FROM THE EDITOR'S DESK Due to our limited space, DO reports, Youth LeAters and Necrology all had to be left out this week. We hope to be able to include all letters.

• • In this Vestnik issue are published the pre-convention reports of the Supreme Lodge Officers, Medical Director, BYD, and the Publication Committee.

Please read them carefully. Brother Ben Zabcik's and the directors' reports deal with income and expense. It is advisable that you save this issue and others containing information pertaining to the convention.

• At this point I would like to refer to the PC report. Since I was not present at the PC meeting on March 19th (to which this report refers), I, therefore, do not know exactly what transpired; however, there are certain dates in the report which do not correspond with previously published ones. I feel that neither the editor, nor anyone else, possesses the right to change or correct a secretary's minutes of any group, lodge, etc. I had them printed exactly as they were sent in for publication.

The report states that: 1) On December 18, 1970, Sister Olexa was in a meeting where the Supreme Lodge and the publisher signed a contract for the publishing of the Vestnik. The first

paragraph of the letter from the PC on the front page of the January 27, 1971 issue states that Sister Olexa went to the SL on December 18, 1070, to receive information. In the third paragraph (same issue) it states that the contract was negotiated on January 20, 1971. That is also stated in the SL Excerpts of the Minutes, last paragraph, col. 3, page 11 of the March 10, 1971 issue. 2) "In the December 11, 1971 meeting .....should be December 19, 1971 meeting. (First paragraph of PC meeting, page 3, February 23, 1972).

Further, it is stated that Articles 48, 49, 50-e, ,51 and 52 were approved as submitted by the SL. As I stated, I did not attend the March 19, 1972 meeting and maybe the PC changed its decision of December 19, at which meeting I was present and the PC did not agree with the change of Art. 49, whereby the editor would be hired by the SL. (See Col. 3, page 3, February 23, 1972). I'm sure these will be ewe rected.

• • I do not think that the editor is required by the by-laws to make a preconvention report; however, dear members and readers, I will try to give you a short resume of the 3 years plus I have been your editor.

We (my family) arrived at the XX Convention in Dallas, Thursday noon

(the fourth day of theconvention) to attend Brother R. Troubil's funeral Friday morning. Friday evening I was elected your editor — that is all history now. Yes, it was a sudden change for the family — at age of 50-plus, even though well-known in lodge work, yet in a completely different occupation all of my life, suddenly to be the editor of a bi-lingual organ — the Vestnik! I promised the delegates to do my utmost to have a good Vcstnik, and I took that promise seriously. I made about a trips to West in 1968, at my own expense, to: 1) effect the change in editors so that our official organ would not suffer and, 2) to personally learn all I could about the work I would assume. on January 1, 1969.

We bought Brother and Sister Nick Morris' home here and they finished moving on December 29, 1968 and we moved in on December 31st. Yes, it was, and had to be, a fast move for all involved. Believe me, it is not an easy matter to take your children out of one school and move them to another, 200 miles away, at the middle of the school year!

I feel that the change in editors was noticed only in a very minimum way.

On the whole, the work has progressed smoothly, with some rough spots of course, and I hope that our members

Reports PRESIDENT'S PRE-CONVENTION REPORT To The Members Of The SPJST And Delegates To The XXIst Convention: Pursuant to Article 39s of our bylaws, I wish to submit this report for your consideration in the coming convention.

By the time the convention rolls around, I will have, served as your Supreme Lodge president 3 1/9 years. These 31/2 years have been eventful years for all of us. Many changes have taken place in our Society, and a number of our fine members have departed from our midst and gone on to their eternal reward.

The first major project that awaited the Supreme Lodge in the beginning of my term of office was the successful completion of our new home office building here in Temple. The site had been chosen but the purchase had not been made of the property on which the structure was to be located. All the planning of the countless details remained to be done. After many meetings, some of them special meetings, and many sessions with the contractor and architect, the project culminated in the final construction, completion, and formal opening and dedication of the new building in January 1971. A lot of details had to be worked out and this was accomplished through the efforts and harmonious cooperation of the entire Supreme Lodge and the other individuals concerned. We feel that our new home is a tribute to the entire Society and its membership. We are proud of it, and we are pleased with the facilities. All who have seen it have remarked what a splendid structure it is.

On behalf of the entire Supreme Lodge, I wish to express my sincere appreciation to the general membership for their efforts, understanding, and loyalty to our Society.

One Of the things I have worked Very hard at is building the proper image for our Society among the general public, and I believe that this has been accomplished to a considerable degree.

Much remains to be done, however.

Good public relations are an essential part of any business such as ours.

Growth and Progress. During the past 3 1/2 years, the SPJST has continued in its overall growth, both in in-

VtSTN1K creased membership and in insurance in force. Since net gain is the only real measure of a, company's growth, I wish to submit that for the year 1971 we had a net gain of 1,223 mernbers and $4,956,241 net increase in insurance in force. For the third year consecutively, we have exceeded the net gain in number of members and net increase in insurance over that of the number one Texas-based fraternal benefit society, only this time our increase in both categories was much greater than the previous two years. I have just seen their statistics and the comparison is quite favorable. A special tribute and gratitude for this effort, of course, goes out to the entire organizational department, headed by Vice President Joe B. Hejny. We sincerely appreciate 'the, efforts of all our organizers for these fine results. Our solvency stands at 121.40. Our assets now total in excess of $18, million, an increase of 3.65% over last year. Our total membership now exceeds 45,000 for a total of $'70 million in life insurance coverage. Our surplus fund for the protection Of certificate holders is in the amount of $3,234,944. Please understand that the net figures above represent our gains after you subtract the number of members lost due to death, expirys, lapses, surrenders, etc. So you can readily see that our overall financial posture is very stable and sound.

The SPJST has established an enviable reputation among fraternals in Texas, and I think there is no doubt that we are now known and accepted on a much broader basis.

