Washington: External Affairs Minister S Jaishankar has said India and Canada should talk to each other to resolve their differences over the death of a Khalistani separatist, but the larger issue of the Canadian government's "permissiveness" to terrorism, extremism and violence must be flagged and addressed.
During an interaction with Indian journalists here on Friday, he said India was ready to look into the information related to Canada's allegations of the "potential" involvement of Indian agents in the killing of Khalistani extremist Hardeep Singh Nijjar on June 18 in British Columbia.
“The issue is as follows, which is that the Canadians have made some allegations. We have pointed out to them that this is not the government of India's policy, but if they are prepared to share with us specifics and anything relevant, we are also open to looking at it. So in that sense, that's where the matter stands,” Jaishankar said."But what we do not want to see is an incident treated in isolation because then that somewhere does not convey the right picture," he said.
"Let's not normalise what is happening in Canada. What is happening in Canada, had it happened anywhere else, do you think the world would've taken it with equanimity?" he asked.

and its government for some years now, and the problem really revolves around the "permissiveness" regarding terrorism, extremism, and violence."This permissiveness is also reflected in the fact that some important extradition requests have not been responded to from their side, in the fact that there are individuals and organisations who are clearly involved with violence and illegal activities in India who themselves declared it. I mean, it is not a secret that they continue to carry on with their activities in Canada," he said.Jaishankar said one of the problems is that no incident is isolated and in totality, as there is a
context for everything.

India had designated Nijjar as a terrorist in 2020.
India angrily rejected the allegations as "absurd" and "motivated" and expelled a senior Canadian diplomat in a tit-for-tat move to Ottawa's expulsion of an Indian official over the case. Earlier in the day, Blinken told reporters he hoped that this issue would be resolved by Canada and India.
"We are very concerned about the allegations that have been raised by Canada, by Prime Minister Trudeau," he said."We have been in close contact with Canada about that. And at the same time, we have engaged with the Indian government and urged them to work with Canada on an investigation, and I had the opportunity to do so again in my meeting yesterday with Foreign Minister Jaishankar," Blinken said.

New Delhi: The India Meteorological Department on Saturday said that rainfall over the country, as a whole, during the monsoon season (June to September), was 94 per cent of its long period average. It said that seasonal rainfalls over northwest, central India, south peninsula, and northeast India were 101 per cent, 100 per cent, 92 per cent and 82 per cent of respective long period average.Rainfall ranging from 94 percent to 106 percent of the long-period average (LPA) is categorised as normal.Nonetheless, it's important to note that even when cumulative
rainfall during the monsoon season is considered normal, it doesn't necessarily guarantee an evenly distributed spread of precipitation across both space and time. The Indian monsoon is subject to inherent fluctuations and changes that transpire over time due to a variety of natural factors, collectively referred to as natu-
ral variability. According to IMD Director General Mrutyunjay Mohapatra, the 2023 monsoon concluded with 94.4 percent cumulative rainfall, classified as "normal" due to the presence of favourable factors that countered the impact of El Nino."Out of the total 36 meteorological subdivisions, 3 subdivisions constituting nine per cent of the total area of the country received excess, 26 subdivisions received normal rainfall (73 per cent of the total area) and seven subdivisions (18 percent of the total area) received deficient season rainfall," said Mohapatra at a press
conference.The seven meteorological subdivisions which got deficient rainfall are Nagaland, Manipur, Mizoram & Tripura (NMMT), Gangetic West Bengal, Jharkhand, Bihar, east UP, south interior Karnataka, and Kerala."Monthly rainfall over the country as a whole was 91 per cent of LPA in June, 113 per cent of LPA in July, 64 per cent of LPA in August, and 113 per cent of LPA in September," the IMD chief said.The IMD had predicted a monsoon season for India that falls within the range of "normal," though leaning towards the lower end of the spectrum.
Sukhu on Saturday announced a special relief package for people affected by rainrelated disasters with the compensation increasedby 25 times. government is spending Rs 4,500 crore to deal with the disaster, out of which Rs 750 crore will be spent for restoration and rehabilitation and Rs 1,000 crore for MNREGA, he said here. The Chief Minister told the media that the compensation of Rs 1.30 lakh for a completely damaged house has been increased five and a half times to Rs 7 lakh. About 3,500 houses have been completely damaged. Besides, the compensation of Rs 4,000 for partial damage to a 'kutcha' house has been increased by 25 times to Rs 1 lakh. The compensation for partial damage to a 'pucca' house has been increased from Rs 6,500 to Rs 1 lakh. Sukhu said that 6.930 ‘kutcha’ houses and 5,549 ‘pucca’ houses have been partially damaged in the state. The Chief Minister said the compensation of Rs 25,000 given in case of damage to a shop or dhaba has also been increased four times to Rs 1 lakh. The government will provide increased financial assistance of Rs 50,000 instead of Rs 3,000 for damage to a cowshed. He said 670 shops and dhabas as well as 8,300 cow sheds have been damaged.

