Developer drops plans for Rte. 83 and St. Charles Road No tears shed as 16-pump gas station-convenience center pulls out

After a group of residents in Elmhurst’s Pick Subdivision came together to protest a development project being considered at the northwest corner of Illinois Rte. 83 and St. Charles Road, and after a striking defeat from the Elmhurst Zoning & Planning Commission, developers of the Ambrose Design Group in Crystal Lake told City of Elmhurst it was pulling out of the development. The Pick Subdivision includes the area west of Rte. 83 to Villa Avenue in Villa Park. The site under consideration was most recently occupied by Back Alley Burger and Krave Restaurant; prior to that, the location had a Kentucky Fried Chicken and an independent restaurant called the Kopper Kettle.

Preliminary site plans were presented to the City’s Zoning & Planning Commission (ZPC) by Ambrose Design Group for the site known as 601-609 St. Charles Road. The Ambrose plan calls for a 16-pump service station, convenience shopping center and a carry-out restaurant, with plans for another drive-thru restaurant sometime in the future.

DuPage County announces Complete Count Committee Advisory group to ensure completion, accuracy in 2020 Census

On Tuesday, May 14, the DuPage County Board voted to create a DuPage Complete Count Committee, a special advisory group whose mandate is “to provide direction and advice to ensure an accurate 2020 census count of DuPage County residents.”

DuPage County Board Strategic Planning Committee Chairwoman Sadia Covert will chair the Complete Count Committee and District 5 Board Member Jim Healy will serve as Vice-Chair. The primary function

of the committee will be community outreach.

“The Committee will work with representatives of the federal Census Bureau and with state and local complete count committees to ensure a timely and comprehensive outreach plan to educate DuPage County residents as to the importance of a complete and accurate 2020 census,” according to the County Board resolution.

“This work is incredibly important as federal and state officials rely

on population data derived from the census to allocate funds to the County and local units of government,” said DuPage County Board Chairman Dan Cronin. “It’s crucial that we count all individuals living in DuPage County as this data will also be used for congressional, state, legislative, county and local government representation as part of the reapportionment and redistricting process.

We want our count to be accurate so that our communities are fairly represented here, in Springfield and in

Washington, D.C.” The DuPage Complete Count Committee will include a Board Member and a mayor from each DuPage County Board district. It will also include representatives from the Regional Office of Education, the DuPage County Health Department and the DuPage Community Services Department. The DuPage County Board Chairman may also appoint representatives of religious groups, minority communities, units of local government, civic organi-

zations, educational institutions, the business community, and not-for profit organizations.

According to the resolution, Committee members will receive no compensation for their service. All meetings of the Committee will be open to the public, minutes kept, and notice of meetings will be given pursuant to the Illinois Open Meetings Act. Meeting announcements will appear on the front page of the DuPage County website at dupageco.org.

DuPage County awards human services grants to nonprofit agencies The DuPage County Board awarded $900,000 to local nonprofits last week through the DuPage County Human Services Grant Fund.

Health and Human Services Committee Chairman Pete DiCianni said the fund was created by the County Board to partner with agencies directly serving the needs of DuPage County residents.

“These DuPage County nonprofits provide vital community services to protect our most vulnerable populations,” he said. “This public-private partnership helps these agencies pursue additional private and public support to leverage the largest amount of money to help the most people possible. We are honored to help improve the lives of DuPage County residents through this program.”

The grants are available to organizations that help families achieve independence, ensure the protection of children and other vulnerable residents, in addition to maximizing prevention opportunities to strengthen families’ well-being and stability.

The grants range from $3,157 to $56,000. The agencies were required to be registered as a 501(c)(3), serve a broad geographical area of DuPage County and have made a substantial impact on County residents for at least three years.

Summer camps for ages 3-5 Parks and Recreation offers a great program for kids ages 3-5 to keep them busy this summer. House Democrats ‘closing in’ on votes needed for tax overhaul Leaders need 71 votes to put a proposed constitutional amendment on the 2020 ballot

With only two weeks remaining in the 2019 regular session, Democrats in the Illinois House say they are close to securing the 71 votes needed to pass one of Gov. J.B. Pritzker’s top priorities, a constitutional amendment to

overhaul the state’s income tax system.

“I think we are rapidly closing in on 71 and I’m confident the governor will, with the personal meetings he’s having with members, get us over the hump,” said Rep. Robert Martwick, a Chicago Democrat and the lead sponsor of the measure in the House.

The proposed amendment, which cleared the Senate on May 1, would allow the General Assembly to replace the state’s “flat” income tax system, where all tax filers pay the same rate, regardless of their income, with a multi-bracket “graduated” tax that would impose higher rates on higher

levels of income.

But the amendment has languished in the House Revenue and Finance Committee while Democratic leaders have struggled to secure the three-fifths majority, 71 votes, needed to place the issue on the November 2020 ballot.

In that election, it would need support from either three-fifths of those voting on the question or a majority of all people voting in the election in order to take effect.