In the Youth Department, things are going well. Based on reports from local lodge youth leaders, membership and interest is increasing. Our new State Youth Director, Sister Dorothy Massey, has fitted in well into the programs of the Youth Department.

She is still rather new at the job but is learning rapidly. I appreciate the interest of both the youth and all their parents. It takes the support of all concerned to make the youth program • a success. This year, as has been the case in the last few conventions, we will be selecting a new Miss SPJST to reign during the Convention. We hope that all seven districts will be represented in this competition. We have, on occasion, not had a District Youth Director in one or two of the districts, and there are always one or two lodges at any given time of the year that do not have youth leaders. There are also

3 some lodges that could have, but for various reasons do not have, a youth club. In a recent meeting of the seven District Youth Directors, we assigned each DYD the goal of organizing and/or reactivating two youth clubs in each district. We certainly hope that this goal is achieved. The big item to be discussed at this convention will be the report of the Youth Camp Committee. You will recall that in the Dallas 1968 convention the Supreme Lodge was to appoint a 3-membe • committee, effective January 1, 1971, to determine the feasibility of the development of and a site for a family youth camp and recreational park and report their findings to this convention. In Anuary 1971, the Supreme Lodge appointed Brothers Sid' Pokladnik and Dan Balusek and Sister Maxine Pavliska to look into this matter. They have been traveling and working very hard in compiling their facts and figures since that time. I, like everyone else, am eagerly awaiting the results of their findings, so we will be waiting to take whatever action is appropriate, based on their report.

As the youth program has moved along in the intervening four years, certain changes have been made as experience and need arose. I believe that we are just about to the point where we will not need to make any additional major changes. The disadvantage in making cons! ant small changes is that the people involved in the youth program never quite know what the applicable rules arc, so that if you let the program become stabilized it makes for a smoother operation.

We have devoted youth directors and Doctal lodge leaders, interested and loyal parents, and a corps of enthusiastic young people who keep the youth program alive and vibrant. For all this, we are grateful.

I feel greatly honored, humbled, and privileged to have served you as your president during this, any first term.

As I stated in my New Year's message and report, I will be a candidate for re-election to the presidency in the coming convention. I have worked very hard to serve you well. I'm asking and would appreciate the members' support and the delegates' votes at the coming convention.

I am not deluding myself into claiming that I am perfect. I have taken my lumps along with everyone else and I do not mind criticism when it is motivated by the proper intentions and

41 Spirit. You know, criticism is something one could avoid by saying riothMg, doing nothing, and being nothing.

In those instances where I may have "stepped on some toes," I would only say what the great Confederate genrieral, Robert E. Lee said; "I did only what my duty demanded. I could have taken no other course without dis honor. And if all were to be done again, I should act in precisely the same manner." General Lee also said: "True patriotism sometimes requires of men to act exactly contrary at one period to that of another ... The circumStances which, govern their actions change; and their conduct must conform to the new order of things."

I have tried to be the sort of president that I think the membership wants me to be-objective, bold but not aggressive, not afraid to try new things, and above all, keep all channels of communication with the membership open. As in the case of other such positions, the "buck" stops in the president's office . , and I have tried to meet these problems head-on and decisively.

It goes without saying that some of the problems have been quite vexing, but after a lot of deliberation, consultation, and weighing all the factors, we have tried to settle on a just course of action. This is not always easy. I appreciate the opinions, help, and cooperation of both the officers and directors in dealing with some of these problems. I cannot and do not operate as the head of a royal kingdom. I do not issue royal proclamations and decrees. I simply do not have, and do not want to have, this type of authority. In this job, the job does not make the man; the man makes the job.

U.S. Senator James Buckley from the State, of New York was recently asked whether he was going to support a certain candidate for office. He answered like this: "Yes, I will ... I had been bothered by some developments in Washington, but after being in the "bull pen" for over thirteen months and getting to know more of the practical realities of office, I have a different outlook than I would have had if I'd remained on the outside." Along this vein, I wish to state that I May have had some preconceived notions about the presidency of the SPJST, but I have tried to operate with an open mind. I certainly have not and do not contend that I have all the answers to all the problems, but like

VESTNAK Senator Buckley, after being in the "bull pen" for 31/2 years and dealing on a daily basis with some of our problems, I see things a little differently in some areas than I used to. I think this is natural and quite normal.

There is no particular virtue in having a notion and sticking to it in the face of overwhelming facts to the contrary.

There is no sin in seeing things differently and adjusting to changes according to the circumstances. 1 have made these adjustments and am not ashamed of them. People who say they will never change their views or position are not being very realistic, in my opinion.

I stand on my record and performance Of the past 31/2 years. It has been my duty and pleasure to have served with Secretary Urbanovsky and Treasurer Mikeska on the Investment Comanittee, which passes on all applications for mortgage loans to the SPJST. Like the other two officers, I have been very careful in screening these applications in the interest of making good solid loans for the SPJST. My knowledge and proficiency in the use of the Czech language, both written and spoken, is well known to the general membership. (See my Czech version of this report in the Czech section of this issue). I have never hesitated using the Czech language when circumstances were appropriate, both in local lodge meetings, and at other functions around the state. Having served as editor of our official publication for almost six years I think my command of both the Czech and English languages is well known. I am not ashamed of my 100% Czech ancestry and my Czech background.

My wife, the former Dorothy Liska of Ennis, and I have five children, ranging in ages from 18 months to 14 years.

I hold 3 policies with the SPJST, Dorothy has 1, four of our children hold 1 policy each, and one child has 2 policies. All have been members of the SPJST since birth and are also members of the youth club at Lodge 47, Seaton. Dorothy and I have our membership at Lodge 60, Waco. I think most of you know my SPJST experience on both local lodge and district levels in the years preceding my election to the presidency of the Supreme Lodge.

We have a very harmonious group within the leadership of this Society.

