We hope to be able to include all the letters.

Our by-laws state that one issue of the Vestnik be published 2 months before the convention which will be exclusively for the reports of the officers, directors, publication committee, and other standing committees, so that every delegate may have all pre-convention reports together.

In this issue, therefore, are published pre-convention reports of SL officers, directors, and various committees.

There are reports dealing with income and expense so read them carefully and save this issue as well as others dealing with information pertaining to the forthcoming XXIII convention. We hope to be able to publish our back log of material and pictures next week. Some of the reports are rather lengthy, and probably somewhat boring, however, you are asked to read them and consider the pertinent facts. ** In the Publication Committee report you will note that they agreed to have bid forms sent out to various publishers for bids on printing the SPJST Vestnik for the years in the future. It is your editor's understanding that the bid forms to be sent out will be agreed upon and approved as final in conjunction with our PC Chairman Ed Mazanec and then sent out. The sealed bids are to be sent to the PC Chairman by the companies making bids and will be opened when the PC meets at the

—Abe Lincoln convention. Then the PC will make a recommendation on the bids to the delegates to the convention. Our by-laws state that the Convention of the Slavonic Benevolent Order of the State of Texas (SPJST) has the power to: review the recommendation of the Publication Committee as to bids of the publisher of the official organ, etc. Here we see that the PC is acting according to the definite decision of the last convention and will review the sealed bids after they are opened and discussed by them and then make their recommendation and allow the delegates to voice their opinions.

At any rate, our PC is looking out for the best interest of our SPJST where the future of our official Vestnik is concerned. **

I feel that, with a true fraternal spirit, your editor can settle most of the questions directly with the writers and they all have been very understanding and cooperative and the problems have been settled very easily.

I will be contacting you via the editorials each week and keep you abreast of things as the convention nears. Your editor is in a unique position of being informed of much that goes on in our Society because so many members contact the Vestnik office weekly. It is also a position where fraternalism is so very important because the Vestnik is almost a mirror of our activities.

I will be in a position to give a more detailed explanation and answer any questions at the convention.

The September 12, 1973 issue of the Vestnik was printed by the offset method and it has continued to be printed that way since. ** In conclusion ... my wife and our two sons, and I take this opportunity to wish ALL OF YOU the best of health and, very, fraternally, wish the XXIII SPJST Convention the deserved productive success it has earned.

This is Friday and we have been very rushed in trying to get all of the material possible into this issue; there is just simply so much that my wife, I and the typesetters can do, however, we hope our delegates, members and readers will understand and we will make any adjustments and corrections necessary if they are needed.

You are asked to read the reports carefully; all SL officers and committees have done their best to get their material into this issue. If space and time do not allow this to be accomplished, then we will publish the left-out material in future issues and advise you of same.

When you read, and you are advised to read them carefully, the reports of the Legal Adviser and Publication Committee you will notice that the Cechoslovak Publishing Company (which has printed our SPJST Vestnik since 1932) has filed a lawsuit against the SPJST Society. Please read all reports and keep tnts issue and any future issues you may need and if there are any mistakes, please call our attention to them; we will thank you.

NEWSBRIEFS Brother Louis Dressler of San Antonio died Thursday, March 27th, at the age of 88. Services were conducted at the Mission Park Funeral Chapels and graveside by Vestnik Editor Rudy Sefcik, under the auspices of the SPJST. Brother Jaroslav Kleprlik co-officiated at the chapel. Interment followed at the Mission Burial Park. Brother Dressler became an SPJST member in 1913 at El Campo and then transferred his membership to San Antonio Lodge No. 133 in 1927, having served as secretary at both lodges for many years. He was also an officer of the SVPS, and he was a member of the Sokol unit in Texas, serving as an instructor from 1931 to 1934.

Reunions MAZAC REUNION The third annual family reunion for the descendants will be held Sunday, April 13th, 1980 at the VFW Hall at Circleville, five miles north of Taylor on Highway 95. SUPREME LODGE

PRESIDENT'S PRE-CONVENTION REPORT Dear Members and Delegates: To begin with, I respectfully refer you to my four previous reports in the Vestnik issues of 2 January, 6 February, 13 February, and 12 March 1980. Two of these dealt primarily with recommended by-law changes and the reasons therefor, and the other two were rather comprehensive and contained a lot of information covering, for the most past, the year 1979: Rather than reproduce these two reports for all the delegates, I suggest that delegates either bring those two issues (along with this one) or have those portions photocopied and bring them to the convention.

Before going into a re-cap or review of the period since the last convention, I would like to make a correction with respect to my most recent report in the •estnik of 12 March 1980. I stated that there were no "new" lodges chartered in 1979. That is in error. I have already

3 written an apology to the members of Lodge 183 "Mid-Cities" . in Arlington.

That lodge was chartered on 20 May 1979 in Burleson. Now, for the review, and trying not to be too repetitious: Lodges Chartered. Warrenton Lodge 179 in Fayette County was chartered on 12 September 1976; Burleson Lodge 180 in Johnson County was chartered on 21 November 1976; Conroe Lodge 181 in Montgomery County was chartered on 20 February 1977; Centerville Lodge No. 188 in Leon County was chartered on 23 Januaty 1977; Lodge No. 189 in the Bryan-College Station area in Brazos County was chartered on 17 July 1977; Lodge No. 185, New Braunfels in Comal County was chartered on 27 November 1977; Lodge 187 in Round Rock in Williamson eounty was chartered on 12 February 1978; Lodge 183 Arlington in Tarrant County was chartered 20 May 1979.

