With graduated tax failure, ‘there will be cuts, and they will be painful,’ governor says ‘Everything is on the table’ in addressing fiscal challenges

Backers of a graduated income tax constitutional amendment conceded defeat for Gov. JB Pritzker’s marquee policy proposal which was projected to bring in more than $3 billion annually to state coffers.

With 98 percent of precincts reporting, voters had rejected the amendment by a 55 percent to 45 percent margin. The Associated

And now for the good news Elmhurst Hospital reports that 36 inpatients with confirmed cases of COVID-19 were discharged last week. Since March 24, a total of 690 patients have been discharged.

Press called the race for the “No” camp, as a large number of outstanding mail ballots were almost certainly not enough to make up for the deficit of approximately 500,000 votes.

In his daily COVID-19 briefing in Chicago Nov. 4, an agitated Pritzker lashed out against the Republican Party, warned of cuts to public safety and human services and said several other options were on the table for addressing state budget deficits that have been ongoing for decades.

“Illinois’ fiscal problems haven’t gone away. We now sit at a crossroads,” Pritzker said. “Our state finances still require fundamental structural change. In the coming days I’ll be talking with the leaders in the General Assembly about our path forward. But here’s what we know for sure: I promised to be a governor who balances the budget and pays the bills that my predecessor left behind. I promised to make sure that our kids get a good education, that we invest in job creation and that we build a better future for Illinois. There will be cuts, and they will be painful.”

The failure of the amendment marks the end of a fight led by Pritzker which began legislatively in April 2019 and even before that politically when Pritzker was running for governor in 2017 and 2018.

Pritzker spent $58 million of his own personal fortune to promote the amendment, while billionaire Republican donor Ken Griffin, the state’s wealthiest person and founder of the hedge fund Citadel, dropped more than $53 million into an effort to defeat the tax change.

The governor had billed the graduated income tax proposal—which would have imposed higher tax rates on higher income earners—as the best of three options, the others being a 20 percent increase to the state’s flat tax or 15 percent acrossthe-board cuts to state spending.

But he has also frequently warned that discretionary spending has already been reduced drastically in

Ten choir students and one band student from Fenton High School were selected to perform in the Illinois Music Education Association District 1 honors ensembles, which takes place virtually on Saturday, Nov. 21.

several areas in recent years due to a two-year state budget impasse in which the state racked up a $16 billion backlog of unpaid bills. As of Nov. 4, the Illinois Comptroller’s office estimated that backlog at $8.3 billion.

“My predecessor, Gov. Rauner, tried to drag the state underwater with painful and draconian cuts that in the end were blocked by both Republicans and Democrats,” Pritzker said. “His approach devastated higher education, child care, human services, and hollowed out state agencies like those that manage public health and unemployment benefits, all while adding billions of dollars of debt on to our bill backlog.”

The impasse occurred beginning in July 2015, lasting 736 days, after lawmakers allowed a temporary income tax hike to expire which decreased the individual income tax rate from 5 percent to 3.75 percent. That reduced state revenues by about $4.5 billion, but in the absence of a state budget targeting cuts in spending for two years afterward, the state continued to spend at a rate far outpacing revenues. As a result, many agencies, public schools and universities all eventually saw drastic drops in funding as obligated state expenditures took precedence.

“If you set aside federally protected programs, court ordered obligations and our bond and pension debt, we would have to reduce discretionary spending in our state by

approximately 15 percent,” the governor said. “That’s 15 percent fewer state troopers. That’s 15 percent fewer students going to college, 15 percent fewer working parents receiving child care assistance and 15 percent less money for your local public schools, which likely means that your property taxes will increase.

“You could call this the republican approach option to raise revenue within our current regressive flat tax system and impose a higher flat tax which falls disproportionately on the working poor and the middle class.”