They are devoted to their tasks and are performing them very ably. I wish

Wednesday, April 19, 1972 here to pay special tribute to Supreme Lodge Secretary Brother Raymond A. Urbanovsky, who has served this Society well since January 1943 as financial secretary, and since January 1961 as secretary. He has had a long and distinguished career with the SPJST. lie , has announced publicly that he will retire next January. We will be losing a very competent and devoted officer. I sincerely hope the delegates to this convention consider paying Brother Urbanovsky, after 29 years of distinguished service, a moo (lily' stipend, and I also hope that this recommendation is made by the Salary and Donations Committee and approved by the delegates.

I am sure all of you are awkre that this convention year also marks the 75th Anniversary of our Society. We have come a long way since the founding days in La Grange and later in Fayetteville. As I said at, the opening and the dedication of our Home Office building in January 1971, we owe so much to the early members and leaders who helped guide our Society in the critical early years of our existence.

Much has changed in these intervening 75 years, but, as Honorary President Edward L. Marek has frequently pointed out, one thing that has not changed is the heart, spirit, and mind of Man. Much of what we see in our Society today could be directly attributed to the foresight and diligence of our pioneer forefathers who nurtured this Society and guided it to where it is today. To them, on this 75th Anniversary, let us give thanks and pledge our unceasing loyalty for the continued prosperity of the SPJST. This just about ,completes my preconvention report, and if I have anything else to report I will prepare a supplemental report and pass it out at 'the convention to the delegates. Also, for my views on "direct .billing," mailing out refund checks directly from here to the policyholders and some other items of possible interest, please refer to the president's New Year's message and report in the Vestnik of December 29, 1971.

Our actuary, Mr. David Huff, will be present at the convention to answer any questionS pertaining to his actuari• al duties for the SPJST. Finally, I wish to extend my best wishes for a successful convention and

PRE-CONVENTION REPORT OF THE VICE PRESIDENT Dear Sisters and Brothers of the Slavonic Benevolent Order of the State of Texas, SPJST: It gives me 'a great deal Of pleasure and satisfaction to present to you my part of the pre-convention report together with my fellow members of the Supreme Lodge.

The progress we have experienced in growth in all our departments of our Society is most gratifying. We have made records after records in securing members and writing life insurance.

We had all seven districts to meet their allocated quotas for the first time in 1971. We also wrote the first quarter million dollar certificate in 1971. Yes, we are expanding and growing rapidly and we don't intend to slow down either, as you will note that we just made another record by writing over three million dollars of life insurance during the first quarter of this year.

At this point it might be of interest to make a q uick review of our sales pro:gress for the past 16 years.

This is in accord with today's needs in protection and security of our members, both in case of premature death and also in case of retirement age.

Here I would like to give credit to cur district organizers, our local lodge organizers and all our membership for this great progress. We must keep in mind that we have many members who Dever write an application but do sell their friends our SPJST life insurance.

We appreciate your kind help in promoting our SPJST Society.

As I mentioned before, we are writ-

VISTlrtfK ing more and larger certificates every year, this, in part can be, attributed to ceding part of our business for reinsurance. It is my belief that this is good business for our Society. We are able to reinsure all business above our retainer for a lower cost in premiums and also, we are able to place substandard risks whose premiums are increased, with our reinsurance company, which otherwise would have to be declined.

Another thing of importance and to the benefit of our Society is that we reinsure only the liability at risk; the reserves are kept and invested by the home office and any interest earnings above 3 percent which we may experience are credited to our surplus reserves.

As you will see in Schedule D, elsewhere in this issue of our Vestnik, we now have a total of 45,047 members with $70,026,358.00 in life 'insurance, as compared to 39,605 members with $51, 562,528.00 in insurance as of December 31, 1967.

During the past four years we organized new lodges in Pasadena, Rosenberg, and Rockdale. They are progressing nicely and enjoy membership of 182, 173 and 85 respectively. We also' revived several lodges and had some to merge with others.

The duties of the vice president's office are many, too many to try to go in detail, but I would like to list just a few to give you an idea of what falls under this department.

To begin with, he is in charge of the seven district organizers plus some 400 local lod ge organizers, both active and inactive. He supervises their production, prepares new insurance sales material, helps hold insurance sales classes, besides several letters in correspondence everyday. When the applications are received at his office, they have to be checked and processed, first they are posted, then 'applications for life reports are made and acknowledgements are made and mailed to organizers; if reinsurance is required, a special application has to be made to our reinsurance company. Many times we have to write for an attending physician's statement and in some instances request additional medical history, heart charts, x-rays and EKG's. We try every possible means to place a member before we decline an application.

When the application is approved, it is

assigned a number and is issued. Here it has to be posted in the beneficiary book, in the commission books of both the local and district organizers, an information slip of the contents of the certificates, premiums, etc., is typed and mailed to the secretary and organizers. Then a carbon copy of all information and data contained in the certificate together with the application, life report and ail correspondence pertaining to the ap)lix_i lion is forwarded to the bool;Lcepiog d e P ari -ment.

This is an outline, of only the major requirements in putting a . certi: icate in force, but it does not end hel'e. Now we come to servicing certificite,s that are already in force, such a s clmange of beneficiaries, change of name, renewal of term insurance, conve y ! ing certificates to other plans of insurance, figuring and paying commission to both district and local lodge organizers, Yes, all this and many other duties too numerous to mention fall under the duties of your insurance department.

I might add that outside of our certificates, all other forms we use are kept up to date and printed by this department on our offset press.

I really didn't intend to report all this, but I had several members question me as to the duties of the vice president and I thought this would be a good time to list some of the more important and time consuming work for which this department is responsible.

