Could there actually be good news from Springfield?

It’s true — when the constant discussion of the state’s budget impasse gets all the news, the good news gets swept under the rug. But there is good news to report, according to Constance Beard, director of the Illinois Department of Revenue who discussed the effort to transform state government.

“The Grand Bargain is an effort in the Senate to get rid of the logjam, create jobs and restrain spending,” she told those who attended the Illinois Chamber of Commerce Legislative Summit on Wednesday, Feb. 8. “Rauner’s administration has improved things for the better. We’re not getting out the good news.”

There are five areas which have seen improvement, Beard said: ERP/ SAP agency conversion; a new Department of Innovation and Technology; state agency administrative hearing reform; “Cutting Red Tape;” and lean management training and implementation.

The Enterprise Resource Project (ERP) was prompted when Governor Rauner recognized that all state agencies were doing things differently.

His first act was hiring a technology expert who said the state was about 40 years behind in its technology and software. Some agencies were still using software from the late 1960s and 1970s. Once everything was automated and done digitally, they were able to consolidate 75% of outdated systems into one that covers all agencies state-wide.

“It allowed us to replace more than 120 redundancies,” Beard said. “It will save between $52- and $193-million a year.”

and Technology (DoIT) consolidated state agency IT services and enhanced IT security, such as better protection of Social Security numbers. The effort also retired redundancies and expensive antiquated systems, according to Beard.

“Right now many are being trained in the new system which will allow more mobile response to the workforce,” Beard said. “It allows working directly with agencies to achieve strategic goals. After just three months, everything has been

corrected, we are now using the last four digits of [Social Security numbers] for better security.”

She said there is a site called MyTaxIllinois.gov that allows people to actually look into their state tax account to see when payments were

made, etc.

Unemployment Insurance Tax Collection has leveraged the Department of Revenue’s general tax system.

(Continued from front page) “There were people working, but still collecting unemployment,” she said. “[Correcting] that is saving $17 million. Consolidated registration and reporting is working well for business tax payers, too. You register just once and don’t have to fill out separate forms.”

Centralized administrative hearings was a program developed after the system in place was taking too long when people had disputes with a state agency.

Beard said the effort has eliminated case backlogs, reduced resolution time, offered more transparency for taxpayers and created a consistency between state agencies in administrative processes.

“All cases are being resolved in a much more timely manner,” she said.

By Executive Order in 2016, Rauner called on all agencies to “Cut the Red Tape” and perform comprehensive reviews of their own rules and regulations and remove anything that is redundant, outdated, repetitive, unnecessary, confusing or harmful. The Illinois Competitiveness Council even offers an online portal for the public to share ideas to simplify or reduce regulations, Beard said.

“It is our goal to be more responsive to people,” she said.

And with the new “Lean Management” training, there is further elimination of items that waste time, effort or money. Each agency was asked to identify each step in their processes and then revise and remove that which holds no value to the agency or to the public.

“There are 67 teams already reviewing operations to focus on continued improvement, such as using less paper,” she said. “Now, an issue comes in electronically, it’s immediately ‘triaged’ to the right place and it is made viewable to taxpayers. There’s no [spending] involved, just common sense.”

Beard is glad things are moving forward in a positive way.

“It’s embarrassing to say we still do it the old-fashioned way,” she said.

“It’s been fun to watch the various teams get involved and go ahead and it’s done.”

During Q&A, someone asked about taxing Internet sales, but Beard was doubtful that would happen.

“Internet online sales may seem to be impacting local dollars,” she said.

“But many pay taxes where they have distribution centers, including Illinois.”

Rauner’s advisor on economic development paints bleak picture Biggest issues: fewer jobs, workers comp, licensing

On Wednesday, Feb. 8, a small group of Chamber members joined Elmhurst Chamber of Commerce & Industry president & CEO John R. Quigley on a one-day trip to Springfield for the Illinois Chamber of Commerce’s Legislative Summit.

The event is held annually just after the new session of the General Assembly convenes.

The first speaker was Mischa Fisher, economic development policy advisor to Governor Bruce Rauner, who painted a matter-of-fact perspective of where we’ve been and where the state is going in terms of economic development. Fisher said manufacturing jobs have fallen off, while they used to have their “economic ground-

ing” in the Midwest. Comparing Illinois to other states and the U.S. as a whole, manufacturing jobs dropped across the board in the past few years, but have since recovered — everywhere except Illinois.

Fisher posed the question, “how do we stay robust when we are doing so poorly?”

