Our 1976 XXII Convention is scheduled to begin on Sunday, June 13, 1976 at the Convention Center in Waco, and, therefore, our SPJST By-Law Committee will have to meet NOT LATER THAN October 13th, 19'75: Here we reprint Article 16 of our present By-Laws: Article 16. (a) The By-Law Committee convenes immediately after adjournment of the convention and elects from among its members a presi dent, vice president, and secretary. (b) The committee convenes not later than 8 months before the convention, deliberates and decides on all recommendations for amending the by-laws and may also prepare and present its own recommendations for changes, additions or deletion of any articles, and shall publish all recommenda tions of the committee in the Vestnik 2 months prior to the convention. The committee on bylaws, elected by the preceding convention, will also function during the convention. (c) In the event additional recommendations are made, and if the committee deems it advisable for the purpose of considering and deciding on such recommendations, the committee will convene at least two weeks before the con-

(d) Motions for changes to the by-laws must be submitted to the secretary of this committee and the secretary will insert the recommendations according to the by-laws to which they pertain. (e) The secretary shall immediately forward all recommendations to the Vestnik for publication within 30 days after receipt. (f) Motions may be submitted either in the English or Czech language and will be published in the language in which they were received. (g) Rejected recommendations can be presented by an accredited delegate in the convention during deliberation of the respective article.

Our lodges and members are asked to bring their recommendations to the attention of our ByLaws Committee through the medium of the by-laws secretary and the Vestnik and here we call your attention to the change of address of the committee's secretary. It is listed in the second column, page 2, under By-Law Committee, Mrs. Thelma Hrneir, 10610 Stonewall Blvd., Corpus Christi, Texas 78410.

Please send your recommendations for changes to the committee and the Vestnik as soon as possible so that they can be known to the committee and also the membership at large.

The committee is composed of seven members — one from each district) and is supposed to meet and deliberate on the proposed changes, without being prevailed upori from outside interests, regardless of who they may be. This committee must judge all proposals on their merits and how these proposals will benefit or harm our Society.

This committee must, very objectively and strenuously strive to approach a democratic medium, upon which basis our Society was founded, so that it will remain a truly democratically - represented Fraternal Order.

SUPREME LODGE

FROM THE PRESIDENT'S OFFICE Pre-Convention Delegate Information TO: All Lodges Dear Brothers and Sisters: As we get into the latter part of 1975 and start electing delegates to the XXIInd Convention to be held in 1976, it occurs to me that it might be• well to have a brief review of the election of delegates, especially in view of the fact that we are operating under a different by-law than applied to previous conventions, and because we have already received a few inquiries here. I am of course referring primarily to Article 4 of our bylaws. Some of the matters were covered in 1974 and earlier this year in the spring workshops in the section for the presidents and vice presidents.

The principal change in the election of delegates this time centers around the requirement approved in the last convention that only those members may be elected delegates or substitutes who have attended a majority of the meetings during each of the three years preceding the election of delegates to the convention. Previous by-laws required that a

VESTNtIC member had to be a member of his lodge at least twelve months before the election and that he must have attended at least onehalf of the meetings of his lodge the calendar year before the convention. Apparently, the delegates to the last convention felt that if a member was going to be elected a delegate to a convention where decisions of great importance are going to be made that will affect the Society for four years, they should be as active as possible in their local lodges. This was to preclude, I am sure, a member not attending any or very few of his lodge meetings for two years and then making an all-out effort to attend at least one-half of them in the year before the convention.

In the workshops, for example, -\ those attending were of the unanimous view that the present bylaw is not too stringent and should not be weakened or re-worded so as to require less active participation on the local lodge level.

The first thing that may arise in some lodges (very few, I believe) is that the lodge may not have enough members qualified to be elected delegates under the new requirement. Certainly, one cannot plead lack of knowledge of this new requirement because the by-laws have now been in effect almost three years and there has been a wide distribution of our by-laws.

Let us take, for example, the case of a lodge that is entitled to five delegates, but only four members qualify as delegates under Article 4(d)3. It is my judgment and that of our Supreme Lodge attorney that in such instances, the lodge should proceed to elect only the four who are eligible, and those four would have the voting power of five delegates. To elect a delegate who is not eligible would certainly be a violation of the bylaws. In other words, those delegates present would vote with the full voting strength allotted to their lodge. (Of course, if a lodge is entitled to one delegate who is not present in the convention, that lodge is deprived of representation and votes in the convention).

Other questions that have arisen have been as follows: a) What is meant by a majority?

The answer is one more than half.

