The day was part of the national Kids Teaching Kids Week from 5-9 September, where more than 10,000 students explore locally relevant environmental issues.

Primary and secondary students prepared for months to present to their peers on a range of issues such as protecting endangered marine and terrestrial wildlife, creative recycling, carbon impacts and climate change.

Using the outdoor environment and historic buildings of the quarantine station as a base, students used use a range of tools to share their learnings, such as craft, quizzes, experiments, story-telling, music and games.

Parks Victoria’s area chief ranger for Southern Peninsula, Kris Rowe, said the program provided a tangible link for young people to their local environment, and helped “the next generation understand how global issues impact special places like our national parks”.

“We’ve seen dynamic community partnerships and mentoring programs emerge in the lead up to Kids Teaching Kids like the Port Phillip and Western Port Catchment Authority partnering with eager young environmentalists from Padua College to learn about wetlands and Parks Victoria Rangers sharing information with schools around threats to local marine systems,” he said.

The Point Nepean day also featured a series of interactive walk and talks with peninsula experts.

Basically, the policy gives councillors the right to spend up to $30,000 each over four years on such things as conferences and seminars ($16,000), education and training ($10,000) and entertainment ($4000).

The policy also introduced a ban on alcohol being supplied “before, during or after council meetings or briefings on council premises”.

The shire’s communications and media manager Mark Kestigian said on Friday that about $27,000 had been spent on council’s liquor supplies in the past four years.

The expenditure policy foundered at a special meeting on 6 September, with Cr Andrew Dixon saying the claimable amount for use of a private car on council business was too low.

Last week the policy was amended to

bring the car allowance into line with that of shire staff rather than the 67 cents a kilometre rate set by the Australian Tax Office.

The shire’s enterprise agreement allows staff to claim 88 cents a kilometre for a four-cylinder car and a $1.085 cents for larger vehicles.

Under the new policy councillors will be given monthly reports on their expenses along with “an opportunity” to repay money spent on non-council business.

councillors cannot claim for alcohol and are subject to more definite conditions for child care payments.

The new policy states that child care payments cannot be made to someone who “normally or regularly” lives with a councillor. Rates are $31 an hour for day/evening weekday care; $42 an hour on weekends; and $53 an hour on public holidays.

of the $28,520 paid by the shire for her attendance on conferences and seminars. The decision was reversed in May. Legal advice obtained by the shire cast doubts on the $16,000-a-term spending limit for each councillor and that repayment of any perceived overspending could be forced.

Councillors also receive a $29,000 a year stipend.

The mayor gets a $92,000 a year stipend and under the new package is also allowed to spend an extra $3500 on conferences and seminars and $2000 a year on entertainment.

Booze ban at popular Pillars Keith Platt keith@mpnews.com.au AN alcohol ban being brought in to control “inappropriate behaviours” at the Pillars cliff swimming area at Mt Martha will extend several blocks inland, effectively making it illegal for anyone to have a drink outside of their own property.

The ban is the first major move to ease problems at The Pillars since last summer police and Mornington Peninsula Shire rangers booked hundreds of vehicles illegally parked along the Esplanade.

Mornington MP David Morris says the state government has “failed to capitalise” on “a temporary reprieve” over winter to come up with a solution.

While admitting that he does not know how to fix the problem, Mr Morris says Environment Minister Lily D’Ambrosio has “a department of advisers” to ask.

“The issues at The Pillars require a multi-jurisdictional approach, and only the state government, through the Minister for Environment, have the authority to solve the problem,” Mr Morris has told Parliament.

The Pillars over the past couple of summers has become a major attraction at Mt Martha, with its own space on social media.

Residents have complained to the council about unruly behaviour and cars being parked outside their properties.

So far the only reaction by authorities appears to be more no parking signs and vegetation being cut back along the side of the Esplanade.

The shire’s alcohol ban, which can enforced by its own rangers or police, will be on trial for six months from November.

The ban states “that a person must not consume or have in their possession liquor other than in a sealed container” and covers all public land along the Esplanade from Sunshine

Drive to Lempriere Av and inland including Edward Grove, Two Bays Court, and parts of Alexandrina Rd, Marguerita Av, Deakin Drive and Bridgeford Av. Shire rangers head Paul Bonnici told councillors at a meeting on 12 September that “the intent of the local law is to protect against behaviour which causes detriment to the amenity and environment of the municipal district as well as to protect the community interest”.

The area around The Pillars would be the 51st location where the ban

applies in the shire.

Mr Bonnici said the popularity of The Pillars had “unfortunately … led to a number of associated challenges including car parking matters and inappropriate behaviours from alcohol consumption by visitors, significantly impacting on the community and the environment.

“Specifically, the alcohol use with visitors going to The Pillars has resulted in littering impacting the environment and at times visitors displaying offensive and public nuisance behaviours.”

He said the alcohol ban included surrounding streets “as it has been identified that visitors to the location will often park some distance away and walk to the foreshore site”.

Mr Morris told The News that the liquor ban was “all good” in that it increased police powers but it was “treating the symptoms not the cause”.

In Parliament he said that “almost overnight” The Pillars had become a “must visit destination for young Victorians from across the metropolitan area”.

“While usually just out for a harmless and pleasant day by the bay, the sheer volume of numbers has caused constant traffic problems,” he said.

“While I’m not adverse to anyone having some fun, there are risks both on the road through the number of cars parking in no-standing zones and through inexperienced swimmers jumping from the cliff into the bay.

“Swimmers were injured last summer, and volunteers from both the Mt Martha Life Saving Club and Mt Martha CFA have had to divert significant time and energy to managing the risk.

“The government has been aware of the difficulties in this location since January, yet the problem remains unresolved. The council simply does not have the power to deal with the situation.

“The government needs to come good on its promise to solve this problem before summer again brings out the crowds.”

New faces assured at council Keith Platt keith@mpnews.com.au THERE will be at least four new faces on the 11-seat Mornington Peninsula Shire Council after next month’s municipal election.

