Opposition to new drive for golf course carve-up NEIGHBOURS of the former Carrington Park golf course in Rosebud claim new development plans are an unfair way to carve up the site.

Nearly 30 of them were bunkered down last week deciding on the best of driving home their opposition to the latest plans which, they claim, will see double the number of blocks they were originally told would be part of the subdivision.

They say the developer’s plans endanger the “integrity and the character of the neighbourhood� and will impact on existing wildlife corridors.

Councillors opposed to closing the tip say ratepayers will pay up to $60 a year extra for waste to be taken off the peninsula; those in favour put the figure at closer to $30.

Emphasis on the shire’s desire to achieve this standard was underlined late last year when it sent a three-person delegation to the 29 November 11 December United Nations climate change conference in Paris.

resources team leader Jessica Wingad returned from the COP21 conference with an invitation for the shire to commit to an international Compact of Mayors to minimise climate change.

The shire’s presence at the conference has been criticised as being unnecessary by members of the public and at least two councillors, David Garnock and Andrew Dixon.

Cr Pittock and Fraser are yet to present reports to council, although Cr Pittock did invite the public to an “open presentation� about the Paris talks on Monday 21 December. The meeting

at council’s Roesbud offices was held amid wide criticism of the trip on social media.

The requirement for the reports to be made was part of a council motion limiting their council-paid conference costs to $6000.

Ms Wingad’s attendance was described as being to “learn the latest global trends and their potential application locally�.

Ms Wingad will now head a new climate change, energy and water unit within the shire.

The unit, according to a news release,

“is responsible for leading the shire towards carbon neutrality and long-term climate change resilience across the community and organisation�.

The same news release says the shire’s carbon neutrality policy “will return a financial payback to the shire and its community�.

"The policy sets out how the shire manages greenhouse gas emissions associated with its operations and ensures that its net emissions are equal to zero or better annually,� Cr Pittock is quoted as saying.

Hope for Somers appeal from court ruling David Harrison david@mpnews.com.au SHIRE officers are examining a Supreme Court decision that effectively excluded a third of properties from a footpath special charge scheme in Jan Juc because they would not get the required special benefit from the proposed path network.

The case could be relevant if the controversial Somers path scheme – which proposes charging properties up to two kilometres from the proposed $1.5 million concrete path – is taken to VCAT, as some Somers residents have threatened.

VCAT’s decision-making history could mean the Somers appellants could face a huge legal bill whether they won or lost at the tribunal. They could face an appeal to the Supreme Court if the shire won. Such an appeal can only be made on a point of law.

In the Jan Juc case, the Victorian Civil and Administrative Tribunal had originally decided in favour of Jan Juc residents. The Surf Coast Shire then appealed to the Supreme Court.

In a complex technical ruling the higher court found the shire had exceeded its jurisdiction and directed VCAT to revise its original decision.

That resulted in 23 of 67 properties not having to pay for the path network.

Mornington Peninsula Shire’s chief operating officer Alison Leighton said the shire had for years maintained a watching brief on VCAT decisions concerning special charge schemes.

In the Jan Juc case, the initial VCAT decision “was set aside by the Supreme Court and the scheme was then modified by consent – by agreement between the applicants and council,” Ms Leighton said. “The final outcome was not a decision of VCAT per se but rather a negotiated outcome between the parties.”

She said it should be noted that VCAT is not a court that follows precedent. “We do review tribunal decisions and assess applicability to Mornington Peninsula Shire schemes,” she said.

Surf Coast Shire had in 2009 proposed a “walkability and bike-ability” path network for Jan Juc village, near Torquay. Of 974 submissions

the shire received, 892 eligible property owners objected. A further 54 late opposing submissions were lodged. That left 28 property owners apparently favouring the scheme.

The following year an amended path scheme proposing a 40 per cent cut in the original plan was approved. The shire claimed all within the scheme got a special benefit, either direct or indirect.

The shire argued in VCAT in 2011 that community safety was a key issue in the path plan, which it said was a benefit to all it encompassed.

Tribunal Member Nicholas Hadjigeorgiou said it was incumbent on objectors to establish “that they receive no benefit at all from the proposed scheme” to avoid paying for it.

“This is distinct from showing a lesser or marginal benefit. Thus, the bar for this test, to show no benefit, is set relatively high,” he said.

Mr Hadjigeorgiou found that a number of objectors did receive no benefit.

“While I can understand the council’s wish to include as many properties as possible within the

scheme to minimise the cost per property, the test must be that these properties will receive a ‘special benefit’,” he said.

He ruled that the scheme “must fail” because of the number who received no benefit.

In the Supreme Court’s Court of Appeal, Justice Emilios Kyrou ordered that VCAT re-hear the case. His main finding was that the VCAT decision could not authorise setting aside the entire special charge scheme.

Back at VCAT, responding to the Supreme Court direction, Member Hadjigeorgiou heard further submissions on who should be excluded from the scheme on the ground of no special benefit.

He said the parties had consulted during the hearing “and by consent identified a number of applicant properties that would receive no special benefit,” he stated.

He ordered that the special charge scheme be “varied accordingly” and dismissed the residents’ appeal.

The 23 excluded properties and their owners were specified in his decision.