He said the second biggest factor was pension funding; that Illinois has the second largest pension debt and the worst funding ratio, the highest taxes and the highest amount of overall debt.

Another issue is workers compensation, which needs reform in Illinois.

“Business relocators go through the Department of Commerce,” Fisher said. “Workers compensation insurance rates average $3- to $5-million.”

He talked about licensing as well.

“In terms of basic entrepreneurial businesses, the state has 2 million,” Fisher said. “But one in three

requires a permission slip from the government to keep their jobs. There may be 16,000 more jobs but a rise of 300% more regulation. If you want to braid hair, be an interior decorator or a landscaper, you need [certification] and there are 470 others.”

Fisher reminded the audience about the funeral director who was caught a few years ago improperly disposing of bodies.

He got his license revoked but continued to do it.

“Government oversight through licensing is a way of delivering value to customers that people can rely on,” he said.

The bright news is that the state is working on ways to expedite the licensing process after Gov. Rauner ordered an overview of all agencies who are responsible for licensing with a goal of reducing it by 25%.

Asked if the state could file bankruptcy, Fisher said no. Cities can but states cannot.

“We are required to keep up our pension liabilities, which will keep pushing us deeper and deeper in debt,” he said. “[Without reform] all other spending and services won’t happen.”

Asked for a best case scenario, Fisher said if workers compensation gets under control, and we keep things going forward, then the state can grow. Illinois still has one of the lowest rates of state income tax, but we’re losing 1000 jobs a year, he said.

“Comprehensive tax reform at the federal level needs to take place then we could see growth across the country,” Fisher said, “but it hasn’t been done since Reagan was in office.”

He did commend the local government consolidation that has taken place recently.

“We still have I believe 6,500 units of government, which is twice as much as the next closest state,” Fisher said. “Some special assessment districts have been eliminated.”

It was at the Illinois Chamber of Commerce Summit held in Springfield on Feb. 8 that some people just heard about the “Grand Bargain” being contemplated by the Illinois legislature.

The Grand Bargain was the first bill introduced in the spring session of the Illinois General Assembly, designed in part to overhaul the funding for Illinois’ public schools. Governor Bruce Rauner appointed a commission which worked over the summer

to create the plan and hammer out the details. The plan is a bipartisan package of bills that includes tax increases, spending cuts, new casino licenses and other issues. Committee hearings are reportedly already taking place.

Previous reforms have failed mainly due to the governor’s and the legislature’s inability to rise above partisan politics. One such proposal in 2015 planned to shift money from wealthier districts to those in poor areas as an alternative to yet more state spending. School funding is just

one of Illinois’ financial woes, albeit the most important in many people’s eyes.

State Sen. Jason Barickman, a Republican out of Bloomington, was scheduled to speak at the Chamber Summit on Wednesday of last week, but was unable to break away from his duties at the State Capitol. Barickman has led his caucus on the issue.

“If ever there was a time to address it, the time would be now in the context of us coming together in a bipartisan manner on all these other host of issues,” he said. “This one’s so difficult in any normal context that I think it’s critical to incorporate into this larger effort.”

The overall goal of school funding

reform, according to Barickman, is to move more state dollars to school districts with greatest needs while also accounting for each individual district’s own individual characteristics, such as the number of special education students or those from low-income households. The current system relies too heavily on local property taxes, Barickman said, adding the reminder that Illinois is among the worst in the nation at providing equitable funding for its various school districts.

Legislators on both sides of the aisle hope that finding a formula to fund Illinois’ schools will be part of Gov. Rauner’s “Grand Bargain.”

Feb. 3 Police said a 39-year-old Addison man had an original warrant out of the Addison Police Department for domestic battery an obstructing a police officer.

A 25-year-old Addison man was charged with domestic battery in the 800 block of Heritage Drive at 8:42 p.m. Police said the suspect pushed a victim into a wall, twisted her arm and took her cell phone and iPad away from her.

Villa Park Feb. 4 A stolen vehicle was reported at a convenience store in the 600 block of N. Addison, at around 10:08 p.m.

Police said an unknown suspect stole a vehicle that was left in the parking lot unsecured and keys in the ignition with the engine running.

The vehicle was later recovered unoccupied in an area near Lincoln and Mertle.

Battery was reported at an establishment at around 1:40 a.m. Police said an unknown suspect struck a bar patron with a beer bottle, causing injury. The suspect then left the scene.

