Elmhurst University to celebrate Day One on July 1 Celebration video to appear on Facebook, YouTube

On Wednesday, July 1, Elmhurst College will officially become Elmhurst University, beginning the next chapter in its nearly 150-year history.

Elmhurst will mark the day with virtual events, in keeping with state health safety guidelines issued in response to the COVID-19 pandemic.

The highlight will be a celebration video that captures the unveiling of the new Elmhurst University arch over the Gates of Knowledge at 190 S. Prospect Ave., the main entrance to campus.

The video will be released at 11 a.m. on July 1, on the institution’s Facebook (facebook.com/ElmCol) and YouTube (youtube.com/ECvids) channels.

The viewing audience that morning will include some special guests— newly admitted members of the Fall 2020 class who will be taking part in the Virtual Bluejay Bash, a pre-orientation and welcome event for incoming students. The students already are making history—this fall they will be among the first to attend Elmhurst University.

Later in the day, President Troy D. VanAken will host an online celebration for the campus community.

In-person Elmhurst University celebrations on campus are planned, once conditions permit.

The Elmhurst College Board of Trustees approved the new name on June 15, 2019. Although the official name has changed, Elmhurst’s identity, core values, and emphasis on liberal arts education and real-world, professional preparation will remain the same.

rately reflects Elmhurst’s current educational profile as a comprehensive higher education institution offering undergraduate and graduate programs in the liberal arts and applied sciences, while anticipating opportunities for new programs and partnerships.

COVID-19 updates for DuPage County

As of 11 a.m. on Sunday, June 21, there were 8,684 total cases among DuPage County residents, including 444 deaths. Since Sunday, there were 36 new cases including one death in persons with COVID-19 infection reported. The death was a female in her 80s.

Sheehan serves on panel about businesses surviving a crisis Workshop to be held live in September in Naperville

On Friday, May 15, Patrick T. Sheehan, former IRS attorney and owner of IRS Trouble Solvers, was a guest speaker in a virtual small business boot camp hosted by Supporting Strategies. This boot camp, titled “How Your Business Can Survive A Crisis” was designed to help small businesses navigate the Covid-19 business world.

Joined by leaders in the insurance, marketing and leadership industries, Sheehan was part of a panel to help small business owners understand

the tax implications of the various stimulus programs that were made available through the CARES Act, as well as provide tax guidance to those who were not successful in securing additional funding.

These industry leaders came together to provide free guidance to the attendees – sharing information and direction for not only these unusual times, but also for the future.

“This was an excellent opportunity for me to share my expertise with other small business owners, and

provide some guidance regarding potential tax implications for these new programs,” Sheehan said. “So many small business owners are struggling to make payroll, or their federal tax deposits, [so they] took advantage of the programs offered.

There will be new taxes and guidelines to be followed, and I want to help them successfully navigate the impending changes to the rules surrounding those programs.”

During the hour-long workshop, Sheehan was asked a wide range of

questions related to tax liabilities, and was able to provide critical information that these small business owners could use to help mitigate issues down the road. Feedback from attendees included: “Thanks for hosting – good panel,” “Appreciated the tax information,” and “Excellent presenters and information. Can’t wait for the full event in the fall.”

Originally planned as a half-day workshop, this program was turned virtual for the May time slot, but will be offered in the fall for the full

workshop.

“I look forward to being part of this amazing panel in the fall and again providing small business owners with tools and tips to stay out of trouble with the IRS,” Sheehan said.

Gov. Pritzker signs vote-by-mail expansion Recent voters, those who changed addresses will receive mail-in application

Anyone who cast a ballot in the last three years or who registered to vote or changed addresses after the March primary will be sent an application to vote by mail after Gov. JB Pritzker signed a bill expanding the program June 16.

In a news release, Pritzker’s office said the program is aimed at ensuring “safe and active participation in the 2020 general election during the ongoing COVID-19 pandemic.”

Pritzker signed Senate Bill 1863 and House Bill 2238, which also expands early voting hours at permanent polling places and makes election day a state holiday.