Three councillors have now stated that they will not seek re-election and the fourth seat up for grabs has been vacant since the May resignation of Watson ward’s Lynne Bowden, who was first elected in 2008.

Councillors who have come out in public to say they are not standing are Anne Shaw and Andrew Dixon of Briars ward and David Gibb (Seawinds).

Cr Bowden’s resignation was too

close to the 22 October poll to require a by-election so her seat has remained vacant, with the mayor, Cr Graham Pittock, providing a councillor contact for ratepayers.

Those who have indicated they will stand are David Garnock (Cerberus), Hugh Fraser (Nepean) and Antonella Celi (Seawinds).

Yet to let residents know are Tim Wood (Red Hill), Bev Colomb (Briars) and Tim Rodgers (Red Hill).

With five seats up for grabs, candidates are already actively being sought by pressure groups, including ratepayer organisations and at least one political party, the Greens, which is fielding five candidates in four wards.

The changes among the shire’s elect-

ed representatives will also see a shift in the power structure as Crs Gibb, Shaw and Dixon have tended to vote in unison on major issues, the most recent being the councillors’ expenses policy and a code of conduct.

These new policies adopted with the backing of the three retiring councillors will not come into force until after they are no longer on the council.

David Gill, a former shire president and councillor with the Shire of Mornington and a regular critic of the current council is seeking election in Red Hill.

Also chasing the Red Hill prize is Esther Gleixner, whose daughter Carolyn unsuccessfuly stood for the state seat of Nepean (2014) and federal seat of Flinders (2016) for the Labor Party.

Cr Dixon said his decision to not seek re-election was “the right call for the right reasons”. His four years representing Briars ward have cost him some friends, led to depression as well as being rewarding. Cr Dixon writes about his time on council on Page 6: “Four years of dark days and achievements”.

He said he wrote the article “to let prospective candidates know what to expect, to encourage and prepare those willing to have a crack so they're more prepared than I was, and to give people some idea of what the role's really like”.

Cr Shaw said that after more than 13 years on council she would like some younger councillors.

“I was 42 when I first ran for coun-

cil and it's important there is a broad demographic representation,” Cr Shaw said.

“It’s important to have people actively involved in daily life and understanding the issues that families face on a day to day basis.

“I have always intended this would be my last term of council - I exceeded my 10 year rule - but my passion for the peninsula will continue and I will always be actively involved in the community as I was prior to being a councillor.”

Cr Shaw said she had started a new business venture “which is very exciting and I'll look forward to putting energy into that and, just maybe, I'll get to have a holiday.” Letters Page 29

Horse rescue a specialist skill

POLICE are looking for a brazen thief who stole a car, cash and personal items after ransacking the bags of staff at Woolworths’ stores in Frankston, Mornington and Mornington East last week.

The man, who was captured on CCTV at all stores entering the staff area and taking items, first offended during the day at Frankston on Wednesday, where it is believed he also took a Woolworths uniform.

The next day about 2.30pm he entered the staff area at Mornington Woolworths, where he again went through staff personal belongings.

When interrupted by a female employee, he told her he was sent there from another store “to help”.

Senior Sergeant Peter Drake of Peninsula CIU said the woman later discovered her keys were missing and her Mitsubishi Lancer had been stolen from the car park.

It is believed the same man targeted Woolworths at Mornington East on or around the same day.

The suspect is described as being aged in his 20s, skinny and wearing a Woolworths shirt and a black cap and black pants. Sen Sgt Drake said the CCTV footage showed the offender “brazenly” pretending to be a staff member and accessing staff areas before taking items.

A MORNINGTON Peninsula horse group is hoping to raise enough money through a training workshop to provide rescue workers with specialised knowledge and more equipment to deal with large animal rescues.

In the past four years there have been at least two serious accidents involving horses on the peninsula, with one horse needing to be winched out of a swimming pool in Mt Eliza in 2012, and more recently, a horse falling down a well in Hastings. Sadly, that horse died.

Alan Costello from Mornington Peninsula equine landcare group, which is sponsoring the workshop, said CFA and SES emergency workers are invited to a free workshop at Main Ridge on 12 November. Other interested people are also welcome to attend at a cost of $75, which includes a light lunch.

The one-day event, run by the Queensland Horse Council, will use the Lancefield Equestrian Group's new rescue training horse mannequin and equipment.

Guest speaker, Nicole Graham, whose horse Astro was rescued from mud at Avalon Beach last year, will tell of her ordeal.

Nicole will describe her relief when emergency workers and a vet arrived, their frustration when they realised they really didn't know what to do and that they didn't have appropriate equipment, and how the rescue affected both her and her horse physi-

Mr Costello said the equine landcare group hoped to buy a harness and other rescue equipment, provide training for emergency workers, and have a designated large animal rescue station. He said horses and rescuers

could be injured by unsafe rescue techniques. ``It really is a specialised skill and it poses risks for both horses and rescuers,’’ he said.

He said the workshop had attracted a lot of interest, with so far around 35

emergency workers wanting to adapt their rescue skills for large animals.

Four years of dark days and achievements

By Andrew Dixon* IT HAS been the ultimate privilege being a councillor serving the Mornington Peninsula Shire over the past four years.

I've learned so much about public causes and communities, met some truly inspirational local leaders, worked with brilliant staff and gained a one-of-a-kind perspective on government in Australia.

I also like to think I've achieved some fantastic outcomes for the residents of the Briars ward and the peninsula, like the footpath down Wooralla Drive, Mt Eliza, a new policy on poker machine venues, sensible economic development and a host of local road upgrades. Much of this was made possible thanks to the phenomenal change in the shire's organisational culture under the leadership of CEO Carl Cowie.

Unfortunately, the time has come for me to be a little more selfish and start building a career elsewhere. I say this with a heavy heart, but at 29 years old, with little in the way of savings and no secure full-time employment in sight, I intend to focus on building my personal future beyond local politics.

For anyone brave enough to put up their hand, you should know that a councillor’s role is deeply and uniquely rewarding, but the toll it takes cannot be overstated.

