Nearly every county in Illinois lost population over the past decade, mirroring a national trend of greater concentrations of people leaving rural areas and moving to larger metropolitan areas.

That’s according to the latest numbers released last week by the U.S. Census Bureau showing detailed population numbers from the 2020 census for cities, counties and small geographic areas.

In April, the Census Bureau released statewide numbers that determine how many congressional seats and Electoral College votes each state receives. That report showed Illinois’ overall population had shrunk by 18,124 people, to a little more than 12.8 million.

That was a much smaller decline than many people had expected, but it did result in Illinois losing one congressional seat, meaning there will be only 17 districts instead of 18 when the 2022 elections are held.

The new data released Thursday shows in much greater detail exactly where the population changes occurred. Those numbers are intended to be used to redraw congressional and state legislative district lines so that all residents are represented as equally as possible in both state and

federal governments.

But the data also has a number of other purposes beyond local representation in government.

“Results from the 2020 census will be used for the next 10 years to shape the future of our country,” Acting Census Bureau Director Ron Jarmin said during a video news conference. “Local leaders can use this data to make decisions such as where to build roads and hospitals, and how to help our nation recover from the pandemic. These results will also help inform how hundreds of billions of dollars in federal funds will be distributed each year nationwide.”

The data were released in what the Census Bureau calls its “legacy format,” meaning it can be read only in sophisticated programs that are used mainly by academics, government officials and others who work with large databases. It was distributed to state officials and legislative leaders in all 50 states, the District of Columbia and Puerto Rico.

But some of the summary data that was released showed the broad trends.

For example, all 10 of the largest cities in the United States gained population since the 2010 census.

That includes Chicago, which grew by a little less than 2 percent.

Blacks make up 14.1 percent of the Illinois population, higher than the national average of 12.4 percent, while Asian Americans make up 5.9 percent and 8.9 percent identify as being from two or more races.

The Census Bureau also developed what it calls a “diversity index,” which attempts to measure how racially diverse a given population is.

It is based on the probability that any two people chosen at random from the population would be from different races.

Illinois’ diversity index was listed as 60.3 percent, which is just below the national average but still in the second-highest quintile of states. Hawaii was ranked as the most diverse, with an index value of 76 percent, while Maine was the least diverse, at 18.5 percent.

Also in 2020, the Census Bureau refined the way it tracks race and ethnicity. That information is also important for redistricting in order to prevent minority populations from being broken up or diluted among districts, or from being overly concentrated in too few districts.

People who identify themselves as white continue to be the largest racial group in the country at 61.6 percent of the population, while people who identify as white alone or in combination with some other race make up 71 percent.

Illinois is slightly less white than the nation as a whole, with 61.4 percent nationally identifying as white alone and 69.7 percent identifying as white alone or in combination with another race.

People of Hispanic or Latino origin make up the largest ethnic minority group in Illinois at 18.2 percent, or just over 2.3 million people.

Nationally, the areas with the most growth areas were located in the southern and western portions of the country. But more than half of all counties in the U.S. saw population declines.

Within Illinois, Cook County and its surrounding collar counties all grew by less than 5 percent. The same was true for Carroll County in northwestern Illinois, McLean and Champaign counties in central Illinois, and Effingham and Williamson counties in southern Illinois.

Grundy County, on the southwest edge of the Chicago metropolitan area, was the fastest-growing county in the state at over 10 percent. And Johnson County in southern Illinois had a growth rate between 5 and 10 percent.

Amid all of the headlines about breakthrough cases and rising positivity rates, there has been some encouraging local news related to the COVID-19 pandemic. There weren’t any deaths related to COVID-19 reported in DuPage County residents during July 2021.

According to the DuPage County Health Department’s COVID-19 dashboard, which can be viewed at www.dupagehealth.org, as of June 30, 2021, there had been a total of 1,394 deaths related to the coronavirus among county residents. One month later, on July 31, the official number of COVID-19 related deaths in the county still stood at 1,394.

The first DuPage County death related to COVID-19 was reported in March 2020. As of Dec. 31, 2020, there were 1,111 COVID-19 related deaths in the county. According to the health department, there were 246 COVID-19 related deaths in DuPage County during the month of

Following 1,111 reported coronavirus-related deaths in DuPage County residents in 2020, there have been less than 300 COVID-19 related deaths in the county during the first seven months of 2021.

