FROM THE EDITOR'S DESK The District III meeting at Elk Sunday, October 4 was held and the attendance was fair. It is noticeable that after a full summer of vacations and activities, the fall meetings are not as well attended as those in the spring.

Of course, the spring meeting is where the districts hold their elections of officers and people have had a chance to get somewhat of a rest from lodge and district activities.

District Youth Director Wilma Nesuda and the youth leaders of District III had a somewhat different project than a youth program for the youth clubs of the various lodges. The youth clubs had small booths for each club, showing various ways of making something for the club out of their projects. Sister Nesuda will have more particulars about this, we are sure.

Brother Wood conducted the meeting efficiently and after the meeting, the fellowship and enjoyed by all. Attending a district meeting, gives the membership a chance to know their fellow members from other lodges which advances our fraternal work.

• • As we are resuming our fall and winter programs, let us give thought to some of the possibilities- of inviting a guest to each meeting. Let his subject broach a topic of concern or special interest, perhaps even a debate on a certain point would entice not only the members, but al do some of the

All of our SPJST lodges are compriied of members of of various nationalities, religions and political' beliefs and in all walks of life — from the man in the everyday job in a factory to state and federal representatives in the government. No man is so trivial that he does not excell in dome certain thing — and no Man is so great

that he cannot gain something valuable from his fellowman.

• • We all like to be negative, at times, even though we know it is best to be positive minded. If we wish to sell, believe that you can! Never think you can't However, people find they cannot desire to do Eiamething else or find they have talent for a different kind of work. One must have the desire to do something and they must have confidence in themselves in order to succeed.

• • People who complain that they have had a lot of hard knocks during their lifetime probably don't realize that some of those knocks might have been opportunity.

If you cultivate a sunny glad-to-bealive attitude of mind, it will help you to be relaxed, and restful to be with.

There nothing appealing about a person who is perpetually tense. Be straightforward, with a natural spontaneous and sincere charm, arising from consideration for others.

Nothing is truer than "smile and the world smiles with you," so be and look happy! This is what brings an immediate and favorable response in others.

What you say, and the way you say it, will linger in your partner's mind, so the importance of choosing your words, and s'aying them in a. melodious pitch of voice is paramount.

Mother's little helper. "And wha5 did my darling do all evening?" played postman, Mommy. I put a letter in every mail box on the street. Real letters, too. I found a big bundle of them in your drawer, tied up with pink ribbon."

The main purpose of life insurance is to help replace a man's income if he should die prematurely.

But suppose he doesn't die prematurely. Suppose he lives out his nirma:. lifespan, as the majority of peopl do.

At age 65 or thereabouts, lie will likely retire from his job, and his income may change subsitantially. will undoubtedly still have money coming in — from Social Security, perhaps from his company pension plan, ',lopefully also from his personal saving. and investments. But all these may add up to considerably less than he had been earning as an active worker.

Then what should he do about the life insurance he had purchased mainly to protect his income during working years?

Retirement is one of the important, junctures in a man's economic lift when he should review his life insurance for changes that may need to be made. Changes at retirement may help to balance his own need for future income with his continuing need for protection.

When the paychecks stop, he will likely continue to need at least some protection on his wife's behalf, to cover his final expenses and provide her with income if he dies first.

If he has nothing but term insurance; his choices are limited. He may be able to keep it in force a few more years, although most term policies cannot be renewed beyond age 70. Anti the premiums at this stage of life are high.

He may be able to convert it to a per-. manent policy, but the premiums would then be very high.

However, if he has permanent life insurance that he took out at a younger age, several choices are open to him.

With a straight life policy, he can keep it in full force the rest 0.' his life at the same premium rate he has been paying.

Or he can convert it to a smaller amount of fully paid-up life insurance on which he would owe no further pre-

Wednesday, October 14, 1970 miums. With a $10,000 policy purchased at age 30, he can convert it at age 65. to about a $7,900 paid-up policy, which will remain in force the rest of his life.

Suppose he doesn't really need the policy any longer. In that can, he can use its cash value (which would now be about $5,500) to augment his own retirement income.

He can take the entire cash value in a single lump sum.

He can leave part or all of it with the life company, drawing interest, until he needs it, or decides how to use the money.