Objectors ‘no’ to fairway carve-up Stephen Taylor steve@mpnews.com.au NEIGHBOURS of the former Carrington Park Club, Rosebud, met last week to consider their objections to development plans for the site.

They believe a proposed subdivision, of greater scale than originally planned, will have a serious impact on the character of their area.

Deb and Howard Vorwerk said 29 neighbours met to discuss their concerns before the shire’s deadline for objections expires on 4 March.

The 3.27 hectare site in Elizabeth Drive includes the former 75-yearold clubhouse – the once-private residence of the Moran family of Moran and Cato grocery store fame – bought by developer Storemaker Pty Ltd in 2013 for about $2.2 million.

The purchase reportedly saved the club from financial ruin but “marked the end of an era” (The News, 22/10/13), and prompted many members to transfer to Eagle Ridge golf course, Rye. It was reported at the time that the developer planned to build “seven or eight houses on the land, which is high up on the Arthurs Seat escarpment overlooking the southern peninsula, Port Phillip, Bass Strait and even the towers of Melbourne on a clear day – a million dollar view”.

Vella says the developers want to double the number of blocks to 14, remove vegetation and reduce lot sizes from 1500 square metres to 707 square metres. The plans also seek to have the clubhouse divided into six dwellings and not the original four.

“This could lead to 21 blocks being developed which is not in keeping with the original plans and is certainly not in keeping with the character of the area,” Mr Vella said.

“We are seeking to protect the integrity and the character of the neighbourhood, including the existing vegetation and habitat corridors.”

The developer’s intentions are spelled out in a notice on display at the club advising of plans to delete the environmental significance overlay, apply a development plan overlay and apply a heritage overlay “to enable the integrated redevelopment and subdivision of the site without further notice to affected persons”.

Mr Vella: “If they are successful with this proposal, it means the existing club house will be subdivided into six separate dwellings with an additional third-floor extension creating a threestorey building.

“It would mean they could subdivide

the remaining land area into 14 separate lots of between 707-999 square metres. This would be 11 more blocks than are possible under the current zoning.”

Mr Vorwerk said the original plans for four units in the renovated clubhouse and three blocks of 1500 square metres surrounding it satisfied Green Wedge requirements “and we were OK with that”.

“But creating blocks of 707-999 square metres does not recognise the significance of the site or its interaction with the environment.”

The club house building is on the

shire’s Heritage Watch list. However, it is not yet recognised under a Heritage Overlay and a review is a couple of months away.

The developers want to voluntarily apply a Heritage Overlay. They say the hipped roof and chimneys do not form a significant part of the building and want them demolished.

The objectors say the shire’s heritage advisor identifies the hipped roof as greatly contributing to the building’s significance – “as does Dr Tronn Overend, son of the architect, Best Overend”.

Mr Vorwerk said blocks on nearby McLaren Ct and Danina Crt were all sub-divided at 2000 metres on average “so they would blend in with the environment”.

He said: “We would like development that is appropriate to the site but now they [the developers] just seem to be going for whatever is possible.

“While we have serious concerns about the current proposal we would like to encourage development that retains the Carrington Hall original building form, with development being within the current wall and roof lines. “[The new building] should respect the neighbourhood character of the area; have regard for the established landscape and streetscape, and maintain the natural skyline of the ridge and escarpment without adding obtrusive building silhouettes.”

Helmet with benefits: George Paterson has fitted lights and a camera to his bike helmet to alert and monitor motorists.

IT would be a rare day when George Paterson could walk along the streets of Rye or pull up at the back beach for a surf check without being recognised.

A long time businessman in Frankston and on the Mornington Peninsula Patterson is an easy to talk to type who always has an adventure on the go or an anecdote to tell.

But lately he’s discovered a way to become almost invisible.

The secret is one he shares with others who wear tight fitting, colourful outdoor clothing - in short, they’re cyclists.

Paterson has had so many near misses with cars and trucks while pedaling along the road that he’s taken to recording his journeys by wearing a camera on his helmet.

Using his own brand of black humour, he fantasises about lying on a hospital bed, unable to talk but knowing that the proof of what happened lies within the camera.

“It’s sort of like an insurance policy,” he says. “It would be regrettable if I can’t speak, but I’d have irrefutable proof.

“Hopefully it never happens but, if it does, I’ve got the evidence.”

And evidence it is. Paterson has supplied images of several incidents to police and Mornington Peninsula Shire.

Knowing that the camera has its uses, but protection is not one of them, Paterson also wears a set of flashing lights on his helmet.

One driver who nearly ran him down admitted, when apologising, that the lights were the only things that alerted him to the presence of a cyclist.

“We can see drivers but they can’t see us,” Paterson says. “We become invisible.”

One of Paterson’s videos is likely to be used by the Amy Gillett Foundation, which is lobbying the Victorian government to make it mandatory for motorists to clear cyclists by at least one metre when overtaking.

The foundation – established after the death in Germany of Australian Olympic cyclist Amy Gillett – says it’s a meter matters (AMM) campaign is gaining ground nationally.

“In February 2014, no Australian jurisdiction had minimum overtaking distance on trial or mandated. As of January 2016, five jurisdictions have it, or an equivalent, in place,” the foundation’s executive administrator Kristen Scott stated in a letter to Paterson.

