Povzbudili jsme einnost naSi Mladeie, nasi neasti v okrskovYch schilzich, a naSi freasti radovych schfizi. Ziskali jsme velky pact norvYch elenti s vetSim obnosem noveho pojiSteni a finanane jsme take dobie postoupili. NaSe bratrska snaha se ,uplatnila, spolupraci nas vSech.

we worked together in a true spirit of brotherhood. We shared together, the happiness and sorrows, all that befell us during the year. We now rejoice upon the success and the gains our Order made and we rejoice upon reaching our goals.

We encouraged the activities of our Youtlr, by attending our district meetings, by attending our lodge meetings, we gained a great number of new members with a greater amount of new insurance and finally, we made good gains. With the help of all of us, we were successful in our fraternal endeavors.

Standing on the threshold of a new year, we the members of the SPJST should dedicate ourselves to continued service in our fraternal work. The future offers us unlimited possibilities and success will be ours, if we apply ourselves to the tasks.

Today's trying times prompt us, as worthy citizens of our Nation and as workers in the realm of brotherhood, to help to secure and maintain lasting peace in the whole world.

Federal law requires, with few exceptions, that every alien in the United States on January 1st of each year must report his address during the month of January. This requirement includes not only aliens who are permanent residents, but non-immigrants temporarily here as well — foreign students, visitors, seamen, and treaty traders, to name a few.

Aliens who are temporarily absent from the United States during January must report their address within 10 days after their return.

The report, which is made on the Annual Address Report Card; (Form I-53), can be obtained through any U.S. Post Office or local U. S. Immigration and Naturalization Office. When the card is filled out, it should be handed to a postal clerk or immigration office employee. It should not be mailed.

The law applies equally to alien children, but if they are under 14 years of age their parents or legal guardians • submit the address report for should them. Should an alien be confined to a penal or mental institution, his legal guardian is required to make the report.

An alien who is ill may send a friend or relative to obtain the address report, and then have the filled-out card returned"to the issuing clerk.

The only exceptions to the address report requirement are non-citizens in diplomatic service, foreign representatives to the United Nations, and persons temporarily 'admitted to the United States as agricultural laborers. Income Tax Filing Time New Year's Resolution College Station — The year of 1961 "Keep Records" will soon be history. For many people,

the end of December means the conclusion of another tax year and that tax obligations must soon be met, points C. H. Bates, extension farm management specialist.

Before tackling the tax reporting job, Bates suggests that farmers and ranch-; men get a copy of the Internal Revenue Service's 1962 edition of the Farmer's Tax Guide. It is available without cost from trie offices of local county agents or those of the Internal Revenue Service.

The guide is written in easy-to-read style and includes examples of problems worked out on the applicable tax forms, bates says.

As for the dates , January 15 is the deadline for farmers and ranchmen. who want extra time for filing their final report to file their 1961 tax estimate. If the estimate is filed, Bates explains, the final .date for filing of the 1040 form is extended to April 15. If no estimate is filed, February 15 then becomes the deadline for making the final tax report.

These deadlines, points out the specialist, apply to taxpayers who derive twothirds or more of their 1961 gross income from farming or ranching.

Another important consideration is the reporting of hired labor and the social security tax on wages paid. Either of two tests determine whether or not a farmer must pay the social security tax on wages. If the worker was paid $150 or more during the calendar year or if the worker was paid wages (on hourly or year, the 9 per cent social security tax day basis) for 20 clays or more during the should have been deducted from the cash wages.

There are birth certificates, receipts, copies of tax returns, sales contracts, and a host of other papers. With a little tidy record keeping, you can make life easier for yourself and your family when you are • gone.

So, why not make a New Year's Resolution to follow these suggestions: 1. Get a heavily bound notebook folder or file folder as a central collecting point for all the records of your affairs.

2. Put your especially important papers in your safe deposit box, but make a list of those papers and a brief summary of their contents to put in your home file.

3. Get for your files copies of birth certificates for all members of the family, and add them to the file. Add your marrige license or at least a statement as to when and where you were married and by whom.

4. Insert your will or a copy of it. If your will is kept elsewhere, include a note telling where it may be found.

5. wring the year, put into the file your income tax withholding statements and receipts for expenditures which may be deductible. Then keep a copy of each year's tax return in the file.

6. Make a list of all the stocks and bonds you own and where they are.

7. List all the places you have lived and worked and the names of persons there who you know. Include the schoolsyou have attended and the dates you left or were graduated.

8. If you may have benefits coming under a profit - sharing plan where you work, make a note of that too.

Loyalty Oath Is Out

The Supreme Court of the United States is still bending over backwards in its opinions to protect what it calls the rights of an individual. There is less concern about the rights of America in the battle with international communism.

On a recent Monday, the day' when the highest court convenes to hand down opinions, it found in favor of a schoolteacher in Orlando, Florida, who was fired in 1960 for refusing to sign Florida's loyalty oath.

Part of the oath, the court ruled, was so vague that "men of common intelligence" would have to guess at its meaning. If you draw a pay check from the State of Florida, you have to take this oath.

Dispatches did not quote the oath, so we obtained it from Washington to see what part is so vague that "men of common intelligence" would have to do a lot of guessing.

Here is the oath: "I . a citizen of the State of Florida and the United States of America and being employed by, or an officer of , . . . and a recipient of public funds from such employe or officer, do hereby solemnly swear and affirm that I will support the Constitution of the United States and the State of Florida; that I am not a member of the communist party; that I have not and will not lend my aid, support, advice, council or influence to the communist party; that I do not believe in the overthrow of the government of the United States or the State of Florida by violence; that I am not a .member of any organization or party which believes in or teaches directly or indirectly the overthrow of the government of the United States or Florida by force or violence."