Another option will pay him income as long as he lives. Under a typical policy, and based on current interest rates, his $5,500 cash value would give him about $43 a month, starting at age 65. If he took somewhat less, his wife could continue to receive all or part of the income after his death.

Or he could choose a larger income for a certain number of yearn. For instance, at current interest rates, his $5,500 cash value would give him about $56 a month for 10 years-after which the income would end.

Added to his other retirement income, these amounts can well mean the difference between living closely or having some extra funds when there is no longer a regular paycheck, com' ing in.

Newsbriefs We see by the Texas Bar Jiirnal of September 22 that Brother Sidney Kacir of Temple asnumed the presidency of the Bell-Lampasas-Mills Counties Bar Association. Sidney is 40 years old and has been practicing law 11 years.

His brother, Stanley. is Dint. Attorney for the :tame counties and was president of the same association a few years previous.

• • In the same Journal we see that Mr. L . L. Duckett of El Campo who has practiced law since 1945 was elected a State Bar director of the Texas Bag Association. Congratulations to both of the above.

• Tuesday, October 5 we enjoyed a visit from Brother Henry Prochazka of New Braunfels, whom your editor knows from boyhood, near Crosby. He works for DeKalb and recently won a trip to Spain and took the opportunity to visit Czechoslovakia. He said

• • Brother Frankie Novosad, age 46, of Temple pas,Ed away in M.D. Anderson Hospital in Houston October 8, 19'70 after a prolonged illness. Funeral services were held Saturday, October 10 from the Seaton Brethren Church.

Brother Novosad was a member of SPJST Lodge Hvezda Texasu No. 47, Seaton.

Brother Frank Raska, age 83, passed away September 26, 1.970 in Orange Grove, Texas. He wan interred Orange Grove Catholic Cemetery and was a member of Lodge Robstown No. 117.

• • Sister Josefa Senkyrik, age 85, succumbed October 3, 1970 in El Campo, Texas. She was a member of Lodge El Campo No. 50.

Sister Tillie Zettel, age 66, died September 13, 1970 in Brenham. She was buried in Nelsonville, and was a member of Lodge Hvezda Miru No. 33, Bleiblerville.

Interment was in the Taylor City Cemetery and he was a. member of Lodge Praha No. 29, Taylor.

• Sister Sophie Sladek, age 68, succumbed September '22, 1970 in Thrall.

She was a member of Lodge Vysehrad No. 48, Beyersville. ), • Brother Henry Jakubik, age 69, died September 17, 1970 in Bryan. Burial was in the Snook Cemetery and he was a member of Lodge Slovan No. 9, Snook.

• • Brother Frank Gaertner, age 77, passed away September 7, 1970 in Kerrville. He was placed to eternal rest in the Ploresville City Cemetery and was a member of Lodge Rozkvet Zapadu No. 107, Floresville.

Brother Richard Taylor, age 80, died September 22, 1970 in Stamford. He was interred in the Holland, Texas Cemetery and was a member of Lodge Tyrs No. 80, Holland.

Features SPJST OFFICERS ATTEND NATIONAL FRATERNAL CONGRESS' ANNUAL CONVENTION, IN GEORGIA More than 500 delegates, representing fraternal benefit life insurance societies in the United States and Canada, attended the 84th annual convention of the National Fraternal Congress of America in Atlanta, Ga., September 27-30, 1970.

SPJST Supreme Lodge officers who participated were Secretary Raymond A. Urbanovsky, and District III Director Cyrill (Sid) Pokladnik.

Theme' of the convention was "Brotherhood at Work." Presiding over the general sessions as president was Mr. B. C. Hallum, member of the Executive Board, Independent Order of Foresters, who ref-tides in Chicago, M. At the convention's close, officers for the ensuing year were elected and installed. Mr. R. R. Bryant, general secretary and treasurer, Brotherhood of Locomotive Firemen and Enginemen, Cleveland, Ohio, assumed the presidency. Elected vice president was Nick T. Newberry, Omaha, Nebr., president of Woodmen of the World Life Insurance Society. Foster F. Farrell, who has capably served as secretary-treasurer of the NFGA for 35 years, retired from this position. Elected to fill the vacancy created by his retirement was Mr. Raymond A. Klee, former supreme scribe of the Royal League in Berwyn, Ill. The Slavonic Benevolent Order of the State of Texan is proud' to be a member of the National Fraternal COngreSs of America, which was organized in

4 1886. Today it represents 100 societies having nearly 10 million members in over 58,000 local lodges.

