FROM THE EDITOR'S DESK Your editor wishes to remind all of our members and, especially officers, of all of our lodges in the SPJST that our 23rd (XXIII) convention is rapidly approaching and we will, again, have a special convention issue of 64 pages and, of course, will not have a Vestnik issued the week of the convention. The reason for the above is the fact that we need you members and officers to begin compiling some material for the convention issue so that your lodge will be represented in that one special once-in-every-four-years issue which many of you generally save.

Please get your members and committees started working on this; remember - time is running short and, as one radio announcer used to say: "Time is eluding me!" So it is with us in our SPJST Society. ** In the issue of our January 23rd issue of Vestnik on page 3, column 3 was a continuation of the SPJST By-Law Committee report explaining some of the reasons for the recommended changes by SL President Morris and, in this issue, is a report and further treatise on some of his reasons.

Brother George Kacir, Sidney Kacir and your editor saw some of these things coming up in the 1976 convention in Waco, Tx. four years ago. We are printing an excerpt of the proceedings from pages 29 and 30 so that our delegates can and will be "on their toes" when these matters come up. A smile creates happiness in the home, fosters good will in business, and is the countersign of friendship. It brings rest to the weary, cheer to the discouraged, sunshine to the sad--and is nature's best antidote for trouble.

Yet, it cannot be bought, begged, borrowed, or stolen, for it is something that is of no value to anyone until it is' given away. Some people are TOO tired to give a smile. Mrs. Mary T. Bartosh, 74, of Route 2, West, died January 26th in a Waco nursing home. Funeral services were held Tuesday in St. Joseph's Catholic Church in Elk, with Rev. Frank Miller as celebrant. Burial was in the SPJST Pavelka Cemetery, near Elk. Sister Bartosh was a member of Lodge No. 35, Elk.

FROM THE PRESIDENT'S OFFICE Comments On My Recent Recommendations To The By-Law Committee Dear Members, Especially Delegates: It has been suggested that I, and it has always been my practice to, submit my reasoning behind the by-law proposed changes that I have submitted to the By-Law Committee for their consideration. In this letter, I would like to submit the reasons behind those articles that I presented for consideration to the By-Law Committee, both orally and in writing, in their first meeting on December 16, 1979. At that time I submitted, and read, my reasons for the by-law changes that I was proposing.

The one article that I had proposed would take the place of several of our articles having to do with the qualifications 'and eligibility of delegates to our conventions. The reason for my first proposed article change was prompted by the many inquiries from more members than in any other pre-convention period since I have been in office. Most or all of these inquiries pertained to the eligibility and qualifications of delegates. Brother Lesikar can tell you that he has had the same experience. We are not sure we can pinpoint the exact reasons for this, and they may be multiple. I believe that at least part of these inquiries stern from the fact that some of our members do not become too concerned with the by-laws until the election of delegates rolls around and then they discover that the by-laws prescribe a little more than they can meet. Then, some of the members try to start "adjusting" or reading into the by-laws something that is not there so that they might be eligible to go to the convention as a delegate. They are especially unhappy when they come very close to qualifying. Maybe one of these years, we can have a "perfect" set of by-laws.

I sometimes feel that the fewer requirements and restrictions we have,

3 the better off we would be and leave things up to the good judgment of the members. Others will argue otherwise because there are always two sides to every question. At any rate, the following article would take the place of those articles in our by-laws dealing with the qualifications and eligibility of delegates, which I recently submitted to the By-Law Committee. To refresh your memories: The qualifications and eligibility of any member to hold any office or position in the local lodge is determined by the members of that local lodge, provided that such quelifications and eligibility are not more stringent than those imposed by, and do not conflict with, the Society's by-laws.

Such a proposal requires an explanation. If adopted, it will afford a wider opportunity in the selection-election process and preclude the necessity for differentiating between classes of members and make eligible all those owning an SPJST life insurance certificate, whether paid-up, premiumpaying or otherwise, but would, of course, exclude social members. As with other issues involving change, there are various schools of thought on this. The matter could be argued both ways, but there are those who feel that our requirements for delegate and substitute eligibility are too restrictive and stringent and may be, in fact, preventing otherwise qualified members from being elected, and those members are denied the privilege of serving. There are those who might feel that only those who attend lodge meetings and help around the lodge should have the, privilege of going to the convention as a delegate. Should this be the only or main criterion of eligibility? It is now. Others feel that mere attendance at a certain number of lodge meetings and being active in matters that are, in fact, unrelated to fraternal insurance and to the purposes for which we were chartered in the first place, should not be the sole criterion for eligibility. Maybe yes, maybe no. At any rate, who is better qualified to judge the competence, qualifications, and ability of candidates for offices and positions in and from their local units than the members themselves? There are and have been instances where a good member, under the present by-law, attended the required number of meetings in 1977 and 1978 and lacked only one meeting to qualify in 1979.

Under the present rule, such a person cannot be elected delegate or substitute.

Furthermore, under the present by-law, a person who has been a member less than three years is ineligible to be elected delegate, unless he was "fortunate"

enough to be in a lodge that was organized the year of the convention (4b) or in a lodge organized less than three years preceding the election of delegates (4c). Is this equitable? It has been suggested that a "monster" was created with the adoption of this article. That may well be so. This portion of Art. 4 was passed in the 1972 Convention in Houston. You will recall that prior to that the restrictions on delegate eligibility were limited to 12-months' membership prior to the election and attendance of at least one-half of the lodge meetings the calendar year before the convention. (See Art. 4(d)3 and 4 of the 1968 By-laws). In 1972, and reaffirmed in 1976, the prevailing philosophy was that being a delegate to conventions was something that should be restricted to those attending a prescribed number of lodge meetings.

Now - if the foregoing article is adopted, some feel that some of the lodges would adopt rules of eligibility and qualifications so stringent that would make it even more difficult to qualify as a delegate. There would probably also be lodges that would impose no or few restrictions on eligibility of delegates if the above is adopted, other than holding a life insurance certificate. As "middle ground" or compromise between the two positions and in an effort to at least liberalize somewhat the requirements for delegates and their substitutes, and provided the previous article is adopted, I am submitting an additional amendment for the committee's and delegates' consideration. Watch for the By-Law Committee's report in the Vestnik.

The question fs, how restrictive do you want to be or how restrictive should you be? Remember, the final choice would be up to the members in the local lodge if the above amendment is adopted.

