PROCLAMATION SPJST Lodge No. 54 Day WHEREAS, the Czech pioneers and their descendants have contributed greatly to the economic, eclucational, and cultural endeavors in the City, of West; and WHEREAS, even under the most adverse conditions the Czech Pioneers came to America, continued the trades they had learned in Czechoslovakia, tilled the soil with the crudest of tools, and performed other laborious tasks in order to make a living for their families in this new strange land. Although their lots were not easy, their complaints were few -- they were grateful for their newly-found democratic way of life; and WHEREAS, the SPJST (Slavonic Benevolent Order of the State of Texas) indoctrinated their children in the basic virtues of good character -honesty and integrity -- and this eminently qualified them to be citizens of the type who have made our country great; and WHEREAS, Lodge SPJST Lodge No. 54 will celebrate the 75th anniversary of the founding of the fraternal Lodge and pay tribute to its Czech pioneers on December 2nd, 1979 NOW, THEREFORE, I , Adolph Kaska, Mayor of the City of West, do hereby proclaim Sunday, December 2nd, 1979 as

From the Editor Will Rogers always said that he would like to receive his roses while alive because, when he is dead, they won't do him any good. This editorial will be an attempt to give a certain man a little bit of the roses he justly deserves while he is still alive; this is not a case of beating a drum for somebody, it is a case of a person (in this case your editor) who appreciates somebody's years of service to a Society to which both of us belong.

It was sometimes in June and July of 1947 when the then President of Lodge No. 88, Houston, Brother Frank Olexa, Jr., said he had served as president for the lodge for seven years having skipped one year when Brother Vinc Kilnar was president and served for that time. There was a search made for somebody who would be interested. I will not go into detail, however, the search ended up on yours truly because he was the only one who could handle the English and Czech languages fluently; at that time and the meetings were conducted in the Czech language. A slate of officers was elected; but before the election, this editor went to a young man and asked him to serve as guide for Lodge 88. The lodge had not had a guide for a number of years. Yours truly approached Brother Jerome Ermis; he said: "Look, I am just new in this work, and I don't` know a thing about what the guide is supposed to do." I told him that I am new at being president also and to come on and give it a try. He did; that was 32 years ago this year. He was elected guide six times. After I declined presidency six years later, he was elected treasurer of the lodge and served in that capacity until he was, elected the president of Lodge 88. He has been an officer in some position at Lodge 88 for the 32 years - a man who has steadfastly stood behind fraternalism, stood up for it, and never declined to be helpful wherever he could be; so to him, his lovely wife, Willie Mae and their fine son, Gary, in respect to a longtime friendship, this portion of this editorial is dedicated and to all of you good luck in the future years! *** Last week's Issue stated that we would

write more about Sokol West and the meeting scheduled for Monday, December 10th at the Dunbar Gym one block to the South of Oak St. (across from Nors Bakery; this is not the High School Gym on North Davis Street) at 7:30 p.m. We hope to have a good turnout. The executive committee of officers has met and will have recommendations to this,

Wednesday, December 5, 1979 the newest unit of Sokol in Texas, for all present to discuss and approve, accept or amend. Let us do this for our youth and also for ourselves; we cannot lose! We also hope to have the equipment by that time.

This should give all of us a boost forward: at the last Westfest, Inc. General Meeting, held recently, Brother Robert Dobecka of Lodge No. 6, Cottonwood asked if Westfest could help Sokol West in the unit's effort. Lo and behold! Someone made a motion that Westfest give Sokol West $500.00 and it passed unanimously, and, as president of the unit, in behalf of all the membership, we say that we sincerely thank you all and do not intend to let you down! This editor could not be present because of other pressing matters.

We hope to see you at the meeting Monday, December 10th at 7:30 p.m.

FROM THE PRESIDENT'S OFFICE Pre-Convention Delegate Information To: All Lodges Dear Brothers and Sisters: As we get into the latter part of 1979 and start electing delegates to the XXIIIrd Convention to be held in 1980, it occurs to me that it might be well to have a brief review of the election of delegates in the local lodges. I am referring primarily to Article 4 of our by-laws.

Only those members may be elected delegates or substitutes who have attended a majority of the meetings during each of the three years preceding the election of delegates to the convention. The delegates to the last convention felt that if a member was

3 going to be elected a delegate to a convention where decisions of great importance are going to be made that will affect the Society for four years, they should be as active as possible in their local lodges. This was to preclude, I am sure, a member not attending any or very few of his lodge meetings for two years and then making an all-out effort to attend at least one-half of them in the year before the convention. In the workshops earlier this year, for example, those attending were of the unanimous .view that the present by-law is not too stringent and should not be weakened or re-worded so as to require less active participation on the local lodge level.

The first thing that may arise in some lodges (very few, I believe) is that the lodge may not have enough members qualified to be elected delegates under this requirement. Certainly, one cannot plead lack of knowledge of this requirement because the by-laws have now been in effect almost 8 years and there has been a wide distribution of our by-laws.

Let us take, for example, the case of a lodge that is entitled to five delegates, but only four members qualify as delegates under Article 4 (d) 3. In such instances, the lodge should proceed to elect only the four who are eligible, and those four will have the voting power of five delegates. To elect a delegate who is not eligible would certainly be a violation of the by-laws. In other words, those delegates present would vote with the full voting strength allotted to their lodge.

(Of course, if a lodge is entitled to one delegate who is not present in the convention, that lodge is deprived of representation and votes in the convention).

Other questions that have arisen have been as follows: a) What is meant by a majority? The answer is one more than half. For example, if a lodge holds monthly meetings, then a majority of the meetings would have to be seven. If a lodge holds quarterly meetings - four a year - then a majority would be three. b) Does attendance at the meeting in which the election of delegates takes place count toward a majority? Yes; you cannot discount or invalidate the meeting in which election of delegates takes place. Delegates and substitutes are elected in what has been termed for a number of years "the annual meeting" or in the nearest succeeding meeting.

Article 95(b) stipulates that the annual meeting is to be held in November or December or the first meting thereafter.

