I couldn’t be more excited to start my term as Leader of the Royal Borough of Greenwich the same week we saw the launch of the Elizabeth line.

As someone who grew up in the borough, I know how important this transport link will be to us – not just opening up new opportunities to residents and businesses but by opening up our amazing borough to new visitors (and I hope some will choose to stay!). Just like the Elizabeth Line, where the carriages are already filled with commuters, being Leader will not be a solo ride.

I’m joined by Cllr Averil Lekau as my Deputy, who also has responsibility for the climate change, environment and the transport agenda, and other talented cabinet who will take the lead in the different areas of the work we do. Your ward councillors will also share their local expertise to help make the decisions you want to see.

And then of course there is all of you – I’ll be looking at how we can keep improving the ways we listen to your opinions and ideas. With so much happening in the world, it’s difficult to choose what to prioritise, but the first issues I’m going to tackle are the cost of living crisis, climate change and health inequalities – three things we need to get right for everyone. I’ll be at Together 22 in Charlton Park on 2 June and hope to meet many of you there, so please come and share your priorities we me and my fellow councillors too.

Brew By Numbers (BBNo) is a craft brewery on the rise. Founded in 2012, the south London-based company – which was originally based in Bermondsey (where it still has taprooms) but has since moved to Greenwich – has spent the last decade creating over 550 beers. This weekend, it’s hosting a three-day Riverside Beer Festival, pouring its own brews plus those it rates from independent breweries from around the UK. Come long to sample new beers, tuck into tasty street food (the sort that’ll soak up those hops) and find your groove listening to live music and DJ sets.

Starry mornings Royal Observatory Greenwich has developed a special planetarium show for children with autism spectrum disorder (ASD). Morning Stars is an opportunity to sit back and fly into space with a planetarium show, but in a more relaxed, less intense environment (expect to find the room lights a little brighter and visitor numbers capped to prevent it becoming crowded). These shows are less heavy on narration too, but visitors of all ages are likely to walk away with some new facts about the planets and constellations.

Last calls for the Feeling Good jazz club Multi-disciplinary artist Joy Yamusangie was selected for NOW Gallery’s 2022 Young Artist Commission.

Their resulting exhibition, Feeling Good, transformed the Greenwich Peninsula gallery into an inclusive jazz club, where visitors could ponder a series of artworks, make their own music on a piano and enjoy a jazz soundtrack playing overhead.

The exhibition closes this weekend and is worth seeing while you can.

The tides are changing Argentinian-Spanish artist Felipe Pantone is the latest name to give The Tide on Greenwich Peninsula a colourful makeover.

Calling his installation ‘Quick Tide’, the artist hopes to bring dynamism to The Tide with his first UK-based commission.

Felipe’s installation, which is free to visit throughout summer, sees the artist follow in the footsteps of creatives including Yinka Ilori and Liz West, who have previously employed their artistic talents to make a colourful splash on the space, writes Holly O’Mahony…

“Colour is affected by many things. Whether it’s a juxtaposition or a reflection, colour is really happening,” Felipe told the team at Greenwich Peninsula. The installation sees The Tide bathed in swathes of vibrant colours that look, to the untrained eye, a bit like disco lights. In artistic terms, the largescale installation ‘incorporates a mixture of transparent and opaque vinyl’ which works to transform the angular shapes of The Tide into something shifting and playful.

This is no accident: Quick Tide takes inspiration from Felipe’s previous project Chromadynamica and Subtractive Variability, a work of neon gradient geometric shapes, optical patterns and jagged grids. Quick Tide is also in keeping with the artist’s signature style, recognised as a ‘collision between an analog past and a digitised future’.

Platinum Jubilee Celebrations at the Old Royal Naval College The bunting has been raised and the flags are flying all weekend at the Old Royal Naval College, where a programme of Platinum Jubilee events spanning free games on the lawns and Jubilee craft-making to royal tours and afternoon tea is taking place.

Bringing Greenwich Get Walking into the biggest walking community in the UK!

CACT offers free walks across Greenwich every week day, so why not come along and make new friends whilst getting active?

Greenwich Get Walking offers a wide range of free walking opportunities around the Royal Borough of Greenwich. There are various locations, difficulties and groups to choose from and the results are fantastic. Walkers have said the walks they attend have improved both their physical and mental health, they have found community and made friends.

Charlton Athletic Community Trust (CACT) delivers Greenwich Get Walking on behalf of the Royal Borough of Greenwich, Public Health. This programme is part of Ramblers; the biggest walking community in the UK, supporting people to access green spaces and live healthier lifestyles. Ramblers have developed a new website

which showcases all our Wellbeing Walks in Greenwich. The new site will provide a better experience for those who sign up and will unite national organisations and local groups under the Ramblers brand.

This will bring the Wellbeing Walks into the Ramblers community; allowing us to reach out to new walkers and provide a bridge for existing walkers to find more challenging routes and new opportunities.

The good news is that everything we love about Greenwich Get Walking is staying the same. However, we would like to ask that all walkers ‘sign up’ to Ramblers Wellbeing Walks online. This means we can keep a better, more upto-date record of everyone's details.

