DuPage, Kane counties unite against COVID-19 Region concerned about recent increases in virus activity

Grief support group resumes at Elmhurst Hospital Following a break due to the coronavirus pandemic, Elmhurst Hospital’s “Coping With Grief” support group will resume on August 17 for any community member 18 and older who has experienced the death of a loved one.

The group will meet on the first and third Wednesdays of each month from 6:30 – 8 p.m. in the Maple Conference Room on the Lower Level of Elmhurst Hospital, 155 E. Brush Hill Rd. It’s recommended that participants use the East Entrance.

All group members will undergo a temperature check and health screening, receive a mask (if they don’t always have one) and be required to practice appropriate physical distancing.

The group will meet for 11 sessions, with the last session scheduled for Jan. 4, 2021. A new “Coping With Grief” group will meet beginning Jan. 18, 2021.

“Coping With Grief” is facilitated by Chaplain Don Dahlheimer, M.Div., LCSW, LMFT, Manager of Spiritual Care, Elmhurst Hospital.

Region 8 currently meets the majority of state targets; however, health department leaders are concerned about the recent increases in key metrics and are proactively evaluating future actions.

County health leaders could restrict the size of social gatherings, reduce capacity at businesses, or scale back operations in companies that pose a higher risk of transmission, such as indoor dining, bars,

According to the Illinois Department of Public Health metrics, there is an increase in the numbers of new cases of COVID-19, which are triggering warnings from DuPage and Kane County officials. The two counties make up the West Suburban Region (Region 8) recently identified by the State of Illinois in the Restore Illinois Plan. The two counties’ health departments are working together to track and reduce case counts. DuPage and Kane County leaders say they will take action that is consistent with the State of Illinois guidelines to limit the spread of disease if the metrics continue to indicate an increase of COVID-19 cases in the region.

“We need everyone to work together to help us stop the spread of the virus,” said DuPage County Board Chairman Dan Cronin. “Both DuPage and Kane Counties were successful in reducing case counts through adherence to public health guidance in the spring and early summer. However, as these case counts creep up, we need to remind the public that their actions will impact the decisions health leaders make to protect our communities.

Man gets 55 years for sexual assault of minor with spina bifida

On Friday, Aug. 7, DuPage County State’s Attorney Robert Berlin announced that a former Carol Stream man has been sentenced to fifty-five years in the Illinois Department of Corrections for the sexual assault of a minor female who suffers from spina bifida. On Jan. 23, 2020, following a bench trial, Judge Alex McGimpsey found Adan Rodriguez-Ocampo, 55, guilty of four counts of Predatory Criminal Sexual Assault, (Class X Felony), four counts of Aggravated Criminal Sexual Assault (Class X Felony) and one count of Aggravated Criminal Sexual Abuse (Class 2 Felony). McGimpsey handed down the sentence Friday afternoon.

Rodriguez-Ocampo’s sentence stems from charges that from May 2007 through March 2015, he sexually assaulted his female victim, who suffers from spina bifida and was younger than 13 when the abuse began. The abuse took place on multiple occasions at her home and other locations. Rodriguez-Ocampo is a relative of the girl and had lived in the same house with the victim and her family when the abuse began.

The assaults were discovered by the victim’s mother who found sexually-explicit text messages and photographs from Rodriguez-Ocampo on the victim’s cell phone. The victim’s mother immediately contacted the Carol Stream Police Department who in turn contacted the DuPage County State’s Attorney’s Office. An investigation conducted by the DuPage County Children’s Advocacy Center resulted in charges against Rodriguez-Ocampo. On March 5, 2015, he appeared in Bond Court where bond was set at $1 million with 10% to apply. He has been in custody since that time.

“Mr. Rodriguez-Ocampo’s abhorrent behavior has certainly earned him each and every year of his 55-year sentence,” Berlin said. “The repeated sexual assault of a young girl with special needs is nearly incomprehensible and thankfully Mr. Rodriguez-Ocampo will now, in all likelihood, spend the rest of his life behind bars where he will be unable to sexually prey upon anyone.”

Rodriguez-Ocampo will be required to serve 85% of his sentence before being eligible for parole.