We really need to do some serious thinking on this because I feel that we have come to a point where we must make a turn one way or the other.

Fraternal societies such as ours should subscribe to the philosophy that they want to get as many members involved as possible. We should not have restrictions that close off this opportunity to the membership. Remember what I have said and written so many times about the perpetuation and strengthening of the lodge system, which is so very important, and I feel that with less stringent rules and fewer restrictions in line with the above proposals, our lodge system will be strengthened and more responsive to the membership. We all know lodges that have a sizable (into the hundreds) membership, but when you figure the

4 percentage ratio of the members who attend meetings, that figure would indeed be very small. As an experiment and to prove this to yourself, take the case of your own local lodge and if you know the overall membership, take the average number of members attending meetings and arrive at a percentage ratio. I think the answer will be revealing, if not surprising.

I will admit that I was among those on the side of the restrictions imposed by the present by-laws at the 1976 Convention, but I am,always ready to admit error in judgment, and I have since seen and witnessed how these restrictions affect local lodges. I am not infallible and I get around. In some instances, there have not been enough eligible members to be elected delegates under the present restrictions and the fewer delegates will have greater voting power as a result.

Some will question this voting imbalance. Since there is no virtue in holding fast to a position after it is evident that that position has an inequity, I am willing to consider change. Few things should be cast in concrete, never to be changed. The decision on this matter, as well as other matters, will be up to the delegates in June. Study the matter, weigh all factors objectively, and then decide.

Moving on to some of my other previous recommendations: Article 4(a)3 could and might be misleading. It may give the impression that a lodge needs 100 members to qualify for an additional delegate, whereas they may actually need 3, 15, 20, or 40. In other words, however many delegates it takes to make an additional 100 would entitle a lodge to an additional delegate. The wording could be as follows: A lodge attaining enough members for an additional 100 between the annual meeting and sixty days before the convention may elect an additional delegate.

Another article that has been the cause of considerable controversy and differences in interpretation is Article 100, which pertains to electing local lodge officers. The statement "...on a regular basis should be elected..." is vague, ambiguous, and nebulous so that it is of little or no help in determining those eligible for local lodge offices. The word "should" does not compel. What is "regular"? If a person consistently attends every other monthly meeting over a period of time, has he not attended "regularly"? Any time an article raises more questions than it answers, it cries for relief by probably being deleted. The previous proposal pertaining to local lodge offices and positions would take

VESTNfK care of the matter and Article 100 could, in fact, be deleted.

In regard to my proposal regarding present Article 72(c), a question came up in recent weeks and months as to how a member belonging to a lodge that does not have any local lodge dues or assessments can achieve the status of an active member. One school of thought feels that in such instances all members of such a lodge are automatically active members, that members in such lodges should not be penalized, deprived, or disenfranchised just because the lodge happens not to have set local lodge dues and assessments, which are, after all, optional under Article 72(a). The remedy that I proposed to the committee was that (again, repeating): Members with certificates in lodges having no local lodge dues or assessments automatically have all the rights and privileges of active members.

(This could be new Article 72(d) ).

I believe that the old Article 71(c) enacted in the Houston Convention in 1972 was a good one. The words "in January" should be added to the end of present Article 72(c). One of the biggest complaints that we have every four years is the one that deals with those members with paid-up certificates who have not attended lodge meetings over a long period of time and then come to the annual meeting for the election of officers or delegates, pay the lodge dues for one year in advance, and then proceed to exercise their right to vote, deliberate, etc. This naturally generates a lot of resentment and friction in the local units. If these two words were added to that article, a member wishing to vote in the annual meeting would know that he would have to pay his dues for one year in advance during the month of January, and if they didn't pay in January, they could not then come in November or December and proceed to vote and deliberate. Of course, it would sit better with the other lodge members if they attended more often, but this would at least make their annual participation easier to accept. However, if they do not attend any of the meetings in the interim after having paid in January, they can still exercise all their rights as members.

Another complaint frequently registered is that new members attending their first meeting exercise their right to vote and even deliberate. After they have been voted on and accepted as members, they have all rights and privileges of other members. There is no "waiting period" before you have such rights. That's the fraternal part of the lodge system.

Article 16(b). The reason that I recommended that the By-Law Commit-

tee meet for the first time in January of the convention year is that because both November and December include the Thanksgiving and Christmas holidays and it would probably be just as well, and accomplish the 'same objectives, to meet for the first time in the month of January of the convention year. They are presently required to meet not later than eight months prior to the convention - in November as long as our conventions are held in June.

Something else I previously presented: We have some by-law provisions that I'm sure all of us subscribe to and it looks good to have it in writing but is, in fact, not enforceable from a practical viewpoint. Consider two instances recorded in the Proceedings of the last convention, pp. 28 and 31. In the first instance, a delegate asked for a clarification of "knowledge of Czech".

The parliamentarian at the last convention in Waco replied that "... the delegates were their own judges" in this matter. Later, another delegate asked for re-interpretation of the by-laws concerning directors and the provision "knowledge of Czech and English".

Again, the parliamentarian "...said it was difficult to give an exact interpretation and that it was really up to the discretion of the voting members. No definite qualifications had been set".

The articles bearing on this matter are Articles 24 and 25, Items 6 and 7, respectively. The two articles pertain to the qualifications of officers and directors of the Supreme Lodge. Later, the requirement of the Czech language is repeated in Article 31 pertaining to the president of the Supreme Lodge, but is not mentioned with respect to any of the other officers of the Supreme Lodge.

What does "knowledge" mean? Does it mean understanding it, being able to write it, read it, speak it, fully comprehend the written and spoken word? Until the convention or the Society adopts a by-law or a standard test to determine one's "knowledge of the Czech language", this is another article that is practically unenforceable. Taken to its end, it could mean that a person having some knowledge of the Czech language, but very little or no other knowledge or expertise, could fill these positions. One has to wonder how long we would have to wait to get an otherwise qualified individual into these positions who also knows the Czech language. As to the language itself, and as an example, I have very little or no knowledge of the French language, but I recognize it as being French when I hear it spoken, even though I don't understand a word of what is being said. Does that constitute

Wednesday, February 6, 1980 "knowledge" of the French language? I can't read it, write it, speak it, or understand it. I do not believe that we will be unfaithful to our Czech heritage or to our forefathers, and I believe I could pass a standing examination in the language at any university in the United States or abroad. We simply are getting to the point where we cannot specify foreign language requirements along with other qualifications that we are looking for in future leaders of the SPJST. And requiring that these individuals have "knowledge of the English language" is superfluous.

