District 88 students team up to battle cancer at the Relay for Life STAFF REPORT

Nearly 500 District 88 students teamed up to take part in the 10th annual Relay for Life of District 88 Youth fundraiser on Saturday night at Willowbrook High School.

Students from both District 88 schools—Willowbrook and Addison Trail, spent the night in Willowbrook’s field house during the event, which raised money for the American Cancer Society. As of early Saturday evening, the fundraiser had brought in about $80,000 and counting.

The students arrived at Willowbrook at about 6 p.m. on Saturday and stayed until 6 a.m. on Sunday. The evening featured multiple games, activities and concessions sales that added to the fundraising total.

Students formed teams to raise money prior to Saturday’s event.

Willowbrook teachers MacKensye Guza, Azahara Tello, Edgar Dorado, Carrie Skala and Hilary Foster served as teacher-leaders to help students with the fundraiser.

“Starting in September, the teacher-leaders met with student-leaders twice a week, if not more, to plan this event,” said Guza.

Throughout the all-night event, participants from each fundraising team took turns walking around the track of the field house. Each team was directed to have at least one of its members walk on the track at all times to signify that cancer never sleeps.

The opening lap of the event was reserved for cancer survivors. Caregivers joined survivors to walk the next lap around the track. All of the student participants joined survivors and caregivers for the third lap.

The highlight of the event—the luminaria ceremony—took place at about 10 p.m. on Saturday night.

That ceremony, held in darkness in the field house, paid tribute to loved ones who have died from cancer,

as well as those who are currently in treatment and people who have overcome cancer. Luminaria bags and candles, which were dedicated

to participants’ loved ones who have fought cancer, lined the track to provide light during the moving ceremony.

“Ultimately, we’re not necessarily looking at the money raised,” said Guza. “We’re looking at the students coming together and hav-

ing an amazing time, and supporting the survivors, the caregivers—everybody who has been affected by cancer. That’s really the main goal.”

Conroy visits children’s hospital specializing in mental health Pledges continued work in mental healthcare access

To better understand the youth mental health crisis in Illinois, state Rep. Deb Conroy, D-Villa Park, visited Hartgrove Hospital in Chicago this month as part of her role as Chairperson of the House Mental Health Committee “Every day, I work towards the goal of achieving true mental health parity because we can see how important mental health is to overall health and well-being,” said Conroy.

“While at the mental health hospital, I met with children who have further helped to shape my perspective on a system that is bursting at the seams.

We have to do more to guarantee access to mental health resources.”

Conroy fears that the state of Illinois may be keeping children in mental health hospitals for a longer period of time than needed, which doesn’t help the child, healthcare provider, future patients, or taxpayer.

As a mental health advocate, Conroy has fought for increased education and dialogue about mental health, as well as measures forcing insurance companies to cover the cost of mental healthcare services.

“We have a mental health crisis in our state and our children are suffering because of it,” Conroy added.

“No child should be left in a hospital beyond medical necessity simply because we have nowhere to send them

where they can receive safe, effective treatment and care. We must provide the resources our most vulnerable residents need so that we can restore hope for all of our youth struggling with mental health issues.”

Dan McLeister, age 73 Long-time reporter for the Independent Dan McLeister, a resident of Crest Hill, and a former longtime resident of Carol Stream, went home to be with his Lord on Monday, March 2, 2020, at the age of 73. He was born May 12, 1946, to John “Jack” Jr. and Marjorie “Marge” McLeister. He was raised in Ambler, Pennsylvania, where he graduated from Wissahickon High School.

Dan went on to graduate from Ohio University with a degree in journalism. He met Eileen Rayburn in college and they were married on June 21, 1969, in Lima, Ohio. He took a job at the Ann Arbor News in Ann Arbor, Michigan, as a business reporter. In 1976, he moved his young family to Carol Stream.

He worked for Professional Builder Magazine as an editor from 1977 to 2000. Afterward, he worked as a freelance journalist, including covering the city of Elmhurst as a reporter for the Elmhurst Independent.

He enjoyed golf and watching sports, especially the University of Michigan and Chicago Bears football. He enjoyed the outdoors and attending his grandchildren’s activities. His Christian faith was an important part of his life and he regularly attended First Baptist Church of Wheaton and, most recently, College Church in Wheaton.