Pritzker has said he believes a graduated tax is the only way to solve the state’s long-term structural budget deficit without making draconian cuts

in funding for public services. Opponents, however, argue that such a system would make it easier in the future for lawmakers to raise taxes on selected groups of people.

In addition to the amendment, the Senate also passed a bill May 1 spelling out what the new tax rates would be if the amendment is approved.

Rep. Michael Zalewski, a Riverside Democrat who chairs the Revenue and Finance Committee, also said he’s hopeful Pritzker can secure the votes needed in the House.

“I think the governor has had some productive conversations with mem-

bers in the last week,” he said.

Zalewski’s committee was scheduled to meet Monday afternoon, May 20, and some observers believe the amendment could come up for a vote then, sending it to the full House for a vote.

If the measure is to pass the House, supporters will have to secure the votes entirely from within the 73-member Democratic caucus because House Republicans have said they are unanimously against it.

“We don’t need it,” House GOP Leader Jim Durkin said during a Statehouse news conference May 16.

Sports gambling options include allowing bets to be placed at Wrigley, other stadiums

Sports betting could take place at the home of the White Sox, Bears, Bulls and Cubs depending on which details emerge in a final

bill to legalize the practice in Illinois.

Rep. Michael Zalewski (D-Riverside) has championed this year’s effort to bring sports wagering to the state, and several different plans for doing so have been filed in recent months.

Three of those plans would allow betting operators to set up wagering sites at or within five blocks of Guaranteed Rate Field, Soldier Field, United Center and Wrig-

ley Field, with the approval of the teams that play there.

One of those plans would make betting operators pay a .25 percent royalty fee to the sports leagues, while also requiring the use of official league data.

But that plan, filed as the third amendment to Zalewski’s House Bill 3308, has not been discussed in legislative hearings on the matter since the first batch of sports betting plans were released in mid-

March.

Meanwhile, the other two plans that also allow betting at pro facilities were released more recently, and do not include royalty fees to the leagues.

On May 13, Iowa became the 10th in a growing list of states to legalize sports betting since a U.S. Supreme Court ruling last year allowed the practice.

As Illinois lawmakers are still struggling to accommodate the

various interests—including casinos, race tracks, online or mobile operators, professional leagues and more—Zalewski did not give a definite timeline for when a final sports betting bill might emerge for a vote on the House floor.

“I’d say I’d like a vote as soon as we can get enough support,” he said.

Zalewski mentioned that the leagues are in favor of allowing sports wagering at their facilities.

Republicans, Democrats stand together on increased gas tax Lawmakers considering every revenue option for infrastructure plan by May 31

A new report says subpar roads in Illinois are costing drivers $1,300 to $2,600 in repair, safety and congestion costs annually, and that number will increase if the state does not take action on an infrastructure bill this legislative session.

Unveiling the report Wednesday at the Capitol, representatives of the Illinois Chamber of Commerce joined one Democrat and two Republican lawmakers who said they are ready to take the lead on an infrastructure bill, and all sources of revenue—including hikes to the motor fuel tax and vehicle registration fees—are on the table.

“You can’t build 21st century infrastructure with 1990s money.

There isn’t enough efficiency, there isn’t enough reform, you just can’t do it,” said Republican Rep. Margo McDermed, of Mokena. “We still need to look at the fact that our buying power has plummeted because cars are much more efficient and we don’t get as much money in, number one. And number two, inflation. We haven’t raised that (gas tax) number since 1990.”

McDermed joined the two other lawmakers, Sen. Martin Sandoval (D-Chicago) and Don DeWitte (RSt. Charles), in saying the independent report by national transportation research group, TRIP, demon-

strates the cost of inaction on an infrastructure bill.

“The real question we have to ask is, ‘What is the cost if we do nothing?’ ” DeWitte said. “[The report] is more evidence that the longer we wait, not only do things get worse, but the more expensive it becomes.”

The report estimates drivers in Illinois face $18.3 billion in annual vehicle costs as a result of rough roads, traffic crashes, and lost time and wasted fuel caused by congestion.

In Springfield, that boils down to about $1,300 per person annually.

In the Chicago area, it amounts to about $2,600 each year.

Sandoval, who chairs the Senate committee that has been touring the state to hear from local officials about infrastructure needs, is sponsoring legislation to raise the state’s gas tax by up to 25 cents while hiking vehicle registration fees. He said his proposal, which would raise $2.4 billion in revenue, is a launching point for discussions on a capital bill.

“I think it’s a hypocrisy on behalf of our state to consider ourselves to be the crossroads and hub of America when we don’t necessarily take a real public and personal interest in upkeeping our infrastructure. We’ve fallen behind for far too long,” Sandoval said.

Sandoval did not give specifics on what measures, if any, lawmakers were considering to drive down labor or project costs rather than upping taxes and fees, though he said they would be included in a final bill.

McDermed said her Will County district is in dire need of infrastructure improvements. Specifically,

she said a twin bridge on Interstate 80, which is one of the worst-rated in the state, has caused her constituents to alter their traffic patterns.

“People in my district are telling me they take the side streets to get where they’re going,” McDermed said. “They don’t take the bridge anymore. … This is unacceptable.”

