Sunday, October 21, we attended the Czech Day annual celebration at Lodge Pokrok Houston No. 88.

It was a pleasant clay filled With renewing acquaintances and making new ones.

The day was well planned and brought out a very large attendance. It began with the delicious braised beef dinner shortly before noon. Then followed a live broadcast of the proceedings over radio station KFRD, Rosenberg, from the well-known. Chandelier Ballroom from 12:30 to Z:30 p.m.

The program honoring deserving members followed and the recipients well-deserved the recognition given them.

The radio broadcast portion was certainly handled very well and efficiently by the ICFRD Czech Hour staff and the SPJST portion

The Chandelier Ballroom began to fill rapidly following the broadcast (evidently many late-comers relaxed at home listening to the live broadcast) and Lodge 88's President Ernest Hanka, in his usual efficient manner emceed the remainder of the program.

If we can ac complish the fact where our youth and our elder members all feel that they ALL BELONG then we are carrying out one of our purposes which our founders had laid the foundation for.

Czech Day at Lodge 88 in Houston was a well-rounded day spent in good fellowship with fine music

by Clarence Baca's Band who played music which brought back nostalgic memories; and closed out the day of activity in such a way that the lengthy trip home did not seem long and tiresome after all!

Of course, the "Parade of Costumes" is always eye-catching and beautiful to see! * * Our members and readers may have noticed some changes in our Vestnik from week to week. That is due to the fact that we are doing our best, in conjunction with the publisher, to give you the largest possible type — easier to read — and improve the Vestnik in all aspects.

We have taken all suggestions given to us at the Supreme Lodge meeting in October, plus the opinions of our Publication Committee members and including comments of you, our readers, into serious consideration and we are trying to reach a "happy medium." We feel that all of our efforts were not in vain and that, finally, we can continue onward with the right-sized Vestnik and correct size of type. Thank you for bearing with us.

Newsbriefs Elk Cemetery Assn. Meeting The SPJST Cemetery Association will have its fail meeting November 11, at 2:30 p.m. at the Elk Hall. — Mrs. John Mach, secretary * * Mrs. Ervin (Mary Elizabeth) Bucek, 66, of Hallettsville, passed away in a Victoria, hospital on Monday, October 22. Funeral services were held from the Sacred Heart Catholic Church in Hallettsville, with interment in the Sacred Heart Catholic Cemetery. Sister Bucek was a member of Lodge No. 4, Hallettsville, and her husband served as president of that lodge a few years back.

VESTNIK Mrs. Barbara Ann Riebe, 76, passed away October 25th. She was a resident of! San Antonio for 40 years. Mrs. Riebe is survived by two brothers; Mr. Vaclay Klopka and Antonin Klopka, both of Czechoslovakia. Private services were held at 8 p.m. Saturday, October 27th at the Roy Akers Funeral Chapel. Sister Riebe was a member of Lodge 133, San Antonio. * * Mrs. Janie (Malcik) Simek, 72, of Temple, died in her home Sunday, Oct. 28th. Funeral services were held Tuesday, October 30th, from Harper-Talasek Funeral Home, with burial in the Seaton Cemetery. Sister Simek was a member of Lodge No. 47, Seaton.

Senior Denise Smajstrla was recently selected to represent West High School as its 1973-74 Daughters of the American Revolution nominee of the Waco Henry Down chapter.

Denise is the daughter of Mr. and Mrs. George X. Sm.a.jstrla was chosen through a faculty vote between the senior classes' top three choices for the Citizenship award.

A WHS cheerleader, Denise is also vice president of the National Honor Society and head typist for the TROJAN TATTLER, the school newspaper.

Denise also supervises a group of fifth and sixth graders through the Future Teachers of America.

"I was really surprised when I found out I got it," said Denise. "I am really honored."

Denise will now have her name submitted into competition on the local, state, and national level for a DAR scholarship.