New Lodge Buildings. Since the last convention, there were a total of five new lodge homes dedicated in our Society as follows: Lodge 178 in Longview, dedicated on 4 March 1978; Lodge 188 Centerville, 30 April 1978; Lodge 79 Corpus Christi, 6 August 1978; Lodge 180 Burleson; 26 August 1978; Lodge 187 Round Rock, 16 September 1979.

Additionally, there were a number of lodges which expended considerable funds on remodeling, blacktopping parking areas, renovating, and purchasing additional land. One lodge (No. 92 in Ft. Worth) had to do some extensive renovation and remodeling as a result of a tragic fire in their lodge and that has been completed for sometime now and was observed with a re-opening dedication on June 17, 1979.

Lodges Disbanded and Merged. Lodges disbanded during this period include Lodge 28 Mart in October of '76, Lodge 2 in La Grange in January of '77 and Lodge 118 in Kingsville in February of '77. Lodge 126 at Ross merged with Lodge 54 in West in January 1978, and Lodges Nos. 7, 116, and 120, all in the Caldwell area, merged to form new Caldwell Lodge No. 186 on November 1'1,1979.

The total number of lodges in our Society as of November 1979 stood at 128.

Internal Changes. The period since the last convention has seen the passing of Honorary President Edward L. Marek and Vice President Joe B. Hejny. In filling the vacancy created by Bro. Hejny's death, the Supreme Lodge selected Bernard M. Gebala, who has since proven to be competent and innovative. He has a lot of good •ideas which any organization needs. He is

definitely an asset to the Society. The changes, that he has made in the administration of the Insurance Department have proven to be good changes for the benefit of the SPJST. This period also witnessed the passing of Director Alfred Hilsher, who had been elected director in the Waco Convention in 1976.

Upon his death, the vacancy was tilled by his substitute, Bro. Louis Hanus.

Changes and Priorities. As in any convention, there will be consideration of and changes made in our by-laws. Please consider the recommendations of the By-law Committee because they have met several times and weighed the pros and cons of each proposal. Their recommendations, along with the recommendations of the other standing committees, appear in this issue.

There are other items that will be submitted for the delegates' deliberation and decision. In my view the item of top priority is the matter of the inauguration and installation of an operational data processing/computerized system of records keeping here in the Home Office.

This has already been explained and reasons given therefor. It is a must for our Society.

Another item that we will seek approval on because of the expense involved is the moving of the entire LAM Department (Library, Archives and Museum) into the basement of the Home Office building to make room for future expansion of office space on the top floor.

Other important items that the delegates will have to address themselves to is the delegate-member ratio in determining representation in the conventions and the rules of eligibility and qualifications of delegates - whether they should be liberalized, made more stringent, of left as they area This item has already been written about in the Vestnik and it will be up to the delegates to make the final decision in this matter.

It will have to be weighed carefully.

Delegate Number. ASof 26 March we had reports from 354 delegates representing 102 lodges. Eight eligible lodges have reported that they will not be sending delegates, which still lemes eight lodges that have yet to report to the secretary-treasurer concerning names of delegates and we have no way of knowing how many of these eight will still respond. There will be ten lodges that will not be represented because of not having at least twenty members over sixteen years of age. All of these together add up to the 128 lodges that we have on our roster. Also, when you compare this figure to the 324 delegates we had at the last convention, we are again reminded that the number of delegates is growihg.

4 There have been recommendations that this number of increased delegates be checked to some degree by adjusting the ratio of delegates to membership. If passed, this would make some difference in the number of delegates.

83rd Anniversary. I am sure all of you are aware that this convention year also marks the 83rd Anniversary of our Society - just 17 years away from our 100th birthday! We have come a long way since the founding days in La Grange in 1897. As I have said many times previously, we owe so much to the early members and leaders who helped guide our Society in the critical early years of our existence. Much has changed in these intervening 83 years but many of the basics have not. Much of what we see in our Society today can be attributed to the foresight and diligence of our pioneer forefathers who nurtured this Society and guided it through the earlier years. At the same time, credit is due to those who inherited the mantle of leadership and have taken our Society to where it is today, with the help and cooperation of subsequent generations of members. It has truly been a labor of love and unity. True, there have been some "rough spots" and periods, but those adversities have come and gone..

Even now, we are entering a decade of economic uncertainty. To both the past and present, let us, in this 83rd anniversary year, give thanks and pledge. our unceasing loyalty for the continued prosperity of the SPJST. Youth Department. Things appear to be going well in this department. I appreciate the interest of both the youth and their parents. It takes the support of all concerned to make the youth program a success. This year, as has been the case in the last few conventions, we will be selecting a new Miss SPJST to reign during the convention. We hope that all seven districts will be represented in this competition.

As the youth program has moved along in the intervening four years, certain changes have been made as experience and needs arose. We have devoted people at all levels involved, interesu,d and loyal parents, and a corps of enthusiastic young people who keep the youth program alive and vibrant. For all this, we are grateful. I have said many times that I have faith in and admiration for our young people and that we must place our faith and trust in them (in who else?) because they will be operating not only our SRIST, but will be guiding our public lives at all levels in the years to come.

SPJST History Project: I have made what I consider to be considerable progress on this project within the last

VtSTNIK few weeks and months - in fact, I think I can now "see the light at the end of the tunnel." It is doubtful, however, that I will have the project finished by the time of the convention. I think the final product will be a good one and one that we and coming generations will be proud of. I have to reserve an up-to-the-minute report on this in the convention.