Don’t let this virus punish our kids any more than it has to In the last few weeks, the Independent has brought its readers the triumphant stories of several of Elmhurst’s youth sports teams that have won championships now that the season has gratefully started up.

One week, there was a photo on Page 1 of a group of boys gathered together, hoisting their trophy in the air – but none were wearing face masks. A few readers responded that perhaps we shouldn’t have used that photo, since the team wasn’t masked.

A week or two later, we ran a photo of a boys team lined up in two rows, that is, NOT gathered as a group. Inside, we ran a girls softball team photo, also all lined up in rows, but they were all wearing masks. A reader wrote in to ask why we would put boys without masks on Page 1 and girls with masks inside on Page 4? The person even asked if we had a bias toward one team over the other.

To be honest, the content of the photo doesn’t matter as much as its proper resolution. We’ve received some great photos that are sadly the wrong resolution so they won’t print well in black-and-white newsprint.

(The girls softball team photo came in right at deadline, meaning it would usually have to wait until the following week. As it turned out, we had some last-minute space to fill on pg. 4, so we got to run the girls.

Thought they’d be thrilled.)

Now this… this weekend, one of our sports photographers told me that he took some great shots of a volleyball tournament, only to have one of the organizers ask him NOT to use the photos because some weren’t wearing masks and they didn’t think that would “look right.”

Hospital’s plea to our community – Wear a mask

As we begin to see another uptick in the number of patients hospitalized with COVID-19, I believe it is important to share some of what we’ve learned at Edward-Elmhurst Health during the past six months.

• Most people who contract the coronavirus (85%) have no symptoms or mild-moderate symptoms.

• Some people have more severe symptoms and need to be hospitalized. Those individuals are more likely to be older, immunocompromised, or have chronic conditions such as diabetes, respiratory disease, heart conditions or obesity. But not always.

• Whether hospitalized patients die or are discharged home, the disease is devastating. Patients are extremely sick, often requiring mechanical ventilation, intensive care and weeks in the hospital. The suffering experienced by our patients and their families has been immeasurable and has had a profound and unforgettable impact on our healthcare workers.

• COVID-19 is very contagious.

Why? Because it is “novel” or new.

This means our bodies have no means to fight it.

• We do know, however, how to reduce the spread and your likelihood of contracting the virus: • Wear a mask.

• Wash your hands and avoid touching your face.

• Practice physical distancing – at least six feet apart.

This week the CDC published a report of two hair stylists who were positive for COVID-19. Between them, they serviced 139 clients. Not one of the 139 exposed individuals became infected. Why? Because the salon insisted that the stylists and their clients wear masks. That’s it.

Quite simple, isn’t it?

Our healthcare team has worked long and grueling hours over months to do everything possible to protect the health of our community. Their sacrifices have been and continue to be humbling.

The way you can protect yourself and those around you is simple, but not always easy to practice – especially at a gathering where those around you are not wearing masks.

I get it.

But there is simply no denying that wearing a mask is the most effective means we have for preventing the spread of coronavirus. It is the responsible thing to do.

Wear a mask and protect yourself and those around you. And take a stand, remind others of the importance of wearing a mask. I believe it is our civic responsibility and the honorable thing to do.

It is not a new story. Black soldiers contributed to every war extending all the way back to the founding of our country, even as they were denied basic rights of liberty and citizenship. Theirs is a record of heroism and bravery that remains unrecognized today.

Hervieux is an American writer, journalist and photographer based in Paris. The legendary war correspondent was embedded with the 1st Infantry Division in North Africa—work that later earned him a Pulitzer Prize.

Chrisinger is the author of the forthcoming book about Pyle’s wartime experiences, The Unhappy Warrior: Ernie Pyle and the Story of the Second World War. He is a contributing writer for the New York Times, directs the writing program at the University of Chicago’s Harris School of Public Policy, and teaches memoir writing to military veterans and their families.

Finding laughter in tough times

A hospital birth during COVID-19 is safe, with the right precautions

Information about coronavirus is changing daily. For pregnant women, this can be unsettling. As their due date gets closer, questions emerge.

What can a woman expect when it’s time to deliver your baby? Are labor and delivery units safe right now? Will she or her baby be exposed to COVID-19?