Major purposes of the Congress include the promotion of the general welfare of the fraternal benefit system in all matters of mutual concern and public interest. IL was also established to disseminate information to the general public regarding the fraternal benefit system. to render service to member societies in general, and to lend a nistance to all fraternal benefit societies.

At the annual conventions, problems peculiar tc procedures and the system in general are discussed and solutions sought. To this forum, the various officers of the societies bring their ideas for the betterment of the individual Society and the system as a whole. A free interchange of ideas and methods is conducted. The meetings are held not only to benefit each oaciety and the system, but also to give careful attention to public interest and general acceptance.

At the beginning cf 1970, societies affiliated with the NFCA had nearly 23 billion dollars of fraternal insurance in force, owned by the members. Assets of the societies totaled $4,735,834,204 and the benefits paid in 1969 alone totaled $346,470,316. All together, these societies have paid more than 11 billion dollars in benefits to their members.

Trampota has been selected to head the Cirrlian Honor Council at Texas A&M University for the year 1970-71.

Trampota, the son of Mr. and Mrs. Jerry Trarnpota of Seaton, is one of five choS2n seniors making up the council. The Honor Council works with honor violation cases that may arise among students at Texas MzM. Robert, his brother Jerry, who is a graduate student in Agronomy at Texas A&M, his sister, Patsy, who is a senior at Rogers High School, and his parents, Mr. and Mrs. Jerry Trampota are all members of Lodge No. 47, Seaton.

FALL MEETING — DISTRICT V Dear Brothers and Sisters, The fall meeting of District V will be held October 25, and will be hosted by Lodge No. 172, Pasadena. This will be the first district meeting to be held at the Pasadena lodge and each lodge in District 5, as well as lodges from other districts, are sincerely urged to attend. The officers of District V and the officers and members of Lodge 172 have held several meetings in carefully planning this function in detail. Grade A-1 barbecue will be served, beginning at 11:30 a.m. Games for the youth, and many other forms of entertainment are planned before, during, and after the meeting. The district meeting will begin at 1:30 p.m. Harry C'zarnek and the Texas Dutchmen will furnish the music for our dance from 5 to 9 p.m. Our barbecue dinner will be complimented by pastries and coffee. Beer and soft drinks will also be available. We will have booths and entertainment for the entire family throughout the day, because the district meeting will be held in an adjoining large room. Petro-Tex Recreation Center offers us a nice big hall with ample parking room and parklike grounds with beautiful big trees.

Dear Members: Our meeting last Sunday was called to order by President August Pustejovsky. The Pledge of Allegiance was said and followed by the reading of the minuten of our previous meeting which were approved as read.

A moment of silent tribute was held in memory of Brother John Mynar of Moody, who recently passed on to his Eternal Rest. May he rest in peace.

Brother Ernest Zahirniak did some repair work on the light system and transformer. Thanks were given to him; Brother Ernest does much work for the hall, which the membership should appreciate.

I am glad that there were no members on the sick list.

A motion was made that we buy a U.S. Flag, which is to be displayed outside our hall on all appropriate occasions. This motion was seconded and Brother Zahirniak will get the new flag and bracket to use outside of our hall.

An important note to remember is that our next meeting which should have been on the first Sunday in November is postponed to the the second Sunday in November (the 8th), at 3 p.m. The change of our date is due to the St. Mary's Cemetery services which will be held on, that Sunday, so don't forget the 'date of our next meeting,

Perhaps it was your grandparents who brought you to the fair 30 years ago, so this year you bring them and notice how delighted they are to see their friends who were present in 1940.

Make sure grandmother give, ,i her correct age — you wouldn't want her to spoil her chance to be queen for a clay.

At 2:30 we will move to the band shell where we will enjoy Czech food, beverages, friends and more dancing and singing and a live polka band on stage. Have you been practicing for the polka and waltz contest at 2:30?; it's for teen-agers.

Dear Vestnik Readers, On Sunday, October 4, the Seaton youth club held its monthly meeting, with President Brian Van iCelc presiding.

We were sorry to hear about our dirdrict youth leader's illness and wish her a speedy recovery.

