Reducing traffic for a safer, cleaner borough Although the road to recovery from the coronavirus pandemic is proving to be long and slow, our need to lead an environmentally cleaner recovery is certain.

If it’s given us anything, the national lockdown showed us what a cleaner city with less traffic and more active travel journeys looks like and this is the type of borough we want in the future.

We’re addressing the concerns of excessive and dangerous traffic in West Greenwich and East Greenwich, reducing through-traffic on our residential streets using modal filters and speeding up implementation of strategic cycle routes in the borough. We’re making it safer for children and families to walk to school by creating new school streets and we’ve made more space in our town centres to make social distancing easier.

All of these things will provide health benefits to all Royal Greenwich residents in the long term.

Getting involved The speed at which we’ve had to introduce many of these new measures may have taken residents and visitors by surprise. The reason for this is to support London’s recovery from the pandemic and the advantage is that we are introducing them on a trial basis, using Experimental Traffic Regulation Orders where they’re needed.

Doing this allows plenty of time for residents to provide feedback based on their actual experiences of the trial, rather than feedback being based on assumptions of how people think they might be affected.

Once the trial measures are in place, a six-month public consultation period begins. You can give feedback on the trial measures implemented so far at royalgreenwich.gov.uk/streetspace We know that it can take time to get used to changes that affect our daily lives, especially when lots of projects are happening at once, and it takes time for satnavs to be updated and people to work out new routes, but we really are listening to your feedback.

We’ve already changed Nelson Road back to two lanes to improve traffic flow through Greenwich town centre; we’re liaising closely with TfL to minimise the impacts of their Cycleway works - they’ve reinstated access to Christchurch Way; and we’re carrying out increased parking enforcement on Trafalgar Road where illegal parking has added to congestion. TfL’s Cycleway project includes making a safer cycling route at the Angerstein roundabout where two people cycling have very sadly lost their lives. In the long term these measures will make roads safer for everyone.

Why we need appealing transport choices for all our residents Cllr Sizwe James, Cabinet Member for Environment, Sustainability and Transport said: “Most Royal Greenwich residents do not own a car and we do not think it’s right that so much traffic is caused by those from outside the borough using our residential roads, impacting the lives and health of our residents. While public transport capacity is reduced, we need to provide safe travel alternatives for everyone. This is why we’re passionate about improving the streets and air quality for all our residents and giving them the opportunities to walk and cycle safely.

TfL data shows that if journeys that were made by public transport before the pandemic are made by car instead, traffic in London could increase by 40 to 50%, so it’s vital we provide safe, car-free alternatives to public transport.”

Approximately a third of car journeys in London could be walked in 20 minutes and two thirds could be cycled in 20 minutes, so please walk and cycle wherever possible and avoid peak times to help reduce congestion.

The autumn season of the National Maritime Museum’s Art & Design Saturday Club kicks off this weekend, offering a chance to enjoy free weekly art classes from October to April. The sessions are a chance for budding young artists to hone their skills using a range of different mediums, and take inspiration from artworks on show as well as those backof-house at the museum and its sister site, the Queen’s House. Club members will also get to take part in three national events, including the Summer Show, which will see their works exhibited at Somerset House in central London.

Helmed by award-winning comedian Suzi Ruffell, the events involve a guided climb onto the roof, followed by the chance to watch Suzi’s latest set, while admiring 360-degree, panoramic views of the capital.

While Blackheath Halls’ annual community opera has been unable to go ahead in physical form this year, the group have been reunited online to create a very special production of Igor Stravinsky’s Faustian opera, The Rake’s Progress.

Blackheath Halls Opera brings together a range of professional and amateur singers, plus Royal Greenwich and Blackheath Halls Youth Choir and Blackheath Halls Orchestra to tell the story of Tom Rakewell’s misadventures with Nick Shadow, who turns out to be the Devil. The Rake’s Progress is loosely based on William Hogarth’s paintings of the same name. Hosted by Blackheath Halls, this event takes place online and can be watched via Facebook or YouTube.