Enjoyed Serving. I feel greatly honored and privileged to have served you as your president during this term. I will be a candidate for re-election to the presidency in the coming convention. I have worked hard to serve you well. I'm asking and would appreciate the members' support and the delegates' votes at the coming convention.

I am not perfect and I do not mind criticism when it is motivated by the proper intentions and spirit. Criticism is 'something one could avoid by saying nothing, doing nothing, and accomplishing nothing.

I have tried to keep all channels of communication with the membership open. As in the case of, other such positions, the "buck" often stops in the president's office. It goes without saying that some of the problems have been vexing, but after weighing all the factors, we have tried to settle on a just course of action. This is not always easy.

I try to operate with an open mind. I certainly have not and do not contend that I have all the answers to all the problems, but after being in the "bull pen" for a few years and dealing on a daily basis with some of our problems, things look a little different than they might to someone who does not have the responsibilities of the office.

I stand on our record and performance of the past few years. It has been my duty and pleasure to have served with Secretary-Treasurer Leonard Mikeska and Vice President Bernard M. Gebala on the Investment Committee, which passes on all applications for mortgage loans to the SPJST.. Like the other two officers, I have tried to be very careful in passing on these applications in the interest of making good loans for the SPJST. I am grateful for the cooperation and loyalty of my fellow Supreme Lodge officers and directors. The Society has chosen its-leadership well and they are all very competent. The Society has benefited and prospered under their leadership. We are also mindful of the good work of our local lodge officers, supported by the membership. We could not function without them. Many of them devote much of their time (free time, in most cases) to activities and affairs of their lodge. These people keep the lodge system working and responsive

- and we must continue to strengthen the lodge system, one of the main pillars of our existence as a fraternal benefit society under state and federal statutes.

I am also grateful for the excellent cooperation of the Supreme Lodge employees and staff. No one could ask for a more competent and loyal group of employees. In this regard, appreciation must be expressed to Brothers Silas Smith and Gene McBride, State Field Managers, and Brother Otto Hanus who has done such a wonderful job with our Library, Museum and Archives.

This just about completes my pre-convention report and if I have anything else to report I will either prepare a supplemental report and pass it out at the convention or make it orally to the delegates. For further information on other phases of our operations, please refer to the other reports in this issue of the Vestnik - those of the other officers, directors, and standing committees.

I ask those who prefer reading these reports in Czech to bear with me this time because I simply did not have the time to prepare this report in the Czech language. For one thing, preparing a report like this means that I have to prepare it first in longhand, and since my secretary is not familiar with the language, it has to be re-typed as many as three times and that takes up a lot of work and time which wc simply do not have in this pre-convention period.,1 have tried to do this in the past, but time simply ran out on me.

Finally, my wife joins me and our children (all members) and three grandchildren in extending our best wishes for a successful convention and for an even greater four years to follow.

May all of you enjoy an abundance of good health. The'Gbod Lord and the SPJST have been goqd to us and we're grateful.

PRECONVENTION REPORT OF THE VICE PRESIDENT TO: The Membership of the SPJST and Delegates of the XXIII Convention.

In accordance with Article 3(d) and 37(t) of our By-laws, I submit this report for your cOnsideration.

As the newest member of the Supreme Lodge, I would like to take this opportunity to preface my remarks with a word of "thanks" to my fellow officers j and directors for their acceptance of me as a member of the management team of

Wednesday, April 9, 1980 the SPJST, to my staff for their untiring efforts that assured a smooth transition and to the general membership for their moral support and encouragement they have displayed to me. When the Supreme Lodge chose me for the position of your vice president, I was fully aware of the responsibilities that accompanied this honor. I vowed to the Supreme Lodge, when I took my office in October 1978, that I would, to the best of my abilities, maintain the high standards of our Society, while, simultaneously, improving methods and programs to keep our Society in the enviable position it holds as a leader in the fraternal benefit system. The complexities of today's economy have caused some changes that were necessary, and I can assure you that all changes that have been made, or proposed, have the objective of being for a better SPJST. A good deal of thought and study have been involved in any change that has been made in the Insurance Department.

Naturally, because we must operate by guidelines set forth by the Texas State Board of Insurance, what's right is right and wrong is wrong. Therefore, we must conform to all insurance regulations with no deviaiton. Consequently, I want all of our, membership to realize that this department, although helpful in every way possible to foster our growth, has certain standards that must be adhered to. With these remarks in mind, I will continue with a recap of our activities since the last convention.

As prescribed by our By-laws, the vice president is in charge of the Insufance Department and has direct control of its entire sales force. Today's insurance market is extremely competitive and a great deal of ingenuity, imagination and effectiveness is needed to maintain a viable insurance program to assure our growth. Due to the fact that we now have approximately three hundred and eighty (380) sales representatives in our field force, it is important that we have a talented staff to render service to them. I am fortunate to have such a staff.

In the way of training, which is the key to success in sales, a complete training program has been devised to meet the needs of our sales representatives to be effective in their work. Participation by the sales representatives in seminars conducted by this department is essential, so that all concerned are aware of new procedures that are incorporated.

Success does not come easy and some sacrifice must be made by the sales representative to attend these seminars.

To -formulate the present lesson plans that we use takes the cooperation of the entire Insurance Department. Because

5 each person in the department has a unique responsibilit y t o the final goal, problems that are encountered are discussed, studied and a solution is then presented to the sales representative within the lesson plan. Items that are stressed at the seminars are then presented in their simplest form to eliminate confusion. We are attempting to aid the sales representative in as many ways as possible, such as initial training of new sales representatives which is now the responsibility of the State Field Managers (this was previously done by the DSRs). The thought behind this change is that every sales representatilie in the SPJST is instructed with the same basic foundation of knowledge in our insurance programs which subsequent sales seminars build upon. All these methods are for the sales representatives' benefit and have proven successful. We are now attempting to schedule classes on nights that most sales representatives find convenient.