For exam if a lodge holds teen-

3 thly meetings, then a majority of the meetings would have to be seven. If a lodge holds quarterly meetings — four a year — then a majority would be three. b) Does attendance at the meeting in which the election of delegates takes place count toward a majority? Yes; you cannot discount or invalidate the meeting in which election of delegates takes place. Delegates and substitutes are elected in what has been termed for a number of years "the annual meeting" or in the nearest succeeding meeting. c) How and when will we know how many delegates our lodge is entitled to? Each lodge Will be furnished an official count by Financial Secretary Zabeik's office on or before November 1st, 1975. d) How many delegates does a lodge elect? Every lodge has the right to elect delegates according to its membership and according to the following scale: From 20 to 100 members over 16 years of age, one delegate; for each additional 100 members, one additional delegate. The delegates in the convention are entitled to one vote for every active and full-benefit member over 16 — in short, all those members except social members and those on Extended Term Insurance. e) How many substitutes does a lodge elect? One for each delegate, not to exceed ten. Substitutes and delegates are not paired. f) How does a lodge go about electing its delegates? Nomination and election of delegates is made by whatever procedure is termed most convenient and expedient by the local lodge. Remember that if you use a nominating committee, nominations from the floor must be permitted, and if you are going to elect more than two delegates and substitutes, a secret ballot may be used. (Art. 4(e)3). g) How does a lodge determine who is eligible insofar as attendance at meetings is concerned?

Every lodge should have a sign-in book in which members enter their names when they attend meetings, or some other method of recording attendance at meetings.

The other qualifications should be determined by the local lodge as set forth in Art. 4(d), 1 through

4 h) Does the delegate have to be present during the election? Yes, unless he is absent due to unavoidable circumstances acceptable to the membership.

1) What if a member transferred from one lodge to another during the last three years, is his attendance at the previous lodge valid at the new lodge') Yes, the attendance record of the previous lodge will be accepted. i) How does a delegate know how many votes he will cast in the convention? This number will be related verbally to the delegates by the president of the Supreme Lodge shortly after the convention is officially convened.

Delegates divide the votes equally among themselves and the odd vote or votes are voted by the delegate receiving the largest number of votes in the annual meeting.

St Secretary-Treasurer Mikeska will soon be sending the lodges forms and delegates' credentials to be signed by the president and secretary of, the local lodges, who must certify the election of the delegates and their substitutes.

(Read Article 5 of our by-laws).

In summary, it behooves all members to read and become well acquainted with Article 4 through about 25 on questions relating to delegates and our conventions in general. In the meantime, if any lodge or individual member has any questions that have not been touched on in this report, they might forward them to me, and if they are of general interest to the membership, I will try to provide an answer in the Vestnik. We will also be covering this subject area in our coming district meetings. If I do not know the answer I will consult with others. Also, it is understood that there are a few gaps in the whole area of delegates and their election and the convention which are already being considered and will be addressed in the coming convention, but those changes can only be made in the next convention.

Finally, for those of you who may have forgotten, the Convention is scheduled for Sunday, June 13th through Thursday, June 17th, 1976 in the Convention Center in Waco.

TWO MORE FRATERNAL INSURANCE COUNSELORS

JEANETTE SMITH Sister and Brother Smith have satisfactorily completed the basic, intermediate and advanced courses of the fraternal insurance sales training program and thus earned their degrees of a full Fraternal Insurance Counselor, FIC. The title, Fraternal Insurance Counselor, is not just another fancy name for a person who sells fraternal life insurance.

A Fraternal Insurance Counselor is something special — an individual who has devoted many many hours to the study of his or her profession.

A Fraternal Insurance Counselor has proven his or her knowledge of their work by taking rigid examinations which are graded by impartial experts of The Research and Review Service of America.

They have adopted a code of ethics second to none. They have maintained certain high production and employment standards within their own society.

Why does an underwriter take the time and trouble to do all of this? They do it for themselves, their society, and above all, for the members they write for their society. Through their knowledge of fraternal life insurance, they can make sure each new member they write obtains the proper insurance coverage for their needs. Through the code of ethics which the FIC has pledged himself to adopt, the members can trust him to try to

SILAS SMITH sell no more than the needed coverage. One of the principle points of the code requires the counselor to place the best interests of any new member above his awn personal profit or consideration.

We are proud of Sister and Brother Smith and extend to them our hearty congratulations.

LODGE NO. 92, FORT WORTH Dear Members: It isn't often between monthly meeting reports that we accumulate enough newsy items to send to our Vestnik, but the phone was quite busy last week so I'll share some of my information with you.

It's only fitting to begin with new things. Brother and Sister Bernie. Jr., and Anna Kratky became parents of a fine baby boy on August 16th, at Killeen. Bernie is in the army there and the grandparents, living in Fort Worth,

Wednesday, September 10, 1975 are Brother and Sister Bernie, Sr., and Margaret Kratky.

Brother Bernie and Sister Ann Polk disembarked in Los Angeles just in time for the arrival of a little brother for their two granddaughter& The proud parents are Neil and Diane MacArthur.

