SUPREME LODGE The Supreme Lodge is composed of president, vice-nresident, secretary, financial secretary, treasurer, legal advisor, and seven directors. The body is elected by the convention and is solely responsible for administration of all business affairs of the Order according to the constitution and by-laws as approved by the delegate body in the convention. The functioning of the Supreme Lodge is divided into three departments: Administration Department; Organization Department and Investment Department.

DISTRICTS In order to provide a more democratic control and progress, the Order is divided into seven districts which consist of organized lodges in said counties: First: Austin, Bastrop, Brazos, Burleson, Fayette, Gonzales, Lee and Washington.

Second: Bell, Falls, Houston, Milam, Robertson, Travis and Williamson.

Third: Cooke, Dallas, Ellis, Grayson, Hill, Kaufman, McLennan and Tarrant.

Fourth: Baylor, Foard, Haskell, Jones, Knox, Lamb, Runnels, Tom Green and Wichita.

Fifth: Brazoria, Fort Bend, Galveston, Harris, Liberty and Waller.

Sixth: Calhoun, Colorado, DeWitt, Jackson, Lavaca, Matagorda, Victoria and Wharton.

Seventh: Atascosa, Bee, Bexar, Cameron, Karnes, Kleberg, Live Oak, Nueces, Refugio, San Patricio and Wilson.

A new lodge in a new county will be annexed to the nearest district by the Supreme Lodge.

DIRECTORS The seven duly elected directors have constant control and supervision over all the management, business transactions, and general progress of the Order The directors of the Supreme Lodge SPJST have the responsibility to see that all by-laws, decisions of conventions and their Supreme Lodge are strictly complied with.

CONVENTION The SPJST convention, Slavonic Benevolent Order of the State of Texas, composed of duly elected delegates, elected according to rules and regulations of the by-laws, is the controlling and legislative body of this Order. Regular conventions are held once in every four years in a city selected by the proceding convention.

LANGUAGE In stressing the use of the Czech language, it is realized that this can be done only where and when practical and possible. All deliberations and

minutes in districts and lodges may be conducted either in the Czech or English languages. The chairman at said meetings has the option to use the langua ge he prefers with the approval of the majority. The minutes of the meeting or convention shall be kept and approved in the language, in Which the meeting is conducted.

Article 1. Definition of words. a) The word "Order" as used in these by-laws shall mean "Slavonic Benevolent Order of the State ofTexas," more often abbreviated by the initials of the original Czech name as SPJST. b) The word "convention" means the gathering of duly elected delegates of the local lodges, and the members of the Supreme Lodge, who meet for controlling and legislative purposes. c) The word "Supreme Lodge" means the executive and administrative body of the Order. d) The word "district" "lodge" and "youth club" shall mean a subordinate body, under the jurisdiction of the Supreane. Lodge and organized as provided by these by-laws. e) The word "by-laws" shall mean the agreement adopted by the representatives, called "delegates" at the convention to control the entire Order. f) The words "rules and regulations" shall mean agreements adopted by members to govern the districts, local lodges and youth clubs. g) The word "premium" shall mean the payments made to the Supreme Lodge on the insurance in force. h) The word "dues" or "assessment" shall mean money collected by the local lodges for the administration of local units. i) the word "active" shall mean a member who is still paying premiums. j) The words "full-benefit member" shall mean a member whose limitedtime, contract has been paid in full and has full protection. k) The words "social member" is a member holding a prematurely terminated certificate and is paying local lodge dues; or a member who for other reasons cannot be insured at all and is only a member contrbiuting to local unit.

Article 2. Convention. a) The convention of the Slavonic Benevolent Order of the State of Texas, is the sole judge of eligibility and qualifications of all delegates and alternates. b) The Supreme Lodge must set the date for the next regular convention as early as necessary to secure the most convenient date for the convention and the date sihall be announced in the official organ of the Order not later than

the month of January of the convention year. c) All proceeding in the, convention, as well as in all local lodges, are conducted in accordance with Robert's Rules of Order, unless such rules are contrary to our by-laws.

Article 3. Article 4. The convention of the Slavonic Benevolent Order of the State of Texas is composed of delegates elected' by th local lodge. Every lodge has the right to elect a delegate based on numerical membership according to the following scale: From twenty (20) to one hundred (10G) members, one delegate.

Article 5. a) Delegates and alternates to the convention are elected in the annual meeting preceding the convention, or in the nearest succeeding meeting, for the term from one convention to the. net convention. b) Each local lodge, when electing delegates, shall also elect alternate delegates for every delegate in a numerical order in which said delegates are to serve, duties shall be to serve as delegates to the convention in case of inability of the delegate or delegates so elected by the local lodge to serve, provided that saidi alternate shall have first been designated by the president of the local lodge as the alternate to serve instead of the duly elected delegate.

Such procedure, when carried out, shall be certified by the officer so acting to the secretary of the Supreme Lodge, stating the reason or reasons why said originally elected delegate canot serve.

All members present and voting must vote for as many alternate •delegates as the lodge is entitled to.

Article 6. Article 12. A special convention may be called by the Supreme Lodge only when an important matter for the benefit of the Order cannot be resolved through any other means. Purpose for calling the special convention must receive 2/3 vote of the members of the Supreme Lodge, whereupon the Supreme Lodge forwards the proposition to every local lodge, where the majority of those present determine. At least 2/3 of the lodges must participate in the voting to make such, election valid. Then twothirds 2/3 of the delivered votes determine the issue. Such special convention must be held in the city where the next regular convention will be held, and will be represented by the delegates of the preceding convention or their alternates.

