Local boy to serve as honorary guest for CHAT Clinic reopening There’s no doubt that outgoing Franco Bibbiano is a confident 14-year-old. But that was not always true for this boy with Down syndrome who struggled to articulate and share his thoughts and ideas with others. Franco will now take center stage and cut the ribbon on Friday, June 4 from 4:30-6 p.m. at the grand reopening of CHAT, the speech-language pathology clinic that helped him find his voice.

As with all children, there is a wide range of abilities, behavior and physical development among children with Down syndrome. For Elena Cutri, Franco’s mother, it was heartbreaking to watch her child try to speak with his peers in a classroom setting, only to see the other children disengaging because they couldn’t understand what Franco was saying.

“Even though Franco was receiving some speech therapy, it wasn’t enough,” Cutri recalled. “I knew something had to change and I feared if it didn’t, Franco might miss all those opportunities to make friends.”

That was four years ago and Franco has been improving his articulation, literacy and confidence ever since, thanks in large part to CHAT (Communication Health, Advocacy, and Therapy), formerly known as the Center for Speech and Language or CSLD. As a nonprofit dedicated to speech and language services and a pioneer in communication justice, CHAT serves and advocates for those children whose communication disorders and differences contribute to their inequitable treatment. Diverse

learners are often overlooked or misunderstood, especially those whose families have limited resources, limited English, or who are unsure about their rights, particularly over the past year as COVID-19 has widen social justice disparities.

CHAT believes that all children deserve access to high quality speech-language services regardless of their socio-economic status, or any other demographics. By accepting Medicaid without quotas and offering services at no cost to many families, CHAT is working to bridge the equity gap that exists in healthcare and education.

“CHAT has been instrumental in Franco’s growth and self-confidence,” said Cutri. “By having a consistent therapist that he sees twice a week who really understands Franco’s abilities and challenges has made all the difference.” As Franco heads off to high school in a few months, Elena knows there will still be difficult times and obstacles that Franco will have to overcome, but with CHAT at her side, advocating for her son, the future feels so much brighter.

“My hope is that Franco will be able to lead a happy and independent life when he grows up,” said Cutri.

A Villa Park resident died after begin shot by a Villa Park police officer during an early morning incident last week.

According to information provided by the Villa Park Police Department, officers responded to the 200 block of East Kenilworth Avenue, near Summit Avenue, at approximately 2:06 a.m. on Monday, May 24.

Upon arrival, officers encountered a person with a gun. That encounter led to an officerinvolved shooting.

The resident who made the 9-1-1 call to report a subject with a gun was reportedly the person who was shot by an officer.

who arrived in the area encountered a person who walked directly toward them while apparently armed with a handgun. Officers reportedly told the person several times to drop the weapon.

“An officer, in fear for his life, shot the person four times when they refused to drop the gun,” stated a release issued by the Villa Park Police Department.

Police immediately began life-saving measures after the shooting. Haven A. Bailey, 25, who was a resident of the 200 block of East Kenilworth Avenue, was transported to Advocate Good Samaritan Hospital in Downers Grove. Bailey later died at the hospital.

According to the police department, a black

pellet gun made to look like a Sig Sauer 1911 pistol was recovered from the scene of the shooting. The police department also stated that the preliminary investigation revealed Bailey made the initial 9-1-1 call to report that there was a person with a gun in the street.

The DuPage County Metropolitan Emergency Response and Investigation Team (MERIT) responded to the scene of the shooting less than two hours after the incident.

According to the Villa Park Police Department, the investigation of the shooting is ongoing.

Villa Park Police Chief Michael Rivas stated late last week that the department would have no additional comments about the incident at this stage of the investigation.

County, College of DuPage win national award for diversity, inclusion series DuPage County and the College of DuPage have been recognized with an Achievement Award from the National Association of Counties (NACo). The awards honor innovative, effective county government programs that strengthen services for residents.

NACo recognized DuPage County’s “Collaborative Conversation on Race, Equity, Diversity, and Inclusion,” in the Arts, Culture, and Historic Preservation category.