Brother and Sister Art and Tillie Gillis are off to the famous fishing spots of Canada in their trailer home. Perhaps we will have a fish dinner at some future meeting.

Our longtime members, Brother Henry and Sister Annie Langer, are selling their home here and are moving to Weatherford. I'm glad I don't have to say "we will miss them," because we are sure to see them at our activities as before, because their new home isn't too far away to prevent their attendance.

A few weeks ago Brother and Sister Slim and Millie Waters marked their 40th wedding anniversary. Congratulations and wishes for many more of them. Brother Slim only recently retired from his longtime job with the railroad.

We are proud to have another new teacher in our Fort Worth public schools coming from among our lodge members. Brother R. L. Alholm is beginning his first year as a math instructor at Trimble Tech High. I'm sure he will be as fine an educator as his mother, Sister Lydia Alholm. She has taught classes for a long while and is at H. V. Helbing school this fall.

We are thankful for the fact that the sick list is dwindling. The only person reported being ill was Sister Minnie Blakely and hopefully, she is fully recovered by this time.

Some of my family and I were in Bryan, August 26th, to attend the funeral of our cousin, Mrs. John Stasny (nee Jennie Koch).

The following week, on Thursday, we returned to Bryan for burial services for our aunt, Annie (Mrs. Frank) Kopecky. May they rest in peace.

Perhaps we will all exchange lots of good news at the regular monthly meeting, Sunday, September 14th, at 2 p.m., when we see YOU there.

LODGE NO. 35, ELK Dear Members and Friends, The August meeting of Lodge No. 35, Elk, was called to order at 3 p.m. by President Henry Breitkreutz. The pledge of allegiance was led by Jerry Pavelka and Eddie Banik.

President Breitkreutz welcomed Linda Turner, Geneva Broomfield, Bill Moelig, Mr. and. Mrs. Edgar Jones, Mr. and Mrs. Joe Cranford, and Roy Bartlett as our visitors.

Secretary Albert Banik read the minutes of the June and July meetings. Correspondence was read

5 from Joey Pospisil, Rosie Wood, Marguerite Ftauschuber and Gene Edward Pavelka, who had a stay in the hospital.

Treasurer Henry Breitkreutz, Jr., gave his report and thanked Sister Barbara Pavelka for standing in for him during his vacation.

Sister Rosemarie Banik reported on the activities of the youth club.

The August birthdays were recognized. They were: Dorothy Banik, Barbara Pavelka, Julie Hand, and Ernest Clemons.

Under old business the Scholarship Committee gave their recommendations which were sent back for a few details to be worked out.

Under new business the date was set for the fall District III meeting of which Lodge 35 will be host.

The date set for October 19th. The entire body felt that we needed to have a general clean-up day before the district meeting so our October meeting date was set as our clean-up day. We will start at 10 a.m. and have our meeting after we finish cleaning up. We would appreciate everyone's cooperation because the more participation, the quicker we will finish.

It was voted to install one or two guard-lights in the parking lots to provide a more lighted area.

The Special Entertainment Committee reported that the Kitchen Combo Band will play at our September meeting. If you missed these talented ladies the last time they visited us, do try to make it this time, you certainly will enjoy it.

The door prizes were won by Tracy Breitkreutz, and Gene Edward Pavelka.

After the meeting was adjourned everyone enjoyed a delicious supper and then danced to music provided by the Crimson Hearts.

LODGE NO. 88, HOUSTON Dear Brothers and Sisters, Well, by the time you read this letter I hope to have returned from State Youth Achievement Day at Temple, with many winners from District V. I'll have a report of the winners and activities in my next letter.

I'd like to send my congratulations to Vincent Roznovsky, son of Louis and Elsie Roznovsky. He just graduated from the University of Houston and received a Bachelor of Science degree in Pharmacy. I know personally that this is no easy goal to obtain and I would like to congratulate him again and wish him the best of luck in his chosen field in the future.

Well, school has started by now and I want to caution everyone to drive carefully and watch out for not only the smaller children, but also the older ones. They forget to be cautious sometimes, too.

Speaking of youth, they are going to have a hayride on Saturday, September 13th. Please be at the lodge a little before 7 p.m. and the youth leaders will get you where you are supposed to be for the hayride. And don't forget that the Womanless Wedding is going to be held Sunday, September 14th.

District V, and all the districts for that matter, need the adults' support for the State Royalty Contest to be held at the Holland lodge.

These youth practice long and hard on their speeches and poise and I know they like to look into the audience and see familiar faces and a full house.

These folks celebrated their wedding anniversaries: Mr. and Mrs. Marvin Smith, 26 years; Mr. and Mrs. Joe Morris (no years given); Elsie and Chris Warner (number of years not given); Bob and Evelyn Young, 12 years; Mr. and Mrs. Bob Elrod, 25 years; Ken and Flo Garden, 8 years. Congratulations, folks, and many more happy days to you.