Such special convention determines only the purpose for which it was called.

Article 13. All by-laws must be enacted by two-thirds (2'/3) of the authorized votes of the delegates present, all other matters are decided by a majority.

Voting in the convention is conducted in compliance with the wishes of the delegates in the following manner: a) Raising the hands; b) Rising; c) Calling of the names of the delegates and recording the vote "for" or "against"; d) Secret vote by ballot.

Article 14, a) All members of the Supreme Lodge are considered ex officio delegates with the right to take part in the convention deliberations, the right to make motions, but they do not have the right to nominate members of the Supreme Lodge and do not have the right to vote. b) All former presidents and all former vice-presidents of the Supreme Lodge remain permanent members of every convention, with the right of deliberation but with no right to make motions or vote, unless they represent the Article 10. Article 11.

The alternate with the highest number of votes fills in the first vacancy. j) Delegates divide the votes equally among themselves. Odd vote is taken by the delegate or alternate receiving the largest number of votes. k) No lodge, delegate or alternate delegate can vote by proxy.

Article 8. a) The result of the election of the delegate and alternate shall be announced to the secretary of the Supreme Lodge within thirty (30) days after the election. b) The secretary of the Supreme Lodge forwards to the secretary of the local lodge required forms in duplicate which must be filled out by the secretary and signed by the president and secretary of the local lodge to certify the election of the delegate and alternate. One form must immediately, after completion, be forwarded to the secretary of the Supreme Lodge and the second must be delivered to the committee on credentials by the elected delegate. The credential forms must contain a statement of the number of meetings held by the lodge, also the number of meetings attended by the delegate, and also the mileage from the place of the lodge to the convention.

Article 9, Lodges failing to comply with all required lodge duties before the 25th day of the month preceding the convention, lose their right of reprentation at the convention.

Wednesday, AUgust 24, 1900 elected' delegates are required for deliberations during the sessions. One-third (1/3) of th delegateS can require the readin g of the names of the delegates.

Article 17. All proceedings of the convention will be conducted according to these by-laws. If a matter is not covered in the by-laws, then according to Robert's Rules of Order, in the following order, unless decided otherwise by a two-thirds (2/3) majority vote: a) Convening of the convention by the president of the Supreme Lodge. b) Report of three member committee on credentials, which committee is appointed by the president and vicepresident of the Supreme Lodge at least one (1) month before the convention in order that it would begin functioning at least one (1) day before the convention. c) Reading names of elected delegates, number of votes every lodge is entitled to, and reading of the names of members of the Supreme Lodge. d) Election of convention officers and naming of various committees from among the regular delegates. e) To investigate, discuss and decide on all reports, as directed in ,articles 3-d, 46-t and 57. f) Deliberations on by-laws. g) Reports of convention committees. h) Miscellaneous business. i) Election of all members of the Supreme Lodge, editor, chief medical examiner and various committees. j) Selection of place for the succeeding convention. k) Installation of all members of the Supreme Lodge, editor, chief medical examiner, and all committees.

1) No complaint can be discussed in the convention unless it was first presented to the grievance committee and acted upon by this committee either in affirmative or negative. m) No request for donations, support, salaries or increase of salaries may be presented to the convention until considered, approved or rejected by the Committee on salaries and donations.

Request for donations to sick members must be presented throught their local lodge, explaining all the circumstances and certified thereto by the lodge officers. n) No motion to change by-laws or amendment thereto can be presented to the convention until the motion or amendment thereto has been sub ;,fitted to the committee on by -la that the committee could study sec h motion or aft:erten-lent and deliver its opinion.. c) AdjourniDent of the convention.

Article 18. The following committees appointed by the president and vicepresident of the convention will func-

Article 19. a) For the purpose of arranging, considering and recommending of motions for amending by-laws by the succeeding convention, arranging the minutes after the convention, codifying and printing of all by-laws adopted by the convention, before adjournment of the convention, delegates of every district will conduct nominations and elections of one member to a seven (7) member committee for amending the by-laws, and one alternate. b) In the event that neither the elected member to the committee nor his alternate can attend the meetings of the committee, the committee has a right to name another alternate from the membership of said district.

Article 20. a) Members of the Supreme Lodge are not eligible to membership on the committee on by-laws, but they assist in its work in an advisory capacity. b) The legal advisor must attend all meetings of this committee and shall give the committee legal advice.

Article 22.

a) Upon adoption of the by-laws with all changes and amendments, the seven member committee on by-laws Memediately arranges and compiles the newly adopted by-laws so that they may be presented in proper form to the convention secretaries. (Effective immedia-'' tely). b) After completion of this work all; records of the convention shall be sealed and forwarded to the secretary of the,.

Supreme Lodge. The sealed package may., be opened only in a meeting of the Supreme Lodge in case of utmost necessity, c) The supreme Lodge determines tile number of copies of by-laws to be printed and the publisher delivers them only,, to the Supreme Lodge. d) The printer must forward one copy of the proof to each member of the sub-(' committee and two copies to the Supreme Lodge for approval, before that by laws are printed. The by-laws must . be printed and forwarded to the Su-,d preme Lodge not later than ninety days-) (90) in the year of the convention. e) For the purpose of translating thee proceedings and newly adopted by-lawst into English language, the chairman and!_ vice-chairman of the convention namd, a three member committee, who have as' thorough knowledge of the Czech and, English languages. Tlhe committee on:: by-laws gives this committee three' copies of the corrected convention proceedings. The committee commences its work immediately upon receipt of the proceedings. The English translation of the proceedings and by-laws shall bd' published within sixty (60) days after adjournment of the convention.

