The minutes of the last meeting were read and approved, also the correspondence was taken care of.

We had several guests at our meeting. They were SL President Nick Morris, and District III Director Sid Pokladnik, District II Director Henry Vitek, District Director VI Matt Vanek and District Director VII Thelma Hrncir.

Brother Morris installed the officers for 1984, and Sister Hrncir spoke a few words for the group.

She mentioned the upcoming convention in Corpus Christi and general SPJST events and projects.

Louise Zavodny will be working on getting another sponsored dance going at the lodge.

Carol Chervenka gave the youth club report and said she would be in touch with the mothers on information about their next social.

New members accepted at the meeting were Candice Nemjo, Shannon Nemjo, Charity Nemjo and Cathleen Nemjo. (Sister Louise Zavodny sold these policy certificates.)

Doris Vanicek was accepted as a sales representative for Lodge 24.

There was some discussion about a picnic for the coming year. We had some volunteers to get a few ideas together for the next meeting. They

We then had roll call of officers.

Melvin and Geraldine Steger and Herbert Riethmeyer were absent.

Secretary Michael Kaiser read the minutes of the previous meeting, they were approved as read.

Treasurer Albin Machu gave his report. Bobby Wuensche reported for the Property on behalf of the Property Committee, and Edith Shiller gave the audit report for the past three months.

New applicants were Rose Campbell Hickman, Harry H. Hickman III and Michelle Lea Horne.

Assistant Youth Leader Donna Pasemann reported that they had 23 youth members present at their meeting and five adults also attended their meeting.

December 21st, the club members took Kleenex boxes to the S.P.J.S.T. Rest Home No. I in Taylor. They also voted to go to the North Cross Mall Saturday to see a movie or go shopping.

The question was brought up if we want a May Fete this year; if we do, the queens have to be voted on

by March. After some discussions, the members voted "yes" so our May Fete will be held as usual, the first Sunday, May 6th.

At this time, I would like to tell you about our Battle Dance scheduled for February 5th, with music by the Vrazel's Polka Band and LeeRoy Matocha; these two bands have played in February, for at least ten years, at our lodge hall.

We still like to promote the polka dances. People come far and near to enjoy polka music at our hall. We will be serving those good hamburgers, nachos and coffee, so make your plans now for this date: SUNDAY, FEBRUARY 5TH from 3 to 9 p.m.

Lodge 39 Bryan Meeting & Program Dear Readers: The holidays are now over and once again a new year is upon us. I hope all of you had a wonderful Christmas and may all your hopes and dreams come true this new year.

I would like to take this opportunity to thank the members of Lodge 39 for electing me as their new president for 1984. I am enthusiastic because I encounter this new adventure to working with each member. Many of you contributed greatly to our lodge this past year and .I am grateful for that Meanwhile, as 1984 approaches let us work together and try even harder to make our lodge exactly what we want it to be and let's make it grow!

Our next regular lodge business meeting will be held Sunday, February 12 at 2:30 p.m., and will be followed by a pot luck supper; also, after the meeting, we will have the pleasure of enjoying a program sponsored by the youth club and presented by the College Station Police Department. The program will include the new Robot on the Police Force; he will be present to discuss various topics including drug abuse. Everyone is encouraged to attend because I feel this day will be worthwhile, so mark it on your calendar and plan to be present.

Appointed For Lodge 47, Seaton Dear Members and Friends: Our monthly meeting Sunday, January 7, 1984 was called to order

by President Jerry Pechal.

Tim Wilson and Daryl Kortis led us in the Pledge of Allegiance, after which everyone remained standing for a moment of silence in memory of deceased members Jerry J. Sefcik and Valentine (Wally) Maruna. May their souls rest in peace.

First on the agenda to be taken care of was the installation of all officers and board members. The installation was performed by Supreme Lodge President Nick Morris. All elected officers, with the exception of Anton Motl, parliamentarian, were present. Dan Balusek sat in for Brother Motl.

New members accepted into our lodge were: Laura Beth Sula, Minnie M. Simcik and Kathaleen L. Odstrcil.

We welcome these new members and invite you to attend our activities at the lodge.

Visitors were Ann Balusek, Joe Krahulik and Mr. and Mrs. Lonnie Schroeder.

Reported on the sick list were: Charlie Sirney, Anna Junek, Leroy Dana, Jerry Kotrla, Olga Richter, Agnes Bartek, Albin (Butch) Sodek, Leah Marek, Clarence Sula and Sammie Koon. We wish all of these members good health and hope you can be with us soon; also, Mrs. Leo Kahlig, wife of one of our members, was reported to be in the hospital.

Lodge 177, Academy

Had Productive Year The January 11, 1984 meeting of Lodge 177 was called to order at 7:30 p.m. by President Rae Lisenbe. The Pledge of Allegiance was then recited.

All officers were present.

The minutes from the last meeting were read by Secretary Dorothy Lisenbe and approved.

Sister Lisenbe then read a letter from SPJST Project Coordinator Thelma Hrncir, thanking the lodge for their support in the "Child Abuse Program", communication was also read from Supreme Lodge Financial Secretary Jerry Mikulas, Jr., with the lodge's premium refund check. Good work, sales representatives!

Treasurer's report was also good.

Financial Secretary Helen Bland has no new members to report at this meeting.

Trustees' Report: There will be no free passes given out until all the old passes are accounted for. It was decided that a security guard would be in the front lobby to insure against food and beverages being brought into the hall, also a new rule being tried to eliminate the running in and out by the younger people, "you must pay to re-enter if you go out." Emergency lights have been checked and Edward Bartek will work on them.

All chairperons' reports were given and a good account was given by all.

There was no old business from last year.