Also, if the lodge wishes, and with the consent of two-thirds of its members

present, it may nominate (but not elect) delegates in the meeting preceding the annual meeting. c) How and when will we know how many delegates our lodge is entitled to?

Each lodge has been furnished an official count by Financial Secretary Mikulas' office. d) How many delegates does a lodge elect?

Every lodge has the right to elect delegates according to its membership and according to the following scale: From 20 to 100 members over 16 years of age, one delegate; for each additionally attained 100 members, one additional delegate. The delegates in the convention are entitled to one vote for every active and full-benefit member over 16 - in short, all those members except social members and those on Extended Term Insurance. e) What if a lodge is entitled to an additional delegate after the annual meeting and 60 days before the convention?

Brother Mikulas will inform your lodge to this effect and the answer is the same as in the case of the delegate who cannot go to the convention: the substitute with the highest number of votes becomes the additional delegate. (See Art. 4(03 of the by-laws). (Comment: There appears to be a conflict in the wording of Articles 4(a)3 and 4(g)3. The former states that the additional delegate is elected and the latter states that the substitute with the highest number of votes goes as the delegate. In either case, however, the person is elected.)

Article 4(a)3 could be misleading. It reads as follows: "A lodge attaining an additional 100 members between the annual meeting and 60 days before the convention may elect an additional delegate." A lodge may not necessarily need 100 members to qualify for an additional delegate. They may need 3, 15, 20, or 40 to qualify for an additional delegate. In other words, however many delegates it takes to make an additional 100 will entitle a lodge to another delegate. f) How many substitutes does a lodge elect?

See answer below in "Additional Information". g) What if an elected delegate canna attend the convention?

If any of the elected delegates cannot go to the convention, fOr whatever reason, the substitute with the highest number of votes fills the first vacancy. The same' procedure holds true' in the event other delegates are unable to attend until all substitutes are depleted.

4 h) How does a lodge go about electing its delegates?

Nomination and election of delegates is made by whatever procedure is termed most convenient and expedient by the local lodge. Remember that if you use a nominating committee, nominations from the floor must be permitted, and if you are going to elect more than two delegates and substitutes, a secret ballot may be used. (Art. 4(e)3. i) How does a lodge determine who is eligible insofar as attendance at meetings is concerned?

Every lodge should have a sign-in book (or some other method) whereby members record their names when they attend meetings. The other qualifications should be determined by the local lodge as set forth in Art. 4(d), 1 through 7. j) What if a lodge was only recently organized?

A lodge organized less than three years preceding the election of its delegates may elect its 'delegate (s) and substitute (s) from among those members having attended a majority of the lodge meetings from the date of its organization. See Art. 4(c). k) Does the delegate have to be present during the election?

Yes, unless he is absent due to unavoidable circumstances acceptable to the membership.

1) If a member transferred from one lodge to another during the last three years, is his attendance at the previous lodge valid at the new lodge?

Yes, the attendance record of the previous lodge will be accepted. m) What if a lodge loses a number of members by death or transfer after the election of delegates has been held?

Article 4 (d) states that a lodge losing the required number of members between the time of the election of delegates and convention will not lose delegate (s) due to such change.

Comment: This provision might have to be amended so that the same members are not counted twice in two different lodges in determining the delegate strength from those lodges. For example, as it is now, if an election of delegates is held in December, the number of members in that lodge at that time is used to determine the number of delegates from that lodge. If, subsequent to the election, X number of members transfer to another lodge they will of course be counted again to determine the delgate strength in the new lodge. I will submit a proposal to the By-law Committee that would preclude this from happening, although the instances might be quite rare.

n) How does a delegate know how many votes he will cast in the convention?

This number will be related verbally to the delegates by the president of the Supreme Lodge shortly after the convention is officially convened.

Delegates divide the votes equally among themselves and the odd vote or votes are cast by the delegate receiving the largest number of votes in the annual meeting. o) When a substitute delegate advances to the position of delegate how is his vacancy as a substitute filled?

It one of the substitute delegates advances to the position of delegate, the lodge may hold an election to replace him as substitute, but probably does not have to because each lodge elects not more than 10 substitutes and it is unlikely that all 10 would be exhausted.

The substitute becoming a delegate relinquishes his substitute position; if he chooses not to become a delegate, he forfeits both positions. He can't have it both ways. Should it become necessary to elect additional substitutes between now and 60 days before the convention, a lodge could elect them during this period

SL Secretary-Treasurer Mikeska has sent the In Agcs forms and delegates' credentials to be signed by the president and secretary of the local lodges, who must certify the election of the delegates and their substitutes. (Read Article 5 of our by-laws).

In summary, it behooves all members to read and become well acquainted with Article 4 through about 25 on questions relating to delegates and our conventions in general. In the meantime, if any lodge or individual member has any questions that have not been touched on in this report, they might forward them to me, and if they are of general interest to the membership, I will try to provide an answer in the Vestnik. If I do not know th P Answer I will consult with others. fingiy, for those of you who may have forgotten, the Convention is scheduled for Monday, June 9th, through Thursday, June 12th, 1980 in the Convention Center (Hemisfair Plaza) in San Antonio, with arrival and registration on Sum:my, June 8th, commencing at 1 p.m. ***

ADDITIONAL INFORMATION Dear Brothers and Sisters: In the above report, I had stated that as many substitute delegates are elected as the lodge has delegates, not to exceed ten. Not necessarily so. The by-laws do not state how many

substitutes are to be elected, except that it limits the number to ten. In recent days and weeks it has come to my attention, and as a result of personal observation, the number of substitutes that a lodge elects is pretty well left up to the lodge itself. Most certainly, lodges should elect ONE substitute so as to determine the substitute with the highest number of votes in case it becomes necessary to send an additional delegate or to replace a delegate who is unable to go to the convention. In a recent meeting of a local lodge having ten delegates, the lodge chose to elect only five substitutes and this was in order. You can always elect additional substitutes if aril when it becomes necessary.

Questions keep arising as to who is eligible to be elected a delegate and who is eligible and qualified to vote in the annual meeting when the delegates are elected.