Victorian law talks about keeping a reasonable distance between motor vehicles and bicycles, a measure that Paterson says is unquantifiable.

Speaking with The News from Forrest in south west Victoria before last weekend’s 100-kilometre Odyssey trail bike marathon in the Otway national park, Paterson said motorists could use dash cams “to protect their interests”.

“However, if they are responsible drivers, following the current road laws, then they will not need them,” he said.

“It is clear that many drivers are not familiar with the latest road rules dealing with cyclists: at roundabouts, keeping reasonable distance, dooring, and many more.

“It is worthwhile looking at the current amended laws. Especially regarding cyclists on unmarked roads where they have equal rights with drivers, regardless of the fact they

travel slower, which is not different to a tractor or street sweeper.”

Paterson says the helmet lights “have definitely saved my life on many occasions, or saved me from injuries”.

“Drivers just don’t see you, which is incredible considering the fluoro jerseys cyclists wear and the flashing white front and flashing red tail lights.

“The cam images clearly show drivers’ startled looks.”

Paterson says the flashing helmet lights are head high and rotate with the cyclist’s eyesight.

“The fixed frame lights point only forward and can be missed by the unobservant driver. It seems that the constant rotation and elevation is more visible and intuitive for drivers to recognise.”

Referring to the case of a motorcyclist booked (and since cleared) for modifying his helmet with a camera, Paterson said he would rather break the law than increase his risk of accident.

“I think I would still ride with helmet cam and lights, even if it was deemed illegal, as the number of potential dangerous events I've experienced, could have been far worse,” he said.

“Clearly, most problems arise from the sharing of roads between the different users, such as cyclists, motorcycles, cars, trucks and buses.

“I would fight for 40 kilometre an hour zones through shopping centres, which would bring down car speeds to approximate bike speeds, reducing the consequences of impact.

“The usual red herring argument of shunting cyclists onto bike trails is nonsense. Then the reverse situation occurs between cyclist and pedestrians - utter chaos.”

Motorcyclist’s GoPro helmet fine thrown out on appeal THE case against a Victorian motorcyclist fined for having cameras attached to his helmet has been thrown out by a County Court judge on appeal.

Max Lichtenbaum was fined $289 and lost three demerit points after being pulled over by police in Frankston in March 2014 for wearing a helmet with cameras affixed.

Mr Lichtenbaum was found guilty in the Frankston Magistrates Court last year of not wearing an approved motorcycle helmet.

Lawyers Maurice Blackburn appealed the magistrate’s decision, arguing successfully that the Australian Standard governing motorcycle helmets was not made freely accessible to the public by VicRoads, therefore, riders could not be found guilty of breach-

ing a standard that was not publically available.

In handing down his decision in the County Court on Friday 12 February, Judge John Jordan said: “I am not satisfied with the magistrate’s order and dismiss the charge”.

Maurice Blackburn also argued during the appeal hearing that motorcycle helmets in Victoria needed to meet the relevant standard at the date of manufacture and supply. It was submitted that this meant helmets could not be considered non-compliant at a later date, such as if a camera was attached.

But because the first argument was accepted by Judge Jordan, he did not need to rule on the latter argument.

said the firm would continue lobbying for legislative change in relation to this aspect of the case.

“We need to get clarity and confirmation for motorcycle riders in Victoria that approval of the relevant standard applies at the date of manufacture and supply, and not beyond,” Mr Cumming said. “That will bring Victoria in line with the explicit position in Queensland, South Australia and, as of December last year, the ACT.” He said the appeal result was “a long time coming”.

“Since the matter was first brought to us by the Victorian Motorcycle Council, and preceded through various incarnations at the Frankston Magistrates Court where there was ultimately an unsuccessful outcome, then to appeal that outcome in the

County Court and get a favourable result today, is fantastic and we’re all very pleased.”

Mr Lichtenbaum described the case as “very stressful,” but added: “I’m pleased that after two years it’s now over. I’m very safety conscious and put these cameras on my helmet at the time mainly for safety reasons. I feel safer knowing that if I have an accident I’ve got proof of what happened.”

Peter Baulch, from the Victorian Motorcycle Council, said the appeal was “a win for common sense”.

“This puts pressure now on VicRoads and regulatory authorities to recognise what they call at the national level as regulatory harmonisation. We poor motorcyclists simply call it uniform road rules right around Australia and that’s what’s needed,” he said.

Cafe name honours war author ONE of Frankston’s favourite sons has been recognised by having a cafe at Frankston Library named in his honour.

Cafe owner Yvens De Camargo decided to name the coffee shop after World War II veteran turned author Don Charlwood when he read about his wartime experiences and successful literary career.

“I thought ‘This guy is amazing.

He’s like an unsung hero. We need to do something’,” Mr De Camargo said.

Long-time Frankston resident Mr Charlwood, who died in 2012 aged 96, flew in 30 bombing missions as a RAAF navigator in Lancaster bomb-

ers during World War II and he and pilot Geoff Maddern were the first 103 Squadron crew to survive a tour in nine months.

He later reflected that of the 20 men who had qualified as navigators with him, only five were still alive at the end of the war.