DuPage County Board Chairman Dan Cronin and representatives from College of DuPage developed the series following racial protests last summer. Together they sought a productive, meaningful way to involve local officials, students, and residents in a community conversation dealing with the difficult topics of equity,

inclusion, discrimination, race, and social justice. The resulting initiative was designed to help both internal and external audiences reflect, share, and act, with stories meant to educate from a personal perspective. Video projects, blog posts, interviews and panel discussions explored the past and present and sought concrete ways DuPage residents could unite against racism.

“During a difficult year, our partnership with the College of DuPage, creating a community conversation about racial equity, diversity and inclusion, has been a remarkable effort to break down walls and promote understanding,” he said. “I’m pleased that our efforts have been recognized nationally. The most important outcome of this year-long initiative is the meaningful dialogue that we

started, and will continue, as we work to strengthen the connections we’ve built.”

Elmhurst University announces new partnership Thanks to an innovative collaboration with the University of North Dakota, Elmhurst University students will be able to earn degrees in physics on the Elmhurst campus and electrical engineering online from the University of North Dakota.

An articulation agreement recently reached between Elmhurst and the University of North Dakota’s College of Engineering and Mines will enable qualified Elmhurst physics students to enroll in North Dakota’s well-regarded online electrical engineering program.

In as little as four years, students can graduate with a bachelor’s degree in electrical engineering from North Dakota as well as a bachelor’s degree in physics from Elmhurst.

The dual-degree program gives Elmhurst University another way to reimagine the physics degree and enable students to better engage with two trends that are reshaping the world of science and technology—mechatronics and artificial intelligence/computation, said Venkatesh Gopal, associate professor of physics at Elmhurst and chair of the Department of Physics.

“Providing our students with training in both physics and electrical engineering opens up a wider range of career choices for them, especially in industry,” he said. “In particular, the dual degree provides an excellent foundation for careers in automation, automated process control, robotics and artificial intelligence, and communications engineering, all fields that are undergoing rapid growth that is likely to continue for many years to come.”

The University of North Dakota has offered distance engineering degrees for more than 40 years. The program allows students to attend their preferred higher education institution while still giving them access to a premier engineering degree. The dual-degree program will be available to incoming first-year Elmhurst physics students beginning this fall.

The agreement was forged through the Lower Cost Models Consortium, or LCMC, a coalition of colleges and universities committed to making higher education more accessible for all students, and sustainable for the long-term.

PBMs hamstringing community pharmacists, threatening patient care

By Garth Reynolds Illinois community pharmacists have been working tirelessly throughout the pandemic to deliver patient care to families across our communities. Whether at-risk and vulnerable or relatively healthy, we sprang into action, ensuring patients could get prescriptions and medical advice while maintaining social distancing and other COVID-19 protocols.

We continue performing coronavirus tests, and some pharmacists are even administering vaccines—all on top of our daily responsibilities.

Pharmacists are always focused on patient care and outcomes. As many patients’ most trusted and closest health care provider, both are at the core of what we do. And as lawmakers seek to improve health care and prescription medication access over the next several months, I hope they will protect and empower community pharmacists. Doing so will lead to the best, most affordable and accessible care for patients—just as we saw during the COVID-19 pandemic.

With competition and confusion mounting in the marketplace and network participation becoming more difficult than ever, small pharmacies are struggling to stay in business, which is a major detriment to patients. Even with partners, like pharmacy services administrative organizations (PSAOs), who help pharmacies navigate the complexities, administrative burdens, and communications with other supply chain entities, independent pharmacies are seeing profits squeezed and they are being boxed out of patient care by pharmacy benefit managers (PBMs).

By definition, PBMs represent insurers, large employers, and even the government to administer prescription drug benefits. PBMs and their proponents claim that these entities protect patients from the high price of prescription drugs, streamline the process for pharmacies, and save taxpayers millions of dollars annually.

However, as a pharmacist who must coordinate with PBMs directly, I know that is not the case.

For far too long, PBMs have

used their market influence within the prescription drug market to increase their power. Currently, PBMs control which drugs are covered under a health plan’s formulary, which pharmacy locations are included in a plan’s network, and how much a pharmacist will be paid for filling a prescription—yet, they have barely any government oversight.

With all of this power and influence, pharmacies are forced into contractual agreements with PBMs, where PBMs completely control the terms.

PSOAs, on the other hand, have recognized the troubles that PBMs cause for pharmacies, and they have tried to help provide assistance.