Awarded the honor for her good citizenship in the eyes of her fellow students and instructors, Denise will also be required to take a citizenship test to test her knowledge of the United States and the morals it stands for.

STUDENTS LEARN ABROAD

By Ed Curda Temple Daily Telegram Fifteen students of the Czech language in Central Texas experienced a total immersion into their chosen language and its culture last summer when an exchange program opened the door to a summer session at Charles University in Prague, Czechoslovakia.

Calvin Chervenka, instructor in physics, engineering and Czech at Temple Junior College, said he was "awe struck at the ancient atmosphere" of Prague for most of his stay there.

"It was the first time I've been exposed to things that are centuries old," Chervenka said. "The University where we studied, Charles University, was established in 1348, long before Columbus discovered America. The university and the whole city reek of centuries of history."

The summer study session was part of a student exchange program between Charles University and Texas A&M University. Fifteen students of Czech of different age levels and ones sponsor spent nearly seven weeks living and studying in Prague at one of the oldest universities in central Europe.

Chervenka said the students were housed and attended classes at the university's College of Philosophy near the Czech parlia-

"Living and studying in Prague was like living the history of science, art, religion and music," Chervenka said. "At one time or another, many of the greats in these four disciplines lived, worked or studied there. The city is full of plaques marking where these people lived."

Chervenka said the student group attended a concert at a house where Wolfgang Mozart composed some of) his works and viewed an organ Johann Sebastian Bach played.

"Prague traditionally has been a center of learning, research and culture," Chervenka said. "Charles IV, who founded Charles University, resided in Prague and together with church officials and wealthy noblemen, employed painters, architects and sculptors to enlarge the city in the mid-fourteenth century. Since then, it has continued a center for intellectual activity."

Chervenka said his studies in Prague gave him a deep understanding of Ctech culture which will aid him a lot in his Czech classes at TJC. "I prefer the ethnic approach to teaching languages." he said, "where the student not only learns how to communicate but is acquainted with the culture of the people speaking the language as well. It helps make foreign language meaningful to the students

and I think they learn to communicate better when they understand the culture and customs where the language is used."

Chervenka said his immersion into the Czech culture gave him a much deeper understanding of the origins of the Czech culture in Texas and the Czech dialect used in Texas.

"Many Czechs in Texas have been ashamed of their dialect," he said, "but I found that our dialect here is just as valid as dialects I heard in Prague. It seemed to me that in the past 120 years when Czech immigrants first came to Texas. the settlers' dialect has changed less than the Czech language used in Prague."

Chervenka explained that there are two levels of Czech — a literary "formal" language and a conversational "street" Czech.

"For communications purposes, there is no reason Czechs in Texas should be ashamed at all," he said.

"I heard far more non-Czech words used on the streets of Prague -- such as bulldozer, weekend and beefsteak — than I've heard

Dear Members, This past weekend, was one that will be remembered by many of our lodge members — Lodge No. 25 was host to all its members. For those who were unable to attend because of some other commitment, I must say that we are sorry that they were not able to enjoy the day with all of us. The meal was good, with the meat course being furnished by the lodge along with the refreshments, and the side dishes were brought by the members, including the pastries. After about 2:30, music was furnished by Jodie Mikula and his orchestra and his style of polka and waltzes just cannot but help tempt everyone to get out on the floor and dance. There is something about a polka, that will make you forget those tired, aching feet (or it may be that Czech heritage) but anyway . . . the music has a way of making you want to get out on the dance floor and forget about everything else.

Saturday night the Vragel Orchestra played, for us, and as all of you know, they always please the crowd and this is what counts.

Must remind our members that on the 2nd Sunday in November — the 10th — we will have the an-

5 nual meeting at which time new officers will be elected for the following year. This is a very important meeting, and should be attended by as many as possible, for we certainly want to elect competent officers, who will be able tG function in the offices with dedicated interest and always working to fulfill their duties.