Mr De Camargo said Mr Charlwood’s widow, Nell, visited the library last week and was thrilled to see two portraits of her late husband on display.

“She told me she used to be a librarian,” he said.

After World War II Mr Charlwood worked as an air traffic controller at Melbourne Airport but also turned

his hand to writing books and wrote 11 books including No Moon Tonight (1956) about his wartime experiences.

His 1965 novel All The Green Year, about three boys growing up on the eve of the Great Depression, became a classic and was studied in high schools for decades afterwards.

Frankston mayor Cr James Dooley said Mr Charlwood’s legacy lives on through his books, including All The Green Year and Marching as to War. “It is wonderful that the Library Cafe has been named after his honour.

We hope that this helps to keep his name – and important works – alive for generations to come.”

Keith Platt keith@mpnews.com.au IT seems a long way from Red Hill to Hollywood; even further when it comes to having a water bottle handed out to Tinseltown’s A-listers by a couple of men who gained inspiration from plastic polluting Mornington Peninsula beaches.

But next week that unlikely scenario gets played out at the glittering Oscars awards when a flat, re-useable water bottle designed and produced

by Jesse Leeworthy and Jonathan Byrt is included in the gift bag handed out to each nominee at the 28 February ceremony.

“Getting the memobottle in the hands of actors like Matt Damon and Leonardo DiCaprio is exciting for us on many levels,” Byrt says. “These are people who are enormously passionate about environmental and social causes.”

Leeworthy and Byrt spent their childhoods on peninsula beaches and despaired at the pollution, especially that caused by disposable plastic bottles.

The design of the memobottle included in the 88th Oscars Academy Awards Gift Bags produced by the two former Red Hill schoolmates was first scribbled by Leeworthy on a scrap of paper and shown to Byrt during a Skype conversation.

Byrt, then working in Boston, was as enthusiastic as his friend and in August 2014 they embarked on a crowdfunding campaign with a target of $15,000.

After 45 days they had 6118 backers and $261,148 in funding.

But that’s history and memobottle is now sold in 70 countries with A5 and A6 paper sized bottles making their debut in the Oscars gift bags.

The bottles were first made to mimic the popular rectangular A4 paper size, fitting neatly into carry bags alongside computers, books and valuables.

“Bottles hadn’t changed shape in decades yet tablets, laptops and computer bags were all flat in their design. Round bottles just didn’t fit with our modern lives.

“Bottles of water are bought from the local store, consumed and then thrown away after a single use, destined to litter our beaches or end up in landfill. Single-use water bottles are transported halfway around the world, only to be used once and thrown out.

None of this makes sense when there is clean water flowing from our taps.”

Leeworthy and Byrt say the memobottle can change people’s minds about how they consume and transport bottled water.

Indigenous women have ‘low’ breast screening rates Stephen Taylor steve@mpnews.com.au PRIME Minister Malcolm Turnbull’s Closing the Gap report, released Wednesday, shows an increase in Indigenous cancer mortality rates and a huge disparity in patient breast screening compared to non-Indigenous residents.

This reflects a “concerningly low� rate of presentation by Mornington Peninsula Aboriginal and Torres Strait Islander women compared to other groups in the same age cohort.

Presentations by ATSI women at BreastScreen Victoria clinics at Frankston and Rosebud are well below the state average.

The Frankston’s presentation rate is just 19 per cent of the target age group (50-74), while Rosebud’s is slightly better at 26 per cent. Yet, for nonIndigenous women, the Frankston presentation rate is 51 per cent and Rosebud 54 per cent. The state average is 54 per cent.

Spokesperson Jane Aubrey said BreastScreen Victoria works with Willum Warrain Aboriginal Association to engage the ATSI population, however, she said presentation numbers are still “concerningly low�. Presentations are held at the Rosebud clinic.

The Closing the Gap report states that: “Between 2006 and 2013, there was a 10 per cent increase in cancer death rates for Indigenous

patients and a six per cent decline for non-Indigenous Australians. Breast cancer is the most common cancer among indigenous women in Victoria,� Ms Aubrey said. “Working with key indigenous groups, particularly the regional Aboriginal Community Controlled Health Organisations (ACCHOS), has been crucial to gain an understanding of how best to engage with the communities. “Not only is breast cancer the most common cancer among Aboriginal and Torres Strait Islander women, but the mortality rate is also higher due to diagnosis at advanced stages – something BreastScreen Victoria is actively working to change.�

Prime Minister Turnbull called for “hope and optimism rather than entrenched despair� in engaging with indigenous Australians and this is a sentiment shared by BreastScreen Victoria.

Its CEO, Vicki Pridmore, said the testing “continues to improve outcomes for Aboriginal and Torres Strait Islander women with participation rates improving through implementation of a considered, culturally sensitive program which aims to make the screening process easier�. “It’s important to remember that early detection of breast cancer improves outcomes for women,� she said. “Three quarters of all women diagnosed are over 50 and one 10-minute appointment every two years could save your life.�

Pains to be assessed chest in time PREMIER Daniel Andrews visited Frankston Hospital last Thursday morning (18 February) to officially open a new eight-bed Rapid Assessment Chest Pain Unit expected to treat up to 2000 patients a year.