said the government will provide an assistance of Rs 50,000 for damage or loss to the belongings of the tenants. Earlier, it was Rs 2,500. The number of affected people is 1,909.
He said the compensation for loss of cattle head has also been increased in the relief manual to Rs 55,000 per head. In the monsoon fury, 96 cows and buffaloes, 16 horses and donkeys, and six calves have died. The Chief Minister said agriculture and horticulture have also suffered huge damage in the disaster. He said the earlier compensation of Rs 3,615 per
bigha for damage to agricultural and horticultural land has been increased to Rs 10,000.
The compensation on crop loss of Rs 500 per bigha has also been increased eight times to Rs 4,000. The financial assistance for removing silt from agricultural and horticultural land has also been increased from Rs 1,384.61 per bigha to Rs 5,000. He said 37,899 bighas of agricultural land, 17,947 bighas of horticulture land in the state has been damaged, while crops on 26,490 bighas have also been damaged. Also, agricultural and horticultural land in 42 bighas has been
damaged due to silt. The Chief Minister said the government would also bear the cost of providing electricity and water connections to the underconstruction houses that have been completely damaged. Cement will also be provided to these families at government rates to build new houses. Sukhu said the disaster-affected families living in relief camps can move to rented accommodations and the government will provide Rs 5,000 as rent payment in rural areas and Rs 10,000 as rent in urban areas for six months from its own resources.
New Delhi: The Supreme Court has imposed a costs of Rs 25,000 on a litigant seeking permission to file a voluminous synopsis of more than 60 pages against a 5-page order of the Allahabad High Court.A bench of Justices Abhay S. Oka and Pankaj Mithal ordered the petitioner to pay costs of Rs.25,000 by way of a donation to any institution carrying out charitable work.
The petitioner filed an application against the High Court order rejecting anticipatory bail, seeking permission to file a lengthy synopsis
and list of dates. The Supreme Court noted that more than 60 pages synopsis was "uncalled for"
in the facts of the case when the impugned HC order ran merely into 5 pages."Therefore, we re-
ject the application and while we do so, we direct the petitioner to pay costs of Rs.25,000 by way of a donation to any institution carrying out charitable work. Her remarks came hours after India's Ministry of External Affairs raised the issue of stopping High Commissioner Doraiswami by a few radicals from entering a gurdwara in Scotland with the British Foreign Office.
A MEA source in Delhi said: "Instead of getting into an argument, the Indian High Commissioner decided to leave. The issue has been raised with the UK Foreign Office and also the police." Doraiswami was on Friday prevented from entering the gurdwara, as per the reports. Chennai: The Madras High Court on Friday upheld the Trial Court verdict convicting and sentencing all the 215 officials from the forest, reenue and police departments in the 1992 Vachathi brutality case.
Exactly, 12 years back, it was on this day in 2011, the Dharmapuri Principal Sessions Court Judge S.Kumaraguru had convicted 215 accused officials--including 17 of them for rape--and sentenced them to undergo imprisonment ranging from one year to seven years Rigorous Imprisonment.
The case pertained to the brutalities and atrocities committed on the residents Vachathi village, a tribal hamlet near Sitheri hills in Dharmapuri district in September 1992 when a team of 269 government servants including forest, revenue and police officers conducted raids following information of illegal smuggling of sandalwood by the tribals. The authorities went on the rampage, ransacked the village, brutally at-
tacked the tribals, including women and children, and raped 18 victims. Dismissing all the appeals filed by the accused officers challenging the Sessions court verdict, Mr Justice P.Velmurugan of the High Court confirmed the conviction and the jail term ranging from one to seven years of rigorous impirosnment imposed by the Sessions Judge. While the Tamil Nadu government to pay a compensation of Rs 10 lakh each to the 18 rape victims, Mr Justice Velmurugan also ruled that and 50% of the amount-Rs five lakhs--should be recovered from those who had been convicted for rape charges.

The maiden journey will commence from Tirunelveli Junction in the morning, covering the distance to the capital city in approximately 7.5 hours.

The Netherlands is known to be the second largest exporter of agricultural products in the world. The plant, being set up by De Heus India, a direct wholly owned subsidiary of the more than 100 years old De Heus, will produce a full livestock product portfolio of compound feed, concentrates, base mix and dairy mineral mixes. In the first phase, to be realized in the first quarter of 2025, the plant will produce 180 kilo metric tonnes (kMT) of animal feed, with a potential to increase it to 240 kMT.