The lawmakers acknowledged increasing fees or the gas tax will

be a difficult sell for some of their colleagues, but “literally every number is on the table, because every member is having input into this process,” DeWitte said.

McDermed said a 2016 constitutional amendment which mandates the use of gas tax and licensing fee dollars for transportation infrastructure and safety use will ensure new revenues are not diverted from

road and bridge projects.

The Chamber is supportive of a measure that would raise the gas tax while phasing out a state sales tax on motor fuel, which is not guaranteed to go to roads.

Sandoval, however, said that would phase about $600 million out of the state’s general revenue fund that would need to be made up elsewhere.

NASAO commends $779 million investment in nation’s airport infrastructure Last week, U.S. Department of Transportation Secretary Chao announced the intent to award $779 million in infrastructure grants to 127 airports throughout all fifty states and Puerto Rico. Funding for these grants was made possible in the FY18 Consolidated Appropriations Act., which required the FAA to give “Priority Consideration” to specific airports (smaller and more rural airports). Approximately $205 million was awarded in the first round, leaving the remaining $800 million available before the end of FY2020.

“This supplemental funding allows us to invest in important infrastructure needs at the nation’s airports, especially those serving smaller and rural communities,” said U.S. Secretary of Transportation Elaine L. Chao. The selected airports will receive funding for

construction or equipment to increase their safety, capacity, and security. The recipients of the selected grants will meet any remaining required approvals.

The two sides agreed to discuss amendments going forward.

‘Move Over Law’ takes effect in July Illinois Secretary of State Jesse White is again calling on drivers to stop driving while distracted – with a special emphasis on moving over when approaching a stopped emergency vehicle or any stopped vehicle displaying flashing lights.

The Move Over Law, also known as Scott’s Law, is designed to protect law enforcement, emergency responders and others who are stopped on the side of roadways.

“Motorists need to focus on driving when they are behind the wheel,” said White. “Stop driving distracted and stop texting. If you see an emergency vehicle stopped on the side of the road, reduce speed and change lanes if possible.

White announced his office is undertaking efforts to enhance public education on the Move Over Law. This includes: •Adding a reminder about the

Move Over Law to driver’s license renewal notices. The office is required by state law to mail these notices.

•Adding a reminder about the Move Over Law to vehicle registration renewal notices.

•Adding a test question on the Move Over Law to the written driving exam.

•Creating a pamphlet on the Move Over Law for distribution at all Driver Services facilities statewide.

In addition, White has instructed the Secretary of State Police to conduct periodic stings throughout the state to enforce the Move Over Law. This will add a police component to the educational campaign.

The goal is not to write tickets, but to ensure that motorists are driving safely and moving over when the law calls for it.

“We have a responsibility to

drive safely,” said White. “And we have a duty to protect those who protect us by moving over when approaching a stopped emergency vehicle. It is the law.”

Motorists convicted of violating the Move Over Law face a minimum fine of $100 up to $10,000 and the offense goes on the motorist’s driving record. A violator’s driver’s license is suspended for 24 months in the event of a fatality and six months in the event of personal injury.

White reiterated that a new law he initiated is set to take effect July 1, 2019, to further crack down on texting while driving by classifying first-time offenses as moving violations. Under the current law, which took effect in 2014, second and subsequent texting while driving offenses are treated as moving violations, while first offenses are treated as nonmoving violations.

Changes likely coming to cannabis legalization bill

Some provisions that advocates for recreational marijuana legalization have said are the most important facets of their bill faced the stiffest questions at a legislative hearing May 15.

“Throughout all of the work we’ve been doing, there’s been three real themes that have arisen on why we should be doing this,” said state Sen. Heather Steans, Senate Bill 7’s sponsor. “We want public safety, particularly for our kids; we want social justice; and we want, by getting our policy right, additional revenue for the state.”

But, at an Illinois Senate Executive Committee hearing, Steans, D-Chicago, and fellow legalization supporters faced questions about expungement measures in the current bill, public health effects of legalization and normalization of marijuana, and where the revenues resulting from legalization will be distributed.

Expungement Deputy Gov. Christian Mitchell said Gov. J.B. Pritzker’s office is willing to negotiate the expungement matter as lawmakers questioned the process laid out in the current bill.

State Sen. Dale Righter, a Mattoon Republican, questioned why the expungement provision applies to people who faced charges for possessing up to 500 grams of marijuana when the current legislation allows for possession of up to only 30 grams.

Mitchell said that amount was chosen because companies would be manufacturing that much cannabis with intent to deliver while some were sitting in jail for the same offense.

“I think the idea here is that those who are convicted of these offenses should not suffer the lifelong consequences of having this criminal record,” he said.

Revenue Steans said revenue resulting from legalization is expected to reach $500 million annually when the program is fully matured, but fiscal year 2020 revenue estimates would be closer to $56 million – far less than the $170 million in Pritzker’s January budget proposal. According to the bill, 35 percent of legalized cannabis revenue would go to the general revenue fund; 25 percent to a “Restoring Our Communities Fund” to pay for community reinvestment projects in low-income and high-crime communities; 20 percent to a fund to support mental health and substance abuse services at local health departments; 10 percent to the Budget Stabilization Fund to pay the backlog of unpaid bills; 8 percent to the Illinois Law Enforcement Training and Standards Board to establish a law enforcement grant

His opinion article needs to be seen by everyone asap. We are under duress to get out as much info as possible regarding Illinois’ proposed marijuana (MJ) legalization bill.

