President s Annual New Year's Message and Report Dear Members: Now that the Christmas and New Year's Holidays are past, we certainly hope that all of you had a pleasant and enjoyable holiday season — and particularly, enjoyed the company of your family and loved ones, together with good health. It has been traditional that the president bring you this report at this time each year, in addition to the other reports that he renders to the membership from time to time in the Vestnik. I will touch on a number of items in this report, however, I'm going to depart a little bit from past practice on some of the items. You may wish to keep this issue for a handy reference. Number Of Lodges. Lodge 22 in Cat Spring recently disbanded because there was no one to carry on the matters of the lodge from among the few members living in that area. They have all been transferred to the nearby lodge in Sealy, No. 141. There are a couple of other smaller lodges that are having difficulty "staying afloat" and are considering transferring their members' memberships to nearby lodges. Not only are some of our very small lodges having difficulty, but even some of those with a sizable membership and these are also considering merging or transferring membership into neighboring lodges. With a drop in participation in activities at some of these lodges, it is difficult to operate as a lodge entity and while it is somewhat sad to see some of these lodges go out of existence, it is clear that there is no attractive alternative. New Lodges Chartered. The one anew lodge chartered in 1983 was Lodge 191 East Texas in the Lufkin area. This gives us another lodge in the Piney Woods of East Texas and they have a number of enthusiastic members. This presently gives us a total of 125 lodges (one out and one in) and nearly 57,000 certificates in force. Refunds. Premium refunds to members will again amount to a sizable sum, as will the 8% refund to

lodges. Instead of giving you a projected figure, we will bring you the final figure after it is determined in March. Death Claims. A total of 419 death claims were paid through December 1st. This figure is an increase over last year's figure of 388 at this time May these departed loyal brothers and sisters rest in peace ... XXIVth Convention. The coming convention in June is, of course, the "big event" for us in 1984. With very few exceptions, all lodges have elected their officers and delegates to the coming convention. As has always been the case, there will be revisions and changes in our by-laws. That is as it should be. It is the responsibility of the membership as a whole to review the by-laws in effect and make their proposals for changes at the next convention. Any individual member is free to submit proposed changes, or a committee for that purpose may be instituted in the lodges. Such changes must be submitted to the secretary of the By-Law Committee no later than 30 days prior to the convention (Article 20(d)) and the secretary shall, forward such recommended changes to the Vestnik for publication (Article 20(e)). Any recommendations that are not favorably acted on by the committee can be presented in the convention by an accredited delegate when that particular article is being discussed. The secretary of the By-Law Committee will forward all recommended changes for publication in the Vestnik as they are received before such recommendations are considered by that committee. In this manner, each proposal is considered by the entire membership, including the delegates. Then, the By-Law Committee acts as a "clearing house" and publishes its recommendations in the Vestnik prior to the convention. Once the by-laws are passed and approved by the convention delegate body and the committee on by-laws has done its final work and arranged for printing the by-laws, they are the ones we will have to be

dealing with for the next four years. It is then too late to send out a distress signal that something was left out or that something should have been included or something should have been worded this way or that way. It behooves the delegates to listen very carefully to these by-laws and deal with them accordingly. Your president and other members of the Supreme Lodge will have a number of recommended changes, but it is hoped that the lodges will exercise their prerogative in submitting changes and revisions on certain articles. The reports of the officers and directors of the Supreme Lodge will appear in the Vestnik, probably all in one issue, at`least two months before the convention. It has been stated a number of times that the convention will officially convene on the morning of Monday, June 18th, in the Convention Center in Corpus Christi, Texas. Delegates will want to arrive during the afternoon on Sunday, the 17th. Registration will commence at approximately 1 p.m. The schedule of all events should be forthcoming soon. The Supreme Lodge is going to ask the approval of the delegates to host the next convention in the Convention Center in Temple in 1988. The By-Law Committee will convene no later than January (this month) to deliberate and decide on what proposals they have received thus far. I would repeat the request that was stated four years ago: If you have proposals you wish to submit as an individual or as a body from a lodge, do so when you have them ready instead of waiting for someone else to submit their proposals and then "pick" theirs apart or use theirs as a basis for your proposals as to whether you are in favor or not. You will have a chance to agree or disagree in the convention. Try to be original in your proposals without the benefit of someone else's recommendations. 1984 Calendars. The calendars for 1984 were sent out for the first week of December. We will continue dis-

tributing these calendars to those members receiving the Vestnik and new members until the supply is exhausted. If you didn't get one, please let us know. You may not have realized it a couple or three years ago, but during the survey about whether you wanted to continue receiving the Vestnik you may have answered that you did not wish to receive the Vestnik. Consequently, you will not receive a calendar because the mailing list is the same. In that event, please let us know. By choosing not to receive the Vestnik, you automatically took your name off the calendar mailing list. The mailing of individual calendars will be quite expensive again, so we will be mailing these out in lots of 200 or more in order to take advantage of the bulk;rate, so if you don't get yours soon after you ask for it, please be patient. Youth Department. The January meeting of the Supreme Lodge is traditionally the meeting in which changes are suggested and considered for the Youth Department, according to the by-laws (Art. 37(k)). The seven DYCs and I met here in November and recommendations for changes were discussed. At any rate, the members of the Supreme Lodge will have access to the minutes of the DYCs' November meeting and will consider them all at that time. I feel that the seven DYCs, together with the head of the Youth Department, can make the proper recommendations pertaining to that department because they, in turn, are supposed to have gotten input from the local lodge leaders in their districts. The local lodge youth leaders• are, in my opinion, the unsung heroes in our youth work because they work and have contact with our youngsters on a daily, weekly, and certainly monthly basis.