Yes! The life insurance business is very interesting as well as challenging and with our rapid gro,vtli and expansion, we are well Gn thii to being among the top among all fraternals, I enjoy my work very much and what makes my job so pleasant is due to my fellow officers, our board of directors, our office employees,, district organizers, lodge organizers, youth directors, local lodge officers and the membership as a whole. May I say thanks to all of you for your fine cooperation and conscientious support for these past 15 years of my tenure of office, and to the delegates of the XXI Con-, vention, I wish to announce that I am seeking reelection to the vice president's office and your support will be greatly appreciated. I promise that if elected, I will continue to carry out the duties set out for this office to the best of my abilities,

REPORT OF SECRETARY

PRE-CONVENTION

Dear Sisters and Brothers of SPJST: Again it is time to make a preconvention report as provided by Art. 39 (s) of our by-laws. This will be my last report since I have decided in the last convention that I would retire at the end of 1972. I have announced that I will not be a candidate for my office in the Supreme Lodge in the XXI convention. I have enjoyed my work for our Society and it gives me a great deal of satisfaction that I have been priviledged to work with a group of dedicated fraternalists for so many years but I realize that it is time to step aside and let someone younger assume my duties in the Supreme Lodge.

The work-load increases with the progress of our Society. During the last four years we closed 506 mortgage loans in the amount of 88,325,933.51 and processed 670 certificate loans in the amount of $271,622.00.

We also processed 742 applications for cash surrender value of certificates in the sum of $229,075.49 and settled 412 endowment claims in the sum of $454,356.18.

We settled 1356 death claims in the last four years in the amount of $1, 625,924.63. The mortality of our members is gradually increasing but that is to be expected. The older our Society gets the higher the mortality ratio will be.

I am looking forward to the convention and I hope to enjoy it as I will not be worried about being elected.

The Supreme Lodge proposed/ many changes, amendments and revisions of the by-laws and I hope our delegates will study them and adopt the majority of them. The Supreme Lodge spent a lot of time considering the pros and cons of the proposed changes for the betterment of our Society.

I am particularily interested in and recommend the combination of the office of Secretary and Treasurer. I've served you as the secretary during the last 3 four-year terms so I know that

the combined office will function better if one officer is at the head of it.

I wish it had been so during my tenure of office. Many of the duties of the two offices overlap especially in the mortgage loan department. We need to streamline the operations and this can only be done by combining the two effices. Our Society doesn't need the additional officer but we need more assistants to the officers who can attend to the routine work and, at the same time, will be in the position to be able to perform the duties of the officer absence.

It is to the advantage of the editor to be appointed rather than to be elected in the convention. If the editor is doing his work conscientiously and for the best interest of the SocietY he doesn't have to worry about politics whether he will have an opponent in the convention. Our Society belongs to the National Fraternal Congress and I don't know of any Society that elects their, editor; all are appointed or employed by the headquarters.

The same applies to the attorney.

Who is in a better position .to judge the capabilities of an attorney and have him screened; the convention or the headquarters? I am sure that many of the delegates remember that our present attorney Bro. August Kacir was defeated in the XVI convention, for a four year term, because the candidate promised to work for lower remuneration. The result was that the Society suffered a considerable financial loss thru litigation in court and discord with the borrowers where the attorney attempted to collect additional fee from them. When he took office he demanded the fee that was set by the convention even though he promised to work cheaper. I believe that the Society will benefit if the appointment or employment of the attorney is left to the Supreme Lodge body.

ARTICLE 39 (k) reads as follows: "The Supreme Lodge, by a vote of at least nine (9) votes in it's quarterly meeting, determines the sale or purchase of bonds and stocks."

This article, as it reads, forbids the Supreme Lodge from investing any funds in bonds or; stocks except in quarterly meetings. This is not very good business. We have no opportunity to invest in high grade bonds because you have to buy them when they are offered on the market. There are times

that we have a considerably large surplus of funds on hand and no applications for mortgage loans or have applications pending the construction Of buildings which will not be completed for several months. At such a time the funds are idle in the banks but if the Supreme Lodge officers had authority to invest such funds in high grade bonds, rated AA or better, our Society could earn a much better yield on the invested funds.

ARTICLE 39 (m) reads as follows: Supreme Lodge shall never buy or through any means acquire title to real estate to protect an investnrnt in bonds where the real estate is ‘,Mtuated."

Why or how this article got into the by-laws I don't understand. Back in the 1930s before I was in the Supreme Lodge our Society invested in some Irrigation District bonds and the district defaulted in payments of interest and principal so the officers of the Supreme Lodge acquired title to some land in that district. This land was eventually sold at a very low price but 1/2 of 1/8 of the mineral and royalty was reserved perpetually. After the land was sold the Society received $11,418.93 in lease rentals and the property is now under lease with possibility for production promising. Had the Society not acquired title to the land and reserved mineral and royalty we know that we wouldn't have collected anything but since the Society acquired title to the land and reserved the mineral and royalties there is no telling what the future may bring.

I want to reiterate that the proposals for the changes in by-laws were carefully considered by the entire Supreme Lodge and the changes are proposed for the betterment of our Society and not for the benefit of any individual or individuals. The by-laws are rules and guidelines of the Society so let's make them so that they are practical and enforceable.

In conclusion I want to again say that SPJST has been good to me and my wife. We made great many friends whom we deeply cherish. I feel very humble and deeply indebted to the delegates in past seven conventions that they had confidence in me and elected me to the office of financial secretary and secretary. Dear Sisters and Brothers: It is my pleasure to present you my XXI Convention report, as required by Article 39, Section (Si of our 1968 ByLaws.

I am now serving my twelfth year as Financial Secretary of our Society. In all these years it was my desire to improve our working schedule, to maintain better and more accurate records and to help our Society keep a steady pace forward. To maintain this steady forward pace it takes a well organized Society, with all officers and departments working for one common goal. I am happy to report that I get excellent cooperation from all our officers, directors, and our office per onnel. always is my desire to work very closely with our 130 lodges. Our lodges are our future, therefore I am always ready, to give them all the assistance possible. It is my policy to take care of all correspondence daily and I trust that so far no lodge officers have been neglected.

