More than 25,000 COVID-19 vaccine doses administered by DCHD Clinic pushes on as supply challenges continue As of early last week, the DuPage County Health Department (DCHD) COVID-19 Community Vaccination Clinic has administered more than 25,000 COVID-19 vaccine doses since operations began in December 2020.

This community vaccination clinic represents one of eight COVID-19 mass vaccination sites in DuPage County. These mass vaccination sites are a part of a countywide vaccine network that can vaccinate over 65,700 people per week, but these efforts remain constrained by the limited and

varied vaccine supply. Individuals who schedule an appointment at the DCHD Community Vaccination Clinic should visit the DCHD COVID-19 Community Vaccination Clinic webpage before their visit to find information about what to expect, how to prepare, as well as information and resources related to the vaccine.

DuPage County continues to make progress in vaccinating residents. As of Mar. 17, 326,826 doses of COVID-19 vaccines have been administered to DuPage County residents, and 205,612

residents have received at least one COVID-19 vaccine dose. Of those vaccinated, 121,214 people, or 13.05 percent, of DuPage County residents are fully vaccinated.

This represents the administration of 55,142 doses of vaccine in the past week to DuPage County residents. As more residents are vaccinated, DCHD is assessing the percentage of the Phase 1b population who has been vaccinated, including residents 65 years and older. As of Mar. 17, 60 percent or 92,874 of individuals 65 years and older have received at least one dose. At this

time, DCHD anticipates expanding to the Phase 1b Plus group in the next few weeks as the vaccine supply increases and the percentage of individuals 65 years and older vaccinated increases.

This week, DuPage County Health Department (DCHD) received 18,340 first doses of COVID-19 vaccines.

From this allocation, 3,840 doses were distributed to medical practices, 7,350 doses were distributed to hospitals, 3,140 doses were distributed to pharmacies, 500 doses were distributed to commercial vaccina-

tion service providers, and 3,510 doses are supplying the DCHD Community Vaccination Clinic.

Additional county-specific vaccine data, including first dose allocations by week and allocations by provider type, are available on the COVID-19 Dashboard at the DuPage County COVID-19 Dashboard.

In addition to the 18,340 first doses allocated to DuPage County this week, retail pharmacies including Jewel, Mariano’s, and Walgreens are receiving approximately 12,136 doses this week directly from state and federal sources.

County’s community vaccination clinic expands operations DuPage County Health Department (DCHD) and the Illinois Department of Public Health (IDPH) are partnering to expand the operations of the DCHD COVID-19 Community Vaccination Clinic. This unique partnership will provide an increased vaccine supply and greater access to COVID-19 vaccinations for the residents of DuPage County and Illinois.

The DCHD Community Vaccination Clinic (CVC), located at the DuPage County Fairgrounds in Wheaton, will expand operations as vaccine supply allows. As of Monday, March 22, the vaccination clinic will plan to operate Monday through

Friday from 8:30 a.m. to 4:00 p.m. and Saturday from 8 a.m. to 1 p.m.— by appointment only. To date, the DuPage CVC has only been able to operate limited days and hours due to vaccine supply.

“After months of advocating on behalf of DuPage County residents, we are pleased to announce this new partnership with the State of Illinois,” said DuPage County Board Chairman Dan Cronin. “Together, we will expand the COVID-19 Community Vaccination Clinic at the DuPage County Fairgrounds in Wheaton. Per our agreement with the state, DuPage County will receive a separate

The Villa Park Police Department announced the results of its recent “Drive Sober or Get Pulled Over” campaign during the St. Patrick’s Day holiday period. Villa Park officers provided increased patrols for alcohol/drug-impaired drivers during the holiday. Police also stepped up seat belt enforcement during the additional patrols.

The village’s police department announced it made one felony DUI arrest, four suspended and revoked driving arrests and issued 10 speeding citations and 14 other traffic-related citations during the recent holiday enforcement period.

“By keeping impaired drivers off the roads and ensuring that motorists and passengers are buckled up, we’re able to help make the roads a safer place for everyone,” said Villa Park Police Sgt. James Cihak.

The St. Patrick’s Day “Drive Sober or Get Pulled Over” safety effort was federally funded by the National Highway Traffic Safety Administration (NHTSA). The Illinois Department of Transportation (IDOT) administered the funding for the enforcement campaign.

North Elementary School art teacher continues lessons during pandemic The coronavirus pandemic has created immense hurdles for art educators. However, North Elementary School art instructor Laura Allan is committed to art education and her desire to continue to exercise her students’ creativity under extraordinary circumstances.

A year ago, Allan could not have imagined all the struggles she would face this school year. North Elementary School has opted for an e-learning teaching model this year, which means that students must use the art supplies available at home to participate in Allan’s class.