We are in a political storm of progressive agenda throughout the country. We are no longer asked to tolerate, but to now accept and even endorse those things which we once nuanced and snickered about in whispered conversations, done on the sly by a few, is now thrown in our faces and open to the public.

Those who advocate, even doctors, tout the medical benefit and managing the underculture of people who frequent MJ. But there is a cost.

This drug is a drug and it has consequences.

As the great economist Thomas Sowell once said the test for any new policy is to ask the question “at what cost?” The cost of legalizing MJ is too great.

Those of us against legalization, and other socialist-type policies have to pick up the pieces of shattered lives these government policies leave behind. Dr. Weiner correctly identified the potential dangers in the bill and only touches upon the growing American drug culture, but doesn’t go into the real cost to our families, our communities and society in general.

We have long known governments do not necessarily have our best interests in mind. Government will spend all it has and if you give it more, it will spend more. So my goals have always been fiscal conservatism and to reduce spending and reliance on government. Despite this, local, state, and the federal governments throughout the country are growing. There is an alarming increase in federal reliance.

So the questions we should ask is at what cost are we willing to legalize and make another drugs mainstream in an already over-drugged society?

Dr. Weiner didn’t talk about how MJ effects our brain pleasure centers, reduces our drive, and the gateway drug deniers obviously have not had a family member devastated by the ravishes of listlessness, homelessness and criminality that often ensues. Look at what’s happening in Chico, Ca. where my family resides, or in San Francisco, and watch the video “Seattle is dying.” Even in an environment of acceptance, the homelessness is increasing and becoming an incredible public crisis.

Sure there are those who dabble in pot and continue to be productive members, and keep their pot participation on the sly, but legalizing it

would logarithmically grow the community problems it inevitably creates. For what? So government can have more money to pay for more and more of it’s spending and bad contract negotiations, and bad policies and former government representatives who “double-dipped” and lead to our borrowed pension crisis?

Our property taxes will continue to rise anyway, ours went up 35% this year, as well as all the additive costs that makes Chicago the #1 in debt city in America and Illinois one of the worst run and corrupt states in the nation. The new governor, who surprisingly has enjoyed no criticism, is already advertising his tax increases on TV to make it seem more palatable.

Write your reps, and tell this governor he needs to be more fiscally responsible, rather than doing something we have not asked for and incurring the cost of broken lives, communities, and hearts.

Senator working to speed up forensic testing State Sen. Tom Cullerton is taking action to help eliminate the backlog of evidence sitting unchecked at state forensic labs.

Cullerton (D-Villa Park) passed House Joint Resolution 7, which directs the Auditor General to conduct a performance audit of the Illinois State Police Division of Forensic Sciences.

“Forensic evidence can make or break the outcome of a case,” Cullerton said. “These scientific procedures are increasingly important in solving

crimes. It is imperative that we speed up this process to ensure that justice is delivered swiftly.”

The resolution directs the auditor general to examine crime labs’ equipment, procedures, and staffing levels with the goal of identifying and reporting to the General Assembly on factors preventing them from compliance with federal rules on swiftly processing evidence.

The current backlog of biological evidence includes numerous cases of violent crimes, including mur-

ders, shootings, and criminal sexual assaults, that end up being delayed for long periods of time. It typically takes at least one year for biological evidence to be processed by the state crime labs.

In today’s climate where police and prosecutors are increasingly scrutinized about their procedures, DNA evidence is crucial to the successful prosecution of criminal cases.

“One of the most important players in any type of testimony often isn’t a person but the forensic evidence,”

Cullerton said. “Our hope is this report will provide the General Assembly with the knowledge to help give the Illinois State Police the necessary tools to drastically improve turnaround and ensure they are in compliance with federal protocols.”

This bipartisan initiative is sponsored by state Rep. David McSweeney (R-Barrington Hills) in the House.

Sen. Glowiak focuses on human trafficking

One of the fastest-growing criminal activities in the world remains largely invisible, but that could change as state Sen. Suzy Glowiak works to provide hospitality workers with the tools to spot and report on human trafficking.

Glowiak (D-Western Springs) passed House Bill 3101, which would require hotels and motels to train employees to recognize the signs of human trafficking and know what to do when reporting it to au-

thorities.

“Just as we’ve discovered that teachers or hairdressers can be the ones who most readily spot the telltale signs of domestic violence, we’re learning that hotel employees might be the ones who spot human trafficking,” Glowiak said. “We all are taught to step up when we see wrongdoing, and this training will give hospitality workers the knowledge and build the confidence to be able to identify signs of human traf-

ficking and act quickly to do the right thing.”