Article 93 of our by-laws states that: "Active members are eligible for election as officers of local lodges, in the district, and as delegates..." An "active" member is defined in Art. 1 (i) as being "...a member who is still paying premiums, dues and assessments, if any."

What about paid-up members?

Article 72 (c) states that: "Members who have their certificates paid up in due course, according to the terms thereof and who wish to remain active members, must pay the local lodge dues and assessments as prescribed by the lodge to which they belong, payable ANNUALLY, in advance." This simply means that the member holding a paid-up policy who wishes either to hold office, be elected a delegate, vote in lodge meetings, nominate, and deliberate in lodge meetings, must first pay local lodge dues a year in advance.

Any member attending a lodge meeting and wishing to exercise the rights of an "active member" must have his mortuary premiums AND lodge dues paid and current at the time of the meeting, according to the records of the financial secretary. (Of course, social members are not eligible to vote or hold office, but have the right of deliberation and may serve on a committee, with the permission of the local lodge.) (See Article 73).

This question has arisen: If a lodge is entitled to so many delegates and only that number are eligible, how many substitutes can you elect?

This may best be answered by giving an example. If your lodge is entitled to elect four delegates and there are only four members eligible, you obviously

Wednesday, December 5, 1979 cannot elect any substitutes, because there are no other members eligible and the same rules on eligibility and qualifications apply equally to substitues as well as delegates. In such an instance, the four delegates attending from the lodge would exercise the full voting power allotted to that lodge.

Further, if the four eligible delegates are all willing to serve as delegates, they could be elected on a voice vote or by a show of hands; a secret ballot may be used-however. if all four are willine to serve, the election process can be shortened by a voice vote or show of hands, provided the chair has the permission of a majority of the member in the annual meeting.

Another point to be considered is that in electing officers of the local lodge and in the event a "slate" is presented for all the offices, the proper procedure would be to vote and elect each officer SEPARATELY, except where there is an agreement and consensus to elect the entire slate at one time. Again, the reason for this being that the members must always be given an opportunity to nominate from the floor.

Here is an item pertaining to the credential form that the delegates will be bringing to the convention and presenting to the Credentials Committee. This will be the white form, since the local lodge secretary sent the yellow copy to Bro. Mikeska here at the Supreme Lodge shortly after the election. If you know the mileage that you are going to travel to San Antonio from your point of origin, that's well and good; if you don't know or are not sure, you may want to wait and keep track of your mileage one way to San Antonio, then double that and enter that figure on the form when you turn it in to the Credentials Committee. This would then prevent any adjustments in your reimbursement checks handed to you at the convention.

There had been some discussion in some quarters that the rules of eligibility and qualifications for delegates are too stringent and that they may, in fact, be preventing the membership from being equally represented in our conventions. The question has even arisen as to whether there should be any requirements at all on eligibility in electing delegates from a local lodge. It has even been stated that who, besides the members of a lodge, are better qualified to judge the competence, qualifications, and ability of their representatives/delegates in our conventions? This may have merit.

A case in point: Under Section V, Article 1, of the U.S. Constitution it

5 states that: "Each house shall be the judge of the elections, returns, and qualifications of its own members..."

This means that both the members of the United States Senate and the U.S. House of Representatives are the sole judges of the qualifications of own members. It might be to the best interest of all concerned (possible by-law wording) that "The qualifications and eligibility of any member to hold any office or position in the local lodge is determined by the members of that local lodge, provided that such qualifications and eligibility are not more stringent than those imposed by, and do not conflict with the Society's by-laws." Such a provision in our by-laws might then afford wider opportunity in the selection-election process and preclude the necessity for differentiating between classes of members and make eligible all those owning an SPJST life insurance certificate, whether paid-up, premiumpaying, or otherwise, but would, of course, exclude social members. I am sure the matter could be effectively argued both ways, but we may have to address this question in the coming convention. Until then, we have to work within the by-laws that we have in effect.

The lodge annual Christmas social will be held Friday evening, December 14th, at 7 p.m. The Social Committee: Georgia Navratil, Dorothy Kacir and Mary Ann Zatopek, announced that the lodge will furnish turkeys, ham, bread and drinks for the Christmas party and members are to bring a covered-dish of vegetables or salads and dessert of their choice for family and guests, so come out and enjoy the fellowship of your lodge members this Holiday Season.

LODGE NO. 87, TEMPLE Dear Members: Lodge No. 87 held their regular meeting Friday evening, November 9th at 7:30 p.m. with President Vlasta Jez presiding.

The meeting was called to order and Flag Bearer Jerry Valchar led the lodge in reciting the pledge of allegiance.

Dorothy Chervenka read the minutes of the previous meetint; they were approved as read.

NO. 18, ELGIN

The Elgin SPJST Lodge No. 18 held its regular meeting November 20th at 8 p.m.

President Leslie Gustafson called the meeting to order. The pledge of allegiance was recited.

After roll call of officers, the minutes of the last meeting were read and approved. Afterward, all other reports were given and approved.

We welcome Mr. and Mrs. Alvin Klotz to our lodge! Alvin and Bernice transferred from Lodge No. 29, Taylor.

Wednesday, December 5, 1979 LODGE NO. 84, DALLAS Dear Members: A good many members attended our monthly meeting last Monday. The pledge to our flag was recited and, afterward, a moment of silence was observed in memory of our departed Brother Robert Duron, Sr. To the family we extend our sympathy; may he rest in peace.

The important part of the meeting was the election of officers: President - R.L. Sadecky, 1st Vice President-Joe Ondrusek, 2nd Vice President-Paul Pokladnik, Secretary-Evelyn Salac, Treasurer-Carlyn Ondrusek, Financial Secretary-Lillie Jarma, Sgt.-at-Arms-Jerome Rejcek, Youth Leader-Bessie Petr and Flag Bearer Cheri Petr.

Installing the officers will be by District III Director Sid Pokladnik on December 16th, the day of our Christmas party prior to the happy hour, which is scheduled from 5:30 to 6:30 p.m., followed by dinner and then, the youth program. The ladies are asked to bring pastry and or a side dish to be served with the meat, bread and drink furnished by the lodge.