Under other reports, our treasury report revealed there was $187-.74, with one or two items still out.

For this month's social, the teens decided to have a skating party at the rink in Rockdale on October 4. meeting at Parkview at 2:45.

The next item of business wa y discussing whether or not We should have a float in the Temple Christmas parade. and if so, what type. After a vote, we decided it was worthwhile and the best kind of float for our club was one featuring a choir. In this way, we could get group participation, as our club hi quite large.

The Texas Fraternal Congress is being hosted by our mother lodge on October the 22 and 23. The youth club was asked to help serve the buffet-type supper on Thursday. Friday is a special youth night designed especially for the youth in attendance.

The junior:Jo decided to have a Halloween party on October, 30, at 7:30. Everyone is to wear their Halloween costumes and various prizes will be awarded in several categories.

'The deadline for implying for mem: b:ership in the SPjr.7 io as to qualify '- - fOr the 1971 youth camp is October .:31; , 1970. A person must be a member or applying for membership by the October 31 date.

However, the new youth member will still be required to meet the activity requirements before he is eligible to attend camp. This requirement is attending 50 per cent or more of the youth club meetings and 50 per cent of the VOUth activities. These meetings and aCtivitieS count in the lodge where the youth is a member. If the youth is a. member of a lodge where there is no youth club or not affiliated with one who has a youth club, the youth must attend 50 per cent of the lodge's regular meetings.

All qualified (membership in the EPJST) and eligible (participant in SPJST youth activities) SPJST youth

will have first consideration.

These requirements have been in effect since 1963.

DISTRICT SUMMER YOUTH ACTIVITIES SUMMARY

Dear Readers, Last week you had the opportunity to study how our youth clubs compared. with one another. Now we will present how our districts compare with one another at YAD and Camp.

We have come a long way in the last decade, but we still have a long way to go. There are still many youths who are not reaping the benefits of their SPJST membership. A great portion of these are in lodges that do not have youth clubs.

Many lodges that do not have youth clubs regard themselves as too small and two unimportant to consider ,Something for the youth. Some openly declare they don't want youth clubs!

Such lodges are, of course, gambling

with their future, because when the older officers retire or pass on, there will be no one to fill the gap.

It is these so-called small, unimportant lodges in which we are most interested. With even a tiny spark of interest or cooperation on the part of every member, we can begin to serve their youth with the benefits that a lot of other youth are enjoying. All they need to do is contact their State or District Youth Director.

The accompanying report will pinpoint the weaknesses within each district. The heart of the matter lies within each member. Are you doing all you can? Let's pull together in this vital program.

DISTRICT IV YOUTH DIRECTOR October 21 is the date for District IV's fall training class to be held at IOOF Hall, 1909 Pine Street, Abilene, Texas. This meeting is very important and all youth leaders, assiotant leaders and any other interested persons are urged to attend. Let's be 100 per cent.

Those coming from San Angelo on Hwy. 277, turn on to Hwys. 83, 84, 277 North, keep going until you get to Hwy. 84. East, business, route, keep going until you reach Pine Street (it will be on your left), IOOF Hall is at 1909 Pine.

Those coming from Lubbock on Interstate 20 take Hwy. 84 East, business route, follow it until you reach Pine Street, on your left, and then to the hail.

I attended the fall DYD meeting in Temple, September 26. This is where the proposals are made and then presented to the Supreme Lodge to be accepted or rejected, so all districts are carefully considered.

LODGE NO. 107 FLORESVILLE Dear Readers and Members, The Lodge No. 107 Youth Club held its monthly meeting on October 4. We had a good attendance with everyone ready to get the meeting started and finished because we have a new project and everyone is real eager to get going. The mother lodge is going to let us have a building all our own.

Isn't that great?! It's going to take many hours and much work to get it looking the way the youth members want it to look, but 7.' e are going to do it.

We would like to invite all the youth of District VII to our district meeting on October 18, and help make this day a great one. Also, any one wanting to participate in the program may do so.

LODGE NO. 92, FORT WORTH Dear Readers, The fall time of the year is such a busy time with all the back-to-school projects, district meetings, monthly lodge meetings+, and other special days, but I do want to thank each and everyone who helped make our Lodge 92 60th anniversary celebration, Sunday, September 27, such a successful day. We were so happy that so many came to help us celebrate.