During my first 18 months with the council, my personal life fell apart.

of my life for a long time.

With a great deal of personal and professional help, and perhaps a little luck, I overcame many of these challenges and grew into the often-undervalued role. It requires a massive amount of mental fortitude, virtually round-the-clock availability and epic financial discipline.

Your underlying motivations will be questioned at every turn, often by people you've never met or spoken with. You'll be insulted and stereotyped for your perceived weaknesses by those who would call themselves "progressive".

The state government - no matter who's in power - will constantly put

you down, primarily to gain cheap political points and divert attention from its own myriad flaws.

You'll witness tactics deployed repeatedly by those who must win at all costs.

At the end of the day, no matter which way you vote or what outcomes you might achieve, you will both please and upset significant parts of the community in which you live.

That being said, I believe demographic representation is utterly essential, not just in the shire but across all levels of government.

We cannot let it become the exclusive domain of wealthy, retired lawyers and property moguls, like it was in the early 1900s.

Too often in these four short years I've seen the role of mayor and councillor treated as nothing more than a game - an unscrutinised competition that bears no relationship to our community's ideas and ideals, let alone effective local policy.

That's not for one moment to suggest that the older or wealthy among us shouldn't run. Some of the most engaged citizens I've met are in the upper echelons of their retirement, and you can bet they'd make fantastic representatives in local government.

But the shire doesn't need more of the same right now. What it desperately does need are more women of

all ages, more single parents, more young people and more enterprising individuals.

People who actually know what it's like to struggle with next month's bills. People who rely on public transport and basic infrastructure like footpaths. People who tirelessly run their own business so their kids might have it better than they did and people with young families, just beginning their journey through the labyrinth of life.

What we unequivocally need are people who represent and reflect the real world. Warts and all.

So if you genuinely believe you have something to offer the community, if you think you can balance the desire to effect real change with your existing personal and professional commitments - or make the sacrifices necessary to do so - then please, for the sake of the peninsula's future, take a leap of faith and stand for election in October.

Your voice in that council chamber will be more important than ever.

I only wish I could join you in that continuing fight - I promise you, it'll be the fight of your life. *Andrew Dixon was elected as one of three councillors for the Birars ward at the 2012 municipal elections.

In the swim to support Susie Liz Bell liz@mpnews.com.au MORNINGTON Peninsula residents are being asked to support an aqua aerobics fundraiser for a Tyabb mother with multiple sclerosis.

Twelve years ago Susan Abbey was diagnosed with the neurodegenerative disease that has robbed her of things most people would take for granted. Sadly, her diagnosis has recently been upgraded to secondary progressive MS, which means a steady decline until permanent wheelchair dependency.

Ms Abbey’s friends have rallied around her and formed Susie’s Angels, a fundraising and support group to raise money for medical aids to make life easier for the 41-year-old.

Organiser Sarah McMahon said Somerville shoppers would be familiar with the friendly, smiling face of the Woolworths’ shop assistant, who is presently still able to work 10 hours a week.

“Susie has many regular customers who will wait for her checkout in order to be served by her, and she maintains a very upbeat attitude in what only can be described as daily struggle to do the simplest things.”

By her own admission Ms Abbey, who has just come out of hospital for nerve pain treatment, has her dark days but uses humour as her support and draws on the strengths of her friendships.

Images of the peninsula’s ‘people’ PHOTOGRAPHER Daryl Gordon has an image for the future. Actually, he has many images for the future.

Fascinated by the photography since he was eight, the Balnarring father of three regards all of his shots as historical records.

“It's really difficult to put a finger on why [I was attracted to photography]. I guess I love the power that a single image can carry and the archival nature of photography,” Gordon says.

Although the images he shoots as a commercial photographer may or may not be seen by the client as having any historical value, there is no doubt that at some time in the future they will provide some reference to the past.

However, an ongoing project of Gordon’s is more certain to gain more attention.

Fourteen years ago he decided to photograph “peninsula people”.

As a photographer with the Hastings-based Independent News Group, Gordon found himself having access “to a lot of interesting people”.

“I thought I’d like to document these people for history’s sake; that’s the main driving force behind my photography, whether anybody in the future will care doesn't bother me,” Gordon says.

A selection of photographs from his Peninsula People series will be exhibited at Mornington Peninsula Regional Gallery from 24 September to 20 November.

“Clearly I didn't photograph every person and, to me, some were quite a personal experience - photographing colleagues for example,” he says.

“The common denominator throughout the whole series was to show the public and private side of the subject. Most people have a public persona and I guess I was trying to

show a little more of the private persona.

Gordon says he chooses his subjects “through a gut feeling” and tries to get to know them – if even if just for half an hour – before beginning the shoot.

“Lots of personality types interest me [although] the overriding type of subject in this exhibition is the creative type.

“Most people were photographed in their creative spaces or homes, which were one and the same at times.” An exception to people from a professional creative background is Flinders MP, Greg Hunt.

Gordon says he gave his subjects “minimal” directions but “insisted on their need to make contact with me [through the lens] and, therefore, the future viewer”.

The Peninsula People project is ongoing and Gordon credits his former colleague and now photographer for The News, Yanni Dellaportas, for pressuring him to “put a start and a finish date” on choosing images for the current exhibition.

“I get leads from the subjects I shoot by asking if they know anyone else who would like to have their portraits done for this project. Like the roots of a tree, you never quite know where it will take me or end up,” Gordon says.

“The exhibition is sort of a vindication of the portraiture work that I have done and what I continue to do. The selected works, as a group, will hopefully show the effects of the passage of time over all of us and the varied yet common links through all of us; our commonality as human beings.”

Grannies keep up pressure over children in detention A SOMERS woman is hoping global “grandmother” power will help deliver a better future in Australia for the refugees living in Nauru.

Patricia Rayner is part of the Flinders branch of Grandmothers Against Detention of Refugee Children, and is raising money and awareness of the refugees’ plight.