In September 1978, the Supreme Lodge hired an additional State Field Manager, Gene McBride, to be a co-worker with SFM Silas Smith. I am very pleased and appreciate the professionalism these two men have added to our field training program. They are untiring in their efforts to be of assistance to our field force. The entire Society, I'm sure, is as grateful for their help as I am.

Each month a report of progress of the Insurance Department is published in the Vestnik. It would serve no purpose in this report to restate the voluminous data that you have already been made aware of, however, in 1979, with inflation eroding the economy, the SPJST, for the first time in its history, reported over twenty million dollars of insurance Issued $20,331,752) on our Annual Report to the State Board of Insurance. This was an outstanding achievement and everyone involved in the sales aspect of our insurance program deserves a "thank you" from the entire membership.

Our past growth had been reported by "Insurance Written" figures, but this has been expanded to now include the actual "Insurance Issued" figures because this illustrates money being placed into our accounting system. Our growth over the past four years is: Year 1976 1977 1978 1979

By placing more emphasis on our "issued" figure, this now projects a truer

picture of our accomplishments. To compliment this, our incentive program was also rearranged to be fairer and .ault, equitable to all involved by using the issued annualized premium figure to base our sales awards. We were able to honor all producing sales representatives of 1979 by utilizing this method. In addition, we are embarking on an "image building" campaign for our sales representatives. It is important that the entire membership realize and appreciate the fact that the growth of our Society is governed by the production of the sales representatives. The sales representative is a "VIP" (very important person) and their achievements should be recognized by, not only the Supreme Lodge, but the local lodge which they represent. Again, I want to restate: "The SPJST's growth depends directly on the SPJST Sales Representatives".

Avenues have been explored to compensate the sales representatives with a higher "up-front" commission, while at the same time not increasing our premiums, so as to insure that our insurance programs are competitive in price.

Earlier in the report I mentioned "image building" for our sales representatives. A better term could be "appreciation". It is extremely difficult to maintain a motivated sales force if the leadership and general membership do not recognize the sales representatives' achievements. To this end my department is totally dedicated. Our present incentive program is fair, it has our total sales force involved and it rewards not only our big producers, but, all producers. Because a commission has already been paid for a sale, it should be remembered that an incentive is "an extra thank you and recognition for a job well done."

In line with showing our appreciation to our sales representatives, the XXIII Convention will honor the "Meet You at the Alamo" contest• winners, along with the 1979 Top Three (3) Producers.

Records indicate this will be the first time in our Society's history that the sales representatives will receive such an honor. Although contests.like this cause an additional workload on an already heavily burdened Insurance Department staff, it is essential that recognition such as this be given to show our appreciation.

In addition to the items mentioned thus. far in this report, I would like to review, in brief, some extremely important administrative functions that are the responsibilities of this department that mesh all incoming insurance application data together. To keep up with the work flow w1tho~t sizeable increases in the office staff, it has been necessary to be constantly aware of efficiency and to streamline procedures to save time. We have sought to do this and, at the same time, continue to provide first-class service to our members.

As is the case with some other departments, the title secretary-treasur­ er, is not very descriptive of th~ ~ctual duties of the position. The position of secretary-treasurer involves the general administrative duties of a corporate secretary such as minutes, attesting legal documents, keeping of general recor~s, filing of various and sundry reports with the Internal Revenue Service and other government agencies. 7 Investments One of the most important areas of responsibility involves 'duties relating to the investment and reinvestment of funds of the Society. Earnings on assets make it possible for the Society to support various programs, such as youth activities, the 8 perdent refund to lodges and premium refunds to members.

Outstanding progress has been made in increasing our net earnings on assets with an increase of over 15 percent in the net percentage over the past four years.

Our largest block of assets is our portfolio of 1143 real estate loans which as of December 31, 1979 amounted to $22,114,896.85. Of this amount, $2,312,365/.39 is invested in 27 SPJST lodge building loans.

Modern collection methods have kept the loans in excellent condition. At the time of the January 1980 Supreme Lodge meeting, only 12 loans were delinquent in excess of three months.

Over the past four years, we found it necessary to forecloe only thre( loan securities. Two of the properties have been sold, one at a small profit and one at a small loss. The third, a 325-acre tract of land in Runnels County, is still owned, but we anticipate a substantial profit on this property.

In summary, our investment posture is conservative. We seek the greatest possible financial return, based on evaluation of investment soundness, and minimal risk of the Society's funds. Our Society acts as a trustee for the funds actually belonging to our members, and

we are aware of the responsibility to make safe, sound and good income producing- investments. The records are sound evidence that this is being done.

Royalty and Mineral Interest When property is foreclosed and later sold, we have followed a policy of retaining all or a portion of the royalty and mineral rights. Income derived from such properties having oil and gas production during the years 1976, 1977, 1978 and 1979 has amounted to $142,027.66.

Claims During the past four years, this department settled and paid death claims on 1550 certificates for $2,461,366.61 of members' benefits.

There are times when this department is confronted with a deluge of work requiring postponement of some tasks, but I am happ to report that death claims are g en a high priority in worksched ing. I subscribe to the philosophy that. payment of death benefits is among the Society's primary reasons for existence. When a family suffers the loss of a loved one, they deserve prompt efficient handling and payment of their claim and we do our best to see that they get it.