We were especially glad to see our former Supreme Lodge President, Brother Marek, and his wife. Brother Marek, your speech was very inspiring and we appreciate the honor you gave us by being our main speaker for the afternoon. It is always a pleasure to have you and Mrs. Marek with us.

In addition to Brother Marek, we had other distinguished guests in our audience. Among these were the Mayor of Samson Park. the Mayor of Fort Worth, Mr. R. M. Stovall, who by thq way, has many relatives, including his immediate family, who are members of Lodge No. 92'; Brother and Sister Alvin Nesuda, our District III Organizer and District III Youth Leader, respectively; and our very special honored guests, the two living charter members of Lodge 92, Mrs. Anna Paprskar, and Brother Joseph Becan. It was nice to have all of you with us. Please come back again at an early date.

Beginning with registration at 10 a.m., the youth club of Lodge 92 had a big part in the 60th anniversary celebration. Following the delicious lunch served by the ladies of Lodge 92, the afternoon's program began with the flag bearers, Chris Oujesky and Charles Durham, proudly presenting the colors.

Jon Durham led everyone in singing the "Star-Spangled Banner" followed by the Pledge of Allegiance, and then the singing of the Czech National Anthem, "Kde Domov Muj?''. Mrs. Jo Ann Nixon accompanied us on the piano.

Later in the program, we were entertained by two groups of young ladie,1 in their colorful costumes. They presented floor exercises in gymnastics.

Brother Jerry Milan of Lodge 154 is their leader and we want to thank him and those who participated. In the children's group, we had Ada Marie Skrasek, Marilyn Skrasek, Terri Reihl, Laurie Reynolds, Cynthia Hardee, Sherri Mason, Sharron Gibson, Kelly Stoepplernan, Angela Wicker, Diana Janca, Laurie Connelly, and Patti Mason. The second group, all adults and many of them mothers of the younger group, did a beautiful performance in a ballet-gymnastics routine. They were Pain Janca, Debbie Foster, Carol Stamford, Lynn Dunn, Liz Green, Carolyn Cleveland, Evelyn Hopkins, Anne Johnson, Teresa Steinman, Carolyn Reihl, Mary Ann Gibson, Tina Reed, Henrietta Milan, and Mary Jean Stoeppleman. The Lodge No. 30 Talton Youth Club presented a song at the District VI meeting, Se p tember 27. in gymnastics which was enjoyed by all. Thanks again, all of you from Lodge No. 154; our program could not have been complete without you.

Youth of Lodge 92 who participated in the history presentation were: Joey Dearing, Ronnie and Eddie Davis, Jon and Charles Durham, Mike and Rusty Kratky, Berni (Jody) Kratky, Chris Oujesky, Roger Kubala, Kim Kubala, Paul and Mark Kercho, Miss Millie Jo Waters and little Miss Suzanne Hixon.

Suzanne, daughter of Lodge 92 member9 Mr. and Mrs. Chuck Hixon, did a special number and one that left many

wet eyes in the audience. Her singing of "Quo Sera," followed by the Czech number, "Pisnicka Ceska," was beautiful and she is to be commended for her performance. This, I believe, was the first time she had sung in Czech and learned thin especially to present for our program. Suzanne is the granddaughter of Brother and Sister Raymond Hubenak of Lodge 92. Lets encourage more of this kind of participation in our programs. I think all of these fine young people deserve a big hand.

Our intermediate youth club had a joint meeting with the juniors and teens on the October 4 meeting, our social of the month was decided on and waa a slumber party on October 9.

On November 22, 1921 he was united Cross Catholic Church in Dickinson.

Mrs. Macek was born January 31, 1883 in' Moravia, Czechoslovakia, and was a member of the Taylor Brethren Church. On October 24, 1943 she was married to Tom Macek who preceded her in death.

Surviving are four step-daughters, Sobotik, both of El Campo, Mrs. Ella Mrs. Mary Lincecum and Mrs. Annie Novak of Ganado, and Mrs. Milady Shelton of Fort Worth; three stepsons, Frank Macek of Edna, Henry Macek and Tom Macek both of Pierce; and 12 nieces and nephews. She was preceded in death by two brothers and one stater.

Funeral services were held at the Taylor Brethren â&#x20AC;˘Church with the Rev. Josef A. Barton officiating. Burial was in the Taylor City Cemetery, under the direction of the Condra Funeral Home of Taylor.