He is survived by his wife, Eileen McLeister; three daughters, Na-

Voters in School District 45 will decide next week if the district should borrow $30 million to fund a variety of improvements, including the construction of an early childhood center near Jackson Middle School in Villa Park.

The question voters will consider in the election of March 17 is: “Shall the Board of Education of School District Number 45, DuPage County, Illinois, build and equip a new early childhood center, improve the sites of, build and equip additions to and alter, repair and equip existing school buildings, including installing school safety, security and technology improvements, making improvements to science labs and music rooms and renovating other instructional spaces, constructing improvements necessary to accommodate full-day kindergarten, increasing parking and improving drop-off zones, and issue bonds of said School District to the amount of $30,000,000 for the purpose of paying the costs thereof?”

The District 45 Board of Education approved the placement of the question on the ballot during its Dec. 16 meeting.

District 45, which includes portions of Villa Park, Lombard, Oakbrook Terrace and Elmhurst, includes eight schools and approximately 3,500 students. The district has two middle schools—Jackson and Jefferson—both of which are located in Villa Park. There are six elementary schools in the district. Ardmore and North schools are in Villa Park. Schafer, Stevenson, Westmore and York Center schools are located in Lombard.

lobby the public to vote for the referendum, it can provide information about the proposal. Leading up to the vote, the district held several recent town halls and open houses to provide information and hear feedback and questions from voters. District 45 Superintendent Anthony Palmisano gave presentations at the town halls and open houses.

“There was a healthy turnout,” said Palmisano of the recent meetings with district residents. “What was nice about it was that the participants not only included parents, but community members with no children in the district. It seemed like all representatives of the community came to the meetings, which was appreciated.”

Palmisano, who is in his seventh year as the district’s superintendent, said some of the people with questions at the public meetings asked about the tax impact of the referendum.

According to information provided by the district, the owner of a home valued at $240,000 would pay about $170 in additional taxes per year if the referendum passes. According to the district, the average value of a home within District 45 is about $240,000.

Palmisano said the district last proposed a referendum 22 years ago, in 1998. Voters approved that proposal.

The proposed early childhood center would provide a centralized location for what is currently offered at three district schools. Palmisano stated that the early childhood program is similar to preschool for at-risk children between the ages of 3 to 5.

If voters approve the referendum, the early childhood center would reportedly feature 12 classrooms and accommodate approximately 200 students. The center would be located

to the southwest of Jackson Middle School.

An approved referendum would also establish all-day kindergarten in the district. District 45 currently offers half-day kindergarten, available in morning and afternoon segments at three schools.

“When I became superintendent, that was the first thing mentioned to me—all-day kindergarten,” Palmisano said. “That’s something people have wanted for years.”

Palmisano, who spent 12 years as Jackson’s principal prior to becoming the district’s superintendent, noted that if all-day kindergarten is implemented, the district will continue to offer half-day kindergarten.

Some people who attended the town halls and open houses asked why the district didn’t propose a referendum related only to all-day kindergarten, and not an early childhood center.

“It’s cheaper to build an early childhood center,” said Palmisano. “If you build that, you open up space in three schools for all-day kindergarten.

Without the early childhood center, it would be more expensive to build additions onto different schools.”

Palmisano said the $30 million proposed in the referendum, which would be repaid over 20 years, is all related to building improvements and upgrades, and not to staffing. He said the expense of additional staff—three to six more teachers—to operate allday kindergarten has already been worked into the district’s operational budget.

The funding from the referendum would also pay for safety and security upgrades at the district’s schools, as well as technology upgrades for

the schools, classroom renovation, the addition of Americans with Disabilities Act (ADA) accessibility, infrastructure and life-safety improvements and provide more opportunities in science and music.

Without the $30 million in referendum funding, the district claims it would take 20 to 30 years to accomplish all of these improvements, which are part of the district’s 10-year master facility plan.

“We’re ready to hit the ground running,” said Palmisano, who stated the significant proposals in the referendum—including all-day kindergarten and the early childhood center—would be ready for the 2022-23 school year.

Palmisano said that one question during the recent meetings asked if District 45 had done an enrollment study. He said a demographer from Northern Illinois University did conduct a study, which indicated that the district’s enrollment would be basically stable for the next 10 years.

The District 45 Board of Education normally holds its meetings on Monday nights, but the meeting originally scheduled for March 16 has been rescheduled to March 18, the day after the election.

