Village board approves ordinance to allow outdoor restaurant service and liquor sales Outdoor service began on May 29

The Villa Park Village Board held a special meeting on May 27 to approve an ordinance allowing outdoor restaurant service and alcoholic liquor sales during Phase 3 of the Restore Illinois Plan in response to the COVID-19 pandemic. After being closed to in-person service since the middle of March, restaurants and bars in Illinois were allowed to reopen, with multiple restrictions, on Friday, May 29. One of the restrictions limits restaurants and bars to provide only outdoor

service. The village board held its special meeting last week because outdoor seating arrangements, especially at establishments serving alcohol, are in conflict with certain provisions of the village code. Board members voted unanimously (7-0) during last week’s special meeting to approve an ordinance that temporarily modifies some of the village’s restrictions and allows some Villa Park businesses to offer on-site service. According to the new village ordinance, bars and restaurants are permitted to remain open until 11 p.m. Representatives of multiple Villa Park businesses spoke during the May 27 meeting to ask the board

to reconsider that closing time. Debbie DeMito of DeMito’s Saloon, 335 E. Kenilworth Ave., noted that her business’s liquor license normally allows her establishment to remain open until 2 a.m. on Friday and Saturday evenings. DeMito stated that she lost 10 weeks of business during the COVID-19 pandemic. She stated that extending the closing time for a couple of hours beyond 11 p.m. would definitely help her business. Frank Czech of Josephine’s Martini and Wine Bar, 207 S. Villa Ave., also spoke during the special May 27 meeting, which was held virtually, with board members participating online from multiple locations.

DeMito’s Saloon, located at 335 E. Kenilworth Ave., opened to on-site service on Friday, May 29. The Villa Park business, like other bars and restaurants throughout Illinois, had been closed to in-person service since mid-March because of the COVID-19 pandemic. Restaurants and bars in Illinois were allowed to begin providing outdoor service on May 29. as the state moved into Phase 3 of the Restore Illinois Plan. Czech told the board that most of his bar’s business doesn’t begin until about 10 p.m. Czech, who stated he probably has the smallest bar in Villa Park, said that the closing time of 11 p.m. was like a death sentence. He added that the 11 p.m. closing time would lead customers to patronize bars in other municipalities with later closing hours. Villa Park Village President Albert Bulthuis stated the closing times some nearby municipalities had established during Phase 3 of the Restore Illinois Plan. He stated that Addison set a closing time of midnight for its restaurants and bars, while Elmhurst established a closing time of 11 p.m.

Bulthuis said during the May 27 meeting that the resolution as it stands expires at the end of October of this year. Village Trustee Nick Cuzzone stated that the board could review the matter in a few weeks. Cuzzone said that if the village doesn’t receive a lot of complaints, the board could look into extending the hours on Friday and Saturday nights. According to the village’s new ordinance, all food establishments in Villa Park that intend to provide outdoor service need to submit an application that includes a narrative of their proposed outdoor seating