The 1968 Convention added the premium refund checks to my department. Beginning January 1, 1969 through February 1972 we have issued 90,293 refund vouchers. Every week we receive the cancelled checks from our bank, and the bank statements are reconciled. The checks are assorted numerically and filed in our storage room. Luckily that our new office building has so much space, because We are really taking up the empty shelves. These checks have to be filed in such a way to become readil y available for reference. Almost daily we get letters- from lodges or - members requesting information about their premium refund checks.

I can see continued provem€int in the distribrition of these checks at lodge meetings and sorely they bring better attendance. The conuance of premium - refund program and also the refund to lodges really depends on the recommendation_ of our actuary. Personally, I would like to see both programs continuedl, Lodge membership rosters are made available to lodge, officers upon request. The rosters, arc a must for financial secretaries use, 'because ibis gives the lodge officer an accurate print-out of all their members. There arc many other ways that my department can assist our lodges and they have priority above any other duties in my department.

Besides the many varied duties such as r eco i nkng all payments daily, issuing reeHols o accounting for all bank statem,•Ms, looking' out the weekly and monthly pay roll, etc., We also have a number of other important (hales.

Every Thursday we make address changes for the Vestnik and print the addresses to mail to the publisher.

We are. mailing 12,128 copies this week, April 6th, and this figure changes almost every week.

All this detail work would be impossible without efficient office help, plus maintaining a proper work schedule. Brother Jerry Mikulas is my assistant-, and head bookkeeper, He is al so in his twelfth year in my department. Sister Dorothy Tyroch is my ,secretary and has worked in my office since February 1966. I also have a new employee, Brother Robert Haddock, currently on our training program, He started on March 1, 1972 and in the short time he is progressing very well.

The financial reports that follow are ;designated by schedules it, B, 0, and D and are referred to as such. Schedule A income and expenses is probably read and referred to more often than the other schedules, however study all the schedules, they reveal a four-year progress report of our Society.

Under schedule A, recapitulation, we show a four-year gain of !r„:;° on cash basis. This gain is ao-. smaller than it was in my re. wel the X.N Convention, but remember that we added a new expense, the premium refund to -members, and this expense item went into effect in 1969.

PRE - CONVENTION REPORT OE THE TREASURER OF SUPRENIE LODGE, SPJST I submit for your consideration a report of my official activities since assuming office on January 1, 1969. To serve in the Supreme Lodge these busy and exciting years has been a pleasant experience. The unparalleled increase of sales, growth of our Society's assets, and revival of lodge interest in certain areas has been encouraging. All of us are realizing that our society has entered the field of big business. We are well on the road to become a giant in the fraternal field.

The numerous duties of the treasurer fall into several basic areas of activities. To cover all duties in a report of this nature is of course impossible. Thus, this report will primarily touch on and summarize the more important responsibilities. I will not bore you with the many technical details and procedures required to carry on the work in the Treasurer's Department.

One of the most important areas of the treasurer's responsibilities involves his duties relating to the investment and reinvestment of monies received from our certificate holders. Our Society acts as a trustee of the funds belonging to its members. With this comes the responsibility of making safe, stable and good income-producing investments. As charged in our by-laws and as one of the three members of the three members of the Investment Committee of the Supreme Lodge, I have studied and evaluated each individual lean and investment and always based my decision on the action in the best interest of the SPJST. For the three years from January 1, 1969 to January 1, 1972, our assets increased from $16,656,984.44 to $18,006,986.06, an increase of $1,350,001.62. Net interest earnings on our total assets averaged 4.99% for this period.

On December 31, 1971, a high 79.1% of our assets was invested in 1 . 266 real estate loans. For the period from January 1, 1969 through December 31,

1971, the amount invested in real estate loans in my custody has increased from $13,770,201.78 to $14,245,111.65. It is my belief that our policy of making real estate loans to our member serves a dual purpose: that of making good investments for the society and at the same time that of helping our members with their homes, farms and businesses.

An elaborate system is used to keep record of our mortgage loans. I have Custody of title papers for each loan including 457 abstracts and some 1500 valid fire and extended coverage policies. The collection of payments is becoming more difficult but our system of collection has kept our loans in excellent condition. For example, in January, of 1972, there were only 19 loans delinquent three or more months. It is my policy to be lenient with a debtor if there is a justifiable reason for a delinquency; however, if it is clearly due to negligence or if it 'appears the society's funds are in jeopardy, prompt legal action is always recommended.

I have reported on the status of delinquent loans in each regular meeting of the Supreme Lodge. I have sought to manage our mortgage loans in a business like manner and to keep abreast of trends and laws affecting the loan business.

The next major bloc of our assets is invested in government bonds and securities, municipal bonds, and high grade corporate bonds. The amount invested in these categories has increased from $871,399.31 in January 1, 1969 to $1,303,288.80 on December 31, 1971.

This represents 7.3% of our assets. In compliance with our by-laws, we have gone to the bond and securities market only when our demand for mortgage loans fell off. Due to the high interest yield available, all of our recent bond purchases have been in corporate and government bonds. I feel that 'adequate precautions were taken on all of our bond purchases to assure the combination of safety and income we desired.

A small 2.7% of our assets is invest-

ed in common stocks purchased in 1967 at a cost of $48,721.50. In addition to paying nominal dividends, their market value has now increased to over $69,000.00.

The treasurer has in his custody all real estate belonging to the society.

During 1969, 1970, and 1971, the following loan securities were foreclosed and/or sold: REO No. 143 — Restauran' in Brazoria County foreclosed Nov. 3, 1964 and sold Feb. 10, 1970 at a profit of $2,478.00, REO No. 146 — Farm in Erath County foreclosed March 5, 1968 and sold January 1, 1969 at a profit of $530.00.

REO No. 147 — Farm ,in Burleson County foreclosed April 6, 1971 and sold at trustee's sale, no profit or loss.

REO No. 148 — }restaurant and lounge in Brazoria County foreclosed September 7, 1971 and sold Nov. 15, 1971 at profit of $67.30.

REO No. 149 — Commercial building in Brazoria County foreclosed on Dec. 7, 1971 and still on our books. We expect to realize a profit of around $15,000.00 on this property.