Under the proposal, the Illinois Department of Human Services would develop a human trafficking recognition training program for hotel and motel employees. Human trafficking is now the second-largest criminal activity in the world and the fastest-growing. The International Labor Organization estimates that there are 40.3 million victims of human trafficking globally.

“It’s crucial that we take the lessons learned by other states and implement them in Illinois to help put a stop to this criminal activity,” Glowiak said.

House Bill 3101 passed the Senate’s Human Services Committee with unanimous support and now heads to the full Senate for consideration.

give much thought to the concept of liking them.

Like does not always precede love. Sometimes it does. You might like a friend and then grow to love them. You probably liked your significant other before loving them.

But with kids it is just the opposite.

You love them first and – in the

trenches. Creating a family. Raising kids. Putting band aids on boo boos and wiping noses and bottoms. It was hard work. Quite literally 24/7.

Sleep deprived doesn’t even begin to describe it.

We are now on the tail end. We can sleep when we want. Everyone at our house can do their own wiping. I am overjoyed.

It’s been a more than few years I guess and a gradual process – this decrease in parental workload and responsibility. My husband and I have found ourselves alone in the house on more than a few occasions.

Sometimes we eat dinner – just the

best of circumstances – like them later. Love is one thing. Like is another. Both are good. Both are great. Loving your son is wonderful.

Liking him is a bonus. Ditto that for your daughter. Double ditto for a granddaughter.

My life is filled with bonuses.

Sigh of contentment.

For years (decades) I never really thought about liking my husband.

I loved him, of course. But I didn’t contemplate the like factor. He’d probably admit the same. We were too busy to dwell upon the likes of like.

He and I spent many years in the

two of us. Other times we watch a movie without interruption. We have the opportunity for extended conversations. We’ve established a cadence to our days and weeks.

We’ve created a new routine without really thinking about it. And in the midst of this I’ve discovered something pretty powerful: we still like each other.

We get along. We talk. We laugh.

We share stories. We remember. We plan for the future. We like being together.

We are friends.

Throughout its thousand-year history, the term stained glass has been applied almost exclusively to the windows of churches and other significant religious buildings. Although traditionally made in flat panels and used as windows, our resident stained glass creations are made by using cellophane paper cut out in different shapes and forms, glued on the surface of the glass creating frosted intricacies that beam colors of the rainbow when they catch light.

On Mother’s Day, Terra Vista of Oakbrook Terrace hosted its first art show, attended by family, friends and community visitors from the surrounding area. Report calls for major changes at DCFS

Democratic Gov. J.B. Pritzker vowed May 15 to carry out all of the recommendations in a new, independent report that calls for sweeping reforms at the Illinois Department of Children and Family Services to prevent future deaths of children who have been in foster care or other child welfare programs.

The report by Chapin Hall, a child and family welfare policy research institute at the University of Chicago, focused on what are known as “Intact Family Services,” which are intended to address cases of child abuse or neglect without removing those children from their homes.

In most cases, those services are provided by outside agencies that contract with DCFS, although the agency does keep direct control of certain “high-risk” cases. Over the past several months, there have been a number of high-profile deaths of

children whose families had previously received those services.

The report cited a number of “systemic influences” within DCFS that have prevented the agency from operating those programs effectively.

Those include “structural” issues in the way in which teams and individuals are organized and held accountable; “procedural” issues involving how cases are managed and how work flows in business processes; and “cultural” issues involving commonly held beliefs among people who work in the system.

“These challenges are the result of many years of misguided decisions, underdeveloped program rollouts and unacceptable funding cuts,” Pritzker said at a Statehouse news conference.

“There is nowhere in the Illinois government that has been more hollowed out than DCFS. And there is nowhere in state government where those cuts have done more damage.”

The report noted the rate of child

deaths from maltreatment is actually slightly lower than the national rate— 2.19 per 100,000 children in Illinois, versus 2.36 per 100,000 children nationally. It also noted that while the actual number of child maltreatment-related deaths each year has been declining, the actual incidence of child abuse and neglect has been growing.

In his budget proposal, Pritzker has asked lawmakers for an additional $75 million for DCFS and authority to hire an additional 126 case workers.

But the report calls for additional reforms within the agency, such as working with courts and prosecutors to refine the criteria used for removing children from their homes, refining protocols for closing Intact Family Services cases, and improving the quality of supervision within the agency to provide more clear lines of authority and supervision.

“The recommendations provided

by Chapin Hall amount to an overhaul of Intact Family Services,” Pritzker said. “I am committed to carrying out that overhaul as quickly and effectively as possible.”

Standing with DCFS Acting Director Marc Smith, Pritzker said the agency has already taken some steps, including launching a high-level review of more than 1,100 open cases, establishing an eight-person “crisis intervention team” that will conduct immediate investigations and reviews in cases of child deaths, and expanding training programs for caseworkers.

One thing the report did not call for, and which Pritzker so far has not recommended, is to abandon the privatized system of contracting with outside agencies to provide Intact Family Services and to bring those services back in-house where they would be performed by state employees.