MESSAGE FROM THE DIRECTOR. . . .. To All Law Enforcement Officials It is late at night. A police cruiser occupied by two officers speeds along the residential streets in answer to an emergency call. The driver brakes the car to a quick stop in front of the address, and his partner alights and starts moving toward the front door of the dark house. Suddenly, a shot cracks the stillness, and the driver sees his partner crumple to the sidewalk, mortally wounded by the bullet. He dashes to the side of the fallen officer, drags him to the cruiser,

The above incident is fiction, but it is representative of much of the felonious criminal action confronting law enforcement officers in our country today. In 1969, a record high of 86 law enforcement officers were murdered, a 34 percent increase over 1968, when 644 officers were slain. For the years 1960 through 1969, 561 law enforcement officers were killed by criminals.

As in the past, firearms were used in virtually all of the police killings last year. Of the 86 officers slain, all but three died from gunfire, and handg uns were used to commit 81 percent of the murders by gun. During the 1960s, 73 percent of the weapons used in police killings were handguns.

The tragic total of policemen slain last year brings out two crucial points that all officers should remember: (1) Complacency is most dangerous, and (2) there is no such thing as a "routine" arrest. Twenty-five of the 86 officers were killed while attempting to make arrests, and 13 others were slain by their own weapons which were seized and used against them.

The sharp increase in the number of officers slain come as no surprise to members of law enforcement. The lack of respect for the law and the contempt for and abuse of persons in positions of authority have kept pace with the climbing crime rate. Thus, the role of the policeman becomes increasingly dangerous. The rate of assaults on police in 1969 rose 7 percent over the 1968 figure. And since 1962, assaults on police officers have increased 144 percent.

The law enforcement officer today bears a heavier burden, faces more frustration, and is second-guessed more than ever before, The public asks more and expects more of the presentday policeman because the public need for protection is greater. When a polliceman is assaulted or slain, the criminal significance of the incident extends far beyond the victim officer. It extends to the door of every law-abiding citizen.

The price of enforcing the law is costly. Perhaps no on knows just how costly, exce pt the slain policeman's family and his fellow officers who stand at rigid attention by his graveside and hear the echoing volleys of the farewell calute and the fading strains of taps.

Only an aroused citizenry and swift and certain punishment by tha courts

can reduce felonious acts against police.

Or maybe the bobwhite quail of the swamp.

But whatever appellation is applied to the marsh hen, the fact remains that this long-legged marsh dweller is a bona fide game bird which is consistently overlooked by Texas' ghotgunners.

While marsh hens will never capture hunters' fascination as much as the gentlemanly bobwhite or the noble Canada goose, they may yet command their rightly share.

The term marsh hen actually is applied to about five closely-related water birds, including the king rail, clapper rail, Virginia rail, sora and the gallinule.

All the birds in this group are sporty to shoot at and good to eat. Moreover, their relative abundance allows liberal bag and possession limits all along the coastal marshe g where the birds are found.

The 1970 season started September 1 and runs through November 9. For the large rails, the king and clapper, the daily bag limit is 15 and possession limit is 30.

The hunter is limited to 25 sora or Virginia rails in both the daily bag and total possession. The daily bag limit for gallinules is 15 and the possession limit is 30, according to the Texas) Parks and Wildlife Department.

Rails are chicken-shaped birds with short, rounded wings, long thin beaks, short tails and long legs with nonwebbed feet. Coloration varies between the species, but is generally made up of dusky browns and grays, with stripes which help the birds conceal themselves in marsh grasses.

Gallinules have shorter bills and resemble coots except for brighter coloration in the males.

Hunting rails and gallinules is not often easy, but usually enjoyable. The birds are often flushed by a line of hunters walking through the marsh, but faster shooting often results during the rice harvest when birds are forced to congregate in small patches of uncut rice.

18 Small-bore shotguns with small quail loads are recommended for marsh hen hunting. A good dog also is useful for flushing the clever birds, which prefer to run or swim rather than fly.

A dog also is invaluable in retrieving dead and wounded birds, which are extremely difficult to see in the marsh.

In some parts of the United States, marsh hens+ are hunted from small, shallow-draft boats poled or paddled through the marsh. But unfortunately, most Texas marshes do not have a high enough tide for this method to work often.