'It is my opinion that the best available price was obtained on each of the Properties sold. You will note the Society Either broke even or came out with a profit on each transaction, Real estate owned and under my supervision as of December 31, 1971 was valued at $1,003,621.34 and consisted of the following: Home office Building and 4 adjoining lots all valued at $891,520.29.

Old SPJST Building carried on books at a value of $88,750.00, now for sale.

REO No. 149 being commercial property near Angleton carried on books at value of $23,551.05, now for sale.

The treasurer has charge of the operation of the new home office building and 'acts as manager of the •rental and operation of the old SPJST Building.

The old building :for the years 1969, 1970, and 1971 showed a loss of $1,203.25 which can be attributed to the vacancy caused by the move to our new building in January of 1971 and the fact that it was necessary to spend

12 some $13,138.00 for repairs and remog to rent the vacant space. This approach has proven itself successful by the fact that the building is now over 90% occupied and its operation should show at least $5,000.00 profit this year.

The Supreme Lodge has retained royalty and mineral rights in numerous properties sold over the years. During the years 1969, 1970, and 1971, the come resulting from the royalty and mineral interests and negotiated oil leases has amounted to $68,146.36.

In accordance with our By-laws,- all income received has been deposited (tally in the banks designated as our depositaries. We have 13 banks so designated throughout the state.

In this vein, a number of changes have been recommended , to the by-laws committee. it is hoped that these will be studied by the delegates with an open mind. Our prime consideration should be that of keeping a strong and active organization not only for ourselves but for the generations for come.

The retirement of our good secretary,Brother Raymond Urbanovsky, will create a vacancy in that very important office. As announced to you in my letter appearing in the Vestnik of March 15, 1972, I am a candidate for the office of secretary of the Supreme Lodge SPJST. My 13 years of experience here in the home office would be invaluable to me if elected and would enable me to assume the duties without any disruption. Conforming to the pleasure of the delegates of the 1968 Convention held in Dallas, Texas, a new and beautiful office building has been built and was dedicated • on Jan. 31, 1971.

We, your directors are mindful of the changing times, and we have been concerned with the need for changes in our by-laws. And we so recommend that the proposed changes to the bylaws by the Supreme Body be adopted.

We, also believe that the delegates at the coming 21st Convention, consider the appropriation of a certain amount of money for lodge loans, which would be used to re-activate dormant lodges, new chartered lodges, and lodges that will meet specific requirements in accordance with the pro-

ITASTN posal set out by the Supreme Lodge Body. This we heartily recommend and believe that it will be for the best interests of the Society.

Our last examination by the State Board of Insurance was made by Mr. Millard Morris and Mr. Malcolm Rudd, State Examiners, and by' actuary, Mr. Max Werkenthin. The period covered by this examination was Jan. 1, 1967, through December 31, 1970.

A TENTATIVE report by the examiners indicates that everything is in order.

All Supreme Lodge meetings and special called meetings were held as required by our by-laws where many decisions were made, but always in a fraternal manner.

Wednesday, April 19, 1977 PRE-CONVENTION REPORT STATE YOUTH DIRECTOR I accepted the job as your State Youth Director December 1, 1971 and since then I have been so grateful for the friendship and cooperation I have received from all the good SPJST members here in the office and over the state. The officers and employees in the office are so easy to work with and talk to. Regardless of how minute a problem may be, it is good to be able to talk to someone about it, and that is just the kind of superior Brother Morris has been to me. We have discussed many things concerning the youth department and I feel that much has already been accomplish since I have been in the office. N,i1Definite plans are made for the year concerning camp, YAD, State Royalty, and 'the selection of the Miss SPJS'T at the convention. There are plans to make minor changes in the Youth Rule Book that will benefit each lodge member, especially' the young people. This will take time and study so' that everyone will benefit from the changes.

From the seven districts over the state there are 46 lodges with active youth clubs, and pros pects of more to be or g anized or re-activated this year.

The District Youth Directors are doing a good job to keep th y. lodges interested in their youth program and the youth leaders are keeping the youth interested in attending the meetings and socials of the lodges. This idea of keeping the youth interested in the SPJST is very important b ecause they are the future of our Society, and we need their concern in our organization to make good leaders in the future.

I have attended two district meetings and enjoyed both of them very much. I especially enjo yed the selection of the Miss SPJST candidates from these districts. The districts showed that they have their youths' interest at heart by having good contestants for the Miss SPJST contest.

Miss Nina Sue Lednicky from. Lodge 9 will represent District I. Miss Kathy Mandak from Lodge 84 will represent District III, and Miss Cheryl Gaydosik from Lodge 42 will represent District V. I was sorry to miss the meeting of District V due to a conflict in the meeting. in District I. The other districts will be selecting their Miss SPJST candidates shortly, and the pictures of all seven contestants will appear in the convention issue of the Vestnik.

Dear Readers: FRATERNALIST — This smilis to be the key word, but just how do you define one? The chances the first thing you would do is to look uP a dictionary and this just makes it a "word" that has been Celi led. It is so easy to ask the question of someone else, but what are your own standards as to a fraternalist? Do you say you are one and then when the o p portunity arises to show that you a: . a one, you back off. Yes, we are all ir iternalists in thought, but we are all not fraternalists in actions and deeds — there is a difference.

We can add the words Benevolence, Humanity and Brotherhood to the list of very excellent subjects to write and talk about but when should be put to practice they get shuffled aside because of our personal s(llish selves; after all, we are humans. Also we all believe in the democratic way — the freedom of speech, which is the right

18 to he heard, whether we like it or not; the freedom of press, which. is the right to express an opinion as long as it does not slander, but how many times du we really exercise this right when it should be exercised 'and we wonder, afterwards, why we did not do Vile, as dOlegaes should exercise there rights at the Convention. We should go there as informed delegates; study the by-laws; and then study the recommendations. We should go there with the conviction that we will work hard and consider everything thoroughly. IMPORTANTLY, we should go there with this uppermost in our mind; "IS IT GOOD FOR THE ORDER." We should not be a lamb and just follow. We should have the moral courage to be out-spoken and defend what we think is right and deplore what we think is wrong. We should recognize past wrong-doings and seek ways to correct them. And we should give praise where it is due. We should not be part of a "team" if there are any doubts at all. "Teams" are a very integral part in any society and if a team works together the way our team at Lodge Jaro No. 130, Dallas, you are fortunate. We all express our opinions, our thoughts, our disagreements and then we work it, out to the best interest of our lodge together. I must add, we have had some very fine successes.

