EHS Student crowned 2026 Daffodil Queen

Annika Howard, a senior who takes classes at Eatonville High School and participates in Running Start through Walla Walla Community College, has been crowned the 2026 Daffodil Queen, becoming the first student in Eatonville High School history to earn the title.

Howard was first selected as Eatonville High School’s Daffodil Princess earlier this year, joining students from schools across Pierce County on the Daffodil Festival Royal Court. Each participating school names a princess, and from that group one student

The Eatonville Cruisers equestrian team continued its strong start to the season this past weekend at the Grays Harbor Fairgrounds, building on the momentum from its first meet with another impressive showing that produced numerous top finishes and a district record performance. After a strong showing at their opening meet a few weeks earlier, Eatonville riders returned to the arena with confidence and

delivered across a wide range of events. Cruisers competitors placed in the top three in multiple disciplines, including speed events, roping, dressage and driving.

Several Eatonville riders captured first place finishes during the meet. Natalie Foster earned first place in driving, while Ava Weaver claimed the top spot in dressage. Ava Payne added a win in individual flags, and Macey Dudley took first place in figure eight.

Team events were also a bright spot for Eatonville. The Canadian

flags team of Kaydence Hill, Olivia Benham, Ava Payne and Hadley Noble delivered a strong performance to take first place.

Olivia Benham captured first in pole bending, while Kali Olson earned a win in steer daubing. Dudley also won breakaway roping with a district record breaking run with a blistering time of 2.596, one of the standout moments of the weekend for the Cruisers.

Cruisers Battle Bethel in Season Opener Under New Head Coach

Anew era began for the Eatonville boys’ soccer program this past Friday night as the Cruisers opened the season against Bethel under first year head coach Mark Phillips.

Despite a 4-0 loss to the Bisons, Phillips said he saw encouraging signs from his squad in the season opener.

Eatonville trailed just 1-0 at halftime after a competitive first half in which the Cruisers showed composure and organization against their larger opponent.

“The guys played one heck of a game,” Phillips said. “They played with poise and stayed calm and collected.”

Bethel pulled away in the second half with three goals, including two highlight worthy finishes. One came on a well struck header off a corner kick, while another was blasted into the upper left corner from distance.

The other two goals came in more chaotic fashion. On one sequence, Eatonville’s goalkeeper appeared to have control of the ball before contact from a Bethel attacker caused it to pop loose, allowing an easy tap in.

Even with the result, Phillips praised the effort and character his players showed throughout the match.

“The level of character and integrity with this group is unmatched,” Phillips said.

“That is all I can ask for.”

Phillips takes over the Cruisers program with a deep background in the game. Born in Germany into a military family, he began playing soccer there and developed an early appreciation for the sport’s technical and team oriented style.

He brings roughly 13 years of club coaching experience along with nine seasons of high school coaching. That includes five seasons as head coach of the Eatonville girls program and four seasons as an assistant

with the Cruiser boys team.

Phillips also holds a U.S. Soccer National D Coaching License and has spent time officiating matches, which he said helped deepen his respect for the Laws of the Game and sportsmanship.

“My coaching philosophy centers on developing young people not only as players,

but as individuals of integrity, character, and accountability, on and off the pitch,” Phillips said.

Eatonville will look to build on the positives from the opener as the Cruisers continue their early season schedule in hopes of handing Phillips his first victory.

These laws determine who inherits your property and financial accounts when there’s no will or trust. Since rules vary from state to state, it’s important to check the specifics where you live.

But for all other separately owned property or individual financial accounts, the laws of most states award one-third to one-half to the surviving spouse, while the rest goes to the children.

Married with no children: Some states award the entire estate to the surviving spouse, or everything up to a certain amount (for example the first $100,000). But many other states award only one-third to one-half of the decedent’s separately owned assets to the surviving spouse, with the remainder generally going to the deceased person’s parents, or if the parents are dead, to brothers and sisters.

Cruiser Knowledge Bowl Team Wins League, Advances to State

After a thrilling regional finish, Eatonville is ready to make noise on the state stage

Eatonville has another reason to celebrate this spring.

The Eatonville High School Knowledge Bowl team is headed to the Washington State Knowledge Bowl Competition after a strong finish at the regional tournament at Lakes High School, where the Cruisers went up against some of the area’s top academic programs and earned a place among the state’s best.