A male juvenile from Villa Park was charged with possession of a stolen vehicle, four counts of battery, criminal trespass to a vehicle and driving while license suspended in the 300 block of N. Princeton at around 4:30 p.m.

Feb. 2 Kenneth H. Flowers, 41, of Villa Park, was charged with two counts of battery in the 200 block of E. Pine at around 4:11 p.m.

Brynne M. Perry, 24, of Aurora, was charged with possession of drug paraphernalia, driving while license suspended and disobeying a stop sign near Addison and Sunset at around 1:01 a.m.

Theft was reported at a restaurant at around 7:45 p.m. Police said an unknown suspect stole an iPhone that was inadvertently left unattended.

A 46-year-old Villa Park man was charged with two counts of domestic battery and unlawful interference with the reporting of domestic violence.

Jan. 31-Feb. 1 Damage to property was reported in the 200 block of E. Hill. Police said that between 2 p.m. Jan. 31 and 7 a.m. Feb. 1, an unknown suspect pulled the rubber window molding from between the window and frame of the window.

Jan. 31 A stolen vehicle was reported at a pizza restaurant at around 8:16 p.m.

Police said that an unknown suspect stole a vehicle that was left in the parking lot unsecured with the keys in the vehicle while the owner ran in to pick up their order.

Jan. 29 Kenney L. Stewart Jr., 18, of Glendale Heights, was charged with two counts of disorderly conduct near Plymouth and Third at around 2:28 p.m. Tyler J.R. Boyd, 18, of Glendale Heights, was charged with two counts of disorderly conduct, unlawful possession of cannabis and unlawful possession of drug paraphernalia. Kahli C. Safo, 20, of Glendale Heights, was charged with two counts of disorderly conduct.

Coleman J. Lydon, 26, of Villa Park, was charged with DUI, illegal transportation of alcohol and improper lane usage near School and Wisconsin at around 2:28 a.m.

Theft was reported in the 1600 block of S. Michigan. Police said that between 10:38 and 11:38 a.m., an unknown suspect stole a blue backpack that was thrown into a hallway.

Jan. 27 Retail theft was reported at a store at around 5:35 p.m. Police said unknown suspects removed items from the display shelves and left the store without paying for the items.

Addison Feb. 8 Police said Jennifer G. Hernandez, 19, of Addison, had a failure to appear warrant out of the DuPage County Sheriff’s Department for battery.

Devante D. Williams, 24, of Chicago, was charged with retail theft at a store in the 1000 block of N. Rohlwing Road at around 3:39 p.m. Police said as an employee of the store, Williams took returned merchandise from a customer and placed the credit on a gift card which he kept for himself, then returned the customer’s merchandise a second time and refunded the money back to

Denwood named 88’s Best for January by WBHS

Kyla Denwood has been named as Willowbrook’s January recipient of 88’s Best recognition for her stellar involvement in extracurricular activities. Denwood is a proven leader in and out of the classroom as a student, as an athlete, as a musician and as a role model. She has a tremendous record of academic and extracurricular achievements, as well as a proven record of leadership and commitment to success. As a student, Denwood consistently pursues the most rigorous courses available at Willowbrook.

At the conclusion of her high school career, she will have completed 10 Advanced Placement (AP)/collegelevel courses, as well as a multitude of Honors courses.

Denwood also has been recognized as an AP Scholar with Distinction, as an Illinois State Scholar and as a QuestBridge College Prep Scholar.

Other highlights from Denwood’s high school career include being a member of the Distinction Honor Roll each semester, earning the Outstanding Freshman Award, serving as President of the Tri-M (Modern Music Masters) Honor Society and being an inductee of Civitas (Social Studies Honor Society), the National English Honor Society and the World Language Honor Society.

Beyond the classroom, Denwood demonstrates her leadership through serving as Secretary of Student Council, as a past emcee of Willowbrook’s Senior Recognition Assembly and as a reader of the school’s daily announcements. She has represented Willowbrook at the West Suburban Conference Leadership Conference, as well as at the Black Student Leadership Conference. Denwood’s dedication is further displayed through her involvement with Speech Team, Black Organization for Student Success (B.O.S.S.), Talented African American Leaders Embarking on Their Educational Dreams (T.A.L.E.N.T.E.D.) and Mock Trial.

