ACCOMPLISHMENT

In fraternal societies such as ours, we like to use the term "certificate" rather than "policy," and rightly so. Policies are contracts on paper or business contracts. Certificates are more than that: they bind the membership of the society with certain rights and privileges of the society, who, in turn, share in its benefit funds in the amount and to the extent stated in the certificate. As members, We have the right and opportunity to write new by-laws, amend old ones. We have a major share in welfare and community projects. We identify ourselves with a local unit. The lodge facilities are alavailable to the members, with aid in the time of need. Such a benefit society places a mutual obligation on all, as well as benefits. The certificate, above all else, stands for protection. Secure citizens serve the community and nation in general. • •

From time immemorial, Man has sought ways and means of protecting himself and guaranteeing himself the best security available. The dictionary defines security as " . . . the quality or condition of being free from fear, anxiety, or care." People who are concerned with the lives of people tell us that health, happiness, and even emotional stability are dependent to some degree, on financial security.

The SPJST, now in its 69th year, offers just the plan to suit your particular "security" needs. You will be joining the ranks of many thousands of "secure" people. It is no longer odd or old-fashioned to have adequate life insurance protection. It is a MUST. It is the faultless "shock absorber" against the two greatest hazards facing all of us: that of dying too soon, or living too long. primaries. It wal3n't because fewer voters were eligible to vote because the free voter registration period in March increased the voter lists to an off-year record high. There were also plenty of issues. So, why didn't the people vote? Nobody really knows. Even with the liberalized voting requirements, convenient registration locations, still about two million Texas adults did not bother to register! And of the three million who did, more than half did not vote in May! These sad facts should pretty well lay to rest the argument that if you make it easy enough and free, more people will exercise their voting privileges. A lot of people have felt all along that the "right to vote" has always existed; voting responsibility is something else. In the final analysis, the citizen who really cares about the way his city, county, state, and nation is run, will exercise his voting rights somehow. It's not so much the question of "have-nots" and "haves" as it is "cares" and "carenets." As fraternalists and conscientious citizens, we should and must practice our civic responsibilities. That's part of fraternalism.

Why? The figures are now official: about a half-million fewer Texans voted in the May primaries than in the 1964