The Dallas-Ennis Fraternal Council had planned its Christmas party December 3rd at the SPJ ST Lodge No.25 in Ennis. Those who had planned to attend were asked to bring a side dish or pastry and canned goods for the needy.

Our sunshine lady is Sister Dorothy Prasifka who sent get-well cards to the following: Brother Lloyd Baker, Sister Linda Coker, Sister Pauline Vrana, Brother J.H. Kutil, Sister Elisha Jared and Brother Frank Henzen. A congratulations card was sent to Brother Joe and Sister Carol Nobles, and sympathy cards to the family of Brother Robert Duron, Sr., and Sister Anna Parks who lost a brother and to the family of Brother Tom Prasifka. The lodge extends sincere sympathy.

Dates to Remember: December 15 -- Jodie Mikula will be here at Lodge 84 to play your favorite dance numbers as he did to a good crowd last Saturday.

LODGE NO. 29, TAYLOR Dear Members: President Edwin Adamek convened the regular monthly meeting of Lodge No. 29 Sunday, November 4th at 3 p.m.

David Elliott and Donnie Farrell led the members in the pledge of allegiance.

Roll call of officers showed all present.

Minutes of previous meeting were read and approved.

The treasurer's report was also given.

Thank you notes were read from the Granger Annual Staff for using the trellis and from the Taylor Brethren Church for using the barbecue pit for their church supper.

New member received into our lodge was Kevin Charles Mikulencak.

A report from some of our senior members showed that they are having good times and fun at their monthly socials. Their socials are held the first Tuesday of each month at the lodge hall.

Youth Leader Melvin Steger reported that he had 43 members attending the meeting; three new members joined the club. They attended the skating party in Temple and won many prizes. He also reported that the youth club is selling

their tickets and prizes will be given away at our Christmas party.

A Christmas party is planned in conjunction with our next monthly meeting, which will be held Sunday, December 9, beginning at 3 p.m. The meeting will be short so we will have more time for our social. Each member is to bring a meat dish, salad or dessert.

Next was the election of officers for 1980. All officers were re-elected. They are: President-Edwin Adamek, 1st Vice President-Ronnie Rieger, 2nd Vice President and Historian-Donna Pasemann, Secretary-Michael Kaiser, Financial Secretary-Elaine Machu, TreasurerAlbin Machu, Parlimentarian-Geraldine Steger and Reporter Ila Mae Jansky.

Dear Readers: Our regular monthly meeting was held Sunday, November 18th with a nice attendance.

President Bernard Hlavaty called the meeting to order and led the members in reciting the pledge of allegiance.

Financial Secretary Daniel Roznovsky reported two new members: Kathryn Griffith and Ana Griffith. We extend a warm welcome and invite them to participate in the lodge activities and functions.

Treasurer Inez Greenlees read the financial report. Minutes from the September and October meetings were read by Secretary Maurine Hamilton.

1st Vice President Gene Havran was absent from the meeting.

We were very pleased to have two of our members present for the first time.

Mildred Hanak and her grandson Jeff Bailee. We enjoyed a nice visit and hope to see them again soon.

President Hlavaty appointed Robert and Pat Sill to serve on the Nominating Committee and in the absence of the 1st Vice President, the 2nd Vice President Barbara Betik appointed Bob Betik to also serve on the committee. This committee will select nominees for the upcoming election to be held next month for officers of Lodge No. 183 and also elect a delegate and alternate for the 1980 convention.

Ideas were again discussed for the Christmas get-together. It was agreed by the majority to meet and enjoy a meal togkether Saturday, December 15th in Dallas at the El Fenix Restaurant located on McKinney Avenue. After the meal we will go to Lodge No. 84 and dance to the music of Jodie Mikula.

Each member will pay his own expenses. We urge as many members as possible to attend.

After the youth club held their meeting, the group enjoyed eating pizza at a nearby Pizza Inn. They also drew names and will exchange gifts and enjoy a Christmas party after their next meeting on December 16th.

Our sympathy goes out to the family of Joe Hlavaty of West. Uncle Joe was 91 years of age and passed away November 14th. Bernard was one of the pallbearers. Our sympathy also goes out to the family of Robert Duron, grandfather of Robert Sill. Grandfather Duron was 91; he passed away November 16th. Robert was one of the pallbearers. LODGE NO. 47, SEATON CHORAL CLUB

The Seaton Choral Club met last night for their regular rehearsal with the following members present: Dorothy Morris, Otto and Matilda Hanus, Jerry and Dorothy Pechal, Annie Jakubec (our talented leader), Clarence and Wannona Sula, Agnes Schiller, Georgia Sodek, Laverne Vanicek, Anne Krcha, Martha Klusacek, Emily Stuteville, Ruby Bolton, Frank and Eleonora Spanhel, Henry and Helen Janacek (our accordionist), Wallace and Elsie Jez, Bob and Mary Vasicek and Viola Chervenka and did we have a grand time!

We started our program with our theme song and plunged into our Christmas songs and what a feeling of joy it is to be able to sing those beautiful songs in both Czech and English. We have a very nice new song that all of you should sing and hear: you'll just have to come out to our next rehearsal to sing and hear it. It's a song everyone will enjoy, young or old.

After rehearsal we had a short business meeting. Minutes from our last rehearsal were read and approved.

Our Christmas party will be held at the home of Floyd and Emily Stuteville near Rogers Sunday, December 16th at 2 p.m. Bring a basket of your favorite foods and drinks and we will have a feast beginning about 5 p.m. Also bring a gift not to cost more than $2.50; men bring gifts for men and ladies bring gifts for ladies.

Our next rehearsal will be at the Southland Villa Nursing Center at 2222 So. 5th Street, beginning at 7 p.m.; wear your Choral Club attire and please be on time: let's all come out and make those people there happy. This is scheduled for December 11th, at 7 p.m.

We have also decided, that due to so much varied activity during the holidays, we would not rehearse in January so our next regular rehearsal will be the second Tuesday in February.