We had two members to pass away in the last few weeks. They were Stacy Fluellen and James Leathers. They were both taken from us suddenly and we are sad at their parting. Our deepest sympathy to their families and may they be comforted in the thought that they are only resting. Jerome Walkoviak is still in the hospital at this writing and could use some cheering up, so stop in and see him at Heights Hospital.

My mom, Mrs. Mary Schenburn, asked me to thank all the children who painted this summer and the parents who brought them. The ceramic show made her very proud of the children and it was a success. She would also like to thank the folks who were kind enough to come in and vote on the pieces which they thought were the best. She asked me to tell the children that she really enjoyed working with them this summer, and she hopes to have the privilege of doing so again in the future.

She wishes all of you luck in school and asks you to study hard and keep your grades up so you can join us again next summer.

The minutes of the July 15th meeting were read and approved with correction that Brother Curly Gustafson had contacted Mrs. Vavra and had declined having the fall meeting that was scheduled for October.

The treasurer's report and the financial report were given, with both being approved. Refund checks went to Judith Spiegelhauer, Melinda Mogonye, Frank Mogonye and Zane Cole. Cards had been mailed to the Wayne Jones family, the Scott Bayless family, and the Arthur Schroeder, Jr. family for all having new additions and all being girls.

The following new members were accepted: Horace Lynn Boatright, Doris Boatright, Alvin Eschberger, Taryn Creppon, June Creppon, Ronald Creppon, Mark McVay and Gina McVay. Old business discussed was the hall and the progress on it. The lodge had received another donation; Paul Peterson donated half of his working time and machinery in preparing the land for our hall. New business discussed was that Jim and Dot Roach would be leaving at the end of the month, so the youth are in need of a new youth leader or leaders. If anyone is interested they can contact Curly Gustafson. We had also received word from Dime Bak that they are having the dedication of the lodge on October 26, and Curly stressed that all members should try to attend. Brother Lad Zatopek was a special guest for the evening. Brother Zatopek asked if we would Iike to become part of District II and it was decided upon for him to see what he can do, so that Elgin could become part of District IL Mr. and Mrs. Jim Mogonye, Sr., have donated a 102 x 92 inch (king size) blanket to the lodge to be given away at our grand opening as a money-raising project. (The blanket was hand-made by Mrs. Mogonye).

JOE JANSHY JOE JANSKYS CELEBRATE SILVER ANNIVERSARY Brother and Sister Joe Jansky marked their silver wedding anniversary with a supper and dance at the KC Hall Sunday afternoon and evening, August 3rd. Some 250 guests came to congratulate the couple who were married in Thorndale 25 years ago.

Their children are a son, Donald, a University of Texas graduate in journalism, who is working with Radio Station KRLT in Paris, Texas; a daughter, Patricia, is a second year student at Baylor University; and another daughter, Sheryl, is a fifth grade student at St. Mary's School in Taylor.

Decorations were in pink with a tiered wedding cake and candelabra with pink tapers as the central decoration.

EXPRESSION OF SYMPATHY

We, the Resolution Committee of Lodge No. 29, Taylor, in behalf of our entire membership, wish to express our heartfelt sympathy to the family of our departed lodge brother, JOE PRIKRYL,

of 706 Washburn Street, Taylor, who was dead on arrival at Johns Hospital after an auto collision Saturday night, August 23.

Brother Prikryl was born May 14, 1897 in West, Texas, and was a retired owner of a radiator shop.

He was a member of St. Mary's Catholic Church, the SPJST Lodge No. 29, the Graham D. Luhn post of the American Legion, and was a veteran of World War, I. Surviving are a daughter, Mrs. Judith Johnson of Taylor; and a

12 brother, B. T. (Jeff) Prikryl of Malone, Texas.

Funeral services were held at 10 a.m. Tuesday, AugUst 26, in St. Mary's Catholic Church with the Rev. James Olnhausen officiating.

Pallbearers were Arthur Kaiser, Patrick Prikryl, Thomas Prikryl, Jerry Prikryl, Gilbert Priktyl and Edward Prikryl.

Burial was in Taylor City Cemetery.

Survivors are a daughter, Mrs. Judith Johnson of Taylor; three sisters, Mrs. Doris King and Mrs. Jean Grellhesl of West, and Mrs. Lillie Mae Schroeder of Texarkana; and three brothers, John Sulak of Marlin, Sylvester Sulak of Big Spring, and Wesley Sulak of Fort Worth.

Funeral services were held at 10 a.m. Thursday, August 28th, from St. Mary's Catholic Church with Rev. James Olnhausen officiating.

Burial was in Taylor City Cemetery.

