Pritzker announced the new enforcement measure Aug. 7 as 13 counties were put on warning that they may have to reimpose some social and economic restrictions to control the spread of the novel coronavirus.

The order requires businesses, schools and day care facilities to make “reasonable efforts” to ensure that patrons and employees wear face coverings when they cannot maintain a six-foot distance from others.

Reasonable efforts can include such things as posting signage that state face coverings are required, giving verbal warnings to customers to wear face coverings, offering a mask to patrons and asking customers to leave if they refuse.

Under the new rules, businesses found to be out of compliance will first be given a written warning. A second offense can result in having some or all of their patrons leave the premises as needed to comply with health guidelines. If businesses refuse to comply after that, they can re-

ceive a class A misdemeanor notice and be subject to a fine ranging from $75 to $2,500.

“I have always put the health and safety of Illinoisans first, and I’m gratified that local governments now have an additional way to keep their communities safe,” Pritzker said in a statement after the JCAR vote Aug. 11.

But the outcome of that vote was not a foregone conclusion. The Illinois Department of Public Health issued similar emergency rules in May, but withdrew them after lawmakers returned for their special session.

Pritzker said at the time he expected lawmakers to address the enforcement issue legislatively, although it also appeared evident that there were not enough votes on JCAR to sustain the rules and it never came up for a vote before the full General Assembly.

On Aug. 11, several members of the panel, particularly Republicans, said they continued to hear concerns from local businesses in their districts about why they were being held liable for enforcing the public health rules, but their customers who refuse to wear masks or keep a six-foot dis-

County Coroner warns of two new street drugs The Independent brings you the following Public Service Announcement: Dr. Richard Jorgensen, DuPage County Coroner, wishes to inform the public of the occurrence of two new street drugs in the area. These drugs are Flualprazolam® and Isotonitazene®. The DuPage Coroner’s Office has investigated 11 deaths involving Flualprazolam and four involving Isotonitazene. These are new and dangerous drugs, Jorgensen said.

Information about these drugs are: Flualprazolam is a benzodiazepine derivative and has sedative and anxiolytic effects. It was first synthesized in 1976 but not presented to the FDA for approval and was never marketed. It has subsequently been sold as a designer drug.

Isotonitazene has no current approved clinical use and has a high rate of addiction. The drug is an offwhite or white powder and is often pressed into counterfeit opioid pills that may have a M or an 8 stamped one side and to look like Oxycodone or 8mg Dilaudid (hydromorphone) tablet. The symptoms of use are similar to opioids in general. Isotonitazene is considered one of the most persistent and prevalent new opioids.

Narcan can be used, but multiple doses may need to be administered.

The potency of isotonitazene may require more than a usual dose of naloxone to reverse the opioid overdose.

But Sen. Bill Cunningham, D-Chicago, a cochair of JCAR, said the graduated nature of the enforcement rules means businesses that are genuinely trying to comply should have nothing to fear.

“And I think it’s really important to understand what that points to is this rule is going to be enforced against rogue operators,” Cunningham said. “This is not something that is going to be easily applied even by the most zealous law enforcement agency or public health department against someone—a business that slips up once or twice. There’s just not an ability to do that based on the framework of this rule.”

Speaking to reporters after the meeting, Rob Karr, president and CEO of the Illinois Retail Merchants Association, said the rule is unlikely to have much impact on the rising spread of COVID-19 in Illinois.

“I would also remind everyone that most of the governor’s comments, most of (IDPH Director) Dr. (Ngozi) Ezike’s comments, most of the comments of other local officials have not been about rogue bars and restaurants that are tied to outbreaks,” Karr said. “They’ve been public gatherings where individuals are not wearing masks.”

Under JCAR’s rules, it takes a two-thirds majority, or eight votes on the 12-member panel, to block an emergency rule from taking effect.

The panel is evenly split between Republicans and Democrats and between House and Senate members.

Rep. Steven Reick, R-Woodstock, offered a motion to block the rule, but it received only six votes—all from Republicans.

According to the DuPage County Health Department, the rate of COVID-19 related deaths in the county continues to decline.

The health department’s daily update on Aug. 16 reported 12,880 confirmed cases of the COVID-19 coronavirus in county residents, including 524 deaths.

The report from one week earlier—Aug. 9—reported 519 deaths in DuPage County related to COVID-19.

As of Aug. 16, the county health department reported 370 confirmed cases of COVID-19 in Villa Park residents, including five deaths.

The county health department reports there were 14 deaths related to the coronavirus in DuPage County residents during March. The first COVID-19 related death in the county took place on March 19.