Local election authorities must mail or email the applications to voters who cast a ballot in the 2018 general election, the 2019 consolidated election or the 2020 general primary election, as well as voters who regis-

tered or changed addresses after the March primary. Any eligible voter who submits an application by Oct. 1 will receive their ballot by Oct. 6.

“Sending vote-by-mail applications to residents who have participated in recent elections will allow more people to exercise that right from the safety of their own homes and help reduce the spread of COVID-19 in our communities,” Pritzker said in a news release.

The changes were backed by the House Democratic Women’s Caucus and sponsored by Rep. Kelly Burke, D-Evergreen Park, in the House and Sen. Julie Morrison, D-Lake Forest, in the Senate.

“The COVID 19 pandemic has created many challenges, but participation in the November election should not be one of them,” Burke, an assistant majority leader in the House, said in a statement. “Just as we have taken precautions to make

shopping, traveling, and other everyday tasks safer, we must also take precautions and make adjustments to ensure everyone can safely exercise their right to vote.”

Republicans, however, have argued that the program is susceptible to fraud.

In Illinois Senate floor debate last month, Republicans raised questions on costs, input from county clerks, the security of collection sites and automatic sending of ballot applications.

Sen. Paul Schimpf, R-Waterloo, argued the bill creates a system with “significant” costs that are unnecessary given that Illinois already allows any citizen to vote by mail. He added it would also place a “significant burden” on local election authorities, whom he also argued have not been able to offer enough input.

The Illinois State Board of Elections filed a fiscal note saying that if

the bill’s provisions are fully implemented by every local election authority, it would eat up every dollar of the more than $16.7 million the state will receive from the federal CARES Act for elections.

The legislation also requires the Illinois State Board of Elections to: post an application for a vote by mail ballot on its website; allow a new registrant to apply for a vote-by-mail ballot when completing the online registration; provide notice to election authorities about compliance with the new law; and adopt emergency rules to provide reimbursement for expenses related to the 2020 general election incurred as a result of COVID-19 and the new requirements.

The legislation also raises the standard for rejecting a vote-by-mail ballot by requiring local election authorities to appoint a bipartisan panel of three election judges to verify vot-

ers’ signatures and the validity of the ballot. Previously, only one election judge made this determination.

Also, per the new laws, permanent branch polling places are required to be open from 8:30 a.m. to 7 p.m. on weekdays and from 9 a.m. to 5 p.m. on the weekends and holidays for early voting. Curb-side voting, allowing voters to fill out the ballot outside of the polling place, will also be permitted.

Completed vote-by-mail ballots can be returned at new collection sites, which HB 2238 requires to be locked and opened only by election authorities.

The legislation also requires local election authorities to establish a central voting site where anyone who lives in the jurisdiction can vote, regardless of precinct.

The new laws take effect immediately and only applies to the 2020 general election.

As kids gradually return to parks, playgrounds, pools and beaches this summer, many parents have questions about how to keep their children safe and reduce the risk of catching coronavirus.

First, it is not yet known whether weather and temperature affect the spread of COVID-19. Some other viruses, like those that cause the common cold and flu, spread more during cold weather months. This does not mean people can’t become sick during summer months, so people shouldn’t let their guard down.

Continue to take the usual safety precautions as recommended by pediatricians and the Centers for Disease Control and Prevention (CDC) COVID-19 safety measures.

Teach children to wash their hands often and cover their coughs and sneezes with a bent elbow. Remind them not to touch their eyes, nose and mouth, where colds and viruses enter the body.

When Villa Park’s Jessica Vargas was growing up and visiting her grandfather’s house, she would always wander over to his garage, where nearly 100 model airplanes hung from the ceiling.

Vargas, who is a member of Willowbrook High School’s Class of 2020, was instantly captivated, enthralled by the dangling pieces of history.

That fascination quickly grew into a devoted passion, and Vargas began taking annual road trips with her father, Jesse, to EAA AirVenture Oshkosh in Wisconsin. In 2016, she enrolled in AeroCamp through Illinois Aviation Academy (IAA). That program, which allows young aviation enthusiasts to pilot an airplane, helped Vargas realize that aviation was more than just a hobby.