Complicating matters is a global pandemic that has ripped a hole in state finances. Even before COVID-19 redefined the state’s revenue picture, Pritzker had pegged the state’s structural, year-after-year budget deficit at about $3.2 billion.

Considering lost revenues due to COVID-19 and associated economic restrictions, that deficit could exceed $7 billion with the graduated tax’s failure, Pritzker predicted in April.

In September, Pritzker directed state agency directors to prepare for cuts of up to 5 percent for the current fiscal year and 10 percent next fiscal year, which begins July 1.

On Sept. 24, Lt. Gov. Juliana Stratton said lawmakers “will be forced to consider raising income taxes on all Illinois residents by at least 20 percent, regardless of their

level of income” if the graduated income tax fails. That would push the current tax rate to about 6 percent, and would require a simple majority vote in a Legislature dominated

by Democrats as well as a signature from the governor.

The state’s path forward could include some combination of cuts and tax increases, as well as borrowing from the federal government’s Municipal Liquidity Facility program which was authorized in the state’s budget for fiscal year 2021.

“Everything is on the table,” Pritzker said.

Pritzker has also frequently urged the federal government to pass a COVID-19 stimulus package providing aid to states but talks had stalled between Democrats in the House and Republicans in the Senate and White House prior to the election.

Some who lobbied against the amendment, including libertarian-leaning think tank Illinois Policy Institute, which was once closely tied to Republican former Gov. Bruce Rauner, have suggested the results demonstrate a need for structural pension reform.

The district’s 2020-21 school year began in August, with fully remote instruction. In early October, the district’s board of education approved a plan to begin the transition to offer some in-person instruction, provided that COVID-19 metrics in DuPage County remained in the Moderate Community Transmission Level. (The DuPage County Health Department’s COVID-19 School Metrics Guidance includes three levels of community transmission: Minimal, Moderate and Substantial.)

“DuPage County remains in the Substantial Community Transmission level for the third consecutive week,” noted the district in its newsletter of Nov. 6. The notice added that the county was in the Substantial level in five of the six factors on its COVID-19 School Metrics Guidance.

“These numbers and trends are concerning, which is why maintaining remote learning is the best course of action at this time,” the statement continued. “We will continue to connect with and care for students and will provide a robust curriculum. We also are prepared to

move to a hybrid/in-person environment when the data and guidance support that decision. We want our students back in our buildings—but more importantly, we want them safe and healthy.”

Seven days worth of meals distributed each Wednesday; no distribution on Nov. 25, but 14 days of meals will be available on Nov. 18 The district recently extended the hours of service and the number of meals provided through its community food-service program. Free meals are available to all residents up to the age of 18.

Each Wednesday, from 11 a.m. to 5 p.m., seven days’ worth of meals

(seven breakfasts, seven lunches and milk) are distributed outside of Willowbrook High School and Addison Trail High School. The food distribution at Willowbrook takes place near Door 6—the entrance near the main gymnasium.

Meals will not be provided on Wednesday, Nov. 25, because of the Thanksgiving holiday. As a result, families will have the option to request 14 days’ worth of breakfasts and lunches during the Nov. 18 distribution.

Addison Road crossing closed for repairs

Administration:

Union Pacific is performing repairs to the railroad crossing at Addison Road in Villa Park this month.

The closure began on Monday, Nov. 2, and is expected to last for approximately 15 days.

Ardmore Avenue is the designated detour route while the Addison Road crossing is closed. The crossing was closed for temporary emergency repairs for a few days in mid-September.

Union Pacific is funding and completing the entire repair project. For more information, call the Villa Park Public Works Department at 630834-8505.

He set up detailed Halloween displays at his previous Villa Park home on the 500 block of North Harvard. His set-up helpers this year included his two sons—Anthony and Vinny—along with stepson Vincent Peshel. The commission’s 2020 Halloween Decoration Awards honorees also included Mike and Jennifer Travnick of the 100 block of East Sunset Drive, as well as Rozeta Ali and Briseida Alite of the 100 block of South Myrtle Avenue. To the Illinois Democratic legislators who got re-elected or elected: The governor threatened to raise our taxes by 20 percent if the so-called fair tax did not get approved and you pulled at our heartstrings that unless you raise taxes, school funding, health care and social services will get cut.