Ms Rayner said the group was rallying grandmothers everywhere to get behind the central message of the cruelty of children stuck in detention on Nauru.

“We see this as adding to the calls from the Human Rights Commission, doctors, health workers, teachers, and most recently the academics,” she said.

Ms Rayner said the group wanted to

keep up pressure on politicians for the immediate release of refugee children and families, and all unaccompanied minors from Nauru to Australia.

Grandmother power is a new global phenomenon which is using the power of baby boomer generations to garner support for social change.

The group, which has branches all over the country, has organised rallies in several states, and this week will present a petition to the federal government.

Navy crew adds to blood stocks HMAS Cerberus personnel donated blood at the Frankston Donor Centre last week as part of the Defence Blood Challenge. They included Commanding Officer Captain Stephen Bowater, Executive Officer Commander Melanie Verho, Leading Seaman Jordan Manie and Able Seaman Debbie Haby.

They were part of an annual event, now in its eighth year, which challenges Defence staff to make the most blood donations from September to December. Last year, Defence Force

personnel gave more than 6400 blood donations – enough to potentially save 19,200 lives. This year, they are hoping to donate enough to save the lives of more than 21,000 people.

“Each year, the Defence Blood Challenge grows and sees more lives are saved,” Blood Service spokesperson Wendy Todd said.

“Given their already outstanding contribution to the nation, it is wonderful to see our Navy Defence personnel find the time to donate blood.

“Every donation helps to save three

lives, including the lives of cancer patients, people with blood disorders, unborn babies, mothers during childbirth, trauma victims and even ADF military members.”

The challenge is a part of the Blood Service’s Red25 program, in which groups and organisations around Australia unite to save lives through blood donations. Its mission is to achieve 25 per cent of Australia’s blood donations.

Unbeaten hearts: Rosebud Heart makes the record books after just two seasons.

Strikers make their mark in soccer THE girls at Peninsula Strikers are showing them how it’s done in the fast-paced and growing world of female soccer.

The club finished the season last year mid field but has turned the tables on the competition to scoop three major winds this year.

Coach James Waller said the Peninsula Strikers under-13/14 girls showed their spirit early by winning the pre-season event at Darebin, then later becoming league winners for the FFV south east under-13/14B league, before winning the state championships against the undefeated Watsonia Heights last Sunday week.

Mr Waller said the grand final at Watsonia was nail biting, with forward Jasmine Ristevski getting a hat trick and 32 goals for the season after extra time, and strikers winning 5-4 on penalties.

“Our keeper and player of the season Tahlia Jackson, who saved Watsonia’s first penalty, finished the job by scoring the last spot kick”.

Mr Waller said the club started the season with fairly low expectations, but the girls had worked hard

The Heart’s 18 wins from 18 games made it only the third team in football federation Victoria history to achieve a perfect season.

The unblemished score was a remarkable achievement for a club whose senior side is only in its second year.

The club secured promotion to state league four with five games remaining after a 6-0 win over White Star Dandenong.

Its first senior league championship was secured with three games remaining with a 2-1 win over Sandown Lions.

A season defining result was a top of the table clash against Baxter that almost guaranteed a championship.

Baxter was beaten 5-0 at its own ground after a heated match earlier in the year.

Rosebud Heart will play in the state league finals series on 17 September to become the state champions of the division. The club will play in a semifinal against the league champions of the east division and could progress to a grand final.

Rosebud juniors also performed well this season with membership up from 180 to 220 this year.

Results for junior teams: under-14 reds were undefeated all season to win league championship; under-12 reds finished third; and the under-11 reds had an undefeated season.

“This club is growing bigger and bigger each year, the future is extremely bright, the aim of the senior club when it was started was to provide a pathway for the kids coming through to play Saturday soccer at a high level without having to travel,” said coach Scott Morrison.

“We have achieved our first aim of securing promotion, and we want to keep rising through the state leagues as quickly as we can.”

MORNINGTON Peninsula Shire has built eight new bocce courts in Hastings to provide a low-impact activity space for the Hastings U3A and the wider community.

Hastings U3A, a place that provides retired people aged over 55 somewhere to participate in health and wellbeing classes, suggested the construction of the courts on unused tennis courts at Hastings Tennis Club.

Bay’s nurseries trawled for signs of life Keith Platt keith@mpnews.com.au BENCHMARKS are being set to monitor the number and variety of animals living in Western Port’s seagrass beds.

Known as the bay’s marine nurseries, a series of night trawls of the seagrass beds in January captured 14,073 animals from five species.

The most common animals were crustacea – which includes crabs, lobsters, crayfish, shrimp, krill, woodlice and barnacles – and fish.

A team of researchers from the Western Port Seagrass Partnership will repeat the trawl to compare animal numbers and varieties in summer and spring.

Marine ecologist Dr Hugh Kirkman said January’s trawl for juvenile fish and macroinvertebrates was the first conducted in Western Port.

The trawl was carried out at night as many of the animals which live in or under the seagrass only emerge in darkness.

Dr Kirkman said the need for a taxonomist to analyse and report on the results made such studies prohibitive but this one had been made possible with backing from Esso.

He said the fine net being used for the beam trawl was designed for small animals and easily avoided by larger fish.

“There were not many juveniles of useful or edible fish, we expected more,” Dr Kirkman said.

“We wanted to show how many useful fish [were in the grass bed] but

there were not many at all.

“We can use the results as a monitoring tool and plan a spring trawl soon.”

A report on the results of the trawl co-written by Dr Kirkman, Ian Stevenson and Lynda Avery, states that Western Port’s seagrass meadows “have long been recognised as biologically and ecologically important marine ecosystems that provide habitat, food and refuge for a wide variety of animals”.

Seagrass also stores more than three times more carbon than rainforests.

Known as blue carbon, the “vast carbon reservoirs” lie in the soil and

sediments under the seagrass.

“Seagrass meadows are also important breeding and nursery grounds for commercially and recreationally caught fish, crustacean and mollusc species [and] support a greater diversity and abundance of animals than neighbouring unvegetated areas of seabed,” the trawl report states.

