The Nov. 8 election was contentious and emotional. Candidates at the national level, President, U.S. Senate and U.S. Representatives, dominated the voters attention. State races were also very heated, especially in DuPage County. Almost lost in the process was one important local ballot question posed to Villa Park voters: Should the Village increase the sales tax rate by a half cent to fund local infrastructure? The measure was approved for placement on the ballot during the Aug. 8, 2016 Village Board meeting. The increased sales tax revenue would generate an estimated $1.5 million annually to be used for sewer separation (separate ‘pipes’ to carry rainwater and a different set of pipes to carry sewage away from homes and other structures). This and other underground infrastructure projects such as flood mitigation will cost approximately $9 million for the areas under ‘referendum funded’ road repairs, according to Village Staff. Funding for the street work was approved by voters in 2014 when the passed a $23 million bond issue referendum to fix the crumbling streets. That money, however, cannot be used for the pipes underneath the streets. The strategy to pay for these needed repairs was two-pronged: An increase in water bill fees and the half-cent sales tax addition. The
