Bipartisan group calls for state spending cap Cullerton: Getting state budget in order ‘does not mean another tax increase’

Over the past 10 years, state government spending has grown 25 percent faster than taxpayer income, with many claiming the government is spending faster than Illinoisans can afford.

To combat this issue, State Senators Tom Cullerton (D-Villa Park) and Michael Connelly (R-Naperville) are pushing a bipartisan proposal that would ensure Illinois’ spending grows at a predictable rate that cannot be easily changed.

“Illinois needs to get its budget in order and that does not mean another tax increase,” Cullerton said. “Common sense dictates that you spend what you have. This bipartisan measure will help our state get on track toward responsible spending and force people to eliminate waste, fraud and abuse. We need to work together to restore fiscal stability for families across Illinois.”

Senate Joint Resolution Constitutional Amendment 21, sponsored

by Cullerton, would cap growth in government spending at the rate of growth in Illinois’ economy, as measured by the average annual growth of per capita GDP over the preceding 10 years.

This plan would focus on smart growth that would allow government agencies to grow at a rate that taxpayers can afford. The legislation also includes a clause that allows for the General Assembly to override this spending cap in case of an emergency.

Connelly, chief co-sponsor of the measure, said he is tired of the state’s spending habits as well.

“It’s no secret, the state of Illinois has a spending problem,” Connelly said. “For more than a decade, spending has consistently outpaced state revenues. We cannot continue

to go down this path of overtaxing and overspending. Both Democrats and Republicans know this, which is why we are coming together in a bipartisan manner to put forth legislation that underscores the dire need for balanced budgets and economic growth. This legislation is not only a way to restrain state government, but

it’s also a sound economic reform that can fundamentally move Illinois forward.”

If Illinois approves this measure, it would join states like Maine and Washington, which have implemented statutory spending caps. States such as Texas and Tennessee have caps mandated by their state constitu-

tions.

“The spending cap amendment is a commonsense solution to decades of bad budgeting practices. From 2005 to 2015 state spending grew 25 percent faster than taxpayers’ personal income, and that’s unsustainable,” said Adam Schuster, director of budget and tax research at the Illinois Policy

Institute. “A spending cap would allow for a responsible and sustainable balanced budget without tax hikes and would provide clarity and certainty for lawmakers when it comes to how much revenue they have to spend.

This spending cap is a positive step forward and will help put Illinois on a path toward fiscal health.”

Resident rallies the community on behalf of disabled man Michael D’Agostino finds himself with new job, a little nest egg

While doing her weekly shopping, Addison resident Rachel Lobello became acquainted with a physically-disabled gentleman named Michael D’Agostino, who worked as a greeter at one of the big box stores. Michael was always pleasant and eager to help out anyone who needed anything. Rachel looked forward to seeing him in the store every time she shopped.

On Friday, April 13, Michael greeted Lobello at the store and told her he had some sad news.

“I’m being fired,” he said. “Today’s my last day.”

“Whatever for?” Lobello could hardly believe it.

“They say they are eliminating greeters at our store,” he said. “I asked if I could have a job anywhere else in the store. I would have done anything, really, but they said ‘we really don’t have anything else that you can do.’”

Michael told the Independent in an interview that all he did on his last day was work his shift, punch out, and walk out the door.

“No one said anything to me,” he said. “No one came to say goodbye, no managers came to talk to me, I just punched out and went home. I worked there for 13 years.”

Lobello was heartbroken for her friend.

“I teach special ed, so I know what it’s like when my students are treated like that and it just breaks my heart,” she said, fighting tears.

“My heart just went out to him and I just had to do something about it.”

Kratz said. “We hope it will help you out.”

Michael was speechless. He didn’t know what to say.

A job offer is arranged Lobello wasn’t finished. Earlier in the week, she had spoken to the owner of Caputo’s fresh market, which is currently going through a building expansion. Owner Robertino Presta Jr. said he would be hiring more greeters after the store’s construction is completed, but upon hearing Michael’s story, he decided he would come to the Briki Restaurant that Saturday and offer Michael a job on the spot.

Sure enough, Store Director Jose Figueroa and Robertino, grandson of Caputo’s founder, walked into Briki Restaurant and came up to the table to speak to Michael. The crowd grew quiet as Robertino began to speak to Michael, saying he had heard of his misfortune.