Ask yourself, why would the majority of voters shoot ourselves in the foot by voting against it if we were the ones who would benefit by a reduced tax rate—however miniscule? I believe we were sending a message to the taxand-spend politicians: We do not trust you to manage this state’s budget crisis. Prove us otherwise and get your finances in order. And not by raising license plate fees again, for instance.

That was brutal to those of us whose Social Security doesn’t keep up with rising costs. *** The close race shows me that many voters don’t want the radical agenda of the far left, and at the same time, others were tired of Donald Trump’s unorthodox way of running the country. That many Republicans were elected to the House and Senate says the same thing about the far left and I expect them to hold the president’s feet to the fire.

While not a fan of Donald Trump, I do not like Joe Biden either, but I respect the office and will not need to find a safe space to control my rage. We all want change. Let’s find a way to close the far-left, radical-right gap and help the country heal. *** Ever notice that the people who are always pushing for lockdowns and mitigation have a job and don’t have to worry about losing it? *** Regarding this fiasco surrounding recounts and these mail-in and absentee ballots. So I guess I’m going to blame the Republicans for that. A few days before the election, many of those large cities were bracing for post-election riots. In other words, Democrats were anticipating riots from their voting base. *** It always amazes me that we have to have state representatives to file legislation HB5836 to save part of our history in DuPage County and small part of history about the Civil War Underground Railroad. It was originally bought back up to remove Graue Mill because it was offensive like the statues of the Civil War are being vandalized and taken down all over the country. Then it got changed to a more mellow excuse to remove Graue Mill Dam because it was not being used anymore. To me, this should not even be an issue with DuPage Forest Preserve District; Graue Mill is part of the museum campus that is supported

by donations from a nonprofit preservation group. So, not a budget-cutting problem to keep it open and running.

Graue Mill and the dam are both structurally sound, so it is not a safety issue.

Yet we need to have state legislation, which by the way wastes our tax dollars, to preserve part of DuPage history, because a few people don’t have enough common sense to figure out that you cannot replace a family outing about history with a video game and books which most children don’t even read these days. *** After decades of gross mismanagement by the Democratic Party, this state his heading toward bankruptcy, crime and corruption are rampant and we are one of the highest taxed states. As a result, people are leaving in droves to neighboring states. Yet the voters of Illinois and especially DuPage County have decided that the Democrats deserve to be re-elected. I wonder when will people wake up?

What will it actually take?

Villa Park Chamber of Commerce announces alterations to this year’s Joyful Traditions event Residents can stop by between 5 and 8 p.m. nightly from Dec. 5-25 Villa Park’s usual Joyful Traditions celebration won’t take place this year because of the COVID-19 pandemic, but the event’s organizers have developed an alternative that’s designed to bring joy to the community for nearly three weeks.

The village’s Joyful Traditions event is usually held on a Saturday in early December along the Illinois Prairie Path near the Rugaard Gazebo. The free festival normally features several attractions, including a tree-lighting ceremony, trolley and horse-drawn wagon rides, a S’more station and caroling from

members of Willowbrook High School’s choir. Additionally, Santa and Mrs. Claus visit Joyful Traditions and stay to greet children and pose for pictures under the gazebo.

The Villa Park Chamber of Commerce, which co-sponsors Joyful Traditions with the Village of Villa Park, recently announced its alternative plans for its unique 2020 holiday celebration. Instead of holding one event with a large crowd, this year’s setup will allow for people to come and go as they please, between 5 and 8 p.m. nightly, from Dec. 5-25.