The researchers say the degradation or loss of seagrass “can therefore result in significant reductions in the productivity and biodiversity of shallow marine ecosystems”.

The trawls of the seagrass beds within the Yaringa Marine Sanctuary resulted in five times more animals

being captured than on the bare sandy silt area.

“Although there were more fish on seagrass than on unvegetated sandy mud, there was a greater diversity on the unvegetated substratum. There were surprisingly few fish caught in these beam trawls. Most were juveniles but few would become of commercial or recreational importance when they grew,” the researchers reported.

Dr Kirkman said choosing one fish species – possibly pipefish - to monitor on a regular basis could make it easier and much cheaper to continue trawls.

One seagrass trawl site was beside the Watson Channel between the mainland and Quail Island and the other closer to the mainland and near a bank leading to unvegetated or sparsely vegetated sandy silt.

The unvegetated trawl site was on the dredge spoil next to the Yaringa channel in at a depth of 1.5 metres.

Dr Kirkman said similar trawls had been carried out at Albany In Wesatern Australia, Kangaroo Island, South Australia while another was being planned for Port Phillip at the Jawbone Marine Sanctuary at Williamstown.

Adult literacy help in our community A LARGE group of volunteers celebrated their successful training by receiving their Certificates of Achievement.

The local volunteers recently completed training in Hastings to become volunteer literacy tutors so that they could help adults who need to develop reading and writing, numeracy skills and learn to English.

The volunteers have a wide range of backgrounds but the main features they have in common is a willingness to help, patience, and understanding.

‘We know there are a lot of people who would like to improve their skills but are too shy or are not confident to join a literacy class or group. By having a one-to-one tutor, learners are able to build their confidence in private,’ said Lyn Treloar, manager of Peninsula Adult Education and Literacy who in partnership with Advance Community College delivered the training.

‘If readers know of anyone who needs help, maybe a family member, a neighbour or someone in a group or club they belong to, please encourage them to contact us. They can be assured their enquiries will be handled with understanding, care and complete privacy. People’s needs will be assessed at an informal interview and be carefully matched with available volunteers.

‘We now have over 25 fantastic 1-1 literacy tutors eager and able to help anyone who wants to improve their skills, whether it is because they want to get into a course, maybe update their skills for employment, or join a volunteer group. Our tutors can help people with reading and writing to enhance their life skills: basic budgeting, cooking, etc. Tutors have been trained to help with language, literacy and numeracy, but will refer learners to trained counsellors when needed.’

The project, ‘Peninsula Literacy Initiative’ was funded by the Adult Community and Further Education Board and supported by the Victorian Government. There will be another training round scheduled for late October in Mornington.

Unnecessary rush to increase allowances The Mornington Peninsula Shire Council is a disgrace and an embarrassment. Despite many pressing matters, last Monday night (5 September) a quite unnecessary special council meeting was held to increase councillors’ expenses allowance.

What was the rush? The expenses were the subject of three consecutive council meetings.

Answer: the dominant council group were desperate to pass the new allowances policy before the 22 October council election.

The outcome: another $10,000 was added to councillors’ existing expenses entitlements, potentially costing ratepayers another $110,000 over the next four-year council term. It is now estimated that the total four-year cost to ratepayers of councillors’ expenses will be in the order of $500,000.

Cr Antonella Celi has already declined to return an alleged overspend of around $9000, relying on what barrister Cr Hugh Fraser asserts is “compromised” legal advice that there was no overpayment.

By coincidence the claimed overspend is close to the new $10,000 “training” allowance. The previous policy included training within the conferences and seminars policy. Suddenly the cost of training has soared.

The increase was supported by Crs David Gibb, Celi, Bev Colomb, David Garnock, Anne Shaw and Andrew Dixon. Those who voted against were Crs Graham Pittock, Tim Wood, Tim Rodgers and Fraser.

To be fair, Cr Gibb tried to reduce by $6000 the current $16,000 four-year conferences and seminars allowance. Cr Celi, whose claimed overspend was in that allowance, voted down his amendment.

At the previous council meeting, Cr Dixon had voted against the new policy, unhappy with the proposed 66 cents a kilometre allowance for use of his private vehicle. His vote defeated the policy.

The expenses policy had now been amended to provide an increase in the vehicle allowance to councillors. Cr Dixon voted for the motion.

Claims come too late Cr Andrew Dixon levelled an accusation at the Mornington Peninsula Shire Council meeting on Monday 5 September against some fellow councillors during a debate on whether councillors should be allowed to continue to consume alcohol on shire premises.

He stated: “This change (to ban consumption of alcohol) has been induced by the behaviour of certain (unnamed) councillors during and after official council meetings and I think this is a travesty.”

This followed his earlier comment that “any councillor who seriously believes that elected officials need to sink skin fulls of piss while entertaining officials and diplomats in this day and age is showing how out of touch they are”.

If Cr Dixon had any concerns with the behaviour of his fellow councillors then he should have stood by his conviction and made a complaint to the principal conduct officer and requested a hearing by a councillor conduct panel rather than making accusations at a public forum where there is no opportunity to rebuke his assertion that councillors are being affected by alcohol.

Cr Dixon has walked out of council meetings when presentations are being made. The latest occasion was on the 22 August when he left the room and then shortly after returning went to the annex to make himself a coffee while the meeting continued.

Cr Dixon was elected in 2012 on a platform which included “no costly Rosebud pool and better management of the $38 million debt”.

However, he subsequently supported a $40 million pool on the Rosebud foreshore and voted against the motion for a plan to be brought by officers to council for the accelerated reduction in debt to no more than $20 million on or before 30 June 2017.

Association members have been regular attendees of council meetings over the past four

years. The observed lack of respect and co-operation between councillors has been appalling.

The community is entitled to deserve better and it is hoped that the October municipal election in will see a new group of councillors elected who will work together for the benefit of the peninsula.