As of Aug. 15, there have been 66 COVID-19 related deaths reported in Lombard residents since March 2020. There have been 20 coronavirus-related deaths reported in Villa Park residents during the same time period, along with 18 COVID-19 related deaths in residents of Oakbrook Terrace.

The county health department notes that its figures are provisional and subject to change. One COVID-19 related death in the county that reportedly took place in June, for example, was only added in a recent update. As of Aug. 15, there have been three deaths related to COVID-19 among county residents during the month of August, bringing the total number of DuPage

County deaths related to the coronavirus to 1,397.

According to the DuPage County Health Department, there were 15 COVID-19 related deaths among county residents during June of this year, following 35 in May, 29 in April, 22 in March, 62 in February and 120 in January.

The DuPage County Health Department’s COVID-19 dashboard includes figures for “confirmed deaths” related to the coronavirus, along with “probable deaths.” According to the health department, effective March 14, 2021, probable COVID-19 deaths were added to confirmed COVID-19 deaths to reflect total deaths related to the coronavirus.

As of Aug. 15, the health department’s dashboard indicated that of the 1,397 total deaths related to COVID-19 in the county, 1,324 were “confirmed” COVID-19 deaths, while 73 were “probable” COVID-19 deaths.

Of the 1,397 COVID-19 related deaths reported in DuPage County residents since March 2020, 789 (about 56 percent) have involved residents age 80 and older. Another 329 of the deaths involved residents between the ages of 70-79, while 174 deaths related to the coronavirus involved residents in the 60-69 age group. About 92 percent of the county’s COVID-19 related deaths have involved residents age 60 and older.

There have reportedly been 64 COVID-19 related deaths in DuPage County residents between the ages of 50 and 59 since March 2020, along with 25 such deaths in the 4049 age group, 13 coronavirus-related deaths among residents in their 30s and three COVID-19 related deaths involving residents in their 20s.

As of Aug. 15, none of the 1,397 COVID-19 related deaths reported in DuPage County since March 2020 involved a resident under the age of 20.

The Christian Church of Villa Park along with other churches in Villa Park and Lombard will again be working together on the seventh annual Love Your Neighbor Day on Saturday, Sept. 18.

Applications for assistance have already been received from homeowners in the Villa Park/Lombard area who are having difficulty keeping up with work outside their homes because of financial, physical or other limitations.

Volunteers are now needed so that assistance can be provided to these homeowners on Love Your Neighbor Day 2021. As a safety precaution, only yard work and exterior repairs will be done this year. The work will be done by small groups of volunteers from churches and the community at no cost to the homeowners.

No specific skills are necessary for you to volunteer as much of the work

to be done includes yardwork and exterior painting. However, those with carpentry and other specific skills can be assigned work that will put these skills to use.

Last year 90 volunteers came together on the Love Your Neighbor Day to provide assistance to 21 homeowners in Lombard and Villa Park. The number of homeowners who can be helped will depend on the number of volunteers who sign up to help.

National Night Out

The Villa Park Police Department joined police departments around the country to hold a National Night Out event on Tuesday, Aug. 3. The gathering in Villa Park took place near the pavilion located along the Illinois Prairie Path, just west of Villa Avenue. According to the National Association of Town Watch (NATW), the annual National Night Out events, which traditionally take place on the first Tuesday in August, enhance the relationship between neighbors and law enforcement while providing a true sense of community. Villa Park’s 2020 National Night Out event was canceled because of the COVID-19 pandemic. “It’s a chance for the community to get to know the police, and for the police to get to know the community,” said Villa Park Police Chief Michael Rivas in speaking about the mission of National Night Out celebrations at this month’s well-attended event.

New law expands access to family leave Part-time school, college employees now covered; Costa Howard chief sponsor of bill in state house

A new law in Illinois will make it easier for part-time school and college employees to receive paid family and medical leave.

Gov. JB Pritzker signed a bill last week lowering the threshold for those workers so that most will be eligible for the benefit after one year of employment.

“For too long, we have asked our school staff to provide exceptional care supporting kids in school without giving them the grace and flexibility to care for themselves and their families,” Pritzker said during a bill signing ceremony in Chicago.

“It’s an omission that undermines the value of their work and the re-

ality of their lives away from school grounds.”