During the past four` years, we paid 550 matured endowment claims for benefits totaling $538,800.27.

Policy Servicing We consider that area of service to members charged to this department to be of prime importance. Our goal is to provide one-day service although the workload sometimes makes this impos-4 sible. Because everyone in' general is becoming more knowledgeable in insurance matters, service requests have increased considerably especially in areas such as absolute assignments.

We processed and paid 581 certificate loans for $376,657.95. We handle the daily accounting of payments and administration of over 2300 certificate loans for $736,542.88. The certificate loan procedure and statements have been simplified to.provide better service.

We handled some 1,663 surrenders of certificates the past four years. We are incorporating procedures to encourage, those requesting surrenders to either obtain a certificate loan or some other option in an attempt to conserve more business that would otherwise be lost.

Computer Study Since the last convention, much time and effort has been expended toward the feasibility of converting the manual record-keeping operation of the Home Office to Electronic Data Processing. It has been said that over 90 percent of the insurance industry is now computerized and we remain one of the largest

8 companies of our size that has primarily a manual record system. We have always considered ourselves as pacesetters, but, unfortunately, have lagged in this area.

Our continued- growth and added workload is taking its toll, and, if steps are not taken soon, we can see the need to add a number of employees in several departments. Extensive study of other companies has convinced us that a computer could help us hold down the number of new employees and allow us to maintain first-class service to our members. In fact, we would have the capability for more and better service.

Additionally, management would, more readily, have- available information for decisions and planning. The implementation of Electronic Data Processing and building of the data base would be the most complex project ever undertaken by the Home Office. It would require the sacrifice of many added hours over a period of several years, especially by the Vice President's, Financial-Secretary's and Secretary-Treasurer's Departments.

However, we are committed to the undertaking if the delegates see fit to authorize the project.

Miscellaneous All of us felt a great loss when past Vice-President Joe B. Hejny passed away after an extended illness. After his death the Supreme Lodge met on May 25, 1978, to consider temporarily assigning responsibility of the department during this critical period. When asked to take responsibility for the department, I felt deeply honored by the confidence of the Supreme Lodge and accepted, not knowing, at that time, that this would involve a period of some five months. I only regret that the only time available was the time squeezed out by postponing other projects and added hours. I am deeply appreciative of the splendid cooperation of the Supreme Lodge officers and the extra effort put forth by all of the employees in the Vice President's Department. Without their professionalism and help, we would not have made it through this critical time without experiencing serious problems.

It is commendable that no one asked for or received any added remuneration during this period.

The Texas State Board of Insurante last examined the records and affairs of the Society during an audit commenced January 12, 1977 with a positive report and appropriate certification by the Chief Examiner. Copies of the comprehensive report were mailed to each lodge secretary and to members on request.

In Conclusion The complexities of doing business as a fraternal are increasing on all fronts. We

We cannot rest and point to past accomplishments and past progress or the many opportunities the future holds in store will pass us by. We must keep an open mind to consider new innovations that may become necessary in the future.

We must carry on the traditions of our founders and meet the challenges of the future. As Thomas Huxley put it, "The rung of the ladder was never meant to rest upon, but only to hold a man's foot long enough to enable him to put the other somewhat higher".

We have accomplished much the past four years, but there is always more to do than the time to do it. There are procedures to be reviewed, forms to be updated, new regulations to be applied, etc. Investment policies must be reviewed to assure that our funds are safe and earning the best possible returns for distribution to our members in added and increased benefits.

I am most happy to be able to state in all sincerity that a spirit of splendid cooperation prevails among the management team in the Home Office. Of great importance, each of the officers regard their colleagues as equal team members and are fully aware of the need for all departments to work together to, create the type of cohesive action required in this highly-specialized business.

Each of us are aware of the fact that the history of an organization can be written in terms of how it responded to challenges. I am highly optimistic that we are well-equipped to meet whatever challenges the future holds in store.

At this time I give you my thanks for the uncounted instances of your kindness to me as your secretary-treasurer and as a Supreme Lodge officer these past 11 and a half years. PRE-CONVENTION REPORT OF THE FINANCIAL SECRETARY To the Members of the SPJST and Delegates to the XXIII Convention: Pursuant to Articles 3 (d) and 37 (t) of our 1976 By-Laws, I wish to submit this report for your consideration.

As my first term of office as Financial Secretary of our Society draws to a conclusion, it seems impossible that four years have passed so rapidly. At the time of my employment in 1960, I did not dream that one day all of the responsibilities of this department would be mine. I have strived to project an image of our Society not only by incorporating effective accounting procedures but by my attitude to the general membership in a way that everyone is proud of being a member of the SPJST. In my associations in behalf of our Society, I have tried to represent our Society to the best of my ability.

This position not only requires an individual to be an experienced accountant, or controller, but alsc, well-versed in the field of public relations. I feel that my travels over the past 31/2 years have kept me in close contact with the general membership and, therefore, am aware of their unique problems and am able to help solve them. renjoy this type of work tremendously and do appreciate the trust that you have placed in me.

The financial secretary has many responsibilities assigned to him in accordance with Article 34 of our By-Laws. The responsibilities are: A. Maintain all accounts of various funds of the Society.

appointment: "I feel that he will be a great asset to our Society". I feel he has now proven himself and has made a number of changes that have been well-accepted. We are glad to have him as a member of our team. ,The Supreme Lodge has a proposal to automate our records if the XXIII Convention approves the funding of this project. Although, at present, we do render exceptional service to our members, this system would allow for added efficiency, timeliness and growth. Everyone realized that the insurance field has become very competitive. We should gear ourselves to this approach. This data system will require many additional hours to set up and place in operation. Bernie Gebala, Leonard Mikeska and myself were asked to study the possible impletnentation of a computer system and we feel we are capable to accept this challenge.

