City of Elmhurst joins IGA with Village for St. Charles Road bridge repair

Elmhurst to share cost of day-to-day maintenance

The Public Works and Buildings (PWB) Committee of the Elmhurst City Council met on Tuesday, May 28, to discuss Elmhurst’s participation in an Intergovernmental Agreement {IGA) with the Village of Villa Park and the Elmhurst Park District, related to the St. Charles Road Bridge Rehabilitation Project. Located just west of Illinois Route 83 in the Pick Subdivision and leading into Villa Park, the four-lane St. Charles Road Bridge was constructed in 1979. As part of that construction, the state of Illinois, Villa Park, and the City of Elmhurst entered into an agreement that described the jurisdiction of the bridge as well as maintenance responsibilities. The bridge is currently scheduled to have the bridge deck and substructure replaced beginning in the summer/ fall of 2019. According to the PWB report, those portions have met their useful life and need to be replaced for the safety of public motorists. Village secures 80% funding for project Villa Park has taken the lead on the design of the bridge improvements and has already secured state and federal funding for 80% of the engineering and construction costs. Villa Park has asked Elmhurst to cover a proportionate share of the remaining local match (20% of total project cost) for both engineering and construction. The proportionate share, based upon

the limits of the construction project, would be 52% for Villa Park and 48% for Elmhurst. In addition, while the state currently has jurisdiction over the bridge, Villa Park carries on the day-to-day maintenance responsibilities of the structure. Therefore, Villa Park has asked that Elmhurst consider funding a 50% share of these maintenance responsibilities, because both municipal boundaries align at the structure. The City of Elmhurst felt the funding and maintenance requests by Villa Park were fair and equitable and a new IGA has been drafted to reflect the proposed changes to the funding and maintenance responsibilities between the two municipalities. The new IGA includes the Elmhurst Park District by reference, as the Salt Creek Greenway Trail resides under the bridge, and within the jurisdiction of the Illinois Department of Transportation (IDOT). All three entities – IDOT, the Elmhurst Park District and the Village of Villa Park -- reviewed the IGA and found it acceptable. At its meeting on Monday, June 3, the Elmhurst City Council voted to approve the recommendation to enter into the IGA with the Village of Villa Park and the Elmhurst Park District. In the interest of the project staying on the current construction schedule, the Elmhurst City Council suspended the rules to pass the recommendation at the same meeting. Later in the meeting, Council elected to approve and authorize the execution of the IGA.