Discover the history of black British mariners Meet colourful characters aboard Cutty Sark One for little ones and curious grown-ups: on Cutty Sark this weekend, you can meet a host of different characters and learn about their very real lives at sea. A timely exhibition has opened in the Mezzanine Gallery at the Old Royal Naval College. Black Greenwich Pensioners explores our nation’s rich and complex past, shining a light on the Black mariners who played a crucial – and often overlooked – role in our history, specifically the Black Royal Navy. The exhibition, which has been co-curated with Black British heritage consultant S. I. Martin, delves deeper into the histories of the Black communities who have been resident in Greenwich for over 200 years, telling the stories of black seamen (both slaves and volunteers), and that of prominent figures from the community who contributed to the British abolitionist movement. The exhibition includes paintings, prints, photographs, tours and subsequent workshops.

Rethinking history: a new soundscape at the Queen’s House Art Gallery explores Elizabeth I’s rule from the perspective of the oppressed ©©National Maritime Museum, London

At the Queen’s House Art Gallery, an exhibition titled Faces of a Queen went on show back in February, which saw the three surviving versions of the Armada Portrait of Elizabeth I go on show together for the first time in their 430year history (one of which, owned by the National Portrait Gallery, has since been loaned to Japan), writes Holly O’Mahony…

The resulting immersive installation hones in specifically on the so-called Elizabethan ‘golden age’, but from the perspective of those ‘overlooked, the dispossessed and the rebels’.

all over the world and originated from West Africa,” said Peter of his work in a press release about the soundscape. “I wanted to amplify the voices of the ‘outsider’ using a democratic musical form.

The Queen’s House was treated as a ‘transmitter’, utilising the unique acoustic reverberations generated by the perfect cube of the Great Hall,” he explained.

This ‘Proposal for Radical Hospitality’ was in fact a long time coming. “The call arose in stages during the Armada Portrait Projects; in questions, reflections, silent pauses, and a gathering and troubling sense of unease with dominant narratives of a so-called Elizabethan ‘golden age’,” explains Matty. This, she says, escalated during lockdown – a time when the world also learned of the brutal murder of George Floyd at the hands of a white police officer. This in turn

led to the amplification of voices in the Black Lives Matter movement and the toppling of the statue in Bristol of British Slave owner Edward Colston.

The protests going on in the wider world acted as a “fire hydrant” among Voices in Motion, a community group facilitated by Trinity Laban, whom Matty was working with at the time. “It unleashed a huge amount of emotion within the group, a third of whom were women of colour, she recalls. This led to big debates within the group about the Armada Portrait, and the image it portrays: a projection of empire and the aspiration to colonise. “They wanted to explore what the impact of the image was on their lives.”

Peter’s soundscape is split into six chapters, each belonging to a different artist or collective, representing the ‘power and potential of Britain’s diverse culture’.

The audio journey begins with the Voices in Motion Collective who worked together online to create their commission around a series of philosophical questions about the extent to which we can ever really sever ourselves from the legacies of Elizabeth I.

Next comes the voice of Londonbased, Trinity Laban-trained vocalist and sound artist Natasha Lohan, whose piece is concerned with the suppression of language and culture in her native Ireland as a result of colonial rule.

Bird la Bird, an LGBTQI+ focused artist whose work focuses on the history of colonialism and the British Empire, comes in after that. She previously worked with the museum on its Fierce Queens exhibition.

The soundscape moves next into the music of the London Lucumi Choir, an Afrocuban collective who worked with the Queen’s House on International Slavery Remembrance Day in August 2020. Their music is dedicated to the Orishas (deities): Olokun, Yemaya and Shango.

Last but not least, the soundscape travels into the work of blues, jazz and contemporary music composer Randolph Matthews, who worked closely with Peter on the Onipa Anthem and was also part of the museum’s Triumphal Procession in 2019.

Listeners then hear the folkloric music of Venezuelan singersongwriter Luzmira Zerpa, who sings the Onimpa ‘People’s Anthem’ as a call and response with Randolph Matthews. The piece was composed by Peter Adjaye for RMG’s Triumphal Procession in 2019.

“Different people will have very different experiences depending on what part of the soundscape they listen to,” points out Matty. “You probably won’t hear the whole thing – it’s about 52 minutes long in total.”

