The Villa Park Community Pride Commission handed out its 2020 Holiday Decorating Awards last week. The commission presented this year’s awards in three categories—traditional, colorful and freestyle. The winner in the freestyle category was the Cloutier home on the first block of East Elm Street.

Cuzzone and Wagner to run for Villa Park village president in April The winner will succeed Albert Bulthuis, who is not seeking re-election STAFF REPORT

Two current Villa Park village trustees will run for village president in 2021.

Trustee Nick Cuzzone and Trustee Robert Wagner are the two candidates for Villa Park Village President in the upcoming election of April 6, 2021. The current village president—Albert Bulthuis—announced earlier this year that he would not run for re-election. Bulthuis spent 10 years as a trustee before he was elected to a four-year term as village president in 2017.

Later in 2019, he became the chief of police in the Village of Sleepy Hollow, which is located in Kane County. Rivas succeeds Michael Lay, who spent about 30 years with the Villa Park Police Department. Lay served as the village’s police chief for more than three years. Last month, the Village of Villa Park announced that Denise McGrath would succeed Lay. According to a recent update from the Village of Villa Park, the position reopened after McGrath reneged on her contractual agreement with the village.

Rivas sworn in as Villa Park’s police chief New leader has more than 30 years of experience in law enforcement Michael Rivas is Villa Park’s new chief of police. Rivas was sworn in during the Villa Park Village Board meeting on Dec. 21.

Rivas succeeds Michael Lay, who announced his retirement earlier this year. Lay spent about 30 years with the Villa Park Police Department. He became the village’s chief of police in the summer of 2017.

Rivas has more than 30 years of professional experience, primarily with the Wood Dale Police Department. He spent 29 years in Wood Dale before retiring as a deputy chief in 2019. Later in 2019, Rivas became the police chief in Sleepy Hollow, a village in northern Kane County.

Rivas, who is a resident of Lombard, earned his bachelor’s degree

so the loser of the upcoming race for village president will leave the board this spring. The swearing-in of April’s election winners will take place in May. Wagner is finishing two consecutive terms as a trustee. He was elected to the village board in 2013 and won re-election to another four-year term in 2017. Cuzzone won a threeway race in 2015 to serve the remaining two years of a seat on the board.

The seat was vacated when Trustee John Davis resigned for medical reasons in October 2014. After winning the two-year term in 2015, Cuzzone was elected to a full four-year term in 2017.

Trustee Cheryl Tucker, who joined Cuzzone and Wagner to win a four-year term on the board in 2017, will run for re-election in 2021. Five

other residents will join Tucker in the race for three available seats as trustees. Those five candidates are: Marc Bregman, John F. “Jack” Corkery, Matthew D’Alessandro, John (Jack) Kozar and Deepasriya Kumar.

The three candidates who win seats as trustees will join trustees David Cilella, Christine Murphy and Kevin Patrick on the board. Cilella, Murphy and Patrick were all elected to four-year terms in 2019.

Villa Park Village Clerk Hosanna Korynecky will run unopposed for another four-year term.

According to the 2020 village budget, Villa Park’s village president receives an annual salary of $4,500.

Each of the six trustees on the village board receives $3,000 per year, while the village clerk receives an annual salary of $3,500.

Anthony, Sophia, Loretta, Mary, Joseph, James, Anna, Angelo, Dominic and Alphonsus, as well as another who is on the way, due in 2021.

Jim is survived by his wife; children; siblings, Linda (Arthur) Huebner, Steven (Liane), Catherine (Ronald) Watt; along with many nieces, nephews and other relatives. He was preceded in death by his parents; and Patricia’s parents, Pasquale and Loretta.

Jim had many joys in his life including his family, sports, and working on cars. The latter he turned into a career. He was a mechanic who

worked in the transportation department at ComEd for nearly 25 years.

Outside of work, family and friends knew they could count on him for help with their own vehicle woes.

Jim’s other passions included being a Papa to his countless grandchildren, playing 16-inch softball, rooting for the Blackhawks, watching Hallmark movies, celebrating Holidays, loving dogs and visiting Disney World.

A mass was held Dec. 21, 2020 at St Isidore Parish. Jim will be interned at Queen of Heaven Cemetery in Hillside. The family requests no flowers.

Obituary JAMES RIGITANO JR. James (Jim) Rigitano Jr. passed away on Dec. 10, 2020, from complications related to his battle with COPD. He was born to James and Jean Rigitano on July 11, 1948, in Chicago.

Jim married his high school sweetheart, Patricia Ann Rigitano (nee Saviano), and they enjoyed more than 50 years together.