Brink honored by NSPRA as Front-Runner of Region District 88 Director of Community Relations Dani Brink has been recognized by the National School Public Relations Association (NSPRA) Executive Board as the 2016-17 NSPRA Front-Runner for the North Central Region. NSPRA’s Executive Board identified Brink as an emerging leader, who is doing outstanding work for District 88, NSPRA and the Illinois Chapter of NSPRA (INSPRA). Front-Runners have demonstrated professional leadership at the state and national level and have been recognized for innovation and excellence through NSPRA award programs or presentations.

During its Jan. 30 meeting, the District 88 Board of Education, along with the administration, presented Brink with a certificate in honor of that Dani Brink recognition, and a video clip from representatives of NSPRA and INSPRA was shared. Brink also will be recognized by NSPRA during the organization’s annual seminar, which will take place from July 9 to 12 in San Antonio.

Villa Park Junior Women’s Club 2017 Scholarship

The Villa Park Junior Women’s Club (VPJWC) is now accepting applications for their 2017 scholarship.

Every year, the VPJWC sponsors a scholarship to benefit a female Villa Park student. This scholarship promotes and rewards women’s involvement in a variety of community service activities. The VPJWC will be awarding two scholarships to high school seniors this year in the amount of $1,500 and $500. The deadline to apply is no later than April 15, 2017 and apply online at vpjwc.org/scholarship.

The award recipients are determined based on their application and recommendations. This is not a scholarship awarded based on financial need.

Qualifications include being a current resident of Villa Park, high school se-

Conroy to host youth advisory committee, seeks internship applicants A strong advocate for young people making their voices heard through civic engagement, state Rep. Deb Conroy, D-Villa Park, will host a Youth Advisory Committee in February.

“The issues that matter to young people should matter to everyone,” Conroy said. “Teens and young adults need to know that they have the ability to change their communities for the better through civic engagement. That’s why I have passed legislation requiring civic education in high school and continue to encourage young people to be active in our community through my Youth Advisory Committee.”

Conroy’s Youth Advisory Committee will be held on Monday, February 26 from 6:30 p.m. – 7:30 p.m.

at her full-time constituent service office, located at 28 S. Villa Ave. in Villa Park. Conroy also invites young people interested in government, political science, and public policy to submit a resume for an internship.

“Interning in my state office is a great opportunity for young people with a variety of interests to gain experience relevant to their background while serving their community,” Conroy said. “From planning community events to doing research for legislation, interns gain vital skills that they will carry with them throughout their professional careers.”

Parks and Rec seeks summer lifeguards

Calling area teens! Want a summer job? Villa Park Recreation is hiring lifeguards to work at Jefferson and Lufkin Pools this summer. The Recreation Department uses the American Red Cross certification program which requires lifeguards to be at least 15 years of age and be able to pass a preliminary swim test that includes a 300 yard swim, treading water for 2 minutes with only the legs, retrieving a 10 lb. brick from a depth of 9 feet then

swimming 20 yards with the brick.

Potential lifeguards can take the certification program through the Recreation Department. The program combines class sessions at the Iowa Community Center, online work through the American Red Cross training website, and in-pool training at the College of DuPage Swimming Pool and Jefferson and Lufkin Pools.

Please note that the online training must be completed before the April 21

start date of the certification program.

Upon passing the program and receiving an endorsement from the instructor, employment will be strongly considered. Successful completion will give certification in Lifeguard Training and First Aid and CPR for the Professional Rescuer for two years. The cost of the Lifeguard Certification program is $270 for Villa Park residents, $273 non-residents plus a $35 fee paid directly to the American Red Cross.

Addison Trail-Willowbrook boys swimming team wins conference title Swimmers earn all-conference honors in every non-diving event

The Addison Trail-Willowbrook boys swimming team made some more history recently.

AT-Willowbrook finished third at the West Suburban Conference Gold Division meet and as a result tied for the overall conference title with

Hinsdale South and Downers Grove South.

It is the first conference title in the program’s history.

AT-Willowbrook finished the regular conference season with a 5-0 record.

“It was awesome,” said Willowbrook coach Neil Wahlgren. “The guys were very excited about winning the conference title. We did not taper our guys for the conference meet and other teams did. We should be able to fare well against these other teams at sectionals (this Saturday).

Willowbrook junior wrestler Jack Jessen continued his dominance at the recent Downers Grove North sectional.

Jessen moved his record to a perfect 47-0 by winning the 182-pound Class 3A sectional title there.

Jessen pinned Montini’s Pete Christensen in the 182-pound final in just 1:46.

Jessen advances to the Class 3A individual state tournament in Champaign this weekend. Jessen finished third in the state at 182 pounds last year.