The other portion of my recommendations to the By-Law Committee that appeared in the Vestnik of January 23rd did contain my remarks and reasoning behind my proposals and I have no further comment on them at this time. I will be submitting, other proposals for changes to the By-Law Committee. In our last meeting, the Supremo Lodge also decided on a number of proposals that would be submitted' to the By-Law Committee from the Supreme Lodge as a body and those will be printed soon. All have considerable merit and I urge all of the delegates to read and weigh each proposal carefully. We do not have a monopoly on knowledge and intelligence, but we occupy a special vantage point in that we deal with Society matters on a daily basis, 365 days a year. At the same time, our lines of communication are open to the local units and they no doubt will have some very good proposals worthy of consideration by the committee and the delegates. What appeared as a very workable provision four years ago has proven not to be as meritorious with the passage of time and practical experience. We only ask that you consider all proposals with an open mind.

That brings me to another point: It is well and good that delegates seek input and Opinions of the lodge members; however, it is really not fair to ask the delegates to commit themselves to any particular position because there will be facts and reports presented in the convention that will cast an altogether different light on a matter from what the members perceived in the local lodge.

That's the responsibility of a delegate - to listen and make up your mind based on information and facts presented to you and you should be free to exercise your own free will and judgment on that basis.

LODGE NO. 88, HOUSTON

Highlights of January Meeting President Mildred Holeman presided at our regular monthly meeting which was held on January 14, 1980. Flag Bearer Lynn Pflughaupt presented the colors and led the members in the pledge of allegiance. The members stood in respect to the memory of departed members Cecelia C. Adkins, Mildred I. Bain, Anna Hillman, Leonard Holub, Agnes M. Mason, Carolyn E. Tipp, and Frank J. Vancik.

President Holeman introduced the lodge officers and then named all committees appointed her and 1st Vice President Tillie Helmcamp.

Parliamentarian Lillian Finn read a list of rules to be followed in the monthly meetings.

Members on the sick list were 2nd Vice President Frances Olexa, Sisters Frances Crossman, Clara Dolezal, Darlene McSpadden, and Vera Tolarek.

All committees gave good monthly and annual reports. Choral Club President Evelyn Vornsand commented that their group has no financial report but they spread a lot of good will for the lodge with their performances. Dramatic Club President Marceil Malak promised Czech and English plays this year.

District Youth Counselor Richard Wahlberg announced the beginning of the "Miss SPJST" contest. District Sales Representative Evelyn Mikeska informed the members of a sales contest, running from January 1 through March 31, with a winner from each district to be acknowledged at the convention.

"Happy Birthday" was sung to January birthday celebrants. Guests present were Mrs. Albina Hilsher, Kara Schoellhopf, and Mary J. Pedra. Anniversaries with the longest number of years were Minnie and Joe Bravenec, 55 years; and Lillian and Harry Finn, 49 years. The Finns were refreshment donors in honor of their anniversary.

Door prize winners were Sisters Gladys Havemann, Dorothy Othold, and Margaret Allbritton. A special prize from Liberty Savings was won by Brother Joe Fusig.

Our next meeting will be on February 11 at 7:30 p.m. New members will be initiated at this meeting. Sales representatives, please inform your members. See you there.

LODGE NO. 188, CENTERVILLE

Lodge No. 188 "Dearest Lodge," Centerville met for their January meeting the 27th.

Sixteen applicants were accepted as new members in the lodge as follows: Thomas Churchwell, Madisonville; Billy Ray Copeland, Buffalo; Bruce Crapps, Centerville; Gwen Grimes, Kathryn Gilliam, Robert Gilliam, Karen Sue Hammond and Becky Pickens, Buffalo; J.T. Financial Secretary Jacquelyn Wakefield read a letter from Jerry Mikulas, Jr. Financial Secretary of the Supreme Lodge accompanying the 8% refund check in the amount of $2,107.69 Lodge No. 188 had collected premiums for 14 months in the amount of $26,336.73 and sent them to the SL. Lodge 188 paid 5% to the financial Secretary Jacquelyn Wakefield in the amount of $1,316.84, for the 14 months. Financial Secretary J. Wakefield transferred $2,800 social dues from the mortuary fund collected with the premiums, to the social account, reporting social dues portion would hereafter be transferred monthly.

Dr. Easterling brought, to the attention of members, that another election for delegates to the convention must be held due to a misconception of the By-laws, inadvertently excluding members' names who became members from the organization of Lodge 188 until July 1, 1977, rather than January 1, 1977.

Mrs. Wakefield read a letter from Supreme Lodge President Nick Morris, clarifying the procedure as had been requested from him, when this might be the case was brought to the attention of Jacquelyn Wakefield, by a member of Lodge 188.

Chili Hines made a motion, in compliance with the By-laws, that Mr.

7 and Mrs. Andre Schwab be considered as delegates; they were eligible, but were not present due to relatives being in ICU in the hospital. Motion was seconded and carried. Secret ballot was held and the five delegates elected were Dr. A.M. Easterling, Andre Schwab, Diane Howie, Jacquelyn Wakefield and Martha Oden. Alternates are Emma Lou Bass, Peggy Easterling, Evelyn Schwab and Smiley Williams.

The treasury report was given by Robbie Robinson. Mack Jackson gave the bar report &nd also reported for the Board of Trustees: (1) that a fresh air smoke removing system will be installed by March, (2) a purchase of a large oven for the kitchen and the ticket office for the bar tickets has been built.

Peggy Easterling, hall rental chairman, reported the lodge has been reserved for Centerville High School Awards Banquet, May 12 and a Labor Day family reunion.

Jacquelyn Wakefield made a motion that a committee be appointed or elected to plan extra activities or special occasions for the lodge members in addition to the Saturday night dances.

Motion was seconded and passed. The committee consists of Evelyn Schwab, Martha Oden, Lori Oden and Parthena Van Wey. Emma Bass moved the meeting adjourn.

LODGE NO. 84, DALLAS

Dear Brothers and Sisters: This report covers the final results and our outcome in the two fall leagues that our SPJST team was entered and sponsored by Rudolph's Market and Brother Sid Pokladnik.