Under the federal Family and Medical Leave Act, workers are entitled to as many as 12 weeks of unpaid leave in a 12-month period to care for a newborn child, to care for a close relative who has a serious health condition, or to deal with their own serious illness. That expands to 26 weeks to care for a child, spouse or parent who is a service member with a serious illness or injury. sTo be eligible, though, the employee must have been employed for at least 12 months and worked at least 1,250 hours during the previous 12-month period. That’s a threshold that often can’t be met by many part-time school employees known

as education support professionals, or ESPs. Those include paraprofessionals, secretaries, librarians, custodians, cafeteria workers, bus drivers and others, many of whom work only limited hours during the day, and often only when school is in session.

For those workers, House Bill 12 lowers that threshold to 1,000 hours of work during the previous 12 months. It applies to all employees of school districts, community colleges and public universities in Illinois. It takes effect Jan. 1.

“Unfortunately, some of our ESPs, many who are 10-month employees, were a bit short of the number of hours federally required to qualify for FMLA benefits,” said Kathi Griffin, president of the Illinois Edu-

cation Association. “In many school districts across the state, this meant that when these amazing education employees had to care for themselves or a family member’s health, they had a very difficult decision to make.

“They would be forced to deny care of a loved one, or resign from their job. Or if it was the employee who was sick, they may not be guaranteed their position once they got better, and lose their health insurance, all while the only reason they needed to take a leave was due to a health condition.”

Griffin said there are more than 25,000 ESPs within the Illinois Education Association. That does not include those who belong to the In-

ternational Federation of Teachers, the other major education union in the state, or those who are not union members.

The bill passed both chambers of the General Assembly with strong bipartisan majorities—95-14 in the House; 47-3 in the Senate.

“Gov. Pritzker is making sure that the people who keep our schools running smoothly have fair access to FMLA when they face illness and other life changing events within their families,” said Rep. Terra Costa Howard, D-Glen Ellyn, the bill’s chief sponsor in the House. “So, I’m very proud that both sides of the aisle in the General Assembly stood up for Illinois’ dedicated school and college workers in our state.”

As part of Illinois’ COVID-19 economic recovery program, Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) launched the $250 million Back to Business (B2B) grant program to support the continued recovery of small businesses across Illinois, according to a release issued by Choose DuPage.

The first in a series of economic recovery programs by the administration, B2B will offer the hardest hit industries grants of $5,000-$150,000 to help offset losses, bring back workers, and take continued steps to rebuild amid the fallout from the pandemic.

To reach the businesses most in need, DCEO will work alongside more than 100 community navigators, 42 Small Business Development Centers (SBDCs) and other outreach partners who have relationships with their local business community. These partners stand ready to help small business prepare and apply for funding with 1-on1, and multilingual assistance in every region of the state.

Naperville man gets 12 years for robbing local businesses On Friday, Aug. 13, DuPage County State’s Attorney Robert Berlin announced that a Naperville man had been sentenced to 12 years in the Illinois Department of Corrections for robbing two area businesses in late 2017 and early 2018.

Ryan Dougherty, 31, of Naperville, appeared at his sentencing hearing late Thursday afternoon where Judge Margaret O’Connell handed down the sentence. On Feb. 24, Dougherty entered a blind plea of guilty to two counts of Aggravated Robbery, a Class 1 Felony. At sentencing, the State also proved that Dougherty was responsible for four additional robberies in the area.

Dougherty’s sentence stems from allegations that on Dec. 3, 2017, at

a Naperville Arbys, and on Jan. 3, 2018, at a Woodridge dry cleaner, Dougherty entered the establishments, displayed a note stating he had a gun and showed the butt of what appeared to be a gun to personnel at the business and demanded money. Following an investigation into the robberies conducted by the Naperville and Woodridge Police Departments, Dougherty was taken into custody on Jan. 12, 2018. The investigation found that the gun used

The event will be held from 10:30 a.m. to 3 p.m. at Willowbrook High School, 1250 S. Ardmore Ave., Villa Park. Area residents are invited to attend and advised to park in the main parking lot and enter the school through Door No. 6—the entrance near the main gymnasium.

The resource fair will share information about services and programs focusing on education, health/ well-being, early childhood resources and financial support.

Attendees will also be able to participate in workshop sessions that will include discussions related to biliteracy. They will also have an opportunity to meet Erica Craig, who is the four districts’ new director of biliteracy. She will discuss the districts’ biliteracy goals.