Palmisano said that if the district waited until this November’s election to place the referendum on the ballot, the proposed improvements couldn’t be completed before the beginning of the 2023-24 school year.

“It would delay it at least a year if we moved it to November; we don’t want to let any more time go by,” he said. “It’s been seven years since I’ve heard this request from the community for all-day kindergarten. We don’t want another year to pass.”

According to the Centers for Disease Control and Prevention, suicide was the second leading cause of death for youth ages 15-24 in 2017.

Adding such mental health resources are a “simple step” universities and colleges “can take to save lives,” Cullerton said.

Those public institutions in Illinois, though, asked that he amend the measure to postpone its effective date from July 1, 2021, due to financial concerns. Cullerton said he agreed, and plans to allow for universities and colleges to issue the identification cards with resource contact information with each new class, or when a student needs a new card after losing theirs.

“My goal is definitely not, with our budget crises in the last few years, to have this be an impediment,” he said. “Every university seems to be on board with it.”

Cullerton has a nearly identical bill for high school identification cards. It has not been assigned to a substantive committee.

The legislation approved unanimously in the Senate Higher Education Committee is Senate Bill 2495.

Last August, Cullerton was charged with 40 counts in an indictment alleging he “knowingly

conspire(d)” to embezzle from the Teamsters Joint Council 25 and Teamsters Local Union 734 unions.

Cullerton also is facing one count alleging he lied on heath forms. A trial date has been set for July 21.

A panel of state senators March 3 approved legislation requiring public colleges and universities to add mental health contact information to the back of student identification cards.

As a parent of a first-year college student, Villa Park Democratic Sen. Tom Cullerton said it is a “trying and stressful time,” as with any other parent who misses their child. But he said such situations are also difficult for the student, who may be away from home for the first time.

Cullerton’s initiative would ensure phone numbers for the National Suicide Prevention Lifeline, Crisis Text Line and the school’s mental health counseling center are published on each student’s identification card.

If an institution of higher education does not have such cards, the bill requires that information be published on its website instead.

The DuPage County Department of Community Services is offering college and occupational training scholarships for low-income individuals with high academic potential.

The Community Services Block Grant scholarship supplements the cost of tuition, books, supplies and other school-related items for a semester or a quarter to offset the student’s needs. This scholarship is funded and designed in cooperation with the Illinois Department of Commerce and Economic Opportunity.

Applicants are required to provide proof of DuPage County residency, gross household income for the past 90 days and information about members living in the household. Income for the household must be at or below 125 percent of the federal poverty level. Applicants must also include a 500-word original essay or personal statement, official school transcripts, two letters of recommendation, a Financial Aid Audit (financial aid award letter) and proof of enrollment in an Illinois accredited institution.

The scholarship award amounts will vary this year from $500 to $2,500 and special consideration is given to students interested in high-technology fields or other occupations in emerging fields.

House Republicans call for action on tax relief Illinois State Representative Deanne Mazzochi (R-Elmhurst), along with State Reps. Dan Brady (R-Normal), Joe Sosnowski (R-Rockford) and Dan Ugaste (R-Geneva), has announced new legislative proposals to provide property

tax relief to struggling homeowners.

The announcement was made after the Democrat-led Property Tax Relief Task Force failed to present any viable solutions to what the Republican State Reps called “this crisis.”

“We have been waiting, waiting

and waiting for Democrats to keep their promise to join us and pass meaningful property tax reform,” said Mazzochi.

When I first heard Dan McLeister had three daughters, two of them twins, I thought, what a great father he must have always been to three girls! He seems like the kind of Dad who would welcome a sobbing little one into his lap and hold her there until her tears stopped and her troubles melted away. He seemed kind and understanding and the kind of Dad who would listen for hours with a contented smile on his face, grateful for his role as a father.

“My dad is a typical softhearted Irish gentlemen,” said his daughter Kathy, who spoke of him affectionately. “Many things can move him to tears.”

Long-time Elmhurst Independent news reporter Dan McLeister passed away on Monday, March 2 after battling several health problems including diabetes. On Friday, Feb. 28, he suffered a “significant cardiac event,” that resulted in the family having to make the painful decision to remove him from life support on Monday afternoon. He passed away peacefully shortly after, with his family at his side.

He is survived by his wife Eileen, who worked for the Addison Public Library.