The new eight-bed unit means specialist cardiologists can assess people with chest pain earlier and faster, to ease pressure on the emergency department.

The extra beds at Frankston Hospital mark 92 out of 101 beds and points of care opened as a result of the Labor state government’s $200 million Hospital Beds Rescue Fund.

“In less than a year, we will deliver 101 new beds and points of care as promised, so Victorian patients can access the care they need, when they need it,� Mr Andrews said.

A new $5 million hybrid interventional operating theatre at Frankston Hospital is also now open for surgery, featuring cutting edge digital equipment that will allow surgeons to use minimally invasive surgical techniques.

The operating theatre, the largest in Australia, will mean patients undergo shorter surgeries and recover quicker.

Vet angered by senseless attack on tawny THE senseless shooting of a tawny frogmouth has upset and angered Rye Beach Veterinary Hospital staff.

The wounded juvenile was found on Old Melbourne Rd near the Rye football oval with a badly fractured and infected shoulder could not be helped and had to be euthanised.

X-rays revealed a lead pellet â&#x20AC;&#x201C; probably fired from an air rifle. â&#x20AC;&#x153;I was very upset to receive it as it

was a lovely little bird,â&#x20AC;? said veterinarian Stacey Lethlean, who has treated injured native animals for the past 30 years.

The nocturnal raptor, which eats moths and small animals, is a well camouflaged predator. It is protected by law and Ms Lethlean will report the shooting to police. â&#x20AC;&#x153;It was probably just a senseless thrill-kill,â&#x20AC;? she said. â&#x20AC;&#x153;Its wing was

fractured and it had obviously been in a lot of pain. â&#x20AC;&#x153;We only found the slug through xrays, which makes me wonder whether other injured native animals brought in, but not x-rayed, have also been shot.â&#x20AC;?

Cyclist dies A SORRENTO man died in hospital after being involved in a cycling incident in Portsea last week. Police were told the 69 year old was cycling along Wattle Gr with a 67 year old Portsea man about 8.15am, Tuesday last week.

The two riders collided with each other at the intersection of Royal Avenue and both were thrown from their bikes.

The Sorrento man suffered severe head injuries and was airlifted to hospital. The 67-year-old suffered minor injuries.

Senior Constable Adam West, of police media, said 35 people had died on the roads so far this year compared to 32 by this time last year.

Boundary changes before election Stephen Taylor steve@mpnews.com.au MORNINGTON Peninsula residents can have a say on proposed ward boundary changes within Mornington Peninsula shire.

The Victorian Electoral Commission is proposing reshaping the boundaries of Nepean, Cerberus and Red Hill wards.

Under the proposed boundary changes, 4765 voters (3.11 per cent of the total) would be transferred to other wards to ensure that the number of voters represented by each councillor is within 10 per cent of the shire’s average – in time for this year’s local government elections in October.

The VEC says Nepean Ward needs to be enlarged to boost its voter catchment and bring its enrolment back to within the 10 per cent tolerance. Accordingly, it proposes to transfer Tootgarook from Seawinds Ward to Nepean Ward.

Other proposals are for the thinly populated south-eastern corner of Rye to be included in Nepean Ward – taking its enrolment above the average – and for the rural northern part of Balnarring to be transferred from Cerberus Ward to Red Hill Ward.

Red Hill Ward’s enrolment is 8.74 per cent below the average and is tending to decline, so adding the balance of Balnarring to the ward would provide a cushion against its enrolment falling

below the 10 per cent tolerance.

Hastings and Bittern-Crib Point are predicted to grow substantially. In contrast, rural populations in Flinders, Moorooduc and Red Hill, are forecast to decline slightly.

In contrast, the VEC does not consider it necessary to change the boundaries of Briars Ward, where enrolment is 9.14 per cent above the average but is tending to decline from the 10 per cent threshold.

The proposed boundaries would reduce Seawinds Ward’s enrolment to 7.97 per cent below the average, but the VEC says its enrolment is unlikely to fall below the 10 per cent tolerance.

The proposed boundaries follow “geographic communities of interest”, the VEC says. Tootgarook has close links with both Rye to the west and Rosebud West to the east, and from a community of interest viewpoint could fit equally well in either Nepean or Seawinds Ward.

Other proposed changes unite localities into the same ward, putting all of Rye in Nepean Ward and all of Balnarring in Red Hill Ward.

“A subdivision review helps uphold the principle of ‘one vote, one value’ at the local government level,” electoral commissioner Warwick Gately said.

The shire covers about 724 square kilometres, with 40 townships and localities spread across the peninsula.

The population in 2014 was about 153,800 people. This was expected to increase by about 20,000 in the run-up

to 2026 (or around 13.3 per cent). This rate of increase is significantly lower than for most other councils on the metropolitan fringe.

The shire is demographically and socially diverse. The median age ranges from 21 at HMAS Cerberus to 56 at Flinders-Shoreham-Point Leo. Socio-economic indicators differ within the shire: for example, the proportion of managers and professionals varies between 11.4 per cent at HMAS Cerberus and 49.4 per cent in the Red

Hill area. Levels of social disadvantage vary across the shire: from Rosebud West, with a socio-economic index of 898.9, to Mt Eliza, with 1105.9.

They must reach the commission by 5pm, Wednesday 9 March.