Read it again, please.

Do you understand it? If you don't you had better go back to school.

The part that is so vague, according to the court, that "men of common gence" would have to guess as to its meaning is about halfway through the oath. The vagueness makes the whole oath unconstitutional, the court ruled.

Here is that part: "that I have not and will not lend my aid, support, advice, council or influence to the communist party."

In defense of the court, it is conceivable that an individual asked to sign the oath might "aid" the communist party by making a speech in favor of racial integration — because the communist party certainly favors integration.

If an individual asked to sign this oath happened to see the head of the communist party, USA, walking across the street, and put on his car brakes rather than run over the rat, he conceivably could be "aiding" the communist party of the USA. But that is legal straining at a point.

And our point is, the Supreme Court has done a lot of straining to rule out statutory efforts to protect this country from subversives.

The Internal Security Act was passed ih 1950. Not until this year — 11 years later --- were legal roadblocks cleared so that our Justice Department could crack down on the communist party and its members in this country.

Medical Care Under Social Security Pushed Washington — A task force has been set up within the Department of Health, Education and Welfare to push for medical care for the aged under social security.

Creation of the force was disclosed recently by Wilbur J. Cohen, the department's assistant secretary for legislation and an expert on social security law.

To help us make this nearly two-hour program more enjoyable, we had the assitance of a 5 piece combo that calls themselves the "Country Cut-ups." These boys are really entertainers, and we enjoyed them as much as the veterans did.

Incidentally, the "Country Cut-ups" are on a Television network out of Tyler every Saturday afternoon. The Czech Choral Group sang English and Czech songs, and later sang Christmas Carols for the several hundred veterans attending the party.

Santa Claus arriced as was expected with a big load of gifts and goodies which he distributed among all who were present. I can say the party was a success and was enjoyed by all.

VIRUSES STUDIED The fact that birds are a reservoir of some diseases transmissible to man has been known for a long time. However, the mounting store of knowledge concerning the arboviruses (literally birdborne) is a comparatively new item of public health research.

Some of the more common diseases caused by these viruses occur in Texas.

These are the St. Louis encephalitis (mistakenly called sleeping sickness) and the Western and Eastern equine types.

The names signify where a particular virus was first identified.

HEALTH AND SAFETY TIPS From The American Medical Association Americans are always getting hurt.

The nation's 185,000,000 people have about 30,000,000 accidents every year that are sufficiently severe to require medical attention. No one knows how many others—tens of millions at least — who suffer minor cuts, burns and bruises that require first aid.

People always have, gotten hurt and probably always will. We don't even necessarily learn from experience. How many times each year does the lady of the house suffer a minor burn while working in the kitchen? And it goes on year after year. Or haw many times each year, or even each month, does the man of the house nick or cut himself during, the morning shave? He knows how to. shave carefully, but he's in a hurry most mornings.

With a few exceptions, almost every one of those 30,000,000 accidents requiring medical attention could have been avoided by a little care and foresight. This we know and admit, but we still have accidents.

The American 1VIedical Association, in Today's Health Magazine, offers 10 basic points for parents as safeguards for families. In drilling the youngsters on safety rules, the parents also remind themselves to be more careful.

I. Know and follow safety practices yourself. .2. Equip and maintain your home and yard safely.

3. Install and use safety belts in your car. Keep the car in safe condition at all times.

Puzzling transmission cycles are the hallmark of these viruses. Encephalitis is borne by birds. However, transmission of the virus from birds to horses or from birds to man is through mosquitoes.

There apparently is no direct transmission from horse to man or from man to man.

The responsible culprit is a family of mosquitoes called Culicine. These include the common household mosquito — Culex tarsalis — and a mosquito common to rural areas — Culex quinquefaciatus; There are others, but these two cause the most trouble in Texas.

Outbreaks of St. Louis enc.epnalitis have occurred in the Lower Rio Grande Valley in recent years. This virus rarely, if ever, causes definite illness in equines.

In late summer and fall of 1961 several cases of encephalitis were confirmed by the State Health Department's Laboratory Section in Austin. Most of the cases were reported from counties of south and west Texas in the Hi-Plains area.

The control of Culicine mosquitoes ;s difficult because they breed in tremendous numbers in irrigated_ areas. A favorite breeding spot for these mosquitoes is residual waters — in ditches following heavy rains or unabsorbed irrigation water.

Austin — Above average hunter success was reported on deer harvested in two Game and fish Commission management areas west of the Pecos, according to Al Springs, wildlife coordinator.

In the Black Gap area, which borders the Rio Grande and the Big Bend National Park, 210 hunters killed their deer.

Factually, for the area there were 501 issued permits, with 387 hunters re p orting for the hunt. They took 210 deer and 35 javelinas. This gave a 54.3 per cent deer hunter success.

On the Sierra Diablo wildlife management area in Culberson County, the hunter success was 61 per cent. There were 100 permits issued; 77 hunters showed. They killed 47 deer.

These are two of the areas owned by the Commission, were public hunts are permitted each year when there is a surplus of game to be removed. Permits are issued to applicants after a drawing of names. Hunting in the other areas will be reported shortly after Jan. 1.

Mr. Polasek passed away at Point Comfort Monday, December 18, 1961 at 9:45 p.m. where he had gone two weeks previous in the interest of his health.

He attained the age of 57 years and 17 ,days. He was born at Shiner, December 1, 1904, son of John and Agnes (Pay-ilea) Polasek. He was married to Elsie Hafernik on October 17, 1924 at Taylor. They lived there for three months and returned to Shiner to make their home.

With the exception of 5 years at Sugar Land, he lived all of his life at Shiner.