Article 23.

a) The Supreme Lodge delivers copied' of the by-laws to the respective lodges according to their membership and the local lodge delivers one copy to every, member in the meting, or by mail on.

Strana 6 written request of the member. b) A copy of the by-laws shall be given to every new Member of adult department and to every member of the juvenile department joining the adult department. c) A copy of the convention minutes shall be sent to the secretary of each lodge, all delegates of the convention and members of the by-laws committee.

Article 24. The organizational committee is a standing committee until the next convention. This committee will meet six (6) months prior to the next convention and submit its recoinmenda-; tions to the committee on by-laws.

Members of this committee will receive remuneration for attending this meeting as adopted by the proceding convention.

Article 25. Neither the i Supreme Lodge nor any member of the Supreme Lodge nor any local lodge nor its officers, nor , organizers, nor members have the power or right to disregard any part of the constitution and by-laws, nor claim any authority not conferred by these bylaws.

This constitution and by-laws bind all members and beneficiaries of members.

Article 26 a) All new by-laws and amendments become effective on January first following the convention at which they were adopted, except those particular by-laws the convention votes to become effective immediately. b) Whenever a conflict arises between adopted reports of convention committees and these by-laws, the by-laws control, in which event that part of the said committee report which so conflicts with the by-laws, is void.

SUPREME LODGE Article 27. All business affairs of the organization between conventions are transacted by the six Supreme Lodge officers, president, vice-president, secretary, treasurer, financial secretary and attorney, and are under the control of the seven directors.

Article 28. Only an insured or a fullbenefit member of this Order, who has been a member of this Order for at least five (5) consecutive years at the time of his election, who does not have all of his insurance with this Order prematurely exchanged for paid-up insurance; who at the time of the convention has all of his premiums and dues paid, who is a citizen of the United States of Ax.erica at the time of his election; who is presently in the convention, or has an excuse acceptable by 2/3 majority of the delegates, and who reads and writes both Czechs and English languages may

DUTIES OF OFFICERS Article 35. President. a) President is the official head of the Order and the head of all departments. He mist be fluent in the Czech and English languages, and must have previous business experience in the fraternal insurance field. b) The president of the Supreme Lodge sees to it that the affairs of this Order are properly conducted according 'to the by-laws. He presides at meetings of the Supreme Lodge, renders them reports of various administrative, investment and organizational activities in the Order. Article 34.

Article 29. a) Only an active or full-benefit member of this Order, who has been a member of this Order for at least five (5) consecutive years, who is a citizen of the United States at the time of his election, who is capable of assuming the responsibility as outlined in the constitution under the heading of "Directors," who is present in the convention or has an excuse acceptable by 2/3 majority of the delegates and who reads and writes both Czech and English languages, may be elected director of the Supreme Lodge. b) Director nominated by the district must be a member of a lodge within the district from which he is nominated and elected and must reside within such district for the duration of his tenure of office. c) No monthly paid officer of the Supreme Lodge or any employee may hold the position of director. d) No director can hold any other position in the district or in the Supreme Lodge.

Article 30. No person can be an employee of the Supreme Lodge if he is related to any member of the Supreme Lodge within the thrid degree as such relationship as construed under Article 432 of the Texas Penal Code.

Article 31. Newly elected members of the Supreme Lodge assume duties of their respective offices on January first following their election.

Article 32. In the event of death, resignation or disability of any member of the Supreme Lodge, such vacancy will be filled by the Supreme Lodge, excepting the office of president, which is filled according to Article 36-a, and 'excepting directors.

All district organizers must conduct quarter-annual meetings of organizers. These meetings must be constructive and educational. District organizers must submit monthly reports of their activities to the vice-president of the Su preme Lodge.

0) He prepares necessary material and sales aids for organizational work. f) He directs and conducts educational programs in every district at least once a year. g) He publishes once a month in the official organ a report of the progress of the Organizational department. h) Together with the president, he looks after appropriate publicity for the Order. i) lie prepares and outlines programs for group initiation of members in local lodges.

Article 37. Secretary. a) Secretary of the Supreme Lodge is the head of the Administration department. He receives, attends to and replies to all correspondence, inquires, reports and applications, except letters address:ed.'s() other officers, which he delivers to them without opening. b) He publishes a monthly report in the organ of all :members who died. stating their names and ages at the time of death, number of their certificate and duration of merabceship in the Order. c) He records minutes of all transactions of the Supreme Lodge and informs the membership, through the medium of the official organ, of all important conclusions reached in meetings of the Supreme Lodge. d) He receives premiums and money coming to the treasury of the Order and delivers all of the vouchers and money to the treasurer for him to deposit without delay in the various banks selected for that purpose by the Supreme Lodge, in the name of the Supreme Lodge of Slavonic Benevolent Order of the State of Texas. e) He maintains complete records and accounting of certificate loans. in He advertises in newspapers for real estate loans and attends to procuring loans at the suggestion of the Supreme Lodge. g) He has custody of the seal of the Order.