Jerry Tomastik reported the hall was in good financial shape and the hall fared better last year as opposed to 1982.

Kitchen Chairperson Othen Jezek thanked Cecil La Grange for working on the meat slicer and a thanks to Jerry Tomastik for all the time and effort he put in on the hall last year.

A special thanks should be given to the outgoing president and vice president. Former Vice President Walter Jezek has the books in good shape and, for this, the lodge is grateful!

New Rules and Regulations Committee appointed consists of Otis Beck, Travis Love and Cecil La Grange.

Audit Committee consists of Bill Hutka, Bruce Tomastik and Darlene Sefcik.

Vice President Louis Driska thanked all the chairpersons for being willing and able to take these responsible positions.

Libbie Bartek agreed to stay with the Card and Flower Committee.

We were glad to Elibie and Kay Bonnie Lisenbe, Joe and Fay Bland at our meeting; come back to see us, it was good to see your smiling faces.

There being no other business, the meeting adjourned at 8:25 p.m.

Lodge 179 Warrenton Sets February 9th Meeting Dear Members and Readers: Lodge 179 held its regular meeting Thursday, January 12, 1984 at 7 p.m., with a nice attendance.

President Harold Bergmann called the meeting to order and also led the group in reciting the Pledge of Allegiance.

Jeanette Schoenst read the minutes of the previous meeting and correspondence.

Brother Leonhardt gave the treasurer's report. Both readings were accepted as given.

Arnold Peters gave the mortuary standing and presented the lodge the refund check from the Supreme Lodge which they were thankful for.

The Serving Committee stated the lodge will furnish chicken stew for the February 9th meeting at 7 p.m.

The meeting was then adjourned.

Afterwards, all enjoyed a delicious meal and refreshments.

Lodge 191, East

Texas Announces Activities A big "Hello" and Happy New Year to all members of SPJST throughout.

Lodge 191 East Texas held their December 12th lodge meeting. Past and future plans were discussed and all with enthusiastic vigor; one reason being the spirit of the holidays and honoring a special guest, Mr. L. Hanus of SPJST District V who attended the meeting.

New officers for 1984 were elected: Mr. John Anderson, who very graciously accepted re-election as president; Mr. Neal Stephens, vice-president; Mrs. Anne Milsted, secretary; Mrs. Patsy Weems, treasurer.

Plans for the month were the garage sale and dances. The New Year's Eve dance was a big success and the decorations were absolutely beautiful. Credit goes to Ken and Betty Thornton for dance arrangements and decorations.

We held our January 9th meeting.

Mr. John Anderson called the meeting to order with new officers presiding. Future events were discussed and big plans for a barbecue dinner and dance to be held at our lodge. Dates and complete information will be coming to you in the near future. Keep a watch for it!

We have started something new.

Wednesday, January 25, 1984—VESTNIK /7 Each month we have a different host and hostess. There will be something new and exciting for everyone. John and Helen Anderson are host and hostess for the January dances. Doyle and Sara Oliver and Tucker and Patsy Weems were host and hostess for the new FUN and GAMES night. (We had forty-two, scrabble, uno, twister puzzles and many other games for every age).

For February, James and Kay Sikes are host and hostess for the whole month; I can hardly wait to see what they have in store for us.

Country and western dance lessons will be taught by Richard and Mary Lea Biv ins starting February 1st. Contact Gloria Sizemore or Kenneth Thornton for more information.

Our Youth Program is also progressing quite well. Ken Carter (our youth leader) and youth members have come up with a 1984 Calendar in book form that is really nice. give you one hint that it has every Lodge 191 SPJST member's name on its birth date. It is a very useful calendar in more ways than one. Let's all support our youth program and purchase a calendar from them to help their future projects. 133, San Antonio Held Regular Meeting Lodge

Lodge 133 held its regular meeting Sunday, January 15, 1984 at 1505 S. Gevers. President Emil Matula called the meeting to order at 2 p.m. and led the membership in reciting the Pledge of Allegiance.

There were 32 members present and all officers were on board.

The minutes, read by Secretary Netek, were accepted, so was the treasurer's report given by Sister Viola Mazac.

Reports were given by the entertainment chairman, also the social chairman and reports were received on members who were on the sick list.

President Matula asked the members to remember our members who are on the sick list. You may cheer them up by calling them on the phone.

Brother James Kostelnik, who was hospitalized is now at home, recovering; also, his wife, Mary, who is still confined to her home. Sister Dorothy Valka is recovering at home, also Sister Jenevia Schultz.

Brother jaroslav Kleprlik is confined to bed at home, pending doctor's information for further tests. We wish all of them a speedy recovery and we hope to have them at our meetings soon.

Discussions were held on the recommendations of some of the changes to the by-laws that will be submitted by our lodge to the Bylaw Committee, for consideration at

the coming convention. This is the time to speak up for the betterment of our SPJST. Don't wait for submitting your recommendations; you may have to wait another four years until the next convention.

In my opinion, I sincerely believe that the COST OF THE CONVENTION should be given a high priority in the coming convention. I know that what I am about to say is a very unpopular subject, but, fortunately, I am not in a popularity contest so I will express my thoughts as I see them.

I strongly believe that in making an effort in decreasing our expenses in the conventions, we should begin with reducing the DELEGATES. We all agree that most of all, the lodges have about 4 to 6 delegates who are the spokespeople for the lodge. Some of the lodges have as many as 70 delegates. I congratulate them for obtaining that many members to be eligible for so many delegates; some of the members must have put a lot of work in obtaining new members, but the time has come where we have to also consider the economy that exists today.

I am sure that the convention cost for 1984 will be more than $150,000.