“When it was my turn behind the yolk of a Cessna 172, there was a smile on my face I couldn’t wipe off,” said Vargas. “Waves of excitement filled my heart as I navigated the plane through banks and turns. From the level of empowerment to the pure adrenaline rush I experienced, I knew I wanted to spend the rest of my life in the pilot’s seat.”

Vargas said the staff and curriculum at Willowbrook enabled her to pursue her passion. She said her algebra, engineering and Spanish classes in particular taught her practical, lifelong skills that will help her succeed on her journey.

To thank Willowbrook for its support, and to say goodbye to her teachers and lift their spirits during this challenging time of dealing with the coronavirus disease 2019 (COVID-19) pandemic, Vargas rented a Cessna 172 from the IAA and flew it over the school

Willowbrook’s Class of 2020 was supposed to hold its commencement ceremony on May 17, but that event was canceled because of the COVID-19 pandemic. The school has been closed to on-site instruction since the end of classes on March 13.

Vargas plans to attend Embry-Riddle Aeronautical University in Daytona Beach, Florida, to earn her bachelor’s degree in aeronautical science, as well as the certificates and ratings needed to become a professional pilot. She then wants to teach through Tuskegee

NEXT, which offers premier aviation outreach programs that enable at-risk youth to obtain pilot’s licenses and start an aviation career path.

Vargas graduated from that program this past summer with her Private Pilot Certificate, and she wants to give back by educating the next generation of pilots. When the Tuskegee NEXT program isn’t in session, Vargas plans to serve as a commercial pilot for a regional airline and eventually reach her ultimate dream of working as a Latina commercial airline captain for United Airlines.

According to a 2016 paper published in the Journal of Aviation Technology and Engineering, “By 2015, the U.S. Bureau of Labor Statistics (BLS) showed that there were 140,000 persons employed as aircraft pilots,

of which 5.7 percent were Hispanic.

Current estimates of the participation rate of women in the professional pilot vocation range from 4.3 to 6.7 percent, and that of minorities 18.4 percent, which, in comparison to the general population, indicates that there is a low level of diversity within this sector of aviation.”

Vargas is motivated to contribute to increasing diversity among the country’s aircraft pilots.

“Upon learning that Latina women such as myself represent (such a small portion) of the aviation industry, working wholeheartedly toward my goal of becoming a pilot has become more meaningful in the sense I’ll be breaking down barriers and encouraging other young women to do the same,” stated Vargas.

Addison June 16 Hilario Avelar, 50, of Addison, was charged with battery and criminal trespass to property at a restaurant in the 400 block of S. Addison at around 7:03 p.m. Police said officers responded to the restaurant for a disturbance call. According to police, Avelar refused to leave the premises after being asked, and then pushed a police officer with his body in an attempt to re-enter the premises.

June 14 Mario Hernandez-Lopez, 34, of Itasca, was charged with DUI, illegal transportation of open alcohol by

A 23-year-old Chicago man was charged with domestic battery at around 7:55 p.m. Police said the suspect grabbed a victim by her neck with his two hands from the rear, and put a chokehold on her from the rear. He then grabbed the victim by her neck a second time with both his hands and pushed her to the couch, and then onto the floor, where he placed a gun muzzle on victim’s right shoulder/chest area and told her he was going to kill her and then himself.

One area of the new regulations which remains in dispute concerns the type of video surveillance systems and the number of cameras that gun stores must maintain. But the law does not require compliance with those rules until Jan. 2, 2021, and ISP officials said they would continue working on that section of the rules in hopes of coming to an agreement before that date.

Schimpf said the process of reaching the agreement was complicated by the fact that ISP does not typically operate as a regulatory agency and so the process was new to many of its officials.

That contributed to the long delay in passing the new rules, some of which were supposed to be in effect

by Jan. 2.

ISP initially proposed rules in August, but gun dealers in the state mounted fierce opposition during a public hearing, arguing that many of the proposed rules—including those governing video surveillance systems and after-hours storage of inventory—would be so costly they would drive many dealers out of business.