It is to the benefit of every member if he or she will make a wise decision as far as the ability of the incoming officers is concerned. Many times people accept positions without any desire to learn or perform the requirements of the office . to which they were elected.

Also, we will vote for the outstanding brother and sister of the lodge who have given of their time to make every possible effort to have made the past year a successful one. These deserving members will each receive a plaque.

So please do try to come to the November meeting; it is very important to all of us.

This is every Tuesday and Thursday afternoon, except the second Tuesday in the month which is games day, under the direction of Mrs. Frank Konakovsky.

Dear Members and Friends • President Silas Smith called the meeting to order at 2:40 p. m.

Steven Stanislav and Richard Sims recited the pledge of allegiance and lodge motto.

Visitors consisted of Mr. and Mrs. Frank Kofnovec, Mrs. Walter Zajleek.

All officers were present except Vice President James Locke who has been transferred to Bastrop, Texas by the telephone company, and it is impossible for him to make all the meetings; we miss them and we hope they can be with us whenever they can.

The September minutes were approved as read.

Thank you notes were read from Sister Matilda Hanus and Sister Doris Dean.

President Silas Smith asked everyone to stand for a minute of silence in memory of our Brother Ira Lee Dean who passed away October 1, 1973.

Brother Frank Parma asked Sister Engelke to read the minutes of the Board of Trustees meeting held on Monday night, October 1st.

Sister Smith reported on the Entertainment Oommittee activities; she said there would be no food or social at the November meeting, this being election time. It is usually late when we finish with the meeting.

Sister Farina gave the youth club report; she reported on activities the club has done and others they plan to have. The Can. Drive was very successful. They plan to collect for Toys for Tots; if you have any good usuable toys that you don't need, donate them to the club. They will also start collecting glass for a project,

so save and turn in your glass to the club of our lodge.

The quarterly reports for July, August and September were made

by Sister Engelke, Brother Emil Hanus and Brother Frank Miller.

Brother Eugene Gerlich reported that the Auditing Committee had audited the Linden Lodge and Youth Club books; all were in order.

HEALTH COMMITTEE REPORT: Sister Matilda Hems had surgery; she is at home and doing fine and it was dee to have her at the meeting Sunday. Robert (Bubba) Leggott, was injured while playing football; he bad a concussion but is at home and doing well and he has to take it easy and be careful for awhile Sister Rose Mary Mynarcik is in Scott and White Hospital in Temple; we hope she is doing well.

A resolution was read for Brother Ira Lee Dean who passed away in a Houston hospital on October 1, 1973. Our sympathy is extended to Sister Doris Dean on the loss of her husband. Brother Dean will be missed very much from our midst.

May he rest in peace.

It was great seeing all the many people who came to enjoy the Polka Festival. We are proud to have been chosen to provide the facilities for this event. There were visitors from New Jersey namely the Sag and Wawrzonek families who flew in by private plane on Sunday. Thanks to Frank Prochaska and Frank Tesar and •the many faithful workers of several fraternals who made this possible for the first time in Ft. Worth. Special thanks go to the Ft. NO. 17, NEW TABOR Dear Vestnik Readers, On October 14 the New Tabor lodge held its monthly meeting. President Willie Trcalek called the meeting to order at 2 p.• m. The pledge of allegiance was repeated by all members present. The minutes were read With no additions or corrections.

Two faithful troopers of Lodge 88: Sister Willie Simeeek and Brother Jerry Ermis.

Two new members were accepted into the lodge. They are Donna Rychlik and Diane Bormann.

Under old business it was decided that the lodge would not have a money-making project in •the fall, however, it was decided that we should have a barbecue in the spring, and the date was set for April 21, 1974.

Under new business the lodge decided to have the advertisement signs repainted in the lodge. The members present also voted to have the annual lodge memorial service and supper on the second Sunday in December which falls on the 9th.

Mr, Bernard Rychlik then• spoke about the New Tabor school reunion which would be held on October 21st; he invited all the members to attend this reunion which would be held at the lodge.