Ask yourselves, is this amount justified? Is the amount of business transacted worth the money that we are going to spend? Could it be that some of the business could be handled on a lower level?

I believe that it is time for all of us to tighten our belts, from the local lodges to the Supreme Lodge office.

Let us tackle this high cost with an open-mind and begin with the reduction of delegates, because you will still retain your voting power.

There must be a limit how much we can spend in order to continue as a strong and solvent organization as the SPJST is today.

Lodge 18, Elgin Held Meeting The first meeting of Elgin Lodge 18, was called to order by our new president, Brother Morris Boutwell. grother Diebel led us in the Pledge of Allegiance.

All lodge officers were present.

We had a good attendance in spite of the cold weather.

Secretary Doris Brian read the minutes of the December meeting, which were approved.

Sister Pat Young gave a report for the Board of Trustees from their recent meeting.

All committee reports were given and accepted.

The youth members had a New Year's Party, and skates are being ordered.

Brother Dale Kessel thanked all those who helped work in the kitchen and for all the food brought to our Christmas dance, which was held December 17th.

Brother Leslie Gustafson again thanked everyone that helped with the cleaning at'the hall.

We had one new member Wallace Mott. Welcome to Lodge 18!

Brother Albert Mikulencak told us of an enjoyable day he and Ann had at the SPJST Museum at Temple.

Brother Emil Mogoyne presented $73.50 on behalf of Sister Albina Mogoyne for recycled cans. Thanks, again!

Sister Bernice Klatz had the misfortune of fracturing her foot last weekend. We are sorry to hear about that and we hope you are back and ready to dance again.

Brother Morris Boutwell won the door prize.

President Pearl Hanka called the meeting to order. She then read a poem to start 1984 called "A Perfect Time." It was great!

Sister Rosalee Kostom, secretary, read the minutes and they were approved as read, also the correspondence was acknowledged.

Sister Lillie Spies gave the treasurer's report and also the report for the entire year for 1983 which was a good report.

Sister Evelyn Mikolas, ticket chairman, gave her report for the year and it was also a good one Sister Mary Kosut, Sunshine reporter, sent birthday cards to the sisters who had a birthday in January. Get-well cards were also sent to the sisters who were ill or had an injury of some type; namely, Cecilia Klecka, Anna Hoffman, Rita Alexander, Florena Taake, Mary Johnson, Frances Olexa. It was a pleasure to see most of these women at the meeting. Brave women! Sister Doris Knapick was in the hospital having surgery. Sympathy cards were sent to the Minnie Bravenec and Florena Taake families.

We all should mark our calendar for February 12, 1984 because it's the Anniversary Day at Lodge 88.

We want to remember to bring pastry for that celebration.

Hostesses for January were Sisters Della Miksch, Elizabeth Bily, Emily. Bily and Florena Taake; these sisters served a delicious meal both Wednesdays.

The meeting closed by singing "Happy Birthday" to Sisters Margaret Bohac, Geraldine Hlozek, Marie Pokluda, Florena Taake, Ima Lero and Mary Tilich.

Friendship Club of Fort Worth Dear Members and Friends, As most of you know the recent cold wave produced some records.

The twelve day freeze broke the record of 1916 for temperatures on consecutive days under 32 degrees.

Yet, one has to live in Texas to witness the quick change in our weather pattern, because two weeks after the record breaking temperatures, the brick layers across the road from me here in Colleyville were bricking without shirts on their backs.

The January meeting was wellattended and the birthday members were Eva Dockery and Frank Kovar. We made welcome Maria Prill who had just returned from a 3 1 /2 month visit in Germany, and her daughter, Eva Dockery, who had joined her mother in Germany over the Christmas holidays.

Please bear in mind that, if the weather is icy, we will not have a February 1st. meeting. Those in our area know, as in the past, we get a wave of bad weather during the Fat Stock Show, which will be held at the same time.

Christmas Celebration

December 25, 1983 an invitation was welcome from my dear grandson and his lovely wife, Suzie.

They have two sons, Shawn and Scott (school-age youngsters). Sam.is the son of his dear parents, Roy H. and Annie (Stasa) Peal. Annie is my youngest daughter. They took me to their son's family new home and also took me back home, safely.

Also, invited was my other grandson, his dear wife, Georgie Ann, and their 2 children, Grant and Georgie Ann Peal. The children are talented students.

There were 11 persons at the two tables. Dear Suzie is an experienced cook, with her dear mother-in-law and sister-in-law.

Dear Sam took me to see their dreamed of home. They made blueprints and made a contract with a builder who made a satisfactory job. It was built in the new subdivision at the southside from the city. This residence is also 2story like so many other homes in this subdivision. This is the part of the "Bohemian Colony Land" that the land promoter, Mr. Stanley L. Kostoryz, bought for the CzechMoravian farmers; owner of 12,000 acres in 1904-05. In 1906 it was divided into 40 and 80 acre tracts of land and offered for $12 pot acre. It is fertile black land. At this day's time some of the land is in the city limits.

This get-together is one more pleasant moment to be added to my memory book. It was a pleasure to spend a few hours with someone we love. I'm proud to have my family who care for me. Sincere thanks for the kind-hearted act!

STATEWIDE YOUTH LEADERS' RETREAT

Alvin Community College's Czech Club recently received $500 for their fund to promote Czech activities and provide scholarships to worthy students of Czech lineage. This amount was provided through the University of Houston as a result of a policy which discontinued Czech courses there unless outside funding was provided for them. An account was left with funds with Mr. William Souchek being the person who could influence U of H to release those funds.

Mr. Souchek immediately began attempting to convince University of Houston officials to release $500. of the money to Alvin Community College's Czech Club Fund last summer. Mr. Souchek's persistence in the efforts to have the funds transferred finally resulted in our receiving a $500. check from the University of Houston this week.