We have already spent many hours researching this anticipated change and we all feel that it would be in the best interest of the Society to act now. A delay will only make the job more difficult.

Our premium refund program, which was started in 1969, has been well-accepted by the membership. This is the only refund that reaches almost every individual who maintains a certificate with our Society. The Supreme Lodge has recently increased this refund from 1 /4% to 2%. We feel that this should help our future sales and also improve our persistency. We all feel that this program should and will be continued. The SPJST was founded for insurance purposes and we must keep this goal in sight.

I have strived to work with all of the financial secretaries of every lodge. I do appreciate the fine cooperation received from them. All of these people should be complimented on the fine job that they have performed for their lodge. I have accounted for over seven million dollars in premiums collected by the 128 local financial secretaries over the past four years. You are a great asset to our Society.

This will conclude the narrative portion of my report. The following data has been accumulated by my department to illustrate to you our growth rate. The information has been placed in a format for the easiest possible reading and understanding. You, the member, can clearly see, by these figures, we are growing substantially and, with the support of the general membership, I feel we have many more new heights to attain.

I want to thank the membership and past delegates for giving me the opportunity to serve you as a member of the Supreme Lodge. I have tried to perform these duties to the best of my ability and promise to do so in the future. I will again be a candidate for the office of Financial Secretary and ask for your support in the up-coming convention.

In behalf of my wife, Betty and children, Donna, Wade and Chad, I wish the XXIII SPJST Convention much success.

ATTORNEY'S PRE-CONVENTION REPORT TO THE XXIII CONVENTION Dear Delegates and Members: I respectfully submit my report of legal Services rendered to the Society for the period from January 1, 1977.

I am a member of the firm of Lesikar, Kaciâ&#x20AC;˘ and Everton. Our firm normally employs three legal secretaries and a receptionist. We have and maintain a complete workable law library, and all equipment necessary to operate an up to date law office. Because, of the nature of law work - best characterized as heavy and sporadic - it is necessary, at times, to utilize the entire office, attorneys and secretaries, to work on SPJST matters. SPJST work is given priority.

Since January 1, 1977, up to and including December 31, 1979, our office closed 301 loans for a total of $11, 084,303.00. We handled two law suits; two bankruptcy claims; nine foreclosures, two of which were renewed and extended, four were reinstated, two were assigned and one was paid off; and a number of tax suits filed against properties on which we held a real estate loan. Cechoslovak Publishing

Company has filed suit against the SPJST. This suit is presently pending.

I have consulted with the officers and directors of the Supreme Lodge on a daily basis. I have given written opinions regarding a multitude of legal questions ranging from interpretation of by-laws to and including State and Federal laws, administrative rules and regulations, etc. I have also consulted with, advised and frequently gave written opinions to local lodges. I have tried to answer all inquiries from our members.

I have given written and/or verbal opinions and directives on our life insurance contracts, beneficiary designations and payment of certificate proceeds. I have reviewed policy forms for use in issuing insurance contracts preparatory to filing copies with the State Insurance Department for approval.

I have prepared and/or approved documents in the sale of mineral and/or royalty reservations, subordination agreements relative to oil, gas and mineral leases, eminent domain proceedings, easements, partial releases of real estate loans, and many other contracts.

I have attended all quarterly and special meetings of the Supreme Lodge and Officers' meetings; participated in the workshops held by the officers for the lodge officers; met with the by-law committee, and also attended meetings of other standing committees when requested.

The SPJST is a fraternal organization.

Its foundation is the membership and the lodge system. Without either it can not function as a fraternal and benevolent society. As a fraternal organization, it still enjoys a number of special privileges - such as income tax exemptions for it and its subordinate lodges - but so long only as its functions remain related to the purposes of its organization. The SPJST is able to pay the many benefits - as the reports will bear out - to its members, lodges, districts, youth department, educational facilities, rest homes, and to many charitable organizations because, and only because, of its income tax exemption.

Many by-law changes are being proposed. The by-law committee has been working hard in deliberating the changes, and will continue to do so until the XXIII Convention is past history. All delegates should pay special attention to the recommendation for changes by the by-law committee and be prepared to act for or against such changes.

The other standing committees will have a number of proposals to the convention. It is your duty as delegates to study such proposals and be prepared to make the right decisions.

The SPJST has made great strides since January 1, 1977. The Officers' and Directors' reports will show a continued healthy growth of the Society. Its assets are now in excess of $27,500,000.00.

Because of its growth and its financial position the Supreme Lodge is required to make decisions on ever-increasing complex questions.

The Attorney's work has increased in the past four years. It will continue to increase during the next four years.

The Legislature and the Congress continue to pass legislation; some of which tends to effect fraternals.

Furthermore, our bureaucratic rules and regulations effecting our SPJST operations are requiring an everincreasing amount of time on the part of the attorney.

The legislature has just completed a legislative session in 1979. Legislative amendments are already being considered for the next session in 1981. ) All SPJST members should continue td be in touch with their senators and representatives in order to keep them informed on fraternals and the lodge system. have enjoyed working with the directors, officers, the Editor, Actuary, the Medical Advisor, lodges, districts, and the entire membership. I appreciate the cooperation given me.

I wish the XXIII Convention much success.

