Reduces premiums on flood insurance for residents For the first time, DuPage County earned a rating in the Federal Emergency Management Agency’s Community Rating System (CRS) program that can save unincorporated residents up to 20 percent on their flood insurance.

The Community Rating System (CRS) program credits government agencies for efforts that go above and beyond standard flood protection for property owners.

Following evaluation, a community receives a rating on a scale from 1 to 10, and a corresponding reduction in FEMA’s National Flood Insurance Program premium is offered to the community’s residents.

DuPage County received a CRS rating of 6, meaning unincorporated residents in floodplains are eligible to receive up to a 20 percent discount on their flood insurance premiums. DuPage County officially became enrolled in the program Oct. 1.

“This is a tremendous victory for unincorporated DuPage County residents,” said County Board

Chairman Dan Cronin. “We estimate having this CRS rating in place will save 751 unincorporated residents nearly $100,000 annually.”

The DuPage County Building and Zoning Division spearheaded the effort and received assistance from the Stormwater Management Department and the Office of Homeland Security and Emergency Management.

“It’s incredibly difficult for a municipality to receive a CRS rating of 6 on its first attempt,” said Development Committee Chairman Sam Tornatore.

“DuPage County has the third highest rating anywhere in the state of Illinois, and one of the highest ratings in the area.”

Unincorporated residents who pay flood insurance should contact their insurance provider about how to save money due to DuPage’s new CRS rating.

Despite headquarters move, Peoria still home to 12,000 Caterpillar workers

Peoria wasn’t always a company town. It was a distillery town, a farm implement town and a river town before the Caterpillar Tractor Co. set up shop.

A bond developed between company and town that became a mutually-beneficial relationship.

Caterpillar rose to international prominence on the strength of rugged, reliable earthmoving machines while the Peoria area gained jobs— not only in bustling factories but at the headquarters of a Fortune 100 company, a rare distinction for a city of a population of 100,000.

But in 2017, that symbiotic relationship underwent a dramatic change. Caterpillar announced two things that reverberated across central Illinois: one, the company ditched plans for an expansive office project in Downtown Peoria that Caterpillar had promised with great fanfare just two years earlier, and, two, the corporate headquarters would move to the Chicago area.

Peoria would remain Caterpillar’s “home,” the company stated, emphasizing that 12,000 employees would remain in central Illinois while some 300 executives and staff would work out of corporate offices in Deerfield.

Peoria Mayor Jim Ardis expressed appreciation for the employees that stayed behind but called the news “a punch in the gut.” State Sen. Dave Koehler said, “It’s something that everyone feared, but had hoped would never happen.”

The city now has fears of future announcements from Caterpillar management, headed by new CEO Jim Umpleby and board chairman Dave Calhoun, who heads the Blackstone Investment Group, that more jobs might be sent out of town.

While Peoria was jolted by Caterpillar’s actions last year, it’s no secret that the U.S. manufacturing scene has changed mightily since 30,000 people were employed at central Illinois Caterpillar plants in the early 1970s. That was a time when most of Caterpillar’s machines were assembled in Illinois— in plants at Joliet, Aurora and Decatur as well as across the Peoria area.

in China alone. When it comes to opening plants in this country, Caterpillar follows the trend of big manufacturers that set up shop in the Sun Belt.

U.S. plants opened by Caterpillar in recent years have been in Georgia and Texas while the company recently moved its mining division from Milwaukee to Tucson, Ariz.

Caterpillar Inc., the name the company adopted in 1986, has expanded beyond bulldozers. Along with making a major commitment to mining, Caterpillar is now heavily involved with equipment used for oil and gas exploration, electric power generation and marine engines.

But it wasn’t always that way.

By the time the Caterpillar name was a registered trademark in 1910, the Holt Caterpillar Co. had established a plant in East Peoria in a building that previously housed the Colean Manufacturing Co., a firm that made steam-powered tractors before the company went bankrupt.