ISP then agreed to revise the proposed rules. In December, just before rules governing alarm systems needed to be in place, the agency published a set of emergency rules only allowed to remain in force for 150 days. That gave the agency additional time to negotiate with gun dealers and other stakeholders and draft permanent rules.

At a meeting in February, Schimpf and Reick offered a motion to block CLIENT those emergency rules, arguing that Wolf Bros. the “emergency” was created by ISP’s own slowness in drafting them.

But that motion failed to get the twothirds majority needed.

AD TO RUN JCAR considered another set of proposed permanent rules during the General Assembly’s special session SIZE in May, but amid continuing opposition by some members, including APPROVED BY Schimpf and Reick, it postponed taking action until June.

A few months ago, I suggested that the United States split up because the country is so divided. With everything that’s happened the last few weeks, is this so far-fetched anymore?

I think not. Heck, at this point, I’m all for giving the radicals and hard-core leftists their own nation. Give them California, Oregon and Washington, and let them all go there. *** What happened to the individual in Minneapolis by the four police officers was tragic and unnecessary.

A man’s life was lost for no reason.

The police were wrong in this case and all face criminal charges. None of the officers was charged with a “hate crime.” That’s because as wrong and negligent as their actions were, they were not based on race.

This is not racism. These were poor tactics and decisions by the named officers, but it was not directed against a person of a different race based on the belief that one’s race is superior. Peaceful protests are warranted. Violence, rioting and looting are not justified and do nothing to address the issue of poor police tactics and bad decision making. The man who was arrested should not have died. But damaging people’s livelihood and making a martyr out of a man who made bad decisions in his life does nothing to improve society and help us move forward.

The DuPage County Health Department has recorded more than 8,600 confirmed COVID-19 cases in the county.

As of June 21, the health department indicated 8,684 total confirmed cases of COVID-19 in the county, including 444 deaths.

The health department’s June 21 update showed 234 confirmed cases in Villa Park residents, including three deaths. The June 21 report indicated nine additional confirmed COVID-19 cases and no additional deaths among Villa Park residents during the week; the June 14 update noted 225 total confirmed cases among village residents, including three deaths.

The June 14 update from the county health

department noted 8,434 confirmed cases of COVID-19 in DuPage County, including 429 deaths. The June 7 update indicated 401 deaths related to COVID-19. The May 31 update reported 371 deaths in the county related to the virus, while the May 25 update indicated 338 deaths. The update of May 17 reported 296 deaths related to COVID-19.

According to the June 21 report, 257 of the county’s 444 deaths related to COVID-19 involved residents 80 and older. There were 105 deaths involving residents in the 70-79 age group, and 52 deaths in the 60-69 age group. About 82 percent of the county’s death’s related to COVID-19 have involved residents 70 and older, while 93 percent of the deaths have involved residents 60 and

older.

The first COVID-19 related death in the county was reported on March 19.

The DuPage County Health Department has stated that the number of positive COVID-19 cases is likely much higher than listed because of unreported or untested cases in the community.

According to the Illinois Department of Public Health (IDPH) update on June 21, there were 6,647 confirmed deaths related to COVID-19 in the state. The IDPH reported more than 136,000 confirmed COVID-19 cases in Illinois, with over 1.3 million tests

performed.

According to the IDPH, 2,983 of the state’s 6,647 deaths related to COVID-19 have involved residents 80 and older, while 1,585 deaths have involved residents in the 70-79 age group. There have been 1,170 deaths related to the virus among Illinois residents in the 60-69 age group.

Approximately 86 percent of all COVID-19 related deaths in the state, therefore, have involved residents 60 and older.

The IDPH report from June 21 included 23 additional COVID-19 related deaths. The update from one day earlier—June 20— indicated 45 additional COVID-19 related deaths in the state.