He’ll be joined by teammate Dominic Ranieri who placed third at 132 pounds at Downers Grove North.

Ranieri won his third-place match by a 3-2 count over Stagg’s Noah Price. Ranieri brings a 41-11 record into Champaign.

Willowbrook girls bowling Willowbrook senior Jordan Tiberi qualified for this weekend’s IHSA girls bowling state finals out of the Oak Lawn sectional recently.

Tiberi rolled a 1,204 series to earn an individual qualifying spot in the state finals near Rockford.

As a team, Willowbrook finished fifth in the sectional with a total pinfall of 5,307. The Warriors finished 100 pins out of the final team state-qualifying spot.

Willowbrook girls basketball The Willowbrook girls basketball team dropped a recent 54-28 West Suburban Conference crossover game to Lyons Township.

The Warriors trailed 14-1 after the first quarter and 30-13 at halftime. Hannah Konrath led the Warriors with 12 points and hit two 3-pointers. Sara Fitzgibbon added four points, as did Sydeney Verdino.

Jayla Smith had two assists.

Willowbrook also lost 54-42 on the road at Glenbard South in nonconference action. Willowbrook led 13-12 after the first quarter, but Glenbard South came back and took a 31-22 lead into halftime.

Konrath led the Warriors with 15 points and shot 3-for-5 from the 3-point line. She also had four rebounds.

Maureen Schmid added seven points, four rebounds and three blocks. Katelyn McCann had six points, five rebounds and three assists. Fitzgibbon had five points, while Shannon Knudtson had four rebounds.

AT-Willowbrook had an individual swimmer or relay earn all-conference honors (Top 4 for individual events and Top 3 for relays) in every non-diving event. AT-Willowbrook does not have divers because it has no home pool or practice facility for divers.

AT-Willowbrook won two of the three relay events. The team won the 200 free relay with Evan Zimmerman (AT), Jacob Grygo (AT), Mikey Strycharz (AT) and Jack Burns (Willowbrook).

AT-Willowbrook also won the 400 relay conference title with Strycharz, Grygo, Burns and Jack Wentworth (Willowbrook).

The team placed second in the medley relay with Zimmerman, Lucas Walsh (AT), Jake Roucka (Willowbrook) and Grygo (AT).

Roucka won the 100 butterfly conference title, while Zimmerman was the backstroke champion. Zimmerman placed second in the 200 IM,

while Roucka was third in the IM. “That was pretty big for us to finish second and third in the IM,” Wahlgren noted.

Grygo earned all-conference honors in the 50 free with a fourth-place finish. Burns was fourth in the 100, while Strycharz was third in the 500.

Wentworth was fifth in the 500.

“Jack Wentworth just missed all-conference. He’s dropped a lot of time in the 500 over the course of the season,” said Wahlgren. “He’s dropped pretty close to a minute, which is awesome. He dropped 15 seconds at the conference meet.”

Walsh finished fourth in the breaststroke. Thomas Holmes was fifth in the event.

“Thomas is only a freshman so that was pretty exciting to see,” said Wahlgren.

AT-Willowbrook will compete in the Downers Grove South sectional this Saturday.

“Over the last three years when this group came in, it was about training them and getting their

form down,” said Wahlgren. “They worked out and did the yardage and now understand how to be racers.

They understand how to face in the pool and they have gotten better and better. They have come a long way as a team. We are a team. Each guy relies on the other guys and we’ve been able to win conference because of it and we’ve done something no other AT-WB team ever has done before.”

Wahlgren said his group is looking forward to the challenging sectional.

“We’re going to be in a tough sectional,” he said. “It’s going to be fun.

We’ll see a lot of fast swimmers. Our guys are going to be up there. We will compete against some teams that we wouldn’t have been able to before. Hinsdale Central is there and won state two years ago and Lyons Township won state last year. We’re going to have some fun and guys will get some personal bests and we’ll see if we can’t fare well against the other teams in the West Suburban Conference. We want to show how strong our taper is.”

IC Catholic Prep boys basketball team continues winning ways

The IC Catholic Prep boys basketball team continued to pile up the wins recently.

The Knights recorded wins last week against Fenton and Glenbard South—both Metro Suburban Conference Blue Division foes.

The two wins moved IC Catholic Prep to 17-7 overall and kept it in at least a tie for first place in the MSC Blue with an 8-2 record.

IC Catholic Prep downed Fenton 62-50 and defeated Glenbard South 61-57.