Free refreshments and free babysitting will be provided. Attendees will also have a chance to win door prizes.

Everyone who attends the event, whether vaccinated or unvaccinated,

is required to wear a mask while indoors at Willowbrook during the upcoming event.

Free bus transportation will be provided to the event. The buses will depart from five area schools— Schafer Elementary School (700 E. We recently published a general statement regarding public behavior during the Aug. 3 Board of Education meeting; however, we feel compelled to denounce racist remarks delivered by several people during that meeting.

These comments were related to immigrants, persons of color, and those within the LGBTQ+ community. These comments are unacceptable, and in direct opposition to the mission and vision of District 45 and all that we work toward in creating a safe, caring and supportive environment in which all students can learn.

We do not support words of hatred or statements which further racial disparities and discrimination within our society.

Although members of the Board of Education may have friends, relatives or spouses who hold beliefs that do not align with their own, board members and the superintendent stand alone in their decisions.

By Raja Krishnamoorthi I am grateful that the Senate passed the bipartisan Infrastructure Investment and Jobs Act and that I’ll soon have the chance to vote in favor of this necessary and historic legislation.

It will set up the United States for success for generations to come. This package will build the infrastructure of the future while meeting the needs of today through repairing our roads and providing the largest investment in our bridges since the construction of the interstate highway system under President Eisenhower. In addition to strengthening our traditional infrastructure, this bill will provide funding to improve our public transit systems, expand our nation’s broadband access, modernize our airports, and rebuild our electrical grid. I’m glad we were able to reach a bipartisan compromise on this package, and I look forward to the

Not today, when GOP party organizations have many chieftains, but almost no Indians to work the

The Cook County Democratic Organization has always done a good job of building a bench of attractive up-and-comers, promising them good jobs in government should they lose, until the next elective opportunity came along.

Look at it this way. If you were an attractive young GOP contender, why would you put yourself up against the Democratic state slate, likely lose, and then watch others walk over your dead political body to run when prospects might subsequently be better?

I think of attractive GOP prospects in just my part of the state (central Illinois), such as state Senators Jason Barickman (Bloomington) and Sue Rezin (Morris) and Representative Ryan Spain (Peoria; a former student of mine).

So, ideally, the Illinois Republican Party should somehow identify the best of the prospects across the state, and say to them, “We will find money to back your campaigns for state office in both the primary and general. If you lose, we will find positions for you at good law firms or companies until you have a better

Cullerton crisis hotline measure signed by governor State Sen. Tom Cullerton (D-Villa Park) championed a measure that would ensure suicide prevention information is readily available to college students, which was signed into law on Friday “College-age students have some of the highest rates of suicide in the nation,” Cullerton said. “Providing these resources on a readily available card that students will be carrying with them all the time is a simple way to make them aware that help is out there.”

The measure would require any public institution of higher education that issues student ID cards to publish contact information for the National Suicide Prevention Lifeline and the Crisis Text Line on the back of each card, as well on their website.

Cullerton sponsored similar legislation this year, House Bill 1778, which would require school districts as well as universities to supply this information on ID cards.

Between 2007 and 2018, suicide rates for people aged 10-24 increased by 57.4%, according to the CDC. Additionally, a CDC survey taken in June 2020 found that one in four young people aged 18-24 reported seriously considering suicide over the 30-day period.

“Chicago Med” is now streaming 24/7 on Netflix, including Season 2 in which longtime Villa Park resident Matt Kissane played a memorable role as concerned parent Harold Baylor. “I basically lucked out!” Kissane laughed. “The actor who played my son, Joey Morgan, was already cast and they needed a guy to play his father! I guess I looked the most like him.” The episode called “Uncharted Territory” can currently be seen streaming on the social media platform. Kissane can also be seen on Hulu in the A&E-produced biography on the late Chris Farley, called “Chris Farley Anything For A Laugh.” Kissane will also appear all month on the locally produced “Gentleman Grochowski Show,” hosted by Larry Grochowski. In it Kissane discusses his involvement with heavy metal rockers Enuff Z’Nuff! He directed several music videos for the Windy City musicians, including the song “Freak,” which aired on VH-1 and includes a guest appearance from Cheap Trick guitarist Rick Nielsen. Ah, vacation.