Our team played on Tuesday and Wednesday nights in two different leagues. We won all six games in the Wednesday night league and we won this league and a trophy. In our Tuesday night league, we won five games and lost one game; this tying for the League Championship, and we also received a league trophy. I know our fall team manager, Jerry Zabojnik, is proud of the team as well as I am; they had a lot of fun and played real good ball.

I feel this will be helpful when we resume play in this summer's league play. We hope to have about the same team again this season plus maybe one or two new players. Practice will begin sometimes in late February or early March.

I will, again, be the manager and Jerry Zabojnik will be my assistant plus Lionel Schulz will also assist us. All of us are planning for another good and successful season.

We wish to extend our deepest thanks and appreciation to Brother Sid Pokladnik and Sister Justine Pokladnik for sponsoring our SPJST team in the fall league. The team members all enjoyed playing and wish to express their thanks.

My thanks to Brother Jerry Zabojnik for managing the team in the fall league; he did an outstanding job and proved to have the capabilities of being a good manager in future years, like 1981. We do have a good group of players representing the SPJST Society in men's commercial softball in the City of Dallas.

We're looking forward to another successful and enjoyable season this summer.

In my previous newsletter, I failed to acknowledge one of our guests, Mary Wasek, mother of our treasurer, Inez Greenlees. Mary is a member of Lodge No. 35, Elk. This dear lady also baked and brought two coffee cakes, apricot and prune that were delicious and enjoyed by all the members and guests along with the wide assortment of refreshments our good ladies brought to the January meeting. Thanks Mary, you are always welcome.

LODGE NO. 154, FORT WORTH Dear Members and Friends: There is a little nip in our air this morning, but we have been very fortunate with our Winter this far.

We were all saddened by the sudden passing of Brother Holmes Bostick and express our sincere sympathy to the bereaved family. We also express our sympathy to the family of Sister Margaret Ann Winters Haines on the loss of her father, Judge J.E. (Dutch) Winters.

The ones who were on our sick list are improved and now we wish a speedy recovery to Sister Nancy Krupka who had surgery. It seems like everyone , has been fighting the flu, including myself.

Yesterday, (Sunday) Sokol Fort Worth had a banquet for the Intermediate and Advanced classes, which have been held the last 8 years to honor the youngsters for their fine performances and pins are given to members 5, 10 years, etc.

A beautiful invocation was given by Brother Johnny Stoeppelman. Brother Jerry Milan introduced the officers and their wives. Several SPJST members received honors. Brother Benny and I were really surprised getting the Hardest Workers Award. A lifetime membership and a gift certificate, but without the

help of the others who also put in a lot of time and hard work, we could not have done it alone. Carrie Ann Clevland won the Uneven Bar Award, Most Coachable Award and a scholarship. The Most Progressed Award went to Barbi Kozel (Lodge 92) who tied with Kay Stoeppelman; she also received a scholarship. Kay was voted on by the gymnasts as "Miss Mini Sokol" and she also received a scholarship, Kelly Stoeppelman and Julie Hopkins.

Five year pins went to: Brothers John Hennessey, Bbbby Clevland; Sisters Maria Frill, Maureen Werner and Mary Ann Krivanek (Lodge 92, and she was not present).

Ten year pins were awarded to Brother Joe Kozel (Lodge 92) and Sister Gaye Williams.

A round of applause was given to our team of Carrie Ann Clevland, Barbi Kozel, Kay Stoeppelman, Kelli French and Leslie Poindexter who attended a Gymnastic Meet in Abilene Saturday and won first place. We are proud of all of our youngsters.

Everyone enjoyed the delicious food and social.

Roy Frank's Cactus Cowboys will have a benefit softball game dance at our hall Saturday, February 23rd.

I will undergo foot surgery tomorrow, so I won't be running around for a while.

Our next lodge meeting will be Sunday, February 10 at 3 p.m.

Brother and Sister Stegint want to thank everyone for the donation. It was greatly needed and appreciated.

RULES AND REGULATIONS

OL LODGE NO. 133, SAN ANTONIO PREAMBLE Lodge No. 133 subscribes to the ideals and purposes as set forth in the preamble of the SPJST By-Laws.

All members of Lodge No. 133 shall provide and promote fellowship and good will to the public and its members at all times, and this spirit shall prevail in the community of San Antonio, and, by cooperating with its endeavors, Lodge Nr 133 will thereby promote a fraternal spirit in the community and social fellowship among our members.

Section I Article 1 - Lodge meetings are held every third Sunday of each month

and shall consist of lodge officers and at least five (5) members of the lodge in good standing. The annual meeting is held in November. A special meeting may be called by the president; in that, case the lodge secretary shall notify all members specifying the reason for the meeting. Only such business as the members have been notified of may be transacted. 째 Article 2 - Members shall pay attention to all business handled in the meeting and abide by the SPJST By-Laws.

Motion requires a second to be in order.

If defeated, not renewable at the same meeting.

Article 3 - The president shall see that all discussions on the floor are on motion before the lodge. He has the right to stop all discussions on the floor not pertinent to the motion on the floor.

Article 4 - Not more than one member shall have the floor at the same time. The president shall recognize members as they ask for the floor. When two or more members ask for the floor at the same time, the president or presiding officer shall decide who will be first. All parties will be accorded equal time to settle a controversy.

Article 5 - A motion may be presented orally or in writing. In either case, it should be plain and to the point.

Article 6 - In compliance with SPJST By-Laws, Article 4, under (e) 3, the lodge secretary maintains a record of members attending meetings, also a separate record of social members. To qualify as a delegate to the convention, the requirements of the SPJST By-Laws must be met.

Article 7 - Besides requirements set forth in the SPJST By-Laws, members shall attend at least one-half of the meetings in a year, besides the annual meeting, to be eligible for election as a lodge officer or delegate to the conventions.

Article 8 - Members, to be eligible to vote and hold office, shall be in good standing as the payment of premiums and lodge dues concerns. To be elected to an office or a committee members shall receive a majority of the votes cast.

Article 9 - Before the meeting is called to order the front and the back doors of the hall should be locked. The flag-bearer will be responsible for this and also for admitting late-coming members.

Article 10 - Officers and committeemen give reports in every lodge meeting, usually oral statements, on the work for the past months. All reports should be short, concise, and clear, and in the third

10 person. At annual meetings written reports may be made, covering the whole year's work. Special committee, appointed or elected for some special work or reason, expires with completion of the work and presentation of the complete report on the result.