“I’m here to offer you a job, we’d like you to come work with us at Caputo’s,” Robertino said, handing Michael a job application. “Go ahead and fill that out and then we’ll figure out a schedule for you.”

“I went into the store and talked to the manager to speak on Michael’s behalf,” Lobello said. “The woman who talked to me just brushed me off, she said, ‘if you have a problem, you’ll have to call corporate.’ I just couldn’t believe it.”

On April 11, Willowbrook English teacher Brian Shanahan was honored by Barnes & Noble in Oak Brook as the store’s recipient of the 2018 Barnes & Noble “My Favorite Teacher Contest.”

The contest takes place annually and is an opportunity for students to write an essay, poem or thank you letter sharing how a teacher has influenced their life and why they appreciate and admire that teacher.

Shanahan was nominated by Willowbrook senior Anna Marie Cuccinotto, who submitted a poem titled “Belonging.” The entry shared how Shanahan helped her discover her passion for and develop her skills in writing, as well as find the confidence to join the Willowbrook Speech Team. Cuccinotto received a certificate of recognition in honor of her contest entry. She plans to attend Indiana University–Purdue University Indianapolis and major in communications.

“I kind of have teaching in my DNA,” he said. “My mother taught in the Archdiocese of Chicago for 20 years. I also have an uncle who was a college professor, and my father was an English major who wrote press releases and worked in public relations for First National Bank of Chicago.

Shanahan said he was shocked and grateful to be nominated for this award.

“I am completely overwhelmed and beyond humbled to be nominated by Cuccinotto,” Shanahan said.

Addison Trail boys track team in good position Blazers continue to make progress in multiple events

Addison Trail boys track coach Jim Ziebka likes what he has seen from his squad thus far this spring.

“We have transitioned very well to the outdoor season,” he said. “We are seeing multiple athletes across all events achieving personal records on a weekly basis.”

Progress has been made in the relays department, in particular. “Our relays are strong and improving every week,” said Ziebka.

Field events and middle-distance fall into that category as well. “Our field events are coming along and our middle distance is starting to demonstrate marked improvement. We are very fortunate to have some great student-athletes who are willing to do what is needed to help the team.”

Consistency in improvement has been another key for the Blazers.

“We have not seen any massive demonstration in improved perfor-

mance in any one particular event,” said Ziebka. “However, we have become better across the board every week. Our student-athletes have really bought into the process and they should be ready to peak at our conference-championship and sectional meets.”

Albert White, a senior, competes in the high jump and is part of the Addison Trail 1,600 relay team. “Albert has really stepped up in the high jump and has become a mainstay on our 1,600 relay team,” said Ziebka.

“His work ethic and team-first attitude have been awesome.”

Senior Braden Whitaker is new to the team this season. “Bradan has been so impressive as a first-year track athlete,” said ZIebka. “He is such a well-rounded athlete who has been able to immediately contribute in the high jump, long jump and a few sprint events.”

Freshman Cole Greaves also has made an impact. “Cole has had a great freshman year, but now is really starting to demonstrate some serious improvements and like many

of our guys wants to be better every day,” said Ziebka.

Addison Trail continues to work toward the West Suburban Conference Gold Division and sectional meets that are quickly approaching in May. “Our student-athletes trusted the coaches and have bought into the process and the results are now starting to come into fruition,” said Ziebka. “We have really good kids and I am excited to watch them perform over the next few weeks. So far, so good. I do wish we were more consistent in our performance earlier in the year. There were a lot of variables that contributed to this ebb and flow of performance, but recently we have been demonstrating consistency and improvement. This could not happen at a more important time of the season, so I am anticipating some great performances in the weeks ahead.”

At the recent Everett invitational, Nick D’Ambrose was sixth in the 100 with a time of 11.83. Pablo Mosely, a junior, was sixth in the 200 in 25.10. Senior Alvaro Garza was third

in the 400 in 53.42.

Junior Lukas Rodriguez took fourth in the 800 in 2:08.88. Junior Ricardo Arreguin was seventh in the 1,600 in 5:15.84. Arreguin also was sixth in the 3,200 with a time of 11:04.29.

Junior James Carr took second in the 110 hurdles in 17.64. Junior Cesar Herrera was fifth in the 300 hurdles in 49.04.