Our ACC Czech Club is delighted to receive the check and looks forward to assisting deserving young Czech students in pursuing their educational goals to achievement.

The Czech classes at ACC continue to be popular, with students coming from throughout the Gulf Coast area to attend, and the Czech Club increases in membership and activities. Without Mr. Souchek and his tireless efforts over sa period of years, we could not have experienced the great success in promoting the influence of Czech language and culture in our community. And — without it, we would have experienced a great loss, not only in not having the classes and club, but also in not having the delightful experience of being able to work with William Souchek. He has made the difference!

Perhaps this information will be of value to others also, and you will want to include it in the VESTNIK. We think it is newsworthy.

STATEWIDE YOUTH LEADERS' RETREAT Our Statewide Youth Leaders' Retreat for 1984 is set for Saturday, March 24th, and Sunday, March 25th. We will probably start around 9 a.m. Saturday morning and the retreat will be over after the noon meal Sunday.

The site of this year's retreat is Camp Lone Star near La Grange.

The facilities are very nice and we think that you will be pleased with the surroundings, which should be very conducive to the learning process. All DYC's, Assistant DYC's, Youth Leaders and Assistants, plus anyone else directly involved in our youth program is welcome to attend; however, this occasion is not to be considered a weekend vacation, but as a period of learning and relating. What you will learn should then be applied in your activities and work with the youth.

Spouses directly involved with the youth are welcome. The accommodations are limited so other than the seven DYC's, the selections will have to be based on a need-to-know and eventual-use basis, as well as a first-come-first-served basis, with a deadline of March 5, 1984. Those attending other than as outlined above or as guests will be assessed a charge of $45.90 per person, provided accomodations are available.

Camp Lone Star is located southeast of La Grange. You will need to follow the sign that is alongside the highway just after you cross the iron bridge across the Colorado River going south out of La Grange on Hwy 77 and before you ascend the bluff.

There will be no meal available Friday, so if you intend to arrive Friday evening, you need to either eat beforehand or bring a light snack. Kitchen facilities will not be open Friday night. The first meal served will be breakfast Saturday morning. If you don't arrive in time for breakfast at either 7:30 or 8 a.m., your first meal will be the noon lunch Saturday.

The Supreme Lodge will pay round trip mileage for (1) car from a lodge, plus camp costs, which include all meals and lodging.

However, no mileage reimbursement will be paid for those who do not arrive in time for the start of Saturday's activities or to those who

leave before noon Suday. We plan to start the day's activities at 9 a.m.

SHARP Saturday. Bring note pads and pencils. A full day and a half s activities are being planned, including some evening functions.

PLEASE — no alcoholic beverages on camp premises. This is a learning and relating experience.

From the Youth Leaders Activities Planned By Lodge 6, Cottonwood YC Dear Members and Friends: The youth club held their meeting January 8th, 1984 at 2:15 p.m., with a good attendance.

Our clubbers donated a cake to the West Rest Haven Birthday Party, presented a Christmas Program and then gifts were given to each person, December 20th.

December 18th, the lodge held its Christmas. Party, youth program and a covered dish meal. We had a visit from Santa Claus who visited with all the children and they enjoyed talking with him. Gifts were exchanged by various ones. I want to thank each one of you for the nice presents given me. I also wish to thank each youth club member for participating in the program; they all did a fine job.

In addition to my, thanks, I also want to include the bar for the bag of fruit, and our thanks to Brother and Sister Raymond Hromadka for the gum that Santa distributed to the youngsters. Our appreciation also goes to the other members for donating things and, last but not least, our big THANKS to SANTA! The children were very happy over his visit.

The youth sold tickets on a popcorn popper plus other items that were donated. The sales were very good. Thanks for your donations!

smil■■•••=1.■ LODGE 24, CYCLONE YOUTH CLUB PLANS SOCIAL Dear Readers, Our monthly meeting of Lodge 24 Youth Club was held at 7:30 p.m.

January 11, 1984.

We had 28 members, 2 visitors, Jeffery Posvar and Tracy Chervenka, and 2 adults, Mrs. Rose Harvell and Mrs. Pauline Marek present.

There was no old or unfinished business so we went to new business in which we discussed about having the same social as last month. Last month's social was cancelled because of cold and bad weather.

The social for January will be going to a movie at Cinema 6 and afterwards, we will go to W. C. Frank's in Temple. There will be a limit of 30 minutes between movies.

Also, children wanting to see "R" rated movies must have a note signed by their parents. The social will be held Sunday, January 29th.

The youth leader will send out letters telling further information.

After the meeting was adjourned, we worked on arts and crafts for Valentine's Day. Birthday in January is for Shane Lesikar who had a birthday on the 12th. "Happy Birthday" to him!

Door prizes were won by Janet Macek and Jeffery Posvar.

The next meeting will be held at 7:30 p.m. February 8th.

LODGE 25, ENNIS YOUTH CLUB PLANS VALENTINE PARTY Dear Readers, We had our monthly meeting Tuesday, January 10 at 7:30 p.m.

Our new youth leader took over, and we want to thank our former youth leader, Adel! Rejcek, for a great job she did working with us.

The Pledge of Allegiance was recited by all present.

Minutes from the previous meeting and the treasurer's report were read and approved.

We planned to have a Valentine Party after our next meeting. Each family is to think of a game for us to play.

After the meeting, refreshments were served. Our next meeting will be held at 7:30 p.m. February 13th. I hope to see you there.

NEWS FROM LODGE 47, SEATON YOUTH CLUB Lodge 47 Youth Club met Sunday, January 8, 1984, with Shana Patterson callling the meeting to order.