Article 11 - Officers and elective committees will be elected in the annual meeting in November, and installed in the following lodge meeting. Committee appointments, as needed, may be made in any lodge meeting during the year.

Article 12 - Any officer or committee member failing to attend three consecutive meetings without an acceptable excuse, shall be removed from the position and a new member selected to fill the vacancy.

Article 13 - Acceptable excuses for officers and committeemembers for not attending lodge meetings include family emergencies, sickness, loss of or damages to business which would result from attending meetings.

SECTION II Article 1 - In the annual meeting in November the lodge president and vice-president will appoint the following committees: a) Auditing Committee of 3 members, to audit, at least once a year, the income and expense of the lodge. b) Sickness and Welfare Committee of 3 members, to repprt sicknesses of lodge members to officers and lodge members, to visit sick lodge members in the hospital, and to ask- for assistance from the lodge members in case of a serious sickness. It is the duty of the lodge secretary to notify the SPJST Vestnik of the death of a lodge member, with all available information. c) Entertainment Committee of 3 members, to take care of refreshments and all entertainment approved by the lodge members. This committee will make a complete accounting of money received and spent for entertainment purposes.

SECTION III Article 1 - The president of the lodge, and financial secretary (treasurer) will be bonded in such an amount as the lodge members will decide in the annual meeting in November.

Article 2 - All lodge checks must be signed by the lodge treasurer and countersigned by the president of the lodge.

Article 3 - Discussions of political and religious matters in the lodge meetings are not allowed.

Article 4 - Members *with a paid-up certificate, when paying the lodge dues for one year in advance, may remain active members.

VLSTNiK Article 5 - Members of good character, unable to be active members for one reason or another, may be accepted as social members by paying the lodge dues for one year in advance. These members do not have the right to vote or to hold any office, but they can deliberate in lodge meetings and serve on committees.

Article 6 - Lodge members have the right to attend meetings of the Entertainment Committee, but they may not vote on the handled questions.

Article 14 - In matters where these Rules and Regulations should conflict with the SPJST By-Laws or the Robert's Rules of Order, Revised, the latter two shall prevail.

Article 7 - The lodge financial secretary (treasurer) will keep three separate bank accounts, one for premiums to be sent to the SPJST Supreme Lodge, one for the lodge, and one for Certificate of Deposit.

Article 8 - Not two members of any immediate family may serve as lodge officers, or on the same committee, except the Sickness and Welfare committee, unless this would impose a hardship on the lodge.

Article 9 - The lodge reporter, appointed by the lodge president, will prepare a report for publication in the SPJST Vestnik at least once a month.

Article 10 - Where the word "member" appears in these Rules and Regulations, it refers to both male and female.

Article 11 - These Rules and Regulations will become effective after: a) a draft of the Rules and Regulations, worked out by the committee instituted for the purpose, is read and discussed in a regular lodge meeting, or in a special meeting called for that purpose by the president of the lodge. b) ample time for discussion of the Rules and Regulations takes place in the same meeting, or in a subsequent meeting or meetings. c) the final reading of the completed and approved Rules and Regulations takes place after at least two (2) such meetings of the lodge members.

Article 12 - Changes to these Rules and Regulations, provided there is a serious reason or compelling circumstance, may be made by proposing such change or changes, discussing and voting in any lodge meeting. All such changes must pass by a 2/3 majority of those present and voting.

Article 13 - These Rules and Regulations, once adopted, take precedence over any motions passed and" amendments thereto made and recorded in the lodge minutes prie- to the adoption of these Rules and R ,gulations, except in matters not covered by these Rules and Regulations.

FEATURES CORPUS CHRISTI, TEXAS Family Party There are various holidays, and birthdays to convey and bring our people together. It is a common habit that it is carried over from one generation to another. It strengthens the friendship, that in later years, comes back to our mind. Some are pleasant and are less so; every year brings some new things that are registered in our head.

How wonderful our life on this round planet, Earth, would be if we did not have the evil existing. The year, 1979, was one most special for me. My health is OK. My respected family increased and also my respected friendships increased. If I have any complaints they may come as usual where age of every person has effect on his ability to perform with his former energy. My actions were varied and long and, at all times, forward; as a Sokol from 1909 in Buckholts, Texas. The Sokol motto: "Forward and never retreat" still sticks in my mind and will forever.

Bouquet of Appreciation December 22nd, I had a surprise.

Two of my dear grandsons, John D. Stasa and his lovely wife, Gayle, and their children, Kirk Jason (age 6) and Crystal (age 3), and grandson, Allen Stasa with his lovely wife, Laura, with their daughter Venessa (age 10 months) from Victoria, Texas came over. They were on the way to visit their parents, Johnny and Elsie Stasa; brothers, Larry and Dennis; sister, Cathy, her husband, Tedy, and their daughter, Cassandra Perez (age 1 year).

At 5 p.m. my son, Johnny, came to pick me up to be with all of them for supper. In the backyard there was barbecue nearly ready to serve. Two dogs (a Shepherd and a German Police)

also became friendly company to me in the backyard. They are real good watchdogs, especially that German Police dog; it came from Germany. One U.S. Army officer, who served his term in Germany was his owner, and took it to his former home in Corpus Christi.

This dog was trained for army purposes and was dangerous. Since the owner had no way to keep it, he sold it to my son, who has a wooden fence 6 feet high, but this was not high enough for him not to be able to jump over whenever he wanted. It took a wire connected to an electric fence machine to stop his high jumps. He is really one of the smart variety of dogs.

Twelve of us sat at the table to eat the tasty meal; then came the distribution of Christmas gifts. This high spirit of humor ended at 10 p.m. My grandchildren and great-grandchildren returned home to Victoria and I to my sweet home. Mrs. Christina Knapek, lovely wife of Eddie Knapek, made me a surprise with a telephone call in the morning, December 24th; asking if I will be at my home, that she has a Christmas gift from them and Pam Urbanovsky. My answer was that I will be at home, and it is a great pleasure and honor to me to have them as my visitors. At the same time my daughter, Olga, also came with Christmas gifts. It was a wonderful moment of Christmas spirit. Olga is my first aid; she lives in the next house on the North side of my home.