Our club was invited to sing at Lodge No. 47 Christmas party Sunday, December 9th and we will sing at about 4:30 p.m. so let's all turn out for a great party and a grand time for all. We were also invited to sing at Lodge No. 66,

Linden Hall Christmas party Saturday, December 15th and we have accepted this invitation and let's as many as can come out to sing there and I personally promise you a good time and plenty to eat: we will perform around 8 p.m.; wear your Choral Club attire. The next meeting is our annual meeting to be held Sunday, December 2nd at 1 p.m. We will have election of officers, election of delegates and alternates to the Convention in San Antonio next year, and also by-law proposed changes. This is a very important meeting. I hope to see all of our fine members attending our

LODGE NO. 42, WALLER COUNTY Dear Members: Wall County SPJST Lodge No. 42 met at the home of Mr. and Mrs. Emil Gaydosik on October 21, 1979.

At this meeting it was decided to give a memorial of $10 to one of our nursing homes upon the death of a member. We are sending $50 to the S.P.J.S.T. Rest Home No. 2 in Needville, in memory of five members who died in 1978 and 1979.

LODGE NO. 74, LOVELADY Dear Members and Friends: We enjoyed having the Crockett Westerneers to entertain us Saturday night. Everyone enjoyed listening and dancing to the music they provided.

There was a lot larger group of people attending and we want them to know we really enjoyed having them at the lodge.

We hope the attendance continues to grow.

The time for electing new officers is nearly here. We had nominations at our last meeting and will vote on the officers at our December meeting. We want to urge everyone to come to the lodge and cast their votes. Remember that there will be no absentee voting this year.

The youth club is still selling tickets for a 19-inch Panasonic color television. The tickets are $1 each and the winner does not have to be present to win. LODGE NO. 184, MOUTON Dear Members: The regular meeting of Lodge No. 184, Moulton was held Wednesday, November 14th with seventeen members present. After reciting the pledge to the flag, our minutes from the October meeting were read and approved.

Several motions were made and passed about having some repair work on the windows and also to hire help to paint the hall.

We were sorry to hear that Sister Karen Seidenberger is on the sick list. We wish her a speedy recovery.

A discussion as to what we, want for our

12 Christmas social was held. It was voted to have a turkey stew, homemade bread, kolache and refreshments.

I am sorry to report that we lost a good working fraternal member, Brother Louis Macik, who died November 8th; he was a member of the SPJST for over 60 years. He served as officer of Woodrow Wilson of Lodge No. 146, which later merged to Lodge No. 173. We did not have to ask him to help; all we had to say the date and time, and he would be there to help, until the last two years when his health did not Permit. He will be missed by all of us. May he rest in peace.

Yes, the year is coming to a close and we recount all the things that happened through the year; some were happy and some were not so happy, for I also lost my mother, Helen Sefcik, who died April 10th. May we all be blessed for our happiness and sorrows, and look forward for another Merry Christmas and a Happy New Year.

The Saturday night dance with Vrazel Polka Band was very well attended and enjoyed by all present. The Hosting Committee, as usual, was on the spot early to see everything is in order for the evening. Hosting the dance were Gus Gerlich who was in charge and holding the box office; his spouse, Ann, with George Edwards and his wife, Tena, seated the guests. At the door were Elsie Warner with Lillie Spies greeting the guests. Lillie Spies serves as treasurer for the Birthday Club Sisters and we appreciate her work.

A surprise birthday party was held at Table No. 7 for dear Gazela Hqber who really was surprised and didn't know anything about it until she heard the announcement from the stage and the

VESTNiK requested number played to dance with her husband, Herbert. Of course, a beautifully decorated cake appeared (and it was good) and lots of goodies to be enjoyed. Happy Birthday!

Sister Ruth Durham had out-of-town guests, Jerry and Charlotte Chenevert of Dallas and Stanley and Blossom of Massachusetts,over the weekend. They arrived Friday afternoon and enjoyed a friendly delicious dinner prepared by Ruth; also, present were G.C. Renfro, Vera Colarik, and I. After enjoying cocktails Saturday, the whole group attended the dance at Lodge No. 88.

Ruth's company departed for home Sunday afternoon.

A cruise was taken by several couples for one week, departing from Houston.

The group included King and Helen Hegwood and William and Marceil Malak. They experienced some rough sailing for two days and didn't like it.

After the weather settled, the rest of the cruise was very much enjoyed and made it home safely.

The Grand Ole Opry in Nashville, Tennessee was enjoyed by Tim and Rosalee Kostom and Harry and Mickey Rice; they departed early Thursday and returned Sunday with Mickey Rice very upset because the Airline misplaced their luggage; before the evening passed, they were informed that their luggage has been found, to the relief of Mickey and Harry.

Brother Ed and Sister Louise Kadlecek were honored by their son, Edward, Jr., and daughter, Louise A. Kadlecek to celebrate their 50th wedding anniversary November 25th, 1979 in the Chandelier Ballroom of Lodge Pokrok Houston No. 88 with cocktails, dinner and dance from 4 to 9 p.m., with hundreds of families and friends present to wish them the best.

Sister Louise was in a blue flowing beautiful chiffon gown adorned with a lovely orchid and Ed in a dark suit and carnation in his coat lapel happily greeted the guests. With them in the receiving line were son, Edward, Jr. and wife Marilyn (dressed in a mauve-colored long gown); and daughter, Mary Louise in a red chiffon cocktail dress and at her side fiance, Fletcher Jamar (the two will pledge their wedding vows in the very near future). The delicious dinner was catered and served by the Herman Catering service of East Bernard. The music was furnished by Clarence Baca to the enjoyment of all present. A few numbers, blended in with the lovely voice of our Helen Hegwood. and Edward Kadlecek, Jr. added to the merriment with his accordion. The wedding march was led, by Noel and

The four-tier wedding cake, surrounded with individual cakes decorated with autumn flowers and each of a different flavor delicious, were baked by niece, Pat Proctor of Temple. Out-of-town guests included Annie Jakubec, Della Talasek, Walter Jakubec, Jerry Talasek and family, Bill Proctor and family, Steve Eickman, all of Temple, Mrs. Frank Naivar of Dallas, Franklin Naivar and family of Belton, Dorothy Hill of Rogers, and Don Scranton and family of Pearland. Ed and Louise are very proud of their three grandchildren of son, Edward, Jr. and daughter-inlaw, Marilyn, who gave them a grandson, Edward III and granddaughters, Karen and Nancy; they frequently visit from New Braunfels and stay several days.