PRE-CONVENTION REPORT OF DIRECTORS Acting in accordance with the by-laws, the directors are pleased to make this our joint pre-convention report to the membership of our Society and to the delegates who will attend the XXIII Convention in San Antonio, Texas June 9, 10, 11 and 12, 1980. We, especially, ask you to review our short report.

The board of directors has a lot of authority and, likewise, a lot of responsibility and, like any board of directors, whether it be a bank board, a corporation, or SPJST, it is responsible,

14 under the law, for the success or failure of any organization. One should not minimize the value of a good director or irectors. ), We feel that we know and we are in a josition to know what is, precisely, best for the good of our SPJST. We are not implying that we are all-knowing, but we feel that we are in a good position to see all aspects of our entire operation and are suggesting these changes to you.

The duties of a board of directors are varied and specific and we accept that.

Our relation with the officers of the Supreme Lodge is understandable and very good. Glur phenomenal growth during the past decade necessitates changes in Certain areas to a more workable system. We need to streamline our bookkeeping system. It has to be computerized. This is absolutely necessary. It is very expensive, but we feel it is a must since it will save time and money in the long run.

We believe that the Publication Committee should be reduced to three (3) members as it was originally formed in the late 1890's, and existed until 1968.

Ever since there has been a Publication Committee dating back to the IInd Convention in Flatonia in 1899, that committee has consisted of three (3) members. In the XVIIth Convention, here in Temple in 1956, there was also a move to abolish the Publication Committee, however, it failed. The number remained at three. That committee has consisted of three members - until the XXth Convention in Dallas in 1968, when a motion was made to increase the members on that committee to five. In the XXIInd Convention in Waco in 1976 that committee was increased to seven. In the Xth Convention in Temple in 1928 there was a motion to abolish the Publication Committee.

We also need to look at some of the other committees. The By-Laws Committee should remain at seven (7). The work of the Finance Committee could be absorbed by the By-Law Committee.

Time is an essential element to the success of any committee work. You simply cannot relay a written !complaint to a seven (7) member Publication Committee scattered over the entire State with any degree of success. Please....no reflection towards any committee member.

The scope of responsibility that confronts the entire Supreme Lodge calls for a speedy and unified operation. As directors, our duties and responsibilities are accepted in a true fraternal spirit.

Our priorities have always been to maintain a good relationship with the

VESTNfK Supreme Lodge officers, and we alway welcome the opportunity to counsel with them and any member of SPJST. We feel that the by-laws should be carefully reviewed and simplified in many areas where the meaning is two-fold or duplicated. The Supreme Lodge members should be granted more authority in matters of minor importance. As in any organization you simply do not elect good officers and directors and then limit their authority to act.

PUBLICATION COMMITTEE

REPORT March 18, 1980 This is a report of the Publication Committee for the last four years.

The Publication Committee met twice in 1977, twice in 1978, twice in 1979, and once in 1980.

In their first meeting, the PC elected their officers. They are: President Ed. G. Mazanec (Dist. III), Vice President Angeline Kristinek (Dist. IV), and Secretary Melvin H. Skrabanek (Dist. I).

Other committee members are: Ruby Bolton (Dist. II), Tommie H. Lostak (Dist. V), Sophie Dybala (Dist. VI), and Emil E. Matula (Dist. VII).

After the election of officers, the next business was reviewing the guidelines of the last PC and updating them.

There were a number of letters sent to the Publication Committee during the last four years. The PC is proud to say only four letters were rejected. The other correspondence, letters, etc., were taken care of to the satisfaction of the members.

Changes in the Vestnik were letting the publisher put his ads on the last three pages.

The committee went along with the pasting of the Vestnik instead of stapling as long as it proves satisfactory.

The Publication Committee made some complaints to the publisher about not doing a good job in his printing of the Vestnik.

The committee was in agreement with

the Supreme Lodge officers in the updating of our Vestnik.

Results of the outcome were: We were sending over 14,000 copies each week to our members.

After the cards were sent to members asking them to return their card if they wanted the Vestnik, the results were: About 10,500 Vestniks are now being sent to members each week; a saving of about $30,000 or more a year, this includes postage and printing costs.

The Supreme Lodge officers are in the process of working out an adjustment with the publisher of the Vestnik.

The Publication Committee agreed on the changes the editor and Supreme Lodge Vice President wanted to make in publishing his reports.

At the time of this report, the Publication Committee sent the Supreme Lodge officers a letter recommending that they should try to work out a settlement (out of court) with the publisher.

The Publication Committee is now in the process of making up bid forms, specifications, and other material that are to be sent to the different publishers for their bids on the Vestnik. These bid forms, etc., will be examined by Legal Adviser Reuben Lesikar before we send them to the publishers for bids. The bids will be sent to the chairman of the PC in a sealed envelope and will be opened before the PC and examined. The PC will make their recommendations to the delegates at the convention.

The Publication Committee feels that the editor is doing a good job, and is cooperating with the Publication Committee and Supreme Lodge officers satisfactorily.

INSURANCE COMMITTEE REPORT MARCH 8th, 1980 TO: Members and Delegates The Insurance Committee met December 8th, 1979 for its initial meeting. All members were present. At this meeting, problem areas were discussed and studies were requested to be conducted by the Insurance Department, Financial Secretary's Department and Actuary to provide statistical data necessary for the Committee to base its future recommendations. The meeting adjourned at 3:30 with Chairman Ben Jarma calling for a second meeting to be held at the Supreme Lodge March 8th, 1980 at 9 a.m.