The Armada Portrait commemorates

the most famous conflict in Elizabeth I’s reign: the failed attempt by the Spanish Armada to invade England in 1588. As a monarch, she was a force to be reckoned with, ordering terrible damage to be done to the delicate ecosystems of countries across the world in order to dominate them, bringing British rule into force in places it frankly had no business being. For centuries, we were told to celebrate this dominance; to view it as a reflection of Britain’s strength as a nation and world ‘super power’. At last, the tide is turning.

We’re listening to the voices of the oppressed and learning to reflect on the real history – the whole history – behind such oppression. This new soundscape at the Queen’s House Art Gallery is a pertinent piece in the puzzle of making that happen.

Comedian Juliette Burton on returning to the stage post lockdown “Laughter is like oxygen to me; I feel like I’ve been holding my breath since March,” says award-winning comedian Juliette Burton, who’s performing her first live gig in front of an audience since lockdown at Greenwich Theatre this Saturday. The show, Redefined, is one of a spate of solo shows coming to the theatre this autumn, to be performed in front of a small, socially-distanced audience, writes Holly O’Mahony…

“Comedy is a big celebration of our common humanity and I’ve really really missed that,” says Juliette, when we meet ahead of her upcoming gig. “The reason I wanted to be a comedian in the first place was because it made me feel like I belonged,” she explains. “Laughter unites us, breaks down the barriers and makes us feel like we’re part of something bigger than ourselves.”

Since last coming face-to-face with a three-dimensional audience on 13 March, Juliette has taken part in a number of virtual gigs, held largely on video streaming platforms Zoom and Twitch. “I’ve done lots of charity gigs and some corporate gigs too,” says the comedian, for whom a big pro of these sorts of shows has been having people tune in from around the world.

The con, of course, is that despite being live-streamed, the at-home audience often cannot be heard, meaning it’s

impossible to tell how jokes are landing.

“I’m only defined as a comedian when people are laughing, otherwise it’s just me talking to myself,” she laughs, adding that her number one piece of advice for anybody looking to get into comedy is to always respect your audience. “I’m often asked if comedy is therapy for me, to which I say comedy is comedy and therapy is therapy, unless people aren’t laughing, in which case we’ll call it therapy. Recently, I’ve been doing a lot of therapy.”

A positive of the lockdown for Juliette has been the time it’s given her to work on new material. Specifically, finding a way to work the pandemic into her weekly, virtual Happy Hour gigs. “It made me realise how much writing and creating is a way of making you process what’s going on and connect with other people,” she says.

With the deadly virus still prevalent in society, is it too soon to weave gags about it into comedy routines?

Or is there a way of being tastefully, inoffensively humorous about it?

“There’s definitely a way to be hilarious about it and it comes from finding the humanity in it,” affirms Juliette, who applies the same checklist to every single joke she considers telling. “I ask whether I’m willing to be held accountable for it, that I’m coming to it from an informed perspective [and] who or what I’m intending to make fun of,” she reveals. “This year has been painful for pretty much everyone I know. Being able to laugh about it is, in one way, reaching a milestone.

Laughter is a massive healing tool.”

Juliette has been performing as a professional comedian since 2014 and before that, semi-professionally since 2009. But, she points out, comedy wasn’t “written in the stars” for her as a career choice. “I come from a farming family who aren’t very into the arts,” she explains. “I was the black sheep of the family; whenever a black lamb is born, they call it the Juliette,” she laughs.

It was suffering from trauma and a number of mental health issues – including anxiety, depression, anorexia and bulimia – that led Juliette to seek respite in the world of comedy, first through watching shows like Monty Python, The Vicar of Dibley and Father

Ted, and later through discovering the world of the Edinburgh Festival Fringe. “I first went to Edinburgh in 2005 to review shows when I was still working as a journalist. I remember when I left I had this really strong feeling that I didn’t want to leave; that this was home,” she recalls. “I’d never felt at home on my parents’ farm, but did among [Edinburgh’s] wonderful collection of disparate voices. I knew I had to come back.”