V S T N1X -- WEST, TEXAS h) Every purchase and sale of bonds and stock, name of the firm, name of the agent or agents who sold the bonds, and their addresses must. be recorded by the secretary in the minutes. i) After acceptance of the State examiner's report by the entire Supreme Lodge, prepares mimeographed copies thereof, andP mails one copy of the entire report to the secretary of every local lodge, and to members at their request. j) He performs all other duties of this Order which are not specifically mentioned or assigned to him or to any other officer of the Supreme Lodge.

Article 38. Treasurer. a) Treasurer of the Supreme Lodge is the head of the Investment department, and has under his care all matters pertaining to the investments of all the funds of the Order. He maintains accurate records of real estate loans, of all the insurance protection and of all taxes on such properties. It is his duty to see that interest •and installments are paid promptly. b) He has under his supervision real estate belonging to this Order, and attends to maintaining it in good condition. el He receives from the secretary all approved applications for real estate loans, and maintains an accurate list of same, and receives all title papers from the legal advisor. d) He makes a report of the status of all loans in every meeting of the Supreme Lodge. e) He accepts from the secretary all income belonging to the Supreme Lodge and deposits it in the various banks designated therefor by the Suprenle Lodge. f) Every member of the Supreme Lodge must give the treasurer a written report on each trip made by him on behalf of this Order, and the treasurer submits such reports to the directors for examination. g) He maintains accurate records of applications for real estate loans and deliVers to the legal advisor particular information pertaining to them.

Article 39. Financial secretary. a) He maintains accurate accounts of the various funds of the Order and mailing list of the subscribers to the Vestnik; files all monthly reports, statements and proofs; and together with the supreme treasurer keeps accurate accounts of all the receipts and disbursements, and presents these books to the directors for examination. b) He accepts from the treasurer bank deposits, and mails out receipts to the respective payors.

Strana 7 • c) He purchases all necessary booth and stationery for his office with approval of the officers of the &Tree; Lodge. d) He publishes monthly in i he or. ficial organ an audited account of ' come and expenses on forms app, niast by the directors. e) At the termination of the r e, r, he prepares an annual report and wards it to the Commissioner of Insur ance, and has it published in the of f`iclil organ. f) He publishes annually, but not later than June first, an annual valuation report of the Order, based on the report to the State Board of Insurance. g) He demands payment of all dues from the respective lodges which do not properly pay their accounts for 111P, proceeding month by the 25th day of the succeeding month. h) He maintains an exact list of on members of every lodge, and on requof the local lodge secretary, mails him a list of members of his lodge.

1) The financial secretary of the Supreme Lodge has the power and authority to check the books of every local lodge at any time he deems such procedure necessary for the benefit of the Supreme Lodge and the local lodge. j) In the month of October of the preconvention year, the financial secretary of the Supreme Lodge shall notify each. lodge as to the number of qualHied voters in order that each lodge may elect the proper number of delegate, the 'convention, Article 40. a) General Income Fund. All money received by the Supreme Lodge, in accordance with the laws of the O'ni-r governing payment of premiums, as well as all other income, shall be deposited in the na'a-e of the Supreme Lodge of Slavonic Benevolent Order of the State of Texas, in an approved deposit o.y bank or hanks, where same shall be held, retained, handled, disbursed, aiid allocated in accordance with the laws of the Order, as herein set out and prescribed. b) General Expense Fund. Strana 8 All of the first year's premium, onehalf of the annual premium of class JT, $2.00 annually from every $1,000.00 insurance in force in the adult division and not more than 20% of the total income from renewal premiums, and such sum from excess revenues, interest, dividends, rents, royalties, etc., to the sum, which can be set aside for unallocable expenses in connection with investment of the mortuary fund in accordance with Article 10-18 of the Insurance Code of Texas. (Effective immediately). c) The president, secretary and treast. user, with the consent of the members of, the Supreme Lodge, have the authority to transfer such money from the general income fund into the expense fund of the Supreme Lodge. cl) Every voucher must be countersigned by any officer of the Supreme Lodge in addition to the officer who prepares and signs the voucher.

Article 41. Legal Advisor.

The legal advisor must conscientiously study the laws pertaining to life insurance societies, and represent the lodges and Order in all thir legal matters, transact all loans from receipt of the application, conrriitment and appraisal forms from the treasurer, together with all correspondence in connection with the loan; prapare all loan instruments, examine abstracts, title commitments, close the loans, and attend to all legal matters pertaining to' the SPJST, deliver all abstracts and loan instruments in connection with the loan. :article 42. When the Supreme Lodge orders any supplies, acts on bids or on applications for loans, or any other matters, members thereof related to such bidder, contractor or applicant, shall abstain from voting.

Article 43. The president, vice-president, secretary, treasurer, financial secretary, legal advisor, and each director, must procure, at the expense of the Order, a bond frond fa surety company for the faithful performance of their duties.

Far the president, $15,000.00; for the vice-president, $15,000.00; for the secretary, $15,000.00; for the treasurer, $15,000,00; for the financial secretary, $15,000.00; for the legal advisor, $5,000.00, and for each director $5,000.00. Bond for the attorney covers safekeeping of instruments and abstracts until delivered to the Supreme Lodge. Bonds must be given before assumption of •duties. The president procures the bonds and has custody of them.

Article 44. All officers, upon the termination of their tenure of office, must

Article 45, Directors. a) The directors shall have constant control and supervision over the management and progress of the Order.