For me, my PSAO partner does its best to represent our interests during PBM contract negotiations and it handles other administrative duties related to pharmacy operations, so I can focus on patient care instead of paperwork and compliance. Yet, PBMs are still too powerful for PSAOs to make a significant difference despite their efforts.

Senate Bill 2008, a bipartisan bill introduced by Senate Assistant Majority Leader David Koehler, D-Peoria, is designed to help correct the imbalance of PBMs’ power and incorporates patient access and reimbursement regulations. I and other independent pharmacists testified in support of the bill last month.

Small independent pharmacists across the state from Harrisburg and Marion to Naperville and Carol Stream have publicly pushed for the legislation.

The only way for community pharmacists to truly and wholly care for patients is for Springfield to not just rein in the powers of PBMs, but to understand them as well. There is no doubt PBMs will try and deflect, placing blame elsewhere to maintain their power.

However, lawmakers should take it from the people who actually have a vested interest in patient care — not the multi-billion-dollar corporations looking to increase profits. Now is the time to stop PBMs. Garth Reynolds is the executive director of the Illinois Pharmacists Association (IPhA).

Democratic maps fail compactness test

By Jim Nowlan Democratic mapmakers in Springfield have crafted new legislative district lines that are so laughably offensive to the Illinois Constitution that the state Supreme Court will either have to reject them outright, or confirm the court’s reputation for partisan political corruptness. You decide this one for yourselves, readers.

The state charter is crystal clear: “Legislative Districts shall be compact, contiguous and substantially equal in population.

Representative Districts shall be compact, contiguous, and substantially equal in population.”

Clear enough?

Merriam-Webster defines compactness as “closely and neatly packed together; dense.” A circle is perfectly compact. A box is compact.

Many of the proposed Illinois House districts for northeastern Illinois are the opposite of compact.

They wriggle out from Chicago’s city center, like skinny, arthritic

fingers, clawing their way outward to find enough votes to provide districts for incumbent Democrats.

And think of the voters in these anti-compact districts. How in the world would they ever know which district they were in, who represented them, and of whom to contact when they might have a problem with Illinois government?!

Obviously, the Democratic mapmakers are, to use an old saw, selecting their voters, rather than letting voters select their representatives.

We wouldn’t be facing such atrocious maps if the state high court had allowed onto the ballot in 2016 a proposal to allow voters to determine if they wanted an independent commission to draw maps, without partisan gerrymandering. But the court, in an opinion of four Democrats in the majority and three Republicans in the minority, blocked this opportunity, with probably the most contrived bit of jurisprudence since the Dred Scott decision, which prompted the Civil War. Nor can the Illinois Supreme Court hide behind earlier decisions.

Indeed, this court in 1989 declared a state legislative district invalid

because it offended the compactness requirement of our state charter, and forced a redrawing. The districts proposed are as bad as that invalid district.

Also nearby, Chicago’s neighborhoods are generally compact, as you would expect. I am sure that is what delegates to the 1970 Illinois Constitutional Convention had in mind.

Now, because of requirements that districts be equal in population, valid districts can’t, of course, always be perfect squares. But, come on—the proposed, tortured district maps are the height of political arrogance. Democratic leaders obviously assume that the state high court will again play its partisan hand, as it did five years ago.

Democratic leaders in Springfield have overplayed this one badly.

Mike Madigan would not have been so brazen.

In the fall of 2020, Lombard Police officers field-tested body cameras. The Village Board subsequently approved funding for the cameras as part of the 2021 budget. On Tuesday, May 18, DuPage County State’s Attorney Robert Berlin and Hinsdale Chief of Police Brian King announced that bond had been set for an adult, and a juvenile has been ordered detained, following an incident at two Hinsdale auto dealerships. Both individuals have been charged with burglary and theft of a high-end vehicle.

RaJohn Stewart, 24, of Country Club Hills, appeared before Judge Ann Celine O’Hallaren Walsh, who set bond at $250,000 with 10% to apply. In addition, Judge Brian Jacobs ordered that a Cook County juvenile, allegedly involved in the crime. be held in custody until at least his next court date.