Sister Lesikar was preceded in death by her parents, step-father, Frederich Schmaldriede, 2 sisters, one half-sister and three halfbrothers.

ITEMS OF INTEREST REDUCE ATTIC TEMPERATURES TO COOL HOMES As much as 10 percent of the conditioning unit may be going to waste due to high attic temperacooling provided by your home airtures.

"Attic heat can put an extra burden on your air-conditioning system if your home has only four inches of attic insulation," says Dr. Bill Stewart, an agricultural engineer with the Texas Agricultural Extension Service. "Se you should either add extra insulation or reduce attic temperatures to reduce air-conditioning costs."

Stewart notes that attic temperatures can reach as high as 150 to 160 degrees F. on a hot, still day. And he cites research at the University of Illinois which shows that these high temperatures can be reduced with attic ventilation that has an air flow rate of two cubic feet per minute per square foot of attic, floor space.

"Power ventilators or gravity ventilation can help reduce attic temperatures," points out the TAMU engineer. Gravity ventilation requires soffit vents around the edges of the roof and high outlet vents along the ridge of the house.

The most effective vent system, according to Stewart, is one that combines a continuous ridge vent with a continuous soffit vent. For this system to be effective, about three square inches of soffit vent and three square inches of ridge vent should be provided for, each square foot of the attic area.

"In lieu of such a ventilation system about five additional inches of insulation (to go with the four inches normally installed) will reduce the cooling load to the same degree," says the engineer.

In deciding what action to take to reduce attic temperatures, consider the cost involved as well as the effects of the action on winter heating, advises Stewart. Vents are needed in the winter to prevent moisture buildup in the attic, but the amount of air needed is much less than in the summer. In winter the additional insulation will be effective whereas the extra attic ventilation will not.

Legislative Reports In this report I am beginning a series on the proposed State Constitution that will come before the voters in November.

The new Constitution will be divided into eight different articles on the November ballot, and voters will have the chance to register approval or disapproval of each article separately.

new Constitution are basically the same as our present COn,stitution.

The first Article contains the Bill of Rights, which outlines the freedoms of speech, assembly, religion, right to bear arms and other basic rights of our democracy. Article Two sets out the basic structure of government, dividing it into the judicial, executive and legislative branches.

It is with Article Three, which deals specifically with the powers and duties of the legislature, that major Constitutional revision gets underway.

As you know, the U.S. Supreme Court has ruled that highly popthlated urban areas must be divided into single-member legislative clis-

tricts, and the new Constitution adopts the latest findings of the Supreme Court in formulating single member districts.

The article takes a major step in opening up state government to the public by eliminating the "executive" session rule in the State Senate, which in the past has allowed the Senate to conduct public business out of reach of the public's judgment.

The legislative article provides for yearly sessions of the legislature. In addition to the regular 14k) day sessions in odd-numbered years, a 90-day session would be held in even-numbered years to take care of pressing state business.

14 Article Three also eliminates the so-called "bracket" bills that apply only to one locality in the state.

These pieces of special legislation clog the legislative channels with business that should be left to local governments, and the new Constitution will let city and county governments take care of their own business without needless interference from the state level.

Under the new legislative article, legislators will also be allowed to introduce their legislation before the day the session actually begins, enabling the legislature to give closer consideration to a larger number of, proposed bills.

Finally, the legislative article creates a nine-member commission to deal with the often-controversial subject of legislative salaries.

The legislative article of the present Constitution is far too confusing and restrictive, forcing laWmakers to become involved in many issues that would be better left to local governments. Under the new Article Three, the state legislature will work more efficiently, giving Texans better performance for their tax dollars.

Article Four, the Executive Article. Government professors and officials agree that one of our present Constitution's greatest flaws is its strict limitations on powers assigned to the governor of Texas.

Under the Constitution, the governor has the least executive power of any governor on the Union, making it next to impossible for our state's highest official to maintain control over our $6 billion yearly budget.

We now have governors who can recommend budgets to the legislature, but they have no power to make sure the appropriated money is spent according to the final budget. Although the , governor has the authority to appoint people to serve on state boards and commissions, he has no power to remove incompetent appointees or to restrain boards or agencies that get out of hand.

The Executive Article of the proposed Constitution will give our governors more responsibility and power in dealing with the e*,§1W expanding executive branch, the result should be more tightly knit, efficient and economical organization of state agencies.

The Executive Article gives the governor new power to remove as well as appoint new members of state agencies and boards. The State Senate must approve the governor's removal decisions. The governor is also made the head of a newly organized executive department that will bring the various officials of the executive branch under a single administrative umbrella.

Perhaps most importantly, the governor is given much broader authority to plan and oversee the state budget. No money will he spent without approval of the legislature, but while the legislature is not in session, the governor will have sufficient authority to see that tax money is being properly spent.