Pitch for votes I wholeheartedly agree with “Time to go”; “Need for ethics, honesty” and “Need for caring councillors not company directors” (Letters 6/9/16), therefore I seek election to the Seawinds ward.

Transparency and accountability are essential.

You, the voter and payer of councillor allowances should receive nothing less.

Local council is not only the most accessible level of government but one that impacts upon our daily lives beyond the traditional but vital three Rs of roads, rates and rubbish.

I recommend that everyone complete Mornington Peninsula Shire’s “It’s your peninsula 2021” survey before 18 September. Your feedback will set the direction and priorities of your elected representatives for their four-year term.

We need increased frequency of the 788 bus service and secure permanent funding for the 887 bus.

The natural environment we fiercely maintain and value so much we continue to stay. Others, non locals, have noticed. They want what we have.

Which leads to planning. Understanding and respecting our diversity while ensuring appropriate and accessible sustainable services and facilities that are financially affordable. I call it the triple A of decision making. Is it appropriate, accessible and affordable?

Super impression Visited new supermarket off Nepean Highway, Mornington, last Sunday. Had trouble finding a car park [but] fortunately we had disabled certification for last available park.

Entered vast complex and, being unwell, asked staff member for a seat while I waited for the wife to complete her shop. He said, “we don’t provide seating” [so I] tried to explain my problem, [but he was]not interested. Went outside, nowhere outside to rest. Went back inside, other males and some women looking bored, found access to a produce compilation bench, half sat half leant. Shoppers not impressed stood and waited at end check out.

Wondered what would happen if someone had a fainting fit or heart attack. Access from highway not easy to negotiate. Left there hoping they are not going to close their other supermarket in Main St shopping complex.

Lack of candidates We will soon see a dearth of people standing for council who have had little interaction with [Mornington Peninsula Shire] council since the last election.

Names are now pooping (sic) up everywhere, most of who have never been heard from before the last couple of months. Where have they been for the past four years?

After the last election I contacted all the unsuccessful candidates to set up a working group to address all the issues they stood for.

How many were willing to put any time into it?

Zero. I am sure we will see some of these names again. What have they been doing for the last four years?

The October election is critical to our future and it is important to know what anyone has done to engage the council in the past four years? Also, be aware of those six sitting councillors who almost always vote against collaboration, accountability and transparency.

People are the peninsula’s beating heart I would like to thank the community for the privilege to have served as a councillor for the past thirteen and a half years.

I have had the great honour of getting to know the heart of the Mornington Peninsula, which is its people, and I wish to pay tribute to those who make it beat, our volunteers.

Our CFA, lifesavers, Coast Guard, SES and those who support our sporting clubs by offering their services on committees, the many service and social clubs, our U3A and bushland volunteers. The list of volunteer groups is endless but it's what makes this peninsula a great place to live.

I also pay tribute to the individuals who have taken up neighbourhood causes and given the community a voice.

I encourage young people to run for council, it's very important that there is good demographic representation, those with families involved in the community through school and sports have a great deal to offer, and it is possible.

I thank my husband Chris and sons John and Lachlan for their support, particularly on the two occasions when I served as mayor.

It has been an amazing journey and I am very proud of many fantastic outcomes for the peninsula, the Safety Beach and Bentons Square community centres among my favourites.

I look forward to seeing the Mt Martha skatepark built and the Citation Reserve pavilion in the near future. I'm also looking forward to seeing the Skylift (Eagle) take flight [at Arthurs Seat]. It's all a matter of balance, but there needs to be progress!

Over the years I have been fortunate to have worked with some fantastic community focussed and effective councillors and very dedicated officers.

As I pass the baton on, I really do hope we get a new council focussed on representing the community.

This does not necessarily mean that these candidates are not in earnest, but the issues are more important than putting up your name every four years. For the most part no one really cares until it becomes a NIMBY issue, then all hell breaks loose and everyone becomes an expert on everything. But then try to get them involved in any-

thing but their personal NIMBY issue and you can forget it. Let’s hope that this election ends with those who really stand for collaboration, accountability, and transparency being elected and not a bunch of hacks trading preferences.

All it takes is for the voters to take the time to know the candidates and what they really stand for.

We refer to Private George Harrison, son of Mr L. Harrison, of the Grand Hotel, Mornington, and Private Coxhell of the same town. *** THE Peninsula Motor Garage Pty Ltd., has purchased a fine building allotment in the Main St Mornington, and is calling for tenders for the building of a large up to date brick garage, and manager’s residence. A modern plant has already been purchased by this Company. *** A RATHER serious accident happened to Mr W. Horrod, as he was making his way home from Frankston on the 2nd inst., in trying conclusions with a motor car which was proceeding in an opposite direction. He was severely cut about the face, his nose requiring several stitches. The pony was also cut about a good deal, while the wagonette was a wreck. The car was only slightly damaged. *** A PAINFUL accident happened on Thursday evening to Private W. D. Brice of the No. 2 Guard, Langwarrin, as he was returning from Melbourne. As the train was approaching the station it is not known whether he jumped out or fell out, but he was found on the line with his foot terribly crushed. After being rendered first aid

by Dr Maxwell, he was conveyed by

motor ambulance to the Base Hospital the same evening. *** THE “Wattles Club” held a very successful dance on Wednesday evening last, the object being to raise funds to obtain crockery for their many entertainments. The Club has already received splendid donations, and with the proceeds of this dance, should be able to secure the necessary articles which will mean so much saving of labor and time for those who bear the brunt of carrying out the soldiers’ entertainments. *** IT was decided at a recent meeting to hold the next dance in aid of our local Red Cross, on September 30th, and a plain and fancy dress ball in October, in aid of the District Roll of Honor. *** MESSRS Adamson, Strettle and Co have a large entry of stock for their monthly sale at Tanti on Monday next—see advertised list in this issue. *** THE Gibson Pantomime Comedy Company will appear at Somerville on Tuesday evening and at Frankston on Wednesday evening, 19th and 20th insts., in the new original Pantomime Comedy “Fun on a Battleship” supported by a brilliant company of 14 artists prominent among them being “Little Trixie” in her original and wonderful act on chairs and see-saw, which is entirely her own. *** WHAT Will Become of Our Girls ?

war will affect the future of the girlhood of Australia and New Zealand is seriously discussed in the September number of “Everylady’s Journal,” which has just reached us. Blues climb to top of mountain NEPEAN LEAGUE GRAND FINAL

HASTINGS are the 2016 Nepean League Premiers.