Both Stewart and the juvenile have been charged with one count of Aggravated Unlawful Possession of a Stolen Motor Vehicle (Class 1 Felony), two counts of Burglary (Class 2 Felony), two counts of Attempted Unlawful Possession of a Stolen Motor Vehicle (Class 2 Felony) and two counts of Misdemeanor Criminal Damage to Property.

On Monday, May 17 at approximately 2:21 a.m., Hinsdale Police Department patrol units responded to an activated burglar alarm at Land Rover/Jaguar of Hinsdale, an auto dealership located at 336

E. Ogden Ave. Upon their arrival, officers found a broken window in an overhead garage door with glass inside. While investigating at the dealership, officers were dispatched to another alarm at Continental Motor Sports, 420 E. Ogden Ave. At Continental Motor Sports, officers also discovered a broken window, as well as a running 2018 red Ferrari convertible, valued at more than $250,000, which had allegedly been driven outside of the service bay area and into the rear lot.

When officers encountered an individual with a crowbar next to the padlock on the rear gate of the dealership, the individual allegedly ran on foot and entered a nearby car which then fled the scene. A Hinsdale squad car allegedly made contact with the fleeing vehicle and disabled it, at which time three individuals jumped out of the vehicle and fled on foot.

One of the fleeing men, later identified as the juvenile, reportedly exited the vehicle with a gun in his hand, police said. After a brief foot pursuit, the juvenile and Stewart were taken into custody. Following a search of the area, officers located a 9 mm pistol and a 30-round extended 9 mm magazine.

It is further alleged that a fourth individual was in the rear lot of

Continental Motor Sports and fled on foot when the officers arrived.

Further investigation later revealed that the vehicle in which the men allegedly fled the scene had been reported stolen out of Chicago on Sunday, May 9.

“Law enforcement in DuPage County continues their outstanding work as we battle this ongoing epidemic of car thefts which has claimed more than 125 vehicles in 2021 so far from Chicago metropolitan area dealerships alone,” Berlin said. “I commend the Hinsdale Police Department for their quick response to the alleged break-in at both dealerships and for their professionalism and restraint displayed while pursuing the suspects.”

Stewart’s next court date is scheduled for Friday, June 4, for arraignment in front of Judge O’Hallaren Walsh. The juvenile’s next court date was scheduled for Wednesday, May 26, for a status hearing in front of Judge Jacobs.

Bond set at $7 million for Des Plaines man accused of firing at DuMeg agents, possessing large amounts of cannabis

DuPage County State’s Attorney Robert Berlin, Wood Dale Chief of Police Greg Vesta and Illinois State Police Director Brendan F. Kelly announced that Nicholas bond has been set Valentino for a Des Plaines man accused of multiple weapons and drug charges following a highspeed pursuit May 27.

Nicholas Valentino, 33, appeared at a bond hearing where Judge James Orel set bond at $5 million full cash.

Judge Orel also granted the State’s motion for a proof-of-funds hearing for Valentino which will require Valentino to prove that any funds used to post bond was not gotten from illegal means, should he make bond. Valentino has been charged with one count of unlawful possession of cannabis with intent to deliver (Class X Felony), one count of unlawful possession of a controlled substance with intent to deliver (Class X Felony), two counts of armed violence (Class X Felony) two counts of aggravated discharge of a firearm (Class 1 Felony) and aggravated unlawful use of a weapon (Class 4 Felony).

During the evening of May 27,

officers with the DuPage County Metropolitan Enforcement Group (DuMeg) were conducting surveillance at a warehouse suspected in drug activity in Wood Dale. While conducting surveillance agents observed a van and a Volkswagen leave the warehouse. It is alleged that Valentino was driving the Volkswagen. Agents continued surveillance on the vehicles into the city of Chicago before terminating surveillance.

As the agents returned from Chicago, agents again saw the van and began surveillance. Agents attempted to stop the van but it did not stop. Agents continued to follow the van. While on a residential street in Wood Dale, the van flashed its headlights and then came to an abrupt stop at which time agents observed an individual, later identified as Valentino, on the street allegedly pointing a gun at them. It is alleged that Valentino fired two shots at the agents’ car.

The agents reversed their car and were not hit by the gunfire.