Kathy Billeck led us in the Pledge of Allegiance and Club Motto.

We had ten members and three guests present.

Everyone reported having a good Christmas vacation and also said that they were ready to get back to school.

Social for the month was planned to go to Cinema 6 in Temple, Sunday, January 15, 1984.

We welcomed our new youth leader, Mrs. Rosie Craft.

Prizes were won by Michael Morris and Tim Wilson.

Birthday in January was for Tim Wilson.

CHRISTI HELD YULETIDE PROGRAM Dear Vestnik Readers, Lodge 79 Youth Club along with Sokol gym kids had a Christmas program and party, December 18th.

It turned out real well and we had a good time being in the program.

We had our project activities after the program and did real well.

Santa came later and gave us all bags of goodies. We couldn't eat them right away, because we had a covered dish supper we had to eat first. There was so much food it was all delicious.

Then came Christmas and my brother, Stephen, and I had a real nice Christmas and got mostly everything we wanted.

The following Tuesday, all the youth club members went skating.

Everyone showed up so we had a great time. We plan on going skating more often since everyone seems to enjoy it so much.

Our next meeting was set for January 13th at 8 p.m.

We, the Resolution Committee of Lodge No. 155 in Austin, in behalf of the entire membership, wish to express our sincere sympathy to the bereaved family of FRANK JANECEK GROHMANN, who died suddenly at his home Sunday, January 8th, 1984, at the age of 80.

Rosary was recited at 7 p.m.

Tuesday at the Wilke-Amy-Clay Chapel of the Bells. Funeral Mass at 10 a.m. Wednesday was said by the Rev. Gene Dore of St. Ignatius Catholic Church. Interment was at Assumption Cemetery.

Survivors include his sisters, Milada Waggoner of Round Rock and Annie Miles of Conroe; brothers, Joe Grohmann and Balte Grohmann, both of Bastrop and Charlie Grohmann of Round Rock, and numerous nieces and nephews.

Frank was a charter member of our Lodge No. 155 being an active and devoted member to the time of his ailing wife, Albina, who preceded him in death exactly a year ago.

May our departed brother rest in peace.

EXPRESSION OF SYMPATHY We, the Resolution Committee of Lodge 79, Corpus Christi in behalf of the entire membership, wish to express our sincere sympathy to the bereaved family of our departed sister LULA ELSIK, who passed away 12 January 1984 at her home at Kingsville, Texas.

She was born 14 September 1899.

She was a resident of Kingsville since 1918.

She was a member of the First United Methodist Church and a member of SPJST Lodge 79, Corpus Christi.

Survivors include two daughters, Mrs. Jean Prejean of Kingsville and Mrs. Sue McDaniel of Sinton; one sister, Dosia Parmley of Kingsville and three grandchildren.

Funeral services were held at 3:30 p.m. Saturday, January 14 at the Turcotte Mortuary Chapel, with Rev. Bill Treude officiating.

Interment was in Chamberian Cemetery.

Memorials may be made to a charity of your choice.

May our departed sister rest in eternal peace and may her memory live among us forever.

Jerry Bartos Elected Planning Council President Brother Jerry Bartos has been elected president of the Greater Dallas Planning CounCil. Brother Bartos is president of Bartos, Inc., an environmental control equipment company.

Other officers of the civic organization are Dan Petty and Kathleen Golden, vice-presidents; Kay Bailey Hutchison, secretary, and Jess Hay, treasurer.

Executive Committee members and committee chairmen for the coming year are Henry Graeser, Water Resources; Adlene Harrison, Transportation; Rick Douglas, Urban Design; John Martin, Education; Jim Williams, Jr., House, and David Braden, outgoing president.

The election took place at the group's annual Membership Meeting where the topic was Public Education. The Planning Council was founded in 1947 to focus attention on the most pressing needs of the city and to provide leadership in planning to meet those needs. The Council has concentrated in recent years on urban planning and design, transportation and water resources.

The educational emphasis of the Membership Meeting signals a new area of study for the Council.

Origin Of Names Of Czech Towns And Villages The

Kevin Hannan Most modern-day Czech towns and villages were already settled by the end of the fourteenth century.

From the fourteenth to the early nineteenth century there was little colonization of new settlements. The names of these settlements arose in different ways. Most villages possess names that were derived from the names of individuals, groups of individuals, or from natural surroundings.

The names of many Czech towns and villages have the ending "-ice" or "-ovice"/pronounced "EE tseh" and "oh VEE tseh"/. Some of these are among the oldest Czech village names. Many times a name with this ending means that the settlement was named after the founder, the chieftain, or perhaps a knight. To understand how this group of names evolved, imagine a noble of the tenth century sending a messenger to his ally Jaromir. He would issue the command, "Go to the settlement where Jaromir and his people live."

In Old Czech these people would be called Jaromefici. Such a directive could be shortened. "Go to the Jaromefici." In time an inanimate noun denoting the village itself was derived from the animate noun which denoted the people. The Bohemian city of Litornefice was settled by the Litomefici, or members of the family of Litomir.

The following are names of a Czech

Wednesday, January 25, 1984—litSTMK/11 town, the individual after whom the town was named, and the name for the people who inhabited the town: Budejovice /Budivoj, Budivojovici, shortened to Budejovicil, Boskovice IBosek, Boskovici, Hodslavice /Ht. dislav, Hodislavici/, Strakonice /Straka, Strakonici/.