The second family supper and visits December 25th, my neighbor, Mrs. Bobbi Martin, came in the morning, and gave me a gift (one plate with her delicious bakery speciality); the same day, Tom Markus and his son, John T., my stepgrandson and great-grandson and son of my granddaughter, Janet, who is the only daughter of parents Emil and Olga Mokry. In the afternoon, on the same day of December 25th, two of my grandsons, Sam from Houston and Patrick from Corpus Christi, came and took me to their parents, Roy and Ann Peal for Christmas dinner. Sam's lovely wife, Suzy, and their two dear sons, Shawn (age 11) and Scott (age 8) Peal met me as their dear grandpa and great-grandpa. Suzy, in her spare time, is interested in knitting. Her works are artistic. Her occupation is electronic engineering, employed by an oil company in Houston, Texas. Her husband, Sam is also an electronic engineer, (at the present time, chief engineer). They are ex-students of A&I

State University of Kingsville, Texas.

Both of them studied the same subject in their same student years -- 4 years in Kingsville. I am very proud of them and also their sons, who are progressing in their studies. After Christmas dinner, the men played Pinochle. Patrick was there by himself; his stepdaughter, Gerry Ann, age 5, was in the hospital with her mother, Georgia to be prepared for surgery on her tonsils next day, Monday morning. We all missed them very much. Gerry Ann and her brother, Grant, attend the Sokol gym classes. I am wishing you, Gerry Ann, a full recovery soon, so you can attend your kindergarten school classes, and at the same time, the gym classes. She is a very sweet girl. At 9 p.m., Roy, Sam, Patrick, Shawn and Scott, all escorted me home. All these named persons are 100 percent SPJST and Sokol members.

(Dear Brother Stasa: The picture was regrettably TOO dark for reproduction in print---Editor) An Unexpected and Exceptional Surprise Party Friday afternoon, December 28th, my son-in-law, Roy Peal, notified me that at 7:30 p.m., a committee meeting will be held at the hall and he would come to take me with him. I ate my supper at 6 p.m. and was ready to go when he came. On the way to the meeting I asked him: "What will be on the agenda?" He said: "I don't know exactly but we will see when we get there." What I saw first was that there were more cars on the parking lot than usual. I made a remark that there must be gym classes and he said that may be so.

When we walked in, I shook hands with the bartenders; there were four of them. This was something unusual for a meeting and gym classes. In no time, I was surrounded by some of the fraternalists present. While the handshaking and also some embracing was going on, Brother Jerry Elzner came to me to shake hands and said: "Come with me into the gym and dancing room to see the decorations."

Some of these decorations were there from the Christmas party performed December 16th.

There were many tables and chairs occupied. Two long tables were put together and covered with dishes full of sandwiches, baked goods, candy, coffee, etc. One smaller table was decorated with two cakes; one large one from Sokols and SPJST monogram: "Happy Birthday 89." Near this table

12 there was one chair; Brother Jerry Elzner was the master of ceremonies for this occasion; he led me to that table and announced that supper is ready.

The next number was reading congratulations mailed to his address.

My son-in-law, Roy Peal, apologized for telling me a falsehood when everything was over. I think he did not want me to be the one to spoil the program that ended successfully for the fraternalists' plans.

Polka Party on Radio KSIX, Corpus Christi Saturday, December 29th, I turned my radio on to hear some local news; from 9:25 to 11:25, there is a broadcast program of Czech music, announcements of birthdays and wedding anniversaries. I had the pleasure to hear my name mentioned three times: dedication from Miss Pam Urbanovsky, second one from Mr. and Mrs. Eddie Knapek of Corpus Christi, and third from Sister Helen Pavelka from Robstown. She is the secretary and treasurer, of Lodge No. 117, Robstown

and secretary of Sokol Corpus Christi.

All of you have my sincere and warm 'thank you' for this broadcast and baked goods. It is wonderful to have so many good friends.

A Visit From Austin, Texas Saturday, December 29th, 1979 at 1:30 p.m., I heartily welcomed my dear daughter, Lillie, and granddaughter, Paula. After they unloaded their car, we had some time to talk. There were many gifts, some for the kitchen. One specialty was liver-sausage (jaternice), a product brought from Kubacak Grocery and Meat Market, Granger, Texas. We sampled it the same day for a supper meal.

Sunday Event Sunday at 2 p.m., there were three ornamental cakes on the table in my dining room: one with SPJST insignia, "Happy Birthday 89", second one from John Huber and family, "Happy Birthday 89" and third one from Mr. and Mrs. William and Annie Elzner family..

Twenty guests came to have a bite of cake with coffee and other refreshments. Then, later, there were pictures snapped in the front of my lovely home (My "Home Sweet Home"). Since there is nothing to last forever, they departed for their homes. Paula was transported, at 5:30 p.m., to the airport so she could be back on her job Monday morning. At this present time she is employed at the State Department of Public Welfare.

January she will go to law school for one 5-month semester to become a lawyer. I am proud of her. She always was a good student for 16 years. I wish her great success in her future life.

Parting With the Old Year and Welcoming in the New Year Monday, December 31st at 8 p.m., Lillie and I attended the New Year's Eve dance in the SPJST and Sokol Hall. The dance started at 9 p.m. and lasted until 2 p.m. We had the pleasure and honor to have, at our table, Mr. Henry Kolar

and his dear daughter, Jane Matheny from San Diego, Calif. Mr. Kolar is a professor in the Catholic University teaching music. I asked him if he knew one of the famous music leaders, Alois Slovacek, Jr. and his Mozart Orchestra of Los Angeles, Calif.? He does not know him but was very interested in meeting him in the near future. I told him I will mail him his address next day, and I did. It is Alois Slovacek, Jr., 961 North Cypress Street, La Habra, Calif.

90631. My daughter, Lillie, and I enjoyed these new friends very much.

Near to our table was a couple, Mr. and Mrs. Sidney Malek from Houston.

Our pleasant friendship ended in Mrs. Malek and I dancing together. Mrs. Malek said that her mother is reading the Vestnik each week. There was also a couple, Mr. and Mrs. Bohac, from the State of Michigan.