The Blues defied the odds, won three cutthroat finals and dominated for 120 minutes in the Grand Final on Saturday to be crowned the kings of Nepean League football.

It was the Blues’ first flag since 1995.

Hastings kept Frankston goalless in the opening half and led 6.8 (44) to 0.9 (9).

The Bombers came back hard in the third quarter and had a shot for goal to reduce the margin to 10 points. The shot missed, the Blues went coast-to-coast and kicked their sole goal of the third term to extend their lead to 21 points.

The game was effectively over at that point, the Blues booting four goals to three in the last to win 11.15 (81) to 6.18 (54).

It was a tough Nepean League season – arguably the closest ever.

There were seven teams in the competition with genuine claims to the flag at various stages throughout the 16-round season.

There was one team though that perhaps had more claims than the others – Hastings.

At the halfway mark of the season, Hastings was the best team in it, and a game clear on top of the table after 10 rounds.

But it wasn’t until the line-in-the-sand game against Sorrento mid-season that the Blues shifted up a gear.

The Blues knew they had what it took to win the flag – they certainly had the cattle.

Although if the group didn’t collectively buy into the Brendan Dunne coaching style and game plan, achieving the ultimate success was going to be a struggle.

Against Sorrento, on a cold and wet day and on a boggy track, the Blues found something.

They were challenged by the Sharks but found a way to get down, get dirty and win.

The Blues found real belief on that day.

Hastings had a really tough road to the finals – then it had the toughest of roads to the final day.

Hastings took on Red Hill, Rosebud, Sorrento, Somerville and Crib Point in their final six games. They also played Frankston at Frankston in the final home and away game of the season.

That match meant everything to the Bombers to finish on top of the ladder.

Hastings wasn’t going to move on the ladder on that day and rested Paul Rogasch, Josh Mulheron and Dunne.

The Blues knew what they needed to get out of that game – they planned on facing the Bombers again.

Frankston Bombers’ path took a very different route.

At the conclusion of the home and away season, Frankston found itself clear at the top of the ladder.

Frankston’s last six games of the season were against the bottom five sides in Crib Point, Tyabb, Devon Meadows, Dromana and Pearcedale (as well as Hastings).

The Bombers had a week’s break, won through to the Grand Final after beating Rosebud in the second semi and then had another week off.

Some would say it was the ideal preparation – the Bombers were certainly rested.

Hastings were ‘match hardened’. Question was, when would the petrol tickets run out?

Many thought it would be on grand final day on a warm afternoon at Frankston Park, a ground 20m longer than any in the MPNFL. Was the toughest of tough campaigns going to take its toll?

No way, if you were a Hastings player or supporter.

Hastings stalwart and media personality Kevin Miles maintained throughout the finals series that “Hastings’ best was better than any

other team”. Usually conservative about his beloved Blues, Miles said pre-game that his team was a “certainty” to win the 2016 premiership.

The coach too said he preferred the road that his side took to the big dance.

Brendan Dunne said for his team, the continuity of playing together, building rapport, extending mateship and gaining confidence by winning big games was the “ideal preparation” for his group.

After the Preliminary Final, Dunne was the first to say that his team “pulled up really well” and was still fresh in the lead-up to the Grand Final.

There was no evidence to suggest otherwise on Saturday.

Right to the final siren, the Blues were running everywhere on ground – no doubt the adrenalin kicked in the closer they got to the ultimate prize.

History shows premierships are won by teams who have more contributors all over the ground.

Hastings isn’t and doesn’t claim to be flashy – the Blues are structured, disciplined and defend better than any other team.

Paul Rogasch is the best player in the Nepean League – it’s not the first time I have said this.

Any doubters were proved horribly wrong

on Saturday. The Hastings premiership captain dominated the Bombers across half-back, had more than 30 possessions and took more than 20 marks. There was little question who the best player on the ground was.

The Bombers brains trust failed to get it right against Rogasch. Why would you leave the best player in the comp alone for the majority of the match without an opponent?

Rogasch would be the first to tell you that his job is made easier due to the support he has around him.

Dunne himself had an outstanding finals series – the great players and leaders stand up when it matters.

Terry Green, Jay Austerberry, Lance Brouwer and Andrew Booth are also unheralded. They are a significant part of the back six and have rarely been beaten at any time throughout the finals.

Jake Hewitt was the biggest improver at Hastings this season – he is only going to get better.

In the ruck, Josh Mulheron and Josh Ward dominated in that area. Even when ‘Mully’ left the ground for a well-earned spell after blitzing his opponents, Ward continued the domination, both in the air and having an impact at ground level.

At ground level, the Blues had more depth in that area.

The likes of Peter Mawson, David Hull, Scott Jansen, Mark Deveraux and Nathan Gray won the points against their more highly-fancied Frankston opponents.

Luke Clark was a trump card and repaid the faith that the Blues had in him. Luke Smith was the same – his finals series proved what a quality player he is.

Matt Clifford and Shaun Foster would have to be among the best recruits any club has picked up. They are versatile, skilled, tough and smart footballers who make the right decisions at the right time. They are wonderful people to boot.

The Hastings’ forward line was always going to be a handful for Frankston.

Luke Hewitt, Col McVeigh, Dale Alanis and Steve Robb looked mighty dangerous whenever the footy went in there.

Draw comparisons all over the ground and Hastings came out on top.

It was a memorable Premiership in a memorable season.

And only one club will be remembered as a champion team: Hastings Football Club, 2016 Nepean Division Premiers.