After the financial secretary's report, the meeting was adjourned.

Brothers and Sisters: Lodge President E. J. Hanka convened the October meeting on October 8 and Brother Robert Fluellen presented the colors and led the members in reciting the pledge of allegiance to the flag of the United States olf America. The secretary acknowledged cards of thanks from the families of recently departed Brothers Robert Connett, Sr., and F. L. Elsik. The names of 47 applicants were read and accepted.

Financial Secretary Ellen Gill reported that $25,316.16 was remitted to Supreme Lodge Headquarters for mortuary dues and there are presently 8,456 certificates in force.

Lodge Treasurer Jerome Ji., Ermis reported, •in his quarterly report, that local dues collected totaled $3,764.00 and mortuary dues remitted to SL Headquarters totaled $77,09657.. The Board of Trustees and other lodge committee chairmen all made favorable financial reports.

Lodge Youth Leader Louise Knapick reported on the various youth activities as follows: on October 10 the club will be guests of Pasadena Lodge 172; October 20,, rehearsal for Czech Day program; October 21, Dear

VESTNiK. presentation of the Beseda dance, and October 21, Carnival for Halloween celebration. She thanked the brothers and sisters who assisted her in the youth program and its activities. A charitable project will be sponsored by the Houston Association of Legal Secretaries on October 28 with a dinner and dance.

Entertainment Committee Chairman Leander Pflughaupt noted the forthcoming social functions and called particular attention to the Czech Day icelebration. The program of the Czech Day celebration will emanate from the Chandelier Ballroom via radio station KFRD The AmericanCzech Hour, Rosenberg.

Dramatic Club Hlahol and Choral Group T. S. Kostom paid high tribute to the actors and other members who assisted behind stage during the presentation of Alibi BM. There were over 700 tickets sold and the play will be repeated in February, 1974.

'The Choral group will participate during the Czech Day celebration.

District Sales Representative Evelyn Mikeska advised the members that the Sales Representatives of District V, in respect to the memory of Brother Emil Horelica, presented a plaque with a clock and a photo of him. The plaque is hung in the lobby of Lodge 88.

District V Youth Counselor Marlene Caraway reported that Brother Linn Lesak was chosen as State King in the recent State Royalty Contest; he is the flag bearer of Lodge 88, and a very active member in the youth club. Sister Caraway advised that the Czech Day celebration will have as its guest speaker, the Vestnik Editor, Brother Rudy Selcik. The Clarence Baca Orchestra will furnish the music during the live broadcast and dance and, at 2:45, plaques will be presented •to the honored members for the many years of devoted services to the lodge. The grand march of colorful costumes will be presented at 5 p. m. followed by a dance..

Lodge President Hanka advised the members that Section 8 of the bylaws requires the appointment or election of a by-laws committee. A motion was made and duly seconded and approved by the membership to appoint such committee by the president and vice president. The following named brothers and sisters were appointed to this committee: Frank Sembera, Frank Tymel, Viola Cox, Clarence Ehler and Harriette Alli-

son. In behalf of the Supreme Lodge Headquarters, Brother Hanka conveyed to the members their thanks for hosting the State Royalty contest and program.

After considerable discussion on the matter of constructing a youth building, a three-member committee was elected by acclamation for the purpose of meetiing with the members of the Board or Trustees in an effort to formulate plans, proposals etc. The three members are Brothers John W hi t m i r e, Richard Wahlberg and Sister Wanda Kennedy.

In this connection, Chairman of the Board of Trustees A. L. "Hilsher requested members to attend argy special meetings relating to this project.

Under new business we discussed money-making prodects. Su can Trcalek made a motion that we combine our food booths at our district meetings. All profits are to be given to the District I Youth Club. Her motion was seconded by Cathy Sebesta.

Another motion was made and seconded that we collect gum wrappers for the UNICEF drive.