Sign up to Ramblers Wellbeing Walks with your details including your name, email address and home address, selecting 'Ramblers Wellbeing Walks Greenwich' as the preferred wellbeing walking group. If you, or any walkers you know, don’t have an email address, speak to your walk leader and they will be able to help.

Celebrating Woolwich Ahoy, me hearties! If you’re at a loose end this May half-term, head on down to the good ship Cutty Sark, where your idle hands will be put to good use. Workshops this week include ‘Move the Ship’, where you can have a go at sailing a tea clipper; ‘Communicate and Celebrate’, where you’ll find out how ships use signal flags to communicate at sea; and ‘Character actors’, where you’ll meet a gaggle of figures from the ship’s past.

When we think about space, our minds go first to all the incredible planets out there.

But what about the moons? The Royal Observatory is hosting a morning of science and discovery where you’ll travel across the solar system, meeting and greeting moons along the way – from our neighbouring one that astronauts have walked on to the many moons of Jupiter and their icy brethren surrounding Neptune. An interactive workshop after the show will be a chance to learn more and ask some questions.

Urchin sent for hard labour for brass theft Mary Mills Working down the Lewisham bank of Deptford Creek with wharf by wharf histories I am nearly at Creek Road. Last week I wrote about the revolutionary artificial manure works of J.Lawes and the week before that Wheen’s successful soap works – so I’m afraid this week’s article about sites and works is nothing like them. Between their works and Creek Road were a number of small wharves mostly dealing with coal imports plus some scrap dealers and the like. Clear information about works and structures on these sites is shown on the Goad insurance maps of the 1890s and some later maps on ‘Old Maps’ web site– but I am afraid these articles are beginning to suffer from the demise of the ‘Old Maps’ web site which gave a complete range of OS maps through the 20th century which are not easily obtainable online elsewhere. Sorry - and like a lot of other researchers, a bit cross.

J.B. Lawes had left Deptford before the start of the 20th century. On the Goad plan his wharf – by then ‘Creek Bridge Iron Wharf’ - was in the hands of ‘L.Longman & Sons – iron, metal and machinery’. This I assume is a longer way of saying ‘scrap’. That they were scrap dealers is borne out by a long newspaper account of theft of cable from an electric sub-station on Sydenham Hill and which the thieves had tried to sell to Mr. Longman and some other local dealers. However in other local newspaper report J. H. Longman seems to be entirely occupied with cricket. There are numerous reports of matches against other local teams with much detail on scores and tactics. In 1896 Longman’s Cricket Club advertised for ‘Gentlemen, desirous of joining a good medium club’ where they could play in ‘friendlies’, test matches and holiday fixtures. In 1901, for example, they were challenged by the West Kent Wanderers. At one such event Mr. Longman proposed a toast to ‘Greenwich Conservative Club’ and was supported by Mr. Pinks - presumably the local Board of Works inspector who has featured in many of these accounts of local factories. The only reference to actual work by Longman’s which I have found is the purchase of an old steam roller from Southwark Council.

Here there seem to have been several types of traders and it is sometimes difficult to separate them out. On the insurance plan next to Longmans is a strip of land occupied by J. Martin, Hay and Straw dealer – presumably storing and selling hay for all the horses which worked these wharves and in the streets. Next to them is ‘Creek Essex Wharf’ occupied by J.S. Smith and Sons.

In 1869, the wharf was said to be occupied by Gilders and Beale, of St.Osyth and Wivenhoe, Maltsters.

Surely there wasn’t a maltings here – a specialist trade needing specialist buildings. John Gilders was a prominent figure in Clacton and St.Osyth. He had taken over the maltings from an earlier John Gilders who had died in London of cholera in 1854. In 1869 he had taken over the Wivenhoe Brewery along with a Mr. Beale - who is said to have lived in Deptford. I have written a lot in the past about members of the Beale family in Greenwich but cannot connect any of them with either Deptford or malt. In 1870 Gilders and Beale sold a maltings and granaries in St.Osyth and I can find no connection between this business and Essex Wharf – although, just faintly it might account for the ‘Essex’ part of the name which seems to date from around 1863.

were they all on the wharf at the same time or were they short term users? In 1863 a Messrs Murrell tendered to the local parish for a contract to collect dust – they failed to get it - but appear again from time to time chasing and failing to get work with the local authority.

In 1872 a Mr. Parsons from the same address tendered to the Parish for ‘slopping’. I am not sure what that entails and probably don’t like to think – but ‘slops’ in the 19th century could mean items of clothing but probably doesn’t in this context. They lost the tender anyway. A very shocking is a case reported in the local press of 1872 when the wharf was being used

by Mr. Parsons. This involved Benjamin Smith, age 15, a lad ‘poor, ragged and unintelligent’ who had been working for Mr.Parsons for the past five days.

It turned out he had stolen two pieces of brass, part of a harness and tried to sell them for ‘a penny or two pence’.