“Our district worked hard to get art supplies into the hands of all students, so they could participate in online art class each week,” Allan said. “Even though the district purchased some supplies for the students, they lose them, and don’t always have the Laura Allan basics we had asked them to provide.”

Allan has been forced to reinvent how she manages her art room and has turned to technology to reach her students remotely.

“We have been learning to make the most of our time together, and to be patient with technology and learn to work at home with the supplies we do have,” she said.

Allan is utilizing an online art education platform called Artsonia.com—the world’s largest collection of online student art portfolios—to collect assignments, connect with parents, find art lesson plans, raise funds for the art room, and maintain digital student art portfolios.

JCAR and you: How a rule becomes a law in Illinois

By Roger Eddy Beginning on Jan. 1, 1978, an important process became law that very few people know about and even fewer people understand.

But the Illinois Administrative Procurement Act affects your everyday life in a very real way, especially lately.

It subjects you to rules written by unelected officials that eventually are acted upon by a small group of elected officials called the Joint Committee on Administrative rules, or JCAR. It’s processes, however, were not included in the “Schoolhouse Rock” version of “How a Bill Becomes a Law.” The act defines the authority and establishes a process by which state agencies in Illinois make rules to implement the intent of laws passed by the General Assembly.

There are dozens of state agencies, board and commissions in Illinois, many of which hover over our everyday lives. Examples include the Illinois Departments of Public Health, Revenue, Corrections, Agriculture, Children and Family Services, Human Services, Military Affairs, Veterans’ Affairs, State Police, State Board of Education, and the list goes on and on. You get the idea.

Central Management Services (CMS) is the state agency that is supposed to oversee these entities.

On the CMS website, it is noted there are more than 80 of these bodies. Most have rule-making authority.

According to the Procurement Act, state agencies take over where lawmakers leave off after a bill is passed and signed into law by the governor. The rules they set are supposed to carry through the intent of the legislation, which created the authority for a specific state agency. There must be underlying legislation that can be cited for which the rule-making authority is granted.

Often, when I was a member of the House, I would scan the hundreds of bills proposed to look for the words, “subject to rule making authority.” When I saw those words, I knew that I was voting to yield some of my duty as a lawmaker to an unelected bureaucratic agency of the state.

I also understood this authority could last forever or until a new law repealed it.

Not often was there discussion about the intent and limitations of the rule-making authority being granted in the legislation.

Keep in mind, these rules, once promulgated, have the effect of law and are enforceable by the executive branch. When Rod Blagojevich was governor, he refused to follow some of the

rules and called JCAR “advisory.”

The Illinois Supreme Court ruled otherwise when a pair of GOP operatives took Blagojevich to court. The court upheld the authority of JCAR as created by the 1978 Procurement Act. Since these rules, written and proposed by bureaucracies and enforceable as law, can have a major effect on your life, you might wonder what this promulgation process entails.

The process of promulgation could be the subject of a fulllength course. In short, the process begins with the rule being written by a state agency, board or commission granted that authority in legislation. The drafting of the proposed rule is not subject to public input. However, it then must be posted twice for public review and comment. The first notice must be published in something called the Illinois Register for at least 45 days. The second period is also 45 days and can include changes made to the rule. A third period of 45 days can also be added under certain circumstances. It can take up to a year in rare cases.

Eventually, the proposed rule is sent to JCAR for final action.

JCAR is a quasi-legislative bipartisan panel of 12 elected officials—six Democrats and six Republicans appointed by the leaders of each of the four caucuses representing the Senate and House.

They review the rule and determine whether it meets the requirement of being within the authority provided in the underlying statute or if it oversteps the authority granted.

JCAR can approve the rule with a Certificate of No Objection, make recommendations for changes, object, or issue a Filing Prohibition/Suspension. If the rule is approved with a Certificate of No Objection, the agency adopts the rule and files it with the secretary of state. It then becomes enforceable. A JCAR declaration of Prohibition or Suspension is a determination that the proposed rule is a threat to the public interest, safety or welfare. Then, by a three-fifths vote JCAR can prohibit the filing of the proposed rule.

All of this has come to light recently when high-profile rules passed by the Department of Public Health and State Board of Education have come under scrutiny. As a lawmaker, I was always concerned with the authority that the General Assembly punted to state agencies and JCAR. Lately, maybe the public is also becoming concerned?

As the election for four positions on the Villa Park Village Board on April 6 approaches, I would encourage all voters to do research on each candidate beyond their Facebook page or well-written replies to a reporter’s questions. Watch the village’s YouTube Channel, view live behaviors and interactions; reading the meeting minutes only captures the dialogue, not character or authenticity. Educate yourself with any possible “conflicts of interest.”