The health department’s latest figures report 194 additional COVID-19 related deaths in the county in April, and another 194 COVID-19 related deaths in May. There were 82 DuPage County deaths related to the coronavirus in June. As of Aug. 16, there were 33 deaths related to COVID-19 in DuPage County in July.

The county health department reported seven deaths related to the coronavirus during the first 16 days in August.

The DuPage County Health Department provides the date of death of residents whose death is related to COVID-19. The Illinois Department of Public Health (IDPH) does

not provide the specific date of death in its updates, which are also issued daily.

Both the DuPage County Health Department and the IDPH state that their figures are provisional and subject to change. Lags and discrepancies are to be expected, according to the IDPH. While the DuPage County Health Department reported seven COVID-19 related deaths in the county during the first 16 days of August, the IDPH announced 16 COVID-19 deaths in county residents through the first 16 days of the month. It’s unclear how many of those deaths took place before the beginning of August.

The IDPH reported zero COVID-19 related deaths in DuPage County residents in its Aug. 10 report. The IDPH’s seven daily reports from Aug. 10-16 included a total of six DuPage County deaths related to COVID-19.

As of Aug. 16, the IDPH reported a total of 7,744 COVID-19 related deaths in Illinois. More than half of those deaths reportedly involved residents of long-term care facilities. As of Aug. 14, the IDPH reported 4,298 of the COVID-19 related deaths in Illinois had involved residents who lived in long-term care facilities.

deaths involved residents of longterm care facilities.

The DuPage County Health Department’s Aug. 16 update report of 524 county deaths related to COVID-19 states that 305 of those deaths involved residents 80 and older. Another 122 deaths involved residents between the ages of 70-79, while 60 deaths involved residents in their 60s. About 93 percent of the county’s deaths related to COVID-19, therefore, have involved residents 60 and older.

There were 21 deaths in the 50-59 age group, 10 deaths in the 40-49 age group and five deaths among residents in their 30s. One of the county’s deaths related to COVID-19 involved a resident in the 20-29 age group. According to the DuPage County Health Department, none of the 524 COVID-19 related deaths in the county have involved a resident under the age of 20.

According the IDPH’s Aug. 16 report, 3,439 of the state’s 7,744 COVID-19 related deaths involved residents 80 and older. Another 1,851 deaths involved residents in their 70s, while 1,389 of the deaths involved residents in their 60s. About 86 percent of the state’s COVID-19 related deaths, therefore, have involved residents 60 and older.

The IDPH reported 191 statewide deaths related to COVID-19 in its daily update of May 13. That marked the highest total in any of its daily reports. There were 159 COVID-19 deaths reported in the

IDPH’s May 27 update. There have not been more than 100 COVID-19 related deaths in a daily report from the IDPH since June 5. There haven’t been more than 50 COVID-19 related deaths in any of the IDPH’s daily reports since June 24.

The IDPH reported over 49,500 statewide tests for COVID-19 in its Aug. 14 update. There were more than 44,000 additional tests reported on Aug. 15, and about 37,000 additional tests reported on Aug. 16. The IDPH first reported more than 30,000 tests for the coronavirus in a daily report until June 25.

The number of daily tests reported first exceeded 40,000 in the report of July 16.

According to the IDPH, there have been more than 3.3 million total tests for COVID-19 performed in Illinois as of Aug. 16. More than 530,000 of those tests have involved people in their 20s. While the 20-29 age group has accounted for more tests than any other age group, less than four-tenths of 1 percent (29) of the state’s 7,744 COVID-19 related deaths have involved residents in their 20s.

About 500,000 tests have involved people in their 30s. There have been nearly 450,000 tests in the 40-49 age group, and about 490,000 tests among people in their 50s. About 440,000 of the state’s tests for COVID-19 have involved residents in their 60s, while about 280,000 tests have involved residents in their 70s. There have been about 240,000 tests for COVID-19 among residents 80 and older.

Besides, she says with a straight face, this is also a form of reparation. Unfortunately, there are others saying the same things, and blaming frustration, police brutality and the government for their problems—everyone but themselves being responsible. There is no justification for looting; hearing one woman going for the Gucci just shows it’s not about stealing a loaf of bread or hamburger to feed the kids. Some of these mom and pop stores are the lifeblood that provides goods to the very people looting them. Some cannot afford to rebuild and reopen.

