FROM THE EDITOR'S DESK THIS THAT, AND THE OTHER Income Drop Cash receipts of Texas ranchers and farmers from 1964 business showed a 7 per cent drop from 1963, according to Cary Palmer, US Dept. of Agriculture statistician at Austin. Total 1964 income amounted to $2,369,000,000. Crop income dropped 9 per cent to $1,290,000,000 in 1964, while sales of livestock, pouultry and their products were down 3 per cent to $1,078,000,000. This decrease in farm income is of the utmost concern to Texas farmers. Farm income affects the economy of the state, from one end of the state to the other. Many of our cities and towns are almost entirely dependent upon "agribusiness," business derived in large part, or in whole, from farm income and farm products. Of course, Texas is not as dependent upon farm income as was the case 15 or 25 years ago, but many cities cannot prosper without rural economic stability. The bleak agricultural outlook darkens the otherwise bright economic horizon of our state and the entire Southwest. • • Fraternals Denied Tax Relief There are some 11 or 12 "Lodges" or fraternal groups exempt from public taxation, under the provisions of existing specific Texas laws. The SPJST is not one of them. A recent newspaper story out of Austin, written by Dallas Morning News correspondent Carl Freund (a native of West), tells

"Children are now tyrants. They no longer rise when elders enter the room. They contradict their parents, chatter before company, gobble up their food, and tyrannize their teachers." Shocking? Relax. What you just read was written by Socrates in the year 400 B.C. of the efforts of a Dallas legislator to add the Masonic lodges in Texas to the list of those exempt. As proposed in the State Senate by its sponsor, the bill would have affected only non-profit property owned by the Masonic Grand Lodge and its "subordinate lodges and appendant orders." The bill had rough going in the House of Representatives, and after some debate, an amendment was added which would have granted exemptions to "all other fraternal organizations which the State Comptroller may find similar in type and purpose." State Representative John Traeger of Seguin stated that he would certainly "not detract from the great contributions by the Masons to our society. But we also have other fraternal groups which also make great contributions, and we should treat them all alike."

The chief argument against exempting the Masons and others who have recently applied for similar exemptions, was that "a tremendous amount of property would be taken off the tax rolls." Members of the House of Representatives, when the final vote was taken, defeated the proposed exemption by a vote of 70 to 46. Thus, the same number cif originally exempt organizations retain their exempt status. • • Governor Hughes of the State of Iowa is hell-bent on taxing the premium income of the Western Bohemian Fraternal Association, based in Cedar Rapids. It has not become a reality yet, however. Time will tell. • • Child Neglect and Abuse Child neglect and abuse is growing in magnitude in this country, according to Dr. Leontine Young, executive director of the Child Service Association of Newark, N.J. Dr. Young stated: "child neglect and abuse is a twofold and age-old problem. The offenders can be divided into two groups — those who simply neglect their children and those who deliberately abuse or even torture their children." Children in the latter category are often victims of parents with psychological problems, and sometimes suffer fatal consequences. Dr. Young, author of a book on the subject, said there is evidently no solution to the problem. "The only thing we can do is remove the chil-