Singapore: Singapore’s population grew by 5 per cent on the year to 5.92 million as of June 2023, the highest recorded figure in the history of the citystate, according to an official report released on Friday.
The figure was released by the Prime Minister’s Office (PMO) in the annual Population in Brief report by the National Population and Talent Division. “The total population of 5.92 million as of June 2023 is the highest recorded figure in Singapore’s history,” the PMO said.
The population rebounded from declines during the COVID-19 pandemic and has since exceeded the 2019 population of 5.7 million. In 2021, as borders remained closed, the population fell to 5.45 million, then rose to 5.65 million last year before hitting 5.92 million this June.
The report said that with the easing of travel restrictions related to COVID-19, more citizens and PRs living overseas returned to Singapore.
This was the largest contributing factor to the increase in the citizen and PR populations. Singapore citizens made up 3.61 million or 61 per cent of the total population. This is a 1.6 per cent rise from last year. The permanent resident (PR) population increased by 3.7 per cent to 538,600 in June 2023.Of the 5.92 million in the multi-national city-state, there were 4.15 million residents and 1.77 million non-residents, which comprise the foreign workforce, dependants and international students, reported Channel News Asia, citing the report. The non-resident population jumped 13.1 per cent to 1.77 million, with increases in all work pass types. The largest increase came from work permit holders in construction, marine shipyard and process industries. The report said the remaining increases in foreign employment were spread across sectors as firms back-
filled positions vacated by nonresidents during the pandemic. According to a June 16, 2021 report, the ethnic composition of the resident population has remained stable in Singapore –with 74.3 per cent Chinese, 13.5 per cent Malays and 9 per cent Indians. Taking into account the decline in total population in 2020 and 2021 due to the pandemic, the total population growth rate over the past five years was comparable to the preceding five-year period, said the report. From 2013 to 2018, the compound annual growth rate of Singapore’s population was 0.9 per cent, and it was 1 per cent from 2018 to 2023.

Chennai: A team of Chinese scientists harnessed the power of artificial intelligence (AI) to develop a new weight-loss drug that can not only tackle rising obesity but also treat Type 2 diabetes. Developed by AI-powered drug discovery company MindRank, the drug called MDR001 works by binding to the glucagon-like peptide-1 receptor (GLP-1-R) -- a well-established drug target, the South China Morning Post (SCMP) reported. By binding to this receptor, the drug stimulates insulin release from the pancreas, which helps to lower blood sugar levels and reduce weight.
In June, MDR-001 successfully completed phase 1 clinical trials, affirming its superior efficacy and safety. In early September, it began its phase 2 clinical trials, with participants receiving the drug in multiple doses, the report said. The medicine has currently entered its phase 2 clinical trials. “The preclinical development of a pipeline takes three to four years to complete. However, MDR-001 obtained Investigational New Drug (IND) approval from both the FDA (Food and Drug Administration) and NMPA (National Medical Products Administration) in 19 months, effectively doubling
the speed,” Jin Xurui, an AI drug discovery scientist from MindRank, was quoted as saying. This remarkable achievement was made possible by MindRank’s self-developed AI computing platform Molecule Pro and data centre, which contribute at every stage of drug development.

Chennai: Autism spectrum disorder (ASD) and attention deficit hyperactivity disorder (ADHD), that have recently seen a significant rise, may be linked to the common plastic additive, bisphenol A (BPA), according to a study. BPA, used in everyday objects such as in medical devices, compact discs, dental sealants, water bottles, the lining of canned foods and drinks, among others, has previously been linked to several health issues, including cancer.
The study, published in the public access journal PLOS ONE, showed that children with ASD and ADHD often have a reduced ability to clear BPA from their bodies, thereby increasing their exposure to BPA. Previous studies have found associations between children with autism and exposure to BPA.In the new study, researchers from the Rowan University in New Jersey, US, found that the reason for the link is decreased efficiency in a key step involved in BPA detoxification.
After BPA is ingested or inhaled, it is filtered from the blood in the liver through a process called glucuronidation. Glucuronidation is the process of adding a sugar molecule to a
toxin. Doing so makes the toxin water soluble, allowing it to quickly pass out of the body through urine.
Humans show genetic variability in their ability to detoxify BPA. Genetically susceptible individuals have more difficulty detoxifying their blood through this process, meaning their tissues are exposed to BPA at higher concentrations for longer time periods.The team measured the efficiency of glucuronidation in three groups of children in the US: 66 with autism, 46 with ADHD and 37 healthy children.The findings showed that for a significant proportion of children with autism, the ability to add the glucose molecule to BPA is about 10 per cent less than that of control children. For a significant proportion of children with ADHD, it’s about 17 per cent less.The compromised ability to clear such environmental pollutants from the body is “the first hard biochemical evidence of what the linkage is between BPA and the development of autism or ADHD,” said lead author T. Peter Stein, Professor of surgery at Rowan-Virtua School of Osteopathic Medicine.”We were surprised to find that ADHD shows the same defect in BPA detoxification,” he added.