Benjamin Holt’s family business started in the mid-1880’s in California. Holt Caterpillar started up a division in the Midwest, moving to central Illinois with just 12 employees. Fifteen years later, the Holt firm merged with rival C.L. Best Gas Tractor Co., another California-based company, to form the Caterpillar Tractor Co. in central Illinois.

After the 1925 merger, C.L. Best became Caterpillar’s first CEO, a position he held until his death in 1951. “Clarence Leo Best—no one called him Clarence. His friends called him Leo. At work, he was C.L.,” said Lee Fosburgh, Caterpillar’s archives director.

Fosburgh pointed out that it was Best who got Caterpillar off on the right foot.

“The Best Tracklayer Sixty became the Caterpillar Sixty,” said Fosburgh, referring to the workhorse tractor that helped establish

Caterpillar in the earthmoving marketplace. “Best helped lead the push towards the company’s adoption of the diesel engine. He came up with concepts and ideas right up until his death—at age 71,” said Fosburgh.

Former CEO and Chairman Doug Oberhelman, in remarks made at the 2016 opening of the an exhibit on Best at the Caterpillar Visitors Center in Peoria, said Best’s business acumen was one of the big reasons for the company’s success. Oberhelman noted that Best went to Wall Street for Caterpillar’s initial public stock offering on Dec. 2, 1929—just weeks after the devastating stock market crash that precipitated the Great Depression.

After presiding over the company’s greatest sales year ever in 2012 when Caterpillar topped $65 billion in sales (an occasion celebrated in Fortune magazine with the headline, “Caterpillar crushes it”), Oberhelman went all-in on mining. In 2010, Caterpillar made the largest acquisition in its history, buying Bucyrus International, a Milwaukee-based maker of large mining equipment, for $8.8 billion.

No sooner was the deal completed when mining around the globe went into a tailspin.

As a result, Oberhelman presided over something else: the closing and consolidation of 20 plants worldwide and a dramatic reduction in the company’s workforce. Between 2012 and 2015, Caterpillar laid off 31,000 people.

As a company that sold 34 pipe-laying machines to China in 1975, Caterpillar had a strategy for China in 2010: “We’re going to play offense and we’re going to win,” said Oberhelman at the time.

By 2014, Caterpillar had 25 plants in China. But the Chinese market, once so hot, went cool.

But like the heavy-duty equipment it produces, Caterpillar has shown an ability to weather storms,

whether inflicted by markets or strong winds. Caterpillar was already bouncing back from the malaise in the mining industry in 2017 while in April of this year, Caterpillar posted the highest first-quarter profit in the company’s 93-year history with a 31 percent increase in company revenues.

There were many great days in Caterpillar-Peoria history. During World War II, 191 Peorians, including 158 Caterpillar employees, shipped out as a group to the jungles of Burma, forming Caterpillar’s own 497th Engineer Heavy Shop Co. The company’s task? To circumvent a portion of the Burma Road that had been captured by the Japanese. This was vital to restore lines of communication between China and Burma, and help liberate Burma from Japanese forces.

In a magazine ad that Caterpillar ran during the war, the 497th was depicted with their sign proudly displayed on a palm tree by the group’s tent city: “Little Peoria.”

That ad was among other print advertisements that Caterpillar ran in major magazines at the time in the 1940s and 1950s from the collection of Caterpillar retiree Mark Johnson at a 2014 display at the Peoria Public Library.

Building a road in jungle conditions—with tigers, snakes and malaria to worry about—was not easy, said Johnson, who retired in 2009 after 37 years at Caterpillar.

After World War II, Caterpillar moved into high gear with company sales going from $128 million in 1946 to $742 million in 1959, he said.

Ads from the 1950s in Johnson’s collection illustrate the emphasis that Caterpillar placed on rebuilding the nation’s infrastructure after the war. “When you think of better roads, think of the big yellow machines that make them possible,” Caterpillar noted in a 1950s ad.