It is alleged that after firing at the agents, Valentino entered the same Volkswagen the agents conducted surveillance on earlier and fled the scene at a high rate of speed along with the van. It is alleged that prior to the shooting, the Volkswagen had stopped to set up an ambush of the Agents.

Agents began pursuit of the two vehicles through residential areas of Wood Dale and eventually onto Route 83 where the two vehicles went in separate directions. Agents followed the Volkswagen. A short time later, the Volkswagen was involved in a vehicle crash with a Bensenville squad car and an unmarked DuMeg squad car.

It is alleged that Valentino was the driver and only occupant of the Volkswagen. He was taken into custody at this time. It is alleged that in the center console of the Volkswagen officers located a full magazine for an AR-15 assault rifle and two cell phones.

Officers with the Wood Dale Police Department processed the scene of the shooting and recovered two discharged .223 caliber assault rifle shell casings as well as one live .223 round, the same type of ammunition allegedly recovered from the magazine in the Volkswagen driven by the Valentino.

After the pursuit an AR-15 style assault rifle with no magazine and one round jammed in the chamber was found in Bensenville on a residential street allegedly along Valentino’s path of travel.

House passes right-to-unionize amendment Measure will go to voters in November 2022

The Illinois House passed a proposed constitutional amendment last week that would guarantee workers in the state the right to unionize.

The proposed amendment, which has passed the Senate, would provide that employees have a “fundamental right” to organize and engage in collective bargaining over wages, hours

and working conditions.

It would also prohibit the state or any local government from enacting so-called “right-to-work” laws, which prohibit contracts that make union membership a condition of employment.

Rep. Marcus Evans, D-Chicago, the lead sponsor of the measure in the House, framed the vote as a choice between standing up for the rights of workers or the interests of business.

“Where do you stand when you look that working mother in your community in the eye, and do you want her to have collective bargaining,” he said. “Do you want her to

have representation, or do you want to follow many other states as they continue a concerted effort to take away the rights of working men and women? You’ve got to make a decision.”

House Republicans had been given little advance notice that the measure would come up for a vote on Wednesday, and as soon as it came up on the floor, they requested a onehour recess so their caucus could meet and discuss their strategy.

When they finally emerged, Rep. Blaine Wilhour, R-Beecher City, answered Evans’ challenge by touting his own working-class roots.

“I literally climbed off a pole barn into the General Assembly,” he said.

“I represent a working-class district.

I support unions and non-unions. But let’s recognize, unions don’t create jobs. Special interest pandering may create campaign donations, but it doesn’t create jobs.”

But Rep. Lance Yednock, D-Ot-

tawa, countered that collective bargaining generally leads to safer working conditions and better economic conditions for all workers, regardless of their union status.

“One of the most diabolical ways to limit collective bargaining is through so called right-to-work laws,” he said. “States that limit collective bargaining see declines in wages, benefits, training, and safety

“The boundaries for Illinois Supreme Court districts have not been updated for several decades, it’s time we make changes in recognition of the population changes and demographic shifts that have taken place since the 1960s,” said Sen. Omar Aquino, chair of the Senate Redistricting Committee. “Illinois is a very different state than it was sixty years ago, and the voters of Illinois deserve to elect members to our state’s highest court that reflect their values.”

This new map will not impact the tenure of the current Appellate and Supreme Court justices.

All justices running for retention will have the right to do so in their current districts. Further, this map avoids disruption to the Judicial Branch by ensuring that the Appellate Courts can remain where they currently reside and avoid changing the compositions or boundaries of the judicial circuits.

Consistent with the proposed legislative maps, this proposed map was drafted using population information from the American Community Survey’s (ACS) 5-year estimate for 2019. The ACS estimate varies by just 0.3 percent from the state’s official population count released by the U.S. Census Bureau in April.

Former Madigan chief of staff indicted by federal prosecutors CAPITOL NEWS ILLINOIS

The former longtime chief of staff to former House Speaker Michael Madigan was indicted last week for allegedly lying under oath and attempting to obstruct justice.

Tim Mapes, who also formerly served as the House clerk, was granted immunity in connection with the federal investigation into potentially criminal efforts by officials and lobbyists with Commonwealth Edison to curry favor with Madigan in exchange for favorable energy legislation. Madigan has not been charged and denies wrongdoing.