According to the chamber, this year’s plans include more red and white lighting on the area’s Prairie Path trees and a Peppermint Lane leading up to the gazebo to take a selfie with Buddy the Elfie. There will also be a full-size Santa and a holiday hologram show.

Residents will be able to drop a letter in the Santa mailbox to tell Santa what they love about the holidays.

A name will be drawn (by Dec. 20) from those submitted letters, and Santa will deliver a gift to some lucky winner.

Ten dogs and their handlers were recently awarded the AKC’s Canine Good Citizen (CGC) title. Nine of the dogs completed their preparation for the CGC at the Lyons Township Dog Training Club’s eight-week Basic Obedience 2 class at the Odeum in Villa Park.

Following completion of the course, Deborah Sazma, member, trainer and secretary of the LTDTC, judged the dogs. Of the dogs she evaluated, Deborah wrote, “I have done several evaluations over the last year and I have to say these handlers and dogs were the most well behaved. They listened to instruction and observed the social distance rule.” In addition to her other club responsibilities, Deborah is an AKC CGC-Approved Evaluator. The AKC website describes the CGC as “a 10-skill training program that’s open to all dogs–purebred and mixed breed–that focuses on teaching the basics of good manners and obedience, instilling the values of responsible ownership, and strengthening the bond between you and your dog at home and out in the community.” The test includes the basic commands such as sit, stay, heel, and to come when called. Among the handlers were Donna Maletich of Elmhurst, Sarah Vu of Villa Park, Tracy Vroman of Villa Park and former Elmhurst resident Gail Brinkmeier, now of Wood Dale. So, the election should be over by the time we read this.

No matter which way it went, we need to start becoming “one nation, under God, with liberty and justice for all” of us. Some of us will be very unhappy, some will be happy, and maybe the majority of us will wonder what the next four years will be like for the U.S. The most important role for all of us is to respect each other, each other’s ideas, and know that this great nation was created to help so much of our world. We have been doing just that for decades, as we are the most blest people on earth.

No matter your faith background, or maybe no faith at all, we know we are fortunate to live in these United States of America. And united we must be to stay as a free people—free to live and worship when and where we choose.

This is not a worldwide concept or right. It is an American privilege.

You who believe masks save lives. I hear your quest. But I do not want to be lectured on the subject from either of your well-intended, strongly-felt sides.

Lectures were meant for college. We paid for them then, but don’t want them for free now. Social media is full of cut-and-pasted long (long!) posts regarding masks.

These posts are filled with quotes from experts. They are meant to sway your opinion regarding this subject.

By and large, they fail. Pro mask wearers will not change their opinion based on an anti-mask post and vice versa. Please quit copy and pasting ideas written by others. If you want to create a post filled with your own words (much like I did with this column) I welcome your thoughts. But don’t simply rely on the words (and ideas) of others – no matter how eloquent.

And please, if it sounds like a lecture, it probably is.

With that, I apologize for this column. I’m lecturing against lectures while I likely lecture; I acknowledge that.

My intention is not to sway you to one side or another.

You can keep your side and your mask or lack thereof.

My intention is to bring us together. Because beyond masks, beyond lectures, beyond COVID, beyond our own personal beliefs and opinions, we all need to come together now more than ever before. Let’s support each other, not tear one another down. Our country was built on differing beliefs and opinions.

Let’s not lose sight of that. Take care everyone. Stay safe.

Local high schools remain in limbo regarding status of fast-approaching basketball season Movement throughout the state to cancel/postpone

Montini Catholic High School in Lombard recently announced that 24 of its student-athletes achieved Girls Catholic Athletic Conference (GCAC) Academic All-Conference honors during the 2020 fall season.

Competing in three sports (cross-country, golf and tennis), the 24 Broncos earned the all-conference distinction by holding a grade-point average of at least 3.0 for a complete academic quarter during the fall season.