The shopkeeper he tried to sell them to had called the police. Asked what his father did he said he was ‘a collector’ when asked what he collected he said ‘rags and bones’ (laughter in court).

The Policeman who had arrested him said the boy had no home and slept in doorways. He was sent down for fourteen days’ hard labour, described as ‘a mercy’ as prison was preferable to being poor in 19th century Deptford.

From the early 1880s stabling was advertised as being available at Essex Wharf and there are also regular advertisements for horses of various sorts. ‘A cob ready to ride and drive .. perfectly shoed ‘... with a ‘handsome four wheeled light phaeton’ … “handsome Black Pony. 13 hands .. very fast, with nearly new harness .. trap if required”. Oddly, potential purchasers are told to apply at Parry’s Pottery for details of these creatures.

Did these horse sales have anything to do with Mr. Martin’s hay and straw business? There were those among the poor of Deptford who had a use for bundles of hay. There are stories of homeless men breaking in at night to sleep on them. In 1897 William Henry Scent, labourer, with no home, was charged with sleeping in the hay

loft and ‘damaging a quantity of hay’.

No details of what this damage was - and anyway he denied any damage had been done. Was it more than just a few bent stalks? He was fined 1/2d or 5 days’ hard labour. Later two homeless teenagers, John Allen and Charles Whitewood, were charged with climbing over a gate to sleep in the hay. The judge said that there ought to be spikes on the gate and other spikes hidden in the hay. They were sent down for hard labour without the option of a fine. At around the same time there is an advertisement asking for the return of a stolen ‘dung fork’ - with a reward offered for its return and a conviction for the thief.

There were also coal sales at Essex Wharf and throughout this period there are constant advertisements for Hughes and Hawke’s, coke and coal ‘... ‘best Wallsend’...’Silkstone best seconds’ with an office at St. John’s Station. There are also advertisements for salesmen – travellers... agents and canvassers.

The final site before Creek Road is ‘Lower Halls Wharf’. I was, and still am, puzzled by this. If you have a ‘Lower’ something then presumably there is also an ‘Upper’ – and there is no sign of that. I wondered for some time if this referred to the vast Croydon building supplies business, Halls of Croydon – at one time the biggest such business in the country, and now editorial@weekender.co.uk

part of Jewson’s. They had a depot somewhere in Deptford – illustrated on their map of company sites with a rather cute little crane. But, no, it turns out that the wharf was owned by a London based shipping company, John Hall & Co. There seems to be very little information about their use of the wharf. They were ‘ship owners, ship brokers, insurance brokers and general clearing and forwarding agents, and patent fuel merchants’. They had several other wharves on the river and canals and seem to have traded with Portugal .. Gibraltar.. Malaga with ‘first class screw steamers’.

The wharf is also shown as dealing with ‘Sunderland Diamond Block’ – that may sound exciting, but it is just a trade name for another sort of coal.

So – we have reached Creek Road and Creek Road Bridge. The Goad plans show something else here – right up against the bridge is a small building marked ‘Hydraulic Station LCC’. What is this? The old pre-1900s Creek Bridge was originally privately owned, and there is very little information about it but it well pre-dated Hydraulic power.

It was taken over by the Metropolitan Board of Works in 1880 – did they, or later the London County Council, install a hydraulic system at the bridge, or does this ‘Hydraulic Station’ refer to something else entirely? I can’t promise to have solved that puzzle by next week –but I am on the case! www.weekender.co.uk

Royal Borough of Greenwich will comply with the notification requirements contained in section 83 of the Act and shall maintain a register of all houses registered under this designation, as required under section 232 of the Act. This designation falls within the description of designations in relation to which the Secretary of State has given a general approval under section 58 of the Housing Act 2004, namely The Housing Act 2004: Licensing of Houses in Multiple Occupation and Selective Licensing of Other Residential Accommodation (England) General Approval 2015 which came into force on the 1st April 2015.

Upon the designation coming into force on 1 October 2022, A person having control of or managing a licensable property must apply to Royal Borough of Greenwich for a licence. Failure to apply for a licence in the designated area is an offence under Section 95(1) of the Housing Act 2004, punishable on conviction by payment of an unlimited fine. In addition, they may be required to repay up to 12 months’ rent if the tenant or the Council, in the case of housing benefit payments, apply to the Residential Property Tribunal under the provisions of section 96 and section 97 of the Housing Act 2004 for a rent repayment order. No notice under section 21 of the Housing Act 1988 may be given in relation to an assured shorthold tenancy of the whole or part of an unlicensed house so long as it remains an unlicensed house.

The Royal Borough of Greenwich makes this Order in exercise of powers under section 14(1) of the Road Traffic Regulation Act 1984. This is to facilitate works by Thames Water who need to carry out repair works.

The Order will come into operation on 13th June 2022 and would continue to be valid for 18 months. However, the works are expected to take 5 days. The duration of the Order can be extended with the approval of the Secretary of State for Transport.

The effect of the Order would be to temporarily prohibit vehicles from entering, exiting, proceeding, or waiting (including waiting for the purposes of loading or unloading), in Ladysmith Road at the junction of Footscray Road.