Earlier, the Knights scored a thrilling double-overtime win against Aurora Central Catholic that put the team in a three-way tie for first place in the conference with ACC and Glenbard South.

“We started out on a positive note in the first quarter against ACC. Austin Reed got us going by distributing the ball to his brother (Amari) who had eight points in the first quarter,” said IC Catholic Prep coach TJ Tyrrell.

Amari Reed finished with 22 points, while Austin Reed had 16 points.

Tony Gaudio hit two free throws near the end of regulation to send the game into the first overtime.

“Tony knocked down both free throws. He was clutch,” said Tyrrell.”We had to get one stop after that and we did. The clutch freethrow shooting was awesome to see. Tony stepped up in that moment.”

Kevin Cheng went 5-for-5 from the line in the overtimes, while Amari Reed was 4-for-4 and Austin Reed was 3-for-4. Cheng sank 10 of 11 free throws covering the fourth quarter and the two over times.

Tyrrell also noted Cheng hit some clutch 3-pointers in the fourth quarter. He had 11 points in the fourth quarter.

“We had very good free-throw shooting down the stretch and in overtime,” said Tyrrell. “That was a big difference-maker for us.”

Tyrrell also was pleased with how the Knights adjusted defensively.

“Two of ACC’s key guys fouled out late in the game,” he said. “We did a good job of using a box-and-one and a triangle-and-two on one of their players, who is one of the top guys in the area. He had four points

in the first half and then scored 37 in the second half and the two overtimes. We focused on trying to contain him as much as possible. Down the stretch for us it was a good team effort.”

The Knights also received strong play from Alex Meurer and Nico Gaudio. “Alex stepped up as he has done all year for us,” said Tyrrell.

“He guarded their best player and gave us a lot of great minutes. Nico is a junior and played one of his best games of the year. He was a solid physical presence and played strong and with confidence.”

Kris Askew also had a fine game.

“We had some solid minutes from Kris Askew,” said Tyrrell. “He’s starting to play a lot better as of late.”

The Knights also got word that junior Luke Ricobene, the quarterback on the state-championship football team, has been cleared to return after being out all season.

“Luke has been practicing and played in a JV game,” said Tyrrell earlier last week.

The two recent victories gave the Knights six wins in a span of seven contests.

In celebration of Valentine’s Day, a grocery delivery company called Instacart has created its first-ever “Romantic City Index” which determines the most and least romantic cities in the nation. Chicago landed at #6.

The company looked at the frequency of search for romantic terms: chocolate, strawberries, champagne, flowers and candy. Based on that, the most romantic city was Boston, followed by: Seattle, Washington D.C., Philadelphia, Minneapolis, Chicago, New York and Houston. The least romantic were (in descending order): L.A., Austin, Denver, Atlanta, San Francisco, Indianapolis and Miami.

Women age 25 and over who wish to pursue their undergraduate education are encouraged to apply for a scholarship now available from the Conference of Women Legislators (COWL), a non-profit organization comprised of women serving in the Illinois General Assembly.

The COWL Scholarship seeks to maximize educational opportunities for all income levels by offering tuition assistance to deserving women age 25 or older who show evidence of furthering their education in order to make a contribution to their government, children, families, and community.

The one-year undergraduate scholarship will cover tuition, books and fees up to $2500 per year, including summer school.

COWL endeavors to support women who, for various reasons, have not had the opportunity to begin or complete their education at an earlier stage due to life changes and/or financial difficulties.

Further, COWL encourages women of all races, religions, creeds, and ethnic backgrounds to apply for the scholarship.

Applicants for the scholarship must meet certain requirements to be eligible. In addition to being a woman 25 years of age or older, she must be an Illinois resident and plan to attend an accredited on-campus school in Illinois for at least six semester hours.

(Online colleges are not eligible.)

Your application materials, postmarked no later than March 15, 2017. Awardees will be notified of the decisions by April 15, 2017.

Scholarship applications may be downloaded from the COWL website at www.cowlil.com and must include the following items: • Application form • Two reference letters • Personal background and goals essay • Official transcripts from the last two academic years attended.

• List of all institutions of higher education you’ve attended • Signed waiver form with notary public signature and seal

The Awards Committee will consider service work or volunteer activities that promote the welfare of women, families, and community as well as demonstrated leadership in creating a new approach, program, or strategy that benefits them.

You should provide some evidence of continuity in the work you have performed.

Your reference letters should address this aspect of your background.