Directors require that all of the by-laws, all decisions of the convention and decisions of the Supreme Lodge be strictly complied with. b) The directors require that a report be given before every quarterly meeting of all of the services of all supreme officers, employees and organizers. c) The directors maintain an inventory of all bonds, stocks, real estate, real estate notes, as well as of all prop erty belonging to the Order to enable them to properly follow the work of the officers and deliver an inventory of all bonds and stocks to morobers of the SUpreme Lodge. d) At each quarterly meeting they demand a list of all bonds, stocks and real estate loans upon which any installment of principal or interest is delinquent. e) They require that reports of officers be published regularly in the official organ on a newly revised form to be approved by them. f) The directors examine all books and have the authority to point out errors to office help and to the principal officers. g) The directors semi-annually inspect all bonds and stocks belonging to the Order deposited in the bank, and take an inventory of the bonds and stocks. They deliver an inventory to all members of the Supreme Lodge. h) The directors are obligated to notify the legal advisor of every violation of the by-laws and request his assistance for the necessary remedy. i) Before any real estate belonging to the Order is sold, the president and treasurer of the Supreme Lodge, together with the director in whose district the land is situated, shall appraise the land and recommend! the price for which the land should be sold, except in cases where the right of eminent domain is exercised. j) The directors present a report to the members through Vestnik of their investigation and supervision every six months. k) Whenever the directors deem it necessary, they have the right to employ a certified public accountant to prepare a detailed report concerning the conditions of the Order.

1) Each 'director shall cooperate with all the lodges and the members in Ms district; shall represent 'the district that elected him in• all the conferences of the Supreme Lodge; and shall present to

Wednesday, August 24, 1960 the Supremei Lodge all the jtffairs and recommendations of his district. He shall report to the district on all matters pertinent to the welfare of the Order.

Article 46, Duties of the Supreme Lodge. a) The Supreme Lodge is the governing and executive body of the Order between conventions. b) The Supreme Lodge has the authority to adopt such additional plans of insurance which appear to be beneficial for the Order according to Fraternal insurance laws of the State of Texas. c) The Supreme Lodge has the authority to remunerate its organizers monthly, or on any other basis, for procuring new members and occasionally to grant rewards to its organizers for successful organizational services.

(I) The Supreme Lodge has the authority to , discharge office assistants for incompentence in service and for unbecoming conduct, fill vacancies in the Supreme Lodge with the exception of the president, as specified in article 36. e) The supreme Lodge has the duty and authority to investigate all irregularities, disorders, incompetence in office of any member of the Supreme Lodge and after thorough investigation and after twenty (20) days advance notice to the accused and after hearing of such charges may discharge the accused from his office by 2/3 vote of the mettribers of the Supreme Lodge. f) The Supreme Lodge has the right to suspend local lodges for non-payment of the premiums and for not performing their local lodge duties; and authority to suspend or 'discharge local lodge officers and committees for irregularities in office detribental to our Order on charges filed by the local lodge or their members after twenty (20) days notice to the accused and due hearing thereon, by a 2/3 majority. g) The Supreme Lodge pays two per cent (2%) to local lodges at the end of ea,ch year of the premiums remitted to it during the preceding year. h) The Supreme Lodge has the right to assign further duties to any mernber of the Supreme Lodge. i) The Supreme Lodge is obligated to notify the legal advisor of every violatino of the by-laws and request his assistance to procure an appropriate remedy. j) The Supreme Lodge is obligated to determine the rate of interest on real estate loans according to prevailing conditions and demand for loans to the best interest of the Order. k) The Supreme Lodge, by a vote of

Wednesday, August 24, 1960 at least nine (9) votes in its quarterly meetings, determines the sale or purchase of bonds and stocks.

1) All bonds and stocks bought by the Supreme Lodge must be kept on deposit in a fire-proof safety deposit vault rented by the Supreme Lodge. m) Such safety vault in the bank, where the bonds and stocks are on deposit, shall not be opened unless at least two (2) or more officers of the Supreme Lodge are present when such vault is opened and while it remains open. At such opening, a statement must be signed revealing the object of such entry in a book held by such bank, n) The Supreme Lodge shall never buy or through any means acquire title to real estate to protect an investment in bonds where the real estate is situated.

0) The Supreme Lodge, through the preSident, must provide a blanket public liability insurance policy for members of the Supreme Lodge while traveling in the interest of the Order. p) The Supreme Lodge has the outhority to negotiate and to enter into a new contract with any othjar Czech printing office in the event of inability of the fulfillment of the present contract to print the official organ. q) The president, vice-president, secretary, financial secretary and treasurer dovote all of their time and effort to the service of the Supreme Lodge. r) The Supreme Lodge must set the date of the next regular convention as early as necessary to secure the most convenient date• for the convention and must announce the date of the convention in the official organ of the Order not later than the month of January of the convention year. s) Every officer of the Supreme Lodge must publish his convention report in the Vestnik at• least three months before the convention and at the convention may give a supplemental report for the, three months preceding the convention.

a) The mortuary fund shall consist of such parts of the monthly rates as provided in article 40, and the /earning thereof, and shall be used only to pay the benefits promised in the benefit certificate and riders, all accrued claims and other obligations thereunder the reasonable expense incident to the investment, care and maintenance of the securities and other assets of said fund.