The New Tabor Youth Club• announced that they are holding a bunco party for all the youth clubs of District I. The party is to be held from 3 p.m. until 6 p.m. on Sunday, November 11th. Clubs invited are: Bryan, snook, Dime Box, Brenham, and Bleiblerville.

EXPRESSION OF SYMPATHY We, the undersigned Resolution Committee, in behallif of our entire membership Of Lodge No. 7,, Caldwell, wish to express our deepest sympathy to the bereaved fanti tly of our departed sister, MRS. ALOISIE SLOVACEK, of Caldwell, who passed away Wednesday, October 17,, in the Leisure Lodge Nursing Home in Bryan at the age 79 years. She was born at Kinney, Texas, October 10, 1894, the daughter of the late Thomas and Mary Kucera Slovacek. She lived in Burleson County since childhood. She was married to Adolph Slovacek February 2, 1910. He preceded her in death on May 3, 1965. Mrs. Slovacek was a beautician and operated her beauty shop in Caldwell for 42 years. She was a lifelong member of

12 Caldwell Brethren Church; she was a charter member of the Christian Sisters and was a member of SPJST Lodge No. 7 since 1915.

Funeral services for Mrs. Slovacek were on Friday, October 19, from Caldwell Brethren Church with Rev. H. E, Beseda officiating. Interment was in the Masonic Cemetery under the direction of Phillips — Lucky Funeral Home.

Survivors include one daugther Mrs. Willie Mae Harvey of Caldwell, two sons, Adolph Sliovacek of Bryan; Edmund Slovecek of CaldWell; 8 grandchildren; ; 6 great grandchildrel and one brother Rudy Slovacek of Caldwell.

The press has an obligation to get to the source of information and thereby sort out the facts in contentious public issues. The law enforcement profession has the same responsibility in matters involving, an alleged violation of law. Roth the police and the press have an overriding public duty to establish the intergrity of their performance by the thoroughness and impartiality of their inquires.

Despite this mutual concern. it is disap pointing that both the police and the press have too often viewed each other with suspicion.

This is, I have no doubt, due to honestly held misconceptions of each other's role and responsihilities.

While I would not presume to define the role of the press, it is obvious that in a democratic society it must be free to pursue the truth. Without widespread recognition of this duty of the press. the public need to be informed would suffer and the democratic processes would be seriously impaired.

Law enforcement investigations are closely akin to the news-gather ing process. They are, however, bound by compelling requirements that must often inhibit our response to the media's efforts in developing a news story.

The police cannot deny due process of the law to those implicated in a crime by premature disclosure of the facts any more than they can by the utilization of improper techniques in obtaining evidence. As countless court deliberations have shown down through the years, what constitutes due process of the law is often elusive and frequently definable only in the circumstances of a particular case. This determination can be only be made by the courts which, in a sense, have on trial both the accused and process which led to the charges against him. Law enforcement personnel are therefore properly cautious in discussions with the press concerning matters that are under investigation or pending prosecution.

vl S rNIK There are many areas of law enforcement activities about which the police should have no hesitancy in being forthright with the press. For example, during the past decade the law enforcement profession has undergone revolutionary changes. New technology and novel approaches have been applied to our performance in an effort to improve crime deterrence and detection. Some of these new developments have stirred public controversy as to their need and impact. They are, as a result, natural objects of press inquiry.

As public servants in the largest sense of that term, law enforcement officials must be prepared to justify to the community the need for their department's programs.

An objective press can substantially assist the profession in this effort. Gaining public acceptance of our goals, as well as properly testing their validity in the marketplace of public opinion, should be invited, not shunned.

A vigorous press is an ally to law enforcement efforts. Police performance is only as strong as the support it receives from the community, and that support is molded to a great extend by the facts the public has available through the press. * Crime is a tragic human activity.

This fact is all too real to its victims. The realities of crime, however, are obscure to many who, fortunately, have had no confrontation with it.