We should realize the importance of putting too much power in one place as this can be detrimental to our great Society. We should distribute the power so it will be channeled to make cur SPJST a greater 'and better Society.

President Frank Zabransky called the meeting to order, followed by the pledge to the United States flag led by David Zak, youth club vice president and Ronnie Sevelk, youth club member.

Assistant secretary, Helen Zabransky read the minutes of the last meeting and they were approved as read Secretary Charles Holy read the correspondence.

It was decided that the next meeting be held on Mother's Day, May 14th beginning at 2 o'clock.

Youth leader, Leona Miculka, gave a report on the youth. She also announced that the youth club is planning, a program for Mother's Day. Refund checks were given out and our meeting was adjourned.

The afternoon was spent in conversation and playing dominoes. Refresh-

T ments and a delicious lunch was served.

The April birthday cake was won by Mrs. Rosie Orsak. Others with an April birthday were Mrs. Toni Galetka, Mrs. Andela Zabransky and Charles Holy.

Frank Zabransky won the adult door prize and Chris Muenster the children's 'foor prize.

A moment of silence was held for our late Brother Henry Kovar. He will be missed by all Who knew him and our deep regards are extended to his bereaved family.

A motion was passed to install a water cooler in the corner by the kitchen and a committee was appointed to investigate costs of replacing the worn curtains with vinyl shades Brother Carlson Jakubik is to be congratulated on his re-election as president of District I. Miss Nina Lednicky is also to be commended on election as number one in the 'Miss SPJST" contest. Our youth club ranked second in the poster contest, too.

Cleanup night before hall functions was stressed and the next dance will be April 22 — music by the Polka Dots.

Therefore, cleanup night will be Wednesday, April 19. Everyone is urged to do his share.

Our next meeting will be Sunday, May 7, and it will be preceded by 'a covered dish dinner.

LODGE NO. 17, NEW TABOR Dear Readers, On April 9, 1972, the New Tabor Lodge held - its monthly meeting. The meeting was called to order by President Willie Trcalek. A resolution of sympathy was read for a departed member. Afterwards, two new members were admitted into the lodge.

The bluebonnets, the Indian paint brushes, the phlox, and the buttercups along the highways are most beautiful this year, so those of you who did not get out to see this beauty that nature holds for us, you are missing a big treat.

Our April meeting was held the second Sunday at 2 p. m. President Charlie Matcek opened the meeting by a pledge of allegiance recited by all members present. A silent tribute was paid to our deceased members, Sister Stephanie Stach who passed away last week at the age- of 83 years, and Brother Ernest Rybak, Jr. age 49 who died in a tractor accident. It was indeed a tragic death and a shock for the whole family and the entire community. We would like to express our deepest sympathy to his wife, Sister Martha Rybak, and their two little daughters, and also to his parents, Brother and Sister Ernest Rybak, Sr. The minutes from the previous meeting were acce pted as read by the ledge Secretary Mary Werner. Acknowledgement was read by the president of the receipt of payment for a congratula-

tory ad to the convention issue of the Vestnik. (Editor's note: You must be referring to the "Convention Souvenir Book" being sponsored by the Convention Steering Committee of Houston Lodges 88 and 1420 Sister Kolaja reported on the sick members Brother Alvin Blinka had a very serious surgery. He is at borne now and doing well. Sister Tina Marie Fojtik was in a car accident and suffered a broken leg and head injuries.

She has been on a critical list for 3 weeks, and only yesterday she has been moved from an intensive care unit to a private room and is able to take liquid food by mouth. This is g reat news for the family and all who know her, for she is a lovely person and deserves all the breaks she can get.

She was on the sick list and Brothers Jerry Sijausky and Chas.

Holasek were also. Brother. Sassin introduced our new visitors, Brother Eugene and Sister Thelma Hrncir, members of Lodge No. 117, - Robstown. Brother Hrncir announced that he is the candidate for the office of District Seven (VII) SPJST Diteetor and asked for the delegates' support in the next convention.

The minutes were read and approved.

Secretary Stasa, read the answers to questions received from the SL Secretary Raymond Urbanovsky: QUESTION I: I wish to know when the names of delegates will be announced in the Vestnik, the: number of their votes, name, their lodge number and address?

ANSWER: The delegates' names and number of votes will be published in the Vestnik in the first part of May. The address blank. For many years the addresses have been included, but in the later years have been omitted.

QUESTION II: If the local lodges will be entitled to the number of votes counted in November Or in the nearer months before the convention? • ANSWER: The number of the votes will be counted finally on April 15th.

QUESTION III: Does the money deposited in the banks on checking account bear any interest?

According to the Supreme Lodge financial statements published monthly in the Vestnik, we have noticed, that there are large sums deposited in those banks and should bear some interest, Reports from financial secretary, treasurer and youth leader were accepted with applause.

The SPJST Youth Club Democratic Political Rally on March 26 was successful at the fund-raising and net income was $586.78.

Sister A. M. Castro, instructor of "Learn Czech", announced that the first lesson will start April 11, at '7. p. m., at the Sokol Hall. Our local Lodge No. 56 bought the textbook (sCehnice) and Mr. Nolan Peal donated the blackboard, for the classroom.

Many thanks to all who have interest in the activities of the youth club, in the Czech classes, and who are attending our monthly meetings.