In response to the pandemic, some pregnant women are considering giving birth at home or are asking for early induced labor to avoid being in the hospital during a possible surge of COVID-19 cases.

A planned hospital birth is still considered the safest option to deliver a baby. Most hospitals are taking many precautions to ensure that pregnant women aren’t exposed to ill patients and visitors.

The following safety measures are in place in Edward-Elmhurst Health’s hospital Birthing Centers: • COVID-19 testing. All pregnant women who come to Edward-Elmhurst Birthing Centers get a COVID-19 test. COVID-19-positive patients are separated in designated areas with dedicated care teams and multiple safety measures are implemented to minimize risk of cross-contamination.

We are living in unprecedented times. Tough times. A virus has torn our nation apart. The murder of a man (and too many others like him) has torn our nation apart. We as a people, in some regards, have torn ourselves apart. It is beyond sad – for our country and us as individuals.

IDPH issues reminder about importance of routine vaccinations for kids during COVID-19 Although school will look different this year because of coronavirus disease 2019 (COVID-19), whether it’s remote learning, in the classroom, or a hybrid, kids should still receive their routine vaccinations.

Vaccines help protect children from diseases like chickenpox and pertussis, which remain common in the U.S. “While much of our focus is on COVID-19 these days, we must continue to take care of all of our health needs,” said Illinois Department of Public Health (IDPH) Director Dr. Ngozi Ezike. “Vaccines are one of the safest and most effective methods

to protect children from more than a dozen vaccine-preventable diseases.

Make sure your children are fully vaccinated so they can be as healthy as possible while facing the ongoing risk of COVID-19.”

IDPH is teaming up with the Illinois Chapter of the American Academy of Pediatrics (ICAAP) on a social media campaign that will raise awareness of the importance of vaccines.

“Missing well-visits and vaccines place children at higher risk for more problems in the future. Especially during the onset of COVID-19, vaccines are the best way to keep children protected and healthy,” said

Mariana Glusman, MD, FAAP, Immediate Past President, Illinois Chapter, American Academy of Pediatrics.

“This campaign aims to increase awareness about the importance of immunizations and routine visits for children.”

The immunization requirements for the 2020-2021 school year are the same as last year. The requirements can be found on the IDPH website under immunizations.

Ingram out as Teachers’ Retirement System director Leader of troubled pension system resigns after being put on administrative leave

Richard Ingram, the long-serving executive director of the Illinois Teachers’ Retirement System, resigned from that position last week after being placed on administrative leave.

In a brief statement Aug. 6, the TRS Board of Trustees said it voted unanimously on Friday, July 31, to place Ingram on administrative leave “due to performance issues covered by his employment contract.” He then resigned on Aug. 3, effective immediately.

Stan Rupnik, chief investment officer at TRS, has been named interim director. The board

said it will “conduct a thoughtful, thorough and vigorous national search” for a permanent director.

TRS did not immediately provide a copy of Ingram’s contract, which Capitol News Illinois requested under the state’s Freedom of Information Act. According to the state comptroller’s office, he had been receiving a salary of $283,250 per year.

Ingram began his career at TRS in January 2011. Before that, according to his LinkedIn page, he was executive director of the New Hampshire Retirement System.

TRS manages retirement, disability and

survivor benefits for more than 434,000 members, including teachers, administrators and other public school employees in Illinois outside of Chicago Public Schools.

With $51.2 billion of assets under management, it ranks as the 37th largest pension system in the United States.

As of December 2019, however, TRS reported it was only 40-percent funded and it carried an “unfunded actuarial liability” of roughly $78 billion. That’s the current deficit between the system’s assets and expected future earnings against the pension obligations it has already accrued.

A season delayed The Willowbrook girls volleyball team was supposed to hold its first official practice of the 2020 season on Aug. 10. The Warriors were scheduled to play their first match of the season with an Aug. 24 home contest against Bartlett. The Warriors’ season, however, has been moved to the spring of 2021 because of the COVID-19 pandemic.