Congressman Raja offers update on ‘Justice in Policing Act’ The following message was received from the office of Congressman Raja Krishnamoorthi, who wished to share the news of The George U. S. Rep. Raja Floyd Justice in Policing Act with Krishnamoorthi the readers of the Independent. Here are his words: “As we continue to mourn the deaths of George Floyd and the many others who have lost their lives at the hands of police misconduct, I am proud to cosponsor the George Floyd Justice in Policing Act and to fight for its passage in Congress. This landmark legislation would ban all chokeholds and no-knock warrants while also instituting broader reforms to law enforcement in our country.

“To support policing practices that keep individuals and entire communities safe, the Justice in Policing Act would create law enforcement development and training programs to promote best practices and require the creation of accreditation standards based on President Obama’s Taskforce on 21st Century policing. To strengthen the relationships between communities and those sworn to protect them, the bill would mandate training for federal, state and local law enforcement to prevent racial, religious, and other discriminatory profiling, while prohibiting its use.

To create local commissions and task forces to help communities develop just and equitable public safety approaches, the Justice in Policing Act would also establish public safety innovation grants. At the same time, the bill would mandate the use of dashboard and body cameras to increase accountability.

“Our legislation also takes essential steps to hold officers who abuse their positions accountable through amending federal law to expand oversight and prosecution of police misconduct while eliminating measures that currently shield police from accountability. For example, the Justice in Policing Act would establish a National Police Misconduct Registry to ensure problematic officers cannot move from one agency to another.

Shockingly, there is currently no system that addresses this issue, and officers fired for misusing their position or breaking the law in one jurisdiction are often hired to work as police officers in another.

“To address systemic racism and

discrimination in the use of force, the bill would also require state and local law enforcement agencies to report such metrics, disaggregated by race, sex, disability, religion, and age. To address any inequities that emerge, our legislation would grant the Department of Justice Civil Rights Division subpoena power to investigate potential misconduct while establishing a grant program for state attorneys general to develop their own independent investigations into departmental misconduct.

Finally, the Justice in Policing Act would establish a Department of Justice task force to coordinate the investigation, prosecution, and enforcement efforts of federal, state, and local governments in cases related to law enforcement misconduct.

“The House of Representatives will be voting on this legislation next week, and I am confident we will have the votes to pass it and send it to the Senate. This important bill would not only help our nation as it continues to battle its legacy of systemic racism, but it would also help ensure that our police officers are equipped with the resources they need to appropriately and effectively respond to the challenges they face on the job, while sending a clear message that there is no place for brutality or misconduct in law enforcement.”

Last week, Congresswoman Val Demings and I wrote to the Director of National Intelligence raising concerns about foreign actors exploiting current tensions in America to spread disinformation and incite violence.

“As we wrote in our letter, ‘The underlying issues that led to these continued protests are based on years of systemic racism and concerns that originated from American policies and American actors, but we do not want foreign state actors to exploit the injustice in America as we try to heal.’”

We are living in a serious world.

Many of us thought it couldn’t get any worse than COVID and then all heck broke lose. I’m not going to write about this seriousness. Others have already explained things much more eloquently than I ever could.

Instead, I’m shooting for silly this week. We’ve all had our fair share of serious in the last few months, and while serious is our current reality. I invite you to take a break for a few minutes to contemplate the illogical world we live in.

Sometimes this lack of logic is seriously frustrating. Other times it borders on funny. And sometimes, especially if you over-ponder things, ­it makes no sense. There is more of this nonsense around than you might expect. For instance: Have you ever found it counterintuitive that the sun lightens our hair but darkens our skin?

Every 40 seconds, someone in the U.S. has a stroke. Stroke is the fifth leading cause of death and major cause of long-term disability in adults.

Stroke occurs due to sudden blockage of blood flow to the brain and causes sudden neurological deficits.

High blood pressure, high cholesterol, smoking, obesity and diabetes are leading causes of stroke. Now there is growing evidence that COVID-19 infection may also increase the risk of stroke.

While 75 percent of all strokes occur in people over age 65, strokes are now striking people with COVID-19 who are in their 30s and 40s.

Art Museum summer camps open CDC guidelines apply, face masks required

The Elmhurst Art Museum (EAM) has started summer camps as of Monday, June 15 and will reopen the museum to the public at the end of the month.

