FAM THE EDITOR'S DESK Sunday, May 16 yours truly was asked a couple of questions by some members at Lodge 66 and I feel that I should address myself .1,o them in this editorial for the benefit of all member, epecially our delegates and to clarify the subjects thereof. One question was why doesn't the cilto - print a recommended change in the by-laws as soon as he receives a copy of it This is a lo ,,..hc,11 question, so allow me to explain. Our by-laws used to state that a member should send a recommendation to the editor for publication and a copy to the secrctar, of the By-Law Committee, ur the ,-,ecret.try could pick up the reeonnnenclation from the printed Vestnik. Printim; of recommendations was mandatory, and still is. However, the by-laws have been changed some and Article 16(e) reads: The secretary (by-law) shall immediately forward all recommendations to the Vestnik for publication within 30 days after receipt. Your editor receives copies of some recommendations directly from the composers and some only from Sister Hrncir who has received the only copy. I had received copies of recommendations from some Lodges (88, 54, etc.) just prior to the District VII meeting April 11th in San Antonio and mentioned them. to By-Law Secretary Thelma Hrticir , on that date

By-Law Chairman Jerry Milan reaffirmed that at the District III meeting in Fort Worth April 25th. It is hoped that this explains some of the delay; the recommendations are printed in the issue after they are received from Sister Hrncir. There is one in this issue, just received here, which had been sent to the committee by Brother John Kubena. Please read it. A copy of a recommendation from Lodge No. 79, Corpus Christi, has also arrived and will be printed as soon as officially received. Rest assured that he By-Law Committee and editor are working fraternally for the best interest of all our members and the entire Society. The other question asked was why some Expressions of Sympathy are delayed a few weeks or
issues. If you will notice, we have cut down our Czech Section to the minimum recently, due to lack of space and have had to even delay Czech letters now and then for the same reason. We feel that letters have high priority and we do our utmost to print all of them. If space is lacking, and prior to a convention it always is, then we delay Necrology first, and if necessary, some youth letters, so don't blame your Resolution Committees for the delay — our Vestnik only has 32 pages. We have gotten them all in this issue, with the exception of three. In the last 7 i/9 years it has been your editor's sincere fraternal endeavor to make the Vestnik a forum for the exchange of progressive ideas and a beneficial organ for our Society. Judgment is required to determine whether this or that article or letter takes priority and we must all remember that our Vestnik is of the most value if it tells as much as possible about things to come — the future — therefore, we endeavor to hold back, if necessary, only those things that are in the past; they are as newsworthy and historical even if they are printed a week or two later. The fact that our Vestnik is a weekly publication (especially from the standpoint of letters from lodges, etc.), is a subject of conversation and interest