Caterpillar equipment didn’t just build American highways but were in use around the world. As the global economy got bigger, Caterpillar grew with it. New markets provided Caterpillar with opportunity.

Not only did Caterpillar start building factories overseas, it opened new plants across the United States — usually in right-towork states like Texas or Georgia.

While a hub for Caterpillar operations, central Illinois became a battleground between Cat labor and management in the 1990s marked by two lengthy strikes.

The United Auto Workers, which waged such a spirited campaign against Caterpillar in the 1990s has seen its influence—and numbers— decline in recent years. There were 9,500 UAW members who voted on a six-year contract at 11 Caterpillar facilities in Illinois and Pennsylvania in 2011. By the time of the next contract, approved in April 2017, only 5,000 UAW members voted.

Today things are changing in Downtown Peoria. Property that had been set aside for Caterpillar’s new headquarters, is slated to be home to OSF HealthCare.

OSF plans to place between 700 and 750 employees at the site at a cost between $80 million and $100 million.

Bond set for Lombard man charged with 7th DUI DuPage County State’s Attorney Robert B. Berlin and Lombard Chief of Police Roy Newton announced last week that bond has been set for a Lombard man accused of his seventh DUI offense.

Steven Tresnak, 55, appeared at a bond hearing before Judge Jeffrey MacKay set bond at $200,000 with 10% to apply. Tresnak has been charged with one count of Aggravated DUI, a Class X Felony, punishable by a sentence of between six to thirty years in the Illinois Department of Corrections, and one count of Driving While License Revoked, a Class 4 Felony.

On Oct. 9, 2018, at approximately 6:48 p.m., Lombard police officers responded to a crash near Westmore-Meyers Road and St. Charles Road. This success led the program to be recognized by President Obama as an innovative workforce organization, which caught the attention of the governor of Rhode Island.

He launched the spinoff Skills for Rhode Island’s Future (SFRIF).

Marie has grown the organization from a staff of 10 to 45, from six employer partners to more than 60, and from 539 job seekers placed per year to more than 1,200.

The College of Liberal Arts and Sciences (LAS) Alumni Awards, presenters of Marie’s award, are given to University of Illinois alumni who have done something that has significantly improved or enhanced the lives of others through leadership, philanthropy or acts of service.

Marie was previously a recipient of the Willowbrook High School Distinguished Alumni Award.

Tom Cullerton earns U.S. Dept. of Defense recognition for his service to the military The U.S. Department of Defense recently recognized Illinois State Senator Tom Cullerton (D-Villa Park) for his leadership in shaping policies that positively impact the lives of service members and families in Illinois.

better the lives of our military personnel, veterans and their families,” Cullerton said. “Our nation’s heroes have served our great country with honor and respect and have made countless sacrifices to protect our freedoms. Having served as an infantryman in the Army from 1990-93, Cullerton continues to use his military experience to implement common-sense legislation that makes resources easily accessible for Illinois’ veterans.

Legislation proposed to strengthen ‘Failure to Appear’ penalties Last week, DuPage County State’s Attorney Bob Berlin joined State Senator Michael Connelly (R-Naperville) in supporting proposed legislative changes to strengthen Failure-to-Appear (FTA) laws. Noting the significant increase in the number of people not showing up to court, Connelly and Berlin said their proposal is an effort to ensure indi-

viduals who are out on bond are appearing in court when ordered.

The proposed changes include: 1. Individuals who are out on bond but fail to appear in court would be charged with an offense of the same Class (instead of the next lower Class) of the crime he or she is charged with originally.

Failure-to-Appear offenses

are non-probationary for felony violations.

The DuPage County State’s Attorney’s Office said they noticed an increase in FTA violations since the Bail Reform Act became effective in January 2018. The Act allows individuals arrested for minor crimes to get a rehearing of their bail amount if they can’t afford to post cash bail.

Other options are also available for those in custody for nonviolent or low-level offenses, such as electronic home monitoring, curfews and drug counseling.