Kathy used to work for the Illinois Theatrical Museum that was located on the upper floor of the York Theatre building in downtown Elmhurst. In 2002, she brought home a “new newspaper” called the Independent and told her Dad the paper was looking for freelance writers.

Dan began his service to the Independent and its readers in the midst of the Block 300 negotiations, which eventually led to what is now known as the Crescent Court development by Fifth Third Bank.

His background was writing for building and architectural magazines so he knew his way around the zoning process and how it could challenge those industries.

As a writer, he was very thorough – sometimes to a fault – he never

The first installment of property tax bills in Cook County have already come due and tax bills in counties throughout the state will be due over the next few months, yet zero reform measures have been advanced by the House Democrats this session.

As one piece of the House Republican reform initiative, Rep. Mazzochi introduced House Bill 5293 that creates the senior citizens homestead school levy exemption to tackle the largest part of the property tax bill that is forcing life-long residents out of the homes they have owned for decades.

“Property taxes have been too heavy a burden for Illinois taxpayers for far too long,” said Ugaste. “Right now we are entering our sixth week of the legislative session and nothing has been accomplished for property tax reform. I have filed six bills to help provide property tax relief—but none of them have moved forward. I am calling on Democrat lawmakers from across the aisle to work with me on real reform, to get this legislation passed so we can begin giving residents of Illinois from oppressive

property taxes.”

Another proposal presented by Rep. Ugaste, House Bill 4143, gives local school districts the ability to reduce costs by discontinuing state mandates that are not adequately funded by the state or are not improving student outcomes.

“Families and seniors need the property tax relief they have been promised time and time again,” said Rep. Dan Brady.

“We all need to hold the Democrat majority accountable and demand they keep their promise to provide real property tax relief. Joining us to pass House Bills 4143 and 5293 would be a big step toward making Illinois a place where everyone can afford to work, raise their family, and retire.”

“The legislation we are introducing today would achieve meaningful, lasting property tax relief for Illinois families and job creators,” said Rep. Joe Sosnowski. “In the wake of the Democrats’ failed property tax relief task force, we are taking the common-sense reforms we’ve been offering from the start and putting them into specific bill form. Now it’s time to let legislators on both sides of the aisle, from every region of the state, debate and vote on proposals that can finally deliver the property tax relief we all know Illinois needs.”

House Republicans have filed more than 20 pieces of legislation comprehensively addressing property tax relief that ranges from local pension reform, mandate relief, and increased transparency to consolidation and resource sharing among local governments to drive down costs.

Presented by Law Enforcement Torch Run and GEICO, the Polar Plunge offers the opportunity to support Illinois Special Olympics athletes while taking a flying leap into the frigid waters of the Oak Brook Bath & Tennis Club.

Prescription drug prices cap bill stalls in committee

A bill that would allow the state to cap the prices of certain high-cost prescription drugs stalled in a House committee March 4 amid stiff opposition from the pharmaceutical and insurance industries.

It was the second straight year House Bill 3493 failed to pass out of the Prescription Drug Affordability and Accessibility Committee. Rep.

Will Guzzardi, D-Chicago, who chairs the committee and is the bill’s chief sponsor, called it frustrating.

“I think that the situation for patients who need their prescriptions in this state is dire and getting worse every day, and I would hope that my colleagues on both sides of the aisle could see that it’s time for us to do something,” Guzzardi said in an interview after the vote. “Unfortunately, they seem to be more responsive to the pharmaceutical industry than to their constituents.”

The bill would set up a five-member board that would have authority to conduct cost reviews and set “upper payment limits” for any prescription drug that crosses certain price thresholds.

Those include brand name drugs that cost $30,000 or more for a year’s supply or a course of treatment, or whose wholesale price increases by more than $3,000 in a 12-month period. Other thresholds would apply to “biosimilar” drugs—those that are highly similar to name brand drugs made from microorganisms found in plants or animals—as well as generic drugs.

The upper payment limits would apply only to insurance policies regulated by the state. Those are primarily small-group employer-based plans,

individual family plans that people purchase through the Affordable Care Act exchange markets, and plans administered directly by the state, such as state employees’ health insurance and the state Medicaid program.

The limits would not apply to large self-insured plans that are governed by the federal Employment Retirement Income Security Act, known as ERISA, or to Medicare Part D plans, which are regulated under federal law.