Since then, Juliette has been to the festival every single year bar one, performing her first solo show there in 2013 and selling out every year since 2015.

Speaking candidly about her mental health has been a leading component of Juliette’s routines for the past 10 years, ever since she spoke about her experiences at a gig for mental health charity Mind (the sister charity of which, Rethink Mental Illness, she is now an ambassador for).

“I remember feeling terrified about getting up on stage and coming out about my mental health,” she admits.

“We’d always have someone coming up afterwards and saying thank you so much because the issues resonated with their own experiences. This made me realise how important it was,” she adds. “Laughter libertes people; it’s shorthand to let [others who have experienced similar issues] know they’re not alone in those experiences, and it relaxes those who haven’t experienced them.”

The pandemic has not been without its challenges for Juliette, whose mental health took a hit during lockdown. “I was waking up with suicidal thoughts, having not had them so strongly for many years. Turning that energy into something creative… that’s the thing I’m proudest off.”

Redefined, the show Juliette is performing at Greenwich Theatre this weekend, is a reworking of her 2018 show Defined. “I wrote it about a year where I felt that everything that was steadfast – everything I thought would be forever in my life – vanished,” she says. “And then this year happened and I’m looking back at the show and thinking ‘oh I had no idea’,” she laughs, wryly.

Juliette has peppered the show with video clips and timely-for-2020 jokes, and ensured that the entire thing could be enjoyed online in the instance of another lockdown. Is she nervous or excited to get back up in front of a live audience? “There’s absolutely anxiety there, but it’s the lovely kind that’s like the crest of a wave of excitement,” she beams.

followed, all toasts were cancelled except for 'success to the new ship'. This luncheon was, inevitably, at The Trafalgar, while skilled artisan staff lunched next door at The Yacht, and the labourers at The British Sailor in Hoskins Street.

After Nathan Thompson and his Boatbuilding Company had gone, a different company took over the new slips and boat yard in 1864 at Horseshoe Breach. The new occupants were long established and world famous - Maudslay Sons and Field. Henry Maudslay had been born in Woolwich and trained under Marc Brunel. He is shown on one of the stained glass windows in Woolwich’s Public Hall. His Lambeth works are famous for many engineering innovations, including marine steam engines. However, Henry Maudslay had died in 1831 and the firm continued under his sons and grandsons.

They began to branch out into other types of manufacture and The East Greenwich site was to be their shipyard.

Sadly The Lady Derby floundered after only a year and was abandoned at sea near Whitby.

On what the Kentish Mercury described as a 'great day for East Greenwich' Maudslay’s first ship was launched in October 1865. This was the Lady Derby - named after the wife of the then Prime Minister. She was a screw collier built for the General Iron Screw Collier Co.’, meaning that she was meant to carry coal. A dampener was put on the proceedings when Daniel Fitzpatrick, one of the partners in the firm, died the day before the launch – which meant that at the ‘sumptuous luncheon’, which

The next two vessels to be launched were naval tank vessels– ‘Pelter’ in 1867 and ‘Despatch’ in 1869. They were built for use at the Royal William Victualling Yard at Devonport and used for carrying fresh water to the fleet and they remained in service there until 1905. Tugs were built at the yard. – Traveller for Field, Grappler for William Cory, and later Alert.

It has not been easy to find out exactly what ships were built at Maudslay’s Greenwich yard. A good friend of mine spent a lot of time trying to track them all down but we have only a few names – and I sometimes still come across others. Two of the most important ships built at Greenwich were sailing ships – despite that Maudslay’s had been specialists in marine engines. These two sailing ships deserve more space and will have their own separate article.

Elizabeth was another tank vessel for use at Devonport Dockyard which remained in use until 1921. There was a steamer - SS Legislator built for the Liverpool based Harrison Line. In 1879 there was

a Torpedo boat with a brass hull and described as was ‘a very bad sea boat with good engines’ which was broken up in 1896. Maybe this comment fact sums up the Maudslay’s yard at Greenwich – they made wonderful engines, but their ships never quite reached the same standard.