“For our system of justice to function properly, those who commit crimes must be held responsible,” Berlin said. “Since the Bail Reform Act of 2017 became effective, we are seeing a substantial increase in defendants who find themselves fortunate enough to be afforded an I-Bond or low cash bond deciding that it is in their best interest to ignore the courts and simply not appear in court as previously ordered. This is unacceptable. Court orders are not optional.

The legislative changes proposed will not only encourage defendants to appear in court when ordered but will also help ensure that those individuals who do skip out on their bond will face significant additional penalties.”

Symphony’s next concert will be Nov. 11 The second concert of the Elmhurst Symphony’s 58th season takes place on Sunday, Nov. 11 at 3 p.m., when guests will enjoy an afternoon of music of beloved composers with French connections: Chopin, Saint-Saëns, and Bizet. Chopin’s Piano Concerto No. 2 in F minor features the talents of Adam Neiman, an ESO audience favorite.

Acclaimed organist Michael Surratt shines in Saint-Saëns’ Symphony No. 3 (Organ Symphony), and the ESO rounds out the program with the well-loved Carmen Suite No. 1 by Bizet. C’est magnifique!

In honor of Veterans’ Day, the orchestra will perform a salute to the U. S. Armed Forces. Veterans and active duty members of the military are invited to come in uniform.

Tickets for all current, retired and former military personnel will be offered at halfprice.

Guests are invited to continue the French theme by joining the ESO for dinner at Mon Ami Gabi in Oak Brook following the concert. The menu includes a choice of three entrees, soup du jour or salad, and a dessert trio. Tickets are $60 per person and can be purchased at elmhurstsymphony.org.

The Elmhurst Symphony Orchestra, under the baton of Music Director and Conductor Stephen Alltop, performs in the contemporary venue of Elmhurst Christian Reformed Church, 149 W. Brush Hill Rd in Elmhurst. The church has accessible parking and facilities; parking is free. The concert experience at ECRC is enhanced by the informative and lively discussion, Behind the Music Stand, led by audience favorite Dr. Ted Hatmaker, which takes place at 1:45 p.m. prior to the concert.

Addison Trail boys soccer team ends regular season with 15 wins Blazers opened postseason play earlier this week

The Addison Trail boys soccer team is in the right frame of mind heading into this week’s postseason action.

The Blazers recently concluded the regular season with a 15-5 overall mark and finished second in the

West Suburban Conference Gold Division with a 5-1 record.

Addison Trail lost 2-1 to Morton in a game for the WSC Gold championship. Addison Trail led 1-0 at halftime against the perennial conference titlists.

“Morton was a great game,” said Addison Trail coach Ryan Dini.

“They were ranked third and we are at something like 15. We had a packed house. They won it on a set

Warriors football team clinches no worse than share of second conference title in a row

It sure didn’t take Willowbrook freshman girls golfer Emma Rattana long to make an impact.

Rattana recently shot an 89 and tied for what turned out to be the eighth and final individual state-qualifying spot out of the Class 2A Conant sectional.

Rattana went on to the state meet where she finished tied for 104th with an 18-hole score of 100 at Red Tail Run Golf Course in Decatur.

Willowbrook football The Willowbrook football team upped its record to 8-0 with a 40-7 West Suburban Conference Gold Division win against Proviso East in Maywood.

The win also improved the Warriors to 5-0 in WSC Gold play and gave them no worse than a share of the WSC Gold title, the team’s second conference title in a row.

If Willowbrook defeats Downers Grove South Friday it will win the conference title outright. Downers Grove South is 4-1 in WSC Gold play. Hinsdale South already finished its conference slate at 5-1, losing only to Willowbrook.

Willowbrook girls tennis The Willowbrook girls tennis team finished the West Suburban Conference Gold Division season in third place at both the varsity and junior-varsity levels behind Downers Grove South and Hinsdale South.