Addison Trail took sixth in the 400 relay in 46.63 and placed fourth in the 800 relay in 1:37.67. The Blazers were fourth in the 1,600 relay with a time of 3:46.23. Addison Trail also was third in the 3,200 relay in 8:50.10.

Junior Sergio Serna took seventh in the long jump with a mark of 16-11 ¼, Sophomore Sulaemon Ahmed was sixth in the triple jump at 36-6 1/2. Mike Renc took fourth in the shot put at 40-9. Renc also was eighth in the discus at 92-3.

White took fourth in the high jump at 5-2.

The Blazers took sixth in the invitational with 81 points.

In a limited outdoor sample size to work with, Willowbrook boys track coach TJ Artman likes what has transpired thus far.

“We are running well for having only one meet so far,” he said.

In that first race, Artman liked what he saw from Mike Isaacson, who ran a 4:47 1,600 and also a 2:04 in the 800. “Mike had a great start,” the coach said.

Brandon Loth broke into Willowbrook’s all-time top 10 list in the shot put after going 50-10 1/2 at Glenbard South.

“That ranks him No. 8 all-time in school history,” said Artman.

Artman is hopeful with better weather on the horizon that his squad will get much more meet work under its belt.

“Hopefully we’ll have more in the next two weeks as we get some more meets in,” he said.

Addison Trail boys volleyball The Addison Trail boys volleyball team split a pair of recent contests with Morton and Lake Park.

In a 25-10, 25-14 West Suburban Conference Gold Division win against Morton, Jacob Grygo had 23 assists, six kills, two aces and two blocks.

David Zielinski had 12 kills, four digs, two blocks and two aces. Justin Werderitch had four kills and three blocks. Joe Mosny had three kills and two blocks. Mikey Strycharz had three kills. Bryan Florian added 13 digs, while Christopher Garcia had six digs.

The win moved the Blazers to 4-0 in conference play.

The Blazers also lost 25-20, 25-19 to Lake Park in non-conference action. Grygo had 12 assists, seven kills, four digs and one block. Zielinski had seven kills, five assists and one block. Werderitch had three kills.

Florian had five digs. The loss left Addison Trail at 16-4 overall.

Willowbrook boys volleyball The Willowbrook boys volleyball team lost a recent 25-19, 27-25 decision to Metea Valley in non-conference action.

Nick Cookingham had six kills, 16 assists and five digs. Tim Keefe had seven kills, one ace and four digs, while Jacob Entwistle had six kill and four digs. Buddy Martens had 12 digs.

In a three-set loss to York, Cookinghmam had 21 assists, seven kills and two blocks. Joe Cavazos had nine kills and one block. Jevon Lowery had four blocks and two kills, while Martens had nine digs and three assists.

In a 25-21, 25-23 loss to Hinsdale South in West Suburban Conference Gold Division play, Cookingham had five kills, two blocks and 15 assists.

Keefe had six kills, while Martens had nine digs and one assist.

Willowbrook baseball team sweeps Proviso East Warriors pound out 20 hits, including nine for extra bases in finale

The Willowbrook baseball team swept a recent three-game West Suburban Conference Gold Division series from Proviso East.

Willowbrook won the opener by a 20-3 count in five innings. The Warriors scored two runs in the first and then put the game out of reach with seven more runs in the second and then added seven additional runs in the fifth inning. The Warriors had 13 hits.

Sam Tumilty went 4-for-5 with three runs scored and three RBI. Ryan Mintz went 2-for-2 with two runs scored and an RBI. Mason Kamp had two RBI. Jack Nilles had two runs scored, a hit and two RBI. Frank Clements scored two runs.

Dax Meyer had a hit and two RBI. Dan Gusel Jr. scored four runs.

Meyer, Mintz, Nilles and Tumilty each had a double. Jeremy Conforti hit a triple. Vince Ruchala was the winning pitcher. He went five in-

nings and allowed three hits, two earned runs and struck out five while issuing no walks.

Willowbrook took Game 2 by an 11-0 score in five innings. The Warriors scored seven in the third inning and four more an inning later. Willowbrook finished with 12 hits.

In this game, Tumilty had a hit and an RBI. Kamp scored two runs.