Whether it’s perfectly planned, or perfectly spontaneous, vacation is a time for recreation, leisure, adventure and new experiences.

Even the word itself is perfectly balanced - with four vowels and four consonants. (I counted.)

However brief or extended, a vacation alters our mindset regarding everyday concepts.

Somehow, when on vacation, the regular reality of normal life no longer exists. We are in the vacation zone, where normal does not apply.

Consider time. We all understand time. Monday is often the beginning of the work week. (Well, except for the Monday after the Super Bowl.)

We set our alarm clock so we wake on time each morning – often so we can go to work, a very decidedly non-vacation concept. We go to bed at about the same time each night.

Saturday and Sunday compromise the weekend. Time is a linear concept that regulates our days and nights.

Unless we are on vacation.

Then, often, alarm clocks are unnecessary accessories. We wake when we are done sleeping.

Both are vacation days filled with freedom and fun! Normal bedtimes are for the working world. You are on vacation! Stay up late. Unplug the alarm clock. Live life on the wild side!

Next, consider money. We may pinch pennies during the regular, average week, but during vacation, money flows more freely. We’re more likely to eat out, to spend money on beaches, theme parks and tropical destinations.

We purchase T-shirts, coffee mugs and other souvenirs that we don’t really need and won’t ever really use because we are on vacation and buying a memory feels right, somehow, in the moment.

Consider your vacation schedule.

It’s created with one thing in mind: fun, happiness, pleasure, entertainment, laughter, joy, new experiences, respite, relaxation and possibly a little excess. It’s set up for you to do whatever you want, whenever you want.

If you planned for the beach, but wake up feeling the vibe of a theme park, go for the vibe. If you wake up feeling something completely different – something not even on your vacation “schedule,” it’s yours for the taking.

Consider diet. During regular life, diet is a four-letter word. During vacation, it doesn’t exist. Counting points or calories or carbs isn’t part of a normal vacation. Eating is! And often, we eat whatever we want, whenever we want because that’s how it’s supposed to be during those glorious seven days known as vacation.

Consider photos. We tend to take more photos while on vacation than

An up-close look at some big rigs

A sizable crowd of children and their parents visited Saturday’s Big Rigs and Kids event at the new municipal lot north of Cortesi Veterans Memorial Park. The Villa Park Parks and Recreation Department conducts the free event, which normally takes place in the middle of August. Last year’s gathering was canceled because of the COVID-19 pandemic. Children are able to see and touch an assortment of large vehicles at the Big Rigs and Kids function. Willowbrook High School invites all of its stakeholders to celebrate the start of the 2021-22 school year by attending the Silver and Blue Community Night event, which will take place this Friday, Aug. 20, in the school’s stadium.

Gates will open at 6 p.m. at the celebration, which will recognize Willowbrook’s fall athletic teams and extracurricular activities.

Warriors open season with a 10th-place finish Vandergrift and Guajardo post Willowbrook’s best individual scores

The Willowbrook boys golf team began its 2021 season by placing 10th in Friday’s 13-team St. Laurence Invite at Lincoln Oaks Golf Course in Crete.

Juniors Brett Vandergrift and Vince Guajardo both shot 7-over-par scores of 78 on the 18-hole course. The two Warriors finished among the top 15 in the event’s individual standings.

The Warriors’ season continues with today’s home meet against Elmwood Park at Sugar Creek Golf Course.

Sullivan will play at the next level

Willowbrook High School basketball standout Sophie Sullivan announced last week that she will continue her academic and athletic careers at Southern Illinois University Edwardsville (SIUE). She will play for the university’s women’s basketball team—the Cougars. Sullivan, who is beginning her senior year at Willowbrook this week, helped the Warriors’ girls basketball team to a 13-2 record during the abbreviated 2021 winter season. Willowbrook won its final nine games of the season, which was shortened because of the COVID-19 pandemic. The Warriors closed out the season with four wins at the 14-team West Suburban Conference Tournament. Sullivan is pictured during the tournament championship game against Lyons Township, which was played on March 13. The Warriors defeated the Lions 52-46 to win the tournament title. Sullivan scored seven of her nine points during the fourth quarter. Sullivan attended Montini Catholic High School during her freshman and sophomore years. In her sophomore season, she helped the Broncos to a 33-5 record and a thirdplace finish in the 2020 IHSA Class 3A state tournament.