December 8th is our Glenn Miller dance, which is this Saturday. I hope you have your reservations to enjoy this great dance.

The annual lodge meeting will be a very important one because we will have the election of officers and also the delegates to the SPJST convention next year. Come out to attend and do your duty.

CLUB SISTERS CIVIC PARTICIPATION

BIRTHDAY

As a civic activity benefiting the Houston Heights Public Library, the Birthday Club Sisters of Lodge No. 88 participated in the Houston Heights Association's Celebration signaling the completion of the new building and the renovation of the old library, now the second largest in Houston. The October Fall Festival was held on the thoroughfare and esplanade of the historical Heights Blvd. between 11th and 14th Streets closed off for this occasion. There were many booths and activities by various societies held for the library's benefit. Entertainment of all kinds was presented on many stages.

Even our Brother Rudy Dybala and his SPJST Lodge NO. 88 Brass Band performed and added gayety to the occasion.

We thank Sister Birdie Hilsher for arranging this presentation of our Birthday Club, and offering the colorful setting of the frontal garden of her lovely home for our displays. These civic activities are most important to our fraternal charter status as our Supreme Lodge attorney, Brother R.B. Lesikar, repeatedly stressed and pointed out, in which respect our Lodge No. 88 certainly is making auspicious contributions.

Our booths were opened from 12 noon to 5 p.m. and offered a great assortment of cakes, pies, poppyseed rolls, kolaces and many other delicious pastries together with hot coffee and iced tea.

The participating sisters managed the whole public activity most efficiently, with elegance, and proper decor. All worked together in marvelous harmony, cooperation, and had a barrel of fun.

Pech helped to oversee the entire details of the operation; Dorothy Muras of Shiner came forth to help when we got too busy; and Allyn Peeples kept us suppled with the ice for the tea.

Delectable pastries and bakery were donated by: Margaret Bohac, Lillie Spies, Pauline Zissa, Sophie Hampel, Lolean Peeples, Evelyn Mikolas, Ruby Cernosek, Tillie Bily, Birdie Hilsher, Alice Bily, Lillian Finn, Mary Johnson, Annie Baethe, Della Miksch, Helen Valcik, Rita Alexander, Edna Froelich, Della Kadlecek, Anne Green, Ima Lero, Emily Bily, Linda Bricker, Inez Jeans, Mary Keith, Esther Holton, Louise Kadlecek, Mary Ehret, Virginia Hale, and Evelyn Mikeska. Since everything was sold out, proves--needless to say--how mouth-watering and tasty our pastries were, and the reason for the continuous large crowds of the public and the performers from the esplanadem which kept us busy all afternoon and we never could make enough ice tea since it was an ideal sunny warm afternoon, and the dancers, singers, and gymnasts and other performers were continuously thirsty.

We are also indebted to our president, Brother Jerry Ermis for delivering, with his son, Gary, all needed tables, chairs, coffee and tea urns, table cloths, etc. and setting everything up for us, and, then again in the evening for picking them up and taking them back to the lodge hall.

Brother Jerry Ermis is a real working president who lends a helping hand when most needed by the whole lodge.

Another successful presentation of the Birthday Club culminated in this outstanding Civic project. We were proud to participate and glad that we made a nice amount for the lodge and were also able to give a substantial donation to the library benefit fund.

Thanks to all who helped us to make this such a worthwhile success.

LODGE NO. 24, CYCLONE Dear Members and Readers: The November meeting was called to order at 1:30 p.m. November 11th by President Edwin Marek.

Members stood to recite the pledge of allegiance and for a moment of silent tribute to our deceased members.

Sister Nelda Marek read the minutes of the last meeting and they were approved.

The Board report was given by LaVerne Cabla and it was also approved.

An increase in salaries was made by a committee for the new officers.

New members accepted are Edwin Malcik, Carroll Hudson, Freddy Veselka, Jason Paul Hernandez, and Timothy Psencik. We welcome you to our lodge and hope all of you will be very active members.

LADIES' CIRCLE OF

LODGE NO. 92, FORT WORTH November has been a sad month for the Ladies' Circle. We are saddened by the deaths of two of our long-time members.

Monday, November 19, Sister Mary Juran and Brother George Korteff died.

He was 83 years old on November 8 and Sister Juran would have been 91 years old in February of 1980.

Sister Juran came to Texas from Moravia, Czechoslovakia, when she was 17 years old. She was the widow of Brother Joseph Juran, who was one of the charter members of SPJST Lodge No. 92. Brother Juran served the lodge in various official capacities, including the presidency in the year 1910. Sister Juran, although not a charter member, was also very active in the lodge and served for many years as the reporter for the Vestnik. She is survived by son, Joseph L. Juran; daughters, Lillie McMillen and Anne Polk, who is the president of the Ladies' Circle. Out of a family of eight children, her only survivor is her sister, Mrs. Frances Kaluza of La Marque, Texas. She was a grandmother to seven children and a great-grandmother to 17 children. Sister Juran died peacefully in her sleep; God bless her, and may she rest in eternal peace.

Brother George Korteff came to this country from Serbia, now known as Yugoslavia, in 1913. At a very young age, he started to work in a local packing house, which provided the major employment to many immigrants who came to Fort Worth from Europe. He married the former Annie Kret, who preceded him in death. He was a member of Lodge No. 154 for many years, as well as a member of our Circle.

He is survived by daughters, Mrs. Flora Jane Ryder, California, Mrs. Doris Burnett, Fort Worth and Mrs. Dolly Hoveland: 14 grandchildren, and 11 great-grandchildren. Brother" Korteff entered the emergency room at St. Joseph Hospital Monday morning.

November 19, and died the same day.