Trevor Jaloszynski went 2-for-3 with two runs scored and three RBI. Sam Pelsor went 3-for-3 with two runs scored and four RBI. Ruchala went 2-for-3 with an RBI. John Taylor also went 2-for-3 with an RBI. Jaloszynski, Pelsor, Ruchala and Tumilty each had a double. Taylor stole three bases.

Brandon Shissler was the winning pitcher. He pitched a two-hit, five-inning shutout and struck out three.

Before the finale, the Warriors dropped a 7-5 WSC Gold game to District 88 neighbor Addison Trail.

Willowbrook led 4-1 at one point in the game, but Addison Trail scored a run in the third and five more in the fourth. Addison Trail won the game despite having only four hits.

Tumilty went 2-for-4 with two runs scored. Hines, Mintz, Kamp and Pelsor each had an RBI. Nilles took the loss in relief. Mintz, Joey

Guthrie and Jaloszynski all pitched in the game. The four combined to strike out eight Addison Trail batters.

Willowbrook then won the finale of the Proviso East series 17-0 in five innings. Willowbrook led 8-0 after two innings thanks to a seven-run second. The Warriors then put up nine runs in the fifth. Willowbrook had 20 hits.

Tumilty had a hit and an RBI. Hines went 3-for-4 with three runs scored and two RBI. Mintz went 4-for-4 with two runs scored and three RBI. Kamp had two hits, two runs scored and an RBI. Jaloszynski had a hit, two runs scored and an RBI. Scott Tumilty had two hits and an RBI. Pelsor had a hit and two RBI, as did Nilles. Marshall McDonnell had a hit and an RBI. Meyer had a hit and two RBI. Willowbrook pounded out seven doubles in the game. Hines had two triples and one of those doubles. Mintz stole two bases.

Ethan Pieniazek was the winning pitcher. He went five innings and allowed no runs on two hits, while striking out eight and walking only one.

Willowbrook was 12-7 overall after the sweep of Proviso East and 7-4 in WSC Gold play.

Fenton girls track team looking to make its mark Bison excelling in field events and relays

Having athletes who work hard takes care of much of the battle for any sports team.

Fenton girls track coach Frank Kekstadt has that in flying colors this spring, thus the coach’s excitement about the remainder of the season.

“Our strengths are our team character and senior leadership,” said Kekstadt. “We have a large roster that consistently comes to practice on time and is focused on self-improvement. My returning coaches and new coaches are all on the same page with team philosophy. It is clear we all are working together on the same goals.”

Kekstadt said Fenton currently is strongest in the field events and relays. “They score most of our points

and set the tone early in the competitions,” he said.

Kekstadt said one huge positive was the recent performance of its 1,600 relay team. “Recently our 4-by-400 relay has had thrilling come-from-behind first-place finishes behind two different anchors. Our 4-by-100 relay is experienced and is one of the fastest relays in school history. Our 4-by-200 relay is only two seconds off a school record. Our 4-by-800 relay was second in the indoor MSC conference meet that had 14 schools (where Fenton took second overall) and placed first in our Bison Invite.”

Kekstadt added the team’s newcomers also are adding to the team’s depth and point-scoring ability at meets.

“The new girls on the team filling varsity spots has improved our team the most since the indoor season,” he said. “After the last two meets we

set a combined 76 personal records, which is the largest recorded number since I have been keeping track.”

On the individual front, Cassidy Kelly anchored the 4-by-400 relay at the Bison Invitational, catching a Trinity runner and passing her at the finish line. Kekstadt noted Kelly was 40 meters behind the runner at the final exchange.

Becky Millard anchored the 4-by400 at the Chicago Christian quad and passed three girls in the final 200 meters.

Marilyn Medina, Kekstadt noted, recorded five personal records in the last two meets in distance events.

“I like the family-oriented focus and fun we are having,” said Kekstadt. “The positive energy that my excellent coaches bring every day.

I also like knowing the seniors will go on to do great things in the future.

The IC Catholic Prep softball team upped its record to 16-0 earlier last week with a 15-2 Metro Suburban Conference Blue Division win against Wheaton Academy.

The Knights led 9-0 after the first inning and 12-0 after three innings.

IC Catholic Prep had 18 hits in the contest.

Josie Lytton hit four triples in the game, while Daniela Murillo added a triple and Emma Lytton had a double.