“I asked Chapin Hall this ques-

tion too. With the right kind of oversight, with the right kinds of policies and procedures, it can be done well,” Pritzker said. “But I think they would say … from the very beginning, the policies and procedures for oversight have not been … put in place, and so that’s part of what we’re visiting as a result of their recommendations.”

Anders Lindall, public affairs director for AFSCME Council 31, the union that represents DCFS workers, said in an email statement that doing away with privatization should be considered.

“The report talks at length about systematic improvements to DCFS and child welfare generally, including making the department more accountable,” he said. “One way to ensure that DCFS is directly accountable in high-risk cases is keep all of them inhouse on state employee caseloads rather than outsourcing these cases to private contractors with fewer resources and less oversight.”

Democratic lawmakers demanded their colleagues take action on a controversial, sweeping reproductive health care bill at a rally May 15 just outside the Statehouse.

Their call for the Reproductive Health Act to get a committee hearing comes amid recent action by other states to restrict access to abortion procedures.

The act, proposed in the House by Rep. Kelly Cassidy, from Chicago, and in the Senate by Sen. Melinda Bush,

from Grayslake, would repeal Illinois’ abortion law and replace it with what backers and detractors agree would be the most liberal reproductive health care legislation in the country.

Democratic Gov. J.B. Pritzker has vowed to “make Illinois the most progressive state in the nation for access to reproductive health care,” seemingly indicating he would sign the bill if it arrived on his desk.

But after its introduction in February, both versions have sat in legislative limbo.

Currently, communities qualifying for Restoring Our Communities funding have not been specifically identified. Upon questioning, Mitchell said a list of such communities was being compiled.

Barickman said he would like to see communities impacted by the opioid epidemic added to those that could access grant funding from the bill, but state Sen. Toi Hutchinson, an Olympia Fields Democrat, said funding is rightly allocated to communities impacted by the government-led war on drugs.

Health and safety Several opponents testified against legalization, pointing to public health consequences such as increases in driving under the influence and normalization leading to increased use.

Some said legalization will send the message to youth that marijuana use is OK. Hutchinson said legalization advocates understand there are health consequences resulting from marijuana use. But she said marijuana use is already normalized in movies and television that young people consume every day.

Hutchinson said “a pretty sturdy public health campaign” which is part of the bill would better promote

She was referencing a law signed May 15 by Alabama’s governor effectively banning abortion in the state.

Others, including Georgia, Kentucky, Mississippi and Ohio have passed other restrictive laws this year.

Some of those states aim to get their laws before the U.S. Supreme Court in hopes of overturning Roe v. Wade, the landmark 1973 case that legalized abortion nationwide.

Sara Hutchinson Ratcliffe, vice president of Catholics for Choice, called those bills “onerous and cruel.”

The group supports the Reproductive Health Act. Cassidy and Bush were joined by about 20 legislators from both chambers of the General Assembly in urging

Reproductive Health Act, it must be moved to a substantive committee. For about two months, it was sequestered in the same subcommittee as all the other abortion-related bills proposed this session.

Democratic Rep. Emanuel Chris Welch, from Hillside, is the chair of the Executive Committee and called for the act to be posted there next week.

He said he is “committed” to giving the bill a “full, fair hearing and being a proud yes vote.”

“We need to leave here today and demand that our leadership give this bill a hearing. Give this bill a hearing.

We’ll let the opposition have a voice, but guess what, we’re going to outvote them,” he said.

When visiting Kie&Kate Couture, you would never think this fashionable women’s boutique once started in the owner’s home, but it did. Kate Kemph was a first grade teacher when she put her career on hold to stay at home and raise her then two children. Meet Diane Kilcommons, Center Director of Huntington of Elmhurst Huntington Learning Center helps every student become the best academic version of him/herself.

Diane Kilcommons has a master’s degree in education and has taught for 35 years, including home educating her four children. Diane and her husband, Mark, have owned Huntington Learning Center for the past nine years. Huntington Learning Center helps children improve their foundational skills in reading, writing, spelling, math, and phonics. Diane‘s youngest, twin sons, Patrick and John were able to benefit greatly by attending Huntington Learning Center themselves. Currently, Pat and John are retired from football and finished their season with a nine and one record. They are graduating from Dartmouth College in June and are gainfully employed.

Addison Trail boys volleyball team wraps up regular season Blazers opened state playoffs earlier this week

The Addison Trail boys volleyball team wrapped up the regular season with a trip to the Willowbrook invitational and a West Suburban Conference Gold Division match against Leyden.

Addison Trail took sixth at the Willowbrook event and dropped a three-setter to Leyden by counts of

25-17, 11-25, 26-24.

The Blazers finished the regular season 11-24 overall and went 3-3 and took third place in the WSC Gold.

Filippo Caccucciolo had a season-high 10 kills against Leyden and J.T. Daniels had a season-high five blocks in the contest.

Through the end of the regular season, Joe Mosny was leading the team in kills with 232. Nico Nasti had 581 assists, while Enzo Ciaccia was tops on the team in digs with 116. Michal Zdanowicz was leading the team in service aces with 20 and Mosny was leading in blocks with 60.