A public hearing for those who have

requested to speak in support of their submission is scheduled for 7pm, Wednesday 16 March, at the Mornington Peninsula Shire Offices, 90 Besgrove St, Rosebud. The hearing will not be held if there are no requests to speak.

A final report containing the commission’s recommendation to the local government minister will be released on Wednesday 6 April. If accepted, the new ward boundaries will take effect at the October council elections.

Somerville train hits buggy driver Compiled by Melissa Walsh A very serious accident happened to a young man named Robert Potts, on Saturday morning at the level crossing at the Somerville railway station.

It seems that he was driving a cart from the town ship towards home, and when about to cross over the line his attention was diverted by some horses playing up in the railway yard, and he did not perceive the midday train which was then approaching and before he could get clear the engine dashed into the cart, which was smashed to fragments.

He sustained a compound fracture of the skull, the head being terribly smashed. Without loss of time Mr G. Keast motored the injured man to Frankston and he was admitted to St Pancras Hospital. On Sunday Drs Maxwell and Dunhill performed an operation and the patient is now progressing as well as can be expected considering the grave nature of his injuries. The horse was uninjured. *** THE Federated Boot Factory Employees intend holding a picnic in the Frankston Park today. *** MR and Mrs C. P. The attendance was good and a very enjoyable evening was spent by all present.

The members of the Club bore practically all the expenditure, which left the Red Cross funds benefitted to the extent of nearly £10. This club has been instrumental in raising considerable amounts at different centres for the Red Cross and are deserving of the thanks of the community for their efforts in this worthy cause. *** MUCH regret is expressed at the departure of Miss Watson, sister of Mr C. P. Watson, of the local Savings Bank, from Frankston, where, after some years residence she was quite looked upon as an established fact

and a competent leader in all local matters where the uplift of the community was concerned.

Being a lady of extensive experience in organising, Miss Watson was a very great assistance in commencing, and bringing the local branch of Red Cross to the successful and flourishing institution it is at present and it will be hard indeed to fill her place.

Roberton V.D. has been granted a Commission in the British Army, being attached to the 11th Reserve Battalion Gloucestershire Regiment, he is at present at 43.

Dainty afternoon tea was kindly given by Miss Watson and thoroughly enjoyed. Many were the expressions of regret at the departure of Miss Watson from the district and especially from our local Red Cross.

In search of the shipwreck of my youth

By Stuart McCullough LOOKING back, it was a golden summer. At the time though, it was little more than the gap between first and second year Uni. I went with a group of friends to Merimbula on the South Coast of New South Wales. I’d been just once before with my family; a trip memorable only for the fact that it rained continuously and that we barely left the motel room. This time things would be different. We were leaving just after Christmas and the chances of sustained precipitation were about as slim as we were.

Just as our parents had taught us, we got up in the middle of the night to start driving. This, ostensibly, was to ‘beat traffic’. It’s an odd thing that long car trips feel more manageable if they commence in the dead of night.

It’s as though any travel done under the cloak of darkness doesn’t really count. After far too little sleep, the five of us crammed into a sedan. How we managed to fit everything in is beyond me.

There may have been five of us, but there was only one stereo. In the pre-iPod era, music was a shared experience; whether you liked it or not. I’ll admit now that I could have been more gracious. Plonked in the back seat, I was particularly interested in sleeping. Others in the vehicle, however, were devoted to staying awake, which is fair enough when you’re driving. So it was that, at five o’clock in the morning, we listened to ‘Doolittle’ by the Pixies at a tremendous volume. The Pixies were and remain an amazing band, but that was not the view I formed at five o’clock

in the morning. Rather, I declared the group were rubbish which served only to inspire an increase in the volume. I am prepared to concede, now, that I was completely wrong.

against the glass as we pulled into the campsite. I don’t recall doing anything especially useful in terms of setting up the campsite which probably means I made myself scarce and left it to others. Frankly, I’m not sure what (if anything) I contributed

to the exercise. As I remember it, we spent our time there either at the beach or standing in a circle around the barbecue. At night, we trekked an incredible distance from the caravan park into town to go to the RSL, buy discounted beer and hope against hope that girls would talk to us.

But we were so much more than mere callow youth. That was the summer that we recorded our demo tape. It was then as it remains now; unheard by anyone except us, but between making it and reality setting in, anything seemed possible. It was recorded in our practice space at my father’s house. We borrowed a fourtrack recorder and we were incredibly pleased with the results. The fact that it existed made us walk taller, which was useful when trekking down the hill. It was like having a secret superpower.

Twenty-five years later, I have returned to Merimbula caravan park.

This time, it’s with my wife, two of my siblings and their families. It will, in every respect, be a very different kind of holiday. In the intervening period, the caravan park has changed almost as much as I have. The place seems to have sprouted all kinds of infrastructure; pools, barbecues, waterslides and so on. And beyond just camping sites there are cabins, a café and even a bar. Everything has changed.

But despite this transformation, I still feel the need to walk past our old camping site. It is remarkable how unremarkable it was. There is no statue commemorating our visit. Not even a plaque to mark the spot where

I’d decided to take an impromptu lie down, provoking persons unknown to make a little fortress out of empty cans before taking several photos on my camera that I only discovered when I got my photos back from the chemists. The ungrateful sods haven’t even named the performance space in the café after us. Granted, the performance space takes up less room than the espresso machine, but some kind of gesture would have been nice.