I defy anyone to come up with one rationale for targeting the stores that help bring revenue to the city, employ people, bring tourism dollars— down to the small businesses that sell bread, milk and eggs. These looters are using the guise of protesting to behave as if they are entitled to pillage. Bring in the National Guard, position them in front of the storefronts, and dare the looters to try and get past them. Oh wait, they will call it police brutality.

*** I physically wince every week as I read the Speak Out section and the last weeks were no exception. One person asked why there was a Black Lives Matter protest at Willowbrook when the problem is in Chicago. Another stated his family hadn’t been slaveholders so nothing to apologize about. The sheer ignorance takes my breath away, along with the blatant racism from people who consider themselves to be good people and I bet they call themselves patriots.

What a joke. This area needs to see protests because it’s obvious there are still so many racists here, even though they speak of their concerns so very righteously as if their bigotry is justified. God help us all. *** I’ve looked at some educational videos for children on YouTube.

Some of them are more informative and useful than what’s being provided in our schools. These online videos on YouTube and elsewhere also don’t indoctrinate children with left-wing nonsense. If schools aren’t offering in-person instruction, more and more people must be asking why a huge chunk of their property taxes is going toward substandard online learning provided by bloated school districts. *** The liberal media has become the enemy to the people. What happened to being able to have an opinion or speak your mind? If you are a conservative you are no longer allowed to speak your mind without the backlash of the left. This cancel culture will only become more commonplace with a blue government.

Be careful who you vote for. *** For about three months now Villa Avenue between Roosevelt and St. Charles has been a late night/ early morning speedway for cars, and especially motorcycles, who rev their engines and “squeal” away from intersections. It is difficult for the police to stop this until we get together and complain, and track a pattern of this very loud “disturbing of the peace,” which is a costly violation. It wakes up dozens of people on Villa Avenue in the middle of the night, usually between midnight and 4 a.m. What can we do to get a full night’s sleep? It also scares the little kids as the noise shakes the house. *** If I ever sound like I might be headed to Chicago to enjoy something, please remind me not to. I should be too worried about being

shot or robbed or beat up. If I ever sound like I might open a store in Chicago, remind me not to. It’ll probably be looted or burned. If I ever talk about going there to buy something, remind me not to. The time to go there isn’t worth it, the sales tax and plastic bag tax doesn’t make it worth it. Remind me to light my next patch of charcoal with my extra Metra tickets. I’m not going to Chicago again and subject myself to their self-imposed stupidity and I sure wouldn’t let my friends use them to do the same. And, if you’re not having to remind me of any of this stuff, remind those in Chicago that they’re doing everything possible to keep out visitors, keep out new stores, push out existing stores and say good-bye to the jobs they say they want. I would say Chicago is on the downhill slide, but there is no slide. Free fall, just free fall. Who are you going to call when your house is broken into?

The way they portray things, it’s as if this virus has a 100 percent mortality rate. You can count on the media to do stories on each and every politician, athlete and celebrity who gets the virus. They never fail to constantly remind us how many have tested positive for the virus, how many have died from it, etc.

The chances of someone under the age of 20 dying from COVID-19 is around one fifth of one percent, but you can bet the media will find someone under the age of 20 who died from it. In a Gallup poll, only 14 percent of Americans said they have a great deal of confidence in the U.S. media. Gee, I wonder why. *** I heard Russia has come up with a COVID-19 vaccine. I bet the left probably believes Trump and Putin have been secretly colluding on this vaccine, so you know what that means. It’s only a matter of time before Adam Schiff and the Russian collusion windbags hold more Congressional hearings and bring up new articles of impeachment!

According to the NWS, the tornado, with estimated peak winds of 95 mph, had a path length of 2.1 miles—from one mile northeast of Lombard to one mile northwest of Villa Park. The tornado, with a maximum width of 200 yards, touched down on the north side of Lombard during the Aug. 10 derecho event, and lifted just northeast of Jefferson Middle School.

It is further alleged that the victim then threw the car keys to the juvenile and that she and her daughter exited the vehicle. It is alleged that the juvenile then entered the vehicle and drove away. It is alleged that when the juvenile drove away, he was followed by another vehicle, allegedly driven by Washington-Davis.

Nearly two weeks later, on Dec. 13, at approximately 2:06 p.m., the Warrenville Police Department responded to a call on County Ridge Road regarding a carjacking. It is alleged that as the victim drove, he was being followed by a car allegedly occupied by the juvenile, Washington-Davis and Embry. It is alleged that when the victim arrived at his house, he exited his vehicle and began walking towards his house, at which time he was allegedly approached by two masked men, later identified as the juvenile and Embry.