The accounting between adult members and juveniles shall be in conformity with requirements of the laws of Texas. b) The Supreme Lodge shall invest all of the excess of the mortuary fund over $50,000.00 not necessary for payment of death claims in real estate Jonas up to 50% of the appraised value, and not more than 60% on first-class real •estate or newly constructed city property.

Preference must always be given to our membere on their rural or urban real estate. c) If there are no applications for real estate loans, as above specified, then the Supreme Lodge has the right to invest funds in bonds and stocks in accordance with, article 3.39 of the Insurance Code of Texas. However, not more than 5% of the excess funds may be invested in stocks, and not more than $10,000.00 may be invested in any one project.

Article 49. a) Application for real estate loans must be filed on forms prepared by the Supreme Lodge containing detailed information concerning the real estate, whether rural or urban, present market value of the real estate, value of the improvements thereon, number of acres in cultivation, if farming land, acreage subject to cultivation, condition of all improvements on the farm, including present value thereof, and in connection with applications for loans on city property, the correct legal description of the lot or lots on which improvements are situated. Article 51. a) Applications for loans on real estate not to exceed fifteen thousand ($15,000.00) dollars are handled by the director of the district on forms ap proved by the Supreme Lodge. Applications over fifteen thousand dollars are handled as stipulated , in Article 50.

Every director is fully responsible to have ample and more than sufficient security to justify the loan. The application, properly endorsed, is sent to the Supreme Lodge without delay. The final approval of the application is made by the Investment committee of the Supreme Lodge composed of the president, secretary and treasurer. Any member whose application for a loan has been rejected, may appeal to the Supreme Lodge at its next regular meeting. b) Whenever a new construction is involved, directors are authorized to name a local inspector to verify the completion of construction in loans not exceeding $15,000.00. District directors will verify all loans in excess of $15,000.00. c) The Supreme Lodge approves or rejects by majority vote applications for real estate loans presented to it during any meeting. The action must be en-, tered in the minutes of the meeting.

PRINTED FORMS Article 52. All printed forms adopted by the Supreme Lodge are delivered free by the Supreme Lodge to all the local lodges, with the exception of lodge books.

Article 53. The Supreme Lodge shall keep on hand for sale books for local financial secretaries and treasurers, and all the blanks needed in the local lodges at it deems necessary.

VESTNIK, EDITOR, PUBLICATION COMMITTEE Article 54. The official organ of the Order is called Vestnik. It is published every Wednesday, and is mailed to addresses of adult premium paying members. Full benefit members also are entitled to Vestnik . The Supreme Lodge bears the expense in connection with the publication. Where more than one member reside in one family, only one

Article 55. The contents of Vestnik is managed by an SPJST member, elected by the convention as editor. He must pt-ssess journalistic qualifications, must know the Czech and English languages perfectly and should have ample organizational, journalistic and general education. A three-member publication ,ccnmiittee. elected by the convention, decides about the objectionable content of the organ.

Article 56. a) The format of the Vestnik, the edilorial policies and the general usefulness of the organ shall be outlined and prepared for the convention by the publications committee in a special report which is to be published two (2) months before the convention. b) Vestnik shall contain material grouped into sections, starting with ordginal editorial articles, followed by various reports.

Article b7. The publishers are under the supervision of the Supreme Lodge which sees that the obligations and conditions of the publishers are carried out in compliance with the terms of the convention. One of the stipulations must be that one number of the Vestnik be published! two months be fore the convention, Which issue will be' exclusively for the reports of the officers, directors, publications committee and other standing committees, so that every delegate may, have all preconvention reports together. In case of some unfor,seen condition, the contract between the publishers and the Supreme Lodge may be cancelled as stated in Article 46-p.

Article 58. a) The publications committee has the duty to see that the editor strictly carries out all the obligations required by the convention. The editorials and all other material shall be written in the American spirit. Personal propaganda is not permissible. Personal opinions of the 'editor must yield grown at all times to the welfare of the Order. Editor may be relieved of his duties, according to Articles 46-d and 46-e for the following offenses: 1. Incompetence, which means that he, is not able to manage Vestnik satisfactorily in a dignified literary and typographical arrangement.

2. For wilfully refusing cooperation with the publications committee.

3, For using Vestnik for personal promotion, and aggrandizement, or to promote ideas harmful to the Order. b) The publications committee may hold meetings in exceptional cases when the problems cannot be settled by correspondence. The committee is reimbursed for actual expenses.

DUTIES OF CHIEF MEDICAL EXAMINER Article 59. The chief medical examiner is elected by the convention.

Article 60. a) The chief medical examiner thoroughly inspects all medical reports of the local lodge doctor and the reports of the private reporting agencies sent to him by the Supreme Lodge. If the medical report or the confidential report is correct, he forwards his information to the Supreme Lodge with his approval thereof. b) If the chief medical examiner finds any negative information regarding the applicant's health, he notifies the Supreme Lodge of rejection of the appli-

Article 61. a) The rejection or approval of the applicant by the chief medical examiner or tine Supreme Lodge is decisive and the applicant cannot again apply for membership until the expiration of six (6) months.

The chief medical examiner is required to maintain a complete list of accepted and rejected( applicants, date of examination, by local lodge doctor, or confidential report, name of organizer who solicited the application, name of local lodge doctor, and number of lodge which applicant intends to join.