It’s almost as though our visit was not nearly as monumental for them as it was for us.

This time around, we didn’t walk down to the RSL in search of discounted beer. In fact, the walk into town feels a lot shorter than it did twenty-five years ago. Maybe I was less accustomed to walking then. And on this occasion, I go for a run every morning; through the town, along the beach and around the lake. Back in the early nineties, I would have only done that if I were being chased.

Which, all things considered, was not entirely out of the question.

Along the New South Wales coast are all kinds of shipwrecks; each of them monuments to the end of something. It’s funny. Had the me of twenty five years ago rocked up and taken the camping spot next to the me of today, I’d be horrified. As we prepared to head home, it struck me that I needed to reconcile the past with the present. It was obvious: I needed to listen to that old demo tape.

The annual month-long Ventana Festival is a highlight of the city’s calendar providing authentic insights into the cultural diversity of Spanish-speaking countries.

With events and activities for all ages, such as, a pop up film festival, concerts, bilingual storytelling, craft and costume displays,

soccer, capoeira, luche libre (Mexican wrestling), and educational workshops, each year Ventana gets bigger and better.

Ventana’s Street Fiesta on March 14 is a dazzling display of colour, flavour, song and dance. The ‘Queen of the Sea’ procession kicks it off with Carnival dancers in spectacular costumes sashaying their way from the beach into the CBD. Music and dance continue until 8 pm. A food, drink and craft bazaar on Wells Street offers the tastes

and scents of Latin America. Try the pupusa from El Salvador.

The event opens on Friday, 26th February with live music, entertainment, refreshment and an immersive cultural art exhibition. An inspirational film, Landfill Harmonic, about the members of the Paraguayan Youth Orchestra who make musical instruments from the trash they collect at the local landfill screens at 8:30 pm. Opening night events at Frankston Arts Centre from 7 pm.

By IT Gully THE top four is set in MPCA Provincial cricket after Baxter pulled off a superb outright victory against Moorooduc on Saturday.

With just one round remaining in the home and away season, a one day fixture, Baxter is 12 points clear of Langwarrin, who also charged up the ladder after winning outright against Rye. Sorrento is also just one game behind Baxter in sixth place on the ladder. Sorrento is assured a win against Rye in the final game but they are no chance of getting 20 wickets in 40 overs and make a score themselves.

Sorrentoâ&#x20AC;&#x2122;s percentage of 0.8 is also ordinary. Langwarrin has a percentage

of 1.0 and Baxter 1.2. Baxter is in the box seat to hang on, even if they were to lose this weekend.

Baxter tackles Pines at home in the final game. The Piners are a notorious one day outfit and wonâ&#x20AC;&#x2122;t be easy pickings.

Langwarrin plays Mt Eliza. Mt Elizaâ&#x20AC;&#x2122;s form of late has been very good with three wins in their past four matches, against Pines, Rye and Mornington. Their only loss since round seven came against ladder leaders Peninsula Old Boys by 60 runs (233 v 171).

All Baxter needed to do on day two of its clash against Moorooduc was take 10 wickets and not allow the opposition to score any more than 120 to 150 runs.

With a first innings lead of 105, Baxter rolled the opposition for 123

in the second innings and needed just 19 runs in more than 30 overs to pickup the maximum points.

Their star Dale Irving was superb once again for the winners, snaring 5/21 from 13 overs to go with his 3/47 in the first innings and unbeaten 45 with the bat.

Sam Wolsgrove really made a claim for a spot in the team with 3/39 in the first innings and 2/15 from eight overs in the second dig.

Leigh Lambert scored 38 for the Ducs in the second innings.

Langwarrin leg spinner Matty Prosser ripped through the Rye batting line up in the first and second innings to claim match figures of 10/55 in its outright victory.

Langwarrin made 172 in its first innings and had the home side in real trouble at 5/43 overnight.

The Demons made just 12 more runs before being forced to bat again.

Matty Prosser snared 4/6 in the first innings.

Rye scored 108 in the second innings but it wasnâ&#x20AC;&#x2122;t enough to force Langwarrin to bat again. Prosser picked up 6/49 in the second dig while older brother Jake Prosser claimed 2/2.

Crib Point was in hot water against Long Island overnight at 6/46, chasing 106, however, Brad Davidson (92) and Ricky Thompson (32) got the second placed Pies over the line.

Crib Point finished on 188, an easy 80 run victory in the end.

Mt Eliza made it three wins from its past four matches with a strong performance against Mornington.

After scoring 256, the Mounties were looking to keep their form on

song and build momentum through to next year.

Mornington resumed on 0/10 and added just another 122 runs. Nick Baron picked up 4/20 and Justin Savio 3/41 for the Mounties.

Pines was well beaten by Somerville.

Defending 186, the Piners couldnâ&#x20AC;&#x2122;t make inroads into the Eaglesâ&#x20AC;&#x2122; batting line up. The visitors pulled up stumps at 3/187. Jack Barbour was unbeaten on 61.

