FROM THE EDITOR'S DESK CONVENTION RE-CAP The next issue of the Vestnik will be the convention issue — 64 pages in length and on a better whiter grade of paper called Texbrite. Material has been steadily coming in, and at this point, it looks like we will be filled up. We sincerely hope you enjoy that special issue. We will not have an editorial next week, so in this last issue before the convention issue, we wish to re-cap some of the most important things that will come up for discussion and decision on the convention floor. 1) Sentiment seems to be strong in favor of a new headquarters building. The big question comes up — where? That will have to be decided by the delegates. Any city has a right to bid for the new home office, and will have to produce facts and figures backing up their position. Last week, Brother Frank Klinkovsky of Temple outlined why he and other members in that area feel the new building should stQlr in the Temple area. 2) Regardless of where the new building is located, plans should be included for a Museum, Czech library, and SPJST archives collection. The latter would • include historical documents, records, convention pictures,

and other publications relating to the SPJST. It should be spacious enough to take care of any necessary expansion. The same goes for the entire building itself. 3) A new rest home (or homes) and where? The addition of another wing to the present home is a certainty, regardless of what happens otherwise. The Gulf Coastal area is bidding for a new rest home in the Needville-Rosenberg area. If we build two, the other will probably be built farther north, perhaps even in District IV in the Seymour area. The administration of such a home or homes will have to be considered. Will we create a separate board of directors for each such installation or let the present body handle all of them? Brother J. M. Skraba.nek will probably have some recommendations on this point. 4) Everyone seems to be in favor of paying dividends to our policyholders. One suggestion has included payment of dividends on a policy that has been in force not less than 10 years. Other details will have to be worked out in convention. 5) Further relief to our older members, offering still more reductions than those provided for in Art. 46 of our by-laws. 6) Direct billing. The by-law committee is in favor of instituting this

system by January 1972, but approval, or at least, discussion of it will take place in this convention. This would simply mean being billed for your insurance premiums by machines in the Supreme Lodge. There are good arguments both for and against this proprosal. It might be good from a strictly business angle, but many fear what this system would do to our lodge system and fraternalism in general. 7) Consolidation of Supreme Lodge offices. The O&A Committee recommended the consolidation of the duties of the financial secretary and treasurer. For some reason, the by-law committee did not make such a proposal, and there seems to be a good deal of doubt as to whether this move would be a wise one. Frankly, not enough light has been shed on the matter. Two schools of thought are diametrically opposed on this issue. (This is being written prior to a special meeting in District III when, it is hoped, more information will be revealed on the matter). 8) District Organizers — Yes or No? Whether to retain the present system, of district organizers was a matter of concern at the last convention in Waco, and the prospects look good that this matter will again come up this time.