The March 4 hearing took place in a packed committee room where supporters of the bill, many affiliated with AARP, wore red T-shirts that read “Stop Rx Greed” and “Drugs Don’t Work if People Can’t Afford Them.”

Donna Cruce, an AARP volunteer, spoke of a time in her life when she became unable to work full time because she could not afford her medications and was forced to move back in with her parents.

“I became a boomerang child after years of being self-sufficient,” she said. “The blow to my ego was enormous. Without my parents’ help, however, I do not know how I could have survived.”

“How can the greatest country in the world allow its citizens to suffer because of the high cost of prescription drugs?” she asked later in her testimony.

would suggest it’s not only unfair— it’s a bit discriminatory for a small percentage of the market—but it also places greater pressure on manufacturers because you can’t set prices for manufacturers,” she said.

The bill also ran into opposition on the committee itself, mainly from Republicans like Rep. Deanne Mazzochi, of Elmhurst, who works outside the General Assembly as an attorney who represents generic drug manufacturers.

She argued the board would never be able to fulfill its function because it could never gain access to the information it needs to set prices.

“No pharmaceutical company, no manufacturer, no insurance company worth their salt is going to open up all their books and records to their competitors through this process,” she said.

“What will wind up happening, then is, if they choose to not participate in this process, then you have no idea what is a true price metric that you’re going to be setting.”

When it came time for the committee to vote on whether to send the bill to the full House, even some who supported it said it still needed significant work.

In the end, the bill received only eight yes votes on the 18-member committee, two votes short of the majority needed.

But Kipp Snider, vice president for state policy at the Pharmaceutical Research and Manufacturers of America, or PhRMA, argued that while there are individual examples of drug prices spiraling out of control, prices overall— and the total amount spent on drugs nationwide—have risen only modestly in recent years.

“Now I’m not here to say we don’t have a problem,” he said. “We do have problems and we need to look at ways to address those, but I would submit that more so than a systemwide problem, what we have is … individual patient affordability problems.”

Snider said much of the problem stems from changes in the design of insurance policies that have led to patients paying higher deductibles and copays for their medications and in some cases having to pay an entire year’s deductible before their benefits kick in.

Laura Minzer, president of the Illinois Life and Health Insurance Council, agreed that insurance plan designs are a big factor in how much people pay for prescriptions. But she also argued the small-group and individual plans that would be covered by the bill make up about only 20 percent of the private insurance market.

“So by setting prices or costs for a very small segment of the market, I

Montini Catholic theology students welcome special visitor Woman works four days per week at Easter Seals in Villa Park

Montini Catholic seniors in Campus Minister Mike Blanchette’s Theology classes recently welcomed a very special visitor.

Amy Liss joined the students to talk about her life of service and how to live each day with an “attitude of gratitude.”

She has been visiting Montini and inspiring students (and faculty members) for 14 years.

“I think that after listening to Amy you will find that you are much more similar than you think,” said Amy’s mother, Kathy.

Amy, 37, was diagnosed with cerebral palsy (as a spastic quadriplegic) resulting from a lack of oxygen at birth.

But, she is determined not to let her disability define her—finding the time, strength and energy to volunteer throughout the community in numerous ways.

Ongoing events Villa Park Soccer League spring season registration upcoming Villa Park Recreation is holding priority registration for the Villa Park Youth Soccer League’s spring season through March 14; open registration is March 16-21. Kids ages 4 and up can register to play in the league which features a 7-week season.

Practices are held one day a week starting the week of April 6. Games are played on Saturday mornings starting April 18. The fee during priority registration is $52; $62 during open registration. Register now.

“Four days a week you will find me at Easter Seals in Villa Park,” said Amy, who works as the nonprofit organization’s Relationship Coordinator, educating others on their mission of providing disability services to children and adults with disabilities.

“On Fridays, I volunteer at my old school, Hillcrest Elementary School and help students with reading and writing and easy math problems.” (Amy admits that math is not her favorite subject.)

“After high school, Amy wanted to find a way to be of service to others,” said Kathy.

“God had plans for me to share my story with others and give back to the place (Easter Seals) that gave so much to me,” added Amy, whose story of passion and gratitude for life has been touching all who hear it throughout her lifetime.