To discourage uncontrolled growth of state bureaucracies, the new Constitution's Executive Article provides that most state agencies will be disbanded after ten years unless they are extended by the legislature. The governor is also given new powers to reorganize that will allow duplication and inefficiency to be eliminated in many existing state agencies.

Finally, the Executive Article rearranges the schedules for formulating the state budget so that every new governor will have a fresh budget to work with upon entering office. Schedules for appointing new members of agencies and boards are also changed, allowing new governors to name new, appointees as soon as they entei. office.

The intracacies of running a state as large as Texas are many, and to do a good job of it, the governor needs more authority under the Constitution. The Executive Article of the proposed Constitution grants that power while maintaining a strong system of checks and balances among the executive, legislative and judicial branches.

SAY IT LIKE IT IS Words are the first form of communication, reinforced by actions.

Yet it's strange to notice how often a person says "good morning," with a scowling face.

This is confusing because while we communicate with what we say, how we say it is important also, Roberta Dix, family life education specialist, noted this week.

"When the body doesn't tell the same story as the spoken words, communication is difficult."

This specialist with the Texas Agricultural Extension Service — Texas A&M University System, said that this confusing behavior can affect all types of relationships.

Adults view this happening with their peers, parents with their children, and teens with other teens.

But it can be changed — each person just needs to remember to show actions consistent with his words, she said.

MICROWAVE OVENS SAVE

ENERGY, 'IF' . . .

Microwave ovens can add energy conservation to their "plus" lists but only if they cook for five people or fewer, oner authority says.

"The microwave oven cooks most foods in about one-fourth the time of conventional ovens — and that means a significant cut in total energy consumption," Mrs. Lillian Chenoweth, family resource management specialist reported this week.

Translating that into numbers, this makes an average energy savings of 60-65 per cent, for a family of four, the specialist added.

Wednesday, September 10, 1975 Mrs. Chenoweth, a Texas Agricultural Extension Service, TAMU System, specialist, also said that microwave cooking most food quantities for a 4-member family actually saves from 50-70 per cent energy.

"Smaller portion sizes (cooking for one or two persons) makes the microwave oven an even greater energy saver.

"By contrast, for larger portions, the savings are less.

"In fact, for portions of six or more, the microwave oven offers little energy consumption advantage," she admitted.

-SPJSTPOSSIBILITY OF RABIES IS A CONTINUING THREAT You don't hear much about rabies in man because it doesn't occur too often. But, says the State Health Department, the possibility of an outbreak of rabies is a constant threat.

One reason is the existence of rabies in wild animals. Another is the unvaccinated pets which live with us and about us — and the strays which are free to roam around.

During 1974 there were nearly 400 laboratory confirmed rabies cases in Texas. This represents an increase of 125 cases — or a 46 percent rise over the cases which occurred in 1973. Almost 90 dogs and 9 cats were found to be rabid.

With all the human exposure associated with pets, it is easy to understand why State Health Department officials are concerned about having all pets protected against rabies.

Last year, to protect persons who may have come in contact with a rabid animal, the State Health Department Laboratories supplied well over 1,000 series of antirabies treatments to the people of Texas.

The last death due to natural exposure to rabies in Texas was in 1962. During 1972 there was a human death attributed to the rabies virus but exposure was in a laboratory.

Of some 400 cases of rabies reported in 1974, over 200 cases were confirmed in Texas wildlife, and nearly 100 cases were in pets and over 40 cases were in livestock.

Skunks accounted for 132 cases, bats 76, foxes 35, and racoons 10. In addition, rabies was found in a bobcat, opossum and ringtail. The

VESTNfK opossum diagnosed as rabid was the first ease of rabies found in that species of animal since 1065 when one case was diagnosed.

Here's something to consider about wildlife. Often an animal with the disease may lose its fear of humans — and come right up to them. Anyone outdoors — on a hike or picnicking should avoid any wild animal which acts strangely. It could be rabid.

Rabies in livestock can be a rather dangerous situation for both farmers and ranchers and for veterinarians. Some of the early symptoms of rabies may mimic other diseases. Often in attempting to diagnose an animal's illness, a person will expose himself to rabies.

Rabies may be of little concern to the average person these days, but to the State Health Department, local health departments, veterinarians it still remains as a serious matter. You can do your part to insure the safety of your family and friends by having all pets vaccinated against this disease.

—seisTTO RENT OR TO BUY HOUSEHOLD ITEMS Practically any household item can be rented than bought outright. This is something that has come into being on a large commercial scale in our society. For those who live in cities large enough to support such operations they can rent almost anything — from hedge trimmer to television sets.

This is a wonderful opportunity, but, "when does renting pay?" is a question consumers often ask.

Mrs. Lillian Chenoweth, family resource management specialist, noted recently when she said, "The monthly charge for renting a typical item usually ranges from onetwentieth to one-tenth of its original cost. St renting a piece of equipment for a long period may cost as much as buying."