Varsity medalists for the Warriors include Priscilla Delvalle, who finished second at No. 3 singles. Lizzie Martynenko and Victoria Zlatkova finished second at No. 3 doubles, while Ryley Goles and Ellie King were second at No. 4 doubles.

Penelope Delvalle took third at No. 2 singles, while Andrea Zulawski and Maddie Brown took third at No. 1 doubles.

Willowbrook boys cross country Willowbrook boys cross country sophomore Tyler King recently won the sophomore race at the Niles West invitational.

Matt Caron took 22nd in the varsity race at Niles West. The Warriors took fifth place as a team there. “It was maybe our best finish ever there,” said Willowbrook coach TJ Artman.

Willowbrook will run in the Class 3A Lake Park regional at the Lake Park East campus Saturday.

“We’re looking to qualify the team through to sectionals, but it will be a time that all the guys racing must have their best races of the season,” said Artman. “There are many tough teams to beat in order to make it to sectionals.”

Willowbrook boys golf Willowbrook’s Taylor Sarovich shot a 90 at the recent Class 3A sectional at par-71 Bartlett Hills and did not advance to the state boys golf meet. Sarovich shot 48 on the front nine and 42 on the back.

“This marks the end of another great season for us,” said Willowbrook coach Gary Walker.

The Warriors will host their team banquet on Wednesday, Oct. 24.

Addison Trail goalie Sam Sandoval finished the regular season with an impressive 11 shutouts to his name.

“That’s a good stat,” said Dini.

“He’s been unbelievable for us. He’s our biggest leader on the team. He’s constantly talking to the defense and organizing the team.”

Dini said despite the loss to Morton, his players are primed and ready to go for the postseason which started Wednesday in Hoffman Estates against the host school. Addison Trail is the No. 6 seed in its own sectional.

Hoffman is the No. 12 seed.

“The seniors have a sense of urgency, for sure,” said Dini. “We had 11 seniors. They were devastated after Morton. Nobody has beaten Morton in conference in seven years. That’s a good sign going into the playoffs. The guys definitely are all in.”

If Addison Trail defeated Hoffman Estates, it will play for a Class 3A regional title Friday at 5 p.m. at Hoffman Estates. A possible opponent is No. 3 sectional seed York. The two teams played in the regular season with Addison Trail scoring a 2-1 win.

Fenton girls volleyball team breaks 20-win barrier Bison preparing for regional action; Miller, Krzyszkowski and Kukielko leading the way

The Fenton girls volleyball team has reached a historic milestone.

The Bison checked in at 22-10 overall through late last week. Coach Kelly Kleidorfer noted the last known time the Fenton girls volleyball team reached 20 wins was in 1991.

“We are trying to confirm the school record for wins, but we believe it is 24 or 25,” she said.

Fenton was 3-2 in Metro Suburban Conference Red Division play through late last week. In recent action, the Bison defeated Elmwood Park 25-9, 2522, downed Guerin Prep 25-5, 25-12, lost to Aurora Christian 25-22, 25-20 and lost to Bishop McNamara 27-25, 25-21.

Addison Trail lost to Morton last week 13-0. The Morton win snapped a 38-game West Suburban Conference Gold Division losing streak for the Pirates who prior to that last had won a conference game in 2011 in Week 9 against that same Morton team. The opening-week win against Round Lake snapped an overall 35-game Proviso East losing streak that dated back to Week 2 of the 2014 season.

“Our top players have really stepped up and have been performing at a high level,” said Kleidorfer. “Mackenzie Miller has been averaging about 20 assists per match in recent weeks, while Agata has taken her game to a higher level as well. Her defense has been outstanding and then her attack has been unstoppable. Finally, Vicky has been the best player on the court in most matches. She has a variety of ways to get kills. She is really using her court awareness to put it where the defense isn’t.”

Kleidorfer liked how her team played in the loss to Aurora Christian.