Examples are a family member currently working in the village, they worked for the village in the past, or they could employ a person who has a seat on a commission. Sen. Tom Cullerton supports fee-waiver bill To assist military personnel and their spouses, Sen. Tom Cullerton (D-Villa Park) is spearheading a measure to waive application and examination fees for professional and occupational licenses through the Illinois Department of Financial and Professional Regulation.

“Members of our military and their families give up so much to serve our country,” said Cullerton, who serves as the chair of the Senate Veterans Affairs committee. “By waiving the fees for applications and exams for professional licenses, we hope to support them in advancing their careers outside of the military.”

Senate Bill 59 will waive all fees associated with applications and examinations for professional and occupational licenses for active military members and their spouses. The measure is similar to one introduced by Cullerton last year – which was stalled due to the

onset of the COVID-19 pandemic.

IDFPR regulates over one million professionals and firms in Illinois, including a variety of healthcare related professions such as doctors, nurses, and veterinarian, as well as a variety of occupational professions such as CPAs, barbers, engineers and detectives.

“As a veteran, I understand challenges military families often face,” Cullerton said. “This measure will make it a little easier for military members and their spouses to apply for the licenses they need to move forward in their careers.”

The measure passed the Senate’s Committee of Veterans Affairs with bipartisan support Tuesday, March 9.

As the bill advances to the senate floor, negotiations are ongoing.

Willowbrook High School’s cheerleading and dance teams performed during halftime of Friday night’s home football game in Villa Park. The school’s football team normally plays a nine-game regular season each fall. The Warriors did not play any games during the fall of 2020 because of the COVID-19 pandemic. The abbreviated spring season will feature six games and no post-season. Willowbrook’s cheerleaders and dance team usually join the school’s marching band to perform during halftime of the Warriors’ home football games. The marching band did not attend Friday’s season-opening contest against Leyden, which was played in front of a limited audience. Willowbrook defeated Leyden 40-0.

The Willowbrook football program played its first game in nearly 16 months on Friday evening. The Warriors defeated Leyden 40-0 in Villa Park in the opening contest of an abbreviated six-game season.

The Warriors’ current football season was supposed to begin more than six months ago, but it was delayed because of the COVID-19 pandemic.

Friday’s game featured a limited audience, with only parents of the football, cheerleading and dance teams in the stands. No Leyden spectators were allowed.

There was a much different scene in Willowbrook’s stadium at the Warriors’ last football game—a home contest against Mount Carmel in a semifinal matchup in the IHSA Class 7A playoffs on Nov. 23, 2019.

The Caravan defeated Willowbrook 27-6 in that battle, played in front of an overflow crowd that filled the stadium’s bleachers and surrounded the field. Mount Carmel went on to defeat Nazareth Academy in the 2019 Class 7A championship game to complete a perfect 14-0 season.

Willowbrook built a 27-0 halftime lead over Leyden in Friday’s game between West Suburban Gold Conference rivals. The Warriors scored a pair of third-quarter touchdowns to extend their lead to 40-0.

The lead of at least 40 points triggered a running clock during the fourth quarter.

Manning’s extra-point kick raised the lead to 14-0.

An interception by junior Nick Mabutas set up the Warriors’ next touchdown. Seniors Mohammad Ayesh and Tyler Raya made receptions on a 39-yard scoring drive, which ended with freshman quarterback A.J. Palicki’s 5-yard touchdown pass to Mabutas. Manning’s conversion kick gave the Warriors a 21-0 lead with 7:06 left in the first half.

Brown finished the Warriors’ fourth touchdown drive of the first half with a 15-yard scoring run with 41.2 seconds to play in the second quarter. The Eagles blocked the extra-point kick, leaving Willowbrook with a 27-0 lead.

Brown added a 15-yard scoring run early in the third quarter. He scored his fifth touchdown on a 2-yard run in the middle of the third period.

Willowbrook’s shortened season continues with this Friday’s game at District 88 rival Addison Trail.

The Warriors will play a home game against Hinsdale South on Thursday, April 1.

Willowbrook will complete its season with an April 9 game at York, an April 16 home contest against Morton and an April 23 game at Proviso East.

All Illinoisans 16 years of age and older outside of Chicago will be eligible for COVID-19 vaccinations beginning April 12, and the state has announced a “metric-based” phasein to greater reopening.

The so-called “bridge phase” to reopening can begin when 70 percent of seniors 65 years of age and older have received at least their first dose of the vaccine, according to the governor. As of March 18, that number stood at 58 percent.

It is also dependent on at least 20 percent of intensive care beds being available. Other metrics, such as COVID-like illness hospital admissions, mortality rate and case positivity rate over a 28-day monitoring period, must “hold steady.”

Gov. JB Pritzker said all regions of the state will move to the bridge phase and beyond as one, rather than individually.