20 LODGE NO. Prt, PASADENA Dear Members, Due to President Bro. Victor Peter being hospitalized in St. Joseph's Hospital, Second Vice President Bro. Bennie Matusek called our monthly meeting to order on April 6 and conducted the meeting until Vice President Bro. Malek arrived. We are indeed fortunate to have Bro. Malek and Bro. Matusek to carry on in the absence of Bro. Peter.

The pledge of allegiance was led by Richard Malek.

The minutes of the March meeting were approved as read with the exception of the hour the dinner and dance was to start on Sunday, A p ril 9.

The following members donated pastries to the kitchen during the month of March: Sisters Hlavaty, Voldan, 'Donlan, Klechka, and Bro. Popps. Also donating were Sisters Sodek, Peter, Myers, Johnson, and Mikeska. I am hoping I did not leave out any other member who donated. These donations are greatly appreciated. They are also enjoyed by the members and guests.

Sister Baker reported that Sister Hlavaty had been ill and Bro. Peter was in the St. Joseph Hospital. We are glad to see Sister Hlavaty back in circulation and surely hope Bro. Peter will keep improving and be home soon.

Our initation of new members was postponed until a later date. Watch the Vestnik for further notice.

We were happy to have one of our new members, Bro. Miller, attend the meeting. He paid the SPJST a great compliment when he stressed that this was a place where you could bring your family and friends and not be worried that something would happen.

Temple, Texas Dear Brothers and Sisters: Since the officers of our Supreme Lodge are asked to submit a pre-convention report of their four years of activity, I feel that I should make a report on our Library, Archives, and Museum. The last two years were the

happiest of my life to work with the officers of the Supreme Lodge and my fine co-workers.

Our library is slowly growing and we have the following books for your use.

538 !almanacs such as Amerikan, Hlasatel and others 272 English books 104 Educational books 211 Historical or history books 157 Religious books 56 Pictorial books 143 Bound Magazines 65 Agricultural books 23 Sokol books 66 Song books in all languages 208 Medical books 336 Musical books and sheets 1345 Theatrical books We have a total of 6,706 books in our library in Czech, German, Spanish, Slovak and French.

In our archives we have all pictures of present- and past presidents of the Supreme Lodge, all convention pictures that were Laken, pictures of many special occasions of our Society, all the Vestniks since 1932, all the by-laws from the first to the present and many other historical pictures of our Society's activities.

In our museum we have something over 900 items and each item. has a descriptive card in both Czech and English languages describing the item and the name of its donor. Not long ago we had a visit from the state museum consultant and he said he was very pleasantly surprised at the modern display he found in our museum and that we should be proud of the fine quality of our museum and with your help we will make it even better.

We have had visitors from twenty states and these- were from. Iowa, Ohio, Montana, Minnesota, Illinois, Oregon, Florida, Arizona, New Mexico, Georgia, Michigan, Washington, D.C., California, Arkansas, Oklahohia, Nebraska, Wisconsin, Missouri, and Virginia, also from Czechoslovakia and Canada without any kind of advertising.'

We have 127 donors of books and 121 donors to our museum; among them the largest donation came from Dr. J. J. Shiller of Rowena who donated his entire medical equipMent, instruments, books, furniture, medicines, etc.

Now I would like to tell you some-

Wednesday, April 19, 1972 !thing of our officers and I will begin with our president, Brother Nick Morris. When I came to the Supreme Lodge my workshop was located on the fifth floor of the old building and he would always find a little time to come up And see how my work was progressing and always had a word or two of advice on how we could make thinks better and I was very happy to get his help and I have never heard his complain. As you know, he underwent a very serious surgery last year and, for a while, he was on the weak side as the old saying ,goes but he came back as soon as he was able to 'get around and worked. Slowly he regained his good health and now he doesn' know when to quit working.

Brothers and sisters, he is a different type of person than when he came to the Supreme Lodge, he has gained experience that no one gets easily and these experiences are very valuable to our Society and will become even more valuable in the future and I don't know where we would firoid such experience as Brother Morris has. For all of us working here at the Supreme Lodge, it's a pleasure to work with such an officer who is ever ready to help us whenever and wherever he can, so it is a joy to work with him. I would like to recommend to you to have confidence in his abilities, such as we have who work with him.

Brother Joe B. Hejny, our vice president, as all of you know, has been through serious surgery and illness in 1971, but there are not many people among us who work as hard as our "Joe B," as we affectionately call him.

He is always ready to help anyone in anything with a smile on his face.

Brother Hejny also has valuable experience which he gained by many years of hard work and experience that our Society needs.

Brother R. A. Urbanovsky, our secretary, is also a very experienced officer, always ready to lend a helping hand when and wherever he can and it is a joy to work with him, and we regret that he has decided to go fishing after the first Of the year and we all wish him a beautiful retirement when that time comes.

Brother Ben Zabcik is one of the first to be on the job every morning and always comes in smiling with some cute joke to tell us and it is a real joy to greet him every morning. Brother Zabcik carries a heavy responsibility

Wednesday, April 19, 1972 and his experiences are valuable to our Society.

Brother Leonard Mikeska, our treasurer, carries the heavy responsibility of looking after our properties, our old building as well as our new building. Sometimes I wonder how he manages it all because it is not an easy job; then he co-works with Brother Urbanovsky so that the wheels of our Society run more smoothly and, believe me, every officer of the Supreme Lodge deserves a bouquet of flowers.

We have, here in the Supreme Lodge, a very able and loyal working force.

All of them are sacrificing hard workers. I am not going to name them but I will say that everyone of them are ever willing to help another at any time. Everything runs smoothly as the saying goas, "Just like it was well oiled" and were it not for the sincere dedication and loyalty to their work it would not be possible to run an $18 million business with such a small working force as we have in our Supreme Lodge.

During the past 5 years I have been assistant youth leader, youth leader twice, and district youth director. I do enjoy youth work and I treasure the many friends I have made throughout the state since I have started working with SPJST youth.