Addison Trail coach Chad Grant

was pleased with how his team played to close out the regular season against Leyden. “Our offense and defense put forth our best performance of the season in our last match,” he said. “We had a season-high in kills with 32 and digs with 48. We had a solid win against Glenbard East in the Willowbrook tournament. Glenbard East had been ranked in the top 25 all year and is the fourth seed in our sectional.”

Grant has seen offensive output spike throughout his hitters. “At the beginning of the year we only had two guys who could get kills for us consistently,” he noted. “Now, we are

comfortable going to all five hitters.”

Grant also has been pleased with Ciaccia’s play on defense. “Enzo has taken over the libero spot recently and has been solid,” he said. “He is passing great and had a season-high in digs against Leyden with 11. That’s also the most we have had from anyone in our libero spot this year.”

Addison Trail has improved at the service line as well. “I like that we are accurate and we don’t miss many serves,” said Grant. “It seems to always allow us to be in the game, even though we are consistently challenging ourselves against great competition.”

Grant added Addison Trail’s record this season isn’t quite indicative of the progress the team has made. “Our record doesn’t indicate the kind of team we are,” he said. “We have battled through injuries to our most important players, a very tough schedule and youth at a lot of positions.

We are playing our best ball now and hopefully that carries over into the postseason.”

Addison Trail opened the playoffs against Fenton earlier this week at St. Charles North.

If Addison Trail won that match, it faced Bartlett, the No. 3 seed in the sectional, Tuesday.

The Fenton girls soccer team reached its own Class 2A Fenton regional championship game where it lost 7-0 to Chicago Latin School.

Fenton reached the title game after defeating Chicago Prosser 3-0.

In that contest, Natalie Diaz had a hat trick for the Bison, accounting for all the team’s goals.

Fenton finished the season 4-10-3 and went 1-5 in Metro Suburban Conference Red Division action.

Diaz led the team in scoring with five goals this season.

Fenton coach Victor Ruiz was pleased with how the team came together as the season wore on. “We have been playing and battling as a team,” he said.

Ruiz said the Bison’s biggest strides came this year on the offensive side of the ball. The Bison have continued to work on finishing scoring opportunities.

Individually, Ruiz noted seniors Jacqueline Nogueda and Kimberly Reyes have been the team’s most consistent players, while Jacqueline Casas and Lesly Mora have given the team a push on the wing.

“The girls don’t quit and they don’t give up,” said Ruiz.

Fenton baseball The Fenton baseball team played a recent two-game series against Riverside-Brookfield.

In a 10-3 loss to R-B, Fenton was down 9-0 after two innings. The Bison scored two runs in the third and another run in the seventh.

David Burch went 3-for-3 with a run scored and an RBI. Jose Alvarez went 1-for-3 with two RBI, while Angelo Mendoza also had a hit. One of Burch’s hits was a double.

Andrew Pietrucha and Michael Rago pitched in the game.

Fenton then dropped a 4-1 contest to R-B. Fenton led 1-0 after five innings.

Burch went 1-for-2 with a run scored. Pietrucha had two hits and an RBI. Michael Rago had a hit. Burch stole a base.

Matthew Janovsky took the loss, but only allowed seven hits and three runs over six innings, while striking out seven.

Fenton boys volleyball The Fenton boys volleyball team opened IHSA playoff action earlier this week at St. Charles North against Addison Trail.

Willowbrook senior Victoria Palma competed in the recent Class 3A girls track and field state finals meet at Eastern Illinois University.

Palma finished eighth in her preliminary heat of the 1,600 and did not advance to the finals race. Palma ran 5:03.73.

Willowbrook boys track The Willowbrook boys track team took ninth at the recent Class 3A York sectional in Elmhurst.

The Warriors finished with 13 points and had no state qualifiers.

Tarell Regans was third in the triple jump at 43-9.

Willowbrook’s 1,600 relay took sixth in 3:38.55 with Alex Simmons, Liam Riesen, Mohammed Aly and Will Stout.

Simmons was sixth in the 400 with a time of 51.87.

Brandon Heselton was fifth in the 800 at 2:01.43, while Tyler King was sixth in 2:01.65. Stout was fifth in the 300 hurdles at 41.61. D’Onte Gholston was seventh in the long jump at 20-7.

Addison Trail boys track The Addison Trail boys track team competed at the recent Class 3A York sectional. The Blazers had no state qualifiers.

The Blazers were seventh in the 1,600 relay with a time of 3:38.70.

Cesar Herrera was 10th in the 300 hurdles with a time of 43.19. Jonathan Ramos was 11th in the 800 with a time of 2:05.53.

Dylan Moran took 10th in the 3,200 with a time of 10:08.04.

The Blazers were 10th in the 3,200 relay in 8:56.01 with Randy Almarales, Cole Greaves, John Taci and Christopher Trujillo.

Addison Trail softball The Addison Trail softball team won a pair of West Suburban Conference Gold Division games against Proviso East recently.

In a 12-0 win over Proviso East, Addison Trail scored six runs in the fifth inning to put the game

away. The Blazers had 13 hits.