She shared one of her most memorable experiences with Montini students of being chosen to be one of 20 Chicago Cubs fans to present the team’s 2016 World Series rings to players and coaches during the April 12, 2016, ceremony at Wrigley Field.

“I got to give a ring to the cutest Cub,” Amy told the Montini students. “Kris Bryant.”

“It was very inspiring to see someone who has a disability of that nature living her life to the fullest,” said senior Billy Cyze.

A tough ending for Warriors, who lose to Rams in overtime Glenbard East’s disputed basket forces overtime; Rams pull out a narrow victory

The Willowbrook boys basketball team’s season ended with a 75-70 overtime loss to Glenbard East in last week’s IHSA Class 4A regional semifinal game in Villa Park.

The Warriors and their supporters felt they had beaten the Rams in regulation of the March 3 playoff contest. Willowbrook held a 66-64 lead in the closing seconds of the fourth quarter. Glenbard East senior Deon Cook launched and missed a shot with a few seconds to play.

Junior Jack Rivas of the Rams retrieved the deflected rebound and made an inside basket as time expired. The Warriors stated that time had expired before Rivas let go of the ball, but the referees counted the basket. The score from Rivas produced a four-minute overtime period in the post-season battle, which took place in front of enthusiastic supporters of both teams.

“Obviously it was a bang-bang play,” said Willowbrook coach Chris Perkins, after watching some video replays of the end of the fourth quarter. “Number 22 [Rivas] was still gathering to go up; that was definitely after the buzzer. But that’s the officials’ call.”

The Warriors, who suffered several last-second losses during the season, completed the 2019-20 campaign with an overall record of 13-20. Willowbrook was the No. 13 seed in the Addison Trail Sectional.

Glenbard East, the sectional’s No. 2 seed, advanced to Friday’s regional final. The Rams beat seventh-seeded Batavia 81-79 in overtime to advance to this week’s sectional semifinal against Naperville Central.

“We thought we actually won this game,” added Perkins. “The kids came out and fought. They played hard. A kid got a shot off after the horn … but at the high school level, with no instant replay, these are the results. I thought our guys left it all out on the floor. We were one play short.”

Playing on their home court, the Warriors held a double-digit lead in the second half. Willowbrook, which led the Rams 36-31 at halftime and 50-44 after three quarters, held a 5444 lead with a little more than six minutes left in the fourth quarter. The visiting Rams went on a 9-0 run to cut the Warriors’ lead to 54-53 with more than four minutes to play in the period.

Seniors Isaac Gaines and Everett Stubblefield provided baskets to boost the Warriors’ lead to 58-53.

Led by the shooting of senior DaRon Hall, who made four 3-point shots in the fourth quarter, the Rams tied the score at 62-62 with about 1:10 left in the period.

Stubblefield finished that game with 1,414 points for Willowbrook’s varsity program. Ethan Schuemer, who graduated in 2018, held the previous record with 1,410 points.

Sophomore Sean Paige and Stubblefield both provided baskets in the closing minute of regulation. Stubblefield’s field goal gave the Warriors their 66-64 lead.

Glenbard East connected on a 3-point shot in the overtime to take a 69-66 lead. Senior Deandre Holliday of the Warriors made a 3-point shot to cut the Rams’ lead to 71-69 with a little more than one minute to play.

The Warriors stole the ball a few seconds later, but were unable to convert a shot that would have tied the score.

Glenbard East tallied the next four points to take a 75-69 lead.

“We got contributions from all over the floor,” said Perkins. “Our guys came out and played a great game. It’s all about the journey for us, and not the destination. We had a lot of heartbreak games this year.

Stubblefield became the program’s all-time leading scorer when he scored 13 points in the Warriors’ playoff opener—a 68-50 win over West Chicago one night before the game against Glenbard East. Stubblefield scored 13 points in that game

to reach 1,414 total varsity points. He surpassed the mark of 2018 graduate Ethan Schuemer, who scored 1,410 points.

Paige scored a team-leading 16 points and made 10 rebounds in the victory over West Chicago.

Senior Sam Tumilty provided 14 points, five rebounds and four assists for the Warriors, who led the Wildcats 39-25 at halftime and 60-42 through three quarters. In addition to scoring 13 points, Stubblefield tallied seven rebounds, six steals and four assists. Holliday supplied 10 points, five rebounds, four assists and three steals.