“Unfortunately, COVID-19 has not gone away,” Pritzker said at a news conference in Chicago, noting the virus is still killing Illinoisans daily and safety precautions such as masking and social distancing are still necessary.

“And I’m more optimistic today than I have been at any time over the last year, and more importantly the doctors and scientists are too,” he added.

“It’s time to begin to cautiously move toward normalcy.”

The state also updated current Phase 4 mitigations so that anyone with proof of full vaccination or a

negative COVID-19 test 1-3 days prior to an event or outing do not count against capacity limits.

The bridge phase will include higher capacity limits at places like museums, zoos and spectator events

and increased business operations, according to the governor’s office.

The largest increase is to social events, which can allow 250 people indoors and 500 outdoors. Previously those were capped at 50 people.

Recreation activities are allowed with groups up to 100 or 50 percent of capacity indoors, while outdoor recreation is limited to groups of 100, with multiple groups allowed at the same site.

Warriors open season with a pair of narrow losses Glenbard West saves four match points in a three-game victory in Villa Park

The Willowbrook girls volleyball team began its shortened season with a pair of three-game losses last week.

The Warriors opened their season with a loss at Lyons Township on March 16. The Lions defeated Willowbrook 25-20, 21-25, 25-15.

Willowbrook played a home match against Glenbard West on March 18. The Warriors prevailed in the first game, but the Hilltoppers rebounded to win the second game.

Willowbrook built a 24-20 lead and had four match points in the decisive third game, but Glenbard West reeled off six straight points to earn a 21-25, 25-19, 26-24 victory.

“We’ve got to figure out how to finish to get it done,” said Willowbrook coach Irene Mason after the loss to the Hilltoppers. “There’s no way we should have let that one slip away. That’s disappointing. The good news is we have a lot of young players in crucial roles.”

Freshman Calli Kenny contributed 13 kills, 21 digs and a pair of aces for the Warriors during the match against Glenbard West. Junior Elizabeth Bruschuk made 32 digs and supplied three assists and two aces.

Junior Katie Linnig provided 16 digs and 13 assists, while senior Grace Reckamp delivered 14 digs, 11 assists and seven kills.

Willowbrook sophomore Natalie Cipriano added five kills and two digs against the Hilltoppers. Senior Stephanie Dasbach had three kills and two blocks.

Bruschuk amassed 22 digs, two kills, two aces and two assists in the season opener at Lyons Township.

Cipriano and Kenny both provided eight kills, while Reckamp piled up seven kills, 13 assists, two blocks and an ace. Linnig supplied 15 assists and six digs.

The Warriors are scheduled to play just 12 matches during their abbreviated spring season, which runs through April 24. Willowbrook played a total of 36 matches (posting an overall record of 20-16) during its 2019 fall season. The team’s 2020 fall campaign was postponed because of the COVID-19 pandemic. Willowbrook will play all of its spring-season matches against opponents in the West Suburban Conference.

The Warriors’ season continues with this week’s matches against Morton and Downers Grove South.

Willowbrook’s girls volleyball team started its spring season with a pair of narrow losses last week. The Warriors dropped a three-game decision at Lyons Township on March 16. Two days later, Willowbrook lost a three-game battle to Glenbard West in Villa Park. The Warriors had match points against Glenbard West, but the Hilltoppers won the final six points to earn a 21-25, 25-19, 26-24 win. Willowbrook’s badminton team placed second to Hinsdale South in the overall team standings of the West Suburban Gold Conference Meet, which took place at Hinsdale South. The Warriors earned second-place finishes in nine of the event’s 10 singles flights.

Senior Katy Abbott of Willowbrook placed second in the No. 2 singles flight of the conference meet. Senior Lana Gallagher claimed second at No. 3 singles, while freshman Lily Caron earned second at No. 4 singles.

Junior Amelia Gesicki provided Willowbrook with a second-place finish at No. 5 singles.

Junior Allison Harr turned in a secondplace finish for Willowbrook in the meet’s No. 6 singles division. Junior Annabelle Romero wound up second at No. 7 singles, while junior Mary Whiting landed in second at No. 8 singles. Junior Kali Becker provided the Warriors with a second-place performance at No. 9 singles. Sophomore Emma Foley contributed a second-place effort at No. 10 singles.

The Willowbrook duo of Gallagher and Caron finished second in the No. 3 doubles level of the conference meet. Allison Harr and Romero teamed up to claim second at No. 4 doubles, while the tandem of Whiting and junior Claire Harr earned second at No. 5 doubles.

The Warriors’ team of Gesicki and junior Emma Rattana delivered a third-place showing in the No. 2 doubles flight.

Willowbrook will compete in an IHSA sectional this week. The Warriors will send a lineup of two singles players and two doubles teams to the sectional.