The indictment came with just six days remaining in the legislative session as ComEd was among several interest groups negotiating a massive energy regulatory overhaul bill with lawmakers in the General Assembly.

Mapes allegedly lied to the grand jury when he testified in March about whether he had knowledge about Madigan’s sensitive communications with an unnamed consultant, who is only identified as Individual B in the indictment.

He also lied about whether he knew that the consultant carried out work and assignments on behalf of the former speaker and communicated messages on his behalf, the indictment states.

Andrew Porter and Katie Hill, lawyers who represent Mapes, said in an emailed statement that Mapes testified truthfully to the grand jury. They are attorneys with Chicago-based Salvatore Prescott Porter & Porter, PLLC. “His honest recollections—in response to vague and imprecise questions about events that allegedly took place many years ago—simply do not constitute perjury. Currently, 28 states, mainly in the Deep South and Great Plains, have some form of right-to-work laws or constitutional amendments on the books, according to the National Right to Work Legal Defense Foundation, including the neighboring states of Indiana, Kentucky, Iowa and Wisconsin.

Rep. Deanne Mazzochi, R-Elmhurst, noted that very few states have right-to-unionize amendments, and she warned of potential unforeseen consequences if Illinois adopts one.

“When the state of Hawaii tried to actually make adjustments to a pay period, they actually got hauled into court by employees who said that that represented a diminishment in (and) interference with their collective bargaining rights,” she said.

The amendment passed the House with bipartisan support, 80-30, which was more than the three-fifths majority needed for passage. It will next be placed on the November 2022 general election ballot where it will need approval from three-fifths of all those voting on the question, or a simple majority of all ballots cast in the election, to be ratified.

Former ComEd executives Anne Pramaggiore and John Hooker, as well as former ComEd lobbyist Michael McClain, who is a close Madigan confidant, and consultant Jay Doherty were also indicted.

Mapes resigned as Madigan’s chief of staff and as House clerk in June 2018 after an investigation into the “workplace culture” of Madigan’s office found Mapes contributed to a culture of bullying pervasive throughout the Capitol system.

Republican House Minority Leader Jim Durkin, of Western Springs, said in a statement that the indictment of Mapes “underscores the criminal enterprise operated under the dome by former Speaker Michael Madigan, also known as Public Official A.”

Warriors claim a second-place finish at WSGC Meet; Addison Trail third Braden sprints to three individual victories; she also contributes to a relay win

Willowbrook’s girls track and field team finished second in the overall standings of last week’s West Suburban Gold Conference Meet. The Warriors compiled a 161-point total in the seven-team event, which took place on May 26 at Morton High School’s west campus. Downers Grove South won the meet’s team championship with its total of 189 points.

Addison Trail placed third with its total of 91 team points.

Senior Daylee Braden of Willowbrook delivered three first-place finishes and contributed to a winning relay team. Braden won the 100-meter dash in 12.72 seconds. She ran to a victory in the 200-meter run, which she completed in 25.92 seconds. Braden turned in another winning performance in the 400-meter run, which she completed in a firstplace time of 59.25 seconds.

Braden joined sophomores Brianna Alandy, Sarah Ball and Molly Morris on the Warriors’ first-place quartet in the 4 x 100-meter relay.

The foursome completed the race in 51.04 seconds.

Alandy, Ball and Morris teamed with freshman Bailey Heselton on Willowbrook’s victorious run in the 4 x 200-meter relay. The Warriors won that race in 1:50.61.

Ball provided an individual victory for Willowbrook with her firstplace run in the 300-meter hurdles (51.15). Alandy finished second to Braden in the 100-meter dash (12.77). Alandy ran to a third-place tie in the 200-meter run, which she finished in 27.37 seconds.

The team of junior Lily Weder, sophomore Abby Kusmierz, freshman Elle Bruschuk and sophomore Amelia Barrington earned a second-place finish in the 4 x 400-meter relay (4:19.38).

Weder contributed a second-place individual effort in the 400-meter run, which she finished in 1:00.82.

Willowbrook’s foursome of Kusmierz, junior Madeline Barrington, sophomore Cailey Dotson and sophomore Alyssa McKenna ran to a third-place finish in the 4 x 800-meter relay (11:35.87).