EAM’s camps are so popular every year because kids love making messes together! Inspiring camp counselors help guide them through the creative process.

Summer Break Art Camps are oneweek sessions now through Aug 14.

Each week’s curriculum is uniquely themed, so no two weeks are the same.

Full and half days are available for the Junior Camp for ages 5-7.

At EAM Summer Camps, campers will find inspiration through handson activities in the Education Center and outdoors in Wilder Park. Building sculpture and painting with multimedia, pottery, printmaking, and experiencing first-hand the art exhibitions at the Museum help kids develop new skills in a fun and energetic environment.

Guidelines for campers, patrons Following the guidelines provided by the CDC and local public health professionals, the Museum has updated policies for its summer camps. The guidelines are: • Communication will be key. Staff will send out detailed updates outlin-

ing best practices prior to the start of each session • Class sizes have been reduced by 50% to accommodate the current guidelines of 10 or less in a group.

New classroom configurations will help accommodate this.

• The first two weeks of camps were cancelled to allow for staff training.

Camps will be following state and federal guidelines. EAM staff is preparing new protocol, safety messages, and procedures for parents and campers.

• Drop-off/pick-up procedures will be adjusted to avoid groups in close proximity. (Face masks must be worn by both the child and adult.)

• Face masks must be worn at all times during camp. Disposable masks will be available and a more durable mask will be given to each camper for the week. These will be sanitized daily.

• Sanitizing stations will be installed throughout the studios.

• To reduce the amount of shared supplies, each student is requested to bring the following items, which will be kept in an individual cubby at the museum until the end of the week.

Sun and heat Even if a child is wearing a mask, parents should still apply sunscreen to the child’s face (the mask can shift) and body to prevent sunburn. Use a broad-spectrum sunscreen that is (at least) SPF 30. Apply it 15-30 minutes before going outdoors, every two hours, and after swimming or sweating. Minimize time in the heat, take regular cool-off breaks and encourage children to drink water regularly. Parents should contact their child’s pediatrician if their child develops any skin rashes or signs of heat-related illness.

Insect bites Some mosquitos and ticks can spread disease (e.g., Zika virus, Lyme disease), but at this time, there is no CDC data to suggest that COVID-19 is spread by mosquitoes or ticks. The main way that coronavirus spreads is from person to person. Protective clothing and insect repellents can protect against insect bites and stings.

Check children’s heads and bodies for ticks after being outdoors. Have an emergency care plan in place for known allergies.

Illinois Department of Labor warns of heat hazards on the job

Summer is getting under way, but sometimes the heat and humidity don’t pay attention to the calendar.

It is dangerous—even deadly—for workers not to pay attention to hot, humid conditions.

“Understandably, much of our safety concerns of late have been focused on COVID-19, but we must not overlook other dangers in the workplace. Excessive heat and humidity pose a serious threat to our workers, claiming lives every year,” said Illinois Department of Labor Director Michael Kleinik.

Millions of workers nationwide work in potentially dangerous heat conditions, and as construction season ramps up in Illinois, working in outdoor heat and humidity is a serious concern.

Early summer is the time to focus on this threat. More than half of outdoor, heat-related deaths occur in the first few days of working in hot situations because the body needs to build a tolerance to heat gradually.

Workers that do not acclimatize to the heat and humidity face a much greater risk factor for serious injury or death.

Despite being preventable, heat illness kills an average of more than 600 people each year, according to the Centers for Disease Control and Prevention (CDC). The overall pub-

lic health impact is hard to estimate as heat-related illnesses, such as heat stroke and heat exhaustion, are not required to be reported to public health agencies.

While heat affects everyone, it especially poses a danger to those who must do physical labor in the heat and humidity—indoors or outdoors.

Heat stroke is the most serious heat-related health problem and can be fatal if not recognized and treated quickly.

Symptoms of heat stroke include: • Confusion • High body temperature (103 degrees or higher) • Hot, red, dry, or damp skin • Fast, strong pulse • Headache • Dizziness • Nausea • Loss of consciousness (passing out) If a worker shows signs of heat stroke, consider it a medical emergency and call 911. Assist the victim to a shaded, cooler place, and help lower their temperature with cool cloths or a cool bath.