The tragedy of crime is compounded by the idea of "victimless crimes." Proponents of this idea argue that persons who engage in the vice crimes — gambling, drugs, prostitution, certain homosexual practices and obscenity — do so willingly and are rarely complaining witnesses of the activity. Some even contend that these acts should not further tax law enforcement resources under the cloak of l gality.

By promoting the concept of victimless crimes, many persons, particularly those who commit them, are encouraged to rationalize these activities at their worst as simply matters of personal taste. this thinking regrettalbay merchandises the notion that persons who indulge the vises bring no harm to anyone but, if at all,

themselves.

This is a mistake. Besides the debasement they bring to the fundamental nobility of life, gambling, drugs, prostitution, homosexual behavior, and obscenity generate and accommodate a broad range of serious lawlessness. All of those offenses depend on accomplices who are principally to be found in public places. As a result, the activities lend themselves to exploitation by organized crime• elements that can provide then facilities and services which permit the vices to flourish.

It assaults commonsense to contend, as some persons, do, that the so-called victimless crimes are da,maging to only a few. Experience convinces us that the vices are corrosive to many having any contact with them -innocent, adventuresome, and impressionable youth.

Can any responsible person seriously suppose that the vices would diminish if unregulated by law?

Can anyone persuasively argue that the quality of life in our society would be as good or better with unrestrained vice activity? I think not.

There is no such thing as a victimless crime. Society is the ultimate and most aggrieved victim of all crime. This seems especially true of the vice crimes because of their impoverishment of the human spirit.

The, law enforcement profession cannot be distracted or the public deluded, from combating crime — whatever its nature.

Parks and Wildlife Department information officers Leroy Williamson of Beaumont reports that geese flights of speckled-bellied mixed with some snows were sighted flying high above the department's Murphree Wildlife Management Area and Sea Rim State Park outside of Port Arthur.

According to Williamson, geese outnumber ducks so far, which is in keeping with predictions of fewer duck numbers this year and

AUSTIN — One of the Parks and Wildlife Department's most frequently broken fish records — that of the spinner shark — has once again been shattered.

The old 145-pound record has been on the books only since August 1, 1973.

Now. O.E. Ballard of Fort Worth has rewritten the records once again with a 165-pound spinner shark he landed off Port Aransas on September 3.

The shark was seven feet, seven inches long with a girth of 39 inches.

Ballard landed the shark with 130-pound line.

Including Ballard, the record hap been held by four persons since the department began keeping fish records in November, 1970.

The alternative to the person or dealer transferring ownership of a motor vehicle would be to state that the actual mileage is unknown — if he really cannot attest to it.

The enacting of state and federal prohibitions on odometer "rollbacks" were affirmations of the long-held enforcement philosophy that this practice does work a fraud on consumers For instance, in Texas, the Attorney General's office in 1972 obtained 39 court injunctions prohibiting used car dealers and auto lease services from setting back odometers under an umbrella prohibition against deceptive trade practices.

We thought that it ought to be spelled out, and the Texas Legislature agreed, so odometer rollbacks were added to the specific list of trade practices outlawed under the 1973 act.

It is easy to understand that there may be circumstances in which an individual trading in an old car or a used car dealer selling one may not be able to swear to the actual mileage — because the car has had so many owners, or because of mechanical difficulties.

So the state law (and the federal act) include the language, "with the intent to defraud."

Deceptions, frauds and misrepresentations are the blocks we want to remove from the consumer's path to an equal footing in the marketplace.

If you are shopping for a used car, and have reason to doubt the seller's statement on mileage, there are several clues you can follow to ascertaining the true figure: For one thing, examine the vehicle itself. Do the brake pads, emergency brakes or tires indicate more wear than the mileage would appear to warrant?

Almost any reputable seller also will encourage you — or at least, permit you — to drive the car to your own mechanic for an even closer check.