The couple raised four sons, Anthony (Adrienne), James (Cheri), Solvatore (Katie) and Gino (Brianne) in Bloomingdale. The family has since grown to include 11 grandchildren:

in political science and his master’s degree in public administration from the University of Illinois at Urbana-Champaign. He completed training and is a graduate of the University of Louisville’s Southern Police Institute.

On Nov. 20, the village announced that Denise McGrath would succeed Lay as Villa Park’s police chief.

McGrath has more than 30 years of professional experience, mainly with the Homewood Police Department, where she was named a deputy chief in 2012.

According to information provided last week by the Village of Villa Park, the position reopened after McGrath reneged on her contractual agreement with the village.

On Monday, Dec. 21, the U.S. House of Representatives and the U.S. Senate passed the Omnibus Appropriations and Emergency Coronavirus Relief Act (House Resolution 133) by an overwhelming majority in both Congressional chambers, appropriating another $900 billion in financial assistance to small businesses—including chambers of commerce, trade associations and other 501(c)(6) not-for-profit organizations— unemployed workers and individual income taxpayers.

President Donald J. Trump signed the legislation Sunday night.

Here are some details of the package: This short-term federal relief package expands Paycheck Protection Program (PPP) forgivable loan eligibility to include chambers of commerce, trade association and other 501(c)(6) not-for-profit organizations and provides assistance to the struggling hospitality industry.

Of the $325 billion appropriation for small businesses, $284 billion is for first and second rounds of PPP loans and increases individual loans from 250 percent to 350 percent of average monthly payroll for restaurants and hotels.

The cost of Personal Protective Equipment (PPE) is new as an allowable PPP expense.

The relief package also contains many top businessrelated priorities, including: • Simplified PPP loan forgiveness application for loans less than $150,000; • Ability to deduct expenses paid for with forgivable PPP loans; • One-year extension for Troubled Debt Restructuring (TDR) relief (Section 4013 of the CARES Act).

• Allows banks to continue to work with borrowers to gain additional forbearance and debt relief through 2021; • 100 percent business meal deductibility for 2021 and 2022; • Expanded and enhanced Employee Retention Tax Credit; • Five-year extension of the Workforce Opportunity Tax Credit (WOTC).

The relief package also contains support for individual income taxpayers and unemployed workers, including: • Direct payments to individuals: $600 for an individual making up to $75,000 per year; $1,200 to a couple making $150,000 per year and $600 for each child dependent; • An additional $300 per week will go to individuals receiving unemployment benefits.

State’s Attorney’s office adds prosecutors to gangs, public integrity units

Office restructuring to include new Violent Crimes Unit

On Tuesday, Dec. 22, DuPage County State’s Attorney Robert Berlin announced that, thanks to recent funding provided by the DuPage County Board, his office will be adding two new Assistant State’s Attorney positions to better serve the residents of DuPage County. In addition to the two new positions, the office will also create a new unit focusing on violent crimes.

“I would like to thank the County Board for listening to the voters this past election who, with a vote that received nearly 75% approval County-wide, resoundingly showed their support for a proposition in favor of funding law enforcement,” he said.

“This extra funding will allow us to further protect the residents of DuPage County, continue to improve upon the already outstanding legal representation provided to County government

and allow us to allocate additional resources into criminal justice reform efforts through our specialty courts.”

Earlier this month, Berlin assigned one of the two additional positions to the Office’s Gang Unit. This new position will double the number of prosecutors in the office dedicated to gang-related crimes to two. The second newly created position is within the Office’s Financial Crimes/Public Integrity Unit and will concentrate on the prosecution of elder abuse, identity theft and white-collar crimes. Both positions have been filled.

“Gangs continue to fuel violence throughout the County,” he said. “This past year we have seen an alarming increase of carjackings, armed robberies and other violent crimes throughout the county. These types of violent crimes destroy our communities and bringing a second prosecutor into that unit will

COVID-19 updates for DuPage County

As of 8 a.m. on Sunday, Dec. 27, there were 57,741 total cases among DuPage County residents, including 918 deaths. Since Saturday, there were 256 new cases and four deaths related to COVID-19.

The Office’s new Violent Crimes Unit will be comprised of approximately a dozen experienced, existing prosecutors and will include a forensic specialist. This Unit is charged with leading prosecutions into serious, violent crimes such as murder, armed robbery and sexual assaults.

“With a marked increase in crime across the board this past year, the creation of our new Violent Crimes Unit will enhance our efforts against those crimes that have a devastating effect on our community,” Berlin said.

“This new unit will draw from a pool of experienced prosecutors to work

these cases and will also include a forensic specialist. With the increase in cases that rely on DNA evidence, an on-staff forensic specialist will allow us to quickly and accurately process evidence resulting in quicker arrests and stronger prosecutions. In addition, we have also instituted pro-active measures in DuPage County such as our 2019 NACO award-winning FOCUS program, which is designed to provide first-time, non-violent drug offenders the treatment, counseling, education and support needed to ensure they remain on the road to recovery and rehabilitation.

