200 MILLION IN NOVEMBER
Some time in the middle of November, 1967, the population of the United States will reach 200 million. It should happen on or about Nov. 20th, according to an Institute of Life Insurnace projection of current Census Bureau figures. It will happen almost 53 years after the population passed 100 million. (And, if present trends continue, the population will cross 300 million before the end of this century.) Who will be the 200 millionth American? His or her identity will undoubtedly never be known for sure. It could be someone stepping off a ':Jane or ship from abroad or crossing the border from Canada or Mexico — since immigration contributes a net gain of about 400,000 people a year to U. S. population. But it is far more likely to be an infant born that November day. The number of births in the United States exceeds the number of deaths by about two million a year. Chances are that it will be a boy, since more boys are born than girls (although more girls survive to adulthood). And chances are better that he will be born in California than in any other state because more births occur there. (Incidentally, the state with the smallest population, Alaska, has the highest birth rate).

Or he might burn out to be a New Yorker, since far more children are born in New York than in any other city. The nation's population is currently growing at the rate of more than four persons every minute, about 260 persons every hour and about 6,240 every day. Only three other countries have populations of more than 200 million. Communist China's was estimated last year at more than 760 million. India's is approaching 500 million. And the Soviet Union's was estimated last year at about 234 million.
SEPTEMBER 6, . Give and Take
When the teacher in a high school class in economics found that his pu pils were in favor of the theory of taking from those who had more than enough and giving it to these in need, he announced that beginning immediately, he would put the system into operation in his class. He would subtract from the grades of the top students, and add it to the grades of the poorest students, so they all would have an average grade. The first month the system worked pretty well. The grades of the best students were high enough to offset the deficiency of the lower ones, and the class average was above the passing mark. Then the situation changed. The top students saw no reason to put forth the ,extra effort required to get good grades, with which they would not be credited. The medium students put forth less effort for they were assured passing grades. The dullards did not work at all, since they would pass with the aid of the grades taken from the others. So, while at first the system provided passing grades for all, within a very short time the entire class was failing. They then realized that this theory was impractical.