The yard covered nine and half acres with a 350 ft frontage to the Thames with a deep water jetty. At the gate were a lodge, timekeeper's office and urinals.

There was a three bay erecting shop, a galvanising shop, a boiler house, a foundry, a machine shop, an engine house and chimney. There were also offices, a designing room, a stable, a typewriting room, and a strong room. Somewhere on site was a Massey patent steam hammer, and radial drilling machine by Whitworth.

Sometime between the early 1870s and the late 1880s the yard changed and became a boiler works. The gate to the works had a large sign - ‘Maudslay Sons and Field Ltd. Belleville Boiler Works’.

Belleville Boilers were French and 48 had been ordered by the British Navy in 1892 for the cruisers Powerful and Terrible.

But the company was failing fast.

In May 1896, the company wrote to Morden College that they wanted to move Lambeth Works to East Greenwich and –to extinguish the right of way on the riverside path – a request which had come up several times in the past.. Negotiations were with Herbert Maudslay but he appears less than

keen, since he cancelled a meeting with Morden College trustees on the grounds that he had to go to Cowes, on the Isle of Wight. This ‘urgent business’ might explain a lot about the way in which the family, and the company, was going. Herbert Maudslay’s main interest was in yachting. Thirty years previously he had been the owner of Sphinx, said to be the originator of the spinnaker sail, and in 1893 he had been a founder of the Sea View Sailing Club there, He was Hon. Secretary to the Club for eight years, and by 1908 and remained as Commodore there until his death in 1926.

In the 1890s the Blackwall Tunnel was being built almost underneath the Greenwich site and the Prince of Wales was to open it. The London County Council wanted to alter the frontage of the Blackwall premises for the tunnel but agreement on this could not be reached.

The LCC erected a fence on their version of the line and Maudslay’s foreman took it down. Things were beginning to deteriorate even further. In March 1898 the company was summoned by the London County Council and Maudslay had stopped paying any rent to Morden College.

In October 1899 receivers were appointed and it was at Greenwich in June 1902 that the bankruptcy sale was held. Equipment from Lambeth was brought down to Greenwich and the site laid out for the sale. The sale catalogue makes for poignant reading.

Here is all the machinery and equipment used by one of the leading engineering companies in the world. The first item is for the original screw cutting and slide rest lathe and set of stock taps and dies made by Henry Maudslay himself in the early 19th century. It is a piece of machinery which, it is said, changed the world. At the auction sale it was bought by the Science Museum and has been on display there ever since. The Science Museum had in fact had first choice of everything that was there.

On the fourth day the auction turned to the offices with their lino, and the stools covered in ‘faulty American cloth’, to the square of blue Axminister carpet and a 'japanned tin purdonium'.

There were books ‘Bourne on the Screw Propeller’; coloured prints of the ‘Great Western Steamship’. In addition, there were 14 photographs of machinery.

Where are those photographs now?

Second on the auction list, after Henry Maudslay’s own equipment, came ‘Camera with Wray Lens’ – which was what they considered their second most valuable piece of equipment. Wray’s works still stands by the Ravensbourne in Ashgrove Road, Bellingham A sad end to what had been a great company.

ROYAL BOROUGH of GREENWICH ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1) [Frances Street] PLANNED ROAD CLOSURE (ORDER) 1. The Royal Borough of Greenwich makes this Order in exercise of powers under section 14(1) of the Road Traffic Regulation Act 1984. This is to facilitate works by Peak Group London who need to carry out development works.

2. The Order will come into operation on 30th September and would continue to be valid for 18 months. However the works are expected to take 6 months. Works will only take one day at a time and each closure must be notified to Council and residents at least 7 days prior. The duration of the Order can be extended with the approval of the Secretary of State for Transport.

3. The effect of the Order would be to temporarily prohibit vehicles from entering, exiting, proceeding or waiting (including waiting for the purposes of loading or unloading) in, Frances Street at the junction of Hillreach.

4. Whilst the Order is in operation traffic will be diverted via Artillery Place, John Wilson Street, Woolwich church Street and vice versa.

Prohibitions remain in force, pedestrians are not affected and vehicle access will be maintained wherever possible.

5. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.

6. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.