“Our passing was excellent against Aurora Christian,” she said. “That match was the top two teams in the conference and it probably was the best-played match in our gym in quite some time. Both teams were outstanding and it was the best we passed in a long time. Passing is what we have improved on the most in recent times. We are really passing at a high level right now.”

Fenton still is working on its service game. “Right now we have to improve our serving,” said Kleidorfer. “Serving was a strength at the beginning of the season but has really haunted us in some of our big matches. We aren’t getting the number of aces we got earlier in the season and our errors have increased.”

Fenton played Wheaton Academy earlier this week to close out MSC Red play.

“We need to finish conference with a strong showing against Wheaton Academy, have fun and play well while honoring our seniors against Thornton-Fractional North,” said Kleidorfer late last week. “And then we turn our focus to Leyden and the opening regional match. We are too good to not have some success in the state tourney.”

welcomed to the pantry and informed about the “Clothes Closet” down the hall in the church. All materials at the pantry and Clothes Closet are offered at no charge to clients.

The pantry currently serves about 400 families per month, bringing the number of people served to nearly 2,000 per month. In August 2018, 46 new families became clients.

The pantry receives donations of food and money from many local schools, post offices, civic groups, churches, families and grocery stores, and purchases food monthly from the Northern Illinois Food Bank in Geneva.

It is estimated that for every dollar that is donated to the pantry, $8 in food can be purchased from the Northern Illinois Food Bank.

In October, the pantry extended its operating hours to include Wednesday evenings from 5-7 p.m. This is in addition to open hours every Monday, Wednesday and Friday, and every third Saturday from 9-11:45 a.m.

The pantry recently held its first open house with local residents, politicians and vendors present to celebrate the work of the pantry and its volunteers. The pantry is looking forward to the first client “food tasting” on Saturday, Oct. 20, during the “third Saturday” open hours.

October is Breast Cancer Awareness Month – the perfect time to give to blood and platelets at donation centers to support cancer patients and others.

Anna Gwinnup, a loving wife, mother and grandmother, was diagnosed with stage 1 breast cancer in September 2017. Within weeks, it advanced to stage 2, forcing her to undergo a double mastectomy, chemotherapy and multiple surgeries, which required blood products.

Though she was a blood donor prior to her diagnosis, Gwinnup now has a new passion for the cause. “I want to raise awareness about the need for blood to treat cancer,” she said.

Cancer patients may need red blood cell or platelet transfusions during chemotherapy, surgery or treatment for complications.

Donors of all blood types are needed to help ensure a sufficient supply for patients this fall, especially after Hurricane Florence and subsequent flooding forced the cancellation of more than 6,000 blood and platelet donations last month.

Local siblings, Stemples support ‘Pedal Power’

Local brother and sister team Lauren and Grant Schleiter are running a charity bike collection event called “Pedal Power” on Saturday, Oct. 27 from 9 a.m. to 12 noon at Stemples Cycle Center at 494 Spring Road.

Started in 2008, Pedal Power involves the collection and distribution of outgrown, unused and gently-used bikes.

The bikes that are donated to “Pedal Power” are inspected and repaired as needed, then donated to students who attend Chicago Public Schools in lower income areas as a reward for earning good grades.

Over the past ten years, the project took place at several communities throughout Chicago, and Grant and Lauren Schleiter decided in 2017 they wanted to extend the effort to Elmhurst.

High School, approached Stemples Cycle Center about serving as a collection point and the bike center happily agreed.

Stemples performs quick safety checks on all of the bikes dropped off and will fix minor repairs, if necessary. A grant through the Evanston Bike Club will supply helmets for all of the CPS students who make the honor roll and receive bikes.

“Divvy,” Chicago’s bike share program, is donating trucks and drivers to transport the bikes from the collection points to the CPS schools on the date of the event.

Over the past ten years, more than 3,000 bikes have been donated. In 2017, Lauren and Grant collected 154 bikes at the Elmhurst location and the group in total collected more than 500.