It is alleged that both the juvenile and Embry were armed at the time. It is further alleged that the men then demanded the victim’s car key and his wallet and then drove off in the victim’s vehicle.

Approximately 20 minutes later, at 2:27 p.m., the Downers Grove Police Department responded to a carjacking that had just occurred on Hawkins Street. It is alleged that the victim, a pregnant female, was sitting in her vehicle in her driveway when she was approached by two individuals, later identified as the juvenile and Embry. It is alleged that the juvenile and Embry wore masks and were armed. It is further alleged that the men ordered the woman out of her vehicle and drove off in her car. It is further alleged that Washington-Davis was the driver of the vehicle that brought the men to the Hawkins Street address.

A friend of the victim had observed the alleged carjacking and followed the stolen vehicle. It is alleged that

Glowiak Hilton: New mental health programs available State Senator Suzy Glowiak Hilton (D-Western Springs) urged those who are struggling with mental health issues to see if they qualify for help through three new Illinois Department of Human Services’ designed to provide housing, crisis support and community care resources.

“We’re all laboring under heavy mental and emotional burdens right now, so we can’t forget how much harder of a struggle this is for our friends and neighbors who are managing mental health issues,” Glowiak Hilton said. “Those in need should reach out to local service providers to see what options are available to them.”

IDHS’ new programs include the Living Room Program, Transitional Living Centers Program and the Transitional Community Care and Support Program. All three coordinate with community-based mental health centers and non-traditional service providers to increase access to the services they offer, as well as to develop their clinical services.

The Living Room Program is designed to

break the cycle of psychiatric hospitalization by providing a safe, home-like environment for people to go to process mental health crises. Peer run crisis services are used to provide a less traumatic and more empowering alternative for people experiencing a mental health crisis.

The Transitional Living Centers Program provides immediate housing to people living with mental illness while they work to find permanent housing. Priority is given to those being discharged from psychiatric hospitals who are at risk for homelessness.

The Transitional Community Care and Support Program assists uninsured or underinsured patients transitioning out of psychiatric care.

The program includes funding for non-traditional supports, such as cell phones, food, clothing, transportation and other resources that are necessary for individuals to succeed as they transition back into communities.

Think about the environment and situations in which teachers have to work. Visit a school and classroom.

And you will see that this is very different from the police, fire or medical personnel, who themselves have their own challenges.

Man accused of stealing County-owned truck following release from jail

when the stolen vehicle was stopped in traffic, the victim’s friend approached the vehicle at which time the occupants, allegedly the juvenile and Embry, exited the vehicle and fled the scene. It is further alleged that as the victim’s friend moved her vehicle off the roadway, one of the defendant’s entered the victim’s friend’s car and drove away. An investigation conducted by the Downers Grove and Warrenville Police Departments led to Embry, Washington-Davis and the juvenile as suspects in the car-jackings.

Through the course of their investigation, authorities were able to apprehend the juvenile who was taken into custody on Dec. 13. On Dec. 17, authorities took Washington-Davis into custody from his apartment and several hours later, authorities apprehended Embry in Chicago.

“In DuPage County we take violent crimes, such as alleged against these defendants, extremely seriously,” Berlin said. “If found guilty, the juvenile allegedly involved in these crimes is equally culpable as his co-defendants and for justice to be served it is imperative that any penalty he faces reflect the severity of the crime. Simply put, the fact that he was several months shy of his 18th birthday should not shield him for a proper measure of justice.”

Embry has been charged with two counts of Aggravated Vehicular Hijacking (Class X Felony), one count of Armed Robbery with a Firearm (Class X Felony) and one count of Unlawful Possession of a Stolen Motor Vehicle (Class 2 Felony). On Thursday, Aug. 13, 2020, Britter was released from the DuPage County Jail after posting $100, or 10% of a $1,000 bond, after being charged with Misdemeanor Disorderly Conduct. Britter reportedly did not immediately leave the vestibule of the Sheriff’s office.

At approximately 1:30 a.m. on Friday, Aug. 14, the Wheaton Police Department was dispatched to the DuPage County complex for a report of a stolen County-owned work truck. It is alleged that at approximately 1:14 a.m., Britter entered the truck, which was unlocked and running at the time, and drove off the County complex.

At approximately 5 a.m. the same morning, Darien police officers observed the truck parked on the side of Lemont Road just south of I-355.

Britter was found there, allegedly asleep in the driver’s seat. He was taken into custody at that time with-

out incident.

“It is alleged that shortly after posting bond on disorderly conduct charges, Mr. Britter wasted no time in allegedly committing another crime, this time a felony,” Berlin said.