A good bag of marsh hens is usually worth the mud, stweat and mosquito bites required to get it. The birds have tasty dark meat which responds to a variety of cooking techniques.

SECOND LOOK AT RESERVOIRS NEEDS SAYS WILDLIFE HEAD Austin â&#x20AC;&#x201D; Because the Texas Parks and Wildlife Department has two broad areas of responstibility, wildlife and recreation, it is vitally concerned about the development of water projects throughout the State because they will inevitably have an impact on our environment, according to J. R. Singleton, executive director of the Department.

In an environmental statement to a recent meeting of the Environmental Advisory Panel of the Water Development Board, Singleton said five particular areas of interest concern the Department in any-broad-based water development project.

These are the bays and estuarieJ, stream channelization, water quality, reservoir innundation of prime bottomland and wildlife habitat and reservoir type recreation versus natural river or stream type recreation.

"We are not in a position to comment on the effects on climate, rainfall groundwater recharge, etc.," said Singleton. "We do feel, however, that the state must include adequate plan) and provisions which would protect against degradation of the estuarine environment."

This, said Singleton, is being considered in the Texas Water Plan, and the Department believes that sufficient fresth water releases to the estuaries will be provided to preserve productivity of these highly valuable sources of protein food.

But Singleton pointed out that fresh water does not mean treated waste waters because of the problem asso-

ciated with eutophication caused by excessive nutrient materials and the danger of buildups of toxic materials in the estuarine environment.

"Occasional flushing of estuarine areas should be considered essential in any comprehensive plan to develop the water restaurces of the state," said Singleton.

According to Singleton, channelizaprojects referred to are in many cases rather serious problem with the environment.

"Hundreds of miles of natural stream channels have already been 'improved' and many more hundreds of miles are in the planning stage," he Isiaid. "The construction of channel much more expensive than the simple purchase price of the flood easement for the land that would be flooded."

Singleton said alternatives to channelization are available such as flowage easements which can be obtained either free or by condemnation or obtained in fee simple. Another alternative, he staid, is to alter or change one or more of the objectives of the project itself.

"In many instances where channelization is part of a project, neither the sponsors of the project nor the landowners who will be affected by the channelization really realize or understand what total effect channelization will have on their immediate environment," said Singleton. "I dare say that many farmers and rancherst do not realize that when a natural stream is 'improved' it is probable they will no longer have any fish in their stream nor will they be able in their leisure time to enjoy the shady solitude of what was once a natural flowing stream."

Singleton said the primary habitat for souirreld, wood ducks, raccoons and other forest animals will be cleared and removed thereby negating any future possibility of enjoying-the sport of hunting such species.

"The loss of habitat to both fish and wildlife in Ouch projects is not noticeable to any great degree on a project by project basis, but when one stops to consider the magnitude of such losses that will eventually occur statewide, he will surely recognize the fact that we are going to one day wake up and have no suitable natural streams for the sportsman of this state."

"Too often the small tributaries have been used as dumping grounds and the receivers of wastes which they cannot assimilate and a major reason for this has been the lack of knowledge concerning them and therefore the aba tion and "improvement" of stream channels in Texas is getting to be a sence of water quality standards for them," Singleton said. "Similarly, the Gulf of Mexico has become the receptacle for unwanted refuse from the land, the burial ground and diluter of strong and sometimesi dangerous solid and liquid wastes."

Singleton questioned the recreational benefits of many of the reservoir projects.

"Certainly, it will be conceded that reservoirs and the contents therein are needed for industrial, municipal and irrigation purposes, however, a much cla.:4er look needs to be taken at the allocatibn of costs for such projects as well as the assignment of benefits," said Singleton. "In many cases benefits are assiigned to a project for the additional opportunity of boating and fishing that do not in fact exist."

"If recreation is meant to include hunting and fishing, reservoir construction in many, if not most cases, resulted in 1osi3 of not only good, but often prime game habitat, and in the lasts of stream fisheries which cannot be replaced," said Singleton.

"Because of such losses and the irreplaceable quality of certain fisheries and game habitats, we feel. very definitely that re,!arcaO.on, meaninghunting and fishing and the conservation of game and fish habitat, should be replaced in higher priority under the law," he staid.