Addison Trail-Willowbrook boys swimming coach Neil Wahlgren saw a season-ending scenario unfold just as he had hoped it would.

His AT-Willowbrook squad put a cap on another successful season by dropping large amounts of time at the IHSA sectional at Lyons Township on Feb. 22.

“The sectional meet amazed me with all the time drops,” he said.

“That meet really did shock me,

only because of how much time we dropped.”

Wahlgren noted Willowbrook junior Cole McGinnis started off the meet in the 200-yard freestyle, where he dropped 10 seconds off his previous-best time.

Sean Pienkos, who is another Willowbrook junior, also swam in the 200-yard freestyle at the sectional. Pienkos dropped six seconds, while also shaving 16 seconds off his 500-yard freestyle time.

“Right away, guys were dropping a lot of time,” said Wahlgren. “It’s very exciting to see. It seemed like every race had a time drop. It wasn’t just a little bit of time, but a lot of time. Our taper really paid off.”

Wahlgren noted he was more fo-

cused on the time aspect of the sectional meet.

“That was awesome to see,” he said. “Our sectional is extremely tough. We have some of the best teams in the state there. Place-wise, I was not concerned.

Time-wise was the big thing and we finished off the season in a great way. When we started off the year, we had lost some good guys from last year. We had a lot of holes to fill. Guys had to step up. Some guys stepped forward and they ended up being the best guys we had when last year they weren’t even on the sectional roster.”

Other highlights from the sectional included Willowbrook senior Aidan Nichols dropping five seconds from his 100-yard breaststroke time. “He

did really well and was only a couple seconds off the state time,” Wahlgren noted.

Addison Trail freshman Conor Craddock dropped three seconds from his 100 backstroke.

“He’s a freshman who now is only four seconds off the state time,” said Wahlgren. “With three years left, he should get to the state meet.”

Another bright spot this season was Addison Trail sophomore Michal Niemirski.

“Michal looks to be another strong guy for our future,” said Wahlgren.

“Same with Connor and Cole McGinnis, who surprised me and ended up being our top 100 and 200 guy. He’s back as well.”

AT-Willowbrook took third in the

West Suburban Conference Gold Meet in early February. “It’s kind of where we figured we would finish,” said Wahlgren.

Nichols and Addison Trail’s Marco Chaidez graduate from this year’s team. “The future looks good,” said Wahlgren. “Losing Aidan and Marco will hurt us, but we have a good amount of young guys who will step up and fill sports.

“We know our medley relay will fall apart a little bit losing two guys, but hopefully some younger guys can step up and get us back to where we were. That medley relay missed the top six at the sectional by a little bit. This season was a lot of fun. I’m proud of all the guys and we’re extremely excited about next year.”

No change on daylight saving bill

An effort in Illinois to prevent biannual clock changes—such as the one this past Sunday moving time forward one hour—appears stalled.

The state Senate passed a bill in November by Bunker Hill Democrat Andy Manar that calls for setting clocks ahead one hour to daylight saving time on Sunday and leaving Illinois permanently on Central Daylight Time. But that bill remains in legislative limbo in the House, and even if Gov. JB Pritzker signs the initiative into law, it could not take effect unless approved by the federal government.

Hawaii and Arizona are the only states granted with such waivers to abolish biannual time changes. The tropical territories of Puerto Rico, Guam and the U.S. Virgin Islands opted out of time changes as well.

“This doesn’t seek [a waiver]. This just says one of two things should happen: There should be a national change or, if Congress were to begin to give states exemptions, that obviously would be a different conversation here on this floor,” Manar said in November. “This doesn’t say that we should ignore federal law.”

Manar declined to comment on this story.

A spokesperson for Amtrak said in November the current system of twice-yearly time shifts causes some inconvenience for the railroad, particularly in November when clocks are

wound back one hour. It forces trains running around 2 a.m. that Sunday to stop for one hour and allow clocks to catch up to the train schedule.

The idea for the initiative came to Manar from a Carlinville High School student, he said in a tweet. The senator also pointed to a Newsweek article that references research suggesting biannual time changes in the U.S. could have detrimental health impacts.

Arizona State University history professor Calvin Schermerhorn said in an interview in October that the Grand Canyon State does not observe daylight savings time due to its brutally hot summer days. Remaining on standard time in the summer means cooler temperatures when people get off work and children leave school.