Britter’s next court appearance is

scheduled for Tuesday, Sept. 8, for arraignment in front of Judge John Kinsella.

County expands small business relief program The DuPage County Board on Tuesday, Aug. 11 voted to remove a restriction from the County’s Reinvest DuPage small business grant relief program.

In May, the Board allocated $7 million in monies received under the federal CARES Act for a grant relief program developed in partnership with Choose DuPage for small businesses and independent contractors impacted

by COVID-19. The Board set aside an

additional $10 million in June for use through the same program.

Previously, businesses or independent contractors could not apply for the grant program if they had received assistance from the federal Paycheck Protection Program, the Economic Injury Disaster Loan, any state hospitality grant, or any local loan or grant program. The County Board action on Tuesday removed that restriction from

the application criteria for the Reinvest DuPage program.

The Villa Park Parks and Recreation Department’s men’s 16-inch softball league 2020 season is in full swing.

The start of the season was delayed because of the COVID-19 pandemic, but the league’s teams are back in action on Friday nights at Lions Park.

One of the league’s games on Friday, Aug. 14, featured Belligerent against the Amateurs. Belligerent beat the Amateurs 6-3 in the seven-inning contest, played under the lights on a pleasant summer evening.

Belligerent improved its season record to 3-2. The Amateurs suffered their first loss and fell to 5-1.

“Come on out, Villa Park, like you used to,” said Belligerent head coach Tom Van Petten, a lifelong Villa Park resident who’s been a part of the league for 40 years, after the game. “It’s nice out; you can be socially distant. It’s entertaining.”

In encouraging residents to watch the current action at Lions Park, Van Petten recalled the sport’s glory days in the village.

“Softball was a big thing in this town, and the fields would be surrounded by fans,” said Van Petten, who has lived in Villa Park for 56 years. “There were games here [at Lions Park] just about every night in the summer.”

Van Petten said 16-inch softball—in which players in the field don’t use gloves—had its heyday in Villa Park from about the mid 1970’s until about 1990. Multiple 16-inch leagues with players from the surrounding area played games

“It used to be real, real serious,” said Van Petten of some of the competitive leagues.

While 16-inch softball still has a following, Van Petten admits that youth interest in the sport has waned in the age of computers, streaming entertainment and an array of highly organized athletic programs.

“I think most intramural or town sports have faded,” he said.

“Kids just aren’t out playing like they used to when we were kids.

We would play even if there were just two of us. That was beautiful, growing up like that, and it’s kind of sad that it’s fading.”

Van Petten noted that most of the players on the Belligerent and the Amateurs were in their late 20s or their early to mid 30s. Friday’s fast-paced game featured some excellent defensive plays, including a diving catch in the outfield and a long throw from center field to cut STAFF REPORT down a baserunner at home plate.

Illinois Department of Public Health approves IHSA’s plans for fall sports Most of Willowbrook’s fall sports teams held their first practice of the season on Aug. 17 and boys and girls cross country teams to hold their first practices on Monday, Aug. 17. The Addison Trail/Willowbrook girls swim team’s season will begin when the program can secure a pool that will allow the team to swim in an exclusive environment.

On July 29, the IHSA announced a modified schedule for Illinois high school athletics during the 2020-21 school year. Three sports traditionally held during the fall— football, girls volleyball and boys soccer—have been shifted to the spring during the upcoming school year. Additionally, the IHSA created a new summer season for the 2020-21 school year. Willowbrook’s baseball, softball, girls soccer, boys volleyball, boys tennis and boys and girls track and field teams will compete during the summer season in 2021.

The IHSA’s athletic schedule for the 2020-21 school year will feature truncated fall, winter, spring and summer seasons. The fall sea-

son will continue until Oct. 24. The winter season will run from Nov. 16 until Feb. 13. The spring season will take place from Feb. 15 to May 1, while the summer season will run from May 3 to June 26.

Willowbrook’s traditional spring sports programs weren’t able to compete during the spring of 2020 because of the pandemic.

Willowbrook’s building closed to in-person instruction at the end of classes on March 13. The building remained closed for the rest of the 2019-20 school year. Willowbrook and the state’s other high schools were prohibited from conducting practices and competitions while school buildings were closed during the spring.

Willowbrook will begin the 2020-21 school year, with fully remote instruction, on Monday, Aug. 24. The District 88 Board of Education will reevaluate the status of the COVID-19 pandemic and the district’s instruction model at its meeting on Oct. 5.