Martha Faye Zavodny, daughter of Mr. and Mrs. Milton Zavodny of Rogers, was married to Carroll Wayne Hudson, son of Mr. and Mrs. R.L. Hudson of Rosebud, in the First Baptist Church in Rosebud Saturday afternoon, November 3, 1979.

The Rev. Joe Lunceford performed the double-ring ceremony. Russell Hoelscher of Temple, organist, and Helen Little and Tommy King, soloists, provided wedding music.

Given in marriage by her father, the bride wore a white organza and re-embroidered lace gown with high neckline, sheer bodice and sheer bishop sleeves. Vertical lace panels on the skirt formed the chapel length, watteau train.

Matron of honor was Mrs. Debbie Veselka of Chilton, twin sister of the bride. Bridesmaids were Mrs. Elaine Peither and Mrs. Sharon Hejl of Temple; Miss Susan Chandler of College Station; Mrs. Peggy Clark of Rosebud, sister of the bridegroom; and Miss Ruth Marek of Temple. Flower girls were Melanie Zavodny of Rogers, sister of the bride and Mariana Hudson of Cameron, the groom's niece. Ring bearers were Tim Hudson and Gerald Hudson of Rosebud, cousins of the groom.

The bride is an hpnor graduate of Rogers High School and attended Temple Junior College. She was employed as a medical secretary at Scott

and White Hospital. The bridegroom is an honor graduate of Rosebud-Lott High School and graduated from Baylor University with a Bachelors of Administration degree. He is presently vice-president of the First National Bank in Hillsboro.

The groom's parents were hosts for the rehearsal supper at the First Baptist Church fellowship hall.

Faye, her new husband, both her parents and sisters are all members of Lodge No. 24 Cyclone. While in the lodge youth club, she held several offices.

Dance groups and the Czech Club from the University of Texas at Austin.

Charles Roth', who is a professor of engineering at University of Texas, and our folk dance contact in Austin, brought Franti gek to Ennis Saturday morning, August 25th, for a six-hour workshop at the SPJST and Sokol Ennis Hall. The members at the host lodge furnished the lunch.

Sunday, August 26th, he did a four-hour workshop for us at the Sokol Athletic Center on GreenvilW Avenue in Dallas. The American-Czech Cultural Committee pledged to help underwrite the workshop in Ennis and Dallas and presented Mr. Bontfg with a "Texas Hat." SPJST Lodge No. 130 was also prepared to supplement the fees charged for the workshops if insufficient money was collected at the door. SPJST Lodge No. 130 did pay the workshop fees for their members (including youth club members) who attended the workshops.

Fortunately, sufficient funds were collected to pay Franti gek for his services. He was altogether pleased with that and the enthusiastic response to his Mr. and Mrs. L. B. Haisler classes in Austin, Ennis and Dallas. of Burlington, Mr. and Mrs. Calvin The Haislers were married 6 November About 175 people participated. The youth club had a disco dance November 30th and everyone had a good time. We didn't have quite as many attend because of the ball game, but everyone still enjoyed themselves.

Disco Dick did a real great job with the music.

We are still selling tickets for a 19-inch Panasonic color television. The tickets are $1 each and the winner does not have to be present to win. If you are interested in buying some tickets or helping us sell some, please contact Elaine Erwin at 544-7510, Charlene Bennett at 544-7708 or Ralph Smith at 544-7044. The money collected from the sale of tickets will go to the floor fund.

Remember, the youth club meetings are each month. We meet on the first Thursday of each month and we have our social on the third Thursday of each month. We invite the parents as well as the children to come and find out how much fun we have and learn about all the things we do.

We have a decrease in the attendance at our social games. Everyone is invited to join us at 7:30 p.m. each Tuesday.

There is free popcorn and coffee and we all enjoy visiting and talking with everyone. The children can skate during halftime and everyone really has a good time. Please come and join us.

The membership in the order is the highest papal award which can be conferred on clergy and laity alike. Other papal decorations as the "Pro Ecclesia" or the "Benemeranti" medal are given in recognition of outstanding service to the church. Holy Sepulchere does this also, of course, but, in addition, membership in the order entails a personal commitment to an active apostolate, namely, fostering and support of a

viable, vigorous ch istian presence in the Holy Land.

PREVENTING RANGE FIRE EVERYONE'S BUSINESS Fire is the greatest hazard to rangeland during the hot, dry summer months and into the fall and winter.

And everyone has a stake in preventing wild, range fires.

The rancher depends upon range vegetation to produce livestock which ends up as steaks, lamb chops and other meat products. Fishermen and water enthusiasts want clear rivers and lakes for fishing and water sports. Those who enjoy hunting need the forage produced on rangeland to provide cover and food for wildlife.

Most ranges have good vegetative growth due to a wet spring, and the hot, dry summer has combined for optimum fire conditions, notes Dr. B.J. Ragsdale, range specialist with the Texas Agricultural Extension Service, Texas A&M University System.

"Thousands of acres are burned by wild fires each year. Afterwards, these ranges must be managed properly to reestablish forages, — says Ragsdale.

"Burned-off land should be deferred from grazing the rest of the year and the following growing season."

When land is not deferred, livestock eat forage down to the ground. This keeps plants from building up food reserves and completing reproductive cycles, thus killing many plant species, explains the range specialist.

Doves, quail, deer and other wildlife, unable to find the type food they need, move to other areas, and serious erosion problems may develop because of continued lack of cover.

As far as wild fires are concerned , the old saying that "an ounce of prevention is worth a pound of cure" still holds true,. contends Ragsdale.

GOLDEN ANNIVERSARY CELEBRATION Brother Joe and Sister Ann Elzner were honored on their 50th anniversary by their grandchildren Jode, John and Jeff Elzner.

The reception took place at the SPJST Lodge No. 88 Chandelier Ballroom on November 18th with approximately 416 guests who enjoyed a delicious barbecue dinner catered by the Wehring Family; then danced to the beautiful music by Ray Jurecka of Weimar.

After dinner Joe and Ann started off the dance circled by their family, then John took his grandmother and Jode took her grandfather to finish off the solo number. They then cut the beautiful gold and white four-tiered cake given to them "Motorists should snuff out cigars and cigarettes and place them in the car's ash tray instead of throwing them out the car window," he advises.