And it did not come easily.

Facing top teams from schools including Gig Harbor, Olympia and Hazen, the Cruisers entered the final round of oral questions in the middle of a tight race near the top of the standings. With only a few points separating the leading teams, every question mattered.

According to the team’s coach, the Cruisers went into that final round sitting third overall. By the end of the day, they finished fourth overall in a highly competitive field. Most excitedly, they placed first in their league, securing a berth at state.

That result is about more than a finish in the standings. It is a point of pride for the high school, for the students who put in the work all season and for a community that never hesitates to get behind its own.

Knowledge Bowl is a fast-paced academic competition that tests students across a wide range of subjects, including science, math, literature, history and current events. Success depends on more than simply knowing the answers. Teams have to think quickly, communicate well and trust each other under pressure.

Those qualities were on display throughout the regional competition.

The coach praised the team’s dedication, teamwork and academic excellence, saying those strengths carried the group through a day when the margin between teams was small and the competition was especially tough. Going up against larger and well-established programs, the Cruisers showed they could hold their own.

In a place like this, that kind of accomplishment matters. Academic competitions may not always draw the same attention as sports, but the work behind them is no less impressive. These students have represented their school well, competed at a high level and given local families one more reason to cheer on the Cruisers.

The team will compete at state on Saturday, March 21, 2026, at Wenatchee High School.

The Cruisers also turned in a number of second place performances.

Eatonville’s drill team placed second overall, while the working pairs team of Mariah Torgeson-Widger and Ava Payne finished as runners up.

Hill also took second in figure eight. Another Eatonville Canadian flags team made up of Dakota Murra, Kaydence Maloney, Mariah TorgesonWidger and Morgan Eichost finished second.

Dudley added a second place finish in pole bending, while the birangle team of Kaydence Hill and Olivia Benham also placed second. Payne earned second in keyhole, and Ava Weaver finished second in hunt seat.

Eatonville riders continued to add to the medal count with several third place finishes. Ava Weaver placed third in saddle seat, and Heidi Weaver finished third in dressage.

The working pairs team of Torgeson-Widger and Payne added another podium result with a third place finish. Olivia Benham placed third in figure eight, and Emma Adams finished third in pole bending.

Hadley Noble and Zoey Shoopman combined to place third in cow sorting. Adams also earned a third place finish in steer daubing. Heidi Weaver added two more third place finishes in trail and hunt seat, while Kaydence Maloney placed third in keyhole. Payne also finished third in barrels. With consistent performances across both individual and team events, the Cruisers once again demonstrated their depth and versatility early in the season.

The Eatonville Cruisers will return to action March 16 through March 18 for their next meet, which will also take place at the Grays Harbor Fairgrounds in Elma.

The event will bring together top teams from across Washington state representing multiple classifications, including 4A, 3A, 2A, 1A, 2B and 1B schools, making for one of the most competitive academic events of the year.

This year, that honor went to Howard, marking a milestone moment for Eatonville and its school community.

At Eatonville High School, Howard is involved in FFA, band and the swim team.

Outside of school, she works at her local pool, helps plan FFA events and advocates for agriculture. After graduation, she plans to earn her bachelor’s degree in business administration and eventually run her family farm. Those interests make Howard a natural fit for a festival with deep roots in Pierce County agriculture.

the 1930s. What began as a celebration of the area’s daffodil farms has grown into a spring tradition that includes community events, public appearances and the annual Grand Floral Parade through Tacoma, Puyallup, Sumner and Orting.

The Royal Court remains one of the most visible parts of that tradition. Throughout the season, the queen and princesses serve as youth ambassadors, representing their schools and communities at civic events and festival appearances across the region.

For Eatonville, Howard’s selection is about more than a crown. It is a proud moment for the Cruiser community and for a town that does not always see itself reflected in countywide traditions.

This weekend, the whole town will be cheering them on.

Howard said she wanted to become a Daffodil Princess in order to better serve her community and bring representation to the rural parts of Pierce County. She has also said she is especially excited to make new connections across the county and to advocate for agriculture in her new role.

For decades, Eatonville students have participated in the Daffodil Festival program, but until now Eatonville High School had never produced a Daffodil Queen.

Howard’s selection changes that.