“I have also reassigned a third attorney to the FOCUS courtroom to help handle its more than one thousand two hundred pending cases. Coupled with our specialty courts such as Drug Court, Veteran’s Court and MICAP, which address the underlying issues that bring offenders into the criminal justice system in the first place, these initiatives will help us achieve better outcomes for the offender and the community.”

Restore Illinois Collaborative Commission looks ahead to 2021

Do something that means something. *** I just want to let you know that, like Obama, Biden will never be my president. *** Billions of dollars for Afghanistan, Egypt, Pakistan and Jordan, but only $600 for Americans who are suffering. Who are the Washington politicians representing? *** President Trump is using other people’s money to fund his fantastical quest to remain in a job he refuses to do. He is wasting his last days in office denying the reality of Biden’s win, squeezing his supporters for more cash and pushing false conspiracy theories. He is not a leader; he is a cheater. They have been forced into online learning instead of going to class, and their sports and extracurricular activities have been cancelled or postponed.

These shutdowns have made no sense whatsoever. Gyms, trains, I heard Governor Billionaire up. Addison Dec. 21 Daniel Hernandez Jr., 41, of La Grange, was charged with indecent solicitation of a child through the internet and grooming subsequent to an investigation at around 2:28 p.m.

Dec. 14Dec. 15 Theft was reported in the 100 block of W. Roosevelt. Police said an unknown suspect cut off a catalytic converter from a vehicle that was parked in a parking lot sometime between 5 p.m. Dec. 14 and 9 a.m. Dec. 15.

Dec. 16 Theft was reported in the 300 block of N. Illinois. Police said an unknown suspect stole a cat that was let outside for an hour sometime between 4:30 a.m. and 4 p.m.

Plan B Foundation hosts Christmas Assistance Program

The Lombard-based Plan B Foundation, which helps individuals who have been incarcerated get and keep full time jobs, recently held its Christmas Assistance Program during which it had people adopt families that have been victims of gun violence and buy Christmas gifts for them. On Saturday morning, Dec. 19, the Villa Park VFW served as a venue for the Plan B Foundation to conduct a drive-thru drop-off to distribute those gifts with Santa making an appearance.

“I have to say that in the end I had more people interested in helping than I had families looking for help,” said Plan B Foundation founder Carrie Brockie, a Villa Park resident. “People were so generous and it was great to see such great members of our community. It was a great success.” Carrie and her husband, George, started the nonprofit last August. IHSA shifts badminton from Villa Park Public Library calendar spring to winter season STAFF REPORT

The COVID-19 pandemic wiped out the IHSA’s 2020 spring seasons in several sports, including badminton. The state’s badminton players might not have to wait until the spring to begin their 2021 season.

The IHSA Board of Directors recently announced a season change for the sport of badminton. The board voted during its Dec. 14 meeting to move badminton from a spring sport to a winter sport within the modified 2020-21 sports calendar.

“Given its status as a low-risk sport, we believe we can safely conduct badminton in the winter as soon as the current mitigations are lifted,” said IHSA Executive Director Craig Anderson.

“The feedback that we have heard from our schools is that this is an optimal time to conduct badminton as they look at balancing sports and facilities throughout the remainder of the school year.”

All of the IHSA’s 2020-21 winter seasons have been on hold because of the pandemic. Those winter seasons were supposed to begin on Nov. 16, 2020, and continue until Feb. 13, 2021. The spring seasons are scheduled to take place from Feb. 15 through May 1, while the newly created summer seasons are slated to run from April 19 through June 26.

“The Board reiterated [on Dec. 14] that they plan to do everything in their power to provide a season for every IHSA sport in 2020-21,” added Anderson. “There have been no cancellations of any sports, or dis-

cussions about canceling any sports, thus far. The Board appreciates the patience and flexibility of the IHSA membership and remain optimistic, especially as vaccines begin to be administered, that we will return to conducting IHSA sports early in 2021.”

After losing the entire 2020 season to the pandemic, the area’s badminton players and coaches are eager to return to competition. Willowbrook head coach Eastman Tiu is one of the coaches looking forward to seeing his players take the court. He does have concerns, however, about the move to the winter season.

“It presents a bit of a mixed bag,” said Tiu. “If we had stayed in the spring, there would have been a better chance that state mitigations will ease up by then. My main concern is that by moving to winter, badminton runs a greater risk of not running.”

Tiu noted that Willowbrook’s athletes have not yet been cleared to practice in person.

“I have no idea when the season will actually begin,” Tiu said. “Realistically, and this is purely speculation, I can envision and hope to get back into the gym around mid-January, and hopefully have an eightweek season.”