The Majek Orchestra, at 9 p.m., started music for the dance and at 9:30 p.m. they called .my name from the

stage and announced that the next number is dedicated to Mr. John .Stasa on his 89th birthday. My dear daughter, Lillie, and I enjoyed dancing this popular waltz. Sincere. thanks to you happy Majek musicians. It was a wonderful birthday. gift. At 12 mid-night, the announcer said: "It is the end of the year 1979, there is a break for the midnight lunch; it is free for everybody, get in line and help yourself." The dance tickets were $15 per couple and $10 for a single person.

Since we had used the dance floor and other entertainment to our pleasure, we departed after we said goodnight to our friends and companions at 1:45 a.m.

Tuesday, January 1st, 1980.

My holidays ended when Lillie returned to her home Friday morning, January 4th. She had good telephone connection with her husband and Monday morning, December 31st, he called me to say "Happy Birthday Daddy." Lillie made both trips OK.

14 Similar Birthday Party In the year, 1963, my birthday party was sponsored by Brother Jim (Vaclav) Kucera, men's director (nacelnik), and united with the Christmas party program. The Sokol Hall was filled to capacity. Brother Kucera was the master of ceremonies and he read some birthday gift cards. Sister Annie Elzner was the youth leader at that time. In her program she had included several Czech songs, it was the highlight in the youth club program. I had received many valuable gifts besides the big birthday cake, a briefcase for my books and letters. I have served for the SPJST local Lodge No. 56 from 1958 to 1976 inclusive for 16 years and at the same time 9 years as secretary of the Sokol Corpus Christi, Texas. Brother Vladmir and Sister Mary Hala from Lewistown, Montana mailed me one silver dollar minted in 1891. I also have one minted in 1890. It was also one of those secret birthdays.

LODGE NO. 88, HOUSTON DearlMembers: Once again we are starting a new year with many plans for a full calendar of fun events.

Last Sunday, January 27th, our youth club met at North Shepherd Bowling Lanes for an afternoon of bowling. We had 10 lanes reserved and 28 youth members attended. We bowled in teams of 4's and 6's. Prizes were given to the person on each team with the highest and lowest scores. Even the adults bowled and our scores were not as good as some of the youngsters' scores. Some of you were unable to attend due to illness or being out of town, however, you were all missed and we are looking forward to seeing you at our next meeting.

Our next youth club meeting will be Thursday, February 7th at 7:30 p.m.

Please note the day change on our monthly meeting. This is to give everyone free weekends. This will be our Valentine party so bring your Valentines if you wish to exchange them with your friends.

Also, we will have a bake sale this night in the lobby of the lodge. Please remember to bring a baked item. We will also discuss our social for February.

LODGE NO. 74, LOVELADY Dear Members and Friends: We had a better' turnout at our last social games. We had quite a few new people attending. Everyone enjoyed free popcorn and coffee and the kids enjoyed skating. We have our social games every Thursday evening at 7:30 p.m. We want to invite all of you and enjoy the fun.

We had planned our next youth club meeting and social for Tuesday, February 5th. Parents were asked to come and bring the kids and to find out all the things the youth club does and how the kids can join the youth club.

Children from 5 to 18 years old can join and enjoy all the activities and trips with US.

LODGE NO. 117, ROBSTOWN Dear Brothers and Sisters: The Robstown Youth Club of Lodge No. 117 held its regular monthly meeting Saturday, January 19th at 2 p.m. at the Jackson Woods Presbyterian Scout Hut on McKinze Road.

Vice President Brent Hrncir opened the meeting after a pre-opening sing-along.

The youth officers and the youth leaders had a. planning meeting before the meeting. The following schedule for the coming months was reported by Mrs. Hrncir: January 19 -- Meeting, bowling and Supper out, 2-7:30 p.m.

February 2 -- White elephant social games (everyone was asked to bring something for refreshments), 7-10 p.m.

EXPRESSION OF SYMPATHY In behalf of the membership of Lodge No. 154, Fort Worth, we wish to express our sincere sympathy to the bereaved family of our departed brother HOLMES L. BOSTICK, who passed away in his home, Tuesday, January 15 at the age of 73 years.

Brother Bostick was preceded in death by his wife, Sister Edra Bostick.

He was a member of Lodge No. 154 for 29 years.

ITEMS OF INTEREST HOW AND WHY TO BUY THE RIGHT ENGINE OIL For Better Performance, Use Oil of the Right Quality and Viscosity.

periodically, extensive damage can occur. Remember, if you're pulling a trailer or driving in abnormally dusty conditions, change the oil more often.

Engines that require less routine maintenance are now being designed, but, some things are still up to you. A well-maintained engine will be more reliable, last longer, and probably make your car worth more when you decide to trade it in or sell it.

Without enough oil in an engine, parts such as tile pistons and bearings can literally melt from the heat caused by friction. Using the wrong kind of oil can also have a destructive effect. Either way, the engine can he seriously damaged.

A simple check of the oil level can prevent engine damage. If you're down one or more quarts, the engine will probably keep running for a while, but the shortage puts an extra burden on the oil that's left; it will get dirty faster, reducing engine performance and increasing wear.

You'll get the most accurate results if you check the oil level after you've driven the car a fair distance, but wait at least a few minutes to allow the oil to drain back into the pan.

How often you need to add oil varies according to the age of your car, as well as how and where you drive. For example, new ears (those that have been driven less than 4,000 miles) may consume a little more oil until parts are broken in. Driving at high. speeds, particularly in very hot weather, can also consume more oil. To be on the safe side, check the oil level every other time you 'get gas.

When you need oil, be sure to buy oil marked with the letters "SE." "SE" oil meets quality standards required by your engine: it has just the right mixture of base oil and additives.

It's generally all right to mix brands and to shop around for the lowest price as .long as you stick with "SE" quality oil.

The viscosity of the oil can make a big difference in engine performance. Oil that's too thick won't flow. properly, making it difficult to start the engine in cold weather. Oil that's too thin won't do the job right, either. Temperature affects viscosity: oil thickens in winter and thins in summer.

I n most climates, it's best to use 10W30 or I OW40 SAE viscosity oil that you can leave in your car year-round.

Change the oil and the oil filter at the intervals recommended in your Maintenance Schedule. Engine oil contains detergents that pick up particles of dirt and sludge. It the oil isn't changed

Blanket-like fabrics often contain extra-warm wool or acrylic fibers or blends of these, says Becky Saunders, a clothing specialist.

KEEP DESIGN SIMPLE One secret for sewing these bulky fabrics is pattern choice -- simple lines are best, she says, so the garment's main feature can be the fabric itself.