The specialist with the Texas Agricultural Extension Service, TAMU System noted that sometimes it is possible to rent with an option to buy — especially with medical or exercise equipment. Di these situations, rent payments are applied to the purchase price.

"Some people feel that renting an item motivates them to use it more often than if they owned the item. They say that if they rent it

for a day, they'll probably use it instead of putting off the job," she said.

Mrs. Chenoweth noted some of the points consumers might want to consider in deciding whether to rent or buy household items.

—How often will the item be used? A garden tiller or floor sander may be used only once a year for a day or two. A frequently used item such as a lawn mower would be needed more often.

—What about service for the item? Some people prefer to rent because of the convenience of having someone else sharpen the blades, oil the engine or perform maintenance.

—Is storage space available?

Some items require storage space disproportionate to their frequency of use and seem to be always in the way.

—Will the item be satisfactory for a long time? Will next year's model change or improved features make a difference? Renting offers the advantage of flexibility — consumers can change their minds.

-SPJ STIs HONEY MORE NUTRITIOUS THAN OTHER SUGARS? Honey is often touted as "much better for you than other sugars.

But is it really?

Sally Springer, foods and nutrition specialist, said that honey is actually no more practical than sugar as a source for adequate daily intake of necessary nutrients.

"A tablespoon of honey provides more calories and carbohydrates than the same amount of granulated, powdered or brown sugar.

"It has less calcium, phosphorus and iron than brown su gar. Honey contains minimal amounts of thiamin, riboflavin and ascorbic acid," the specialist with the Texas Agricultural Extension Service, Texas A&M University System, said.

She explained that there are only small differences in the amounts of vitamins and minerals in honey and other sugars.

Honey is invert sugar formed by an enzyme from nectar gathered by bees. It's composed of different kinds of sugars, including dextrose, sucrose, levulose and maltose, she said.

"Honey varies in composition and flavor, depending upon the source of the nectar — clover, orange blossom, sage — and Is sweeter than common table sugar."

18 MILDEW CAN BE DEFEATED Mildew in the home has long been a problem the homes of our state, put Mrs. Doris Meyers, family resource management specialist says consumers can prevent mildew in their homes. Mrs. Myers is with the Texas Agricultural Extension Service of Texas A&M University System.

"Molds causing the whitish-topurplish or gray growth are present in the air at all times. They grow on any surface that, is damp, warm, poorly aired and poorly lighted. Mildew causes a musty odor and often leaves stains."

Mrs. Myers named a few precautions that can keep the home free of this problem.

—Keep things clean.

—Get rid of dampness by finding the cause and correcting it. Air conditioners and dehumidifiers will dry the air.

"Sometimes it's necessary to heat the house for a short time, then let the moisture-laden air out by opening doors and widows. Also an exhaust fan can be used to drive the moist air out," she said.

Various chemicals sold by stores and by building supply dealers will absorb moisture too.

-- Have adequate ventilation throughout the house --- but especially closets, bathrooms and laundry rooms.

—Get rid of musty odors. On washable surfaces, use a. solution of 1/2 - 1 cup liquid household bleach to a gallon of water. Rinse with clear water and rinse well.

— Keep fabrics dry and clean.

Always clean before storing and use a mildew inhibitor in storage.

1975 COULD BE THE YEAR OF THE WILD TURKEY 1975 will be the year of the turkey if Horace Gore has anything to say about it.

Gore heads up the Texas Parks and Wildlife Department's statewide turkey project, and this year the push is on, to re-establish wild turkeys in rest Texas and to establish turkeys in other areas which never had turkeys before.

According to Gore, this acceleration of the state's program is the culmination of a variety of factors including research on getting penreared poults to survive in the wild, successful stocking of eastern

turkeys in East Texas and the hybridization of Rio Grande and eastern huntable poults of wild turkeys in East and some sections of Central Texas.

According to Gore, efforts on behalf of the turkey are divided between those in East Texas and those areas which already have huntable turkey populations.

The problems vary for different areas of the state. In the Edwards Plateau and South Texas, the problem is getting hunters to use the available resource — harvest the surplus, But East Texas has not had a huntable turkey population since the early 1900s, a result of the pressures of civilization.

Efforts there have been in restocking, and the season on turkey is closed.

Between 1959 and 1964, the department stocked 82 eastern turkeys in East Texas. The stocking program followed a program of stocking Rio Grande turkeys which failed because the western turkeys could not adjust to the East Texas humidity.

The department is also involved in a propagation program being developed at the Management and Research Station in Tyler.

Aim of the program is to perfect a method of rearing and stocking large numbers of eastern turkey in available habitat.