Less ancient are the names of settlements which have the ending "-in" and "-ov." These villages, many of which were founded in the thirteenth and early fourteenth centuries, were named after an individual who owned property, a castle, or estate. The name of the town Ondtejov, for example, derived from the Old Czech possessive adjective OndtejOv, which means of or belonging to Andrew. Ondtejov might be literally translated as "Andrew's", originally referring perhaps to a castle. The name LibuAin derived from the possessive adjective LibuAin and originally meant something that belongs to Libae. These names are declined in the modern Czech language as inanimate nouns. The following are names of Czech towns and the individuals after whom they were named: Kojetin !Kojata/, Hodonin !Hodona!, Protivin /Protiva/, Slavetin /Slavata/.

Certain settlements were named after the collective inhabitants: Many of these names end in -any, such as Draid'any /the ancient Slavic name for modern-day Dresden, East Germany/, Hradeany, Hrugovany, and Planany. The Bohemian town of Rokycany was named after people who lived in a cluster of willow trees, or rokycane /rokyta: willow, Old Czech/. Opatany was named for "opatane," people living in a dry /parnY! place. As with previously mentioned names, an inanimate noun denoting a village evolved from an animate noun referring to the village's inhabitants.

The names of other villages indicated the occupation of its inhabitants or somehow described them. The inhabitants of Krava•e raised cattle /krava: cow/ and those of Stitary manufactured shields /kit: shield/. In Rataje lived farmers /rataj: ploughman/ and in VS'eruby: woodsmen /from dtevorubci: woodsmen/. The following village names originally described the village populace: Kratonosy !short noses/, Ktivasty !crooked mouths!, Kozolupy /from loupici kozy: thieving goats!, Tatobity /from tat: thief, literally "they beat thieves"/, VAetaty /literally "everyone is a Certain settlements were named after geographical landmarks: Kostelec /kostel: church!, Cerekev /cerekev: wooden church/, TYn, TYnec, TYnike /denoting a village not protected by a moat and surrounded only by wooden barricade/. A certain knowledge of the feudal social structure is required to understand the meaning of some village names. The village name Zvole refers to the right to make use of common village property, such as a field. The common name Ujezd and Ujezdec, which is found in Bohemia alone in 121 places, refers to exemption from tax or tribute. The village names Lhota and Lhotka, of which there are 322 in Bohemia alone, derive from the modern-day Czech word "lhilta". This was a period of years in which colonists were required to clear the land and erect a

homestead, for which time they were exempt from certain feudal obligations.

Natural surroundings were the inspiration for the names of many Czech settlements: Chlumec /chlum: hill!, Mohelnice /mohyla: hill, knoll!, Police /refers to a level highland field!, Brno /brn: earth, mud!, Pisek /pisek: sand/, Melnik !mei: clay, white soil!, Mar /refers to land cleared by burning off vegetation!, Nov /p§enice: wheat!, Piterov /pterov: pond/, Poeatky /literally "beginnings:" refers to the source of a river/, Klokoty /klokotati: to bubble!, Lipnik /lipa: linden tree/, Jablonec /jabla: apple tree!, Vlkava, Vleinec /vlk: wolf/.

The origin of the name of the modern-day Czech capital, Praha, is disputed by scholars today. Many believe that the name is related to the modern-day word "prah" /threshhold/. This could in the past perhaps be referred to Prague's position on the Vltava River. Some scholars have suggested that the name is related to "prailt" /to roast, burn!, possibly suggesting that ancient city was founded on a dry, barren spot.

Some names of settlements in Czechoslovakia are not of Czech origin. The name of the Czech town Tabor of course was taken from the Bible. Names with the endings "perk", "-berk", "-lant", "kat", and "vald" were originally German names. These towns were founded

by German colonists who had been invited to settle among the Czech population. This group includes the towns of Sumperk, FrYdlant, Stramberk, Kunvald, and Frenkat.

It is interesting to note, on the other hand, that certain names found in Germany today are of ancient Slavic origin, including Berlin.

The names of many Czech towns and villages occur more than once.

In the passage of time descriptive adjectives were added to distinguish villages which bore the same name.

The following are some of the hundreds of villages bearing the previously mentioned name "Lhota": Dolni Lhota, Horni Lhota, Cervena Lhota, Bukova Lhota, Stfibrna Lhota, Nachodska Lhota, Stepanovska Lhota, Salaeova Lhota, etc. Many villages are distinguished by the adjectives "horni" /upper!, "dolni" !lower!, "stark" /old/, and "novY" /new/: Horni Beeva, Dolni Beeva, also Prosttedni Beeva /middle!, Stark Hrozenkov, Novy Hrozenkov. Sometimes a descriptive adjective evolved as the name of a village: Krasna /beautiful/, Ticha /quiet!, Sucha /dry/.

The Czechs, whose love for and pride in their language is overwhelming, have shown great interest in the etymology of the names of their towns and villages.

Pavel StranskY, in the Latin work Respublica Bojema written in 1633, concerns himself with the etymology of Czech town names, although his explanations of the origins of some of these are not correct.

Public's Commitment To Children Too Weak

By W. Norton Grubb and Marvin Lazerson Americans have always promised a great many things to children.

They have promised to protect- and nurture all children. They have promised to provide them with equal opportunity, and to help them develop to the best of their abilities.

These assurances have allowed Americans to think of themselves as child-centered. In one sense the claims of child-centeredness are valid: American parents have long been prepared to sacrifice for their own children. Most express their love openly. Within the limits of their incomes, parents spend lavishly on their children, hold high aspirations for them, and work hard to help their children succeed.

Despite frequent complaints about divorce rates, physical abuse and emotional neglect, the overwhelming number of parents do quite well by their own children.

In contrast, our ability to develop a sustained public commitment to children has been weak. The claims of child-centeredness have been based on sacrifices for one's own children, not for other people's children.