You are alWays free, of course, to talk to the previous owner. If he can't be identified easily, you can write the motor vehicle registration division of the Texas Highway Department — enclosing $1 and the vehicle identification number, and get a history of the title.

One way for cities to stretch limited recreational facilities is to develop public recreation programs, according to a report by the Texas Parks and Wildlife Department's Comprehensive Planning Division.

In its "Outdoor Recreation in the Urban Areas of Texas," part of a Comprehensive Outdoor Recreation Plan, the Comprehensive Planning Division says an urban recreation program must have several objectives.

These include character development, community stability, emotional and physical health, skills, social living and widening interests.

"There was a time when a park and recreational program meant a Sunday concert, sandlot baseball

Wednesday, November 7, 1973 or a game at the horseshoe pit," said the report. Some of the programs of that type still exist, but today's park and recreation leaders are required to foresee and meet the current needs of our urban population.

According to the report, many recreation programs lag behind the needs of the community. A park and recreation department is charged with the responsibility, of meeting the needs and desires of all citizens. "Every child should have a chance to play; every resident, both young and old, should have an opportunity to make the best use of his leisure time," says the report.

The report cites several innovative recreation programs from across the nation including two from Texas.

In San Antonio, an inexpensive educational program was launched with the cooperation of the Sisters of a local Catholic Church.

By combining the purchase of a load of topsoili and garden tools with needs and expertise donated by an instructor from a local university, children were involved in a program of learning to plant seeds, cultivate seedlings, and harvest crops.

With the cooperation of a local Girls" was launched in Fort Worth.

The program involved girls 8 to 13 years of age and was designed to teach the social graces necessary to function in, a modern society.

This included information on skin care, posture, modeling, clothing care and public speaking.

A main objective in developing urban recreation programs is more efficient use of existing facilities This is important in these days of rising costs for acquisition and development.

One of the problems in this is that many facilities are used only seasonally. A baseball field may lie for months without being used, as may a swimming pool.

The Comprehensive Planning Division recommends that these wasted spaces be put to use. For example, baseball fields could be used for such things as crafts exhibits, carnivals, pet shows, baton classes and archery, while pools could be used for bait and flycasting practice, fishing instruction, boating safety instruction,

"In a like manner other facilities such as playgrounds, picnic areas, trails, golf courses, and community/recreation centers, can be utilized to a greater extent through careful planning and scheduling, with the range of activities, programs and events limited only by the imagination of the recreation staff," says the re School facilities can also be put to use to enhance the recreational opportunities in the city, according to the comprehensive planning staff.

—They should involve consideration of diversified interest and include a wide variety of activities from athletic to cultural.

—They should be continuously evaluate and measured.

Creative use of leisure time is a major challenge, and it Is up to those in charge of urban recreation to meet that challenge.

By Ted Resting "Has it ever occurred to you you might be a far better fisherman than your tackle will allow you' to be?" Homer Circle, Angling Editor of Sports Afield asks in his article in the magazine's September issue.

Let's take a look at rods, for instance.

A quality fishing rod is a complex thing. It has ,gonel through many stages before reaching the marketplace. Behind it are product concept and design, prototypes for testing, production planning, material flow, fail-safe jigging, torture

17 tests, field testing and quality control to mention a few.

Cheaper rods receive less attention, and you can expect less than optimum results from them. Yet, some of the best quality rods can have serious deficiencies any one of which can occur through human error in the complexities of product composition.

Poor actions can handicap even an expert. Homer tells of fishing with a friend, an excellent angler, who was having such hard luck that he exclaimed,-, "I guess I've lost my touch." But our angling editor noted that the fellow's rod was "bending like grandma's corset stay." What he needed was a rod with some muscle in the butt and an even overall bend.

Some fishermen think they want a rod as stiff as a pool cue; and for a few, peculiar needs it will suffice. For all-day plug casting, though, a pool-cue-action rod will wear out your wrist, impair your accuracy and handicap your fishing.

Rod handles can be bothersome when they are improperly designed.