IC Catholic Prep also smacked three home runs in the game with Kayla Faber-Cournane, Murillo and Rebecca Cash each hitting one.

Illinois rivers helped feed economic growth in state

During the first century of the state’s history, the natural habitats along the Illinois River helped spur fishing industries and had places for hunting.

The Illinois River was a habitat for bottom-feeding fish such as catfish, common carp and smallmouth buffalo as well as mussels. The abundance of fish led to a commercial fishing industry between Havana and Meredosia, according to the state museum. Towns had their own markets that processed and shipped fish to large Midwestern and Eastern cities from the 1890s to the 1950s.

Sport hunters formed clubs and bought land along the Illinois River to start duck hunting resorts managed by locals, according to the state museum.

However, there also was a demand to be able to transport goods, which

changed life along the river.

Reports in the 1830s said the river wasn’t navigable in 70 to 80 places during the low-water months. A canal was eventually built between LaSalle and Chicago.

“The canal was instrumental in Chicago’s growth,” said Michael Wiant, the interim director for the Illinois State Museum. “There’s a recognition there, navigability on the river would give vitality to the economy of Illinois.”

Towns along the Illinois River, such as Naples, Grafton, Peoria and Beardstown, are the earliest communities in the region to be established.

Ottawa had deposits of silica sand, that would be transported into Chicago for construction.

“You could begin to see the river as an artery that literally feeds the heart of the city,” Wiant said.

Levees eventually were built along waterways to keep the river in place, and maintain a channel. That infrastructure decision also eventually drained floodplains and backwater habitats, which led to those areas becoming land for row-crop agricul-

ture.

“The river is largely, by the early part of the 20th century, engineered to handle that transportation issue that is having vitality,” Wiant said.

“But it comes at a price of not only the natural powerhouse of the backwater lakes, things like commercial fishing industries are affected negatively. It changes the character of the river profoundly.”

Natural habitats for ducks, fish and mussels were negatively affected and populations crashed, Wiant said. Eventually there were wildlife refuges established to give habitat to ducks to try to keep those population.

“To maintain navigation, you need stable water levels. To get stable water levels you need locks and dams.

To keep the channel in place you need levees,” Wiant said. “Levees then cut off the backwater lakes from the natural hydrology of the river, and while you’re producing agricultural commodities, which are good things to be sure, the price you’re paying, the natural habitats are deteriorated.”

as the Mississippi River, as economic engines for the transportation of goods continues today.

In recent years, there has been an effort to increase the amount of commodities and goods that are moved down the Illinois and Mississippi rivers.

America’s Central Port has been awarded a $713,000 federal grant to help load containers on the Illinois River at Beardstown. The containers would be sent to Chicago to be loaded onto trains, or to St. Louis where containers would be placed on trains, or continue down the Mississippi River on barges to New Orleans. The project is still in the planning stages.

Cargill has grain elevators along the Illinois River, in locations such as Havana. Barges are loaded and then sent down the river and eventually connected to the Mississippi River where they head toward the Gulf of Mexico where they are then shipped around the world to places such as Europe and Japan.

“There’s an immense amount of grain that is transported along the river today,” Wiant said. “So, if you look at Naples, and Beardstown, and Meredosia and Havana, the number of elevators of grain handling facilities in Havana is stunning. They do an incredible amount of transportation of grain from that point.”

According to the Mississippi River Cities and Towns Initiative, nearly $5 billion in annual revenue and 20,000 jobs are generated by commercial navigation on the Mississippi River.

In 2015, 35 million tons of goods moved on the Mississippi River through the St. Louis area, according to data provided by the St. Louis Regional Freightway, which is a freight district and comprehensive authority for freight operations and opportunities within eight counties that compose the St. Louis metropolitan area.

“It’s a combination that adds up to the St. Louis region having inexpensive barge freight rates for the handling of fertilizer, steel, manufactured goods, coal, petroleum products and agricultural commodities,” said Mary Lamie, executive director of the freightway.

The St. Louis area, and the freightway district, has touted how one-third of all the river freight traffic from Minneapolis, Minnesota, to Cairo, Illinois, goes through the St. Louis region.

The St. Louis Regional Freightway is promoting the Mississippi River between Illinois and Missouri as the “Ag Coast.” Ports in the St. Louis area are the northernmost icefree and lock-free access ports to and from the Gulf of Mexico.