The IHSA recently announced that three sports traditionally held in the fall—football, boys soccer and girls volleyball—would move to the spring during the upcoming 2020-21 school year. Instead of beginning their season this month, the Warriors will have to wait approximately six months to play a match. The IHSA has ruled that the 2021 spring seasons will take place from Feb. 15 to May 1. “I was not that surprised that volleyball was moved,” said Willowbrook coach Irene Mason of the IHSA’s decision to shift the girls volleyball season to the spring of 2021. “Once I saw that it was being classified as a sport that required physical contact, I anticipated that our season may not run at its traditional time.” Following the IHSA’s announcement of the schedule change, Mason messaged the program’s players and encouraged them to remain optimistic and keep working hard. “I told them we have to continue to stay focused on the things we can control, and explained to them that this is a big opportunity, as it allows us even more time to get stronger and prepare to reach our goals.” Grace Reckamp (right, No. 14, pictured last season), who is about to begin her senior year, is one of the Warriors’ key returning players from last season. “We still get a season; I’m just happy that it’s not canceled altogether,” said Reckamp after the IHSA’s announcement. She noted that she wasn’t surprised by the schedule change. “Some other schools in our area were having summer camps, but they were wearing masks the entire time. That’s kind of hard. Maybe it will be a little safer by the spring. Pritzker warns of deep cuts without federal economic aid

Gov. JB Pritzker said Aug. 3 that Illinois faces the prospect of having to make deep spending cuts over the rest of the fiscal year if Congress does not pass an economic relief package that helps states make up for the massive loss in revenue they’ve seen since the start of the COVID-19 pandemic.

“I continue to do my part to make calls, to make sure that people understand that Republican-led states and Democratic-led states all have this challenge of revenues that fell off a cliff because of COVID-19,” Pritzker said during a news conference in Springfield.

COVID-19 first appeared in Illinois in January and it quickly spread to all corners of the state, prompting Pritzker to issue a stayat-home order that virtually shut down major segments of the economy.

Similar economic restrictions were imposed in other states as well, although many were less strict than those in Illinois.

As a result, base revenues flowing into state coffers fell during the fiscal year that ended June 30 by a little more than $1.1 billion.

a budget for the new fiscal year that began July 1. That budget was roughly $5 billion out of balance compared to revenue estimates available at the time, but the plan was to fill in the gap by borrowing from the Federal Reserve and by passage of a proposed constitutional amendment to allow the state to levy a “graduated” income tax that would impose higher tax rates on higher levels of income.

The budget authorized borrowing roughly $4.5 billion through the Federal Reserve’s Municipal Liquidity Facility, something the Fed board approved earlier this year as a way to help state and large local governments make up for the loss of revenue they’ve seen.

In Illinois, the plan was to borrow that money and pay it back with aid that lawmakers expected Congress to approve.

Republicans in the General Assembly argued against that plan, saying it would be unwise to rely on short-term borrowing to balance the budget, especially when it was still unknown what, if any, kind of relief package Congress would authorize in the future.

But Democrats argued that using the Federal Reserve’s credit program was the best option available because it enabled the state to continue spending and spurring economic activity at a time when businesses and consumers couldn’t.

Now, as negotiations between the Democratic-led U.S. House and Republican-led U.S. Senate have dragged on, many observers say it looks increasingly less likely that the next economic relief package

will include aid to states.

Although the House has passed its own version of a relief package that includes about $500 billion to help states make up for lost revenue, the latest Senate proposal does not include such aid.

And as recently as July 23, U.S. Treasury Secretary Steven Mnuchin told CNBC that, “the president is not going to bail out Chicago and New York and other states that prior to the coronavirus were mismanaged.”

Without federal aid, however, Pritzker said that there will be significant cuts and job layoffs in Illinois and throughout the country.

“But this is going to be up to the Congress. They’re the ones who have the ability to help us and to help all 50 states with the challenge we all have. But there are going to be layoffs across the country, not just related to state government, but when you don’t fund state and local governments you’re going to see, and you’ve already seen

to some degree, layoffs,” Pritzker said. “Not to mention those who provide services to state and local governments, private companies whose contracts no doubt will be

put aside because the money isn’t flowing, because we don’t have the ability to balance the budget in the way that we had originally intended to.”