The Eatonville School District celebrated the milestone after the coronation, writing, “Congratulations, Queen Annika. What an incredible accomplishment and a moment our entire community will remember!”

Mello Proposes Moratorium on New ICE Centers

Pierce County Executive Ryan Mello submitted to the Pierce County Council an ordinance proposing a temporary moratorium on the siting of new involuntary detention centers and similar facilities in unincorporated Pierce County. The first committee hearing for Ordinance No. O2026-505 is March 16.

Like King County, Thurston County and the cities of Seattle, Tukwila and SeaTac, Pierce County reviewed its development regulations after U.S. Immigration and Customs Enforcement (ICE) issued a pre-solicitation notice for a new privately-contracted 1,600 bed detention center to serve its Seattle Field Office. Despite widely varying community impacts, current county code does not sufficiently distinguish between

different types of essential public facilities. These facilities range from small behavioral health facilities to large institutions such as Western State Hospital.

The proposed moratorium would allow Pierce County time to update its development regulations and establish clearer standards for siting facilities that involve involuntary confinement, evaluation, treatment, or custody. In addition to the existing ICE detention center in Tacoma, Pierce County currently hosts Western State Hospital, the Special Commitment Center on McNeil Island, and other state-run facilities related to behavioral health treatment and substance abuse treatment. These place increased pressure on local courts, law enforcement, public defense, housing availability, and behavioral health systems.

“Our top priority is for people in

Pierce County to feel safe in their community. This moratorium provides the time we need to make critical updates to our guidelines and ensures that our community has a voice in the process,”

Executive Mello said. “During this pause, we will update our development regulations to determine where detention centers and similar facilities may or may not be appropriate in unincorporated Pierce County as our communities continue to grow.”

If adopted, the ordinance places a temporary six-month moratorium on the siting, expansion or establishment of new detention facilities or other facilities that involuntarily confine people anywhere in unincorporated Pierce County. During the moratorium, the County will not accept or process permit applications for these uses. The County will use the six-month period to

review development regulations and gather community input. While some jurisdictions have adopted narrower moratoria focused on specific types of detention facilities, Pierce County is taking a broader approach. The moratorium would apply to a potential ICE detention facility, but it also allows the County to take a comprehensive look at all facilities that involuntarily confine people and determine where they may be appropriate and what safeguards are needed for surrounding communities.

The Pierce County Council’s first public hearing on Ordinance O2026-505 is scheduled for March 16 at 1:30 p.m. at the Community Development and Environment Committee. The Council has posted hearing information online and residents can also find a link to comment on the proposed ordinance.

NOTICE OF FINAL DETERMINATION OF NON-SIGNIFICANCE

The City of Puyallup, as lead agency on the following described project, has retained a Determination of Non-Significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Permit # PLCTA20250055

Applicant: City of Puyallup Development & Permitting Services Department, Planning Division 333 South Meridian, Puyallup, WA 98371. Location: This is a non-project SEPA determination (not site-specific). The proposed update to the City’s Municipal Code will affect properties in the City of Puyallup with critical areas.

Request: The City of Puyallup is updating its critical areas regulations as required by the Growth Management Act (GMA) of Washington. Updates to critical area regulations must be based on the best available science for all critical area types, while specifically considering the conservation and protection of anadromous fisheries (salmon). The proposed action amends Chapter 21.06 of the Puyallup Municipal Code.

**The City received comments in response to the preliminary DNS for this project. The City responded to those comments and prepared additional draft amendments, as necessary. The draft code was also modified to recognize the Planning Commission’s recommendation to City Council regarding updates to stream buffers. The DNS has been retained, and a final determination is being issued with an updated appeal period.

Comments Due Date: The comment period for the preliminary DNS ended on October 29, 2025; there is no additional comment period associated with this determination.

SEPA Status: Final SEPA Determination Issued.

After review of a completed environmental checklist and other information on file, the City of Puyallup has determined this proposal will not have a probable significant adverse impact on the environment. Appeals Consistent with WAC 197-11-545 regarding commenting parties and agencies, an appeal of the subject DNS may be filed via a written request with the SEPA Responsible Official by applicable parties and agencies within 10 days of the Final DNS issuance, or by 3:00 pm on March 20, 2026. Appeals will be accepted via the CityView permit portal only (https://permits.puyallupwa.gov/ Portal). Please contact the staff member listed above prior to submission, if possible.