"Recreationists should be careful with camp fires and should never leave them unattended.

"Landowners can protect their ranges . by . building fire guards.

Sprayers and other tire fighting equipment should be kept in good repair and readily available for any emergency," suggests Ragsdale.

"Communities and counties should have up-to-date workable plans for fighting fires."

Instuance companies have requested a 21.7 percent. $240 million increase in auto insurance rates. The board's actions will determine how much of that hike will be paid by Texas motorists.

I have asked the board to hold the line on insurance rates here in Texas. When the 55-mph speed limit law was passed, many lawmakers hoped that if traffic accidents and fatalities were decreased, then insurance rates would go down. As it has come to pass, the traffic statistics have gone down, but the auto insurance rates have not.

Alec Zurovec worked for the United States post office for thirty-one (31) years in Temple; he retired in 1974. He was a World War II veteran.

He was a member of St. Mary's Catholic Church, Veterans of Foreign Wars, American Legion and the Disabled American Veterans. Alec Zurovec was also a member of the Knights of Columbus and had been selected as Knight of the Year for 1979.

A rosary was recited Wednesday at 7:30 p.m. at the Hill Funeral Chapel.

His funeral was held Thursday at 10 a.m. with the Reverends Harry Belski and Arthur Michalka officiating. Burial was held in Holy Cross Cemetery in Granger.

Survivors include his widow, Mrs. Albina Zurovec of Temple; a son, Donald Zurovec of Houston; a daughter, Mrs. Barbara Barnes of Houston; and seven grandchildren.

I know that with the economy such as it is, most folks are doing well just tp cut ' costs and hold down spending at home or at work. If the insurance board can hold the line on auto insurance rates, it will be doing a real service for the `people of Texas at a time of need.

Storm Damage in Central Texas: Rainstorms last week caused heavy damage in Central Texas with rainfall from five to 15 inches. The hardest hit area may have been South Milam County around Gause, Milano and Minerva. Thousands of dollars of damage was done to roads, fences and tank dams.

I have asked the Office of Disaster Relief in Austin to lend assistance recovery efforts.

Alligator Creek Watershed: I have also asked our Congressman Marvin Leath in Washington to secure funds for development of the Alligator Creek Watershed between Thorndale and Rockdale. It is the largest of the watersheds which feed the San Gabriel River.

Development and safe-guarding of the watershed is way overdue. With each heavy rain, valuable cropland soil is lost along with other damages to fields and fences.

Agrihol Plans Near Completion: Plans to build an agrihol plant near Rockdale are near completion and we hope to complete construction by Sept.

30.

This plant will serve as a pilot and demonstration plant for any farmer or businessman who might 窶連sh to build one himself. It will utilize either solar energy or low-grade natural gas and make several hundred gallons of fuel a week.

The plant is entirely funded with private funds. After its completion, we hope to build more plants in Williamson and Falls Counties and build a significant hedge against fuel shortages in the district.

ENERGY COSTS BOOSTING FOOD PRICES "Due to the energy crisis, there will be no more cheap food," Texas Commissioner of Agriculture Reagan Brown told a gathering of vegetable producers here last week.

"If the consumers of America want to continue to enjoy the bounty to which they have become accustomed, they must be willing to pay for it," Brown said, addressing a meeting of the Texas Vegetable Association.

Brown pointed out that energy costs alone now eat up 12 percent or more of the average producer's gross income, and this will likely increase to 20 percent over the next few years. Other production costs also continue to rise. All these increasing costs mean that consumers will face higher prices in the grocery store, he added.

"As energy becomes more scarce and more expensive, it must be realized that there is no greater use for energy supplies than in producing food and fiber," Brown emphasized. "Few other industries are as important as agriculture to this country's security and well-being."

Brown challenged the vegetable growers to be adaptable to changing conditions and to seek alternatives so they will be able to meet the challenges that change brings.

The agricultural official noted that vegetable production is big business in Texas, with the state ranking third in the nation in vegetables grown for the fresh market. Cash receipts from vegetables totaled more than $270 million last year.

Texas supplies more cabbage and spinach than any other state and is also the nation's largest producer of spring onions.

At a noon luncheon, Kerry Yeager of Pearsall was presented the Award of Merit, and a special award was given to Strack Farms of Houston for conducting

field demonstrations.

Numerous speakers at the meeting emphasized energy conservation methods. Wayne Keese, agricultural engineer with the Texas Agricultural Extension Service, pointed out that irrigation efficiency is the key to reduced pumping costs. "The average irrigation farmer is wasting 40 percent of the fuel he uses for irrigation due to inefficiency.

We must increase irrigation efficiency if we are going to stay in business." Keese advised growers to check the efficiency of their irrigation systems by determining the pumping rate (gallons per minute), the total head (in feet) and fuel consumption.

Jack Smith, a grower from Fredericksburg, advocated the use of trickle irrigation to increase irrigation efficiency. Trickle irrigation, according to Smith, prevents moisture stress in plants by applying a constant supply of moisture at a slow rate. With trickle irrigation, only the plant root zone is watered, so a little water can go a long way. This provides the best possible growing conditions for plants and reduces water use and evaporation, weed problems and leaching of soil nutrients.

Another way vegetable growers can reduce energy use and production costs is to apply fungicides with irrigation water, according to Dr. Jose Amador, Extension area plant pathologist at Weslaco. "Applying fungicides with a sprinkler irrigation system can be as effective as conventional methods," pointed out Amador. "In addition to being effective, it gives greater coverage, is economical and saves energy."

Amador said that an on-line system or an injector pump is needed to add fungicide to irrigation water.

Growers also heard about research under way at the Texas A and M University Agricultural Research and Extension Center at Uvalde regarding fertilizer placement. Dr. James Mulkey with the Texas Agricultural Experiment Station emphasized that placement of fertilizer is more important than rate of fertility in growing vegetable seedlings and dry onions. He said that placing fertilizer about one inch directly below seed will give the best results in seedling growth and vigor and onion production.
