Residents describe their flooding problems to village board Recent downpours flooded homes and caused sewer backups

The Villa Park Village Board meeting of May 18 featured several comments from residents who dealt with flooding problems following the heavy rainfall between May 1418. According to the village, Villa Park received about 7 inches of rainfall between May 14 and the morning of May 18. “These significant rain events caused severe flash flooding to lowlying areas of town,” noted a statement from the village. The statement added that the village and its refuse-disposal provider—Roy Strom Company—had arranged a special pickup of raindamaged items on Saturday, May 23. The village and Roy Strom also allowed residents to dispose of their rain-damaged items in open-top receptacles at Lufkin Park and in the north lot of Villa Park’s Metra Station. The residents who spoke during the May 18 board meeting, which was conducted remotely because of the COVID-19 pandemic, included Tom D’Alessandro of the 800 block of South Michigan Avenue. He noted the village’s Jackson Pond project of 2019, which included the installation of storm sewer and the excavation of a new stormwater detention basin north of Highridge Road, just north of Willowbrook High School. D’Alessandro told the village board that the new tunnel system to alleviate area flooding was not working to full capacity. He added that residents in the area had water in their basements after the recent rainfall. D’Alessandro also told the board that residents had paid $1,500

apiece for check valves for their homes. He said that the check valves weren’t working, and that water was still making its way into residents’ homes. D’Alessandro told the board that the tunnel work related to the 2018 Michigan Avenue improvement project (from Madison Street to Jackson Street) and the 2019 Jackson Pond project had not been fully completed. He said that with schools closed and no youth programs going on because of the pandemic, this would be a good time to finish the tunnel system. Villa Park Village Manager Rich Keehner said the village has an intergovernmental agreement with School District 45 regarding the expansion of the Jackson Pond retention area. He said part of that agreement involved hauling off spoils, which increased the project’s cost. Keehner said that the village was about to turn in a submission to seek federal funding for the project. A resident of the 300 block of West Park Boulevard (between Michigan and Wisconsin avenues) also spoke to the board and told of severe flooding at his home on Thursday, May 14, and Sunday, May 17. The resident said that shortly after he moved to his home in 2016, he did not have any flooding problems. Once the 2018 Michigan Avenue improvement project was completed, he started to experience flooding. The resident of the 300 block of West Park told the board he had over four feet of water in the middle of the street in front of his home. He also stated he had waves of water coming
