About 17K Novo Vizcayanos May Not Vote on May 2016
By WILMA BALITON
About 6.82 percent or a total of 17, 163 Novo Vizcayanos may not cast their votes on May 9, 2016 election due to lack of biometrics. This is based on the records of Commission on Election(COMELEC) Nueva Vizcaya as voter’s biometrics and registration ended on the night of October 31. Hilda Padilla, the Assistant Election Supervisor told DWRV that there were 251,806 registrants but only 234,378 were able to have biometrics which is a requirement to vote to the next election. The final tally of voters though will be released after November 16 after the Election Registration Board have convened to delete double registrations, dead voters, transferees and those with foreign citizenship. COMELEC offices in the province exceeded the 250 recommended number of registrant for the last day of registration. Solano listed 457 voters, 354 in Bayombong,322 in Bagabag, 222 in Bambang, 215 in Dupax del Norte. Other towns listed lower number of registrants. Several of voters claimed to be busy with their work and had only the last day to visit the COMELEC office to register although COMELEC opened the registration and biometrics recording last May 2014 and ended last October 31, 2015.

CSC made the announcement several weeks after the cancellation and preparation of the new schedule of exam. CSC Director II Ma. Noemi Bustamante said they had to prepare new set of questionnaire to avoid leakage from other regions. About ten thousand booklets of questionnaires
were shredded in the regional CSC office while Lando was hurling all over Luzon. More than 2,600 were affected from the province of Nueva Vizcaya alone. As of press time, CSCS were printing new sets of questionnaires for the new exam.