Wednesday, April 9, 1980 March 8th, 1980 Chairman Ben Jarma convened the Insurance Committee with all members present along with Vice-President Bernard M. Gebala, Financial-Secretary Jerry J. Mikulas, Jr. and Actuary David Huff.

Data was presented to the committee and the following report is submitted: INSURANCE COMMITTEE REPORT MARCH 8, 1980 A. The Insurance Committee made the following recommendations to be presented to the By-laws Committee.

1. Article 32 b delete "and District" Article 32 c delete: "This sales representative must have attended at least one-half (1/2) of the meetings preceding his appointment as sales representative in the previous twelve (12) mouths. This excluded inactive and new lodges. He supervises their production and has the right to dismiss them".

And add: "After a new sales representative is appointed he must be active in Lodge activities, namely; attend Local Lodge meetings and regularly scheduled sales representative seminars. If this requirement is not met to the vice-president's satisfaction he has the right to dismiss the sales representative."

Article 32 d: Delete it entirely.

2. Article 36 n add: "The director shall assist the vice-president as requested within his district regarding sales and motivation aspects of the insurance program."

B. The Insurance Committee made the following recommendations to be presented to the officers and directors of the Supreme Lodge SPJST. 1. It is recommended that the Supreme Lodge investigate the feasibility of automatically converting JT certificates if not accomplished by sales representatives by expiration date.

C. THE INSURANCE COMMITTEE MADE THE FOLLOWING RECOMMENDATIONS TO BE PRESENTED TO THE DELEGATES OF OUR NEXT CONVENTION. 1. Recommend that all SPJST facilities be made available to the Supreme Lodge, withput charge, for any sales representative-related activities.

2. Recommend that the convention authorize the Supreme Lodge to expend the funds necessary to inaugurate and install an adequate operational data processing computerized record system in the Home Office.

3. Recommend that the Insurance Committee meet as deemed necessary between conventions to act as an advisory council upon insurance matters.

4. This committee recommends that local lodge place emphasis on their sales representatives to participate in training programs presented by the Supreme Lodge Insurance Department.

Education: Donations to educational institutions: The allocations to institutions teaching the Czech language, with or without credit, could best be handled by a lump sum allocation, and give the authority to disburse and administer the funds to the SupreMe Lodge, the sum being $8,000.00 per year. These educational donations apply to Texas educational institutions only.

The American Sokol Organization, Southern District sum being $1,250.00 per year. This sum to be seperate from the $8,000.00 per year to the Educational Institutions. Effective Immediately!

Other Recommendations: 1. Officers, Directors, Members on standing committees, and other members using a personal car for the use of Society work and are authorized personnel to travel for the Society be paid 30 cents per mile. This sum is to be used to reimburse the District Officers, except the District Youth Counselor and Assistant, for travel and expenses while on official business within the District.

5. Authorize the Supreme Lodge to contribute the sum of $150.00 per district meeting to each District. This sum is to be placed in the General Expense Fund of each District and used

6. Authorize the Supreme Lodge SPJST to reimburse any standing committee for expenses in performance of their duties such as clerical, supplies, etc., between convention.

7. Increase the Life Insurance coverage from $10,000 to $20,000 and from $5,000.00 to $10,000.00 for Supreme Officers and Employees.

8. Hardship cases are to be submitted to the Finance Committee before May 10th and will be reviewed before the convention.

9. The Members of the Finance Committee, after reviewing and hearing the details on the computer system, recommend that the convention authorize the Supreme Lodge to inaugurate install an adequate operational data processing/computerized record system in the Home Office. We feel that a computerized system will be of great benefit to the Society.

10. Pension Plan A. Provide a 30 percent increase in the retirement benefits presently being received by retirees and beneficiaries of the SPJST retirement plan. The former employees under the plan have likewise been covered by a relatively low benefit formula plan. Periodically the level of retirees' and beneficiaries' benefits should be reviewed for possible future adjustment.

B. Change the retirement benefit formula from a "career average" type of formula to a "final average" type of formula which would provide a more meaningful benefit under present economic conditions, We propose a final average formula which provides a monthly benefit equal to the product of 2 percent of an employee's average monthly salary over five consecutive years within his last ten years of employment and his number of years of service (up to 30 years maximum).

C. The above benefit provisions can be funded on an actuarially sound basis with annual employer contributions of approximately 12 to 15 percent of participant salary. Employee contributions would remain at the present level but employee contributions would not be required after 30 years of contributions.

An employer contribution to a pension plan in the 10 to 15 percent level would be considered in the average to somewhat above average category. Recent employer contributions have been less than 10 percent of participant payroll.

D. The Finance Committee shall meet biennially to review and recommend changes to the Supreme Lodge in the

SPJST Employee Retirement Pension Plan.

11. Authorize the Supreme Lodge to purchase a Neon Sign designed to fit the architectual design of the building, of such size to be recognized by the public.

12. Rest Homes A. The Finance Committee recommends to the convention to authorize the purchase a van for each S.P.J.S.T. Rest Home to transport residents of the home for medical care, not to exceed $17,500.00 per unit, with necessary equipment. ' B. Increase the $1,500.00 per year to $2,500.00 per year, per Rest Home, to be placed in the charity fund to be used for SPJST members.

13. $500.00 to compensate Norma Andel and $1,000.00 to compensate Leonard Mikeska for additional responsibilities assumed during the vacancy of the Vice-Presidency.

14. Authorize the Supreme Lodge to hire students from Temple Jr. College or any other Educational Institution offering computer data processing, to develop the software, on a part time basis.