The Willowbrook and Addison Trail teams are both competing in separate IHSA Class 3A sectional competitions this week. The athletes who are participating in the sectionals are trying to earn berths in next week’s IHSA state meet, which will take place at Eastern Illinois University in Charleston.

The Willowbrook girls soccer team finished its 2021 regular season by winning two of three home matches last week.

The Warriors began the week with a 3-1 loss to Downers Grove South in a West Suburban Gold Conference contest played on May 25. Two days later, Willowbrook beat Proviso West 9-0. The Warriors completed the regular season with Saturday’s 7-0 conference victory over Proviso East.

Willowbrook will open the IHSA Class 3A post-season with this week’s regional semifinal match against Glenbard East in Lombard.

Willowbrook finished the regular season with an overall record of 11-3. The Warriors went 9-3 in West Suburban Gold Conference matches and swept a pair of contests against Proviso West of the West Suburban Silver Conference.

Provision would create two new lotteries for awarding licenses

Legislation revamping the state’s system for awarding marijuana dispensary licenses passed the House last week.

The measure is meant to address shortcomings in the 2019 Cannabis Regulation and Tax Act, specifically in regard to a license lottery that was delayed by the pandemic, controversy and legal disputes for over a year.

Amendments to House Bill 1443, sponsored by Chicago Democratic Rep. La Shawn Ford, would create two new marijuana dispensary lotteries offering 55 licenses each while addressing lingering concerns regarding the original 75 licenses established in the 2019 law.

It passed the House in a 70-33 vote with bipartisan support, but also bipartisan opposition. Democratic Rep. Carol Ammons, of Urbana questioned whether his legislation accomplished the social equity spirit of the initial marijuana legalization legislation.

“My dispensaries in Champaign-Urbana can be owned by a group from other states, taking the resources from Champaign-Urbana to Michigan, Ohio or some other state,” Ammons said. “I don’t do lotteries.”

Ford described his bill as the best way to increase the possibility of local Black and brown communities in Illinois getting access to the booming marijuana industry.

“I wish I could write a bill that would guarantee that Black people wouldn’t worry about the things that we worry about today, and that there was justice for all,” Ford said.

The 75 licenses initially set by the 2019 law were supposed to be granted by May 2020, but were sidelined by the outbreak of the COVID-19 pandemic.

They were later delayed again following backlash over how applicants for the licenses were scored, and pushed back a third time following lawsuits against the state by the finalists of the initial lottery after Gov. JB Pritzker announced applications that did not meet the cut could be edited and rescored.

Originally, the process as intended would award licenses in order of applicant scores with tiebreaker lotteries for applicants who received the same score.

However, after just 21 of more than 900 applicants received a perfect score to become eligible for

the lottery, a hold was placed on the lottery system.

Under Ford’s legislation, the first new batch of 55 licenses would be offered through a “Qualifying Applicant Lottery” which would only be open to applicants who scored 85 percent or higher on submissions for the first 75 licenses.

This would provide a chance at dispensary licenses to firms who did not receive a perfect score and were excluded from the initial 75-license lottery, and firms who did qualify for the initial tiebreaker lottery but have not hit the 10-license cap for applicants.

The second new batch of 55 licenses would be offered through a “Social Equity Justice Involved Lottery.” Those eligible must have scored 85 percent or higher on their submission, and must also qualify as a social equity applicant.

That means 51 percent of the firm’s ownership must be someone who has lived in an area impacted by the war on drugs for 10 years, have been arrested or convicted of a marijuana crime eligible for expungement, or be a member of a family impacted by the war on drugs.

Another lottery of five licenses for medical cannabis dispensaries would also be open to applicants who were eligible for the social equity or qualifying lotteries.

According to Ford, based on his conversations with the Pritzker administration, the new scores for amended applications will be released and the initial lottery will be completed following the passage and signing of HB 1443.

“As a state that values making our laws reflective of our diverse communities, we must ensure that social justice is at the center of everything we do,” Pritzker said in a statement praising the passage of the bill.

Ford celebrated the passage of the bill in his own statement released following the House vote.

“Instead of allowing the wealthy few to maintain control of this new industry, let’s give people in areas that have been left behind a real opportunity to start a local business that is owned and operated by members of the community,” he said.