The members of Montini’s girls cross-country team to earn GCAC Academic AllConference accolades include junior Audrey Kekstadt (No. 236-above) of Villa Park. “We are quite proud of these exceptional athletes,” noted Montini athletic director Tom Lentine in a statement honoring the school’s recent GCAC Academic All-Conference recipients.

“They truly set an example for our entire student body with their ability to manage their academic and athletic schedules while securing excellent grades.”

As of press time, high schools in the Independent’s coverage area remained in a holding pattern on the topic of whether or not to pull the trigger and start the boys and girls basketball seasons on time.

Practices for boys and girls basketball, according to the Illinois High School Association’s COVID-19-adjusted calendar, are scheduled to start Nov. 16.

However, schools throughout the state have been left to decide whether or not to proceed with the season with the Illinois Department of Public Health and the IHSA at loggerheads on whether or not to play basketball at this current stage of the pandemic.

The Illinois Department of Public Health (IDPH) recently elevated basketball to its high-risk sport category, meaning only non-contact practices and trainings can occur (with parental permission) and no contests can be staged. The IHSA followed with

its ruling that, based on guidance from its Sports Medicine Advisory Committee, the season is OK to start on time, but with the caveat that each school is responsible for making the call on whether or not to proceed.

York High School athletic director Rob Wagner provided the Independent with Elmhurst Community Unit School District 205’s position on the topic, which included reference to further communication being disseminated earlier this week.

“Concerning athletics, District 205 has received guidance from its insurer to follow the governor’s and Illinois Department of Health’s direction categorizing basketball as a high-risk sport and prohibiting basketball competition this winter,” the statement read. “The Illinois High School Association has decided to move ahead with basketball as a winter sport, in conflict with the Governor’s and IDPH’s direction. The district is awaiting guidance from its attorneys and information on this issue.”

York Principal Dr. Shahe Bagdasarian confirmed that York anticipates having a decision on winter athletics, including basketball, sometime this week. Girls bowling, boys swimming, cheerleading, dance and girls gymnastics also are slated to kick off practices Nov. 16 as low-risk sports (ending on Feb. 13). Wrestling, also categorized as a high-risk sport by IDPH, has been shifted back to a summer sport (starting April 19, 2021).

No status change was reported at either IC Catholic Prep or Timothy Christian. IC Catholic Prep athletic director Michael Fahey told the Independent the school continues to wait on a ruling from the Joliet Diocese on whether or not basketball can proceed.

Of note, as it relates to IC Catholic Prep, the Rockford Diocese, which encompasses Elgin St. Edward, Woodstock Marian Central Catholic, Rockford Boylan, Freeport Aquin, Sterling Newman Catholic and Aurora Central Catholic, said last week

But reforms to the pension system passed by lawmakers in 2013 were unanimously struck down by the state Supreme Court in 2015, and any major changes would also require an amendment to the Illinois Constitution, which currently protects existing pension benefits from being diminished.

Legislative Democrats have thus far not shown an appetite for such reforms, however, and three-fifths majorities in each chamber of the General Assembly would need to vote on the measure before it could be put to voters.

The opposition campaign also centered on the trustworthiness of state politicians and the possibility that the amendment would make it politically easier to raise a retirement tax on portions of the electorate, even though that was never proposed and the amendment would not have changed the vote threshold needed to tax retirement income.

“It is clear that Illinoisans do not trust this legislature and this administration to spend more of their precious tax dollars without restraint,” Illinois Chamber of Commerce President and CEO Todd Maisch said in a statement. “We believe we’re on our way to hearing from the electorate that Illinois needs a lot more than tax increases to fix our economy. Illinoisans have made their voices heard and want a plan for rescuing our state that is not just raise taxes, raise taxes and raise taxes some more.”

Pritzker addressed pensions and trust in government as well.

“I’m going to continue to make sure that we’re paying the pensions that are owed to people and that we don’t tax retirement income. I will stand Foursquare against any tax on retirement,” he said.