Article 62. aahe chief medical examiner is in charge of all local lodge doctors and they are responsible to him for conscientious examination of applicants. If the chief medical examiner learns that any local doctor is negligent in the performance of his duties, he advises the 'Supreme Lodge without delay. b. Privilege is given the applicant to be examined by any local doctor who is a member of the American Medical Association and approved by the chief medical examiner. e) In the event that the chief medical examiner is forced to he absent from his headquarters, or is sick and cannot attend to his duties, he may appoint his substitute.

Districts have the right of assembly for consultation, information and administration within the limits of the bylaws of the Order, b) Members of every district (with the exception of district 4) hold two meetings annually, one of them a festive social gathering combined with a youth program. Place of the next meeting is agreed on in the preceding meeting; the time is set by the district officers. c) Every district formulates its own regulations, which shall not be in conflict with the by-laws of the Order. d) The following district officers shall be elected during the first meeting of the year: president, vice-president, secretary, treasurer, flag bearer, and youth leader with approval of the vicepresident of the Supreme Lodge. Necessary committees may be elected or appointed according to the wishes of the members. All will assume their duties of office upon ,election. Every youth leader and her alternate will receive from the Supreme Lodge, mileage and remuneration for loss of time devoted to the youth of the district. e) After election of the Supreme Lodge officers, delegates of the respective districts in separate district gatherings will elect the district director, his alternate, member of the committee on bylaws and his alternate, every lodge voting in accordance with article 10 of the by-laws. The highest ranking district officer will act as a temporary chairman.

If no district, officer is a delegate, the district director convenes the meeting.

No member of the Supreme Lodge may be permanent presiding officer of the district meeting. The president elected by the district convenes the meeting and calls for nominations according to this Article 63-a, and appoints three delegates, the first so appointed will be chairman, to accept and count the ballots.

After the votes are counted, the chairman of the tellers communicates the rusults of the election to tine chairman of the convention, who announces the names of those Who were elected' in order that they may be confirmed by the convention. The election ballots of each district are delivered to the chairman of the convention in sealed envelopes. If there is no request for a recount of the ballots, the envelopes are delivered to the secretary of the convention for destruction. If no one receives a majority, the chairman of the convention calls for another election. Effective immediately.

Before retiring in 1958 because of ill health. Brother Parrish had been a Swift and Company employee for 30 years. He was a industrial engineer. He was a graduate of North Side High School and a member of the North Fort Worth Baptist Church and Tarrant Masonic Lodge No. 942, and has been a member of the SPJST since Sept. 27, 1933.

Survivors include his wife, Mrs. Marian Parrish; parents, Mr. and Mrs. J. W. Parrish; a son, Eddie Parrish; a daughter, Mrs. Joe W. Driskill, a brother, W. F. Parrish, andd of Fort Worth; a sister, Mrs. John Jarrott Jr. of Smithfield, and a grandchild.

Funeral services were conducted at 2 p.m. Friday from Shannon Memorial Chapel, with Rev. James N. Morgan officiating. Burial was conducted in Mt. Olivet.

Hejny Supreme Lodge SPJST ) 4 4 ( LIFE POLICY LAPSE RATE LOWER DURING PAST YEAR The rate of voluntary termination of ordinary life insurance, commonly called the "lapse rate," declined last year after three years of increase, according to the Institute of Life Insurance.

The 1959 over-all lapse rate on ordinary insurance policies, covering both lapse and surrenderers, was 5.2 per cent, compared with 5.7 per cent the year before. The average was 4.1 per cent for the 1950s as a whole. The 1958 rate is about half that, of the early 1930s and is well under that for the 1920s.

A large part of the lapse total comes from policies in their first or second year. On policies in force two years or more, the lapse rate in 1959 was 3.7 per cent, contrasted with the 5,2 over-all rate.

The 1959 decline in lapse rate was material, representing two to three hundred thousand fewer polices dropped than the year before, the Institute states. The current rate is higher than that during the war and early post-war period, when for a number of years the rate ranged from 2.2 per cent to 3.4 per cent, 'materially lower than had ever before been recorded.

LODGE Brothers and Sisters: Sunday August 14th we held our monthly Lodge meeting , Three of OUT young ladies lead -us in the pledge of Allegiance. After which Brother Zalman our president, welcomed our visitors. Mr. and Mrs. Parma of Lodge 66.

Brother Parma presented us with a new gavel which he himself made. To which we would like to say thank you for such a nice gesture of friendship.

Each of our committee H reported good progress in the last month. Especially the Dance committee reported, they are now having twice as many people corning to 'the dances as they had when the hall Was in operation some 15 to 20 years ago, And if you good people can remember back that far, the Elk Hall was a thriving place.

Under old business some small bills were paid. Under new business, Eugene Pavelka and Tony Pavelka were put in eltarge of the hall rental, and to change the bank account from Waco over to one of the Mart banks. W: also had some donations: Charlie Pavelka $20.00; Adolph Kubitza, $4,40; Bob Ehlers $5.00; Charles Kasmirouski $22.00; Emil Vicha $4.80; Joe Pospisil $4.40; Fred Mach $15. and Ben Pechacek $10.00.

It was brought before the members to have this reporter write a "thank you" note to Commissioner E. B. Goodman fcr the good work done on the road from Highway 84 to Elk. After which the meeting was adjourned and the refreshments were Served.

Our president Reuben Lesikar, opened the meeting and the usual reports were given. It was good to see brother Edwin Kovar back at the meeting and given his report on the, property committee meeting, also brother Ben Mikalaj gave a report on the activity on the Camp Tahuaya.