Gia Napoli went 2-for-4 with a run scored and an RBI. Sophia Hawkins went 2-for-4 with two runs scored and two RBI. Anna Ruffolo went 2-for-2 with a run scored and an RBI. Taylor Gloms went 1-for2 with a run scored. Maddie Biancalana went 2-for-2 with a run scored and four RBI. Dakota Zimmermann went 2-for-2 with an RBI. Lizzie O’Brien had a hit and Sam Bucher had a hit, two runs scored and two walks.

Ruffolo and Gloms each had a double, while Hawkins and Biancalana each had a triple. Zimmermann, O’Brien and Napoli combined to throw a five-inning one-hitter with nine strikeouts.

The Blazers also were 20-3 winners against Proviso East. Ruffolo, Madison Domek and McKenna Gayon each had a double, while Hawkins hit a triple.

Vince Daudelin pitched a five-inning complete game and allowed one hit and no earned runs, while striking out seven.

Addison Trail also was a 13-0 winner against Proviso East. The Blazers scored eight runs in the third inning and had 12 hits overall.

Carlson went 2-for-3 with two runs scored and two RBI. Vince Daudelin went 3-for-4 with three runs scored and an RBI. Scali had a hit, a run scored and three RBI. Nick Daudelin had a hit, a run scored and an RBI. AJ Conrad had three hits and two runs scored. Josh Meglio had a hit, a run scored and an RBI, while Rosal had a hit, a run scored and two RBI. Meglio doubled in the game, while Carlson and Vince Daudelin each had two triples. Conrad stole four bases.

Nick Zucchero was the winning pitcher. He allowed two hits, no runs and struck out five.

Willowbrook girls soccer team wraps up season Warriors take third in WSC Gold with 4-0-2 mark

The Willowbrook girls soccer team wrapped up its 2019 season after a 3-0 loss to Chicago Whitney Young in the semifinals of the Class 3A Glenbard East regional in Lombard.

Willowbrook ended the year with an 11-10-2 mark. The Warriors fin-

ished third in the West Suburban Conference Gold Division with a 4-0-2 record.

Prior to the playoffs, Lizzy Florey was leading the Warriors in scoring with 21 goals and nine assists. Grace Tumilty had 12 goals and 12 assists, while Julianna Paulsen had 12 goals and two assists. Erin Fitzgibbon had eight goals and six assists.

Coach Julio Del Real noted position changes were made during the season and the results were quite positive. “We have adapted very

well to the positional changes that have happened within the team,” he explained recently. “The girls are putting together the form and skill level necessary in the state playoffs. We continue to see contributions from many of our players and that will help us late in the games with substitutions.”

Del Real added another area that has improved throughout the season has been players helping each other out on the field. “The girls’ ability to cover for each other has gotten so much better,” he said.

“Positioning also has been a big improvement. As much as we work on our passing and first touch, it is beginning to look a lot better.”

Del Real said Florey, Tumilty and Sara Fitzgibbon have been sparkplugs on offense. “Lizzy, Gracie and Sara have been doing an outstanding job at getting our offense working,” the coach said.

“In most of the scoring that has happened, these ladies have had a lot to do with it.”

Maura Heneghan has been a constant on defense for the Warriors.

“Maura has been doing a great job at keeping the defense together, and as a team, we have done a great job overall,” said Del Real.

Willowbrook scored 61 goals as a team heading into the playoffs, something Del Real is proud of beyond just the sheer quantity. “Fifteen of the 19 on the roster have contributed with at least an assist,” he said.

Chicago Whitney Young went on to win the Glenbard East regional title with a win against the host school.

Willowbrook boys volleyball team picks up pair of wins

Willowbrook boys volleyball coach Ryan Bazon sees a bright future for his team.

That was evident in victories against West Suburban Conference foes Lyons Township (2-set win) and fellow Gold Division member Hinsdale South (3-set win).

“We are a team with a ton of potential and that was shown in our

win over Lyons Township and our win over Hinsdale South,” Bazon said recently.

“When the guys play with energy and confidence for a whole match, we can beat a lot of teams. However, we have struggled a bit with consistency and continue to work in practice to overcome this obstacle.”

Willowbrook was 9-17 overall through 26 matches and stood at 2-2 in its first four WSC Gold contests.

Through 26 matches, Jevon Lowery was leading the team in

hitting percentage at .371. Michael Hay was tops in kills with 99. Jack Carey was leading the team in serving percentage at .977.

Jack Walsh was tops in aces with 21. Hay was leading in blocks with 57, while Walsh had a team-high 241 assists.

Jimmy Whiting was tops in digs with 159.

“After a tough middle of our season, I am encouraged by the growth I have seen over the past few weeks and I believe we can make some noise in our sectional,” said Bazon.

Lowery was cited for his strong leadership this season. “I am highly encouraged by the leadership of Jevon, our senior middle blocker,” said Bazon. “He plays with high energy, is a great leader for the young guys and is extremely coachable.”

Walsh, a sophomore, has played well at the setting position. “Jack continues to adapt to the speed of the varsity game on a daily basis and continues to grow as a volleyball player,” said Bazon. “He will be a huge asset in the years to