Redlegs advance to Grand Final PENINSULA LEAGUE

By Toe Punt MT ELIZA will play Frankston YCW in the 2016 Peninsula Division Grand Final after thrashing Pines in Sunday’s Preliminary Final at Frankston Park.

The Redlegs had a staggering 40 scoring shots to 11 for the match and recorded an 18.22 (130) to 6.5 (41) victory.

All the damage was done in the first quarter for Pines, the favourites booting six first quarter goals to lead by 45 points at the first break.

Jordan Capkin was again sensational for the Redlegs, booting four first quarter goals. Justin Van Unen was reasonably well held but still managed to finish with three goals.

The difference between the sides was unquestionably leg speed. When the ball hit the deck, the Redlegs made its opponent look as though they were running on the spot.

Ben Landry and Rohan Heasley dominated through the middle of the ground, along with Jimmy Clayton while Karl Lobardozzi and Sam Gill provided enormous drive.

Jay Neratzoglou and Jimmy Anwyl both had tough tasks on the rotating Pines key forwards and did outstanding jobs.

In attack, Mt Eliza had movement everywhere.

While Capkin and Van Unen were the key targets, Robbie Turnbull shone. Turnball booted a couple of goals in the third quarter but had a hand in many others. He is an outstanding talent.

Young ruckman Matt Lillie was the best big

man on the ground, providing first use and even moved forward to kick a couple of majors.

Matty Davis is an important player for the Redlegs and his return to the team made a significant difference to the Redlegs’ structures and versatility.

Unfortunately for the winners, Darren Booth reinjured himself at training during the week in his bid to prove his fitness.

Brodie Shaw went toe to toe with Pines’ Luke Holdcroft a couple of times but had the last laugh when he nailed a goal in the final quarter.

Pines didn’t have too many winners. Even the Pines’ runner was yellow carded in the opening quarter.

Guy Hendry worked hard in the forward half of the ground, Brad Kiely was outstanding and Tim

Bongetti worked tirelessly whether in the ruck or in the forward half. Adam Maling also did a good job on Van Unen.

The Grand Final should be a ripper.

Mt Eliza and Frankston YCW booted 18 goals each in the second semi-final two weeks ago and the lead changed hands four times in the last quarter. YC led by as much as six goals early in the second quarter.

The Stonecats are deserved favourites while Mt Eliza is looking strong going into the grand final this Sunday at Frankston Park.

The Redlegs simply must get into the game early. If they get blown away again, they can’t win it.

History for Heart, titles for Mornington, Skye SOCCER

By Craig MacKenzie THREE local champions and four local clubs promoted – it doesn’t get much better than that.

The relegation of Frankston Pines was the only disappointing aspect to a spectacular season of achievement in local soccer.

Scott Morrison’s Rosebud Heart entered the record books by winning every league game in 2016, finishing with 18 wins, 76 goals for and 11 against.

In just its second year Heart joins 2014 juggernaut Eltham Redbacks as the only Victorian senior teams in over 50 years to boast a perfect record in a season.

You have to go back to the Coburg United outfit of 1962 for the next senior team to achieve such a feat.

Baxter added an exclamation mark to a successful local season finishing runner-up to Heart in State 5 South and also gaining promotion.

Mornington, Skye United and Heart now go on to contest State League finals in their respective leagues to decide Victoria’s State 1, State 4 and State 5 champion teams for 2016.

Adam Jamieson’s Mornington won that honour last year after clinching its inaugural State 1 championship before defeating State 1 North-West champion Western Suburbs 1-0 after extra time.

Mornington had clinched this year’s State 1 South-East title with a 2-1 win against Mooroolbark last Tuesday night so Saturday’s final league game against one-time title challenger Malvern City at Dallas Brooks Park meant nothing and that’s exactly what the home side got out of it going down 3-1.

Jamieson protected star players Grant Smart and Wayne Gordon by substituting them early in the second half shortly after Michael Freeman caught out Malvern on the break in the 54th minute to raise the volume of the old players’ reunion taking place under a marquee set up close to the pitch.

But midfield maestro Pablo Caceres produced a second-half masterclass that included a stunning 25-metre free kick and a first-time sidefoot finish after substitute Jordan Templin had turned the home defence inside out.

The gifted Caceres also had a part in Max McArthur’s goal linking up in a superb interpassing combination that presented McArthur with an easy near post finish past helpless Mornington keeper Kris McEvoy.

Langwarrin and Casey Comets had to settle for a 1-1 draw in Saturday’s State 1 South-East derby at Lawton Park.

After a scoreless first half the second stanza started with some great chances to both sides and eventually led to Nabil Mozaffaruddin scoring with a low drive in the 65th minute after some great lead-up work by Nick Thorogood.

Langy was still celebrating when Casey equalised two minutes later through a strike from midfielder Adam Dunsford that passed through a crowded penalty area and left the unsighted Langy keeper Robbie Acs flat footed.

While the home side had created the better chances in the first period it was fortunate to escape with a share of the spoils after Casey dominated for long periods in the second half.

Despite finishing last in State 1 South-East Frankston Pines ended the season on a positive note with a 2-1 away win over South Springvale last Saturday.

Kane Bentley opened the scoring in the 35th minute after a quick free-kick from Jordan Avraham but two minutes from the interval Matty Kalagianis replied for the home team.

The decisive moment came in the 82nd minute when CJ Hodgson played a one-two then had his first attempt parried by the South Springvale keeper but was able to hammer home the rebound.

Pines senior coach Billy Rae has put his hand up for the job next season and if re-appointed his first task will be to retain this year’s squad as some of his players have attracted the attention of local rivals.

Saturday ended with Peninsula Strikers being swept away by an eight-goal tsunami that firmly established Seaford United’s dominance over its local rival.

Seaford’s goals came from top scorer Dylan Waugh (3), Josh Tsung (2), Mitch Landon (2) and an own goal by Connor Zyskowski.

There were four send-offs in the reserves and three in the seniors with the red mist in the big show descending on Strikers pair Trevor Johnson and Matt Morris-Thomas while Seaford’s Li Nam Wang also made an early exit.