There were three new members accepted to our Lodge membership this month, but I am sorry to report we last one member, sister Carnelia Koneschik and the honor was given her by standing up for a moment of silent prayer.

There was no unfinished business and nothing new came up so the meeting was adjourned. There was no lunch served, since there was a family reunion at the hall down stairs. But we will have lunch with our next meeting, so sisters, please don't forget to bring something to eat. I didn't see my last report in the Vestnik. I am sorry I did not realize the the space is still limited to one report, so I will limit myself to one report this month.

Brother Bill Korenek reported the speaker system is completely installed.

It works very nicely. The various committees gave their up-to-date reports of Linden Hall and if Lodge 66. Brother Edwin Narovec reported the books were audited and found to be in good order.

The minutes were read and approved, then the usual procedure of new and old business began.

Strain 13 The Semi-Annual report was read, this was a very nice report, it shOy ■t• that the first six months of the year `ham been successful according to what the balance shows. The Hall committee. doing a good job in managing all 4., fairs that come up and are interested'in making money for the Lodge. All members should 'appreciate what they haVe done for us.

It was brought up and suggested that the cumnittees consider putting back partition between the bar and dance floor, and the bar be enlarged.

Brother John A. Sulak and Brother Hugo Freund are still on the sick list, we all wish you a speedy recovery.

The Youth Club had their meeting ahead of ours and since sister Patricia Sulak the President was not present:, sister Shirley Ann Marek the Vice PreSi= dent presided, sister Shirley Ann did a nice job taking over the meeting.

Child must be a member of the SPJST Order or a rebistered member of one of our organized youth clubs, 2. Child's •entry must be of his own making and must be something that the child created during the contest and not at some previous date. (This pertains only to art, handcraft hobby, and Modeling of clothes.

3. In the dancing contest, couples only consisting of the apposite sex. No two girls may compete in this contest. You can mix up however, for instance the same boy may compete in all three (waltz, polka and bop) and with a different girl each dance and still be eligible for a prize in each contest. And the same pertains to the girls. Only one $5,00, $3.00 and $2.00 prize will be given in the danceing contest and this will be the judges' choice from all three dance contest combined.

Wednesday, August 24, 1960 were Janie Vita, S1-ia c, Trlica, Mary Ellen Pekar, and Juanita Janousek.

Their escorts were Richard Kopecky, Ronnie Henzen, Kenneth Brown, and Joe Ondrusek.

The crowning began at 10:00 o'clock.

As the girls marched, out in their beautiful, full length formals, escorted by their escorts, they anxiously took their places to await the announcement, of 'the new Queen and King for 1960 and 1961.

After our Master of Ceremonies, Cathy A.damcik, had finished announcing the princesses and their escorts, she turned the misrophone oyer to the Lodge 84 President, Bro. Sid Pokladnik.

Then the position of the princesses were announced. All of th girls were very excited as the positions were announced.

In 4th place, was princess Mary Ellen Pekar with her escort, Kenneth Brown. In 3rd place was princess Sharon Trlica with her escort, Ronnie Henzen.

Then came the announcement of 2nd place of the "Royal Escorts". They were princess Janie Vita and her escort, Richard Kopecky. Then came the moment when Juanita Janousek and Joe Ondrusek. were crowned. Queen and King of Lodge 84 for the yce r' of 1960 and' 1961.

I would just like to say that I, Juanita Janousek, was very thrilled to be crowned Queen of Lodge 84.

Once before I had the thrill of receiving this wondreful honor, just as Joe Ondrusek has one before received the title of King in a previous year.

I would like to take this opportunity to thank everyone who helped Joe and

I can truly say that it is a great honor to once again be called Queen of Lodge 84, a truly wonderful club. I never dreamed that I could or would ever again sit upon the throne. It is a wonderful honor which I only wish every girl could experience.

I would also like to thank everyohe who helped decorate the hall for the Princess Dance. It took an awful lot .of work and effort on the part of many people. Thanks should also go to Corole Nemec, who planned the beautiful, Old South Theme for the y dance. It took a lot of work but the results were well worth the time.

We worked hard but I think it was well worth the time we spent by receiving the title of King and Queen for the year of 1960 and 1961 . We will do our best to serve the club and will always try to represent it with the highest of our character.

Patricia was awarded the Walter Wiggin's Scholarship in the amount of seven hundred dollars. She was also presented a three hundred dollar scholarship from the American Association of University Women. This particular award is known as the "Edna Rhoe Scholarship." In addition to these two, Particia merited a schalar8hip in the amount of two hundred and fifty dollars from the Ciark Foundation.

Patricia will attend Southern Metho2 dist University this fall and she has chosen to 'major in Pre-Medicine. Doubt' less to say, she is eagerly looking forward to college life.

During her high sdhool years Pat was always a top student, taking part in many and varied extra-curricular at-. fairs . She was a member of the National: Honor Society and was graduated from.

The meeting ends Sunday, but Baca plans to remain in San Antonio to attend the convention of the Texas Bandmasters Assn., there next week. • • Mrs Henry J. Janda, who has been a patient in Fayette Memorial hospital for some time, underwent major surgery Wednesday afternoon. Thursday morning she was reported to be doing well.

• • Frank Herzik, Sr. 78, passed away in Houston, Saturday, August 6. Mr. Herzik, a native of Engle, had made his home in Houston for 48 years.