The home side, defending 297, rolled the Sorras for 212. Anthony Balckwell top scored for the visitors with 58 while Bobby Wilson scored 42. Adam Jones was the picked of the Old Boys bowlers with 3/16.

Braves limping to the finals DISTRICT

By IT Gully BADEN Powell is in a world of pain in MPCA District cricket after losing its third match in a row on Saturday.

After dominating the early part of the season, where they failed to lose a game before Christmas, the Braves are now on their knees, searching for ways to try and turn around their once blistering form.

Despite the Braves poor form, their superb percentage of 1.60 is sure to hold them in the top bracket, even if they were to lose against Main Ridge in the final match of the season, a one-dayer.

The Bravesâ&#x20AC;&#x2122; last victory came on January 9 when they beat Boneo in

a one day game. They have lost to Pearcedale, Red Hill and now Mt Martha since that victory.

Baden Powell is in third place right now with 84 points. Flinders is in fourth position on 72 points, along with Seaford and Heatherhill.

While the Braves appear to be safe, despite their bad form, the race for fourth place is where the interest lies.

Flinders goes into battle with Seaford Tigers in the final round. The Sharks have a percentage of 1.24.

Seaford, in fifth place, goes head to head with top of the table Red Hill.

Seaford has a percentage of 1.09.

Heatherhill is in sixth place with a percentage of 1.02 and plays Mt Martha this Saturday.

The Hills will be brimming with confidence after knocking over the Hillmen on Saturday.

After scoring 197, the Hills had the ladder leaders reeling at 5/36 overnight. Simon Dart hit 76 and Brent Martin 37 to give the Hillmen a sniff, however, they still fell 29 runs short (169).

The Hills have blooded a lot of kids this season and the future looks bright for this once powerful club.

Flinders did a real job on Main Ridge.

Defending 242, the Sharks rolled the home side for just 101 with Matt Burns superb with 6/29, giving him 22 wickets for the season.

Blake Hogan-Keogh was more than

solid for the winners also with 3/35 from 18 overs.

Seaford had its season on the line on Saturday and couldnâ&#x20AC;&#x2122;t step up to the plate against Pearcedale.

Seaford was chasing a modest total of 9/210 and didnâ&#x20AC;&#x2122;t get close, rolled for 115.

Kaine Smith was sensational once again for the Panthers with 4/15 and Chris Dew and Shayne Gillings claimed 3/33 and 3/35 respectively.

What a superb effort from this cricket club (Pearcedale) to go from â&#x20AC;&#x2DC;struggle streetâ&#x20AC;&#x2122; to premiers in subbies last season and now they are a real shot for the title in District this season.

Boneo has had a tough season but its form has been pretty good of late

and they were rewarded with their first win of the season on Saturday against Delacombe Park.

Boneo bowled out Delacombe Park for 145 after scoring 8/285 on day one of the match.

Leigh Janssen was great for Boneo with 5/28 from 23.3 overs.

The Pandas now play Carrum in the final game of the season. The winner will avoid relegation.

Carrum made 199 against Seaford Tigers but it was still almost 70 runs short of victory.

Jake Dâ&#x20AC;&#x2122;Atri top scored for the Lions with 59 and Shaun Foster scored 39.

The Lions must beat Boneo this weekend to stay in District next season.

By IT Gully THE MPCA Sub District ladder was put to rest last night after Frankston YCW staged a wonderful outright victory against Skye to lock in a place in the top four.

Even more impressive was Rosebud’s reverse outright win performance against Hastings, giving them a valuable 12 points and locking them into fourth place.

Hastings is a little wobbly right now and faces Dromana in a one day game this weekend.

The Blues have won only one of its past three games, being beaten by Rosebud on the weekend and Frankston YCW – both finals teams.

If the Blues lose to Dromana this weekend, it means they won’t have beaten a side in the top four heading into the business end.

The Blues will still finish in second place on the ladder, regardless of results in the final round. Dromana will finish on top.

YCW is locked in with 80 points. It is 14 points clear of fifth placed Carrum Downs. The Stonecats travel to Balnarring for their final match.

Rosebud is on 72 points and plays Skye at Skye. Carrum Downs plays host to Ballam Park.

You would expect the Stonecats, Buds and Cougars all to win and for the ladder to remain unchanged.

Rosebud then picked up the 60 odd runs needed to claim the reverse outright and keep their season well and truly alive.

Frankston YCW led by almost 100 runs on first innings as they headed into day two.

YCW then needed 105 runs to pick up the outright and lock in a place in the top four. They did so losing just two wickets along the way. Lai Leaunoa followed up his 63 in the first inning with an unbeaten 76 in 19 overs in the second dig, including four sixes and eight fours.

Dromana fell one wicket short of getting an outright win against Carrum Downs.

Resuming at 5/88, chasing 48, Dromana finished on 193. In the second innings, Carrum Downs held on to the end of the day to get to 9/74.

Tootgarook chased down the 236 needed for victory against Balnarring, passing the total eight wickets down.

The Frogs’ victory came on the back of 108 runs from Scott Sterling, while Travis French contributed 40.

Tyabb beat Ballam Park by 58 runs.

Resuming at 2/72 chasing 110 for victory, Tyabb scored 168 with Michael Edwards top scoring with 45.