Instead, we tend to view other people's children as competitors and as threats to our own. We see them taking away the attention of teacher and coaches. Their need for playgrounds, schools and social service increases taxes and threatens our hard-earned dollars. When other people's children are poor or nonwhite, they are especially threatening, and Americans often rebel against providing for them.

Those who are childless often view all children as other people's responsibility and see little reason to make any public commitment to them.

The failure of public responsibility toward children is partly rooted in outdated myths about the family. mass media, the advice of childrearing aides. Children are socialized by numerous public influences: schools, child care centers, peers, television and professionals. The government provides income support in some form for most families: tax credits, Social Security, Medicaid, unemployment insurance and welfare flow to middle and upper-income families as well as to the poor.

Insisting that childrearing is a private responsibility has limited our public commitment to children.

The result has been a history of inadequate programs. The welfare system leaves at least one-quarter of all children still in poverty.

Programs for juveniles do nothing to curb delinquency, and almost nothing to enhance their opportunities. Inadequate child care facilities undermine the potential of simultaneously promoting child development and reducing family stress. Streets and cars are dangerous for children, toys are unsafe, the television programs aimed at them are violent and manipulative.

Even the public schools, long the symbol of America's public responsibility for children, have been undermined by our weakening commitment. Current efforts to dismantle the public schools include tax credit proposals to support private education, attacks on comeducation and pensatory taxpayer desegregation, and revolts.

President Reagen's program is simply the most recent and most extreme example of our reluctance to fulfill our promises to children.

His single-minded devotion outcutting federal funding for those children least able to afford it—through reductions in welfare programs, child health and nutrition programs, and education — is a frank declaration of disinterest in other people's children. His economic policy, generating record levels of unemployment; is causing even more widespread harm to families and children.

America's neglect of children is a failure of public responsibility, rather than a failure of parents individually. Our inadequate commitment to children is both inhumane and poor public policy. In a society in which we are all interdependent, the consequences of impoverished chilhood affect us all.

As we face greater economic competition, the uneducated young will be unable to help stimulate economic revival. As we age, the illiterate young will be unable to support us through Social Security. As we allow poverty and discrimination to continue, we increase the price we pay through welfare programs, higher crime rates, and persistent racial tensions. If we cannot provide good schools and safe streets to all children, we cannot provide them to any of our children.

If we cannot sustain a public commitment to children, we cannot consider ourselves child-centered at all.

Pecan Trees Hurt

By Cold Weather COLLEGE STATION -- The late December cold spell in Texas could have a major impact on the 1984 pecan crop.

"Many rapidly growing young pecan trees (less than 7 years old) as well as pecan trees in nurseries took a severe beating from the prolonged cold weather," says Dr. George Ray McEachern, horticulturist with the Texas Agricultural Extension Service, Texas A &M University System.

"Mature trees that were stressed from a heavy crop in 1983 could also have suffered some freeze injury," adds McEachern. "This is especially true of Barton, Mahan and Wichita varieties."

Also, mature trees that were drought-stressed at the time of the severe cold weather likely suffered more severe freeze damage, notes the horticulturist.

Commercial pecan growers as well as homeowners interested in -nursery pecan trees to plant this winter should inspect them closely for freeze injury before making a purchase. McEachern suggests slicing the buds, cambium (layer of growth just under the bark) and crown (base of plant) to check for brown tissue, which would indicate freeze damage.

The horticulturist also advises against pruning back existing trees until mid-May to determine the extent of any freeze injury.

"Freeze injury can be deceiving," says McEachern. "Pecan trees that have been frozen often bud out and look healthy in April. This growth can be 6 to 12 inches long before it wilts and turns brown a few weeks later. The cambium layer of freezedamaged pecan trees will have a brown color and a syrup-sugar smell in late April."

McEachern advises growers and homeowners to keep a close check on their pecan trees in the coming months to determine the extent of freeze injury.

Weather Causes Fish Problems

Cold

COLLEGE STATION- — A prolonged siege of cold weather, such as the one that blanketed Texas in late December, can be tough on a lot of living things, including fish.

While some fish, such as shad, redfish and Florida largemouth bass, may die from low temperatures, others are afflicted with a different problem.

"The problem is that cold weather weakens fish and makes them more susceptible to a naturally occurring fungus," points out Dr. Ken Johnson, a fish disease specialist with the Texas Agricultural Extension Service, Texas A &M University System.

The fungus appears as brownish, cottonlike patches on the skin of fish, Johnson explains. Some fish with the fungus will likely die over the next few weeks, but, even in cases of heavy infestation, most will survive, he says. Live fish with the fungus are safe to harvest and eat.

"The fungus is a problem in cold

weather because it attacks fish as they move down into deeper, lower quality water to escape the cold.

And, because of cold conditions, fish have less resistance to the fungus."

What can fish farmers and pond owners do about the problem?

"There's little to do," says Johnson. "Chemical treatment of the water is generally ineffective.

Pumping well water into a pond will help since it's warmer, but not many pond owners have a well available to do that."

Pond owners and fish farmers should be aware of the fungus problem although there are few if any remedies. But they need not be concerned about fish suffocating in iced-over ponds. The question of fish suffocation often surfaces during sieges of extremely cold weather, says Johnson.

Canned Foods That

Froze Are Safe COLLEGE STATION — Those canned green beans you have stored in the garage may taste a little mushy when you finally get around to eating them, says a Texas A &M University Agricultural Extension foods and nutrition specialist.

"A decrease in quality or texture may be noticeable in canned foods which were stored in garages or sheds during December's freezing temperatures," says Dr. Alice Hunt.

If you haven't already, check stored foods now for broken seals and cracks in jars or bulging cans, says the specialist. These foods will not be safe to eat and should be discarded, she. adds..