"Ideal garment choices are vests, jackets, easy coats and wrap coats.

"Remember, blanket-like fabrics often have intricate color and design patterns printed on them or beautiful napping -and this should be the featurq , of the garment.

PRE - SEWING PLANS Before you sew, plan your fashion with a few guidelines in mind.

Linings usually aren't needed, except for appearance or easy dressing.

Also, consider omitting facings and undercollars. Inner fabrics often are unnecessary.

When you do finish raw edges, use binding or decorative stitches.

As with any new fabric, preshrink before sewing.

If you use an actual blanket, you won't need to preshrink if it has been cleaned.

Old blankets are a smart choice in many cases, since those with worn areas can provide ample unworn areas for recycled fashions, the specialist says.

In cutting out the garment, cut "with nap" to avoid light-and-dark-looking areas. Carefully cut with shears at a right angle to the fabric for accuracy.

Before stitching, make a test seam.

Depending on the sewing machine and the fabric, blanket-like fabrics usually need a long stitch length, loose balanced— tension and light pressure.

Also experiment with seaming techniques that eliminate bulk and make seams lie tlat.

Eating a lot of extra foods or snacks can add up to too many calories even if no one sees you eat them, points out Mary K. Sweeten.

Mrs. Sweeten is with the Texas Agricultural Extension Service, The Texas A and M University System.

Waistwatchers have two wise alternatives: -- avoid lacks altogether, or -- plan snacks as part of the total allotted calores for that day.

This way you will not feel cheated if you see others nibbling.

It doesn't matter how many or how few calories are in a serving of food, a smaller serving will have fewer calories, the specialist says.

Here are some hints for dieters to use in determining if food fits their diet.

Generally, a food is low in calories if it is: -- thin or watery like tomato juice, -- crisp, but not greasy crisp, like celery, radishes, cucumbers, melons and other fruits and vegetables, or -- bulky like many salad greens.

On the other hand, higher-caloried foods will have these characteristics: -- oily or greasy-crisp like fried vegetables, butter or margarine.

All oysters are victims of their surroundings, and if they are "bootleg" oysters you could also become victim of their environment by becoming ill.

"Bootlegging refers to catching, processing, and selling oysters without a state certification number, — said Richard E. Thompson, with the Shellfish Sanita-

20 tion Control Division of the Texas Department of Health. "These illegal oysters can make you ill with typhoid fever, infectious hepatitis, and gastroenteritis, usually known as food poisoning or a 'severe upset stomach, — said Thompson.

Oysters are filter feeders. They pump large quantities of water through their systems and filter out the food.

Unfortunately, large amounts of bacteria, chemicals, heavy metals and other contaminants also may be filtered out and concentrated in the oysters. This is a problem when oysters are taken from unapproved waters. In addition, the oyster is a very perishable product, and bacteria can be introduced into it through improper storage and unsanitary handling, so often the case with "bootleggers," said Thompson.

The Texas Department of Health is charged by law with protecting the consumer from bad oysters. The responsibility falls into two categories. First, the Department surveys Texas waters and each year publishes maps outlining the acceptable areas for taking oysters and also the "polluted" coastal areas. The maps are free at local health departments and the Parks and Wildlife Department offices in the coastal areas.

Secondly, the Department inspects processing plants annually. If a plant meets proper health standards, it receives a state certification number. "This is

VESTNiK your key to getting approved oysters," explained Thompson. "Look for a number preceded by the state abbreviation such as Tex-123. On gallon cans, the number is embossed in the metal on the side of the can. On smaller containers, such as jars, the certification number is printed on the lid."

Processors can keep the certification number only as long as they continue to operate properly and pass follow-up inspections. This number means the processor is accepting the responsibility for the oysters in his numbered containers. This usually inhibits the processor from buying oysters from polluted waters. just how big a problem are bootleg oysters in Texas? "There are some factors which could make bootlegging a popular practice this year," says Thompson.

"The oyster season usually starts on November 1, but this year it was delayed by the Parks and Wildlife Department until December 15 to let the smaller oysters grow to maturity.

"Also, because of inflation, I think some people may try to supplement their fulltime jobs by going after oysters as a sideline," he said.

Thompson said the State Health Department will be glad to work with anyone to be sure they get started in the business right and are meeting all the sanitation requirements."Then they can sell to whomever they want and not make anyone ill," he said.

Thompson talked

about some of the bootleggers he has encountered since joining the State Health Department.

"We found one man shucking oysters in the carport of his house," he said. "I know this doesn't sound too bad, but the carport had a dirt and shell floor and there were flies everywhere."

On a different occasion, Thompson discovered someone shucking oysters in an old shed.

"He was shucking them into a badly scratched up pail, which was used for other jobs around the house. And believe it or not, he had a cow in the shed with him, right next to where he was working on the oysters."

Another bootlegger ran a bait stand and operated a small boat.

"He would go out and get the oysters, and then shuck them at his leisure during the day and when business was slow. He didn't use refrigeration, and sold the oysters at night from door to door,Thompson said.

Why do people buy bootleg oysters? "Illegal oysters are cheaper because those selling them don't have to invest in making a plant meet certification requirements," says Thompson.

"But the consumer really may not be saving money. What good is saving three dollars on a gallon of oysters if you have to be treated for hepatitis?"

Thompson commented on the old saying that it is safe to eat oysters only if they are taken in the mouths with "R" in them, indicating that this is no longer true.

This was started in the

days when there was little, if any, refrigeration and oysters were spoiling during the hot months of June through August.

"It all goes back to what I said before," he said. "Oysters should come from approved waters and must be processed in clean plants.

Your best bet is to look for the certification number."

GALVESTON ---- A Texas A&M University researcher in Galveston has begun a two-year study of the thousands of waterrelated deaths in Texas since 1971 to help design a safety program for seasonal hot spots, perhaps preventing more tragedies.

The search, said Dr. James McCloy of Texas A&M University at Galveston, will examine when, how and why drownings and other water-associated deaths occurred on Texas rivers, lakes and bays from 1971 to 1978.

With 367 air miles of marine coastline and 2.8 million acres of inland water, Texas has the nation's second highest death toll from aquatic accidents, said McCloy.

An average of 608 people died annually from 1970 to 1977 in water-related accidents.

McCloy said drownings and other aquatic deaths are the number two killer of persons under age 45, second only to automobile accidents.