Heat stroke doesn’t arrive without warning signs. A worker suffering from heat exhaustion may experience dizziness, nausea, headache, heavy sweating, muscle cramps and weakness.

DuPage County offers free COVID-19 testing Drive-through tests performed Tuesday through Saturday, from 7 a.m. to 3 p.m.; participants remain seated in their cars DuPage County is offering free COVID-19 testing at the DuPage County Complex. The entrance to the test site is located on County Farm Road in Wheaton, a few blocks north of Roosevelt Road, at a stoplight. Follow the signs through the campus to the test site.

While testing is free, limited tests are available. Testing will be conducted Tuesday through Saturday, from 7 a.m. to 3 p.m. All cars must arrive by 2 p.m. The testing may close earlier if the daily test capacity is met.

Anyone may get tested, regardless of symptoms or other criteria.

According to information provided by DuPage County, symptoms may appear 2-14 days after exposure to the virus. People with the following symptoms may have COVID-19: fever or chills, cough, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, new loss or taste or smell, congestion or runny nose, nausea or vomiting and diarrhea.

If you are experiencing a medical emergency, you are urged to call your doctor or emergency department to seek immediate care and instructions.

The tests at the DuPage County Complex will be conducted only on people who arrive in cars. The drive-through site will not accept walk-up individuals. People will need to remain seated in their cars, which must have working windows. Vehicles with dogs will not be allowed. Trailers and buses are prohibited, and on-site bathrooms are not available. To support the privacy of those at the site, photography and video are not permitted.

You will receive a phone call within 3 to 4 days of your test. If you have not received your test results after 4 days, contact the DuPage County Health Department at 630-221-7030.

As you wait for your results, if you are ill, stay in touch with your doctor. Keep in mind your symptoms may be due to another condition that requires prompt evaluation and treatment. Stay at home except for medical appointments. Call ahead before visiting your doctor. As much as possible, stay in a specific room and away from other people and pets. If you must be around other people or animals, wear a face cloth over your nose and mouth.

Certain factors can make individuals more susceptible. Those 65 and older, people who are overweight and people with underlying conditions such as heart disease or diabetes are more likely to fall victim to heat-related illness.

Certain behaviors, such as drinking alcohol or taking medications can impede normal perspiration, the key to body temperature regulation, adding to the danger.

Employers should train workers and supervisors to recognize the symptoms of heat-related illness and to immediately report anyone exhibiting heat-related distress. It is vital that cool water be made available and that workers are encouraged to drink small amounts on a regular ba-

Income tax filing, payment deadline July 15 The Illinois Department of Revenue (IDOR) reminds taxpayers that state individual income tax returns and payments are due July 15, the same date set by the Internal Revenue Service (IRS) for federal returns.

Taxpayers who have yet to file their 2019 state individual income tax returns must act by July 15 to avoid penalties and interest. Gov. JB Pritzker extended the tax filing season three months from the normal due date of April 15 to help Illinois taxpayers experiencing difficulties due to the COVID-19 pandemic.

“The extended income tax deadline” is less than a month away “and taxpayers still needing to file a return should prepare today,” said Illinois Department of Revenue Director David Harris. “With the COVID-19 pandemic still causing many households financial difficulties, we encourage taxpayers expecting refunds to file soon and make full use of any credits and deductions legally available to them.”

As of June 15, over 4.99 million taxpayers have filed their state individual income tax returns despite having the extension option; this represents 81 percent of the total state individual income tax returns the department anticipates.

IDOR has successfully processed over 3.3 million refunds to date. As part of a revised revenue estimate released in April, the Governor’s Office of Budget and Management projected the extension would defer approximately $1 billion in general fund revenue to Fiscal Year 2021.

IDOR reminds taxpayers that the fastest, most secure way to receive a refund is to file a tax return electronically and request direct deposit into a checking or savings account.