Rust formed from condensation on the outside of cans poses no danger, says Hunt, although you may want to wipe up any remaining moisture to prevent further rusting. The food will not be safe to eat "if the rust has gone through the can," cautions the specialist.

If Texas is hit with more severe cold this winter, canned foods stored in unheated areas would have an additional slight decrease in quality.

But it would take many severe freeze-thaw cycles to make the food completely unpalatable, Hunt says.

Persons with specific questions about the safety of canned goods should contact their county Extension office.

With Citrus COLLEGE STATION — Substituting citrus for the high-calorie sweets you have been eating during the holiday season can help get your weight under control without breaking your food budget.

Consumers often think that citrus prices will double or triple after a freeze such as the one that struck Texas in December. But things may not be so bad for consumers since part of a bumper crop of Texas grapefruit and oranges was harvested before the freeze, and a large supply of juice was already in storage from last year, says Marilyn Haggard, a food and nutrition specialist with the Texas A&M University Agricultural Extension Service.

Even if prices go up a few cents

per pound, citrus fruit is a particularly good buy, says the specialist, because it has a high proportion of nutrients for the calories.

The high nutrient-density of oranges and grapefruit is also an advantage for dieters who want to keep their calorie intake low without sacrificing good nutrition, says Haggard.

Because Texas citrus is known for its sweetness, it makes an excellent low-calorie snack. A half grapefruit, for example, contains only 55 calories and a whole orange has just 64 calories.

Most people know that citrus is high in vitamin C, but may not realize that just one orange provides 110 percent and half a grapefruit provides 80 percent of the recommended daily allowance, says the specialist In addition, citrus has negligible sodium and is high in potassium.

This is important for people on sodium-restricted diets, and those interested in overall good nutrition, she notes.

All Texas citrus is tree-ripened and ready to eat when you buy it.

Select firm, well-shaped, heavy grapefruit and oranges for more juice inside, suggests Haggard.

Texas citrus are a very thinskinned fruit. Slight skin defects, such as scars or scratches caused by wind brushing the fruit against tree branches will not affect the eating quality.

Store citrus in a well-ventilated place away from heat. They will keep about 10 days at room temperature, or two to three weeks in the vegetable crisper of the refrigerator, says the specialist.

Being Studied COLLEGE STATION — With rural areas of Texas continuing to experience population growth, fire protection is a growing need and concern.

Special study groups have been organized to look at the rural fire service situation in the state, points out Dr. James Mallett, community development program leader for the Texas Agricultural Extension Service, Texas A&M University System.

Key areas of study include developing a resource guide to rural fire protection, developing a complete list of all fire departments in Texas, and promoting educational programs and materials on fire protection for use by school systems. Texas agency officials will head these studies. Charles Page with the Texas Engineering Extension Service will chair the resource guide committee. Ron Waters, executive manager of the Firemen and Fire Marshals Association of Texas, will chair the fire departments survey. Bill Quinton with the Texas Education Agency will spearhead an effort to boost the use of fire protection educational programs in public school systems.

These study areas were initiated at a recent Rural Fire Symposium at Texas A&M University hosted by the Extension Service for other agencies interested in rural fire protection.

Key topics of discussion during the symposium centered on the rural fire service situation in Texas, fire service regulations and their administration, resources and assistance available to rural fire departments, and an analysis of rural fire service in the state.

Discussion groups developed recommendations related to fire prevention incentives, coordination and communication among fire service agencies and organizations, the need for a resource guide for rural fire departments, and fire educational programs for rural areas.

Rural fire protection is an issue of critical concern over much of Texas and often involves the work of local community development committees and county Extension agents, notes Mallett. Such groups can play a key role in educational efforts and in identifying rural fire protection resources.

Osteoporosis Alert For Women COLLEGE STATION — More than five million women suffer from osteoporosis.

Yet a recent national survey shows that 77 percent of all women in the United States know nothing about this degenerative bone condition, says health educator Dr. Mary Ann Huessner.

Osteoporosis is a disorder which causes bones to lose calcium and become thin, weak and brittle, explains Huessner, who is a specialist with the Texas A 8zM University Agricultural Extension Service home economics program.

National figures show that osteoporosis affects one out of four postmenopausal women.

Complications resulting from osteoporosis are the twelfth leading cause of death in the United States today. The condition has also been directly linked to more than 200,000 hip fractures suffered by American women each year. awareness and With this "silent understanding, epidemic" can be controlled, says the specialist. Preventative measures include a calcium-rich diet, consistent aerobic exercise, and when appropriate, hormone replacement therapy.

Women should inform themselves about osteoporosis and talk to their doctors about means of treatment and prevention, Huessner says.

Hod Vanoeini Dne 25. prosince 1983 jsem mel potegeni byti pozvan mojim milkm vnukem Sam a jeho hodnou manielkou Suzie, kteti maji dva syny Shawn a Scott, gkolniho veku.

(Jsou to rodina Pealova; Roy H. a Anna Peal. Anna je moje nejmladgi mils dcera; oni pro mne pfijeli a zase dolma dovezli bez nehody.) Tam isme byli ptivitani s Patrick a jeho milou marrielkou Jindfi gkou (Georgie Ann) Peal s jejich detmi Grant a Gerien Ann, celkem 11 osob zasedlo ke stolu jeni obsahoval bohatou a chirtnou zasobu jidel.

Hodny vnuk Sam mne provedi celou stavbou, ktera byla letos provedena na novem ptedmesti.

Jesto east pozemku, kterk zakladatel Stanislav L. Kostohryz zakoupil a rozdelil na 40 a 80 akrove farmy, pod jmenern 'Bohemian Colony Land" v roku 1904-05.