Other than that, “not having daylight saving is kind of a hassle,” Schermerhorn said, “because half the year we’re on the equivalent of Pacific Time and half the year we’re on Mountain Time.”

The measure is Senate Bill 533. Republican Rep. Allen Skillicorn, from East Dundee, is the House sponsor. He said time changes should be eliminated because they disrupt sleep patterns.

“There is no question that changing our clocks twice per year messes with our daily routines,” he said in a statement.

February marijuana sales top $34 million

Legal marijuana sales in the state remained strong in February, with nearly $35 million spent on marijuana and infused products in the second month of adult-use legalization.

Customers spent $34.8 million on 831,600 items over the 29-day period. Of that, $25.6 million was spent by Illinois residents, while outof-staters spent about $9.2 million, according to a news release from the governor’s office.

The numbers do not include taxes collected.

“These numbers show there continues to be a strong demand across the state as the most equity-centric cannabis program in the country moves forward in Illinois,” said Toi Hutchinson, senior cannabis advisor to Gov. JB Pritzker.

“As the adult use cannabis industry continues to grow, so will the number of opportunities for consumers and entrepreneurs alike—especially those from communities who suffered the most during the failed war on drugs.”

The numbers are down slightly from January, which saw $39.2 mil-

lion in sales over a 31-day span. That generated $7.3 million in cannabis tax revenue for the state, plus another $3.1 million in retail sales taxes that are shared between the state and local governments. Tax numbers for February are not yet available.

The state’s share of cannabis tax revenue is divided among several funds, including 35 percent to the state general fund, 20 percent to substance abuse programs, 10 percent to a budget stabilization fund, 8 percent to local governments for crime prevention and 2 percent for public education and public health data col-

lection.

Another 25 percent goes into a special fund for community development projects in areas with high arrest and poverty rates that were disproportionately affected by the “war on drugs.”

The state is also accepting applications for new licenses as part of the program’s initial rollout. Aspiring craft growers, cannabis infusers and transporters can apply with the Illinois Department of Agriculture through 5 p.m. March 16. The applications are available on the Department’s website at https://www2.

illinois.gov/sites/agr/Plants/Pages/ Adult-Use-Cannabis.aspx.

The program favors “social equity applicants,” which are companies with a majority stake from those who live in disproportionately impacted areas, have been arrested for offenses eligible for expungement through the legalization program, or have family that falls into the disproportionately impacted category.

Those applicants receive additional points on their application and are eligible to receive technical assistance, grants, low-interest loans and fee reductions and waivers.

Many in Illinois have complained for years that the state has among the highest property tax rates in the nation.

That’s largely because school districts rely on local property taxes for the bulk of their funding. But cities, counties and other local units of government are heavily reliant on property taxes as well.

Last year, as lawmakers were debating Democratic Gov. J.B. Pritzker’s proposed constitutional amendment to overhaul the state’s income tax system, they also passed a bill establishing a Property Tax Relief Task Force that would meet throughout the fall to

study ways to provide property tax relief and deliver a final report by the end of the year.

So far, though, the task force has produced only a draft report that Republicans said was simply a list of topics that had been discussed by various subcommittees of the task force, while none of the recommendations had been considered by the full 80-member group.

Meanwhile, Republicans have said they have introduced numerous bills they believe would provide property tax relief, including bills calling for overhaul of public pension benefits, limiting workers compensation awards, repealing what Republicans

call “unfunded mandates” on school districts and expanding property tax exemptions for seniors.

“We want these bills that we’ve proposed, that were suggested at the property tax committee level, but then we’ve introduced in bill form, to have their opportunity to be heard in committee and voted on,” Rep. Joe Sosnowski, R-Rockford, said during the news conference. “The taxpayers of Illinois deserve this, and we call on the House Democratic leadership to let that happen.”

Rep. Michael Zalewski, D-Riverside, who chairs the House Revenue Committee, did not immediately respond to the Republicans’ charges but

said through a spokesperson that he would make a statement later in the week after that committee has met.

But other Democrats have said the GOP’s chief proposal, for further pension reform, is off the table. They note that Illinois passed significant pension reform in 2013 when it established the “Tier 2” system for newly hired employees.

Some Republicans have called for even further reforms such as a constitutional amendment that would allow the state to reduce pension benefits that have already been promised. But in his budget address in February, Pritzker said that idea would not pass federal constitutional muster.