Tiu summed up his comments by describing the importance of having the Warriors return to the court for any kind of a season in 2021.

“My team is definitely eager to compete, but these days, it goes deeper than that,” stated Tiu. “They are eager for any shred of normalcy.”

Lombard/Villa Park Food Pantry board chair: Thank you for your support On behalf of the board of the Lombard/Villa Park Food Pantry, I would like to thank everyone who has donated food and funds to the food pantry during the past year.

We have been humbled by the outpouring of support from the community, especially during the holiday season. This support has helped us respond to the need for food assistance from residents who have depended on the food pantry for many years and from those who are new to asking for help because of the impact of the pandemic on jobs and income.

Since March, the food pantry has served between 150 and 200 families every week, double the number we were serving last year, with fresh

produce, dairy, meats and shelf-stable food.

I also want to thank the volunteers who show up every week to help sort, pack and distribute this food.

Glowiak Hilton supports caps on insulin costs at $100 per month On Jan. 1, 2021, Illinois will become the second state to cap out-ofpocket costs for prescription insulin, and State Senator Suzy Glowiak Hilton (D-Western Springs) is reaffirming her support for working families over pharmaceutical profits.

“Pharmaceutical corporations have profited off the lives of residents with diabetes for too long,” Glowiak Hilton said. “By capping the cost of life-saving insulin at $100 for a 30-day supply, Illinois is standing firmly on the side of hardworking families. Families should not be forced to choose between food or prescriptions.”

Nearly 30 million children and adults in the U.S. are diagnosed with

diabetes, according to the American Diabetes Association. Individuals with the lifelong condition of Type 1 diabetes will on average spend $5,705 per year on prescription insulin alone.

The new law also requires the Departments of Insurance, Human Services, and Healthcare and Family Services to issue a joint “insulin pricing report” to the public that details findings on insulin pricing practices and recommendations to control and prevent overpricing of prescription insulin drugs.

The measure, Senate Bill 667, was signed into law in January 2020 and chief sponsored by State Senator Andy Manar (D-Bunker Hill).

New law supported by Glowiak Hilton protects sexual assault survivors

Beginning Jan. 1, 2021, Illinois survivors of sexual assault will be able to keep their home addresses confidential, thanks to legislation championed by state Sen. Suzy Glowiak Hilton (D-Western Springs).

Glowiak Hilton sponsored House Bill 2818, which passed with bipartisan support, to empower the attorney general’s office to help keep survivors’ home addresses private from their attackers and stalkers.

Playing volleyball at the next level

Willowbrook High School recently hosted a virtual National Letter of Intent Signing Day event for five seniors who have committed to play their sport at the collegiate level. The Dec. 16 celebration took place online because of the COVID-19 pandemic. The five Warriors who signed letters of intent during the event included a pair of volleyball players—Grace Reckamp (above left) and Jack Walsh (above right). Reckamp will attend Illinois Institute of Technology (Illinois Tech) in Chicago, while Walsh will attend Belmont Abbey College in Belmont, North Carolina. Reckamp is a four-year varsity player at Willowbrook. During her junior season in the fall of 2019, she led the Warriors in kills and aces. Reckamp earned All-Conference recognition in the West Suburban Gold Conference during the 2019 season. The girls volleyball season during the current school year was moved from the fall to the spring because of the pandemic, so Reckamp should complete her Willowbrook career this spring. She plans to major in biochemistry at Illinois Institute of Technology. Walsh, who intends to major in finance at Belmont Abbey College, has been playing volleyball for eight years. He made the varsity team during his sophomore season in the spring of 2019 and led the Warriors in assists. Walsh piled up 26 assists in a 2019 match against York. He handed out 25 assists apiece in two other matches that season (against Leyden and Proviso West). Unfortunately, the pandemic forced the cancellation of the Willowbrook boys volleyball program’s 2020 spring season. Walsh should finish his career as a Warrior during the newly created 2021 summer season, which is scheduled to take place from May 3 to June 26.

The law allows survivors of sexual abuse or stalking to list the attorney general’s office as their contact address instead of revealing their actual address, avoiding any risk that their abuser might locate them.

The program is currently established for victims of domestic violence. House Bill 2818 expands its availability to all survivors of sexual abuse and stalking.

Elmhurst University launches innovation, entrepreneurship graduate program Elmhurst University has launched a new graduate certificate program in innovation and entrepreneurship that can help students jump-start a startup, bring new ventures to existing organizations, and better leverage ideas in today’s dynamic economy.

The Graduate Certificate in Innovation and Entrepreneurship program is designed for students interested in entrepreneurship or intrapreneurship (innovation within an existing organization). Currently accepting students for the fall of 2021, the part-time certificate program can be completed on campus or online in one year.