Taxpayers may file and pay their IL-1040 for free through MyTax Illinois. Taxpayers who have already filed a return can check their status by using the Where’s My Refund? link located at www.MyTax.Illinois.

Senate Bill 685 empowers county governments to approve 2020 Home-

stead Exemptions for those living with disabilities, veterans and senior citizens if their property was granted an exemption in 2019. Counties with under 3 million residents are also allowed to waive interest penalties and fees for late property tax payments in 2020.

The governor signed Senate Bill 685 last week and the legislation is effective immediately.

Illinois GOP sues for same social gathering exclusion as churches, protests

The Illinois Republican Party wants to be excluded from the state’s social gathering restrictions, as it alleged in a federal lawsuit that churches and political demonstrations already enjoy such exclusions.

Throughout the year, the party holds a state convention, strategy meetings and candidate rallies—all with more than 10 people present.

Under Gov. JB Pritzker’s May 29 executive order addressing the continued spread of COVID-19, those in-person gatherings are banned.

According to a court filing, the governor carved out an exception for religious institutions, which can hold socially distanced services of more than 10 people. It also alleges he “declined to enforce” his order against protesters demanding an end to systemic racism in the wake of George Floyd’s death.

Floyd was a black man who died when a white Minneapolis police officer knelt on his neck for about nine minutes on May 25. Near-daily protests against police brutality have since taken place across the U.S. “Political parties are for political expression what churches are for religious expression: the corporate manifestation of speech and interaction within a community of shared belief,” the Republican Party argued in its lawsuit, filed June 15.

“Yet, unlike churches, political parties are barred from gathering in groups greater than 10 under the governor’s executive order,” it continued. “And unlike protestors against police brutality, they have not been given an exemption based on his sympathy, recognition, and participation.”

Daniel Suhr, an attorney with the Chicago-based Liberty Justice Center and the party’s representative, said in a press conference June 16 he is asking a federal judge to agree

treating “political party gatherings differently from religious gatherings” violates the U.S. constitution.

And, because “the harm suffered by the Illinois Republican Party is immediate and irreparable” due to how quickly the November election is approaching, Suhr is requesting a judge address this lawsuit quickly.

The business of politics, he said, is a “time-bound activity.”

The case applies not just to the Illinois Republican Party, but to all state political parties.

“Gov. Pritzker is ruling Illinois like an unaccountable king where only he gets to decide which violations of his executive order have his blessing,” Tim Schneider, the party chairman, said June 16. “The Illinois Republican Party will not sit idly by while the governor of Illinois applies one rule for himself and his political allies and another rule for everyone else. We agree that peaceful protesters have just cause to exercise their first amendment rights, but they aren’t the only ones.”

Suhr added the lawsuit is seeking to uphold “equal treatment” for all political speakers under the First Amendment of the U.S. Constitution.

That will make their case more successful than many others challenging aspects of Pritzker’s COVID-19-related restrictions, he said.

Rather than alleging political parties have a constitutionally protected right that must be upheld during the pandemic, the lawsuit is alleging political parties should be treated as churches and protests are under the governor’s order.

“It is not the government’s job under the first amendment to favor one viewpoint over another,” Suhr said June 16. “We’re asking for the same fair treatment not to be based on the content of our speech, but rather to say every group that’s engaging in the public square deserves the same treatment from the government.”

The Villa Park Parks and Recreation Department’s Yoga in the Park class began last week at Cortesi Veterans Memorial Park, 320 E. Kenilworth Ave. Certified instructor Kimberly LaBounty (pictured) led the 60-minute class, which met for the first time on Wednesday, June 17. The parks and recreation department intended to start an outdoor yoga class before the COVID-19 pandemic. The three-session set of classes runs through July 1. A five-session set of outdoor classes is scheduled from July 8 through Aug. 5. Registration is required for the classes, which are open to ages 13 and older.

Gebala commits to playing volleyball in college 2020 Fenton graduate Jacek Gebala recently decided to continue his volleyball career at Aurora University, a Division III NCAA school located in Aurora. Gebala said he chose Aurora University because it’s close to home and the volleyball program provided him an opportunity to contribute right away. He plans to study