In the past the problem of releasing pen-raised birds is that they become too tame and dependent on man. Department biologists at the research station plan to minimize the poults' contact, with man and to "imprint" the young birds with adult; wild-trapped birds and then release them all together in the wild. The hybridization project is necessitated by the fact that neither the Rio Grande turkey nor the eastern turkey is suited for that area of East Texas between Waco and Tyler.

The success of the various turkey projects ultimately depends on landowner and hunter cooperation.

They must demonstrate their willingness to allow the birds to live and reproduce in the wild.

According to Gore, the season on turkey will remain closed in the countries receiving new turkeys and the department will not consider an open season until a surplus of birds is being produced

Stocking success will vary between habitat types, but it is hoped that limited open seasons on wild turkey in East Texas will soon be a reality.

- SPJST -FALL AND WINTER CAMPING What's camping without a nip in the air and a friendly campfire?

Unfortunately, says Texas Parks and Wildlife Department officials, most Texans miss these joys because they go camping during the spring and summer. Then, a campfire loses its charm when you're in a bathing suit and the temperature's in the 90s.

There are several reasons Why Texans should consider fall and winter camping, says parks officials.

Armed with the three-year, $732,787 grant, a screening program is being launched among the young and older low-income women for cancer of the uterine cervix in East Texas and far West Texas. The grant from Health, Education and Welfare's National Cancer Institute will provide for 24,000 screenings in the six-county Region 3, headquarters in El Paso, and the 35-county Region 7, with headquarters in Tyler.

The Texas grant is part of a $10 million study being undertaken by 12 health departments.

About 60,000 American women will develop cancer of the cervix, the narrow lower portion of the uterus, or womb. An estimated 7,800 women will die from the disease.

In Texas last year, cancer kept its place as the number two cause of death behind heart disease. Total cancer deaths totalled 17,546, according to the State Health Department's Bureau of Vital Statistics. Cancer of the cervix accounted for 379 of those deaths.

Dr. Philip W. Mallory, deputy commissioner for Health Maintenance of the State Health Department said "The number of uterine cancer deaths doesn't indicate the amount of needless sufrering brought on because the disease isn't detected early or is neglected.

"The important thing in this disease is to detect it early because it is curable. The cure rate with early detection is probably as high as 95 per cent," said Dr. Mallory.

A simple Pap test can detect cervical cancer while the disease is still localized. The test results may also indicate need for additional tests for more advanced forms of cervical cancer.

Women participating in the screening program will be advised If the Pap test results are suspicious or positive for cancer. They will be urged to return for retesting and definitive diagnosis. Biopsy (further study of bits of tissues from the suspicious area), dilation and curettage of the uterus, and other diagnostic •procedures will be used.

Dr. Mallory said the screening program is a big boost to cancer detection by the State Health Department. Efforts are already be-

ing made in regular family planning clinics operated by local health department and regional personnel. But, said Dr. Mallory, this program will enable the Health Department to concentrate on those not in the normal child bearing years — under 16 and over 45 years of age.

"We will utilize the Maternal and Child Health and Family Planning clinics which already are in operation in the local health departments and regions," he said. In these clinics now we also look for breast cancer, hypertension, diabetes, and infections of the genitourinary tract.

Being sought out are women in four categories: 1. Women with no Pap smear in past years 2. Women with suspicious Pap tests 3. Women with a change in health which make them think something is wrong 4. Women who don't know it they have ever had a Pap test.

Dr. Mallory stresses that this is a detection and treatment program.

"We don't want to just collect data and figures. We want to do something about the problems which we find.

"If there is a suspicion of cancer, we'll follow up. We'll do something about following up for treatment. If local sources aren't available, we have an agreement on treatment with M. D. Anderson Hospital in Houston," said Dr. Mallory. He further said that women who have had cancer will be followed up to see if they are getting treatment.

He said the program is coordinated with the Committee on Cancer of Texas Medical Association and the Texas Branch of the American Cancer Society who will help with educational efforts and transportation oft patients if necessary.

"With the combined efforts of everyone, we have the capability not only to educate but to detect cancer early and to assure treatment and proper followup," said Dr. Mallory.

The food budget for a family of four usually averages 20-25 percent of the total budget. But what your family spends may be quite different, so don't accept that figure as a rigid rule, advises Mrs. Chenoweth.

Decide how much you usually spend for clothing during the year.

Averages are usually about 15 percent of a family's budget for this.

—Add gasoline bills, car repair bills and related expenses such as insurance or license fees.

This should give you an idea of how much to allot for transportation.

—Allow some money for recreation, including magazine or newspaper subscriptions, club dues, movies or entertaining..

Some expenses on your spending plan can be estimated from last year's figures, such as taxes (income, property, and local) and and upkeep).

The specialist points out that one of the most important parts of a plan is to allow some money to meet emergencies.

"Have some amount that you save regularly. Treat this savings as a regular bill and always pay yourself," she said.