Obesity-associated inflammation worsens ‘bad cholesterol’ and makes it function abnormally, increasing the risk of cardiovascular diseases, diabetes and certain cancers, according to a new study.
Obesity is a public health problem worldwide that affects a large section and often involves hyperlipidemia (high concentrations of fats/lipids in the blood), diabetes, hypertension, chronic inflammation and oxidative stress, which increase susceptibility to cardiovascular diseases (CVD).
Low-density lipoprotein (LDL) is a nanoparticle that transports cholesterol in blood. While cholesterol is
essential for normal cellular function, excess cholesterol can, however, deposit in arteries causing CVD, and hence LDL cholesterol is dubbed “bad cholesterol”.
The study, published in the Journal of Lipid Research, showed that in obesity, it is not the quantity but the quality of LDL that contributes to disease becoming worse due to obesity-associated inflammation.
“As a result, cholesterol delivery is shifted from normal to abnormal, so more cholesterol is retained in the arterial wall, ultimately forming plaques that occlude the blood flow,” said Shobini Jayaraman, corresponding author, a senior research scientist in pharmacol-
ogy, physiology and biophysics at Boston University, US.
For the study, the team compared blood lipoproteins from patients with severe obesity before bariatric surgery and 6 or 12 months after were compared with lipoproteins from a control group of lean healthy subjects.
The researchers found LDL particles became dysfunctional and were less efficient at delivering their cholesterol cargo to LDL receptors. Additionally, the LDL particle also tended to either preferentially deliver cholesterol to scavenger receptors or stick to the arterial wall matrix.
“This aberrant behaviour stemmed from alterations in LDL bio-
chemical composition induced by obesity-associated inflammation. These harmful changes contributed to increased risk of CVD in patients with obesity,” added Jayaraman.
“Our study shows that LDL quality continues to improve as a patient’s weight normalises, suggesting that the risk of CVD continues to decline,” said Olga Gursky, Professor of pharmacology, physiology and biophysics at the varsity’s School of Medicine. ““This is promising not only for patients undergoing bariatric surgery but perhaps for many others who are overweight or obese and use various approaches to weight loss,” Gursky added.

DHAKA: The King Salman Humanitarian Aid and Relief Center launched on Tuesday a medical campaign in Dhaka to treat tens of thousands of Bangladeshi schoolchildren suffering from eye disease.The campaign is part of KSrelief’s ophthalmological interventions in Bangladesh, where volunteer doctors from Saudi Arabia help Bangladeshis retain or regain their eyesight. The center’s Saudi Noor Volunteer Program, which was held in May, reached more than 4,700 people.
“Helping to reduce the rate of blindness and visual impairments in Bangladesh has been (a) top priority for (the) King Salman Humanitarian Aid and Relief Center,” Dr. Aqeel Al-Ghamdi, KSrelief’s assistant supervisorgeneral for planning and development, told reporters as he launched the program in Dhaka.
The campaign will start with training teachers, as they will be the first to identify students who need help.“The screening program is in 50 schools in Dhaka. It will cover around 30,000 students. This morning, we visited
one of the high schools, and we started the program there. They will screen around 1,000 students in the next three days,”

Under the program, KSrelief will provide glasses for students who need them, while those

LONDON: The British government’s independent migration adviser on Tuesday recommended abolishing one of the main routes for businesses to hire migrant workers in sectors where there are severe staff shortages.
The Migration Advisory Committee (MAC), which was commissioned to conduct a review of the Shortage Occupation List (SOL), said making it easier to recruit low-wage workers increased the risk of exploitation.
Business lobby groups have previously called for the government to expand the number of occupations on the list to help firms facing significant issues recruiting staff post-Brexit.
But the committee also said lowwage migrants were more likely to result in a net fiscal cost for Britain, and the high ad-
ministrative burdens of the scheme made it uneconomic for many businesses.
“These concerns mean that we are not convinced that the SOL provides a sensible immigration solution to shortage issues in low-wage sectors, and so our preference is for the government to abolish it,” the committee said in a report.
Employers can hire migrant workers at 80 percent of a job’s usual “going rate” in Britain for occupations on the list, which includes roles such as bricklayers and care workers.
Being a shortage occupation can allow employers to bypass the general minimum salary threshold for a skilled worker visa of 26,200 pounds ($31,610), meaning sectors with a going rate below that level particularly benefited from being on the list.
